Truly transforming the healthcare delivery and payment system turns on the ability to engage in the interoperable electronic exchange of patient health information across and beyond the care continuum. Achieving transformation requires a legal framework that supports information sharing with appropriate privacy and security protections and a trusted governance structure.

Seminary students remain unstudied in the research literature despite their eminent role in caring for the wellbeing of congregants. This study aimed to conduct baseline analysis of their family of origin health, psychological health, and physiological heath by utilizing the Biobehavioral Family Model as a conceptual framework for understanding the associations between these constructs. Statistical analysis utilizing structural equation modeling provided support that the BBFM was a sound model for assessing the relationships between these constructs within a seminary sample. Additionally, (...) seminarians were found to have higher rates of anxiety and depression when compared to the general population. Together, findings indicate that clinical care for seminarians may be best if implemented from a global systemic perspective. (shrink)

The collection brings together a selection of essays on spatiality, difference, cultural aesthetics, and identity in the expanded field of place-making and being.

This book's importance is derived from three sources: careful conceptualization of teacher induction from historical, methodological, and international perspectives; systematic reviews of research literature relevant to various aspects of teacher induction including its social, cultural, and political contexts, program components and forms, and the range of its effects; substantial empirical studies on the important issues of teacher induction with different kinds of methodologies that exemplify future directions and approaches to the research in teacher induction.

Broadening access to both computational and educational resources is crit- ical to diffusing machine learning (ML) innovation. However, today, most ML resources and experts are siloed in a few countries and organizations. In this article, we describe our pedagogical approach to increasing access to applied ML through a massive open online course (MOOC) on Tiny Machine Learning (TinyML). We suggest that TinyML, applied ML on resource-constrained embedded devices, is an attractive means to widen access because TinyML leverages low-cost and globally (...) accessible hardware and encourages the development of complete, self-contained applications, from data collection to deployment. To this end, a collaboration between academia and industry produced a four part MOOC that provides application-oriented instruction on how to develop solutions using TinyML. The series is openly available on the edX MOOC platform, has no prerequisites beyond basic programming, and is designed for global learners from a variety of backgrounds. It introduces real-world applications, ML algorithms, data-set engineering, and the ethi- cal considerations of these technologies through hands-on programming and deployment of TinyML applications in both the cloud and on their own microcontrollers. To facili- tate continued learning, community building, and collaboration beyond the courses, we launched a standalone website, a forum, a chat, and an optional course-project com- petition. We also open-sourced the course materials, hoping they will inspire the next generation of ML practitioners and educators and further broaden access to cutting-edge ML technologies. (shrink)

In this paper, I examine the claim that any physical theory will have an extremely limited domain of application because 1) we have to use distinct theories to model different situations in the world and 2) no theory has enough textbook models to handle anything beyond a highly simplified situation. Against the first claim, I show that many examples used to bolster it are actually instances of application of the very same classical theory rather than disjoint theories. Thus, there is (...) a hidden unity to the world of classical physics that is usually overlooked (by, for example, Nancy Cartwright who argues for the claims above). Against the second claim, I show that the practice of classical physics involves an enormous (infinite) number of models the use of which cannot be written off as merely ad hoc. Thus, although classical physics cannot, of course, model every situation in nature, it has a much larger domain than some would have us believe. (shrink)

