The essay proceeds from the assumptions that for a economic/political integration group to succeed, first, its participants’ motives should ideally be as alike as possible and not oppose one another and, second, their expectations from integration should correspond to the organisation’s capabilities. In light of these assumptions, the study endeavours to assess the Eurasian Economic Union’s (EAEU) potential for stability and development. First, the author analyses the key motives that were driving its member states’ decisions to enter the (...) organisation, compares them with one another and discusses how the countries’ motives influence their conduct in the union. Second, the author confronts those motives against the EAEU’s activities and the general logic of interstate politics on the post-Soviet space to reckon up whether the bloc’s capabilities fit with the expectations of its member countries. Finally, based on that discussion, the author speculates on how the divergence/convergence of EAEU member states’ goals, as well as the (in-)feasibility of their expectations, affect the organisation’s development. If Western Protestants and Neoprotestants preaching about “universal Christian brotherhood”, thus are carriers of postmodern global culture, come forward as propagandists of Westernization of the world, missionaries from countries, socalled “near abroad” uniting at different sorts Eurasian institutes, seminaries, unions, missions, services, conferences, associations orientated ion supporting links at the former Soviet Union and consequently on development of Russian empire — Russia as Eurasia, “Russia-Eurasia”.

Karsavin's social ideas in many respects determined his relation to the Russian Revolution and the Bolshevik order. In full accord with his theory of the symphonic person, the broad and mass character of the processes that brought the Bolsheviks to power and enabled them to hold on to it was for Karsavin a sufficient reason to recognize the historical justification of the new order and to expect positive fruits from it. Of course, he never abandoned the standards of Christian ethics (...) in his evaluation of the practice of bolshevism; he was quite harsh in his denunciations of murders and persecutions. Nor did he descend to "Change of Landmarks" capitulationism, stressing more than once: "To understand the truth of what is happening does not mean to 'change landmarks' without qualification and, having lost face, to become appendages of the Communists." Although he was willing to allow, together with the "Change of Landmarks" people, that the Bolsheviks preserved Russia and its statehood from total collapse, he, in contrast to them, firmly asserted that what was needed was not submission to bolshevism but determined quests for a valid strategy to overcome it. Nonetheless, of all our religious thinkers, it was indisputably he who went further than anyone else in accepting and approving Bolshevik policy, who was inclined to believe in the fruitfulness of the Soviet experiment. This far-reaching acceptance was already clearly expressed in a short chapter on revolution that Karsavin appended to his Philosophy of History [Filosofiia istorii]. This acceptance was later intensified and actively defended in articles and public speeches, and it achieved its absolute apogee in the period of the philosopher's participation in the Eurasian movement. China and Russia are the main driving forces of Eurasian integration. Russia is pursuing its “pivot to Asia,” while China is branching out to the West through its Belt and Road Initiative (BRI). The interests of Russia and China meet in Eurasia and their friendly relations have led to several cooperation projects there. The most important are linkages between the Eurasian Economic Union and Silk Road Economic Belt Initiative and the plan to create a broader Eurasian (...) Economic Partnership or Greater Eurasia. This article studies the reasons which led the two countries to intensify their cooperation in Eurasia and the current state and prospects of that cooperation. (shrink)

The article delves into Kazakhstan’s policies vis-à-vis the European Union, focusing on their driving motives and enabling conditions. Drawing upon published papers and, to a lesser degree, primary sources, the author argues that friendship with the EU largely serves the Kazakhstani elite as means of economic modernisation as well regime legitimation, perfectly fitting Kazakhstan’s dominant domestic discourse which portrays the country as Eurasian and its foreign policy—as multi-vector. The study also shows that Astana’s partnership with Brussels is to (...) a large degree possible because the EU holds a simultaneous positive attitude to such partnership regardless Kazakhstan’s authoritarian regime. According to the article, such reflects the great instrumental value collaboration with Astana gives Brussels, the EU’s general inactivity on democracy promotion in Central Asia and Kazakhstan’s looking more pro-European and economically/politically advanced against the background of its post-Soviet and Central Asian autocratic fellows. The paper concludes by reflecting on the configuration of pragmatism and identity in Astana’s approach to the EU and discussing the peculiarities of the bloc’s power over Kazakhstan. (shrink)

