This paper proposes an index of national levels of “intergenerational solidarity”, defined as “investments or sacrifices that are intended to increase or sustain the wellbeing of future generations”. This is measured by examining changes to the value and stability of various capital flows and stocks. Nine indicators are drawn from national-level statistics: forest degradation rate, share of low-carbon energy consumption, and carbon footprint in the environmental dimension; adjusted net savings, current account balance, and wealth in equality in the economic (...) dimension; and primary pupil-teacher ratio, fertility rate, and GDP-adjusted child mortality in the social dimension. This returns a comparative index score of intergenerational solidarity for 120 countries covering 92% of the world’s population. Throughout, the state of the current research on intergenerational transfers and on the individual metrics used is discussed, and suggestions are made for further improvements and work in measuring intergenerational solidarity. As it stands, the index provides the widest coverage of indicators and nations aimed at measuring any similar concept. The article presents the author’s reflection on the topic of scientific communication and forms of presentation of scientific results in the form of journal publications. As a starting point for reflection served the meeting that took place on March 28, 2019 held by the editor-in-chief of the Russian Journal of Philosophical Sciences Khachatur Marinosyan with new researchers. The event was mainly devoted to the structure of the representation of modern knowledge, a crucial role in which is continued to be played (...) by a scientific journal that should be considered as a special phenomenon of intellectual culture. The operation of a journal is considered from the communicative perspective. In addition to the main topics of scientific communication, during the meeting some relevant to the institutional functioning of knowledge topics were also discussed: ageism, interdisciplinarity, transmedia, formalization of knowledge, international unification and formal indexation of journals. The meeting, which format was unusual for contemporary Russian science, aroused the interest of the professional community. The relevance and just-in-time character of the “dialogical” approach to the functioning of science was evidenced by the participants. The Social Philosophy Department of the Institute of Philosophy of Russian Academy of Sciences hosted the meeting, which was attended by the beginning scientists from Lomonosov Moscow State University, National Research University Higher School of Economics, Institute of Philosophy of the Russian Academy of Sciences and independent researchers who do not have an institutional position in academic institutions but are engaged in research activities. The most important conclusion of the meeting is that there are the possibility and necessity of thematic updating of humanitarian and, in particular, philosophical knowledge by the work of beginning but promising authors, and editorial boards should be ready to that if they want to maintain journal’s leading status and keep up with the times. Jason Brennan and John Tomasi have argued that if we focus on income alone, the Difference Principle supports welfare-state capitalism over property-owning democracy, because capitalism maximizes long run income growth for the worst off. If so, the defense of property-owning democracy rests on the priority of equal opportunity for political influence and social advancement over raising the income of the worst off, or on integrating workplace control into the Difference Principle’s index of advantage. The thesis of this paper is (...) that even based on income alone, the Difference Principle is not as hostile to property-owning democracy as it may seem, because the Difference Principle should not be interpreted to require maximizing long run income growth. The main idea is that it is unfair to make the present worst off accept inequality that doesn’t benefit them, for the sake of benefitting the future worst off, if the future worst off will be better off than they are anyway. The members of the International Network for the Analysis of Intergenerational Relations (Generationes) proudly present the most recent issue of the jointly produced compendium “Generations, Intergenerational Relations and Generational Policy”. This new version includes seven languages (English, French, German, Italian, Spanish, Polish (New) and Portuguese (New)). Its layout is designed for using it to translate the specific concepts and terminology of research into generations and intergenerational relations from one language into another. -/- .

