This book is about multiculturalism, broadly defined as the recognition, respect and accommodation of cultural differences. Teo proposes a framework of multicultural denizenship that includes group-specific rights and intercultural dialogue, by problematising three issues: a) the unacknowledged misrecognition of non-citizens within the scholarship of multiculturalism; b) uncritical treatment of citizens and non-citizens as binary categories and; c) problematic parcelling of group-specific rights with citizenship rights. Drawing on the case of Singapore as an illustrative example, where temporary labour migrants are (...) culturally stereotyped, socioeconomically disenfranchised and denied access to rights accorded only to citizens, Teo argues that understandings of multiculturalism need to be expanded and adjusted to include a fluidity of identities, spectrum of rights and shared experiences of marginalisation among citizens and non-citizens. Citizenship is usually seen as a product of modern nation-states, or of other political entities which possess institutional infrastructures and political systems capable of producing a coherent framework that defines the relationship between that system and its members. In this paper, we show that an early system of modern citizenship was created in the absence of a formal state, notably by the cultural elite of a stateless nation. The Polish case illustrates that an elite may become a dominant (...) class in the given society only later, and institutionalize that early citizenship system within the framework of a newly founded state. As a result of the legacy of the emergence of citizenship predating the restoration of statehood, the contemporary Polish citizenship model is influenced by a strong and largely overlooked cultural component that emerged at the turn of the 19th century. This model uses the figure of the intelligentsia member as its ideal citizen. Despite the dramatic political and economic changes in the decades which have passed since its emergence, this cultural frame, which was institutionalized during the interwar period, still defines the key features of the Polish citizenship model. Consequently, we argue that the culturalization of citizenship is hardly a new phenomenon. It can be seen as a primary mechanism in the formation of civic polities within the imperial context. Moreover, it shows that such processes can have many ambiguous aspects as far as their Orientalizing forces of exclusion are concerned. (shrink)

In contrast to many forms of democratic theory, Sokoloff argues that confrontational modes of citizenship (e.g., protest) are good because they increase the accountability of a regime to the people, increase the legitimacy of regimes, lead to improvements in a political order, and serve as a means to vent frustration. The goal is to make the word citizen relevant and dangerous to the settled and closed practices that structure our political world and to provide a hopeful vision of what it means to be politically progressive today. This book is the first comprehensive study to respond to the ongoing debates on political sciences’ fragmentation, doubtful relevance, and disconnect with the larger public. It explores the implications of the argument that political science ought to become more topic-driven, more relevant and more comprehensible for "lay" audiences. Consequences would include evolving a culture of public engagement, challenging tendencies toward liars’ rule, and emphasizing the role of “large” themes in academic education and research, the latter being identified as those areas (...) where severe democratic erosion is occurring – such as escalating income and wealth disparities pushing democracy towards plutocracy, ubiquitous change triggering insecurity and aggression, racist prejudice polarizing societies, and counter-terrorism strategies subverting civil liberties. Political science needs to address these pressing problems ahead of other issues by in-depth research and broadly accessible public narratives, including solution-orientated normative notions. While this article aims to explore the connections between citizenship and ‘race’, it is the first study to use fictional tools as a sociological resource in exemplifying the deviation between citizenship in principle and practice in an Austrian context. The study involves interviews with 73 Austrians from three ethnic/racial groups, which were subjected to a directed approach to qualitative content analysis and coded based on sentences from George Orwell’s fictional book, ‘Animal Farm’. By using fiction as a (...) conceptual and analytical device, this article goes beyond the orthodox particulars of citizenship to expose the compressed entitlements of some racial/ethnic minorities. In particular, data analysis revealed two related and intertwined central themes: (a) “all animals are not equal or comrades”; and (b) “some animals are more equal than others”. All ‘animals’ may be equal in principle, whereas, in practice, their ‘race’ serves as a critical source of social (dis)advantage in the ‘animal kingdom’. Thus, since citizenship is a precondition for possessing certain rights that non-citizens are not granted, I argue that citizenship cannot only be judged by whom it, in theory, excludes (i.e., non-citizens), but also by how it treats the included (i.e., citizens) on the basis of their ‘race’. I conclude that skin colour is a specific aspect of the hierarchy of citizenship in Austria, which reinforces that ‘some animals are more equal than others’. (shrink)

This book is an empirical study of global citizenship education in ten secondary schools in the United States and Asia. Proponents seek to equip students with the consciousness and competencies necessary to make a world of universal benevolence, peace, and prosperity. However, many of the moral assumptions of global citizenship education are more complex and contradict these goals, and are just as likely to have the unintended consequence of reinforcing a more particular Western individualism. Heidegger's phenomenological approach, as exhibited in Being and Time, provides a conceptual background to discussions in role?theory. His work was not meant as an empirical contribution to sociology, nor does he assimilate sociology to conceptual inquiry. Heidegger's contention is, rather, that if we understand the way in which human beings exist (the nature of Dasein) we shall understand why empirical role?theoretical inquiries are possible. Without experience, without paying attention to the facts of human life, there