A major obstacle for materialist theories of the mind is the problem of sensory consciousness. How could a physical brain produce conscious sensory states that exhibit the rich and luxurious qualities of red velvet, a Mozart concerto or fresh-brewed coffee? Caging the Beast: A Theory of Sensory Consciousness offers to explain what these conscious sensory states have in common, by virtue of being conscious as opposed to unconscious states. After arguing against accounts of consciousness in terms of higher-order representation of (...) mental states, the theory claims that sensory consciousness is a special way we have of representing the world. The book also introduces a way of thinking about subjectivity as separate and more fundamental than consciousness, and considers how this foundational notion can be developed into more elaborate varieties. An appendix reviews the connection between consciousness and attention with an eye toward providing a neuropsychological instantiation of the proposed theory. (shrink)

Consciousness has a peculiar affinity for presence; conscious states represent their contents as now. To understand how conscious states come to represent time in this way, we need a distinction between a mental state that represents now and one that simply occurs now. A teleofunctional theory accounts for the distinction in terms of the development and function of explicit temporal representation. The capacity to represent a situation explicitly as ‘now’ and compare it with past situations in order to prepare for (...) the future involves the separation of goals from the particular action required to attain them. That is, when a creature is able to consider alternative paths of action, it becomes necessary to conceive of alternate future times as distinct from the present moment. The developmental, functional approach of a teleofunctional theory is promising in its ability to integrate research from diverse empirical fields for support of its claims. (shrink)

The foundation and administration of European Zoological gardens in the 19th century is analized. It is significant of such new institutions, that they are founded in the large cities, and that most of the founders looked at the great models in Paris and London, which are described first. Further it is shown that the change from princely menageries to public Zoological Gardens is caused both by common interests in people's education and pleasure and by scientific aims which leaded to choose (...) the name Zoological “garden” in analogy to botanical gardens. It seems to be characteristic of such public institutions created by citizens in the 19th century that they are mostly supported by commercial or scientific local societies. This is exemplified by describing the administration of the Zoological gardens of Berlin (1841), Frankfurt (1856) and Hamburg (1863), which initiated also research for acclimatization of wild animals. Accountability and responsibility are key concepts in the academic and societal debate on Autonomous Weapon Systems, but these notions are often used as high-level overarching constructs and are not operationalised to be useful in practice. “Meaningful Human Control” is often mentioned as a requirement for the deployment of Autonomous Weapon Systems, but a common definition of what this notion means in practice, and a clear understanding of its relation with responsibility and accountability is also lacking. In this paper, we present (...) a definition of these concepts and describe the relations between accountability, responsibility, control and oversight in order to show how these notions are distinct but also connected. We focus on accountability as a particular form of responsibility—the obligation to explain one’s action to a forum—and we present three ways in which the introduction of Autonomous Weapon Systems may create “accountability gaps”. We propose a Framework for Comprehensive Human Oversight based on an engineering, socio-technical and governance perspective on control. Our main claim is that combining the control mechanisms at technical, socio-technical and governance levels will lead to comprehensive human oversight over Autonomous Weapon Systems which may ensure solid controllability and accountability for the behaviour of Autonomous Weapon Systems. Finally, we give an overview of the military control instruments that are currently used in the Netherlands and show the applicability of the comprehensive human oversight Framework to Autonomous Weapon Systems. Our analysis reveals two main gaps in the current control mechanisms as applied to Autonomous Weapon Systems. We have identified three first options as future work for the design of a control mechanism, one in the technological layer, one in the socio-technical layer and one the governance layer, in order to achieve comprehensive human oversight and ensure accountability over Autonomous Weapon Systems. Self-conflict is a feature of most women’s lives, particularly as we struggle to balance the demands of work and family. Theories of autonomy that rest on a notion of a coherent self treat self-conflict as incompatible with autonomy; therefore, women who suffer self-conflict fail to act autonomously. Though autonomy and self-conflict can be accommodated by conceiving of autonomy as a matter of degree relative to a context of choice, this result sanctions a political system that forces the prioritization of one (...) context over another. Yet choices in one context often compromise choices in another context, creating a situation where acting autonomously simultaneously diminishes autonomy. Given that autonomous choice justifies political liberalism, it is unjust that choices are set against one another in this way. Consequently, the burden on liberal governments to address the structural sources of self-conflict is far greater than is often supposed. (shrink)

The large-scale and inevitable shift away from the fossil- and nuclear-powered economic model will have dramatic consequences. The author discusses these by looking at the impacts on and of one of the greatest accomplishments of 20th-century culture: global urbanization, modern cities, and urban life. Technological implications, urban form impacts, policy dimensions, institutional ramifications, and cultural issues all form the very nexus of challenges confronting decision makers worldwide at local, regional, and global levels.