Relational egalitarianism is a prominent theory of justice according to which justice requires equal relations. However, relational egalitarianism faces a central problem, i.e. the problem of intergenerational justice: the view is silent when it comes to relations between non-overlapping generations. In this paper, I want to explore whether relational egalitarians may escape the problem by adopting a different view of what it means to be relevantly related. I discuss four such views and argue that they all face two problems. Ultimately, (...) this means that relational egalitarians end up in a dilemma: Either relational egalitarians adopt their standard lexical view of social relations, but in that case the theory does not speak to relations between non-overlapping generations (the problem of intergenerational justice); or they adopt a non-lexical understanding of (social) relations in which case the theory does speak to relations between non-overlapping generations, but then (a) it is not clear that the relations are thick enough to ground relational, as opposed to distributive, requirements of justice, and (b) even if the relations are thick enough to ground relational requirements, it is hard to see that they can justify egalitarian, as opposed to, say, sufficientarian, relational requirements. The actions and decisions taken by the present generation will affect not only the welfare but also the composition of future generations. A number of authors have used this fact to bolster the conclusion that the present is only weakly obligated to provide for future welfare since in choosing between futures of poverty and abundance, we are not deciding the welfare of a well-defined group of future persons but instead deciding which set of potential persons – the poor or the (...) rich – will become actual. Provided that future generations have lives that are worth living, they will be grateful to us for bringing them into existence – or so the argument goes. In this paper, I argue that this position overlooks an important aspect of the intergenerational problem. We are obligated to provide for the actual children of today, who will in turn be obligated to provide for their children, and so forth from generation to generation. A chain of obligation is thus defined that stretches from the present into the indefinite future, and unless we ensure conditions favourable to the welfare of future generations, we wrong our existing children in the sense that they will be unable to fulfill their obligation to their children while enjoying a favourable way of life themselves. Intergenerational Equity: Environmental and Cultural Concerns tackles intergenerational equity from various perspectives with a view to understanding what is fair and/or just within and among generations.

This paper situates the concept of resilience in the context of intergenerational climate justice. It argues that overlooking intergenerational justice questions when it comes to resilience can lead to blind-spots in resilience-building policies. Introducing a sufficientarian basic needs-based conception of justice, it explores the relationship between distributive justice and resilience, linking person-based justice accounts to community- and/or society-based resilience accounts. Based on these discussions, it develops a conception of intergenerational climate resilience and a policy matrix that can assist in assessing (...) policies in terms of intergenerational justice. It argues that taking intergenerational resilience seriously would widen the concept of resilience and lead to difficult trade-offs in terms of mitigation and adaptation. Many political philosophers accept a view called intergenerational sufficientarianism, according to which we should aim to make sure that future people have enough of whatever is the appropriate currency of distributive justice, such as welfare, capabilities, or need-satisfaction. According to proponents of this view, we have good reasons to accept intergenerational sufficientarianism, even if sufficientarianism is not the right way to think about distributive justice among contemporaries. However, despite its popularity, and the established literature on sufficientarianism in the contemporary context, (...) precise statements of intergenerational sufficientarianism remain relatively rare. In this paper, I first survey the reasons that have been offered for accepting intergenerational sufficientarianism, and then formulate multiple precise interpretations of the view. I argue that there is in fact no precise formulation of intergenerational sufficientarianism that achieves all the benefits attributed to the view in the literature, and all plausible interpretations of the view also face serious further problems. Thus, intergenerational sufficientarianism is not as attractive a view as many have thought. (shrink)

