Complex systems are difficult to manage, operate and maintain. This is why we see teams of highly specialised engineers in industries such as aerospace, nuclear and subsurface. Condition based monitoring is also employed to maximise the efficiency of extensive maintenance programmes instead of using periodic maintenance. A level of automation is often required in such complex engineering platforms in order to effectively and safely manage them. Advances in Artificial Intelligence related technologies have offered greater levels of automation but this potentially (...) pivots the weight of decision making away from the operator to the machine. Implementing AI or complex algorithms into a platform can mean that the Operators’ control over the system is diminished or removed altogether. For example, in the Boeing 737 Air Max Disaster, AI had been added to a platform and removed the operators’ control of the system. This meant that the operator could not then move outside the extremely reserved, algorithm defined, “envelope” of operation. This paper analyses the challenges of AI driven condition based monitoring where there is a potential to see similar consequences to those seen in control engineering. As the future of society becomes more about algorithm driven technology, it is prudent to ask, not only whether we should implement AI into complex systems, but how this can be achieved ethically and safely in order to reduce risk to life. David Haig propounds and illustrates the unity of a radically revised set of definitions of the family of terms at the heart of philosophy of cognitive science and mind: information, meaning, interpretation, text, choice, possibility, cause. This biological re-grounding of much-debated concepts yields a bounty of insights into the nature of meaning and life. An interpreter is a mechanism that uses information in choice. The capabilities of the interpreter couple an entropy of inputs to an entropy of outputs is (...) dispelled by observation. The second entropy is dispelled. I propose that an interpreter’s response to inputs meaning of the information for the interpreter. In this conceptual framework, the mechanisms of interpreters provide the much-debated link between Shannon information and semantics. (shrink)

In an earlier paper I have attempted to show, among other things; that the names of human artifacts and man-devised activities and processes involve in their uses the notion of some end-in-view, function, or use , which partially regulates these uses. In this paper I shall limit myself to a somewhat detailed discussion of one very important class of such common names which requires a separate treatment. I mean art-names.

Abstract Gene-selectionists define fundamental terms in non-standard ways. Genes are determinants of difference. Phenotypes are defined as a gene’s effects relative to some alternative whereas the environment is defined as all parts of the world that are shared by the alternatives being compared. Environments choose among phenotypes and thereby choose among genes. By this process, successful gene sequences become stores of information about what works in the environment. The strategic gene is defined as a set of gene tokens that combines (...) ‘actor’ tokens responsible for an effect with ‘recipient’ tokens whose replication is thereby enhanced. This set of tokens can extend across the boundaries of individual organisms, or other levels of selection, as these are traditionally defined. The High Court is taking an increasingly important role in shaping the contours of democracy in Australia. In deciding fundamental democratic questions, does the Court pursue a consistent and overarching democratic vision? Or are its decisions essentially constrained by institutional and practical limitations? Judging Democracy, first published in 2000, addresses this question by examining the Court's recent decisions on human rights, citizenship, native title and separation of powers. It represents the first major political and legal examination of the Court's new (...) jurisprudence and the way it is influencing democracy and the institutions of governance in Australia. Most eukaryotes possess many copies of rDNA. Organismal selection alone cannot maintain rRNA function because the effects of mutations in one rDNA are diluted by the presence of many other rDNAs. rRNA quality is maintained by processes that increase homogeneity of rRNA within, and heterogeneity among, germ cells thereby increasing the effectiveness of cellular selection on ribosomal function. A successful rDNA repeat will possess adaptations for spreading within tandem arrays by intranuclear selection. These adaptations reside in the non‐coding regions of (...) rDNA. Single‐copy genes are predicted to manage processes of intranuclear and cellular selection in the germline to maintain the quality of rRNA expressed in somatic cells of future generations. (shrink)

Mitochondria exist in large numbers per cell. Therefore, the strength of natural selection on individual mtDNAs for their contribution to cellular fitness is weak whereas the strength of selection in favor of mtDNAs that increase their own replication without regard for cellular functions is strong. This problem has been solved for most mitochondrial genes by their transfer to the nucleus but a few critical genes remain encoded by mtDNA. Organisms manage the evolution of mtDNA to prevent mutational decay of essential (...) services mitochondria provide to their hosts. Bottlenecks of mitochondrial numbers in female germlines increase the homogeneity of mtDNAs within cells and allow intraorganismal selection to eliminate cells with low quality mitochondria. Mechanisms of intracellular “quality control” allow direct selection on the competence of individual mtDNAs. These processes maintain the integrity of mtDNAs within the germline but are inadequate to indefinitely maintain mitochondrial function in somatic cells. (shrink)

One theme in complaints from those with marginalized social identities is that they are seen primarily in terms of that identity. Some Black artists, for instance, complain about being seen as Black first and artists second. These individuals can be understood as objecting to a particularly subtle form of morally problematic attention: “relative attentional surplus on the wrong property.” This attentional surplus can coexist with another type of common problematic attention affecting these groups, including attentional deficits; marginalized individuals and groups (...) themselves are routinely insufficiently attended to in virtue of the surplus attention given to their social identity properties. Haig Khatchadourian is Emeritus Professor of Philosophy at the University of Wisconsin-Milwaukie. He received his PhD in philosophy from Duke University and has been awarded several prizes for poetry and literary essays. In 1973 he received the Outstanding Educator of America Award.

