The social sciences lack concepts and theories for an understanding of what new information technology is doing to our society. The article sketches the outlines of a broad historical and comparative approach to this issue: ‘an anthropology of information technology’. At the base is the idea ofexternalisation of knowledge as a historical process. Three main epochs are characterised by externalisation of knowledge through a) spoken language and a social organisation of specialists, b) writing and c) computer (...) programming. Social entrepreneurship is increasingly seen as a critical component of the global conversation on volunteerism and civic engagement. The purpose of this article is to lay the groundwork for a larger conversation on the role of information technology in social entrepreneurship by summarizing the discussions among participants of a recent conference on the subject. Social networking and information sharing were identified as the most critical roles of IT in support of social entrepreneurship. It is also a source of hard moral questions and thus is both a probing and relevant area for moral theory. The Council for Education in World Citizenship has been working with Kingston University and the UK National Commission for UNESCO, taking advantage of global information technology developments in order to build new programmes for global citizenship education. Governmental reports promote the idea of a new information society, or network society, where ITs are a prerequisite for the economic and social development. The discourse and the rhetoric about technology and its relation to society are dominated by modern, rational and macrosocial understandings of technology. In this paper we challenge dominant rational discourses on technology and present alternative views to bring (...) new perspectives to the subject in order to complicate and enrich our understanding of technology and how it relates to society. Our aim is to develop a theoretical framework that can account for a dynamic and microsocial approach to studying the implementation of an Electronic Patient Record (EPR) at a Danish hospital. Information technology has played a remarkably important role in developing the contemporary educational system. It not only provides easy access to enormous stores of information but also increases students' scientific efficiency. However, the availability of this technology has also led to increased plagiarism. This study attempted to explore how access to Internet technology contributes to plagiarism problems from the perspective of university students in Iran. A qualitative method to semistructured interviews with 20 students suggested important (...) themes: uncertainty avoidance, tendency to use shortcuts to progress, symbolic certification, social learning and modeling of faculty members as mentors, and plagiarism in the name of justice. Survey data from 180 university students suggest that the personality characteristic of conscientiousness had a negative effect on using information technology to commit plagiarism. (shrink)

In Information and Computer Ethics (ICE), and, in fact, in normative and evaluative research of Information Technology (IT) in general, researchers have paid few attentions to the prudential values of IT. Hence, analyses of the prudential values of IT are mostly found in popular discourse. Yet, the analyses of the prudential values of IT are important for answering normative questions about people’s well-being. In this chapter, the author urges researchers in ICE to take the analyses of the (...) prudential values of IT seriously. A serious study of the analyses, he argues, will enrich the research of ICE. But, what are the analyses? The author will distinguish the analyses of the prudential values of IT, i.e. the prudential analysis, from other types of normative and evaluative analysis of IT. Then, the author will explain why prudential analyses are not taken seriously by the researchers in ICE, and argue why they deserve more attentions. After that, he will outline a framework to analyse and evaluate prudential analyses, and he will apply the framework to an actual prudential analysis. Finally, he will briefly conclude this chapter by highlighting the limits of the proposed framework and identifying the directions for future research. (shrink)