A full answer to this question requires two different sorts of theory. The first sort considers what all these conscious sensory states have in common, by virtue of being conscious as opposed to unconscious states. The second sort (...) considers what distinguishes conscious sensory-states from each other, for example, how the qualities in a conscious sensory state of red velvet differ from those of a Mozart concerto. I propose a theory of the first sort, that is, an explanation of the distinction between conscious and unconscious sensory states. ;According to the second sense theory, conscious sensory states are coordinated sensory representations of the present moment produced by a second sense. Three elements are necessary and jointly sufficient for sensory consciousness. Sensory representations must be coordinated toward action in the world. The representations included in the content of a conscious sensory state are those that will aid the creature in assessing current environmental conditions according to the task at hand. Conscious sensory states represent states of affairs as occurring at the present moment. In other words, sensory consciousness is constituted by the coordination of sensory representations into a representation of what is happening 'now.' The mechanism responsible for coordinating sensory representations into conscious sensory states is the second sense. A second sense mechanism explains how some sensory representations become coordinated into a conscious sensory state while others remain unconscious. ;In addition to providing an explanation of sensory consciousness, the second sense theory is nicely suited to a Gibsonian account of subjectivity, whereby information about the subject is specified simultaneously in perception with information about the object. I argue that the subject, at its most bare, is the locus of an egocentric map, the zero point of a coordinate system which specifies objects according to here. (shrink)

A vexing modern conundrum is to be solved. The use of oil, gas, and coal is extremely short-lived as a historical phenomenon: a mere blink of an eye at a little more than 1% of total urban history of 10,000 years to-date. Yet current urban civilization is almost entirely based on it. And the fossil-fuel economy poses not only a massive security risk, it also lies at the root of the vast majority of urban sustainability problems. Fresh water depletion, air (...) pollution, widespread human fatalities can be directly traced to the excessive use of these dirty energy sources. Climate change, predominantly triggered by fossil-fuel combustion, only deepens the very questions the impending petroleum peak raises about the survivability of the global urban system. The fossil disease is a complex global pandemic. To many, conquering this pandemic is an extraordinary challenge of technology: of reengineering the manner in which urban civilization is powered, advancing a future envisioned in numerous studies since the 1970s. Yet foremost, this is a cultural, psychological, and political challenge. The global economy is systematically identified with its underlying fossil supply frameworks—it is a fossil economy. It is marked by an incendiary illusion: the celebration of abundance promised as achievable by all, driving virtually all aspects of contemporary culture. Yet it is also marred with enormous pockets of deprivation, and deep cracks of disbelief, criticism, and dissent. Reinforcing this challenge is the psychoeconomical transaction cost of change, the sheer inertia of an infernal development system, however short-lived it inevitably is. Despite all lip service paid to ‘energy savings’ and ‘environmentally sustainable development’ in urban policy documents and brochures across the globe, dominant political and financial interests demand that as much fossil fuel as possible is used, and as quickly as possible, to secure the highest possible profits for the most powerful, and in the shortest period of time. Hence many national governments and international bodies find it so difficult to place fossil-fuel replacement on the global agenda. It is easier to avoid this topic and talk about buffering, mitigating what are little else than subsidiary, flow-on effects and collateral outcomes of an unsolved energy conundrum: air, water and soil pollution, public health problems, deforestation or fresh water depletion. Rarely, if ever, is petroleum abuse clearly noted as a root cause. A historical revolution is in progress: the move from fossil fuels, nuclear power, and other forms of unsustainable energy use generation to a renewable and sustainable power base for urban communities, cities, towns, and villages. Many examples of positive initiatives encourage, and are testimony to the ability of cities and towns to perform as communities, and evolve into settings of greater independence from fossil and nuclear power sources. They carry the promise of greater energy autonomy based on renewable energy, of recapturing regional productivity, advancing local resources, and enabling new industries and employment opportunities. Does neuroscience show that free will is an illusion? No, it shows that unconscious mental states are causally effective in action. Because free will includes initiation by both conscious and unconscious states, the self as free agent should be characterized in terms of more than her conscious deliberations to range over unconscious beliefs, memories and feelings. Further, the ways social relations influence action and the ways actions influence the social environment are relevant to a full account of free will. Given (...) this broader perspective, it is clear that recent neuroscientific studies only show that the conscious feeling of volition does not play the agential role it seems to play. Consciousness is nonetheless causally effective in planning and monitoring actions to ensure they conform to goals. This causal process unfolds over a span of time and encompasses a wide array of factors. (shrink)

It is argued that two different types of concept are often intermingled in discussions of Aktionsart. The most common type of classification is one of situation types, relating to the potential actualisation of a situation, although some of the definitions have to do with the actual realization of the situation. This distinction, adequately captured by the notions (a)telicity and (un)boundedness (Declerck 1989), is explored and it is shown how NPs, PPs and tense influence a sentence''s classification as (un)bounded.

