Those who comment on modern scientific institutions are often quick to praise institutional structures that leave scientists to their own devices. These comments reveal an underlying presumption that scientists do best when left alone—when they operate in what we call the ‘scientific state of nature’. Through computer simulation, we challenge this presumption by illustrating an inefficiency that arises in the scientific state of nature. Bisimulations, behavioral equivalence and logical equivalence are investigated for stochastic image-coalgebras that interpret coalgebraic logic which is defined in terms of predicate liftings. We investigate the conditions for the functor under which these notions of equivalence are related by discussing congruences for the underlying stochastic relation. It is demonstrated that logics as diverse as continuous time stochastic logic and general modal logics can be usefully approached through coalgebraic methods.

In this volume the editors gather diverse perspectives on one agreed-upon condition: that the computational power of today's world has fundamentally transformed all aspects of this very world. This requires the investigation and questioning not only of the possible sites of critique but also of the concept of critique as such. Autonomous Weapon Systems (AWS) are artificial intelligence systems that can make and act on decisions concerning the termination of enemy soldiers and installations without direct intervention from a human being. In this article, I provide the positive moral case for the development and use of supervised and fully autonomous weapons that can reliably adhere to the laws of war. Two strong, prima facie obligations make up the positive case. First, we have a strong moral reason to deploy AWS (in an (...) otherwise just war) because such systems decrease the psychological and moral risk of soldiers and would-be soldiers. Drones protect against lethal risk, AWS protect against psychological and moral risk in addition to lethal risk. Second, we have a prima facie obligation to develop such technologies because, once developed, we could employ forms of non-lethal warfare that would substantially reduce the risk of suffering and death for enemy combatants and civilians alike. These two arguments, covering both sides of a conflict, represent the normative hill that those in favor of a ban on autonomous weapons must overcome. Finally, I demonstrate that two recent objections to AWS fail because they misconstrue the way in which technology is used and conceptualized in modern warfare. (shrink)

The Enigma of Modern Economics The effects of the present economic system are remarkably ambiguous. When we compare modern society with any preceding society in history it becomes evident that the ability to produce wealth is its distinguishing feature. It also is evident that the most highly productive and technologically advanced societies of the world (...) are at the root of grave social and ecological disturbances that are pushing humankind to the edge of global catastrophe. The scope and complexity of the adverse effects and risks, of the degradation to the natural surroundings and to social cohesion, are unprecedented in history. Although those phenomena are well known, they are not widely understood. The positive effects of modern economics are evident. The outstanding capacity to produce a vast array of technical instruments and rational organizations which serve as problem solving tools have opened the way to a level ofprosperity, and indeed of affluence, that is unparalleled in the history of civilization. In sharp contrast to this story of success is, however, the equally impressive record ofdestruction. The gulf between those who possess vast material means and those who possess the minimum for survival is widening both on a global scale and within individual affluent societies. The relation between increased productivity and ecological destruction seems to parallel that between growing wealth and growing human misery. The high rate of exploitation of natural resources and the artificial changes in climate are endangering the viability of future generations to the extent that the extinction of species and cultures is, finally, not a vague, futuristic threat, but a clear and present danger to life as we know it. Why have the developed nations been so successful in achieving their high productivity through the efficient utilization of systems of organization and participation? Why have those particular success-making qualities enabled them to dominate in such a global and universal way, while their competitors retreat into an increasingly marginal economic existence? Why does the paradox exist between the global richness and success of certain societies and the destructive nature of their output? The logical cumulative question is, then, Why is the current economic system both extraordinarily productive and destructive? Paramount efficiency in the production of wealth and success Never before has society been so efficient in accumulating wealth. This is the most striking feature of the upper financial strata of humanity, of, for example, the OCED countries. Whatever factor can be singled out, the formula remains the same: high levels of input of energy