Abstract Recently, there has been a growing interest in public health and public health ethics. Much of this interest has been tied to efforts to draw up national and international plans to deal with a global pandemic. It is common for these plans to state the importance of drawing upon a (...) well-developed ethics framework and we argue that this framework should reflect the values and insights of feminist relational theory. More specifically, we argue that pandemic planning must be squarely situated in the larger realm of public health and that an ethics framework for public health will be one that recognizes the need to pay particular attention to the vulnerability of subpopulations lacking in social and economic power. We propose an ethics framework for public health that builds on the notions of relational personhood (including relational autonomy and social justice) and relational solidarity. Members of the public, with diverse interests and perspectives, must have a role in determining our future as a species.

The primary objective of The Health Care Ethics Con sultant is to focus attention on an immediate practical problem: the role and responsibilities, the education and training, and the certification and accreditation of health care ethics consultants. The principal questions addressed in this book include: Who should be considered health care ethics consultants? Whom should they advise? What should be their responsi bilities and what kind of training should they have? Should there be some kind of accreditation or certification program (...) to ensure that those who call themselves ethics consultants are in fact qualified to advise, consult, research, and write in health care ethics? The distinguished authors ofthese articles are persons with diverse backgrounds, interests, presumptions, and val ues. Not surprisingly, therefore, diverse responses have emerged to the questions posed. Though the book's chapters are individually authored, they are informed by the group discussions that went on during active workshop sessions, and by knowledge of the contributions of others. All of the chapters meaningfully represent their consensus. This is not to say that there were no disagreements regarding specific details, but rather that there were no fundamental objections on the book's basic content among a panel of authors who share basic premises regarding the role, responsibilities, education, and certifica tion of health care ethics consultants. The dominant approach to conscience in contemporary bioethics presumes that conscience functions to promote personal moral integrity, and therefore presumes that the relevant values are inherently personal. This approach fails to demonstrate when and why claims of conscience should be taken seriously by others. I draw on Hannah Arendt’s deliberative model of conscience and Cheshire Calhoun’s social model of integrity to develop an alternative relational view of conscience—one that demonstrates that the relevant values are social as well as personal. To avoid the commercialization of reproduction, the Canadian Assisted Human Reproduction Act (AHR Act 2004) prohibits the purchase of human eggs. We endorse this legal prohibition and moreover believe that this facet of the law should not be allowed to have as an unintended consequence an increase in transnational trade in human eggs. In an effort to avoid this consequence, and to be consistent with the AHR Act, we advocate the pursuit of national altruistic self-sufficiency. Or, la recherche de « l’ordre parfait » à laquelle s’adonnaient les ritualistes a suscité des débats infinis et n’a pu aboutir à construire un édifice aussi solide que ces derniers l’auraient souhaité. Pour l’anthropologue Philippe Descola, (...) ce mélange de fascination pour un système quasi totalitaire et d’incapacité à se mettre d’accord sur sa physionomie réelle caractérise l’ontologie analogiste qui fut celle de la Chine à l’époque où ces traités ont été rédigés (la fin de la période des Royaumes Combattants). C’est la première cause, d’ordre logique, que l’on peut trouver à la fragilité d’un système décrit par Yuri Pines comme « the Universal Panacea ». La deuxième cause est plutôt d’ordre psychologique. Elle trouve sa source dans le doute et l’anxiété provoqués par la pression qu’exerce sur les sujets l’injonction de recréer en soi un ordre idéal et toujours déjà perdu. Cette dernière partie s’appuie sur les travaux récents de deux auteurs, Mark Csikzentmihalyi et Michael David Kaulana Ing, lesquels montrent, à partir d’une analyse détaillée de deux ouvrages normatifs : le Wuxing 五行 (Les Cinq types d’actions vertueuses) et le Liji 禮記 (Livre des rites), comment furent abordées les questions de la faillite du rituel et de la faillibilité humaine, indiquant ainsi la voie vers une sortie possible du fantasme de l’ordre parfait. How, asks Françoise Dastur, can philosophy account for the sudden happening and the factuality of the event? Dastur asks how phenomenology, in particular the work of Heidegger, Husserl, and Merleau-Ponty, may be interpreted as offering such an account. She argues that the “paradoxical capacity of expecting surprise is always in question in phenomenology,” and for this reason, she concludes, “We should not oppose phenomenology and the thinking of the event. We should connect them; openness to phenomena must be identified with (...) openness to unpredictability.” The article offers reflections in these terms on a phenomenology of birth. (shrink)

