The interdisciplinary field of neurorobotics looks to neuroscience to overcome the limitations of modern robotics technology, to robotics to advance our understanding of the neural system’s inner workings, and to information technology to develop tools that support those complementary endeavours. The development of these technologies is still at an early stage, which makes them an ideal candidate for proactive and anticipatory ethical reflection. This article explains the current state of neurorobotics development within the Human Brain Project, originating from a close (...) collaboration between the scientific and technical experts who drive neurorobotics innovation, and the humanities and social sciences scholars who provide contextualising and reflective capabilities. This article discusses some of the ethical issues which can reasonably be expected. On this basis, the article explores possible gaps identified within this collaborative, ethical reflection that calls for attention to ensure that the development of neurorobotics is ethically sound and socially acceptable and desirable. Advances in neuroscience and other disciplines are producing large-scale brain data consisting of datasets from multiple organisms, disciplines, and jurisdictions in different formats. However, due to the lack of an international data governance framework brain data is currently being produced under various contextual ethical and legal principles which may influence key stakeholders involved in the generation, collection, processing and sharing of brain data thereby raising ethical and legal challenges. In addition, despite the demand for a brain data governance framework that (...) accounts for culture, there is a gap in empirical research and actions to understand how key stakeholders around the world view these issues using neuroscientists who are affected by these ethical and legal principles. Therefore, using the research question how do ethical and legal principles influence data governance in neuroscience? we attempt to understand the perceptions of key actors on the principles, issues and concerns that can arise from brain data research. We carried out interviews with 21 leading international neuroscientists. The analytical insights revealed key ethical and legal principles, areas of convergence, visibility, and the contextual issues and concerns that arise in brain data research around these principles. These issues and concerns circulate around intimately connected areas which include ethics, human rights, regulations, policies and guidelines, and participatory governance. Also, key contextual insights around animal research and ethics were identified. The research identifies key principles, issues, and concerns that need to be addressed in advancing the development of a framework for global brain data governance. By presenting contextual insights from neuroscientists across regions, the study contributes to informing discussions and shaping policies aimed at promoting responsible and ethical practices in brain data research. The research answers the call for a cross cultural study of global brain data governance and the results of the study will assist in understanding the issues and concerns that arise in brain data governance. In recent years, the rights of patients have assumed a more pivotal role in international discussion. Stricter laws on the protection of patients place greater priority on the perspective and the status of patients. The purpose of this study is to emphasize ethical aspects in communication, the role of patient advocates as contacts for the concerns and suggestions of patients, and how many problems of ethics disappear when communication is highlighted. We reviewed 680 documented cases of consultation in a 10-year (...) period of patient advocates’ activity at a big German university hospital with 1,300 beds. On the basis of this extensive material, the article will focus on the intersection of the advocate’s work with the problems of patients in hospitals. Deficits in the level of communication between health care professionals and patients were frequently uncovered. Patients primarily complain about the lack of dialogue and empathy. Middle-aged patients consulted the patients’ advocate disproportionately more often. Measured against this baseline, the group of 65 and older complained less frequently. Besides complaints the advocate was asked in more than one-third of all cases for information about medical matters, hospital regulations or administrative problems. Patients obviously see the advocate as a well-connected and ideally unbiased contact person for uncertainties concerning their malady or a potential stay in hospital. Those seeking help often set hope in the information given by the voluntary patient representative. It should be highly recommended for every German hospital to establish the position of a patient advocate. Furthermore, patients can profit from regular exchange between the advocate and the Ethics Committee, also, to help ensure that their rights are taken into account and implemented in an ethically desirable context. Neurosensory