Opponents of ceteris paribus laws are apt to complain that the laws are vague and untestable. Indeed, claims to this effect are made by Earman, Roberts and Smith in this volume. I argue that these kinds of claims rely on too narrow a view about what kinds of concepts we can and do regularly use in successful sciences and on too optimistic a view about the extent of application of even our most successful non-ceteris paribus laws. When it comes (...) to testing, we test ceteris paribus laws in exactly the same way that we test laws without the ceteris paribus antecedent. But at least when the ceteris paribus antecedent is there we have an explicit acknowledgment of important procedures we must take in the design of the experiments — i.e., procedures to control for “all interferences” even those we cannot identify under the concepts of any known theory. For instance, although we are instantly horrified by the murders Harris perpetrated, we might naturally experience quite different (...) emotions and reach different judgments when we reflect on the miserable and pathetic nature of Harris's upbringing and his experiences in adult life. Although we might think that Harris is responsible in a very clear sense for murdering his victims, we might feel also that his actions were the outcome of factors beyond his control, and for which he cannot be held responsible. In short, we think that Harris is and is not responsible.Overall, Cartwright's aim is to: "illuminate both the theory and practice of holding people responsible" (2006, 144). In the end, what is illuminated is that "the practice of responsibility unavoidably depends on one sort of pretence or another" (2006, 155). Although the two theories that Cartwright has chosen to consider differ in various ways, they share a common feature of being, in some sense, "fictitious." The article examines in some detail the two theories of responsibility and succeeds in providing insight to some potentially intricate material. In this brief commentary, I cannot address adequately the variety of interesting aspects and implications of Cartwright's paper. I do, however, offer some critical interpretation of Cartwright's construal of the theories under consideration, and also say a little about the status and role of fiction in Cartwright's analysis.Responsibility and the "Reflective Self"According to Cartwright, a central commitment of the "reflective self" view of responsibility is that a rational part of the self is responsible for deliberating about and reflecting on desires, and that the reflective self is the author of action (or at least authorizes the origins of action). The critical capacity of this part of the self endorses or rejects desires, and thus determines whether or not desires manifest in action and display constitutive elements of personality. The reflective self is autonomous with respect to the desiring part of the self; the former can arbitrate over desires precisely because it enjoys this sort of rational autonomy. This internalist conception of reflection and rationality has a long tradition, one that has exerted influence in a number of domains including [End Page 161] moral psychology and psychotherapy. It is well known that Anthony Kenny claimed that the very idea of "mental health" was Plato's invention (Kenny 1969, 229).1 The Platonic picture rests on understanding the soul as capable of proper functioning and in a state of health only when the relevant constitutive elements are brought into a form of cooperative harmony.2 Pivotal in reaching this harmony, is the extent to which desires are supervised by the capacity for rational self-governance. For the present context, the important claim is that there exists an autonomous and internal-to-subject faculty that specializes in rational reflection on desires, and that can be brought to bear on desires in such a way so as to motivate and justify subsequent action.This is close to the central commitment of the reflective self view that considers responsibility as primarily an internal matter of the relation between desires and rationality. Responsibility is connected to the ability of an agent to exercise some cognitive faculty that passes critical judgment on the desires that the agent possesses; such a faculty endorses or rejects desires. The reflective self view has at its center the thought that responsibility is related to the appropriate functioning of some internal process. However, unless the rational faculty of humans is infallible, there needs to be some account of the correctness of each act of desire endorsement or rejection. There must be something that explains why any particular endorsement, say, is justified; some further ground the appeal to which provides guidance and justification for the rational self. In "On the Notion of Cause," Bertrand Russell expressed an eliminativist view about causation driven by an examination of the contents of mathematical physics. Russell's primary reason for thinking that the notion of causation is absent in physics was that laws of nature are mere "functional dependencies" and not "causal laws." In this paper, I show that several ordinary notions of causation can be found within the functional dependencies of physics. Not only does this show that Russell's eliminitivism was misguided, (...) but it shows that Russell's opponents, such as Nancy Cartwright, who think that mere functional dependenciescannot capture causal claims, also underestimate the causal content of such equations. SummaryThe Admonition Controversy, largely between Thomas Cartwright and John Whitgift has proven fecund ground for intellectual historians analysing the religious dimension to early-modern political ideas. This paper argues that the religious dimension of Cartwright's mixed constitutionalism needs better explanation, rather than just noting that his ecclesiastical mixed constitutionalism mirrors his political mixed constitutionalism. This paper tracks Cartwright's progressive, dialogical unfolding of his mixed constitutionalism in response to Whitgift's attempt to derive episcopacy from the fact of English monarchy, (...) effectively discrediting the Admonition to Parliament. Furthermore, the essay outlines how the Cartwright–Whitgift debate led Cartwright to emphasise a parliamentarist mixed constitution when most of his contemporaries, especially the more famous mixed constitutionalist, Thomas Smith, portrayed the English parliament leaning noticeably towards the monarch. This analysis accepts that religious polemic was a major driving force in the normalisation of parliamentarism, yet seeks to show exactly how this worked out in one of the most important church–state disputes in Elizabethan England. In this round table response, we discuss some of the problems inherent in insisting on specific consent for an activity that needs to happen rapidly as part of a package of care. The Human Tissue Authority (the UK regulator for human tissue and organs) consider that specific consent is mandatory to assess which antibiotics are appropriate on the neonatal unit, but this insistence may actually limit the autonomy which consent aims to promote. While genetic testing to determine which child will (...) react adversely to particular antibiotics has been available clinically for several years, the research proposed here is to assess whether improving the speed of testing allows decisions to be made before treatment starts. Insisting on specific consent before this activity can take place is likely to delay appropriate care in some cases. On admission to the neonatal unit, the unwell infant is routinely subjected to a range of investigations and treatments. A person with parental responsibility will usually be asked to provide consent to undertake treatments for children who do not have capacity to give consent themselves.1 For the acutely unwell child, consent will usually be sought for a package of care: the urgent nature of neonatal medicine often requires clinicians to make many decisions without explicit consent. Doctors must always act in a child’s best interests: their decisions need to protect the health and well-being of a child and hold the child’s welfare paramount in accordance with the Children Act (1989) and General Medical Council (GMC) guidelines.1 2 Thus, for example, ventilation might be initiated, sedation provided, antibiotics commenced or diagnostic investigations requested without separate consent conversations or …. Moral enhancement proposals struggle to be both plausible and ethically defensible while nevertheless interestingly distinct from both cognitive enhancement as well as (mere) moral education. Brian Earp (_Royal Institute of Philosophy Supplement_ 83:415–439, 12 ) suggests that a promising middle ground lies in focusing on the (suitably qualified) use of psychedelics as _adjuncts_ to moral development. But what would such an adjunctive use of psychedelics look like in practice? In this paper, I draw on literature from three areas where techniques (...) for moral development have been discussed: psychotherapy (e.g., Overholser 2010; Burns 1980) education (e.g., Uhl and Lütge, 2018), and AI-assisted enhancement (e.g., Lara and Deckers, _Neuroethics_ 13(3):275–287, 17 ) in order to propose more concrete ways in which to use psychedelics as adjuncts to moral development. It is shown that in each of these areas, we can see that _trusting_ relationships (e.g., Baier 1986; Hawley 2019) between the facilitator and the agent will very plausibly maximize the success of this type of moral enhancement. Finally, I appeal to literature on informed consent for use of psychedelics (e.g., Smith and Sisti, _Journal of Medical Ethics_, 22 ; Johnson et al., _The Journal of Psychopharmacology_ 22(6):603–20, 23 ) and on the therapeutic relationship in psychotherapy (e.g., Dryden and Reeves 2013; Horvath et al. 2011) to outline concrete suggestions for facilitating dimensions of trust most likely to maximize the benefits of (adjunctive) psychedelic moral enhancement. The result is a newly detailed practical proposal for how we might best facilitate moral enhancement by using drugs as adjuncts to moral development. (shrink)

