The denial of voting rights to certain types of persons continues to be a moral problem of practical significance. The disenfranchisement of persons with mental impairments, minors, noncitizen residents, nonresident citizens, and criminal offenders is a matter of controversy. This book makes a contribution to this largely neglected yet key topic.

This article compares the ‘enfranchisement lottery’, a novel method for allocating the right to vote, with universal suffrage. The comparison is conducted exclusively on the basis of the expected consequences of the two systems. Each scheme seems to have a relative advantage. On the one hand, the enfranchisement lottery would create a better informed electorate and thus improve the quality of electoral outcomes. On the other hand, universal suffrage is more likely to ensure that elections are seen to be fair, (...) which is important for political stability. This article concludes that, on balance, universal suffrage is prima facie superior to the enfranchisement lottery. Yet the analysis shows that the instrumental case for the ‘one person, one vote’ principle is less conclusive than democratic theorists usually suppose. (shrink)

But nothing could be further (...) from the truth. The articles were of such density and their content of such profundity that it took months of interpretation and study, and of bringing my own knowledge up to date, before I was in a position to understand the concepts, adjust my beliefs, and make some comments. I could certainly have delivered some kind of eulogy about the brilliance of their content; I might have countered with my own article. However, what seemed most coherent to me was to meet their arguments head on and deal with what I consider to be their principal weaknesses, leaving the bouquets for the end.The articles set out, as I understand them and within the clinical context, to relate phenomenology, in its most traditional form, with the most current form of Skinnerian behaviorism, situating themselves in a contextualism that is, at the same time, close to and removed from the most radical type of social constructionism.But let us begin by looking more closely at “Phenomenology and Behaviorism.” It is novel for me, though Professor Pérez-Álvarez had already proposed it several years ago (Pérez-Álvarez 1992), to view operant behavior as intentionality, or at least as involving final causality according to the Aristotelian classification. It is a surprising contention, not least because, as I recall, Skinner lived in a time and a context (historical reason) in which the basic goal of psychology was to convert itself into a natural science, comparable in all respects to physics, which it took as a model, focusing therefore on efficient causality (also according to Aristotle’s terminology), so that behavior was considered as the immediate consequence of a stimulus, and the stimulus–response association became the cornerstone of the discipline. It is true that the operant behavior concept refers to the functional relationship between behavior and reinforcement, but it is no less true that Skinner’s definition of reinforcement is totally empirical—“all that which increases or decreases the probability”—meaning that reinforcement can be considered neither as a motive nor as a reason for behavior, unless it be in the eyes of the observer. [End Page 251]Furthermore, even though Yela (1987) refers to Ortega y Gasset’s formula “I am myself and my circumstances” as a Skinnerian approach, the truth is that Yela himself argues that it is precisely the self that constitutes personality, such that I have a personality because I am me, and not vice versa, as Skinner would appear to argue. In this regard, Ortega’s celebrated formula has generally been interpreted, from the most personalist perspectives, as “the circumstances are myself”—to highlight the denial of the psychological subject by radical behaviorism (Mischel’s [1968] criticism of the concept of personality is relevant here). On top of this, Skinner’s rejection of all that was not directly observable, or at least, that could not be operationalized, calls into question the admissibility of anything called final cause or intentionality of behavior. In his philosophy, all the indications are that contingencies are what determine behavior; and that there would be no room for a structural causality, as Althusser would argue, or of a reciprocal determinism, in Bandura’s terms, or even of an interaction between subject and environment, as modern interactionists would maintain. “I am myself and my circumstances” seems in Skinner to become “the circumstances are me”, and indeed, the reinforcement history – which in the article in question is considered as something akin to the Sartrian idea of “life project” – is for Skinner nothing more than a continuous association of events. In my view, Ortega’s perspectivism would perhaps be closer to the sociology of the American action theorists, Merton, Parsons, etc., than to Skinnerian behaviorism, since “action”—as the action theorists... By considering the position of education as a pharmakon, highlighting its potential positive and negative effects on societies by its technical unfolding, the article proposes to explore the political and pedagogical role that public and collective performances can have within the public sphere as political devices for promoting and enacting radical democracy. To this end, it analyzes a contemporary collaborative artistic practice, the performance ‘Un Violador en Tu Camino’ (‘A rapist in your path’) by the feminist collective LASTESIS from Chile, (...) through two main philosophical perspectives: Bernard Stiegler (1952 – 2020), and his approach to technology, to art, and education in human societies; and Oliver Marchart, coming from his conceptualization of art and activism through the notion of conflictual aesthetics. This article advances three claims. The first is that the standard instrumentalist case for minimal age and sanity requirements for voting is weak and inconclusive in such a way that the evaluation of such requirements should be made exclusively on the basis of procedural fairness considerations. The second claim is that fairness requires the inclusion of all and only those persons who have the franchise capacity: the minimum necessary cognitive and moral powers to experience the benefits of enfranchisement. El resultado investigativo se centra en una de las prioridades de la línea del polo científico territorial y nacional: la necesidad de rescatar el papel de la intelectualidad cubana durante la República. Se analiza el papel de la cultura y la cubanía en la cosmovisión filosófica de Juan Marinello. El método empleado presupone un análisis dialéctico de la realidad, sustentado en una perspectiva crítica que permite interpretar y enriquecer la concepción sobre los hechos y procesos históricos. Desde una visión holística (...) del pensamiento filosófico cubano se revela la complejidad de un fenómeno multifactorial, la cubanía, como construcción cultural, a partir de la articulación de la concepción martiana y marxista de la cultura y los valores, lo que constituye un acierto del quehacer teórico - práctico marinelliano. El conocimiento de esta perspectiva enriquece los estudios sobre la obra de este intelectual y contribuye a dilucidar el devenir ideo-artístico y cultural cubano. The result of the research focuses on one of the priorities of the territorial and national scientific pole line: the need to recover the role of Cuban intellectuals during the Republic. The role of culture and Cubanism in Juan Marinello's philosophical world view is analyzed. The method used presupposes a dialectical analysis of reality, based on a critical perspective which allows to interpret and enrich the understanding of events and historical processes. From a holistic point of view of the Cuban philosophical thinking, Cubanism, a complex multifactorial phenomenon, is revealed as a cultural construction, starting from the articulation of Marti's and Marx's conception of culture and values, which is a good result of Marinello's theoretical-practical work. The knowledge of this perspective enriches the studies on the work of this intellectual and contributes to the clarification of the Cuban ideo-artistic and cultural evolution. (shrink)