A specific mapping mechanism is defined as the basic unit of “Biological Memory”. This mechanism must account for the characteristic frequency patterns in the organic world, where future probability is a function of past experience. The conditions for the function of biological memory are analysed. It is found that asymmetry, and irreversibility as a consequence of complexity, are the basic principles of memory function. The essential asymmetries in genetic memory are pointed out, and the problem of bilateral symmetry in a (...) basically asymmetrical organization is briefly outlined.Complexity is defined in terms of symmetry. The thermodynamic arrow of time and the biological arrow of time are discussed in relation to elementarity and complexity with their specific types of repeatabilities: non-accumulative in the first case and accumulative as a result of “copy-reproduction” by memory in the second case. The application of terminology from Information Theory and Thermodynamics to Memory Mechanics is critically considered.The immediate and inevitable consequences of memory function are shown to be irreversible expansion and irreversible, unpredictable diversification, leading to growing complexity and size on all but the sub-molecular levels of biological structure. The capability approach of Martha Nussbaum and Amartya Sen places human capabilities at the centre stage of discussions about justice, equality, development and the quality of life. It rejects too much emphasis on mere preference satisfaction or resource provision and highlights the importance of human agency and freedom. This approach has already significantly influenced different fields of application, such as economics and development studies. Only recently have scholars started to explore its relevance for and application to the area of technology (...) and design, which can be crucial factors in the expansion of human capabilities. How does technology influence human capabilities? What difference could a capability approach make to policies and practices of applying ICT in development processes in the South? How can we criticize and improve the design of technology from the perspective of the capability approach? The authors of this volume explore the implications of the capability approach for technology & design and together create the first volume on this emerging topic. (shrink)

Philosophical theories of memory rarely distinguish between importantly different sorts of memory: procedural, semantic and episodic. I argue for a temporal representation theory to explain the unique characteristic of episodic memory as the only form of conscious memory. A careful distinction between implicit and explicit representation shows how the past figures in memory. In procedural and semantic memory, the influence of the past is implicit by which I mean that the past experience is used but not represented in the skill (...) or knowledge. Episodic memory, in contrast, depends on representing a past experience as past. On a temporal representation theory of consciousness, a conscious state represents the present moment, and in the case of episodic memory, it includes a representation of past experience. The embedded account of the ‘feeling of pastness’ takes past experience to be part of the explicit content of a conscious state. An episodic memory is a representation of the present that includes a representation of the past. Whereas a higher-order theory of consciousness can give no reason why only episodic memories are conscious, a temporal theory explains why episodic memories are both higher-order and conscious. Finally, I consider the essential role of episodic memory in the formation of a temporally extended self. The demands of a social environment motivate development of an ability to track the mental states of others and oneself over time. By incorporating past experience (and future experience) into the present, episodic memory extends experience in time to form the sense of self. Through a careful examination of the function of temporal representation, we can see why the past is not consciously represented in procedural and semantic memory and the value of consciously representing the past in episodic memory. Community acceptance still remains a challenge for wind energy projects. The most popular explanation for local opposition, the Not in My Backyard effect, has received fierce criticism in the past decade. Critics argue that opposition is not merely a matter of selfishness or ignorance, but that moral, ecological and aesthetic values play an important role. In order to better take such values into account, a more bottom-up, participatory decision process is usually proposed. Research on this topic focusses on either stakeholder (...) motivations/attitudes, or their behavior during project implementation. This paper proposes a third research focus, namely the ‘objects’ which elicit certain behavioral responses and attitudes—the wind turbine and parks. More concretely, this paper explores Value Sensitive Design as way to arrive at wind turbines and parks that better embed or reflect key values. After a critical discussion of the notion of acceptance versus acceptability and support, the paper discusses existing literature on ecology and aesthetics in relation to wind turbine/park design, which could serve as ‘building blocks’ of a more integral VSD approach of the topic. It also discusses the challenge of demarcating wind park projects as VSD projects. A further challenge is that VSD has been applied mainly at the level of technical artifacts, whereas wind parks can best be conceptualized as socio-technical system. This new application would therefore expand the current practice of VSD, and may as a consequence also lead to interesting new insights for the VSD community. The paper concludes that such an outcome-oriented approach of wind turbines and park is worth exploring further, as a supplement to rather than a replacement of the process-oriented approach that is promoted by the current literature on community acceptance of wind parks. How does the Social Lab methodology support participatory research? This paper provides an evidence-based analysis of experiences of 19 implemented Social Labs applying experiential learning cycles on the question of how to induce Responsible Research and Innovation in the Horizon2020 research funding scheme of the European Commission and beyond. It looks at the potentials of Social Labs to allow participation in research and innovation addressing societal challenges and contrasts empirical results with the theoretical conceptualisation of a scientific Social Lab methodology. It discusses drivers and barriers of engagement, and provides evidence for the impacts of experimental engagement on participation in the context of the labs, substantiated by concrete examples from some of these labs. Thomas Pogge answers the question if the capability approach can be justified with a firm ‘no’. Amongst others, he ridicules capability theorists for demanding compensation for each and every possible natural difference between people, including hair types. Not only does Pogge, so this paper argues, misconstrue the difference between the capability approach and Rawlsian resourcism. Even worse: he is actually implicitly relying on the idea of capabilities in his defence of the latter. According to him the resourcist holds that the (...) institutional order should not be biased towards the average person or the needs of some. Yet, as his own case of blind people and traffic lights can illustrate, whether or not this is the case is impossible to assess without resorting to some concept like people’s capabilities. Secondly, it is argued that the real issue at stake is not at all the best metric of justice—primary goods or capabilities—but rather the scope of theories of justice. On the surface the difference of opinion seems to be how to deal with so-called “personal heterogeneities”, yet the discussed case of interpersonal differences in metabolism and communal land-use choices hints at something else; Whereas Pogge insists that questions of justice only concern the institutional structure of society, many capability theorists support the inclusion of culture and social practices as possible sources of injustice. Unfortunately Pogge does not properly acknowledge this, as right from the start of his paper he frames the debate between both approaches in terms of institutions only. (shrink)