could be no phenomenological enterprise. (...) But by eliciting the fundamental structure of Dasein Heidegger has pointed to what makes the empirical data ultimately intelligible. The enterprise is a transcendental one, in the Kantian sense. Men have been speaking and writing for a long time, but it is only recently that the task of philosophy has been said to be the analysis of language. Ethical perplexities, social anxieties, the nature of scientific knowledge, religious speculations, are held not to be directly the problems of the philosopher. They enter his study by way of a domain of languages and sub-languages. This preoccupation with language is itself an unusual (...) phenomenon in our intellectual history. One important aspect of the transition to modernity is the survival of elements of the Old Regime beyond the French Revolution. It has been claimed that this can explain why in the late nineteenth and early twentieth centuries some Western countries adopted national corporatist structures while others transformed into liberal market economies. One of those elements is the persistence or absence of guild traditions. This is usually analyzed in a national context. This article aims to contribute to the debate by (...) investigating the development of separate trades in Germany, the United Kingdom, and The Netherlands throughout the nineteenth century. We distinguish six scenarios of what might have happened to crafts and investigate how the prevalence of each of these scenarios in the three countries had an impact on the emerging national political economies. By focusing on trades, rather than on the national political economy, our analysis demonstrates that in each country the formation of national political economies and citizenship rights was not the result of a national pattern of guild survival. Rather, the pattern that emerged by the end of the nineteenth century was determined by the balance between old and new industries, and that between national and regional or local government. While the articles draw on English-language P/C scholarship in only a limited way, they frequently cite publications in Bahasa, making accessible to the English-speaking world materials otherwise unavailable.The title of the book suggests the unifying premise of the collection: ambitions for modernity and prosperity fuel the rapid growth of P/C Christianity in Indonesia. As indicative of these motivations, the authors point to P/C professionalism, technological savviness, use of English, celebration of financial success, inattention to ethnic identities, and connections with global Christianity. Ubed Abdilah Syarif makes the strongest case for this argument in chapter 4, drawing on interviews with pastors and their account of the P/C "theology of success."The collection considers the ethics of P/C Christians only in passing. With the Muslim majority, P/C Christians share numerous moral restrictions, including on alcohol, smoking, bribery, and pornography. When prohibition does not direct moral action, P/C Christians navigate daily life with pragmatic flexibility, intuitions, and direct communication with God (40–43). These brief observations signal the need for a deeper understanding of P/C moral reflection and its constructive contributions to Christian ethics.Further, the recent turn to fieldwork in Christian ethics makes this book instructive for how it illuminates the difficulties accompanying qualitative methods. As the preface notes, the non-P/C religious identities of the Indonesian researchers slowed gaining access to pastors and congregations (viii, 4, 8–9). Beyond this passing admission, the authors spend little time considering their relationship with their object of inquiry. The tone throughout proceeds as description with the most remarkable field experiences going unexamined. To illustrate, Y. Agus Heru Santoso recounts her participation in a revival meeting: "Spontaneously, I, too stood up, sang the song, and started to pray in a language I have never learnt nor heard. … I am not and never have been P/C" (50). Despite the reader's immediate interest, Santoso continues in a disinterested tone. A more reflexive consideration of the perplexities of participant observation, with its disorienting plunge into the informants' world, would have deepened the readers' understanding of P/C experience.A further methodological challenge is found in the periodic dissonance between the authors' interpretations and P/C Christians' own utterances. This is most evident in chapter 2 where Johanes Louis M. Lengkong attributes the rapid growth of P/C Christianity to an aspiration for status and "global Christian citizenship" (29). Yet this reoccurring claim appears predominantly based [End Page 217] on the author's own inferences rather than on survey and interview data. While the concluding analysis may be correct, the subtle yet systematic dismissal of alternative emic explanations requires further defense.Despite these shortcomings, the articles shed valuable light on the shape of Indonesian P/C Christianity through examination of a variety of aspects. The authors undertake critical reflections of the scheme of evolution of university mission, which was elaborated by American researcher John Scott, as far as add some theoretical and methodological suggestions to this scheme. In this respect, typical for late medieval university mission of teaching and corporate based building of university community in the modern times are supplemented by the mission (...) of research. At the same time, university is incorporated in the system of arising nation-state as a tool for preparation highly-qualified bureaucrats for its apparatus. In postmodern times in the context of globalization and certain emancipation of the university from the state such aspects of university mission as the different forms of civil service or the third mission of university become more and more important. I claim that the revisions John Rawls made to his theory of justice—as seen in his political conception of justice as fairness in the revised edition of Political Liberalism and Justice as Fairness: A Restatement—result in him being able to secure justice for all persons even in their private lives. Thus, I defend his theory against common communitarian and feminist criticisms, viz the lack of moral community and inability to secure justice for individuals in the private domain. I demonstrate that (...) justice is secured from the categorical requirement that all associational life and moral doctrines must adhere to the constraints of justice, by (what