Fragments of painted plaster found in the destruction layer of three first floor rooms in the House of Seals and of one first floor room of the House of the Sword had broken from the ceiling. They allow the restoration of the schema in the room of the House of the Sword and of two of the rooms in the House of Seals, the latter in colour. Composed of bands surrounding a quadrangular field, these décorations, evoking carpets stretched on the (...) ceiling, are richer (costly pigments, gold leaf) and more complex (some fifteen motifs) than those in tombs of the same period, which adopted the same « carpet » composition and which borrowed from the same repertoire, often confirmed by the textiles. Since we know of no other ceiling decoration in habitation rooms, it is unwise to contrast the exuberance of these ceilings with the tomb ceilings. The room that could not be restored had moreover a much more perfunctory decoration. (shrink)

Wittgenstein's Folly: Philosophy, Psychoanalysis and Language Games presents a dialogue between the philosopher Ludwig Wittgenstein, the author Françoise Davoine, and Davoine's patients with extreme lived experience. The book begins with Davoine's seminar at the École des Hautes Études en Sciences Sociales in Paris, which is attended by Wittgenstein. He then accompanies Davoine on visits to colleagues at the Austen Riggs Center in Massachusetts, in California, on a Sioux reservation in South Dakota, and at Freud's house in Vienna. The dialogic form (...) of the book allows a performance centered on the psychotherapy of madness and trauma, in which Wittgenstein takes the floor. Davoine introduces us to a contemporary Feast of Fools and creates new language games with madness, enlarging the scope of psychoanalytic approaches to authors like Wittgenstein. The chapters of this book closely resemble short plays in which a conversation with living human beings or with characters from philosophy, literature, science, and the arts encounter one another and begin to open new ways of speaking that can render the "mad" more familiar and more manageable. Wittgenstein's Folly: Philosophy, Psychoanalysis and Language Games will be of great interest to psychoanalysts and to academics and students engaged in psychoanalytic studies, philosophy and trauma-related studies. In April 2007, as part of its public consultation initiative, the Human Fertilisation and Embryology Authority (HFEA) in the United Kingdom published Hybrids and chimeras: A consultation on the ethical and social implications of creating human/animal embryos in research. This HFEA document identifies a number of possible arguments against the creation of human/animal embryos. One of these arguments concerns the worry that human/animal embryos “might be transferred to a woman to create babies with some animal DNA in them.” Although the (...) HFEA dismisses this slippery slope argument, I argue that this possible future is not as farfetched as one might think. For example, human admixed embryos might be transferred to women in an effort to prevent the transmission of mitochondrial diseases. The ethical acceptability of this possible future practice is examined from different feminist perspectives with a focus on issues of reproductive freedom and social justice. (shrink)