The mechanisms of longevity have been the subject of investigations for a number of years. Although the role of genetic factors is generally acknowledged, important questions persist regarding the relative impact of environmental exposures, lifestyle characteristics, and genes. The BALSAC population register offers a unique opportunity to study longevity from an intergenerational and genealogical point of view. Individuals from the Saguenay-Lac-St-Jean population who died at age 90 or older between 1950 and 1974 were selected from this database (n = 576), (...) along with a control group of individuals born in the same period who died between 50 and 75 years of age. For these subjects and controls, spouses’ ages at death and parental ages at death and at their birth were investigated using regression analysis. Genealogical reconstructions were carried out for each individual, and various analyses were performed on both groups. Both fathers’ and mothers’ mean ages at death were significantly higher among the longer-lived cases than among controls whereas spouses’ ages at death and parental ages at birth had no effect. Regression analysis confirmed the positive effect of both fathers’ and mothers’ age at death. Mean kinship coefficients for the parents’ generations displayed significant differences, indicating that kinship was higher among subjects than controls (this effect was stronger among the oldest 10% of the subjects). Frequencies and genetic contributions of ancestors were very similar for the two groups, and none of these ancestors appeared more likely to have introduced genetic variants involved in longevity patterns in this French Canadian population. Intergenerational impartiality requires putting the welfare of future generations at par with that of our own. However, rational choice requires weighting all welfare values by the respective probabilities of realization. As the risk of non-survival of mankind is strictly positive for all time periods and as the probability of non-survival is cumulative, the probability weights operate like discount factors, though justified on a morally justifiable and completely different ground. Impartial intertemporal welfare maximization is acceptable, though the welfare of people in (...) the very far future has lower effects as the probabilities of their existence are also lower. However, the effective discount rate on future welfare values (distinct from monetary values) justified on this ground is likely to be less than 0.1 per annum. Such discounting does not compromise environmental protection and sustainability unduly. The finiteness of our universe implies that the sum of our expected welfare to infinity remains finite, solving the paradox of having to compare different infinite values in optimal growth/conservation theories. Seriously engaging with the needs, hardships, and aspirations of future generations is an emotional experience as much as an intellectual endeavor. In this essay we describe a guided visualization exercise used to overcome the emotional barriers that often prevent us from dealing effectively with intergenerational decisions. The meditation and dreaming technique was applied to a diverse group of researchers who engaged in a visualized encounter with future generations. Following the exercise, we concluded that a serious analysis of intergenerational conflict requires (...) us to confront our own mortality. Also, somewhat surprisingly to workshop participants, our desire to become stewards of the planet was driven by our fear of death as well as our egoist yearning for immortality. We posit that imagining the unknown with visioning practices might increase our emotional resilience, and hence improve our ability to confront the burdens of intergenerational responsibility. Design of clinical trials for germline gene editing stretches current accepted standards for human subjects research. Among the challenges involved is a set of issues concerningintergenerational monitoring—long-term follow-up study of subjects and their descendants. Because changes made at the germline would be heritable, germline gene editing could have adverse effects on individuals’ health that can be passed on to future generations. Determining whether germline gene editing is safe and effective for clinical use thus may require intergenerational monitoring. The aim of (...) this paper is to identify and argue for the significance of a set of ethical issues raised by intergenerational monitoring in future clinical trials of germline gene editing. Though long-term, multigenerational follow-up study of this kind is not without precedent, intergenerational monitoring in this context raises unique ethical challenges, challenges that go beyond existing protocols and standards for human subjects research. The assumption that the onset of puberty is a context-sensitive marker of a reproductive strategy is tested by comparing parental and filial childhood context and somatic development in West and East Germany. Sixty-eight mother-daughter dyads and 35 father-son dyads were taken from two samples of families from Osnabrück in West Germany and Halle in East Germany. According to the observed context discontinuity between the generations in the male dyads, linear regression models show that no indicator of male sexual maturation was (...) influenced significantly by the somatic development of the father. Instead of an inherited timing of maturation, antecedent distal factors like socioeconomic childhood context variables and critical life events lead to an acceleration of male sexual maturation. Finally we test the effect of two different conditions of childhood context continuity on daughter’s age at menarche with maternal age at menarche controlled. Linear regression models show that mother’s age at menarche predicts daughter’s age at menarche only under the condition of contextual continuity between generations, which was the case in the West German sample only. In East Germany, where mother’s age at menarche had no significant effect, the amount of variance explained by childhood context variables was almost the same. These results indicate the context sensitivity of somatic development which seems to follow an evolutionary rationale. (shrink)

An increasingly ageing society together with concerns about sustainability of old-age benefits call for reforming the care structure of many western welfare states. However, finding an acceptable balance between the formal care provided by institutions and informal care provided by family members is a delicate policy choice with profound ethical implications. In this respect, literature on intergenerational familial relationships can offer insights to inform policymaking in this field and help resolve the ethical concerns that excessive reliance on informal caregiving might (...) entail. In this contribution, we start by presenting – with Switzerland as a case study – the challenges of the current care structure and illustrate some of the ethical issues that reshaping the balance between formal and informal care raises. We then review and analyse available theoretical literature on intergenerational familial relationships and present three dimensions that underpin such relationships: ethical, theoretical and practical. Based on our analysis, we provide two recommendations to inform policymaking on how to support care needs of the elderly and set an ethically acceptable balance between formal and informal care when familial generations are involved. Some key political challenges today, e.g. climate change, are future oriented. The intergenerational setting differs in some notable ways from the intragenerational one, creating obstacles to theorizing about intergenerational justice. One concern is that as the circumstances of justice do not pertain intergenerationally, intergenerational justice is not meaningful. In this paper, I scrutinize this worry by analysing the presentations of the doctrine of the circumstances of justice by David Hume and John Rawls. I argue that we should accept the upshot (...) of their idea, that justice is context sensitive, even if this at first sight seems to invalidate intergenerational justice. On the basis of moral constructivism, I subsequently provide a fresh reading of the doctrine according to which it conveys the idea that justice is the solution to a practical problem. However, as the problem background is evolving, we need to properly characterize the relevant practical problem in order to make ethical theorizing relevant. Contrary to what has been claimed, the circumstances of justice do not then clash with intergenerational justice, but are the necessary presuppositions for its advancement. (shrink)