Building on the exemplary case of physicians’ professional-religious dilemmas in End-of-Life circumstances, we develop a multilevel model of professional-personal identity conflict dynamics in ethically-charged situations in which we integrate individual-level mechanisms with organizational-level boundary conditions, namely peer social support and ethical climate, in relation to psychological well-being. Our conceptual model contributes to the ethics, identity and human (...) behavior literature by advancing suggestions of how professionals may prevent or/and resolve moral conflicts concerning also other identities and contexts. The model emphasizes the ethical dynamics of compassion in hospitality settings by suggesting that under an organizational ethical climate, the hotel staff will be more morally aware of peers’ pain and suffering, and motivated to participate in delivering compassion. Based on the positive psychology focus on compassion as individual states and traits supporting interpersonal dealings, the paper operationalizes compassion based on four individual factors involved in the compassionate process: empathic concern, or an other-oriented emotional response elicited by and congruent with (...) the perceived welfare of a person in need; mindfulness, a state of consciousness in which attention is focused on present-moment phenomena occurring both externally and internally; kindness, or understanding the pain or suffering of others; and common humanity, or seeing others’ experiences as part of the larger human experience. Data were collected from 280 employees at ten hotels in the Canary Islands. With the exception of self-interest, results of multiple linear regressions demonstrate that each of the six interpreted factors of ethical climate has substantive effects on any of the studied elements of staff compassion. The egoistic-related and principle-related climate factors generated a more consistent and intense compassionate reaction, suggesting that the staff is moved to act out of compassion either to assure that the team succeeds or to support each other out of moral obligation. Neyman-Pearson methods in statistics distinguish between Type I and Type II errors. Through rigid control of Type I error, the "null" hypothesis typically receives the benefit of the doubt. I compare philosophers' interpretations of this feature of Neyman-Pearson tests with interpretations given in statistics textbooks. The pragmatic view of the tests advocated by Neyman, largely rejected by philosophers, lives on in many textbooks. Birnbaum thought the pragmatic view has a useful "heuristic" role in understanding testing. I suggest that it may (...) have the opposite effect. (shrink)

