The article introduces the special issue dedicated to “The Philosophy of Information, Its Nature, and Future Developments.” It outlines the origins of the information society and then briefly discusses the definition of the philosophy of information, the possibility of reconciling nature and technology, the informational turn as a fourth revolution (after Copernicus, Darwin, and Freud), and the metaphysics of the infosphere.

In Part I of our joint paper [WuB13], we outlined our respective theories, The Basic Theory of the Philosophy of Information and Logic in Reality and showed their synergy for the understanding of complex informational processes. In this part, we develop Wu’s fundamental philosophical insight of the origin of the values of information in the interactions of complex information processing. A key concept in our work is that of a logical isomorphism between human individual and social value (...) and the natural laws of the physical world. On the basis of Wu’s concept of Informational Thinking, we propose an Informational Stance, a philosophical stance that is most appropriate for, and not separated nor isolated from, the emerging unified theory of information. Scholars and policy makers often refer to the “information society”. And yet, it is more accurate to speak of societies, each different, some of which may qualify as information ones at different levels of maturity. Through exploration of the concepts of expectations, education and innovation, this paper explores what it means for an information society to be more or less mature than others, and the impact of this on the ongoing digital revolution.

This paper criticizes the tendency to view the extension of the class of social actors, which stems from the process of democratization of data, as also implying the extension of the class of the political actors involved in the process of governance of the Information Society. The paper argues that social actors can upgrade to political actors once they become real interlocutors, namely political actors that can participate in the formation of the political discourse and that this can (...) happen only once they are able to combine, to a greater or lesser degree, the reduction of information asymmetries with the reduction of power differentials. The ethics in an information society is discussed from the combined viewpoint of Eastern and Western thoughts. The breakdown of a coherent self threatens the Western ethics and causes nihilism. Francisco Varela, one of the founders of Autopoiesis Theory, tackled this problem and proposed Enactive Cognitive Science by introducing Buddhist middle-way philosophy. Fundamental Informatics gives further insights into the problem, by proposing the concept of a hierarchical autopoietic system. Here the ethics can be described in relation to a (...) community rather than a coherent self. Theodor W. Adorno asked in 1968: What is the fundamental question of the present structure of society? Do we live in late capitalism or an industrial society? In today’s society, we can reformulate this question: What is the fundamental question of the present structure of society? Do we live in capitalism or an information society? This article deals with these questions. A typology of information society theories is presented. Radical discontinuous information (...) society theories, sceptical views and continuous information society theories are distinguished. Second, an alternative concept that is grounded in Hegelian philosophy and Marxist political economy is presented. The basic argument is that the emergence of transnational informational capitalism is a transformational sublation, but not a radical one, and that informational capitalism is just one of the forms of capitalism that co-exist today. The purpose of the article is to analyse Friedrich Nietzsche’s ideas about the radical social division of society and the domination of the elite over the masses in the context of the latest socio-economic, technological and political realities of the post-industrial society. The authors emphasize the existing social demand for the study of threats that arise from social divisions due to the influence of the information society. In these processes, the authors trace a peculiar kind of (...) recent interpretation of Nietzsche’s ideas about the “Übermensch,” owing to a radical change in the information space under the influence of the technological revolution. It is stated that the modern information society forms a new radical social division into the upper class of intellectuals and the general mass of consumers, provokes the emergence of a “divided civilization,” where under the slogans of supporting the idea of meritocracy, a society with new social divisions is formed. Ignoring the humanistic meaning of rights and freedoms, perceiving them exclusively as a technological tool for the introduction of irresponsibility make it possible to justify the rule of Nietzsche’s “Übermensch.” The “Übermensch” is now the bearer of knowledge, which is necessary for modern civilization. Nietzsche’s calls for the destruction of cultural tradition are used as a justification for the rejection of personal freedom, human rights, as well as the rejection of state institutions capable of protecting them. The authors conclude that the information society, which is based on technological innovations, faces a range of socially dangerous consequences, as well as the deformation of the system of established values. Thanks to the manipulative tools generated by technological progress, new formats of inequality are emerging and taking root. The appearance of powerful information resources strengthens the ability to control the behaviour of the individual, expands the power of a small group of people who control the information space. This is what actualizes Nietzsche’s statements about the radical division of society and the domination of the elite over the masses in the new socio-economic and technological realities. (shrink)

