In Gemes (1990) I examined certain formal versions of hypothetico-deductivism (H-D) showing that they have the unacceptable consequence that "Abe is a white raven" confirms "All ravens are black"! In Gemes (1992) I developed a new notion of content that could save H-D from this bizarre consequence. In this paper, I argue that more traditional formulations of H-D also need recourse to this new notion of content. I present a new account of the vexing notion of the natural axiomatization of (...) a theory. The notion is used to construct a form of H-D that allows for the type of selective confirmation without which Glymour (1980a,b) claims H-D is hopeless. (shrink)

McRae, Brown and Elman argue against the view that events are structured as frequently‐occurring sequences of world stimuli. They underline the importance of temporal structure defining event types and advance a more complex temporal structure, which allows for some variance in the component elements.

Nietzsche never presented a worked-out normative ethical theory and appeared to regard any attempt to do so as woefully misguided. He poured scorn on the main contenders for such a theory in his day, and in ours – Kantian ethics and utilitarianism. Moreover, he repeatedly referred to himself as an 'immoralist' and gave one of his books the title Beyond Good and Evil, thus seeming only to confirm the impression that he was more interested in demolishing, and even abolishing morality (...) altogether than in making any constructive contribution to the subject. While the topic of morality appears as a central and almost obsessive interest in his works – especially in the sequence of books from Daybreak: Thoughts on the Prejudices of Morality (1881) to On the Genealogy of Morality (1887) – it generally does so as the target of relentless criticism. Many have concluded, not surprisingly, that Nietzsche, rather than being interested in replacing an existing conception of morality with a better one of his own, was in the business of advising us to abandon morality altogether – to live, in some sense, without morality. Experimental results on the Ellsberg paradox typically reveal behavior that is commonly interpreted as ambiguity aversion. The experiments reported in the current paper find the objective probabilities for drawing a red ball that make subjects indifferent between various risky and uncertain Ellsberg bets. They allow us to examine the predictive power of alternative principles of choice under uncertainty, including the objective maximin and Hurwicz criteria, the sure-thing principle, and the principle of insufficient reason. Contrary to our expectations, the principle of (...) insufficient reason performed substantially better than rival theories in our experiment, with ambiguity aversion appearing only as a secondary phenomenon. concepts typically are defined in terms of lacking physical or perceptual referents. We argue instead that they are not devoid of perceptual information because knowledge of real-world situations is an important component of learning and using many abstract concepts. Although the relationship between perceptual information and abstract concepts is less straightforward than for concrete concepts, situation-based perceptual knowledge is part of many abstract concepts. In Experiment 1, participants made lexical decisions to abstract words that were preceded by related and unrelated (...) pictures of situations. For example, share was preceded by a picture of two girls sharing a cob of corn. When pictures were presented for 500 ms, latencies did not differ. However, when pictures were presented for 1,000 ms, decision latencies were significantly shorter for abstract words preceded by related versus unrelated pictures. Because the abstract concepts corresponded to the pictured situation as a whole, rather than a single concrete object or entity, the necessary relational processing takes time. In Experiment 2, on each trial, an abstract word was presented for 250 ms, immediately followed by a picture. Participants indicated whether or not the picture showed a normal situation. Decision latencies were significantly shorter for pictures preceded by related versus unrelated abstract words. Our experiments provide evidence that knowledge of events and situations is important for learning and using at least some types of abstract concepts. That is, abstract concepts are grounded in situations, but in a more complex manner than for concrete concepts. Although people's understanding of abstract concepts certainly includes knowledge gained from language describing situations and events for which those concepts are relevant, sensory and motor information experienced during real-life events is important as well. Techniques for resolving some types of inherited mitochondrial diseases have recently been the subject of scientific research, ethical scrutiny, media coverage and regulatory initiatives in the UK. Building on research using eggs from a variety of providers, scientists hope to eradicate maternally transmitted mutations in mitochondrial DNA by transferring the nuclear DNA of a fertilised egg, created by an intending mother at risk of transmitting mitochondrial disease, and her male partner, into an enucleated egg provided by another woman. In this (...) article we examine how egg providers for mitochondrial research and therapy have been represented in stakeholder debates. A systematic review of key documents and parliamentary debates shows that the balance of consideration tilts heavily towards therapeutic egg providers; research egg providers have been ignored and rendered invisible. However, mapping the various designations of therapeutic egg providers shows that their role is so heavily camouflaged that they have only an absent presence in discussions. We explore this puzzling ambivalence towards egg providers whose contributions are necessary to the success of current mitochondrial research and proposed therapies. We suggest that labels that diminish the contributions of egg providers serve certain governance objectives in managing possible future claims about, and by, therapeutic egg providers. We demonstrate that the social positioning of research egg providers is entangled within that of therapeutic egg providers which means that the former can also never receive their due recognition. This article contributes to the wider literature on the governance of new technological interventions. (shrink)