This article argues for the claim that we are morally responsible (in the qualified sense proposed in the article) for the crimes of our ancestors if our ancestors, as a collectivity, were part of a community for whose sake and in whose name crimes were committed that meet the definition of the crime of genocide. This claim of ‘‘vicarious intergenerational moral responsibility’’ is supported by two arguments. The first counters the claim that one cannot have responsibilities for events in the (...) past by arguing that this claim oversimplifies one’s relationship to one’s past and the collectivities in which people live. Such collectivities, both ethnic and religious, have identities across time; identification with these collectivities involves accepting certain moral obligations. The second argument is based on the following premise: the political, social, cultural, and educational institutions that mark all large collectivities, such as nations, provide a degree of moral reliability that is necessary for individuals to carry out their legitimate interests. We count on such institutions to exemplify the values that allow individuals to flourish in their life activities. These institutions are by their very nature intergenerational. The moral reliability of such institutions thus requires that we endeavor to acknowledge and repair the damage caused by the failure of these institutions in the past. Accordingly, their health engenders a moral obligation on our part. Vicarious intergenerational moral responsibility is a responsibility not to the past per se but to the past as it plays an active role in the present. (shrink)

Following Otsuka, one may distinguish three distinct systems of cooperation within a standard pension arrangement: the retirement system, the longevity risk pool and the investment risk pool. It is important to observe, however, that only the retirement system constitutes a genuine system of intergenerational cooperation, the other two are essentially intragenerational, in that they pool risks among members of a cohort. Across the applied ethics literatures are a growing number of ethical tools: decision-support methodologies that encourage multi-stakeholder deliberative engagement with the social and moral issues arising from technology assessment and environmental management processes. This article presents a novel ethical tool for deliberation on the issue of environmental justice between current and future generations over long time frames. This ethical tool combines two approaches, linking John Dewey's concept of dramatic rehearsal – an em-pathetic and imaginative ethical deliberation process; with the methodologies (...) of backcasting – a type of scenario planning technique drawn from the future studies literature. The proposed hybrid ‘Deweyan Backcasting’ approach combines a creative process of devising multi-stakeholder visions of potentially desirable futures, with practical evaluation of the technical, social and political networks necessary to make such futures happen. It is suggested that such a model can provide a fruitful means for evaluating intergenerational environmental equity issues in long-range policy and planning. (shrink)