In my paper I will discuss the difference between Wittgenstein’s notebooks, personal diaries and his so called diaristic remarks scattered throughout the Nachlass. This includes a distinction between his philosophical and his diaristic entries. Secondly, I will outline the editing history of Wittgenstein’s Notebooks 1914 – 1916, his Secret Diaries (Geheime Tagebücher 1914 – 1916), Culture & Value and his diaries of the 1930s (Denkbewegungen). Finally, I will focus on Wittgenstein’s coded remarks (in the wartime notebooks and in his diaristic (...) remarks found in the Nachlass) and then discuss their significance not only in terms of his personal attitude toward life, ethics and religion but also in terms of their role in the context of his philosophizing. In doing so, I will discuss the question of the extent to which Wittgenstein’s method of encoding can be seen as a means for a special type of text, conceived for a sphere not readily accessible to normal language and science – a sphere he avoided talking about in the context of strict philosophical dispute. No School Manifesto' is a book that serves as a key reference and inspiration for people working in (creative) education, ranging from teachers and school leaders at informal, secondary and vocational education and academies to museum educators, artists (in the broadest sense of the word), policy makers, and everyone who supports education and has an interest in developing new perspectives through creativity. No School is a movement that wants to open up the meaning of learning and fundamentally questions traditional education, (...) through creativity. Curiosity, experimentation, unrestricted thinking, making and developing--by yourself and in collaboration with others--are basic elements of all forms of learning and living together. In the current educational system these values are regularly overshadowed by rules, legislation, bureaucracy, a unitary approach, and little attention to the intrinsic inquisitiveness of both the student and the teacher. No School is a growing movement that together with the creative field wants to provide space for experiment, flexibility, cooperation, 'wild' thinking, looking ahead; experimenting off the beaten track with different forms of learning, in which creativity is the key concept. Early zoological researches by P.S. Pallas and K.E. von Baer in their letters to the zoologists of Berlin. The centenaries which are celebrated in 1991 and 1992 in memory of P.S. Pallas (1791) and K.E. von Baer (born 1792) caused the following studies of hitherto unpublished sources, preserved in the collections of the Museum für naturkunde in Berlin. The earliest zoological works of Pallas are discussed in relation to his last publication on the “Zoographia Rosso-Asiatica” which should have been finished (...) in Berlin. Some years after the death of Pallas, Baer also contacted the Berlin zoologists K.A. Rudolphi and M.H. Lichtenstein, asking for help, when he was going to establish zoology and a zoological museum at the University of Königsberg. (shrink)