This paper is a critical reflection on the concepts of Responsible Innovation (RI) and Responsible Research and Innovation (RRI). We offer an account of the emergence of these related but different accounts of responsible innovation that have recently been adopted by funders. We further report on our exploration of the knowledge and understanding of these concepts through the views of senior scientists involved in synthetic biology research projects. Though most of our respondents struggled to provide a clear account of RI/RRI (...) we identified that existing “practices of responsibility” include many aspects of RI/RRI but that this often went unrecognized as such. Most respondents associated RI/RRI with risk avoidance. While some visions of RI/RRI see scientists as taking an active role in shaping the future of innovation, we suggest that it is not for such individuals to take decisions alone on the types of futures a society should have available to it. This paper argues that we need to look beyond Bayesian decision theory for an answer to the general problem of making rational decisions under uncertainty. The view that Bayesian decision theory is only genuinely valid in a small world was asserted very firmly by Leonard Savage [18] when laying down the principles of the theory in his path-breaking Foundations of Statistics. He makes the distinction between small and large worlds in a folksy way by quoting the proverbs ”Look before you (...) leap” and ”Cross that bridge when you come to it”. You are in a small world if it is feasible always to look before you leap. You are in a large world if there are some bridges that you cannot cross before you come to them. As Savage comments, when proverbs conflict, it is proverbially true that there is some truth in both—that they apply in different contexts. He then argues that some decision situations are best modeled in terms of a small world, but others are not. He explicitly rejects the idea that all worlds can be treated as small as both ”ridiculous” and ”preposterous”. The first half of his book is then devoted to a very successful development of the set of ideas now known as Bayesian decision theory for use in small worlds. The second half of the book is an attempt to develop a quite different set of ideas for use in large worlds, but this part of the book is usually said to be a failure by those who are aware of its existence.2 Frank Knight [15] draws a similar distinction between making decision under risk or uncertainty.3 The pioneering work of Gilboa and Schmeidler [7] on making.. This paper examines evidence regarding neoliberalization of the social organization of Canadian food safety from a series of documents produced in response to the Canadian listeriosis outbreak in 2008. The outbreak is described, then interpreted within a neoliberal context, where: (1) neoliberalism operates as an ideology (2) that enables a socio-political and economic strategy within (3) a project pursued by coalitions seeking to consolidate power through (4) a process of neoliberalization. Following Gramsci’s work on power, it is argued that food (...) safety serves as an attractor, organizing consent within a neoliberal context. Testimony before a parliamentary subcommittee, official reviews, an independent investigation, food inspection records, and media reports have been examined to identify the key factors associated with the outbreak and the process of neoliberalization. The events associated with the outbreak are described first, as activities and practices in organizational settings (governance, sanitation, and production), and secondly, as components in a food production network where consent is organized around food safety. This paper focuses upon a long-term strategic approach to tackling school absenteeism and truancy within secondary schools. It utilises a tiered colour-coded concept to monitor the progress of pupils within the groups and subsequently take the appropriate action. The PSCC scheme combines attainment and attendance data collected from pupils' primary schools with monitoring and enhancement strategies within the secondary school. The scheme enables schools to tackle their long-term absentees and erratic attenders as well as those who have learning and/or special (...) needs. Over a five-year period, properly implemented, the scheme has the potential to help to transform the prevailing culture within low attendance schools. The PSCC model utilises school change strategies in a dynamic manner in order to improve the attendance, behaviour and learning support needs of pupils which, in turn, can help to raise standards and attainment levels. It can also help to improve parents' attitudes towards their children's school. Finally, it provides a managerial focal point for staff to combat pupils' absence utilising a whole school approach. This paper attempts a sympathetic comparison between John Dewey and Richard Rorty. In particular I establish the ways in which both Dewey's and Rorty's aesthetical modes require qualitative starting points (or some indeterminate-event trajectory) as a condition for any poetic/novel movement into the future. I show how Dewey's notions of "indeterminate situation," highlighted in his event-metaphysics, resonates with Rorty's notion of metaphor, and that finally Rorty does in fact (wittingly or not) harbor a place for the noncognitive and nonlinguistic via, (...) interestingly enough, a linguistic device. How Rorty uses his notion of metaphor (inspired by Donald Davidson's groundbreaking work) starts very much to take on the feel of what Dewey meant by "primary experience." My emphasis, then, falls on the necessity to both of their respective pragmatic positions of a qualitative starting point (QSP). In this way, the troubling dualism that has developed between experience and language starts to dissolve. (shrink)