and other resources, and high output in terms of tools for production and consumer goods. For decades the general trend of income, savings, investments, and consumer expenditures, whatever their fluctuations, has been upward. In spite of the grievances and alleged cases of injustice, ever growing prosperity and affluence has become the normal expected result of the economic process. Wealth is produced not only in terms of achieved output, but also in terms of the capacity to tackle any difficulties through an expansion of the economic process. This may be the most important feature of present economic performance, even more important than its excellence in increasing the output of goods and services. Wealth is accumulated, moreover, not only in terms of material goods and services, but in terms of the options we have in reacting to the reality of needs and scarcities. The real products themselves become enhanced options that specify particular means to improve technologies and to apply rational solutions to troublesome situations and, thus, to identify those situations as problems and to solve them. In the context of modem society, wealth is essentially the twofold process of the means for domination on the part of both states and companies, and of ever growing liberties. The auditory system is able to recognize auditory objects and is thought to form predictive models of them even though the acoustic information arriving at our ears is often imperfect, intermixed, or distorted. We investigated implicit regularity extraction for acoustically intact versus disrupted six-tone sound patterns via event-related potentials. In an exact-repetition condition, identical patterns were repeated; in two distorted-repetition conditions, one randomly chosen segment in each sound pattern was replaced either by white noise or by a wrong pitch. In (...) a roving-standard paradigm, sound patterns were repeated 1–12 times in a row before a new pattern occurred. The participants were not informed about the roving rule and had to detect rarely occurring loudness changes. Behavioral detectability of pattern changes was assessed in a subsequent behavioral task. Pattern changes elicited mismatch negativity and P3a, and were behaviorally detected above the chance level in all conditions, suggesting that the auditory system extracts regularities despite distortions in the acoustic input. However, MMN and P3a amplitude were decreased by distortions. At the level of MMN, both types of distortions caused similar impairments, suggesting that auditory regularity extraction is largely determined by the stimulus statistics of matching information. At the level of P3a, wrong-pitch distortions caused larger decreases than white-noise distortions. Wrong-pitch distortions likely prevented the engagement of restoration mechanisms and the segregation of disrupted from true pattern segments, causing stronger informational interference with the relevant pattern information. Exploratory analysis is an area of increasing interest in the computational linguistics arena. Pragmatically speaking, exploratory analysis may be paraphrased as natural language processing by means of analyzing large corpora of text. Concerning the analysis, appropriate means are statistics, on the one hand, and artificial neural networks, on the other hand. As a challenging application area for exploratory analysis of text corpora we may certainly identify text databases, be it information retrieval or information filtering systems. With this paper we present (...) recent findings of exploratory analysis based on both statistical and neural models applied to legal text corpora. Concerning the artificial neural networks, we rely on a model adhering to the unsupervised learning paradigm. This choice appears naturally when taking into account the specific properties of large text corpora where one is faced with the fact that input-output-mappings as required by supervised learning models cannot be provided beforehand to a satisfying extent. This is due to the fact of the highly changing contents of text archives. In a nutshell, artificial neural networks count for their highly robust behavior regarding the parameters for model optimization. In particular, we found statistical classification techniques much more susceptible to minor parameter variations than unsupervised artificial neural networks. In this paper we describe two different lines of research in exploratory analysis. First, we use the classification methods for concept analysis. The general goal is to uncover different meanings of one and the same natural language concept. A task that, obviously, is of specific importance during the creation of thesauri. As a convenient environment to present the results we selected the legal term of neutrality, which is a perfect representative of a concept having a number of highly divergent meanings. Second, we describe the classification methods in the setting of document classification. The ultimate goal in such an application is to uncover semantic similarities of various text documents in order to increase the efficiency of an information retrieval system. In this sense, document classification has its fixed position in information retrieval research from the very beginning. Die