This paper is intended to stimulate debate amongst stakeholders in the international research community on the topic of returning individual genetic research results to study participants. Pharmacogenetics and disease genetics studies are becoming increasingly prevalent, leading to a growing body of information on genetic associations for drug responsiveness and disease susceptibility with the potential to improve health care. Much of these data are presently characterized as exploratory (non‐validated or hypothesis‐generating). There is, however, a trend for research participants to be permitted (...) access to their personal data if they so choose. Researchers, sponsors, patient advocacy groups, ethics committees and regulatory authorities are consequently confronting the issue of whether, and how, study participants might receive their individual results. Noted international ethico‐legal guidelines and public policy positions in Europe and the United States are reviewed for background. The authors offer ‘Points‐to‐Consider’ regarding returning research results in the context of drug development trials based on their knowledge and experience. These considerations include: the clinical relevance of data, laboratory qualifications, informed consent procedures, confidentiality of medical information and the competency of persons providing results to participants. The discussion is framed as a benefit‐to‐risk assessment to balance the potential positive versus negative consequences to participants, while maintaining the integrity and feasibility of conducting genetic research studies. The ease with which genotyping technologies generate tremendous amounts of data on research participants has been well chronicled, a feat that continues to become both faster and cheaper to perform. In parallel to these advances come additional ethical considerations and debates, one of which centers on providing individual research results and incidental findings back to research participants taking part in genetic research efforts. In 2006 the Industry Pharmacogenomics Working Group offered some ‘Points-to-Consider’ on this topic within the context of the (...) drug development process from those who are affiliated to pharmaceutical companies. Today many of these points remain applicable to the discussion but will be expanded upon in this updated viewpoint from the I-PWG. The exploratory nature of pharmacogenomic work in the pharmaceutical industry is discussed to provide context for why these results typically are not best suited for return. Operational challenges unique to this industry which cause barriers to returning this information are also explained. (shrink)

A critical, philosophical engagement of the psychological structures that propagate the continued oppression of women. In this book, the Italian feminist thinker Lea Melandri argues that systemic violence against women has deep psychoanalytic roots. Drawing inspiration from the work of Freud and the psychiatrist and psychoanalyst Elvio Fachinelli, along with feminist practices of consciousness-raising, Melandri demonstrates how male dominance and female subservience are established by society through a binary and oppositional understanding of sex and gender. This understanding—and the oppression and (...) violence against women that results—is inscribed in the psyches of both men and women, and is replicated anew from generation to generation. Melandri analyzes women in media, politics, philosophy, and literature to show how this plays out, and calls for awareness of these deep psychic structures and expectations formed within the dynamics of society and primary family relations. Lea Melandri is one of Italy’s best-known feminist thinkers and activists. She is the author of many books and continues to write and advocate for women’s rights. In 2012, she was awarded by the city of Milan the Ambrogino d’oro, one of the city’s highest honors. Antonio Calcagno is Professor of Philosophy at King’s University College at Western University, Canada. The proliferation of public–private partnerships for development as an answer to many public challenges calls for careful evaluation. To this end, tailored frameworks are fundamental for helping understand the PPPs’ impact and for guiding corrective adjustment. Scholars have developed frameworks focusing on the partners’ relationships, the order of effects, and the distinction between outputs and outcomes. To capture a PPP’s complexity and multiple linkages with its environment, we argue that a thorough evaluation should adopt a stakeholder-oriented approach and consider the (...) costs and benefits that a PPP implies for them—especially as taxpayers’ money is involved. For this purpose, we build on a stakeholder-oriented evaluation framework from the nonprofit business partnership literature. In line with our broad evaluation conception, we extend it with the manifold ripple effects that PPPs for development have and include the time dimension for the links between different PPP stages and related outcomes to become clearer. Applying this framework to an illustrative case, we highlight important direct and especially indirect stakeholder outcomes, which a narrow evaluation would omit, point to the challenges involved in the evaluation endeavor, and identify interesting future research areas. A number of philosophers claim that reflection on the subjective or phenomenal character of conscious experience reveals the universal involvement of a certain feature—‘for-me-ness’, or ‘mine-ness’, or ‘a sense of mine-ness’—whose presence is often overlooked or denied. The first half of this chapter canvasses several possible interpretations of these phrases, identifies some ways in which their use tends to be problematically equivocal, and ends with a clear and minimal statement of what the feature is supposed to be. The second half (...) questions some of the grounds on which the universality of this feature has been upheld in recent analytic work, addressing both a cluster of explanatory motivations (appealing to immunity to error though misidentification, epistemic asymmetry, and ease of judgment or reportability) and a more direct descriptive or conceptual case for this view. What would happen if we succeeded in ‘turning down’ our emotional reactions? In this paper I compare two conditions that play out the answer to this question in very different ways—the lived experience of flattened affect characteristic of depression, and the idealised emotional restraint of the tranquil Epicurean ataraxic. I use this comparison to develop a new proposed source of value for the presence of emotion in our ordinary lives: it feels good to feel like oneself, and there are facts (...) about our reflexive relationship to our emotional lives that provides one explanation of when and why we get to feel that way. This book focuses on a question issued from The Architectonic of Pure Reason, one of the most important sections of Kant's first Critique: what is the human being? It suggests that the answer to this question is tied to a particular account of the unity of reason - one that stresses its purposive character.