To better understand what information is and to explain information-related issues has become an essential philosophical task. General concepts from science, ethics and sociology are insufficient. As noted by Floridi, a new philosophy, a Philosophy of Information (PI), is needed. In the 80’s, Wu Kun proposed a “The Basic Theory of the Philosophy of Information”, which became available in English only in 2010. Wu and Joseph Brenner then found that the latter’s non-standard “Logic in Reality” provided (...) critical logical support for Wu’s theory. In Part I of our paper, we outline the two basic theories as a metaphilosophy and metalogic for information. We offer our two theories as a further contribution to an informational paradigm. The present paper aims at addressing a crucial legal conflict in the information society: i.e., the conflict between security and civil rights, which calls for a “fine and ethical balance”. Our purpose is to understand, from the legal theory viewpoint, how a fine ethical balance can be conceived and what the conditions for this balance to be possible are. This requires us to enter in a four-stage examination, by asking: (1) What types of conflict may be dealt with (...) by means of balancing? (2) What is meant by balancing? Is it a metaphor that hides and dissimulates discretionary powers and subjective decisions or a rational instrument that helps us cope with conflicts between fundamental values and interests? (3) What models of balancing are available to us? Are these models irreducible to each other? What can provide us with a common understanding of different models of balancing? (4) How can the crucial issues of rational controllability, predictability, and homogeneity of legal decisions be dealt with? Our paper will try to answer those questions by trying to reconstruct the act of balancing in terms of a rational legal reasoning, which relies upon information. In fact, every judicial decision contains some information that is delivered to the legal system: that information may serve as the basis for future evaluations, decisions, and actions, and thus influence the way we recognize and hence we protect our values, interests, and rights. In this perspective, our examination will attempt to understand those questions in informational terms. This informational treatment can provide us with a more universalistic understanding of those issues and offer us a novel way to conceptually deal with them. To this aim, we will avail yourself of Luciano Floridi’s philosophy of information: notably, we believe his constructionist conception of epistemology is crucial, based on the Maker’s Knowledge approach and his solution of the upgrading problem (i.e., from information to knowledge) in terms of a network theory of account. Who can still keep a secret in a world in which everyone and everything are connected by technology aimed at charting and cross-referencing people, objects, movements, behaviour, relationships, tastes and preferences? The possibilities to keep a secret have come under severe pressure in the information age. That goes for the individual as well as the state. This development merits attention as secrecy is foundational for individual freedom as well as essential to the functioning of the state. Building on Simmel’s (...) work on secrecy, this paper argues that the individual’s secrets should be saved from the ever-expanding digital transparency. The legitimate function of state secrecy in turn needs rescuing from a culture of secrecy and over-classification that has exploded in recent years. Contrary to popular expectation, the digital revolution adds another layer of secrecy that is increasingly hidden behind the facade of the ‘big usable systems’ we work and play with every day. Our dependence on information systems and their black-boxed algorithmic analytical core leads to a certain degree of Weberian enchantment that may increase the disconnect between the system, user and object. The paper examines the realignment of the legal sources in an information society, by considering first of all the differences with the previous system of sources, dubbed as the “Westphalian model”. The current system is tripartite, rather than bipartite, for the sources of transnational law should be added to the traditional dichotomy between national and international law. In addition, the system is dualistic, rather than monistic, because the tools of legal constructivism, such as codes or statutes, have to (...) be complemented with the rules of customary law and contracts. In light of the canonical version of the law as a set of commands enforced through the threat of physical sanctions, however, two further novelties must be stressed, namely the soft law-tools of governance as a source of the system and the aim to embed normative constraints into technology, in order to enforce the law through the use of filtering systems, self-enforcing technologies, etc. This latter approach impacts on functions and requirements of the system, by transferring the normative side of the law from the traditional “ought to” of legal commands to what actually is on the basis of automatic techniques, thus affecting the very notion of source. The overall aim of the paper is to show that rearrangements of the legal sources are intertwined with redistributions of power and hence, a normative standpoint is needed, so as to determine whether scholars can obtain the solution that best justifies the integrity of the law before its hard cases, or the answer is a reasonable compromise between many conflicting interests. The article discusses the features of the process of transformation of human consciousness and educational culture in the conditions of the modern information society in the context of digitalization. By using such concepts, the theory of postmodernism and existentialism, the authors prove the legitimacy of the explication of these theories on the processes of transformation of human consciousness and radical changes in educational