hearing loss is a growing problem of super‐aged societies. Cochlear implants can restore some hearing, but rebuilding a lost hearing organ would be superior. Research has discovered many cellular and molecular steps to develop a hearing organ but translating those insights into hearing organ restoration remains unclear. For example, we cannot make various hair cell types and arrange them into their specific patterns surrounded by the right type of supporting cells in the right numbers. Our overview of the topologically (...) highly organized and functionally diversified cellular mosaic of the mammalian hearing organ highlights what is known and unknown about its development. Following this analysis, we suggest critical steps to guide future attempts toward restoration of a functional organ of Corti. We argue that generating mutant mouse lines that mimic human pathology to fine‐tune attempts toward long‐term functional restoration are needed to go beyond the hope generated by restoring single hair cells in postnatal sensory epithelia. ObjectivesConstant Installation of Present Orientation and Safety is a Eye Movements Desensitization and Reprocessing -derived technique, which is often used to prepare for the treatment of post-traumatic stress disorder. It differs from the latter by involving cyclically recurring exercises in reorientation to the present, interspersed between brief periods of exposure to the traumatic material.While EMDR is well established as a therapeutic method, the efficacy and mechanisms of action of CIPOS have not been investigated so far. In this pilot study, an (...) experimental setting was used to record the subjective and physiological effects of the CIPOS intervention compared to a control condition with pure mental exposition.MethodsThe study was performed on 30 healthy volunteers aged from 20 to 30 years. Distress was induced using audio files of subjectively stressful situations. Subjective distress was measured via the Subjective Units of Distress Scale, while physiological indicators were used as measures for objective stress. For each condition, pre- and post-intervention comparisons were calculated.ResultsIn both groups, startle reflex potentiation and mean skin conductance level significantly decreased. In the group with CIPOS intervention, but not in the control group, a significant decrease in the SUD value was found.Conclusion and significanceThe results show that the CIPOS technique is as effective as pure mental exposition in reducing physiological stress. In addition, a superiority in reducing subjective distress was found compared to pure mental exposition. Possible explanations of these effects are discussed. (shrink)

While philosophy has been defined as a critical endeavour since Plato, the critical potential of rhetoric has been mostly overlooked. In recent years, critique itself – as a means of enlightenment and emancipation – has come under attack. While there have been various attempts to renew and strengthen critical theory and practice, rhetoric has not yet played a part in these attempts. Addressing this lacuna, the article argues that rhetoric can function as a critical force within philosophy. The rhetorical perspective (...) confronts the claim to rational discourse and universal knowledge with the contingency of philosophical languages, means of representation, and social practices. Moreover, it allows us to think of critique as an activity of a subject that is at the same time constituted and transformed by it. This opens up the possibility of a rhetorical philosophizing that meets its critical standards by taking into account both the conditions of its own speaking and what it must exclude as its ‘other’ in order to function. For some years now, the significance of truth for politics has been intensely debated under the buzzword “post-truth.” However, this cannot hide the fact that political theory and philosophy have systematically neglected the relationship between truth and politics throughout their history. This article intends to remedy this desideratum by differentiating the various modes in which truth is referred to and invoked in the political field. To this end, the main strands of the post-truth debate are reconstructed and their shortcomings are (...) pointed out. Second, based on a contrasting reading of Habermas and Foucault, possible starting points for systematizing the relationship between truth and politics are discussed. Third, and as a prolegomenon to such a systematization, the article proposes a cartography of political truth forms and relations along five fault lines: truth as foundation and de-foundation, truth as coercion and freedom, truth as virtue and scandal, truth as secret and transparency, and truth as knowledge and practice. Das Verhältnis von Philosophie und Rhetorik wird in der Forschungsliteratur meist als eines der Entgegensetzung und des wechselseitigen Ausschlusses beschrieben. Dabei wird dem überzeitlichen Wahrheitsanspruch der Philosophie die kontextabhängige Wirkungsabsicht der Rhetorik gegenübergestellt. Während Philosophie auf sicheres Wissen und Erkenntnis