Funktion byzantinischer Glasgewichte ist noch immer in mancher Weise ungeklärt. Bisweilen wurde sogar bestritten, dass es sich um Gewichte handelt. Große Schwierigkeiten bereiten zudem die Auflösung der Monogramme und die Datierung. Sehr viele Gewichte zeigen Köpfe von Kaisern oder Eparchen, meistens mit Inschriften oder Monogrammen der Beamten, oft aber auch nur die Inschriften oder Monogramme. Was – übrigens im Unterschied zu den Metallgewichten – mit wenigen Ausnahmen fehlt, sind die Nennwerte. Drei Glasgewichte mit den Nennwerten S = 6 scripula (...) (Istgewicht 1,05 g), IB = 12 scripula (Istgewicht 2,27 g) und das dritte mit Kreuzmonogramm für ΘЕОΔΩРОΥ zwischen dem Nennwert No und A für Nó(μισμα) A′ = 1 Nomisma (Istgewicht 4,5 g) wurden bisher veröffentlicht. Zwei weitere Glasgewichte mit Nennwert sind bekannt, auf die weiter unten eingegangen wird („Gewichte D und E“). Für alle anderen Glasgewichte ist die Münzeinheit aus dem Istgewicht nur zu erschließen. Konsens ist, dass mit den Glasgewichten der Goldsolidus mit seinen Fraktionen Semissis und Tremissis und die leichtgewichtigen Solidi gewogen wurden. (shrink)

Cross-cultural comparisons often investigate values that are assumed to have long-lasting influence on human conduct and thought. To capture and compare cultural values across cultures, Geert Hofstede's Cultural Dimensions Theory has offered an influential framework. Hofstede also provided a survey instrument, the Values Survey Module (VSM), for measuring cultural values as outlined in his Cultural Dimensions Theory. The VSM has since been subject to a series of revisions. Yet, data on countries have been derived from the original VSM — and (...) not on one of the revised versions of VSM. We tested three scales (indulgence, power distance, and individualism) from the latest version, the VSM 2013, as part of a larger survey across 57 countries. Two main findings emerged. For one thing, country scores based on the VSM 2013 scales correlated only weakly with country scores of the same cultural dimensions obtained in a large previous study. Thus, the validity of the VSM 2013 is in doubt. For another thing, the internal consistency of the VSM 2013 scales was overall poor, indicating that the scales did not reliably measure well-defined constructs. Throughout his philosophical work, Schelling came to increasingly emphasize his conviction that the ultimate principles of philosophy are essentially practical: the ego formally conceived as act in early philosophy, creation as the unfolding of structurally rich action in late philosophy. It remained unclear, however, exactly what constituted the practicality of these principles, namely which concept of action Schelling used and how it is being integrated into the totality of his system. The task this study sets itself is to investigate into (...) these issues in respect to his middle and late philosophy. With the doctrine of potencies serving as point of departure, spirit is first reconstructed as practical consciousness. Creation as an ontotheological original act with the historical world as the space of human action is then systematically developed. Freedom, foresight, purposefulness, intentionality and futurity prove to be the central practical attributes of both human and divine action. Their connection is manifested in the religious consciousness of man and instantiated metaphysically in the relationship of time and eternity. Schelling's positive philosophy shows that these practical aspects are the irreducable prerequisites to render the historical world process intelligible. (shrink)

This is a call for a retracing of the emergence of the complex hegemony of the master signifier in university discourse, and the potential to supersede it by way of a re-articulation of the desire for a concept of freedom borne out of the emancipation of the 19th-century institution of slavery. In this paper I examine whether Dedekind did, in fact, hold structuralist views and, insofar as that is the case, how they relate to the main contemporary variants. In addition, I argue that his writings contain philosophical insights that are worth reexamining and reviving. Julie Waltz Gerlach In 1996, Congress mandated the establishment of standards for the privacy of individually identifiable health information through the Health Insurance and Portability and Accountability Act of 1996 (HIPAA). Until the establishment of HIPAA, personal health information could be (...) distributed without notice or consent for reasons that had nothing to do with a patient's medical treatment or health care reimbursement. Patient information held by a health plan could be passed on to a lender who then might deny the patient's application for a home mortgage or a credit card or to an employer who might use it for personnel decisions. Congress failed to meet its 21 August 1996 deadline established by HIPAA to pass privacy legislation; the Act passed the responsibility to Department of Health and Human Services (DHHS). On 28 December 2000, the Secretary of Health and Human Services released final privacy regulations relating to the protection of patients' individually identifiable health information. The "Standards for Privacy of Individually Identifiable Health Information" (Privacy