The question of how we should engage with a philosopher’s racial thought is of particular importance when considering Kant, who can be viewed as particularly representative of Enlightenment philosophy. In this article I argue that we should take a stance of deep acknowledgment when considering Kant’s work both inside and outside the classroom. Taking a stance of deep acknowledgment should be understood as 1) taking Kant’s racial thought to be reflective of his moral character, 2) Kant being accountable for his (...) racial thought and 3) being willing to consider the possibility that Kant’s racial thought is consistent with and inextricable from his moral philosophy. Alternative forms of engaging with Kant’s racial work have either moral or pedagogical failings, which range from simply teaching the history of philosophy uncritically to outright deception. A stance of deep acknowledgement will allow philosophers to understand how Kant’s racial thought interacts with his moral philosophy and allow instructors to teach philosophy in a historically contextualized approach so as to not alienate students whose demographic was disparaged by Kant. Although formal system verification has been around for many years, little attention was given to the case where the specification of the system has to be changed. This may occur due to a failure in capturing the clients’ requirements or due to some change in the domain (think for example of banking systems that have to adapt to different taxes being imposed). We are interested in having methods not only to verify properties, but also to suggest how the system model (...) should be changed so that a property would be satisfied. For this purpose, we will use techniques from the area of Belief Revision, that deals with the problem of changing a knowledge base in view of new information. In the last thirty years, several authors have contributed with change operations and ways of characterizing them. However, most of the work concentrates on knowledge bases represented using classical propositional logic. In the last decade, there have been efforts to apply belief revision theory to description and modal logics. In this work, we analyze what is needed for a theory of belief revision which can be applied to the temporal logic, such as the Computation Tree Logic (CTL). In particular, we illustrate different alternatives for formalizing the concept of revision of CTL. Our interest in this particular logic comes both from practical issues, since it is used for software specification, as from theoretical issues, as it is a non-compact logic and most existing results rely on compactness. We focus here on the revision of CTL models and present a characterization result for the revision of partial models. (shrink)