During the Algerian struggle, Fanon warned us about the influence on politics of ‘the few European colonialists, powerful, intractable, those who have at all times instigated repressions, broken the French democrats, blocked every endeavor within the colonial framework to introduce a modicum of democracy into Algeria’. Is this remark still pertinent? How does Frantz Fanon help us understand current reactionary politics in France? Is his analysis of the French Left still pertinent? How does colonial discourse weigh on the postcolonial present? (...) In this article, I explore current expressions of French postcolonial reactionary politics focusing on an event in Reunion Island, a French postcolonial territory. I argue that it is important to observe what is happening in French postcolonial territories because they remain laboratories for repressive policies and discourses. What I call the discourse of ‘French Algeria’, a mix of revisionist history, resentment, wounded narcissism and racism, embodies a political trend that seeks to counter the small progress made in rewriting history from the point of view of the colony in France. We outline a number of ethical objections to genetic technologies aimed at enhancing human capacities and traits. We then argue that, despite the persuasiveness of some of these objections, they are insufficient to stop the development and use of genetic enhancement technologies. We contend that the inevitability of the technologies results from a particular guiding worldview of humans as masters of the human evolutionary future, and conclude that recognising this worldview points to new directions for ethical thinking about genetic enhancement (...) technologies. Françoise Thébaud, en posant la question de savoir comment le genre structure les politiques de guerre, présente une intervention qui fait le point sur la « barbarisation » de la guerre dans le cadre de l’histoire du genre, à partir de la mise en évidence du passage du problème de l’émancipation, ou de l’autonomisation (cf. travaux des années 1960-1970), des femmes à celui de la réflexion plus récente sur la violence de guerre (depuis les années 1980) qui conteste la thèse (...) de la guerre « émancipatrice » (si provisoire et superficielle qu’ait été cette émancipation). Dans ce cadre-là, la guerre en ex-Yougoslavie a pu jouer un rôle d’accélérateur de la prise de conscience du caractère très relatif de l’émancipation des femmes par la guerre des hommes. Certains historiens récents de la Première Guerre mondiale en viennent à travailler sur la culture de guerre qui serait le fondement d’une « brutalisation » du conflit au nom d’une « ethnicisation » de l’ennemi. Leurs thèses sont contestées par ceux qui rejettent l’idée d’un simple consentement à la guerre au profit d’un mélange complexe de contraintes, fraternité, patriotisme et refusent que la « culture de guerre » prenne le pas sur les autres cultures pré-existantes. La place des femmes et du genre dans la guerre est d’abord abordée par F. Thébaud à la lumière d’une double mythologie sexualisée (l’équation pureté nationale/pureté sexuelle et la féminisation de l’ennemi comme décadent) et de l’autre mythe de la femme « naturellement » pacifiste en tant que mère potentielle. Or, les féministes ont adhéré massivement à l’effort de guerre et l’internationalisme « féministe » s’est effondré. Par ailleurs, la relative « humanisation » du conflit dont sont porteuses les femmes aux armées se fait toujours au service exclusif de la patrie. Dans un dernier volet de son intervention, F. Thébaud s’attarde sur la réalité des violences faites aux femmes et les réactions qu’elles ont pu susciter. Les viols ont eu lieu pendant l’invasion plus que pendant l’occupation et le débat sur l’« enfant de l’ennemi » s’il a été animé d’un point de vue discursif ne permet pas d’en savoir beaucoup plus sur la réalité. Les déportations de femmes hors des villes occupées suscitèrent, quant à elles, suffisamment de réactions violentes pour que les Allemands mettent fin à cette pratique dès 1916. Certaines interventions féministes visèrent à modifier les lois de la guerre mais on en sait peu sur la place des femmes dans l’humanisation de la guerre. Par ailleurs, une comparaison s’avérerait nécessaire entre les histoires respectives de la guerre dans les pays dits occidentaux et dans les pays de l’Est. (shrink)

Transnational reproductive travel is a largely unfettered multibillion-dollar global industry that flourishes, in part, by capitalizing on differences in legal regimes, wages and standards of living, and cultural and ethical norms. I have known Susan Sherwin all of my academic life—as a newbie graduate student in philosophy following on from an undergraduate degree in political science; as a newly minted PhD trying to figure out what I wanted to do with my degree; and later as a faculty member at Dalhousie University trying to craft a career in a medical school. Over the years, Sue has been an important mentor, colleague and friend.In thinking about what I want to say about Sue's (...) legacy, a well-known adage, often attributed to the renowned poet Maya Angelou,1 came to mind: "People will forget what you said, people will forget what you did, but people will never forget how you made them feel."