ziele, gehe es der Rhetorik nicht um Wahrheit, sondern um die bloße Wahrscheinlichkeit und Meinung. Das kann allerdings nicht darüber hinwegtäuschen, dass Philosophie und Rhetorik auf grundsätzliche Weise aufeinander verwiesen bleiben. Denn allein in der Notwendigkeit, ihren Wahrheitsanspruch öffentlich durchsetzen zu (...) müssen und in der Frage nach der adäquaten Wahl der Ausdrucksmittel, muss sich Philosophie notwendig rhetorischer Verfahren bedienen. Entsprechend hinterfragt eine rhetorische informierte Philosophie das intellektualistische Ideal einer transparenten und selbstexplikativen philosophischen Sprache. Sie unterstreicht demgegenüber die Materialität, Literarizität, Performativität und Historizität philosophischen Sprechens. In diesem Sinne zielt das Handbuch Rhetorik und Philosophie auf ein Denken, das sich des paradoxen Verhältnisses von Philosophie und Rhetorik bewusst bleibt. (shrink)

The ethics of artificial intelligence is a widely discussed topic. There are numerous initiatives that aim to develop the principles and guidance to ensure that the development, deployment and use of AI are ethically acceptable. What is generally unclear is how organisations that make use of AI understand and address these ethical issues in practice. While there is an abundance of conceptual work on AI ethics, empirical insights are rare and often anecdotal. This paper fills the gap in our current (...) understanding of how organisations deal with AI ethics by presenting empirical findings collected using a set of ten case studies and providing an account of the cross-case analysis. The paper reviews the discussion of ethical issues of AI as well as mitigation strategies that have been proposed in the literature. Using this background, the cross-case analysis categorises the organisational responses that were observed in practice. The discussion shows that organisations are highly aware of the AI ethics debate and keen to engage with ethical issues proactively. However, they make use of only a relatively small subsection of the mitigation strategies proposed in the literature. These insights are of importance to organisations deploying or using AI, to the academic AI ethics debate, but maybe most valuable to policymakers involved in the current debate about suitable policy developments to address the ethical issues raised by AI. Against the backdrop of contemporary debates about care ethics and care, this article undertakes a re-reading of Foucault’s analyses of the ancient care of the self. While the care of the self has so far been interpreted primarily in terms of an ethics and aesthetics of the self, it argues that the care of the self is constituted by the presence of the Other. This becomes clear as soon as one links the care of the self to parrhesia, which signifies (...) an act of truth-telling through which the individual constitutes herself as the subject of a discourse of truth by confronting the Other with the truth. It is through this connection that the care of the self and parrhesia unfold their critical potential, as can be seen in the examples of Sophocles’ Antigone or the whistleblower Edward Snowden. This makes it possible not only to detach the concept of care from its close entanglement with the private sphere and to reframe it in political terms but also to envisage a critical attitude that is based both on the care of the self and others and on a concern for truth. Kants Metaphysische Anfangsgründe der Rechtslehre galten seit ihrem Erscheinen 1797 als mehr oder weniger verunglücktes Alterswerk. Bernd Ludwigs Untersuchung beansprucht dagegen, in ihrem ersten Teil den Nachweis zu führen, daß der problematische Zustand der Schrift nicht etwa den nachlassen den Geisteskräften des Autors zuzuschreiben ist, sondern sich vielmehr einer verunglücken Drucklegung verdankt: Zum Druck gelangte ein Manuskript, in dem nicht nur einzelne Textpassagen falsch angeordnet waren, sondern das auch Vorarbeiten enthielt, die für den Druck gar nicht vorgesehen waren. Anhand (...) von philologischen Indikatoren läßt sich eine Version rekonstruieren, die der von Kant intendierten Textgestalt weitgehend entspricht, ihr zumindest aber wesentlich näher kommt als der Druck von 1797. Im zweiten Teil wird in Gestalt eines analytischen Kommentars feingliedrig die Kantische Argumentation rekonstruiert und auf diesem Wege aufgezeigt, daß das wiederhergestellte Werk tatsächlich die über dreißig Jahre währende Arbeit Kants an seiner Rechtsphilosophie erfolgreich zum Abschluß gebracht hat. Spuren nachlassender Geisteskräfte sind dabei nicht auszumachen. Vielmehr erweist sich Kant als Autor, der traditionelle Lehrstücke des Naturrechts souverän an seine kritische Grundlegung der praktischen Philosophie anschließt. (shrink)

In this introduction we discuss the motivation behind the workshop “Towards a New Epistemology of Mathematics” of which this special issue constitutes the proceedings. We elaborate on historical and empirical aspects of the desired new epistemology, connect it to the public image of mathematics, and give a summary and an introduction to the contributions to this issue.