In the 1870s, microscopy societies began to proliferate in the United States. Most of these societies attracted microscopists from surrounding cities, but the American Postal Microscopical Club, modelled on the British Postal Microscopical Society, used the postal system to connect microscopists scattered across the country. Club members exchanged microscope slides and notes following a chain-letter system. The main objective of the club was to teach its members how to make permanent slides. Preparation and mounting methods required technical skill, which was, (...) as even club members had to admit, difficult to learn without personal instruction. Yet members developed ways to share craft knowledge through the post. Drawing on the private notes of a member and published reports on the slides circulated, this paper challenges the widespread assumption that the generation of craft knowledge depended on the co-location of artisans. It argues that microscopists’ knowledge of preparation methods was intertwined with their skill in building and navigating information infrastructures, and that by tracing these infrastructures we gain a better understanding of how craft knowledge travelled in the late nineteenth century. The outcome of the 2020 U.S. election between Trump and Biden evoked strong emotions. In U.S. American (Study 1; N = 405) and German (Study 2; N = 123) samples, we investigated how observers’ group membership (i.e. political orientation) and the social rank attainment of both candidates (i.e. dominance vs. prestige) predicted emotional reactions. Trump was generally perceived as more dominant, and Biden as more prestigious. However, perceptions of social rank attainment differed depending on the observers’ political orientation, either matching (...) or not matching with the leaders (i.e. Republicans and Democrats, respectively). The candidate who did not share the participants’ political orientation was perceived as less prestigious and more dominant and elicited stronger contrastive emotions (i.e. schadenfreude, malicious envy) and weaker assimilative emotions (i.e. happy-for-ness, sympathy, anger), and vice versa. Crucially, dominance and prestige perceptions explained variance in the emotional reactions of more conservative and more liberal participants. Prestige positively predicted assimilative emotions and dominance contrastive emotions. Our work advances theorising by providing evidence that dominance and prestige perceptions contribute to the elicitation of various emotions. Furthermore, it suggests that prestige and dominance are not fixed characteristics of liberal and conservative leaders but depend on the observers’ group membership. (shrink)

Previous studies have shown that the human visual system can detect a face and elicit a saccadic eye movement toward it very efficiently compared to other categories of visual stimuli. In the first experiment, we tested the influence of facial expressions on fast face detection using a saccadic choice task. Face‐vehicle pairs were simultaneously presented and participants were asked to saccade toward the target (the face or the vehicle). We observed that saccades toward faces were initiated faster, and more often (...) in the correct direction, than saccades toward vehicles, regardless of the facial expressions (happy, fearful, or neutral). We also observed that saccade endpoints on face images were lower when the face was happy and higher when it was neutral. In the second experiment, we explicitly tested the detection of facial expressions. We used a saccadic choice task with emotional‐neutral pairs of faces and participants were asked to saccade toward the emotional (happy or fearful) or the neutral face. Participants were faster when they were asked to saccade toward the emotional face. They also made fewer errors, especially when the emotional face was happy. Using computational modeling, we showed that this happy face advantage can, at least partly, be explained by perceptual factors. Also, saccade endpoints were lower when the target was happy than when it was fearful. Overall, we suggest that there is no automatic prioritization of emotional faces, at least for saccades with short latencies, but that salient local face features can automatically attract attention. Many challenges to economic and social well-being require close collaboration between business, government, and civil-society actors. In this context, the involvement of multiple companies rather than a single company may enhance such cross-sector social partnerships’ outcomes. However, extant literature cautions about the tensions arising from companies’ competitive interests and the detrimental effects on the CSSP’s social outcome. Similarly, studies analyzing simultaneous collaboration and competition suggest shielding off competitive elements from the collaboration. Based on insights into two multi-company CSSPs, we conversely (...) find that government and NGO partnership managers deliberately leveraged competition through the CSSP design. They used similar segmentation mechanisms to enhance CSSP contributions, but differed in the way they integrated collaborative and competitive elements, leading to sustained corporate commitment in one CSSP and unmet promises in the other. These insights expose the paradoxical nature of coopetition at the interface of social and economic goals, and advance current research by indicating competition’s positive effects and the respective partnership design implications. On this basis, our study helps reveal and better understand sustainability-related tensions and opportunities at the inter-organizational level. (shrink)

