Summary John Harrison (1693–1776) is regarded as the father of chronometry. During his lifetime, he relentlessly pursued one of humankind's greatest and oldest challenges—that of finding the longitude at sea. In succeeding (according to the rules dictated by an Act of Parliament), he bequeathed to humankind the most accurate portable timekeeper the world had ever seen. It is a remarkable fact that his timekeeper, known today as H4, remains more accurate than the majority of expensive mechanical wristwatches manufactured today. Such (...) accuracy required novel approaches to address the various difficulties that befall all mechanical watches, and Harrison overcame many of these with his own innovations. The reduction or elimination of friction is one such problem with clocks and watches, and from an early age Harrison demonstrated his mastery in this subject. This is typified by his choice of woods in his early clocks, and in later clocks by his ‘grasshopper’ escapement. In the 1750s, Harrison's attention switched from clocks to watches, necessitating a hardwearing, low friction material to be found for the pallets in the escapement of his timekeepers. He found these properties in diamond, and in utilizing this to great effect in H4's escapement, he became one of the first people to use diamond as a high-tech material. This paper describes a scientific investigation into the diamond pallets of H4 using Raman microscopy, X-ray diffraction and optical microscopy, to elucidate why diamond was used rather than a more conventional jewel such as ruby, and to gain some insight into how Harrison might have achieved their unconventional morphology. From the evidence presented here, together with evidence collected from primary sources, it is shown that his use of diamond as a hard, low friction material was nothing other than extraordinary, and should be regarded in the same high esteem as his other technological gifts to the world. Background There is now rising consensus that community engagement is ethically and scientifically essential for all types of health research. Yet debate continues about the moral aims, methods and appropriate timing in the research cycle for community engagement to occur, and whether the answer should vary between different types of health research. Co-design and collaborative partnership approaches that involve engagement during priority-setting, for example, are common in many forms of applied health research but are not regular practice in biomedical research. (...) In this study, we empirically examine the normative question: should communities be engaged when setting priorities for biomedical research projects, and, if so, how and for what purpose? Methods We conducted in-depth interviews with 31 members of the biomedical research community from the UK, Australia, and African countries who had engaged communities in their work. Interview data were thematically analysed. Results Our study shows that biomedical researchers and community engagement experts strongly support engagement in biomedical research priority-setting, except under certain circumstances where it may be harmful to communities. However, they gave two distinct responses on what ethical purpose it should serve—either empowerment or instrumental goals—and their perspectives on how it should achieve those goals also varied. Three engagement approaches were suggested: community-initiated, synergistic, and consultative. Pre-engagement essentials and barriers to meaningful engagement in biomedical research priority-setting are also reported. Conclusions This study offers initial evidence that meaningful engagement in priority-setting should potentially be defined slightly differently for biomedical research relative to certain types of applied health research and that engagement practice in biomedical research should not be dominated by instrumental goals and approaches, as is presently the case. How international research might contribute to justice in global health has not been substantively addressed by bioethics. This article describes how the provision of ancillary care can link international clinical research to the reduction of global health disparities. It identifies the ancillary care obligations supported by a theory of global justice, showing that Jennifer Ruger’s health capability paradigm requires the delivery of ancillary care to trial participants for a limited subset of conditions that cause severe morbidity and mortality. Empirical research (...) on the Shoklo Malaria Research Unit’s (SMRU) vivax malaria treatment trial was then undertaken to demonstrate whether and how these obligations might be upheld in a resource-poor setting. Our findings show that fulfilment of the ancillary care obligations is feasible where there is commitment from chief investigators and funders and is strongly facilitated by SMRU’s dual role as a research unit and medical non-governmental organization. Bioethicists have long debated the content of sponsors and researchers' obligations of justice in international clinical research. However, there has been little empirical investigation as to whether and how obligations of responsiveness, ancillary care, post-trial benefits and research capacity strengthening are upheld in low- and middle-income country settings. In this paper, the authors argue that research ethics guidelines need to be more informed by international research practice. Practical guidance on how to fulfil these obligations is needed if research groups and (...) other actors are to successfully translate them into practice because doing so is often a complicated, context-specific process. Case study research methods offer one avenue for collecting data to develop this guidance. The authors describe how such methods have been used in relation to the Shoklo Malaria Research Unit's vivax malaria treatment (VHX) trial (NCT01074905). Relying on the VHX trial example, the paper shows how information can be gathered from not only international clinical researchers but also trial participants, community advisory board members and research funder representatives in order to: (1) measure evidence of responsiveness, provision of ancillary care, access to post-trial benefits and research capacity strengthening in international clinical research; and (2) identify the contextual factors and roles and responsibilities that were instrumental in the fulfilment of these ethical obligations. Such empirical work is necessary to inform the articulation of obligations of justice in international research and to develop guidance on how to fulfil them in order to facilitate better adherence to guidelines' requirements. The speech's extreme claims regarding the power of logos reflect simplistic ideas about speaker-audience relations current among Gorgias' target audience, ideas reflected in an interpretive stance towards model speeches that privileges method over truth. The Helen pretends to encourage this conception of logos and interpretive stance in order to expose the intense desire and naïve credulity that drive a coolly technical (...) appraisal of model speeches. The Helen thus manifests, with a playfulness suited to its liminal position, a concern for the ethical and social formation of those who might accept the invitation to study logos. (shrink)

Kathleen Wallace makes an important contribution to the theoretical frameworks available to understanding the nature of selves. Drawing on the theory of natural complexes proposed by Justus Buchler, Wallace proposes the “cumulative network model” (CNM) of selves. This article provides an overview of CNM, suggests its relation to recent New Materialist theories of agency, ideas of power, and the American philosophical tradition, and proposes that it can serve as a new resource in discussions of pressing problems faced in today’s world.