Rule/current) took effect 14 April 2001. As required by HIPAA, the Privacy Rule established conditions for the collection, use, and disclosure of protected health information by covered entities for research purposes. Covered entities, defined as health plans, health care clearinghouses, and health care providers that engage electronically in a wide range of financial and administrative transactions related to payment and reimbursement, must comply by 14 April 2003 (DHHS 2000, p. 82462). To ensure that the provisions of the final rule provide strong privacy protection without hindering access to health care, the Department of Health and Human Services (DHHS 2002, p. 14776) has proposed modifications to the Privacy Rule.The final Privacy Rule (DHHS 2001) grants substantial rights to individuals/research participants to be informed of how their protected health information is maintained and how that information may be used or disclosed. It also defines individual's/research participants' rights with regard to gaining access to information about themselves, when such information is held by covered entities. [End Page 299]The Privacy Rule requires researchers either to receive authorization from individuals/research participants to collect, use, and disclose protected health information, or to obtain a waiver of authorization that is approved by an institutional review board (IRB) or Privacy Board, or to use de-identified data. Section 164.508 of the Privacy Rule, entitled "Use and Disclosures for Which an Authorization Is Required," describes how IRBs will be directly affected. The rule focuses not just on research but on the overall privacy of all identifiable health information. Institutions have the option of adding these required duties to IRBs or establishing "privacy boards." Privacy boards, as defined by the Privacy Rule, are to be composed of members with varying backgrounds and professional competency to review the effect of the research protocol on the individual/research participant's privacy rights. The board must include at least one member who is not affiliated with the covered entity, or any entity conducting or sponsoring the research, and not related to any person who is affiliated with such entities. Board members cannot participate in the review of any research project in which the member has a conflict of interest.The basic concepts and tenets of privacy and confidentiality are well known to IRBs in the United States, which operate under the Common Rule (45 CFR 46) and/or the Food and Drug Administration's (FDA) human subject protection regulations. Both sets of regulations require IRBs to ensure that risks (including privacy risks) are minimized. Under these regulations, IRBs must consider the confidentiality of research data and whether researchers should have access to confidential medical information. There can be analyzed at least four different types of intentions: prior inten- tions, intentions in action, intentions with which and further intentions. But how are these different types of intentions related? And what is their relation to goals in goal-directed actions? This work tries to answer these questions by a temporal analysis of intentions as mental states. It gives a new argument for the unity of the different forms of intention and shows the central state goals have thereby.

In the title essay, Erich Fromm uses the tools of psychoanalysis to examine the development of the dogma of Christ in the context of social history. The remaining essays examine psychological and cultural problems with keen insight and humanistic sympathies.

ZusammenfassungZur aristotelischen Unterscheidung von Herstellen und Handeln (Poiesis und Praxis) gibt es zwei konkurrierende Interpretationen: nach der einen betrifft der Unterschied zwei verschiedene Aspekte an Handlungen, nach der anderen verschiedene Typen von Handlungen. Für eine Entscheidung dieser Frage sind systematische und exegetische Gesichtspunkte zu trennen: zwar bietet die aristotelische Textbasis Belege für beide Seiten, allerdings zeigt die systematische Untersuchung, dass eine zwei-Typen-Lesart sachlich verfehlt ist. Handlungen lassen sich nicht sinnvoll unterteilen in solche, die ihr Ziel lediglich außer sich, aber kein (...) Ziel in sich haben und umgekehrt. Zusammenfassung In Schellings Philosophie der Offenbarung wird die Schöpfung als Handlung Gottes konzipiert, vergleichbar mit menschlichen Handlungen. Allerdings ist es eine Handlung in einer einzigartigen Situation: Der Schöpfungsakt selbst vollzieht sich von einem Standpunkt außerhalb der physikalischen Welt, ja außerhalb der sukzessiven Zeit. Und sie ist eine Handlung unter Minimalbedingungen: es bedarf für sie lediglich eines absoluten, zukunftsgerichteten Geistes. Daher lässt eine Analyse von Schellings Schöpfungskonzept die Grundstrukturen von Handlungen sichtbar werden. Das Ergebnis einer solchen Untersuchung ist, dass Handlungen basale (...) teleologische Strukturen besitzen. Im Gegensatz zu einer Hauptrichtung der gegenwärtigen Handlungstheorie lässt sich mit Schelling zeigen, dass Handlungen undenkbar sind ohne Begriffe des Zukünftigen und der Zielgerichtetheit - dass der Aspekt der Zukunft und der Zielgerichtetheit in Handlungen zusammenkommen und wie dies geschieht.