This article explores the justification of states' territorial rights. It starts by introducing three questions that all current theories of territorial rights attempt to answer: how to justify the right to settle, the right to exclude, and the right to settle and exclude with reference to a particular territory. It proposes a ‘permissive’ theory of territorial rights, arguing that the citizens of each state are entitled to the particular territory they collectively occupy, if and only if they are also politically (...) committed to the establishment of a global political authority realizing just reciprocal relations. The article is developed by introducing some key features of the permissive theory and by explaining how such an account addresses the questions of settlement, exclusion and particularity in ways that significantly improve on existing rival accounts (most prominently: acquisition theories, legitimacy-based theories and nationalist theories). Global Justice and Avant-Garde Political Agency offers a fresh, nuanced example of political theory in an activist mode. Setting the debate on global justice in the context of recent methodological disputes on the relationship between ideal and nonideal theorizing, Ypi's dialectical account shows how principles and agency really can interact.

Models of category learning have been extensively studied in cognitive science and primarily tested on perceptual abstractions or artificial stimuli. In this paper, we focus on categories acquired from natural language stimuli, that is, words. We present a Bayesian model that, unlike previous work, learns both categories and their features in a single process. We model category induction as two interrelated subproblems: the acquisition of features that discriminate among categories, and the grouping of concepts into categories based on those features. Our model learns categories incrementally using particle filters, a sequential Monte Carlo method commonly used for approximate probabilistic inference that sequentially integrates newly observed data and can be viewed as a plausible mechanism for human learning. Experimental results show that our incremental learner obtains meaningful categories which yield a closer fit to behavioral data compared to related models while at the same time acquiring features which characterize the learned categories. The “happy fish” passage concluding the “Autumn Floods” chapter of the Classical Chinese text known as the Zhuangzi has traditionally been seen to advance a form of relativism which precludes objectivity. My aim in this paper is to question this view with close reference to the passage itself. I further argue that the central concern of the two philosophical personae in the passage – Zhuangzi and Huizi – is not with the epistemic standards of human judgements (the established view since (...) Hansen, “The Relatively Happy Fish”), but with the more basic problem of species-specific perspectives. On my reading, Zhuangzi’s emphatic positionality in the passage – on the dam, accompanied by his friend Huizi – plausibly suggests a circumspect reflection on the limitedness of human knowledge. It is significant that Zhuangzi’s knowledge of fish happiness is avowedly from a certain place, and not absolute. But there is still a sense in which this view is objective: namely, insofar as it adequately accounts for an inherently human perspective on the world. I call this modest form of relativism ‘Species Relativism’, which, crucially, leaves room for objectivity, even though a fully objective (i.e. absolute) view of the world is not accessible to humans. Reflection on the historical injustice suffered by many formerly colonized groups has left us with a peculiar account of their claims to material objects. One important upshot of that account, relevant to present day justice, is that many people seem to think that members of indigenous groups have special claims to the use of particular external objects by virtue of their attachment to them. In the first part of this paper I argue against that attachment-based claim. In the second part (...) I suggest that, to provide a normatively defensible account of why sometimes agents who are attached to certain external objects might also have special claims over them, the most important consideration is whether the agents making such claims suffer from structural injustice in the present. In the third part I try to explain why structural injustice matters, in what way attachment-based claims relate to it and when they count. (shrink)

In this article, we shed light on the emergence, diffusion, and use of socio-technological future visions. The artificial intelligence future vision of the German federal government is examined and juxtaposed with the respective news media coverage of the German media. By means of a content analysis of frames, it is demonstrated how the German government strategically uses its AI future vision to uphold the status quo. The German media largely adapt the government´s frames and do not integrate alternative future narratives (...) into the public debate. These findings are substantiated in the framing of AI futures in policy documents of the German government and articles of four different German newspapers. It is shown how the German past is mirrored in the German AI future envisioned by the government, safeguarding the present power constellation that is marked by a close