The ethical concept of responsiveness has largely been interpreted in the context of international clinical research. In light of the increasing conduct of externally funded health systems research in low- and middle-income countries, this article examines how responsiveness might be understood for such research and how it can be applied. It contends that four features set HSR in LMICs apart from international clinical research: a focus on systems; being context-driven; being policy-driven; and being closely linked to development objectives. These features (...) support reinterpreting responsiveness for HSR in LMICs as responsiveness to systems needs, where health system performance assessments can be relied upon to identify systems needs, and/or responsiveness to systems priorities, which entails aligning research with HSR priorities set through country-owned processes involving national and sub-national policymakers from host countries. Both concepts may be difficult to achieve in practice. Country ownership is not an established fact for many countries and alignment to their priorities may be meaningless without it. It is argued that more work is, therefore, needed to identify strategies for how the responsiveness requirement can be ethically fulfilled for HSR in LMICs under non-ideal conditions such as where host countries have not set HSR priorities via country-owned processes. Embeddedness is proposed as one approach that could be the focus of further development. (shrink)

Universal health coverage is often implemented within countries through several national insurance schemes that collectively cover their populations. Yet the extent of services and benefits available can vary substantially between different schemes. This paper argues that these variations in coverage comprise tiering and then reviews different accounts of health and social justice that consider whether and when a tiered health system is fair. Using these accounts, it shows that the fairness of tiering can be determined by assessing whether differences in (...) coverage mean enrolees under some national insurance schemes do not achieve sufficient health or normal functioning and/or feel inferior relative to those belonging to other national insurance schemes. The paper further contends that these determinations of fairness should involve the people covered by different insurance schemes. Key universal health coverage questions to involve the public in answering are: Do the sum of differences between the schemes in your country generate feelings of unequal moral worth and/or mean enrolees struggle to achieve sufficient health or normal functioning? Which specific differences between health insurance schemes generate the greatest feelings of unequal moral worth in individuals? Which specific differences generate the greatest barriers to individuals achieving sufficient health or normal functioning? Rather than identifying which services to extend coverage to first, answering these questions will identify which disparities in services and benefits are the most morally urgent to address. Finally, some initial thoughts are offered on who from the public should be involved in making these decisions and how they might be involved as a matter of justice. (shrink)

Supposing that talk of a distinctively artistic type of value is warranted, what separates it from other sorts of value? Any plausible answer must explain both what is of value and what is artistic about artistically valuable properties. Flaws with extant accounts stem from neglect of one component or the other; the account offered here, based on careful attention to actual art-critical practices, brings both together. The “value” component depends on the capacity of artworks to provide subjectively valuable experiences, while (...) the “artistic” component relies on the specific norms constitutive of artworld institutions. Understanding artistic value in this way allows for progress on several persistent problems, including the ethical value of art, relativism in artistic value, and the proper boundaries of philosophical aesthetics. As media in developing countries confront the problems of development, they encounter a number of ethical issues emerging from conflicts between development needs and traditional journalistic considerations. This study samples journalists on 9 Nigerian national newspapers for their perceptions of ethics applications in newspaper editorials in that country. Government appears to influence editorial ethics in ways that are not ownership sensitive and personal ethics conflict with the ethics of the media for which reporters work.

A region-based model of physical space is one in which the primitive spatial entities are regions, rather than points, and in which the primitive spatial relations take regions, rather than points, as their relata. Historically, the most intensively investigated region-based models are those whose primitive relations are topological in character; and the study of the topology of physical space from a region-based perspective has come to be called mereotopology. This paper concentrates on a mereotopological formalism originally introduced by Whitehead, which (...) employs a single primitive binary relation C(x, y) (read: "x is in contact with y"). Thus, in this formalism, all topological facts supervene on facts about contact. Because of its potential application to theories of qualitative spatial reasoning, Whitehead's primitive has recently been the subject of scrutiny from within the Artificial Intelligence community. Various results regarding the mereotopology of the Euclidean plane have been obtained, settling such issues as expressive power, axiomatization and the existence of alternative models. The contribution of the present paper is to extend some of these results to the mereotopology of three-dimensional Euclidean space. Specifically, we show that, in a first-order setting where variables range over tame subsets of ℝ³, Whitehead's primitive is maximally expressive for topological relations; and we deduce a corollary constraining the possible region-based models of the space we inhabit. Read in isolation, H. Richard Niebuhr's Christ and Culture is seen to render a settled verdict against the sectarian anticultural type and in favour of the transformative type. But this ignores the interrelated dialectics of movement and institution, withdrawal and identification, accommodation and transformation characteristic of his critical project. It further occludes Niebuhr's variegated treatment and deployment of `the monastic' within his larger corpus, and especially in the lesser-known texts such as The Church Against the World. This essay reconsiders Christ (...) and Culture within this broader critical and textual context. It revisits the question posed in `Back to Benedict?': `It is worthwhile raising the question, therefore, whether Protestantism can and ought to continue to reject the monastic ideal out of hand'. It retrieves the full valence of hermetic, cenobitic, and mendicant forms of asceticism conflated by Niebuhr's equivocal designation of `monasticism'. In so doing, it argues for a mendicant cultural ethic which can account for the full dialectical range of Niebuhr's sectarian and transformative types within the sectarian type itself. (shrink)