In this essay, I assess Stalin’s ideas and concepts about nationalities, their ‘manipulability’ and their legacies. I do this by briefly reconstructing their theoretical and political roots in both Tsarist and socialist traditions. Special attention will be paid to the discovery of a positive correlation between economic development and the growth of nationalism among ‘backward’ peasant peoples, which went against the grain of previous socialist beliefs, and to the appearance of a theory according to which socialism would naturally produce a (...) superior national-popular society. After discussing the evolution of these ideas and concepts, their practical applications, and the reaction they generated up to 1953, I will focus on the Soviet post-Stalinist theories and practices, and their results, also by taking into consideration the development in Soviet times and after 1991, of new, hybrid variants of Russian nationalism, as well as of Eurasian trends. The Belarusian-Russian scientific-practical conference “Designing the Future and the Horizons of Digital Reality” is an outcome of long-term cooperation between scientists of the Institute of Philosophy of the National Academy of Sciences of Belarus, M.V. Keldysh Institute of Applied Mathematics, and the Institute of Philosophy of the Russian Academy of Sciences. The conference participants focused on the problems of digital transformation of social reality, the formation of a common scientific and technological space of the Union State of Russia and (...) Belarus, the interdisciplinary synthesis of knowledge and the role of the theory of self-organization in these processes. The conference participants also raised the issues of modern management theory, artificial intelligence, strategies for ensuring global national security, new generation transport, and prospects for Eurasian integration. Attempting to apply the logic of conflict analysis developed by Thucydides to the chaotic spasms and clashes triggered by the collapse of the Soviet Union might appear inappropriate to many classical scholars, and entirely artificial to most Eurasian security experts. However, the two strategic landscapes, though separated by a period of some 2400 years, share a number of common features, and the ideas of the ancient strategic analyst may prove helpful for discovering structure in the chaotic violence of (...) more recent times. The notion of the ‘strategic dilemma’—one that Thucydides never used but is credited with inventing—lies at the centre of this investigation, which seeks to test the applicability of the notion in three distinctive settings: in a bipolar confrontation; in conflict manipulation by a third party; and in secessionist conflicts. The article suggests that, as an instrument of political analysis, the security dilemma tends to overpredict conflicts and essentially comes out as a trap of self-fulfilling ‘worst-case’ expectations, so that nowadays—much as in ancient Greece—whenever a security dilemma determines a political decision, disaster follows. The heritage of civilizations in geopolitics is progressively used to consolidate the vision of a multipolar world and, thereby, to establish its important place in the arena of international affairs. Civilizational heritage and civilizational imagination become increasingly important geopolitical factors which begin to shape the relations between China, Russia, Turkey, the United States and the European Union. In global politics during the last decades, in one way or another, Samuel Huntington’s ideas of the interactions between civilizations and their development (...) externalised with the stress on the increase of civilizational conflicts. These ideas made great impact on political elites of main world powers. The author of this article—drawing attention to the importance of cultural and especially religious factors for civilizational processes and the interactions between civilizations, which were also raised by Huntington—examines the peculiarities of the Russian and Turkish civilizational and geopolitical discourses, and connects to those discourses the current geopolitics pursued by the political elites of these countries. The promotion of the current role of the civilization and its geopolitical legacy highlights the uniqueness of civilizations and creates an effort to strengthen the civilizational imagination and to use the civilizational imperial experience and its cultural heritage in current political events. The Russian discourse is characterised by the historical anti-Western and anti-European attitude of Eurasian Messianic civilizational distinctiveness, while the Turkish rhetoric is characterised by the elevation of the imperial Ottoman Islamic cultural and political heritage. Both the discourses are linked by an imperial mentality, orientation towards a multi-civilizational and multi-polar world as well as the demand to create a new world order in line with such an emerging worldview. The article also discusses some of the ideas prevailing in the European Union that underpin the policy of creating a post-national European cosmopolitan community. However, such discourse lacks a cultural, civilizational as well as religious heritage, which brings people together and can form a long-lasting sense of civilizational community. (shrink)

The volume examines the mutually constitutive relationship between the materiality of objects and their aesthetic meanings. Its approach connects material culture with art history, curation, technologies and practices of making. A central dimension of the case studies collected here is the mobility of objects between Europe and China and the transformations that unfold as a result of their transcultural lives. Many of the objects studied here are relatively unknown or understudied. Modern optimisation is increasingly relying on meta-heuristic methods. This study presents a new meta-heuristic optimisation algorithm called Eurasian oystercatcher optimiser (EOO). The EOO algorithm mimics food behaviour of Eurasian oystercatcher (EO) in searching for mussels. In EOO, each bird (solution) in the population acts as a search agent. The EO changes the candidate mussel according to the best solutions to finally eat the best mussel (optimal result). A balance must be achieved among the size, calories, and energy of (...) mussels. The proposed algorithm is benchmarked on 58 test functions of three phases (unimodal, multimodal, and fixed-diminution multimodal) and compared with several important algorithms as follows: particle swarm optimiser, grey wolf optimiser, biogeography based optimisation, gravitational search algorithm, and artificial bee colony. Finally, the results of the test functions prove that the proposed algorithm is able to provide very competitive results in terms of improved exploration and exploitation balances and local optima avoidance. This article draws parallels between the representations of the classics of Eurasianism and their contemporaries, namely