unity of politics and industry. The German media partly expose the government´s frames and call for future visions that include fundamentally different political designs less influenced by the power structures of the past and present. Why are people interested in money? Specifically, what could be the biological basis for the extraordinary incentive and reinforcing power of money, which seems to be unique to the human species? We identify two ways in which a commodity which is of no biological significance in itself can become a strong motivator. The first is if it is used as a tool, and by a metaphorical extension this is often applied to money: it is used instrumentally, in order to obtain (...) biologically relevant incentives. Second, substances can be strong motivators because they imitate the action of natural incentives but do not produce the fitness gains for which those incentives are instinctively sought. The classic examples of this process are psychoactive drugs, but we argue that the drug concept can also be extended metaphorically to provide an account of money motivation. From a review of theoretical and empirical literature about money, we conclude that (i) there are a number of phenomena that cannot be accounted for by a pure Tool Theory of money motivation; (ii) supplementing Tool Theory with a Drug Theory enables the anomalous phenomena to be explained; and (iii) the human instincts that, according to a Drug Theory, money parasitizes include trading (derived from reciprocal altruism) and object play. This paper makes the case for amnesty of irregular migrants by reflecting on the conditions under which a wrong that is done in the past can be considered superseded. It explores the relation between historical injustice and irregular migration and suggests that we should hold states to the same stringent standards of compliance with just norms that they apply to the assessment of the moral conduct of individual migrants. It concludes that those standards ought to orient migrants and citizens’ moral (...) assessment of how their states handle questions of irregular migration and to inform political initiatives compatible with these moral assessments. The ?values of sport? is a concept that is often used to justify actions and policies by a range of agents and agencies from coaches and teachers to governing bodies and educational institutions. From a philosophical point of view, these values deserve to be analysed with great care to make sure we understand their nature and reach. The aim of this paper is to critically examine the values carried by the educational conception of sport that Pierre de Coubertin developed and (...) to see how they relate to certain values in the philosophy of Friedrich Nietzsche. To be able to understand in depth the moral construct of de Coubertin's system, it is essential to delve into the entire system he builds in order to develop athletic participants closer to his ideal of what a human should be. This in turn rests on his conception of Man, which is comprised of body, spirit and character. An understanding of his structure opens the way to a broader awareness of de Coubertin's educational system, of which sport was only part. We will then see that the values are a consequence of this pedagogical search for the ideal human. It is argued that this ideal of a human is similar to the one described by Nietzsche as the Übermensch . A philosophical case study is conducted, taking as its object the story of the first recipient of the Pierre de Coubertin medal, which rewards fair play among Olympic competitors. Judging the story through Nietzschean eyes allows for his thoughts to be put into practice. His lesser-known texts such as Homer and Competition on the emulation of creative powers shed light on today's sports. Concepts such as guilt, excellence, will to power and effectiveness help us compare these two authors and understand that competition is not necessarily about dominating others, but more about generating human excellence. This essay compares the thoughts of Kant and Marx on revolution. It focuses in particular on two issues: the contribution of revolutionary enthusiasm to the cause of emancipatory political agents and its educative role in illustrating the possibility of progress for future generations. In both cases, it is argued, the defence of revolution is offered in the context of illustrating the possibility of moral progress for the species, even if not for individual human beings, and brings out the centrality of (...) collective agency in moving toward universal moral goals. Discussing the implications of these points is of significant historical interest: it allows us to defend an interpretation of Kant’s political thought which is sensitive to the material conditions of historical development and to rescue Marx from an amoral reading of his philosophy of history. Reflecting on the role and preconditions of transformative collective agency is also of normative interest: it allows us to better evaluate the significance of political events that, firstly, re-shape the boundaries of political feasibility and, secondly, play a crucial educative role in motivating future progressive initiatives. L’intérêt public est au cœur de la sémantique politique : le syntagme est omniprésent dans les pratiques discursives du droit et de l’administration publics ainsi que dans les discours rhétoriques et polémiques des acteurs du débat public. Pourtant, s’il constitue un élément de langage fondamental, son contenu a rarement été