Dutch municipalities are confronted with an increased number of prescribed environmental tasks and also with a growing demand, both from the central government and environmental pressure groups, to undertake environmental activities on their own initiative. This article seeks to identify the political and ideological dimensions of the contemporary presence of information technology or infotech. This presence is experienced as the progressive unfolding of technology as the logic of the social itself. Rather than approaching these dimensions through their reduction to a ground, a symbolic totality or a specific interest, and argument is constructed from Laclau and Mouffe's concept of `antagonism' in conjunction with Claude Lefort's notion of `invisible ideology'. This gives the argument (...) the advantage of relating the constitution of ideology to a historically specific political formation, instead of positing a timeless relation to the constitution of an abstract subject as the ground of an explanation. The argument is that insofar as information technology appears as a substance that absorbs the dynamic of community, which I call autotechnopoiesis, then ideology constructs the identity of this space with itself. The political is understood as the failure of this self-presence. In conclusion, these issues are located in terms of the governmentality of the `performative state' which seeks the recruitment of subjects to the `promotion of the social' through an investment in the banality of communication. Conceptually related to the utilitarian and Social Darwinist worldview and historically evolving out of the practice of slavery, it led to some of the most spectacular human rights abuses in human history. The compulsory sterilization of and experimentation on those deemed “undesirable” and “unfit” in many technologically developed states like the US, Scandinavia, and Japan, led inexorably and most systematically to Nazi Germany with the elimination of countless millions of people (...) for their race, class, political views, sexuality, religion or disability. Biometric databases exposing one’s medical data, DNA defects, IQ, political views, while in some ways appearing socially useful, demonstrates how vulnerable humans are, not just at the hands of political malfeasors and tyrants but insurance companies, government snoopers, false friends and determined social engineers. This paper examines the international information technology (IT) sourcing decision from an ethical perspective. The internationalsourcing of IT activities, termed IT offshoring in this paper, has received considerable attention recently. Differing views on IT offshoring prevail, ranging from the protection view that IT offshoring steals jobs away from the domestic economy, to the market view that it creates jobs and improves the overall global economy through market efficiencies. Despite the large amount of material devoted to managing and evaluating (...) the practice of IT offshoring, the ethical issues surrounding the decision has received little attention. This paper seeks to address that need, examining the IT offshoring decision through the application of a series of ethical frameworks. Several normative theories of ethics, including stockholder theory, stakeholder theory, social contract theory, utilitarianism, and a Kantian’ categorical imperative framework, are employed to gain insights into the ethical aspects of this practice. Our resulting framework represents an early attempt to examine the ethics of the IT offshoring and provides managers with practical guidelines and insights when addressing the IT offshoring decision. This paper explores what may be happening with information and also with happening itself: those versions of the event, of historicizing, deemed suitable to interrogating information. It pairs Claude Shannon’s foundational work on information theory with Martin Heidegger’s meditation on technology (and his evolving understanding of history), investigating each in light of the other. For Heidegger, the question concerning technology does not primarily concern an invention or tool, but a mode of revealing or truth. Similarly, (...) Shannon’s invention is not a device, but a new theory, a new way of viewing all media. Heidegger’s take on technology and Shannon’s theorization of information both ultimately rely, however, on events (of communicating and of appropriation, Ereignis, respectively). This permits, by way of conclusion, questioning how our own talk and thinking stand in information’s context, as well as our and Heidegger’s understanding of epochs and ages themselves. (shrink)

Recently, the outsourcing of Information Technology activities to offshore locations has been gaining significant momentum, with some associated backlash by the workforce in the United States. Based on their 2005 survey [6], Global Insight, a private consulting firm, estimated that U.S. companies will spend about $38.2 billion in offshore IT services by 2010, compared with about $15.2 billion in 2005, primarily because the expected cost savings will grow by $11.7 billion in the same time period. Now the picture is changing. The new high growth economies of the world (also known as BRIC countries) are increasingly pressing forward as active IT development drivers. Internal IT organizations of international companies are experiencing these global shifts firsthand and are facing changes in their traditional roles. My aim in this paper is to begin a discussion about how, and to what extent, Martin Heidegger’s thinking about technology offers helpful critical terms for thinking about the nature and global sway of today’s most dominant and prevalent forms of technology, namely the interrelated technologies of information, communication, and (capitalist) commerce. My suggestion will be that Heidegger’s thought does indeed have implications for critical thinking about these technologies, but that in order to see how it does, (...) we may have to deepen and further radicalize some of Heidegger’s suggestions about essence, being, and form. This need for deepening is connected with the way in which these specific technologies themselves depend on the character and structure of language , in that they present themselves as effective means for the manipulation, storage, retrieval and exchange of broadly linguistic, symbolic, and informational material. In fact, in the context of Heidegger’s late thought about technology as well as language, the syntagm “information technology” itself – a term that, as far as I know, Heidegger himself never used – nevertheless points the way, as I shall argue, to a deepening of the Heideggerian inquiry into form which itself can facilitate an improved critical understanding of the implications of these technologies for life around the planet today. Ethical reflection on drone fighting suggests that this practice does not only create physical distance, but also moral distance: far removed from one’s opponent, it becomes easier to kill. This paper discusses this thesis, frames it as a moral-epistemological problem, and explores the role of information technology in bridging and creating distance. Inspired by a broad range of conceptual and empirical resources including ethics of robotics, psychology, phenomenology, and media reports, it is first argued that drone fighting, like (...) other long-range fighting, creates epistemic and moral distance in so far as ‘screenfighting’ implies the disappearance of the vulnerable face and body of the opponent and thus removes moral-psychological barriers to killing. However, the paper also shows that this influence is at least weakened by current surveillance technologies, which make possible a kind of ‘empathic bridging’ by which the fighter’s opponent on the ground is re-humanized, re-faced, and re-embodied. This ‘mutation’ or unintended ‘hacking’ of the practice is a problem for drone pilots and for those who order them to kill, but revealing its moral-epistemic possibilities opens up new avenues for imagining morally better ways of technology-mediated fighting.