culture. At the same time, the necessity of critical reflection on the processes and phenomena from (...) the perspective of the basic values of human life, such as love, moral values, creativity, is emphasized. The role of independent and systemic thinking as a condition for selfrealization is also proved. The phenomenology of modern consciousness, intertwined with the phenomena of technology, is the basis of the existential analysis of consciousness. According to the authors, it is an utmost technological and utilitarian orientation of consciousness. Consciousness today is a reflection of the technological orientation of society and this cannot but affect the educational culture, which is becoming technological. The information space modulates the independence of thinking as a support for authoritative opinions, awakening the needs for material well-being, to the detriment of the dialogic nature of thinking and the independence of thinking. Computational and information‐theoretic research in philosophy has become increasingly fertile and pervasive, giving rise to a wealth of interesting results. In consequence, a new and vitally important field has emerged, the philosophy of information (PI). This essay is the first attempt to analyse the nature of PI systematically. PI is defined as the philosophical field concerned with the critical investigation of the conceptual nature and basic principles of information, including its dynamics, utilisation, and sciences, and the elaboration (...) and application of information‐theoretic and computational methodologies to philosophical problems. I argue that PI is a mature discipline for three reasons: it represents an autonomous field of research; it provides an innovative approach to both traditional and new philosophical topics; and it can stand beside other branches of philosophy, offering a systematic treatment of the conceptual foundations of the world of information and the information society. The article presents the results of the analysis of international legal regulation of the protection of freedom of speech, the right to freedom of expression within the UN and the Council of Europe. A comparative analysis of the definition of the right to express views and beliefs in various international legal acts was made. The case law of the European Court of Human Rights in cases related to the exercise of the right to express one's views and beliefs on the (...) Internet was considered. The analysis of the legislation of foreign countries regulating the right to express views and beliefs online was carried out. The materials of the article are of practical value for scientists and practitioners dealing with the issues of legal regulation of freedom of speech, the right to express views and beliefs, for forecasting and planning scientific research, improving legislation, for higher education teachers in educational activities, as well as for all interested persons. The article provides the general opinion of philosophers, scientists, and engineers heading institutes and centers of Samara National Research University regarding the issues of scientific and technological progress, social management problems under the condition of digital reality, human functions in new artificial environments. The technology is classically understood as satisfaction of human needs through the ability to apply knowledge of the laws of universe or nature in the broad sense. With advances in technology, the artificial human environment, the metacosmos, emerges. (...) It is formed by technologies: by energy conversion machines, information processing machines, and presently by artificial intelligence. The evolution of the artificial environment, caused by scientific and technological development, entails social transformations, changes in the goals and methods of management system in human communities. Nowadays, the accumulated amount of contradictions of the information society testifies to the need of the search for a new form of organization of social structure, for new goals that would include human development, its creative potential growth, increase of the role of man in scientific and technological development. The authors discuss what the artificial intelligence technologies creating a new artificial human environment should be like to meet those goals. The article analyzes the impact of the fourth industrial revolution on the transformation of society. The question is raised from what philosophical positions one should understand man, society, technology, social development, and its goals. Analyzing the fundament for the philosophy of technology concepts of human, space, evolution, technology, artificial nature, the principles of the society 5.0 are introduced, which were formulated by Noritsugu Uemura. The authors conclude that the development of the artificial intelligence technologies provides opportunities for consistent unlocking the human potential, for advancement in personal growth, and finally for overcoming the crisis of the imbalance between the technological and the human, which characterizes contemporary information society. The number of large research projects in the fields of identity, privacy and related topics has burgeoned in recent years. This is a development of great importance to academic scholarship but also to a wider range of audiences and ‘users’, including policy-makers and regulators, the information and communication technology industries, and the general public. New issues have been spotlighted as we move into what some call ‘surveillance societies’, along with a clearer sense of the problems created, and the advantages (...) afforded, by the ability of governments and businesses to identify people and groups, monitor and track their behaviour ad movements, provide them with services at home, in the workplace, online, and in the streets, and enable them to engage in important transactions involving flows of information as well as money. This book examines the relationship between the educational