défini : ce sont les usages à travers le temps qui peuvent en indiquer le sens, mais ce sens, pour n’avoir pas été explicitement posé, demeure nécessairement incertain et peut varier (...) selon les contextes, les énonciateurs et les destinataires à qui il est adressé.La difficulté sémantique tient à l’apposition quasiment oxymorique du terme d’« intérêt » – qui, logiquement, devrait être relatif à chaque individu – et de celui de « public » uni, uniforme et homogène. Sur quel fondement comment peut-on dégager un contenu objectif à l’expression? Peut-il être suffisamment précis et solide pour être le fondement de la légitimité politique, peut-il être le critère pour déterminer si la réalisation d’une politique publique est justifiée ou pas? L’imprécision sémantique empêche-t-elle d’établir l’existence d’un concept politique d’intérêt commun? C’est donc le statut épistémologique de l’intérêt public qu’il convient de questionner in fine : il nous faut déterminer de quel type d’objet épistémologique il s’agit pour saisir à quelles fins il est manipulé dans les pratiques discursives. Il s’agira dans cet article de développer la thèse selon laquelle l’intérêt public n’est pas un concept scientifique à proprement parler, ni une catégorie, ni même une expérience politique pure, il est éventuellement un concept au sens politique du terme, à comprendre comme une structure langagière, une fiction régulatrice toujours en cours de formation, historiquement élaborée en réponse à une anthropologie rationnelle. Pour cela, on mettra en évidence, dans un premier moment, l’absence de définition du prétendu concept d’intérêt public. Dans un second temps, nous expliquerons sa persistance paradoxale non seulement dans les discours politiques mais aussi dans les discours théoriques en revenant sur les étapes les plus importantes de la généalogie du concept. Finalement, nous pourrons développer les difficultés que suppose la qualification épistémologique de la notion « d’intérêt public » et proposer une interprétation de son statut. (shrink)

Walter Benjamin situe au milieu des années 1920 un tournant dans sa pensée, qu’il désigne comme sa « conversion à la théorie politique » : délaissant progressivement le paradigme métaphysique qui informe les textes de jeunesse, il s’emploie à penser l’émancipation politique. Cet article se propose d’étudier les effets de cette « conversion » dans la théorie esthétique de Benjamin – qui, de théorie de la critique, devient théorie de la perception –, pour comprendre que la « seconde » esthétique (...) ne rompt pas tant avec les catégories de la « première » qu’elle en propose la réélaboration dans un nouveau paradigme. Cette lecture synthétique et diachronique des écrits majeurs de Benjamin sur l’art s’attache à restituer la dynamique et la cohérence de la réflexion benjaminienne, qui conçoit dès l’abord la réception esthétique comme une pratique émancipatoire. Confirmatory bias, defined as the tendency to misinterpret new pieces of evidence as confirming previously held hypotheses, can lead to implacable, even incorrect decision making. It is one of the biases, along with anchoring, framing, and other judgment heuristic errors, that may lead to non-optimal behavior. This paper tests for the existence of confirmatory bias behavior in a uniquely economic setting (tax policy) and in a context relatively lacking in ambiguity. It also tests whether the confirmatory bias phenomenon can be (...) prevalent enough to affect aggregate outcomes, a characteristic important in economic models in particular. The results indicate not only that confirmatory bias exists, but that the confirmatory bias effect may be stronger for evidence relating to losses than for comparable evidence relating to gains. We seek to advance place-sensitive theory on cross-sector partnerships (CSPs) by investigating how partners cope with difficult place characteristics that affect their collaboration. To this end, we conduct an in-depth case study of a disaster relief CSP in which the partners had to cope with what we label _place intensity_ of disasters, as well as with what emerged as _place diversity_ of pre-/post-disaster contexts. Our findings illustrate the collaborative effects of these different place contexts and reveal two practices of _CSP (...) place work_ by which the partners sought to leverage their cross-fertilizing potential: They used the pre-/post-disaster contexts to anticipate and prepare for the place intensity and conveyed such intensity to pre-/post-disaster contexts to manage the place diversity and sustain the collaborative commitment. These insights advance CSP research, first, by outlining places’ agentic forces and exposing their different collaborative effects. Second, by introducing practices of cognitive and emotional CSP place work, we show how partners may integrate places into their CSP management to better handle their adverse effects. (shrink)

This paper brings into focus the idea that just as no third-personal way of thinking could capture the self-consciousness of first-person thought, no first- or third- personal way of thinking could capture the especially intimate way we have of relating to each other canonically expressed with our uses of ‘you’. It proposes, motivates and defends the view that second-person speech is canonically expressive of a distinctive way we have of thinking of each other, under a concept that refers de jure (...) to its addressee and whose availability depends on standing in a relation of interpersonal self-consciousness with another.