Common sense is on the one hand a certain set of processes of natural cognition – of speaking, reasoning, seeing, and so on. On the other hand common sense is a system of beliefs (of folk physics, folk psychology and so on). Over against both of these is the world of common sense, the world of objects to which the processes of natural cognition and the corresponding belief-contents standardly relate. What are the structures of this world? How does the scientific (...) treatment of this world relate to traditional and contemporary metaphysics and formal ontology? Can we embrace a thesis of common-sense realism to the effect that the world of common sense exists uniquely? Or must we adopt instead a position of cultural relativism which would assign distinct worlds of common sense to each group and epoch? The present paper draws on recent work in computer science (especially in the fields of naive and qualitative physics), in perceptual and developmental psychology, and in cognitive anthropology, in order to consider in a new light these and related questions and to draw conclusions for the methodology and philosophical foundations of the cognitive sciences. The idea of arousal as a non-specific state of activation has been implicated as an explanatory factor for many aspects of human behavior, ranging from emotional experiences to learning and memory. Critiques of this concept have highlighted that arousal is ambiguous and evidence for its role in emotion is mixed. However, contemporary emotion theories and empirical research continue to incorporate the concept of arousal in ways that fail to address its problems. Here, we review the origins of the term arousal (...) in physiology and trace how it has been translated and applied to psychology (particularly as it relates to emotion). We consider whether the construct of arousal is currently (a) consistent and (b) useful in understanding human behavior. (shrink)

The author posits that the value of individual freedom is best realized within the context of the Moral Imagination concept of philosopher Rudolph Steiner and that when freedom is seen more as a licence for deception and exploitation not only does the greater community suffer but also the party itself suffers character destruction. Thus, laissez-faire capitalism, as exemplified by the mortgage banking meltdown of 2008 and subsequent debt-based unemployment crisis, has not only impoverished millions, destroyed savings and bankrupted long-established investment (...) firms, but also has further bonded the perpetrators to the morally undeveloped self-centredness of Lawrence Kohlberg’s least advanced moral stage (Kohlberg, 1981). Following a discussion of the folly and futility of the consumerist culture, the author argues that the solution lies in practicing the time tested values of caring and social responsibility on the part of government and mortgage bankers coupled with self-restraint and moderation on the part of investors and borrowers. George Boole collected ideas for the improvement of his Mathematical analysis of logic(1847) on interleaved copies of that work. Some of the notes on the interleaves are merely minor changes in explanation. Others amount to considerable extension of method in his mathematical approach to logic. In particular, he developed his technique in solving simultaneous elective equations and handling hypotheticals and elective functions. These notes and extensions provided a source for his later book Laws of thought(1854).

Profinite groups are Galois groups. The effective study of infinite Galois groups was initiated by Metakides and Nerode [8] and further developed by LaRoche [5]. In this paper we study profinite groups without considering Galois extensions of fields. The Artin method of representing a finite group as a Galois group has been generalized by Waterhouse [14] to profinite groups. Thus, there is no loss of relevance in our approach.The fundamental notions of a co-r.e. profinite group, recursively profinite group, and the (...) degree of a co-r.e. profinite group are defined in §1. In this section we prove that every co-r.e. profinite group can be effectively represented as an inverse limit of finite groups. The degree invariant is shown to behave very well with respect to open subgroups and quotients. The work done in this section is basic to the rest of the paper.The commutator subgroup, the Frattini subgroup, thep-Sylow subgroups, and the center of a profinite group are essential in the study of profinite groups. It is only natural to ask if these subgroups are effective. The following question exemplifies our approach to this problem: Is the center a co-r.e. profinite group? Theorem 2 provides a general method for answering this type of question negatively. Examples 3,4 and 5 are all applications of this theorem. (shrink)

Son institutionnalisation progressive, par la création de la Commission nationale du débat public, correspond à la volonté d'intégrer des acteurs différents autour d'une discussion au plus près des instances d'exécution de la politique publique. Elle est révélatrice d'une tension entre deux modes de conception de la communication en politique, l'une délibérative et l'autre instrumentale. Ainsi, bien que la création de la CNDP corresponde incontestablement (...) à un élargissement de la palette des modalités d'expression démocratique et contribue à la diffusion d'une « culture du débat » en France, il reste que son ancrage dans le processus décisionnel reste problématique et encore contesté par de nombreux élus.Past fifteen years have seen the emergence in France of a model of public debate relatively original. Its progressive institutionalization by creating the National Commission for public debate is the desire to integrate different actors around a closer discussion of the enforcement of public policy. It reveals a tension between two modes of communication design in politics, one deliberative and the other instrumental. Thus, although the creation of the CNDP undoubtedly corresponds to a broadening of the range of conditions for democratic expression and contributes to the spread of a "culture of debate" in France, the fact remains that its anchoring in the decision-making process remains problematic and still contested by many elected officials.