activities of civil society and those of the state via three case studies in: vocational education, political education and educational markets. The current crisis is an open phase of a global crisis. It is a result of a false recognition of this structural crisis, previously described in the Limits to Growth Report. This crisis is not a result of overpopulation, but of the world society's maladjustment to life in a State of Change and Risk. In this rather new situation, obsolescence of life-forms not adapted to new life-conditions is the main life-destroying and crisis-generating factor.To permanently overcome this crisis, we have (...) to reinforce the UN “three pillars” world society sustainable development strategy by including into it the task of building an information basis of sustainable-development policy and economy. To achieve sustainable development, what we also need to create includes a subsidiarity-principle-based UN Sustainable Development Council with the World Sustainable Development Strategy Center, including the UN Global Dynamic Monitoring Information Center. With the development of information technology and the Internet of Things, the distance between people has decreased. This has brought great convenience to people’s lives, but it has also greatly changed human life. Video games and short videos have become dominant forms of entertainment, significantly influencing children's attention and time allocation. Children should be learning and developing, but entertainment that primarily focuses on superficial engagement and instant gratification have invaded children’s lives, making it difficult for them to think deeply. (...) This has resulted in many social problems. As an emerging discipline, philosophy for children (P4C) invites us to investigate how to improve children’s mental lives, allowing them to engage in independent thinking and judgment in the era of the decline of critical thinking skills and reflective capacities. This paper introduces the origin of P4C, explores its educational principles and methodologies, and presents two case studies illustrating its application in fostering collaborative learning with children in a hyper-connected society, thus illustrating the potential of P4C in addressing societal challenges arising from technological development, including issues like existential meaninglessness, depression, social isolation, and excessive gaming. The post-Westphalian Nation State developed by becoming more and more an Information Society. However, in so doing, it progressively made itself less and less the main information agent, because one of the main forces that made the Nation State possible and then predominant, as a historical driving force in human politics, namely Information and Communication Technologies (ICTs), is also what is now making it less central, in the social, political and economic life of humanity across the (...) world. ICTs enable and promote the agile, temporary and timely aggregation, disaggregation and re-aggregation of distributed groups around shared interests across old, rigid boundaries represented by social classes, political parties, ethnicity, language barriers, physical and geographical barriers, and so forth. Similar novelties call for a serious exercise in conceptual re-engineering. This paper argues for the need to understand how the new informational multiagent systems may be designed in such a way as to take full advantage of the socio-political progress made so far, while being able to deal successfully with the new global challenges (from the environment to the financial markets) that are undermining the legacy of that very progress. Philosophers have recently begun to address the new intellectual challenges arising from the world of information and the information society. Consequently, a new and vitally important area of research has begun to emerge, the philosophy of information (PI). This paper is the first attempt to analyse the potential nature of PI systematically. The paper aims to explain (1) what PI is (2) how PI has emerged (3) why there should be a new philosophical discipline such as (...) PI, (4) what PI’s scientific goals are and, finally, (5) what interpretations of PI are possible, either as a philosophy of science/technology or as a philosophy of information design. It is argued that PI is the philosophy for the information age, as it offers the systematic treatment of the philosophical foundations of the world of information and of an information society. This chapter reviews some interesting research trends in the philosophy of information (PI). First, PI is defined; then, a series of open problems in PI on which philosophers are currently working is considered. The conclusion highlights the innovative character of this new area of research.

Information technology is an integral part of the practices and institutions of post-industrial society. It is also a source of hard moral questions and thus is both a probing and relevant area for moral theory. In this volume, an international team of philosophers sheds light on many of the ethical issues arising from information technology, including informational privacy, digital divide and equal access, e-trust and tele-democracy. Collectively, these essays demonstrate how accounts of equality and justice, property and (...) privacy benefit from taking into account how information technology has shaped our social and epistemic practices and our moral experiences. Information technology changes the way that we look at the world and deal with one another. It calls, therefore, for a re-examination of notions such as friendship, care, commitment and trust. This essay explores the connection between post-truth and fear, arguing that the latter may be used as a tool to control information and thus manipulate public opinion. Furthermore, it discusses the role of law in regulating post-truth (among others, by a better regulation of Information Society providers). Eventually, some solutions are proposed.