Institutions to address short-termism in public policymaking and to more suitably discharge our duties toward future generations have elicited much recent normative research, which this chapter surveys. It focuses on two prominent institutions: insulating devices, which seek to mitigate short-termist electoral pressures by transferring authority away to independent bodies, and constraining devices, which seek to bind elected officials to intergenerationally fair rules from which deviation is costly. The chapter first discusses sufficientarian, egalitarian, and prioritarian theories of our duties toward future (...) generations, and how an excessive focus on the short term in policymaking may hinder that such duties be fulfilled. It then surveys constraining and insulating devices, and inspects their effectiveness to address the epistemic, motivational, and institutional drivers of political short-termism as well as their intra- and intergenerational legitimacy. The first debate in this article has to do with the very possibility of intergenerational justice beyond our obligations towards members of other generations while they coexist with us. Here, we ask ourselves whether we owe anything to people who either have died already, or are not yet born. Differences in temporal location mean that people may not exist at the same time — be it only during part of their life — which raises special ethical challenges. It is one (...) thing to decide whether we owe anything to the next generation(s). It is another to define what we owe them. Most standard theories of justice have tried to answer this difficult question. This article focuses on a comparison between a reciprocity-based and an egalitarian account of justice between generations. Problems of distributive justice throughout the lifespan are not new. Yet, the increased aging rate of contemporary societies and an array of new life‐extending technologies (LETs) make these problems more and more urgent and complicated. This chapter analyzes the moral and political impact of the LET. There are three kinds of “intergenerational” justice: justice between non‐coexisting generations, justice between partially co‐existing generations, and justice between coexisting generations. The advantage of considering LETs in the light of justice between age groups is (...) that we can assume a complete‐life view. LETs significantly modify the duration and the features of each stage of life. A consideration of the specific needs and features of each stage of life in a lifespan‐enhanced society is needed to regulate policies and offer fair equality of opportunity to each age group. A theory of intergenerational justice consists in the study of the moral and political status of the relations between present and past or future people, more specifically, of the obligations and entitlements they can potentially generate. The challenges that justify talking about responsibilities between generations are myriad. And the disputes they prompt can focus on the past just as much as on the present, even though the fact that the human species has reached a state of technological progress that enables (...) it to have an irredeemable impact on the planet and perhaps even endanger future human existence tends to make concerns about the future more pressing. Debates on intergenerational justice are twofold. The first revolves around the issue of whether claims of justice across generations whose members' lifetimes do not necessarily overlap could be justified. And the second revolves around the specific conception of justice in play, that is, around the nature of the standard that must be applied as well as around the identification of the contents of the duties that present generations supposedly have vis-à-vis past or future generations. This survey article depicts the conceptual and argumentative framework in which these debates are set. It aims to outline certain of the main features shared by the most influential contemporary theories of intergenerational justice, and the problems inherent in them. It concludes by suggesting that, even though the idea of succeeding generations is merely an abstraction, there are specific empirical states of affairs that require different theoretical responses to intergenerational justice. In this paper intergenerational dimensions of reproductive behavior are studied within the context of the experience of a mid-sized Spanish town just before and during the demographic transition. Different indicators of reproduction are used in bivariate and multivariate approaches. Fertility shows a small, often statistically significant intergenerational dimension, with stronger effects working through women and their mothers than those stemming from the families of their husbands. These effects are materialized mainly through duration-related fertility variables, are singularly absent for variables such (...) as age at first birth or birth intervals, and are much stronger in the case of firstborn daughters than with later siblings. There is a substantial increase in the strength of intergenerational effects during the course of the demographic transition, most visible in age at last birth and duration of reproduction (between women and their mothers), as well as in the effects working through the families of their husbands. These results underscore the on-going importance of biological dimensions of reproduction as well as the way attitudes toward reproduction are taught within the family. The changes identified in this study suggest that the transmission of values and attitudes became more important for reproductive outcomes during this period of demographic modernization. (shrink)

Kevin Sauvé has recently argued in this journal that David Gauthier's conception of ‘morals by agreement’ is inimical to the development of long-term productive investment and sustainable levels of resource exploitation. According to Sauvé, this is because society is confronted with an intergenerational interaction problem whose strategic equilibrium is suboptimal. However, unlike the ‘contemporaneous Prisoner's Dilemma’ that Gauthier analyzes, the intergenerational version cannot be solved by an appeal to constrained maximization. As a result, Sauvé claims, Gauthier cannot effectively address the (...) question of intergenerational justice.The portion of Sauvé's argument that concerns me is the following:Gauthier solves the contemporaneous Prisoner's Dilemma by ensuring that each person will cooperate only if all others cooperate, and indeed his conception of morality is aimed at ensuring that all individuals incur the costs as well as the benefits of social cooperation. But the contemporaneous solution cannot be applied to the Intergenerational Dilemma: if each generation will save for the next only if the previous generations have also saved, none will ever save. In this paper, I bring together the problems of justice between age groups and intergenerational cooperation in light of real-life demographic trends. I begin by presenting a simple model of intergenerational cooperation based on indirect reciprocity and show how cooperation can break down due to exogenous factors, including demographic change. I use the model to make the argument that principles for justice between age groups must be sensitive to the stability of intergenerational cooperation. In this article we examine the association between national welfare regime and the propensity of middle–aged and older individuals with adult children of their own to provide social support to aged parents. Using data from mature adults (50+) in 26 European countries, we examine whether older and younger generations compete for the time resources of the middle “sandwiched” generation, and whether national policy context shapes this competition. Contrary to expectations, we found that sandwich generation members were less likely to provide (...) support to their parents in Conservative–Mediterranean and East European regimes, but more likely to do so in universalistic Social–Democratic regimes. This evidence supports the hypothesis that well–developed welfare states “crowd–in” family support to older individuals. Middle generation members who provided social support to their adult children tended to provide to their older parents as well. This was particularly true in the two regimes where resources and public benefits tend to be more generous and may be interpreted as state benefits that reduce intergenerational competition. Findings are discussed in terms of the capacity of state policies to shape the allocation of family resources to older adults where extended family lineages have become the norm. (shrink)