This study investigates the ethical use of Big Data and Artificial Intelligence (AI) technologies (BD + AI)—using an empirical approach. The paper categorises the current literature and presents a multi-case study of 'on-the-ground' ethical issues that uses qualitative tools to analyse findings from ten targeted case-studies from a range of domains. The analysis coalesces identified singular ethical issues, (from the literature), into clusters to offer a comparison with the proposed classification in the literature. The results show that despite the variety (...) of different social domains, fields, and applications of AI, there is overlap and correlation between the organisations’ ethical concerns. This more detailed understanding of ethics in AI + BD is required to ensure that the multitude of suggested ways of addressing them can be targeted and succeed in mitigating the pertinent ethical issues that are often discussed in the literature. Texts are written, read, memorized, reproduced, and cited; they circulate and are disseminated, but may also get damaged or lost, censored or forbidden, or become opaque and unreadable. Increasingly used in social and behavioral science research, implicit measures aim to assess attitudes that respondents may not be willing to report directly, or of which they may not even be aware. The increasing use of information and communication technologies (ICT) to help facilitate neuroscience adds a new level of complexity to the question of how ethical issues of such research can be identified and addressed. Current research ethics practice, based on ethics reviews by institutional review boards (IRB) and underpinned by ethical principalism, has been widely criticised and even called ‘imperialist’. In this paper, we develop an alternative way of approaching ethics in neuro-ICT research, based on discourse ethics, which implements responsible (...) research and innovation through dialogues. With the cascading effects of multiple ongoing health and economic crises, conditions are ripe for the emergence of a global progressive social project capable of moving us beyond business-as-usual and eradicating the fundamental causes of misery: namely, a global Green New Deal. But simply creating new "green jobs" within the current capitalist system is not nearly enough. If we are to take on climate change, it is imperative that we first of all engage in "system change," a process rooted in (...) socialism. This article discusses the 2019 Event Horizon Telescope image of a black hole as an ontological question for photography, contrasting its spatially distributed operations as a planetary apparatus against its temporal inscriptions of successive histories of scientific realisms following Lorraine Daston and Peter Galison. The 'becoming photographic' of this image, this text argues, hinges on the distance it traverses from its scientific milieu to its vernacular reception, making visible the cultural calibrations that produce a consensually legible image.

against Garve' constitute his reaction to the latter's remarks on Cicero's De Officiis . Two related criticisms of Kant's against Garve are discussed in brief in this paper. A closer look is then taken at Garve's claim that `Kantian morality destroys all incentives that can move human beings to act at all'. I argue that Kant and Garve rely on two different models of human action for their analyses of moral motivation; these models differ in what each takes to be (...) salient for the explanation of human action. I show that Samuel Clarke's analogy of physical explanation in the framework of Newtonianism (in his Discourse concerning the Unchangeable Obligations of Natural Religion ) usefully illuminates the difference between Kant and Garve in these respects. Ethical issues of information and communication technologies (ICTs) are important because they can have significant effects on human liberty, happiness, and people’s ability to lead a good life. They are also of functional interest because they can determine whether technologies are used and whether their positive potential can unfold. For these reasons, policy makers are interested in finding out what these issues are and how they can be addressed. The best way of creating ICT policy that is sensitive to ethical (...) issues pertain to being proactive in addressing such issues at an early stage of the technology life cycle. The present paper uses this position as a starting point and discusses how knowledge of ethical aspects of emerging ICTs can be gained. It develops a methodology that goes beyond established futures methodologies to cater for the difficult nature of ethical issues. The placozoan Trichoplax adhaerens is a tiny hairy plate and more simply organized than any other living metazoan. After its original description by F.E. Schulze in 1883, it attracted attention as a potential model for the ancestral state of metazoan organization, the “Urmetazoon”. Trichoplax lacks any kind of symmetry, organs, nerve cells, muscle cells, basal lamina, and extracellular matrix. Furthermore, the placozoan genome is the smallest (not secondarily reduced) genome of all metazoan genomes. It harbors a remarkably rich diversity of (...) genes and has been considered the best living surrogate for a metazoan ancestor genome. The phylum Placozoa presently harbors three formally described species, while several dozen “cryptic” species are yet awaiting their description. The phylogenetic position of placozoans has recently become a contested arena for modern phylogenetic analyses and view‐driven claims. Trichoplax offers unique prospects for understanding the minimal requirements of metazoan animal organization and their corresponding malfunctions. (shrink)