The phenomenon of information culture in the context of the Russian-Ukrainian war is analyzed. It has been proven that changes in the priorities of the development of information culture during the war are determined by the course of spiritual confrontation with the enemy, accelerated transformations of public consciousness, the peculiarities of state information policy, and the urgent need to protect the country’s information sovereignty. It is argued that under the influence of the war in Ukraine, including (...) in the spiritual and informational space, all components of information culture are being transformed, particularly its core - the information worldview. The features of the development of the information worldview as a fundamental component of information culture are identified. It is noted that living in an information society without possessing the necessary information culture poses a danger of getting lost in both virtual and real worlds simultaneously. Personal mastery of information culture in modern society is based on theoretical knowledge about the essence, content, features, and regularities of its functioning in societies with different levels of informatization. The negative impact of informational aggression on the formation of the information culture of modern youth is demonstrated. During the war, the information culture of youth is formed and changed at an accelerated pace due to the increase in information flows of both negative and positive nature and under the influence of new information technologies. One of the main problems in the process of forming the information culture of youth in the conditions of the Russian-Ukrainian war is mastering methods of countering enemy propaganda, developing critical attitudes towards information, and having a value-based worldview barrier to countering fake and anti-Ukrainian narratives. The role of knowledge and the education system in the formation of the information culture of Ukrainian society is revealed. (shrink)

Purpose. The research is devoted to the analysis of the urgent problem of the information society: the overload of a person with information and, as a result, the impossibility of adequate formation and development of the personality; as well as the problem of "digitization" of human existence and the formation of a new reality of dataism. Theoretical basis. A lot of modern scientific works are devoted to the analysis of the information society, its problems and (...) features. The information society is a logical continuation of the scientific and technological revolution, which led to the rapid growth of scientific knowledge and the technology development. In the 20th century, technologies have touched the sphere of knowledge and information, as a result of which the formation and development of the information society, or "knowledge society", takes place. Information becomes the main resource in it, and, one way or another, a person’s life is inextricably connected with the information space. With the information society formation, the problem of information search and processing becomes one of the most urgent. It turns out that despite the abundance and availability of information, it is very difficult to determine its relevance. A lot of effort is spent on developing information retrieval algorithms. Another problem is related to the person’s inability to process large amounts of data. This situation begins to influence not only the education process and professional activity, but also the formation of a person’s personality. A person is "lost" in the information space and gradually loses his/her "I". Algorithms for data analysis come to the rescue, but gradually, instead of giving a person material for thought, they begin to make decisions on their own, and therefore, live life instead of a person. With the advent of Big Data processing algorithms, a new ideological paradigm appears – dataism, which predicts the merger of a person with the general data flow. Originality. The authors make assumptions that the dataistic future is "natural". A lot of works, including in the framework of philosophy, are focused on the problem of "dissolving" a person in the information space and finding ways to overcome it. But, in our opinion, this process is a completely logical continuation of human evolution. Conclusions. Existence of a person as a data flow is not a problem and a threat, but a new dimension of his/her being, and, therefore, requires a careful study and formulation of the main principles of this form of existence. Purpose– This paper aims to retrieve relevant aspects of the work of idealist thinker T.H. Green to improve comprehension of, and policy responses to, various dilemmas facing contemporary “information societies”.Design/methodology/approach– The paper is an exercise in interdisciplinary conceptual research, seeking a new synthesis that draws upon a range of ethical, metaphysical, empirical and policy texts and ideas. It is an application of moral and political principles to post-industrial problems, part of an ongoing international effort to develop viable normative approaches (...) to the emergent information society. The background research includedin situstudy of archival papers.Findings– Green’s version of idealism illuminates current, technologically induced shifts in our understandings of important categories such as self, substance and space. The paper finds that Green’s doctrine of the common good, his alternative to the (still prevalent) school of utilitarian welfarism, combined with his famously “positive” theory of the state, is highly relevant as a normative template for applied philosophy and policy. The article demonstrates its applicability to three vital contemporary issues: freedom of information, intellectual property and personal privacy. It concludes that Green’s work provides exceptional resources for an original, anti-technocratic, theory of the information society as good society.Practical implications– It is hoped that, as part of the wider rediscovery of the work of Green and other idealists, the paper will have some impact on public policy.Originality/value– The paper contains a new scholarly interpretation of Green’s theories of the common good and of the state.