This article offers a response to massive environmental destabilization by linking the promising accounts of intergenerational justice as turn-taking with the proposals for a geokinetic view of earth and the idea of a second Copernican revolution. The argument will proceed in four steps. First, I suggest that recent proposals calling on us to respond to the Anthropocene by ‘being geologically human’, that is, by situating lived human time in geological time, should be supplemented by generational time, and thus, by the (...) ethics of human generations following one another. To conceptualize intergenerational justice, I review the proposals for human generations taking turns with the earth. I then suggest that, however, the earth is not an external, exchangeable object of turn-taking (as e.g. a bicycle would be). Rather than being an object that we may choose to use or not, earth is constitutive of generations being able to come about and take turns in the first place. In this constitutive sense, earth also takes turns with us. To further specify this idea, I discuss the so-called ‘second Copernican revolution’, according to which the earth not only moves around the sun, but is internally on the move, its geokinetic processes co-constituting human generations. If the argument goes through, the environmental crises in our very midst should be understood as demanding a reconceptualization of time as always already intergenerational and space as counter-Copernican. This article examines the issue of intergenerational cohabitation in the family home. Its primary purpose is to demonstrate that current analysis of internal conflicts in the home is lacking, both in terms of identifying the parties’ interests and characterizing the tensions involved. It focuses on a specific three-way conflict between two parents and their adult child and identifies each of their points of view: one parent who wants the adult child to move out, one parent who wants to continue to (...) share her home with the adult child, and the adult child who wants to remain in the home.The article builds on rich multidisciplinary literature on the meaning of the home. This focus sheds new light on the conflict in two significant manners. First, the disagreement between the parents is characterized as a struggle between two conflicting visions of the home. Each of these visions reflects a different perception of the home, the family, and intergenerational commitments. Second, the focus on the home allows lawyers to acknowledge the position of the adult child, whose interest is completely not sufficiently taken into account in the conventional analysis. (shrink)

Governments of all nations presume they possess full discretionary policymaking powers over the lands and waters within their geopolitical boundaries. At least one global environmental issue—the rapid loss of the world’s biodiversity, the sixth major mass extinction event in geological time—challenges the legitimacy of this presumption. Increment by increment, the present generation is depleting the world’s biodiversity by way of altering species’ habitats for the sake of short term economic gain. When biodiversity is understood as an essential environmental condition—essential in (...) the long term because it is the source of the biological resources upon which humans depend—then the strongly differential distribution of benefits and burdens between generations raises an issue of intergenerational justice. We receive the short-term benefits of economic development; future generations will receive the resulting burden of a biosphere in which one of the life-support systems necessary for humanity will have been compromised. Using Ronald Dworkin’s conceptions of distributive justice, it can be demonstrated that constitutional constraints on the discretionary powers of governments, for the sake of intergenerational justice, are entirely consistent with central tenets of liberal democracy. As a result, we should abandon to some extent the presumption that governments have full jurisdiction over the lands and waters within their boundaries. (shrink)

Almost everyone believes that freedom from deprivation should have significant weight in specifying what justice between generations requires. Some theorists hold that it should always trump other distributive concerns. Other theorists hold that it should have some but not lexical priority. I argue instead that freedom from deprivation should have lexical priority in some cases, yet weighted priority in others. More specifically, I defend semi-strong sufficientarianism. This view posits a deprivation threshold at which people are free from deprivation, and an (...) affluence threshold at which people can live an affluent life, even though their lives may be even further improved beyond that point. I argue that freedom from deprivation in one generation lexically outweighs providing affluence in another generation; in all other cases, freedom from deprivation does not have lexical priority.