Disclosure of true but reputation-damaging information is generally legal. But threats to disclose true but reputation-damaging information unless payment is made are generally criminal. Many scholars think that this situation is paradoxical because it seems to involve illegality mysteriously arising out of legality, a criminal act mysteriously arising out of an independently legal threat to disclose conjoined with an independently legal demand for money. -/- But this formulation is not quite right. The real paradox raised by the different legal statuses (...) of blackmail threats to disclose and disclosure itself involves a contradiction between our strong intuition that blackmail threats should be criminal and some equally strong arguments, all of which depend on the fact that disclosure is legal, that blackmail threats should be legal. So an adequate solution to the real Blackmail Paradox requires us either to drop the intuition or to refute the pro-legalization arguments. -/- This Article will adopt the latter approach. It will explain why the six main arguments for legalizing blackmail threats all fail. In the course of refuting one of these arguments, it will also offer a novel positive justification for criminalizing blackmail threats: they should be criminal for the same reason that menacing, harassment, and stalking are criminal--namely, because they involve the reasonable likelihood, and usually the intent, of putting the victim into a state of especially great fear and anxiety. -/- Of course, one might object that disclosure itself is likely to have the same effect, if not malicious purpose. Yet, again, it is still legal. But this point shows only that we as a society value freedom of speech more than we value freedom from infliction of emotional injury. It does not show that we do not value freedom from infliction of emotional injury sufficiently to protect it when competing moral or institutional interests such as freedom of speech are not at stake. His argument is compared to similar examinations by Kreisel and Etchemendy, and Etchemendy's distinction between interpretational and representational semantics is employed to reveal the flaw in Field's argument.

We research the political impact of how users access the Internet. Recent research suggests that Internet usage may promote political participation. Internet usage is proposed to be beneficial because it increases activity in diverse politicized social networks and through greater access to information. Even though Internet usage may begin as a non-political activity, we outline several reasons to believe that it may spark later political participation. This impact, however, is likely to be non-existent in new forms of Internet browsing such (...) as through mobile phones, where users do less full-scale browsing. The more difficult browsing interface of mobile phones reduces activity in chat rooms and in-depth browsing of online sources of information which promote participation. To test these ideas, we use nationally representative survey data from Japan, a country which has more pronounced usage of mobile phone browsing. Using a Seemingly Unrelated Regression Model, we also show that the chief determinants of using PC's over mobile phones for Internet browsing are age and education. We then show that PC-based Internet activity correlates with increased political participation, but mobile phone usage correlates with less participation. (shrink)

The primary objective of this essay is to illuminate why the work of French philosopher Alain Badiou has become so important to the work of Slavoj Žižek. The primary audiences include new or relatively new readers of Žižek , the merely curious, and those, like myself, whose various disciplinary specific pursuits engage with the work of Žižek and Badiou, but only indirectly and very often in a haphazard fashion. I am particularly interested in addressing those that “borrow” from or “use” (...) Žižek and Badiou to inform their own work in various fields but who do not, as a general rule, consider themselves philosophers or theorists or, at least, do not write as philosophers or theorists but as “theoretically informed” or “philosophically minded” literary critics, political scientists, anthropologists, etc. In particular, I contend that Badiou is so important to Žižek because in the course of the 1990s and the early twenty-first century Badiou’s work helped Žižek, both philosophically and rhetorically/strategically, confront and avoid the “religious” or “ethical” temptation ever present in philosophy. In so doing I trace Žižek’s struggle with “the usual gang of democracy-to-come-deconstructionist-postsecular-Levinasian-respect-for-Otherness suspects.”. (shrink)