In the Sleeping Beauty problem, Beauty is woken once if a coin lands heads or twice if the coin lands tails but promptly forgets each waking on returning to sleep. Philosophers have divided over whether her waking credence in heads should be a half or a third. Beauty has centered beliefs about her world and about her location in that world. When given new information about her location she should update her worldly beliefs before updating her locative beliefs. When she (...) conditionalizes in this way, her credence in heads is a half before and after being told it is Monday. In applications of Dutch Book arguments to the Sleeping Beauty problem, the probability of a particular outcome has often been confounded with consequences of that outcome. Heads and tails are equally likely but twice as much is at stake if the coin falls tails because Beauty is fated to make the same choice twice. As a consequence, the possibility of tails should be given twice the weight of the possibility of heads when deciding whether to bet on heads even though heads and tails are equally likely. (shrink)

August Weismann rejected the inheritance of acquired characters on the grounds that changes to the soma cannot produce the kind of changes to the germ-plasm that would result in the altered character being transmitted to subsequent generations. His intended distinction, between germ-plasm and soma, was closer to the modern distinction between genotype and phenotype than to the modern distinction between germ cells and somatic cells. Recently, systems of epigenetic inheritance have been claimed to make possible the inheritance of acquired characters. (...) I argue that the sense in which these claims are true does not challenge fundamental tenets of neo-Darwinism. Epigenetic inheritance expands the range of options available to genes but evolutionary adaptation remains the product of natural selection of ‘random’ variation. (shrink)

Democracy is admired for fostering deliberation, debate and innovation. Yet there is also the persistent suspicion that it is anti-intellectual. This article turns to one of the foremost theorists of modern democracy, Alexis de Tocqueville, to assess his contribution to the debate on democratic anti-intellectualism. It argues that Tocqueville denies democracy is anti-intellectual, yet he also claims democracy favours a distinctive intellectual life, informed theoretically by a Cartesian scepticism and practically by the dominance of a practical and commercial perspective in (...) the sciences, arts and literature. The article concludes by examining the technocratic implications of this form of intellectualism for democratic stability and legitimacy. (shrink)

John Locke is acknowledged to be one of the theoretical founders of the separation of church and state, a distinguishing feature of modern liberal democracies. Though Locke’s arguments for the merits of such separation have been subject to extensive investigation, his argument for its feasibility has remained relatively unexamined. This article argues that Locke was confident that separation of church and state can successfully be implemented in all times and places because of his epistemological and psychological insights that human beings (...) are moved to act by unease and that separating church and state removes the unease that causes religiously based political instability. We conclude by noting that Locke’s understanding of unease is foundational for his larger ambition to secure political liberty. (shrink)

Consider a terrible situation that too many women find themselves in: 85,000 women are raped in England and Wales alone every year. Many of these women do not bring their cases to trial. There are multiple reasons that they might not want to testify in the courts. The incredibly low conviction rate is one. Another reason, however, might be that these women do not want the fact that they were raped to become the most salient thing about them. More specifically, (...) they do not want it to be the thing that others attend to the most—that others find most noticeable and memorable. In this paper, I introduce the notion of ‘harmful salience perspectives’ to help to explain this and related phenomena. This refers either to attention on things that should not be salient, or not enough attention on things that deserve to be made salient. Following ideas within the feminist literature on objectification, I argue that we can be harmed when aspects of our identity that do not reflect our personhood—our agency, rationality, personality, and so on—are more prominent in the minds of others than aspects that do reflect our personhood. Crucially, these ways of attending do not need to implicate false beliefs and harmful ideologies to be harmful, but can be harmful in their own right. (shrink)

The Philosophy of Quantitative Methods undertakes a philosophical examination of a number of important quantitative research methods within the behavioral sciences in order to overcome the non-critical approaches typically provided by textbooks. These research methods are exploratory data analysis, statistical significance testing, Bayesian confirmation theory and statistics, meta-analysis, and exploratory factor analysis. Further readings are provided to extend the reader's overall understanding of these methods.

Homologous centromeres compete for segregation to the secondary oocyte nucleus at female meiosis I. Centromeric repeats also compete with each other to populate centromeres in mitotic cells of the germline and have become adapted to use the recombinational machinery present at centromeres to promote their own propagation. Repeats are not needed at centromeres, rather centromeres appear to be hospitable habitats for the colonization and proliferation of repeats. This is probably an indirect consequence of two distinctive features of centromeric DNA. Centromeres (...) are subject to breakage by the mechanical forces exerted by microtubules and meiotic crossing‐over is suppressed. Centromeric proteins acting in trans are under selection to mitigate the costs of centromeric repeats acting in cis. Collateral costs of mitotic competition at centromeres may help to explain the high rates of aneuploidy observed in early human embryos. (shrink)
