This article asks the questions: Did the DPJ engage in crisis response and management differently than the LDP did? If so, why? If not, why not? In order to try to answer these questions systematically I use an inductive comparative method of choosing three equivalent each under the LDP and the DPJ in which they responded to a similar type of crisis. The crises selected were Okinawa bases issues in 1995 (LDP) and 2009 (DPJ), Senkaku Islands under the LDP (2008) (...) and DPJ (2010), and the Hanshin quake in 1995 (LDP) and Fukushima in 2011 (DPJ). This gave me a nice mix of intense, short-term cases to compare; one domestic (disaster-related), and two foreign (Okinawa bases with US; Senkaku/Daiyou conflict with China); coalition governments under LDP and DPJ (2009) of different kinds vs. single-party (other DPJ). A very brief description of each crisis will be followed by some generalizations comparing the two parties’ responses. I find that both parties had similar problems with information management, but that there were characteristic and predictable trade-offs of their different party decisionmaking structures and relations with the national bureaucracy. Finally, I mention some of the inherent structural problems of Japanese politics and policymaking that inhibit effective response regardless of the party in power. (shrink)

What determines whether interest groups choose to contact politicians or bureaucrats? Despite the importance of this question for policymaking, democracy, and some prominent principal-agent understandings of politics, it is relatively unexplored in the literature. We argue that government stability plays a major part in interest groups decisions is their assessment of the likelihood that politicians currently in power will continue to be in the future. We deduce logical, but totally contrasting hypotheses, about how interest groups lobby under such conditions of (...) uncertainty and then test these using a heteroskedastic probit model that we apply to a unique longitudinal survey of interest groups in Japan. We find that when it is unclear if the party controlling the government will maintain power in the future, interest groups are more likely to contact the bureaucracy. When it is believed that the party in power will retain control for a considerable period, interest groups are more inclined to contact politicians. In addition, during times of government uncertainty, interest groups that are supportive of the governing party (or parties) are more likely to contact politicians and those that are less supportive will be more likely to contact bureaucrats. Scientific Essentialism defends the view that the fundamental laws of nature depend on the essential properties of the things on which they are said to operate, and are therefore not independent of them. These laws are not imposed upon the world by God, the forces of nature or anything else, but rather are immanent in the world. Ellis argues that ours is a dynamic world consisting of more or less transient objects which are constantly interacting with each other, and (...) whose identities depend on their roles in these processes. Natural objects must behave as they do, because to do otherwise would be contrary to their natures. The laws of nature are, therefore, metaphysically necessary, and consequently, there are necessary connections between events. Brian Ellis calls for the rejection of the theory of Humean Supervenience and an implementation of a new kind of realism in philosophical analysis. (shrink)

Although the theory that the laws of nature are immanent in things, rather than imposed on them from without, is an ancient one, much recent work has been done to revive interest in essentialism and "The Philosophy of Nature" is a distinctive contribution to this lively current debate. Brian Ellis exposes the philosophical and scientific credentials of (...) the prevailing Humean metaphysic as less than compelling and makes the case for new essentialism as an alternative metaphysical perspective in lucid and unambiguous terms. This book develops this alternative metaphysic and considers the consequences for philosophy, and for some other areas of investigation, of working with such a metaphysic. Climate change is often tackled via a two-pronged approach of behaviour change and technological advancement. Policy studies and social sciences generally take ownership of influencing behaviours, while natural sciences and engineering tackle generating newer, more efficient technologies. Fusion of these methodologies is severely lacking. Engineers are uniquely situated to contribute to positive environmental action in both technological and behavioural realms. This article explores the psychological mindset of engineers as they make decisions to dissect factors that undermine sustainable behaviour. The Theory (...) of Planned Behaviour, Multi-Criteria Decision Analysis and the Health Belief Model are applied to engineering decision making to develop a methodology for engineers to modify their behaviour to consistently make more sustainable choices, and in turn, assist others by making actions towards sustainability more convenient. Traditionally, forces are causes of a special sort. Forces have been conceived to be the direct or immediate causes of things. Other sorts of causes act indirectly by producing forces which are transmitted in various ways to produce various effects. However, forces are supposed to act directly without the mediation of anything else. But forces, so conceived, appear to be occult. They are mysterious, because we have no clear conception of what they are, as opposed to what they are postulated (...) to do; and they seem to be hidden from direct observations. There is, therefore, strong initial motivation for trying to eliminate forces from physics. Furthermore, as we shall explain, powerful arguments can be mounted to show that theories with forces can always be recast as theories without them. Hence it seems that forces should be eliminated, in the interests of simplicity. We argue, however, that forces should not be eliminated--just differently construed. For the effect of elimination is to leave us without any adequate account of the causal relationships forces were postulated to explain. And this would remain the case, even if forces could be identified with some merely dispositional properties of physical systems. In our view, forces are species of the causal relation itself, and as such have a different ontological status from the sorts of entities normally considered to be related as causes to effects. If so, the main work of justifying punishment must rely on its deterrent effect, since most punishments have no other significant self-defensive effect. It has often been objected to the deterrent justification of punishment that it commits us to using offenders unacceptably, and that it is unable to deliver acceptable limits on punishment. The Novum Organum, (or Novum Organum Scientiarum - "New Instrument of Science"), is a philosophical work by Francis Bacon, originally published in 1620. The title is a reference to Aristotle's work Organon, which was his treatise on logic and syllogism. In Novum Organum, Bacon details a new system of logic he believes to be superior to the old ways of syllogism. This is now known as the Baconian method.

