It is often said that knowledge is power, but more often than not relevant knowledge is not used when political decisions are made. This book examines how political decisions relate to scientific knowledge and what factors determine the success of scientific research in influencing policy. The authors take a comparative and historical perspective and refer to well-known theoretical frameworks, but the focus of the book is on three case studies: the discourse of racism, Keynesianism, and climate change. These cases cover (...) a number of countries and different time periods. In all three the authors see a close link between 'knowledge producers' and political decision makers, but show that the effectiveness of the policies varies dramatically. This book will be of interest to scientists, decision makers and scholars alike. (shrink)

These developments are also a sign of deep and chronic problems, including the following:1. Increasing economic, political, social, educational, and health inequalities2. Among them is the failure of universities to successfully do what they are supposed to do: educate students to be ethical, empathetic, engaged, democratic citizens, and [End Page 49] advance knowledge for the continuous betterment of the human condition (Benson et al., Knowledge). To use a Marxian framework, but to reject its economic determinism, universities, in my judgment, are not a part of society’s superstructure. They are, to the contrary, a core component of its base (Marx, “Preface”). What they do matters enormously, significantly determining the kind of society we have now and will have in the future.Universities, as former Harvard president Derek Bok and others have emphasized, have become the central societal institutions in the world (Bok, Universities and the Future 3). Research universities, in my judgment, are the most central. They develop new ideas and technologies, incubate businesses, serve as cultural and artistic centers, and are engines of local, national, and global economies. As anchor institutions, they often engage in partnerships with government, the private sector, and community-based organizations to revitalize local neighborhoods and schools (“Anchor Institutions Task Force”). It is the university’s role as an educational institution, however, that is most important.The schooling system increasingly functions as the core subsystem—the strategic subsystem—of modern information societies. Schooling, more than any other subsystem, as John Dewey claimed, influences the functioning of the societal system as a whole. Viewed systemically, it has on balance the greatest “multiplier” effects, direct and indirect, short-term and long-term. Restating these points somewhat differently, I strongly agree with the Chilean sociologist Eugenio Tironi that the answer to the question “What kind of education do we need?” is to be found in the answer to the question “What kind of society do we want?” (Tironi). Education and society are dynamically interactive and interdependent. If human beings hope to maintain and develop a particular type of society, they must develop and maintain the particular type of education system conducive to it. As Dewey in effect argued: No effective democratic schooling system, no democratic society.1For William Rainey Harper, who, as the first president of the University of Chicago, brought Dewey to Chicago, universities are the primary shapers of the American schooling system. In an 1899 speech at the University of California, he perceptively observed that “[t]he school system, the character of which, in spite of itself, the university determines and in a large measure controls.... [T]hrough the school system every family in this entire broad land of ours is brought into touch with the university; for from it proceed the teachers or the teachers’ teachers” (Harper 25). Agreeing with Harper, I contend that higher education institutions powerfully shape the learning, values, and aspirations of students from kindergarten through graduate school. Mindsets are shifting where the work areas of the students vary. The class furniture will vary from size and shape of tables, to couches, to a variety of chairs. Students must have the freedom to make choices to take ownership of their learning. This means that mistakes will happen. The classroom should be a comfortable learning environment.

Reiner Schürmann a été appelé « l’un des philosophes majeurs du xx e siècle » et « le continuateur peut-être le plus important d’une pensée de la mystique dans la lignée d’Eckhart et de Heidegger ». Nombre des chercheurs qui connurent Schürmann ou s’intéressent aujourd’hui à son œuvre souscriraient volontiers à de tels jugements, dans la mesure où cette œuvre déploie, comme nulle autre, les conséquences philosophiques et politiques de ce que Maître Eckhart et Heidegger appellent le délaissement ou (...) le laisser être ( Gelassenheit ). Pourtant, presque rien n’a été dévoilé des deux bornes entre lesquelles s’inscrit le cheminement personnel de Schürmann quant au délaissement : sa découverte de ce concept – ou, plus exactement, de ce mode de vie – lors de ses études auprès des dominicains du Saulchoir, et la manière dont le délaissement a pu façonner sa mort trois décennies plus tard. Ces parties précoce et tardive de son œuvre, consacrées au délaissement et à sa mise en acte, sont toutefois cruciales pour comprendre le parcours de Schürmann et donc pour apprécier ce qu’il peut aujourd’hui offrir à la pensée et à l’existence. Si, dans ses œuvres publiées, Schürmann minimise l’importance de l’expérience chrétienne du délaissement, voire critique en elle une figure dérivée et même trompeuse de la Gelassenheit, c’est bien elle qui lui a permis de s’engager sur son chemin de pensée. On Heidegger's Being and Time is an outstanding exploration of Heidegger's most important work by two major philosophers. Simon Critchley argues that we must see Being and Time as a radicalization of Husserl's phenomenology, particularly his theories of intentionality, categorial intuition, and the phenomenological concept of the a priori. This leads to a reappraisal and defense of Heidegger's conception of phenomenology. In contrast, Reiner Schürmann urges us to read Heidegger 'backward', arguing that his later work is the key to (...) unravelling Being and Time . Through a close reading of Being and Time Schürmann demonstrates that this work is ultimately aporetic because the notion of Being elaborated in his later work is already at play within it. This is the first time that Schürmann's renowned lectures on Heidegger have been published. The book concludes with Critchley's reinterpretation of the importance of authenticity in Being and Time . Arguing for what he calls an 'originary inauthenticity', Critchley proposes a relational understanding of the key concepts of the second part of Being and Time : death, conscience and temporality. In this major intellectual history, Ira Katznelson examines the works of Hannah Arendt, Robert Dahl, Richard Hofstadter, Harold Lasswell, Charles Lindblom, Karl Polanyi, and David Truman, detailing their engagement with the larger project of reclaiming the West's moral bearing.