Rawls terms) the indirect application of the first principle of justice. The implications of and necessity for this indirect application are precisely what I interrogate in this thesis. I suggest that this indirect application requires unconditional acknowledgement and internalisation of the values of liberty and equality (political values of the first principle) into all aspects of civil society. I claim that Rawls realised this necessity for the congruence between the moral powers of persons, the spheres of society, and the right and the good and, as such, developed a complementary relation between these three features. Coherence between these three aspects is essential; without coherence, citizens would have a split moral personality, the public and the non-public spheres would be in conflict, and the political values and the moral doctrines of individuals would undermine one another. The significance of this strict coherence is that it can ensure the adequate development of individuals’ capacity for citizenship during the three stages of moral development. This results in citizens being able to form bonds of civic friendship necessary for justice as reciprocity to be realised. Thus, in this thesis, I position my argument against theorists such as Nancy Rosenblum, who argue for a more relaxed congruence between political institutions and civil society, as according to her illiberal forms of associational life can help form the necessary bonds of love and care needed for mutual cooperation in a liberal society. In opposition to this, I claim that strict congruence is necessary; without it, a stable liberal society is not possible as the citizens would not be able to able to respect one another on free, equal, and mutually beneficial terms. I rely on Hochschild’s sociological evidence to demonstrate that civic friendship has not been developed, due to a lack of reciprocity, impacting the negative development of one’s sense of justice. I then illustrate how this lack of reciprocity is amplified by digital and artificial intelligence (AI) technologies. The significance of this thesis is that I claim, firstly, Rawls’s last revisions and works before his death demonstrate that justice is a collective non-comprehensive good that results by constraining individuals’ associational life and their partial comprehensive doctrines to Rawlsian demands of justice. Thus, Rawls takes seriously the feminist and communitarian critiques he received. Secondly, I claim that this interpretation of Rawls’s theory of justice cannot be conceptualised in terms of a binary presentation of the priority of the right versus the good debate and, instead, I argue for a reconceptualisation of the priority of the right versus the good as ranges on a continuum of structural relations between the right and the good. In the Groundwork, we find three distinct conceptions of freedom: (i) A negative conception of freedom, understood as a capacity for spontaneous action independent of alien causes; (ii) a positive conception of freedom, understood as the capacity of giving law to oneself; and (iii) a second positive conception, understood as the capacity to give laws that bind others as well as oneself. The dominant interpretation of Kant ignores this third conception of freedom and interprets the second conception as a capacity (...) for self-determination or self-governance, which is seen as the most basic and important Kantian conception of autonomy. In this paper, we will focus mainly on explaining the distinction between the second and third conceptions of autonomy and will defend the claim that the third conception is morally the most basic. Citizenship education in established democracies is challenged by declining youth participation in democracy. Youth disenchantment and disengagement in democracy is primarily evident in formal political behaviour, especially through voting, declining membership of political parties, assisting at elections, contacting politicians, and the like. If citizenship education is to play a major role in addressing these concerns it will need to review the impact it is making on young people in schools. This paper reviews a major national project on youth (...) participation in democracy in Australia set in the context of a national citizenship education programme. The Youth Electoral Study found that citizenship education in Australian schools has at best been marginally successful and substantially more is required to raise levels of democratic engagement. The paper explores many opportunities available to education systems and schools to address these issues through reconceptualising aspects of the formal and the informal curriculum. (shrink)

One problem faced by teachers of citizenship is that 'politics' is negatively valued. The concept is actually ambiguous in value. The paper sets out a neutral, a negative, and a positive meaning of the term. It then goes on to explore the way that even on the positive construction there can seem to be ethical problems with politics. This explains both aspects of numerous projects to 'depoliticise' society and government, and to depoliticise citizenship education. The objective of this longitudinal study is to analyze the intrinsic drivers and values underlying managers’ organizational citizenship behaviors for the environment from a developmental psychology perspective based on measuring the stages of consciousness that shape the meaning-making systems of individuals. At time 1, the stages of consciousness of 138 managers were qualitatively assessed using the Leader Development Profile test. At time 2, a quantitative survey measured the environmental beliefs and OCBEs of these managers. The links between stages of (...) consciousness, environmental beliefs, and OCBEs were analyzed using hierarchical regressions. The main findings show that managers’ stages of consciousness positively influence two types of OCBEs, namely eco-initiatives and eco-helping, while environmental beliefs influence eco-helping and eco-civic engagement but do not appear to be connected with the stage of consciousness development. This paper first contributes to the literature on corporate greening by shedding more light on the aspects of behavioral and developmental psychology that underlie environmental leadership. Second, it bridges the gap between theories that have developed separately by showing the interconnectedness between the managers’ stage of consciousness and the more concrete environmental behaviors in the workplace that could have emulative effects throughout the organization.