In November 2020, the world received the good news that some vaccine candidates were highly effective at preventing COVID-19. Yet, the demand for COVID-19 vaccines within the global free market has led wealthy nations to procure most of the vaccine supply, leaving low- and middle-income countries in dire circumstances. This article considers the morality of our global procurement strategies and argues that, although what we are witnessing may be adhering to the parameters set out in global business and global politics, (...) it nonetheless has moral deficiencies.RésuméEn novembre 2020, le monde a reçu la bonne nouvelle que certains vaccins candidats étaient très efficaces pour prévenir la COVID-19. Pourtant, la demande de vaccins COVID-19 sur le marché libre mondial a conduit les pays riches à se procurer la majeure partie de l'approvisionnement en vaccins, laissant les pays à revenus faible et intermédiaire dans des circonstances désastreuses. Cet article examine la moralité de nos stratégies d'approvisionnement mondiales et soutient que, bien que ce à quoi nous assistons puisse adhérer aux paramètres définis dans le commerce international et la politique mondiale, la situation présente néanmoins des lacunes morales. Este artigo se dedica ao aparecimento do tema da vulnerabilidade, a partir do século 18, em xilogravuras cuja narrativa visual se refere ao processo de envelhecimento das pessoas em analogia com o motivo da escada ou dos degraus da vida. A ausência da consideração da deficiência como um possível atravessamento do ciclo da vida disparou o problema investigativo: Como se dá o aparecimento do tema da vulnerabilidade em xilogravuras cuja narrativa visual se refere ao motivo da escada ou dos degraus (...) da vida, acompanhada por uma narrativa religiosa? Apresenta os resultados de uma pesquisa documental exploratória, realizada nos acervos do Museu da Imagem na cidade de Epinal, França, do Museu das Culturas, na cidade de Basileia, Suíça e da Igreja Estadual de Estugarda, Alemanha, no mês de julho de 2017. Argumenta, como primeiro resultado, comparando as narrativas visuais educacionais e religiosas, que há uma modificação da narrativa visual do motivo da escada da vida e que seu aparecimento antecipa, na área da educação, mas não na área da teologia, a consideração do respeito à vulnerabilidade como condição antropológica. Como segundo resultado, mostra-se a importância da cultura visual como narrativa própria e fonte essencial para as ciências humanas, em especial, para educação e as ciências da religião, neste caso a ressignificação da vulnerabilidade humana no campo da educação inclusiva que exige um novo olhar para a condição humana. Esta apresentação tem como objetivo iniciar a reflexão, no contexto teórico da Ciência da Informação, dos questionamentos que possam surgir e as possibilidades teóricas para responder tais questionamentos em relação à Inteligência Artificial aplicada à fotografia. A metodologia utilizada nesse estudo foi o levantamento bibliográfico sobre fotografia e IA nas áreas que dialogam de forma interdisciplinar com a Ciência da Informação, bem como o retorno às teorias de Vilén Flusser como aporte para possíveis interpretações favoráveis ao debate conceitual aqui proposto.

El objeto de este artículo es presentar las dimensiones intersubjetivas y objetivas de la responsabilidad que formularon Hannah Arendt y Hans Jonas. La versión jurídica e individual de la responsabilidad como mero correlato de la libertad ha quedado sobrepasada por la magnitud de las consecuencias de la acción humana consignadas en el siglo XX. A título de ejemplo, señalaremos a los totalitarismos, a la crisis ecológica o al impacto de las biotecnologías. Una escala de acción de tales magnitudes exige pensar (...) una responsabilidad «ampliada». Conectar las dimensiones intersubjetivas y objetivas de la responsabilidad con el juicio moral en un modelo complejo y multifactorial es nuestra propuesta aquí. (shrink)

This article examines regulation’s understanding of technology in American financial markets as means for rethinking the contours and institutional limits of governance in the age of financialization. The article identifies how the Securities and Exchange Commission perceived markets and their conceptual relation to technology throughout much of the long twentieth century by distilling the “ontologies” expressed by the agency’s leadership. Despite the fact that SEC’s commissioners recognized technologies as playing a central role in the market’s current and future operations, these (...) were never effectively brought under regulatory scrutiny even when such action fell under the commission's jurisdictional remit. Rather than regulating technologies as constitutive of markets, the governance of the material devices of finance was discursively kept at arm's-length by presenting them as intractable objects that were external to financial innovation. Triangulating across several techniques of computational text analysis, this article shows how this interpretation of technology mirrored distinct shifts in how regulators understood markets, from being physical trading sites populated by agents that required vetting and certification to a distributed, multi-sited system surveilled through transparency and disclosure. Throughout these ontological transitions, technology’s inscrutability remained, limiting the capacity of the state and its regulatory agencies to shape the evolution of finance and its underlying infrastructures. Consideration of social challenges will underline the crucial role of medical ethics in regulatory discussion.