There are three outstanding issues raised by my critics in this volume. The first concerns the nature and status of universals (John Heil). The second is ‘the essential problem’, which is the issue of how to distinguish the essential properties of natural kinds from their accidental ones, and the related question of whether we really need to believe in the essences of natural kinds (Stephen Mumford). The third is that of strong versus weak dispositional essentialism (Alexander Bird), or equivalently, whether (...) there is any place for categorical properties in an essentialist metaphysic (John Heil). A celebrated problem for representationalist theories of phenomenal character is that, given externalism about content, these theories lead to externalism about phenomenal character. While externalism about content is widely accepted, externalism about phenomenal character strikes many philosophers as wildly implausible. Even if internally identical individuals could have different thoughts, it is said, if one of them has a headache, or a tingly sensation, so must the other. In this paper, I argue that recent work on phenomenal concepts reveals that, contrary (...) to appearances, this standard conjunction of externalism about content and internalism about phenomenal character is ultimately untenable on other models of phenomenal character as well, including even “qualia realism.” This would be significant for a number of reasons. The first is patent: it would undermine a primary objection to representationalism. The fact that representationalism is incompatible with the conjunction would be no serious problem for representationalism if no other plausible model of phenomenal character is compatible with it. The second is that the many philosophers who embrace the conjunction would be forced to abandon one of the two views; externalism would be true either of both content and phenomenal character, or of neither. Likewise, those philosophers who have taken a stance on only one of the two internalism/externalism debates would have to be seen as thereby committed to a particular stance on the other. The third reason stems from the fact that qualia realism typically goes hand in hand with internalism about phenomenal character. To the extent that it does, my argument would reveal that qualia realism is itself in tension with externalism about content. This would perhaps be the most surprising result of all. (shrink)

Rationalization, in our intended sense of the term, occurs when a person favors a particular conclusion as a result of some factor (such as self-interest) that is of little justificatory epistemic relevance, if that factor then biases the person’s subsequent search for, and assessment of, potential justifications for the conclusion. Empirical evidence suggests that rationalization is common in people’s moral and philosophical thought. We argue that it is likely that the moral and philosophical thought of philosophers and moral psychologists is (...) also pervaded by rationalization. Moreover, although rationalization has some benefits, overall it would be epistemically better if the moral and philosophical reasoning of people, including professional academics, were not as heavily influenced by rationalization as it likely is. We discuss the significance of our arguments for cognitive management and epistemic responsibility. (shrink)

Whereas most books in this field focus on the creation and reproduction of music, Bruce Benson's concern is the phenomenology of music making as an activity. He offers the radical thesis that it is improvisation that is primary in the moment of music making. Succinct and lucid, the book brings together a wide range of musical examples from classical music, jazz, early music and other genres. It offers a rich (...) tapestry incorporating both analytic and continental philosophy, musicology and performance-practice issues. It will be a provocative read for philosophers of art and musicologists and, because it eschews technicality, should appeal to general readers, especially those who perform. (shrink)

Judith Jarvis Thomson holds that we have a right not be be caused distressful feelingsÑbut only if they are "non-belief- mediated"; we have no right not to be caused belief-mediated distress. I suggest that this view is highly counter-intuitive; and I argue that it is not supported by Thomson's arguments which, if they serve to exclude belief-mediated feelings would equally serve to exclude non-belief-mediated ones. I also suggest that some of the work that Thomson wants this distinction to do can (...) be done in other ways. (shrink)

In recent years, inverse spectra were investigated with imaging optics and a quantitative description with radiometric units was suggested. It could be shown that inverse spectra complement each other additively to a constant intensity level. Since optical intensity in radiometric units is a power area density, it can be expected that energy densities of inverse spectra also fulfill an inversion equation and complement each other. In this contribution we report findings on a measurement of the power area density of inverse (...) spectra for the near ultraviolet, visible and the infrared spectral range. They show the existence of corresponding spectral regions ultra-yellow and infra-cyan in the inverted spectrum and thereby present additional experimental evidence for equivalence of inverse spectra beyond the visible range. Problems in peer review, the backbone of maintaining high standards in scientific publishing, have led to wide spread discontent within the scientific community. Training in the peer review process and a simpler format to assist in decision making are possible courses to improve and expedite the process of peer review and scientific publishing. The authors discuss problems in the peer review process focusing on challenges related to major revisions and reviewer's wish list of experiments; this leads to the loss of (...) time and money. Major revisions rarely lead to significant improvements, while simultaneously delay the dissemination of knowledge. The authors propose simple solutions including training peer reviewers to improve the peer review system. (shrink)

I argue that, if content externalism is in tension with privileged access to content, then content externalism is also in tension with privileged access to phenomenal character. Content externalists may thus have a new problem on their hands. This is not because content externalism implies externalism about phenomenal character. My argument is compatible with the conviction that, unlike some propositional content, phenomenal character is not individuated by environmental factors.