This paper employs epistemic logic to investigate the philosophical foundations of Bayesian updating in belief revision. By Bayesian updating, we understand the tenet that an agent's degrees of belief—assumed to be encoded as a probability distribution—should be revised by conditionalization on the agent's total knowledge up to that time. A familiar argument, based on the construction of a diachronic Dutch book, purports to show that Bayesian updating is the only rational belief-revision policy. We investigate the conditions under which the premises (...) of this argument might be satisfied. Specifically, we consider the case of an artificial agent whose language (of thought) features a modal operator TK, where TK ψ has the interpretation “My total knowledge is ψ”. We show that every proposition of the form TK ψis epistemically categorical: it determines, for every proposition φ in the agent's language, whether the agent knows that φ. We argue that, for certain artificial agents employing such a language, the diachronic Dutch book argument for Bayesian updating is on firm ground. (shrink)

Four primary ethical behaviors are explored in five situations among 258 undergraduate students, mostly in public relations (PR), in two mid?Atlantic public universities. Student self?reported ethical beliefs are found to be multidimensional, with data suggesting interpretations based on theories of reasoned action.

A sentence of first-order logic is satisfiable if it is true in some structure, and finitely satisfiable if it is true in some finite structure. The question arises as to whether there exists an algorithm for determining whether a given formula of first-order logic is satisfiable, or indeed finitely satisfiable. This question was answered negatively in 1936 by Church and Turing (for satisfiability) and in 1950 by Trakhtenbrot (for finite satisfiability).In contrast, the satisfiability and finite satisfiability problems are algorithmically solvable (...) for restricted subsets---or, as we say, fragments---of first-order logic, a fact which is today of considerable interest in Computer Science. This book provides an up-to-date survey of the principal axes of research, charting the limits of decision in first-order logic and exploring the trade-off between expressive power and complexity of reasoning. Divided into three parts, the book considers for which fragments of first-order logic there is an effective method for determining satisfiability or finite satisfiability. Furthermore, if these problems are decidable for some fragment, what is their computational complexity? Part I focusses on fragments defined by restricting the set of available formulas. Topics covered include the Aristotelian syllogistic and its relatives, the two-variable fragment, the guarded fragment, the quantifier-prefix fragments and the fluted fragment. Part II investigates logics with counting quantifiers. Starting with De Morgan's numerical generalization of the Aristotelian syllogistic, we proceed to the two-variable fragment with counting quantifiers and its guarded subfragment, explaining the applications of the latter to the problem of query answering in structured data. Part III concerns logics characterized by semantic constraints, limiting the available interpretations of certain predicates. Taking propositional modal logic and graded modal logic as our cue, we return to the satisfiability problem for two-variable first-order logic and its relatives, but this time with certain distinguished binary predicates constrained to be interpreted as equivalence relations or transitive relations. The work finishes, slightly breaching the bounds of first-order logic proper, with a chapter on logics interpreted over trees. (shrink)

Funders (located primarily in high‐income countries) and high‐income country researchers have historically dominated decision‐making within global health research collaborations: from setting agendas and research design to determining how data are collected and analysed and what happens with findings and outputs. The ethical principle of shared decision‐making has been proposed as a way to help address these imbalances within collaborations and to reduce semicolonial and exploitative forms of global health research. It is important to be clear about what shared decision‐making means (...) in order to ensure that it is not done in a tokenistic, shallow way. Thus far, the principle’s content has not been examined and articulated in detail. This paper aims to start the process of delineating a concept of fair shared decision‐making as a minimum standard for global health research. Using two hypothetical case examples, the paper will demonstrate that global health research practice is often inconsistent with ideal shared decision‐making. In such instances, it can be difficult to decide whether shared decision‐making within collaborations is fair. The paper describes how the two cases do not meet criteria for unfair or non‐ideal shared decision‐making, despite having potentially morally troubling features. The nuances of these examples of research practice help to generate clearer ideas about how to judge fairness in shared decision‐making. The paper concludes by presenting ideas about when soft power can be fairly employed between high‐income‐country and low‐ and middle‐income‐country partners and what fair compromise agreements may look like in shared decision‐making.