This paper explores two aspects of Hume's skeptical crisis in the conclusion to _Treatise<D> Book I: his involved personal experience of the crisis, and his detached naturalistic reflection on it. I discuss several distinct states of mind reported in the text, ranging from extreme skepticism that rejects all belief, to natural dogmatism that rejects all reflection, to mitigated skepticism that tries to reconcile reflection and belief. I argue against interpretations according to which Hume's skepticism supports his naturalism, and I suggest (...) that Hume's extreme skepticism ultimately depends on a predisposition to think of the crucial elements of human cognition as "trivial", as epistemically disabling rather than enabling. Emotions can be understood as a coherent, integrated system of general-purpose coping strategies, guided by appraisal, for responding to situations of crisis and opportunity (when specific-purpose motivational systems may be less effective). This perspective offers functional explanations for the presence of particular emotions in the emotion repertoire, and their elicitation by particular appraisal combinations. Implications of the Emotion System model for debated issues, such as the dimensional vs. discrete nature of appraisals and emotions, are also discussed.

Readers of Hume, even those who call attention to the depth and variety of his skeptical excursions, now happily admit that Hume is, in crucial respects, a “naturalist.” A naturalist is, broadly, someone who emphasizes the natural sources of our beliefs, attitudes, and practices; and Hume surely is at least this kind of naturalist. But understanding Hume’s naturalism to include only this general explanatory commitment obscures as much as it reveals, I will argue, about the text of Treatise I (...) iv, where Hume examines various skeptical “systems of philosophy.” To understand that part of the Treatise, we must, I will argue, understand Hume’s shifting allegiances to different kinds of naturalism. A conversational implicature is an inference that consists in attributing to a speaker an implicit meaning that goes beyond the explicit linguistic meaning of an utterance. This paper experimentallyinvestigates scalar implicature, a paradigmatic case of implicature in which a speaker's use of a term like Some indicates that the speaker had reasons not to use a more informative one from the samescale, e.g. All; thus, Some implicates Not all. Pragmatic theorists like Grice would predict that a pragmatic interpretation is determined (...) only after its explicit, logical meaning is incorporated (e.g. whereSome means at least one). The present work aims to developmentally unpack this prediction by showing how younger, albeit competent, reasoners initially treat a relatively weak term logically beforebecoming aware of its pragmatic potential. Three experiments are presented. Experiment 1 presents a modal reasoning scenario offering an exhaustive set of conclusions; critical among these isparticipants' evaluation of a statement expressing Might be x when the context indicates that the stronger Must be x is true. The conversationally-infelicitous Might be x can be understood logically(e.g. as compatible with Must) or pragmatically (as exclusive to must). Results from five-, seven-, and nine-year-olds as well as adults revealed that a) seven-year-olds are the youngest to demonstratemodal competence overall and that; b) seven- and nine-year-olds treat the infelicitous Might logically significantly more often than adults do. Experiment 2 showed how training with the modal taskcan suspend the implicatures for adults. Experiment 3 provides converging evidence of the developmental pragmatic effect with the French existential quantifier Certains (Some). Whilelinguistically-sophisticated children (eight- and ten-year-olds olds) typically treat Certains as compatible with Tous (All), adults are equivocal. These results, which are consistent with unanticipatedfindings in classic developmental papers, reveal a consistent ordering in which representations of weak scalar terms tend to be treated logically by young competent participants and morepragmatically by older ones. This work is also relevant to the treatment of scalar implicatures in the reasoning literature. (shrink)