N. K. Roerich, H. I. Roerich and Y. N. Roerich, on the peculiar mid-world that is formed by Russia within and around it. It is indicated that the concept of interrelation of biogeosystems with peoples and civilizations inhabiting them, defined by the Eurasian term “developmental site”, is familiar from natural-philosophic concepts of the earlier period. In the era of the development of the ideas (...) of noospherism, it obtained natural-scientific substantiation and new interpretation not only in L. N. Gumilyov original theory of ethnogenesis, but also in representations of the Russian cosmism, which can be correlated with the scientific-philosophical, literary-artistic heritage of the Roerichs. Unlike geosophy of the Eurasians, the holistic views of Roerichs imparted a rather synthetic character to the historical science. At the same time, Y. N.Roerich distinguished geopsychology as a research instrument for cross-civilizational dialogue. One of the most remarkable episodes in implementation of the Eurasian vision by the Roerichs was their Central Asian expedition and peacekeeping activity, associated with unification of the peoples of Eurasia on the basis of broad cooperation. The article demonstrates the possibility of synthesizing Eurasian theories, spiritual-ethical teachings, and natural scientific research within the framework of integral philosophy for elaboration on the concept of sustainable development. Besides the need for international cooperation, the cultural-philosophical heritage of the Roerichs, which includes “Living Ethics or the Teaching of Life”, infeasibility of evolution of mankind detached from the planet and Cosmos also received its ontological substantiation. Such an in-depth consideration of the fate of Eurasia by the Roerichs, associated with the civilizational foundations of the crossing “Russia — Mongolia — China — India” and the leading role of Siberia in the future, allows filling the gaps in the construction of the classics of Eurasianism and utilize sociocultural potential of Eurasia to the fullest. The purpose of this article is to outline the geopolitical concepts of Aleksandr Dugin, the guru of Russian Eurasian geopolitics as a total ideology. After the collapse of the USSR, there was a rapid renaissance of geopolitics in Russia, which was an ideological attempt to rationalise the role and place of the post-Soviet Russian state in the post-Cold War international system. The dynamic development of geopolitics in Russia was also a way for the Russians to overcome the post-imperial trauma (...) and the post-Soviet identity crisis. Geopolitics was to define the global aspirations and goals of the Russian Federation, being the quintessence of postmodern Russian messianism and setting a new historical mission for this state. One of several geopolitical trends in Russia was neo-Eurasianism, whose main ideologist was Aleksandr Dugin. The Russian geopolitician has proceeded to formulate a total ideology based on geopolitics for Russia, which is to constitute an intellectually and conceptually attractive synthesis of all the universalist ideologies practised in this country throughout history. Dugin tries to integrate geopolitics with the metaphysics and philosophy of being, transforming it into a kind of ideocratic sacrum and ideological signpost for the contemporary Russian state. This study explores corporate social responsibility (CSR) by conducting a cross-cultural analysis of communication of CSR activities in a total of 16 U.S. and European corporations. Drawing on previous research contrasting two major approaches to CSR initiatives, it was proposed that U.S. companies would tend to communicate about and justify CSR using economic or bottom-line terms and arguments whereas European companies would rely more heavily on language or theories of citizenship, corporate accountability, or moral commitment. Results supported this expectation of (...) difference, with some modification. Specifically, results indicated that EU companies do not value sustainability to the exclusion of financial elements, but instead project sustainability commitments in addition to financial commitments. Further, U.S.-based companies focused more heavily on financial justifications whereas EU-based companies incorporated both financial and sustainability elements in justifying their CSR activities. In addition, wide variance was found in both the prevalence and use of specific CSR-related terminology. Cross-cultural distinctions in this use create implications with regard to measurability and evidence of both strategic and bottom-line impact. Directions for further research are discussed. While unionization is usually evaluated as an aspect of freedom of association—the idea being that workers have the right to associate and form unions if they want and have an equal right not to do so if they don't, I argue that this is a mistake. Instead of merely allowing unions to form or not depending on the preferences of workers, I argue that unions are a basic and therefore necessary institution of a just society. After analyzing and criticizing the (...) schema developed by John Rawls for evaluating what constitutes a basic institution, I introduce a new principle that allows us to determine what should be considered a basic institution in the context of our existing social institutions and practices. I then apply this principle to unionization, and argue that while unions are subject to post-institutional regulation, just like firms are, their existence is demanded by pre-institutional principles of equality and liberty and therefore not optional. Not only are union shops consistent with our deepest moral principles, including our commitment to liberty, that commitment, when properly understood, actually requires that unionization be universal. ‘The Union of Cause and Effect in Aristotle : Physics III 3’, Oxford Studies in Ancient Philosophy, 32, pp. 205-232, May 2007.: I argue that Aristotle introduced a unique realist account of causation, which has not hitherto been appreciated in the history of philosophy: causal realism without a causal relation. In his account, cause and effect are unified by the ectopic actualization of the agent’s potentiality in the patient. His solution consists in the introduction of a property that belongs (...) to one subject but is realized in another subject on whose state this realization depends. I identify and analyze the multiple ontological dependencies between the causal state of the agent and that of the patient during their causal activity. (shrink)