We describe an experiment that investigated levels-of-processing effects in recognition memory for famous faces. The degree of conscious control over the recognition decisions was manipulated by using a response deadline procedure, and memory awareness associated with those decisions was assessed using a standard remember-know paradigm. Levels-of-processing effects were found at both short and long response deadlines, and at both deadlines those effects occurred only in remembering. Moreover, knowing, as well as remembering, increased with the greater opportunity for conscious control over (...) recognition decisions at the long deadline. These results have implications for dual-process theories that distinguish between a slower, more controlled recollection process, reflected in remembering, and a faster, more automatic familiarity process, reflected in knowing. Currently, string theory represents the only advanced approach to a unification of all interactions, including gravity. In spite of the more than thirty years of its existence, the sequence of metamorphosis it ran through, and the ever more increasing number of involved physicists, until now, it did not make any empirically testable predictions. Because there are no empirical data incompatible with the quantum field theoretical standard model of elementary particle physics and with general relativity, the only motivations for string theory (...) rest in the mutual incompatibility of the standard model and of general relativity as well as in the metaphysics of the unification program of physics, aimed at a final unified theory of all interactions including gravity. But actually, it is completely unknown which physically interpretable principles could form the basis of string theory. At the moment, "string theory" is no theory at all, but rather a labyrinthic structure of mathematical procedures and intuitions which get their justification from the fact that they, at least formally, reproduce general relativity and the standard model of elementary particle physics as low energy approximations. However, there are now strong indications that string theory does not only reproduce the dynamics and symmetries of our standard model, but a plethora of different scenarios with different low energy nomologies and symmetries. String theory seems to describe not only our world, but an immense landscape of possible worlds. So far, all attempts to find a selection principle which could be motivated intratheoretically remained without success. So, recently the idea that the low energy nomology of our world, and therefore also the observable phenomenology, could be the result of an anthropic selection from a vast arena of nomologically different scenarios entered string theory. Although multiverse scenarios and anthropic selection are not only motivated by string theory, but lead also to a possible explanation for the fine tuning of the universe, they are concepts which transcend the framework defined by the epistemological and methodological rules which conventionally form the basis of physics as an empirical science. Cooperative discourse procedures produce consensual siting proposals for NIMBY-projects-but only if these proposals do not affect the final siting decision. Then, the members of the discourse commissions stay independent and face few incentives to pursue consequentialist interests. However, the more influential discourse procedures become, the stronger the interest groups’ incentives are to take advantage of them. Thus, cooperative discourses turn into competitive, interest-centred procedures whose outcome is rejected by the less influential groups. The evolution of discourse procedures into functionally specialized (...) parliaments or even into FOCJ (Functional, Overlapping, Competing Jurisdictions) seems worth pursuing. (shrink)

Mediante esta reflexión sobre las teorías de justicia global, el autor introduce un fundamento normativo de una teoría realista y crítica. Considera que ciertos planteamientos morales sobre el problema de la pobreza severa y el subdesarrollo fallan en la cuestión normativa que ellos necesitan enfocar. Pues, ellos consideran la realidad institucional, económica y política de las injusticias en el contexto global. El autor introduce el principio racional de justificación, para establecer el fundamento normativo de una teoría realista y crítica.

Lest the conjunction seduce readers into supposing that the two are of a piece, we point out that analyses made at the superset level concerning intelligence do not readily align with or outperform the scientific advances made via investigations of reasoning, which at best can be viewed as a subset of intelligent behaviour.

It is the purpose to examine Krafts arguments and proofs on the basis of the evidence which gives reality. His derivation of principles with unlimited validity is not successful, judgements concerning "basic valuations of human culture" being inhomogeneous and historically bound. The way to introduce norms into scientific statements by "teleological" foundation is only valid for "normal" principles, basic must be excluded. The fruitfulness of the first step is appreciated and illustrated by economic examples. Jointly in connection with this is (...) the third question. In accordance with Kraft, the "ranking" of value judgements of different kinds must be solved without privileges. Scientific examination and foundation of value systems has its legitimacy, but relevant decisions of basic principles can only happen in the pre-scientific sphere. In order to avoid other value judgements in scientific contexts, one ought to dispose of really operational criterions. Today, there is an almost complete lack in the practical field. This is partly due to theoretical and dogmatic interpretations of science procedures. Critical science has to accept the provisional character of all scientific research and must, therefore, integrate those value judgements, which result from not fully testable hypotheses. Their "internalization" into the scientific progress of knowledge allows together to delete a great deal of this crucial point. (shrink)

SummaryA kinetic theory of permeability is developed both for the case where the cell membrane is a distinct phase and where it is simply the interface between cell and environment. A general expression for the diffusion current of a substance across the membrane is derived, which depends on two “coefficients of permeability” rather than one. Solubility and adsorption theories of permeability are shown to be special cases of the formulas. The permeability coefficients are expressed in terms of the difference of (...) potential energy of the diffusing substance in the two phases; for a membrane of finite thickness they also involve the thickness, and the diffusion coefficient of the solute in the membrane.