In its classical formulation as found in Svātmārāma’s Haṭhapradīpikā, haṭhayoga is a Śaiva appropriation of an older extra-Vedic soteriological method. But this appropriation was not accompanied by an imposition of Śaiva philosophy. In general, the texts of haṭhayoga reveal, if not a disdain for, at least an insouciance towards metaphysics. Yoga is a soteriology that works regardless of the yogin’s philosophy. But the various texts that were used to compile the Haṭhapradīpikā (a table identifying these borrowings is given at the (...) end of the article) were not composed in metaphysical vacua. Analysis of their allusions to doctrine shows that the texts from which Svātmārāma borrowed most were products of a Vedantic milieu—bearing testament to Vedānta’s newfound interest in yoga as a complement to jñāna—but that many others were Śaiva non-dual works. Because of the lack of importance given to the niceties of philosophy in haṭhayogic works, these two non-dualities were able to combine happily and thus the Śaiva tenets incorporated within haṭhayoga survived the demise of Śaivism as part of what was to become in the medieval period the dominant soteriological method in scholarly religious discourse in India. Human enhancement issues are not merely academic: the technologies and trends involved give rise to new needs and social demands, provide opportunities for individuals and society, and present new risks. They also challenge crucial cultural notions, social concepts and views of the human condition, and may cause new forms of social pressure and social exclusion. This chapter reports on a systematic attempt by the European Technology Assessment Group (ETAG), conducted on behalf of the Science and Technology Options Assessment (STOA) panel (...) of the European Parliament, to suggest policy options on the issue of human enhancement. It outlines and discusses a number of strategies for dealing with the issue in a European policy context, identifying a reasoned pro‐enhancement approach, a reasoned restrictive approach, and a systematic case‐by‐case approach as viable options. For twenty years, the European Union has qualified as a supranational actor more and more present on the educational scene. Through the European strategies - Lisbon 2010 and Europe 2020 - but also the open method of coordination, an essential mutation has been occurring at the level of Member States. In this article, I intend to analyse in which manner the European Union manages to become a genuine educational actor. Thematic analysis of forty semi-structured interviews conducted with European (...) and international officials demonstrate that the European leaders prepared the European “suitcase” for the first “flight” of 2010 and the second one in 2020. Mainly, this briefcase regroups benchmarks, core competencies, mobility programs and the European qualifications framework. If the European Union is able to “boast” with a national or international political visibility through educational proposals however, an unknown factor remains in this geopolitical equation. This volume contains the first publication in book form of an English translation of Thomas Aquinas's controversial disputed question De unione Verbi incarnati. This disputed question is a remarkable portal into the Angelic Doctor's theology of the hypostatic union, which is recognized as an area in which Aquinas forged some of his most original and penetrating articulations of the Christian faith. In the De unione Verbi incarnati Aquinas presents in five articles material that occupies more than eighteen questions in (...) the third part of the Summa theologiae. The attribution of an esse secundarium to Christ, in the fourth article of the De unione, has been the object of intense debate, for it seems to contradict the account of the Summa. In addition to Professor Nutt's English translation, the volume includes the critical Latin text published by Barbara Bartocci, Klaus Obenauer, and Walter Senner, as well as a substantial introduction. Professor Nutt's introduction carefully unfolds the historical background, technical concepts, sources, and speculative claims needed for understanding the breadth of the biblical and metaphysical contemplation represented in this work; it also includes a detailed exploration of the debate over the fourth article. This article considers whether the 2016 EU referendum can be perceived as an English nationalist movement. Specifically, attention is given to examining how memories of the former British Empire were nostalgically enveloped in anxieties regarding England’s location within the devolved UK state. The comments and work of Enoch Powell and George Orwell are used to help explore the link between nostalgia and anxiety in accounts of English nationalism. Despite their opposing political orientations, when considered together, it is argued that both (...) men provide a unique cross-political perspective on Englishness, empire and nostalgia. By way of exploring these themes in relation to the EU referendum, Aughey’s assertion that English nationalism can be perceived as both a ‘mood’ and ‘movement’ is used to highlight how a sense of English anxiety regarding its lack of national sovereignty (mood), as well as a desire to reclaim this sovereignty by renegotiating trade relations with the ‘Anglo-sphere’ (movement), were conjoined in the popular referendum slogan, ‘take back control’. In conclusion, it is argued that the contextualization of the referendum can be predicated upon an orientation to empire that steers away from glorifying pro-imperial images of England/Britain, towards a more positive and progressive appropriation of the EU referendum as a statement of national change and belonging.
