The budget battles have hit the Indian Health Service hard: sequestration forced a 5 percent reduction in funds, followed by an additional 0.2 percent rescission in the recently passed Consolidated and Further Continuing Appropriations Act. Exempted from sequestration (and rightly so) were other very important health care programs such as the Veterans Administration Health Programs, the State Children's Health Insurance Programs, and Medicaid. Medicare has been reduced by only 2 percent, with that cut targeted to provider reimbursement so as to (...) avoid a reduction in service to beneficiaries. In March 2013, Representatives Betty McCollum, Tom Cole, and Michelle Lujan Grisham introduced a bill to reduce the impact of sequestration on the IHS to 2 percent (H.R. 1371). This bill was referred to the Committee on the Budget, but to date, there has been no movement on it.Why was the IHS susceptible to sequestration? Why is it considered a “discretionary” line item in the federal budget? Why is there not parity for Indians, whose health status remains far below that of mainstream America? As a matter of legal requirement, social contract, and moral obligation, the United States should fundamentally change how Indian Health is funded. (shrink)

Many professional organizations have established codes of ethics which members are expected to adhere to. These ethical codes serve an important function by containing the rules that govern the conduct of the members of the profession. Should the tourism industry be governed by a code of ethics? Is it important enough and large enough to spend a lot of time and energy developing a code of ethics since tourism is based on service rather than a physical good, which does not (...) lend itself to standardization or control? In order to recuperate these two representatives of medieval frauenlieder, The Wife’s Lament and Wulf and Eadwacer, a feminist poetics must acknowledge the medieval attitudes toward authority and authorship that allow the medievalist to privilege the voice of the text over the historical author or implied author. The modern concept of authorship, derived from a modern concept of the text as private property, valorizes the signature of the author and the author’s presumed control over and legal responsibility for his or (...) her text. With reference to modern literature, contemporary theory has interrogated this “author-function” quite aggressively in an attempt to pry the text away from the author and to valorize the functions of the reader, as Roland Barthes’s “Death of the Author” illustrates,13 or to reconsider the privileges of the subject, in order to “seize its functions, its interventions in discourse, and its system of dependencies,” as Michel Foucault’s essay “What Is an Author?” propoes.14 Foucault’s proposals concerning the place of the subject and the author-function directly challenge modern assumptions about the text as the property of an author: “We can easily imagine a culture where discourse would circulate without any need for an author. Discourses, whatever their status, form, or value, regardless of our manner of handling them, would unfold in a pervasive anonymity.”15 13. Steven Pinker proposes a game-theoretic framework to help explain the use of veiled speech in contexts where the ultimate aims of the speaker and hearer may diverge—such as cases of bribing a police officer to get out of a ticket and paying a maître d’ to get a table. This is presented as a response to what Pinker sees as the failure in H. P. Grice’s influential theory of meaning to recognize that speakers and hearers are not always cooperating. In (...) this paper I argue that Pinker mischaracterizes Grice’s views on cooperation, and use this to refine a positive picture of what sort of cooperation is demanded by Grice’s Cooperative Principle. This positive picture serves to insulate the Gricean framework from objectors—including Pinker—who overstate the obligations entailed by the adoption of the Cooperative Principle. I then argue that the cases Pinker presents are best treated by recognizing that in each instance the utterance is formulated with two intentions towards two different audiences and detail a resulting revision to Pinker’s game-theoretic framework that reflects this proposal. I conclude by demonstrating how this proposed game-theoretic framework of cooperation with multiple audiences can be used to model the costs and benefits of other types of discourse, including political speech. Those of us engaged in the education of future businesspersons need to ask about the efficacy of our efforts. The business person is, first and foremost, a member of the community, a citizen, attempting to meet the needs of that community by providing goods and services.The general public often perceives the businessperson as violating the ethical standards of the community. Business risks losing its social legitimacy by such activity. Universities are the appropriate institutions in which to inculcate the importance of (...) ethics and should go as far as it can to influence the ethical reasoning of graduates. However, research suggests that the traditional way of integrating ethics education into required functional courses actually results in a decline in moral reasoning. It is suggested that ethics educating needs to be personalized based on the individual student and that there is a need for experiential learning methods which would supplement and enhance standard classroom based ethics education. An appropriate goal for business ethics courses would be to make students aware of the ethical and social dimensions of the business decision making process. (shrink)

In recent work Sperber and Wilson expand on ideas initially presented in Relevance (1986) and flesh out continuua between showing and meaning, and determinate and indeterminate content. Drawing on Sperber and Wilson’s work, and at points defending it from what I see as potential objections, I present a Schema of Communicative Acts (SCA) that includes an additional third continuum between linguistic and non-linguistic content. The SCA clears the way for consideration of what exactly is meant by showing, the motivations of (...) speakers, how affect impacts expression, and metaphor. The SCA allows us to consider not only how but why we engage in certain forms of communicative behavior, and captures the incredible nuance of human interactions: said and meant, linguistic and non-linguistic, determinate and indeterminate. Isso foi feito a partir de análise documental e revisão bibliográfica crítica do que até então fora produzido. Realizamos uma breve descrição histórica de cada uma das vertentes –eclesiástica, livre e comunitária – para propor uma discussão que permita compreender a real heterogeneidade da radiodifusão comunitária brasileira.

Como género de escritura histórica, la síntesis ha recibido sucesivos vetos desde el final de la Segunda Guerra Mundial. Aquí, la decadencia de la síntesis se sustenta en dos hipótesis: desde el punto de vista teórico-institucional, la expansión de la historia social llevó a la adopción y difusión de estudios monográficos a partir de la década de 1960, con el surgimiento del posestructuralismo y su sucesor, el posmodernismo historiográfico. Luego de un acercamiento tópico a los fundamentos teóricos de la síntesis (...) en algunas referencias ineludibles, se sustenta a la luz de la historia pública la viabilidad de la síntesis como herramienta imprescindible en el taller de historia y como género historiográfico estratégico en la comunicación con audiencias más amplias. In this chapter we consider the theories of embodied cognition and extended mind with respect to the human ability to engage in numerical cognition. Such an enquiry requires first distinguishing between our innate number sense and the sort of numerical reasoning that is unique to humans. We provide anthropological and linguistic research to defend the thesis that places the body at the center of our development of numerical reasoning. We then draw on archaeological research to suggest a rough date for (...) when ancient humans first were able to represent numerical information beyond the body and in enduring material artifacts. We conclude by briefly describing how these capacities for embodied and extended numerical cognition shaped our world. (shrink)

Communication in archaeological artifacts is usually understood in terms of signs or signals, fleshed out under many guises. The notions of signs or signals that archaeologists employ often draw from Saussurean or Peircean semiotic theories from philosophy and linguistics. In this article I consider the consequences of whether we understand archaeological signals in terms of the Saussurean or Peircean framework, and highlight the fact that archaeologists have not always been precise in their use of relevant philosophical machinery. I will argue (...) further that interpretation of archaeological artifacts should be supplemented by a notion of meaning that goes beyond signals and leads us to understand meaning in terms of a specific creator’s communicative intention—which may deviate from how some signal was ordinarily used. This is what I call speaker meaning, drawing from philosophy of language. I then present specific examples from Egypt circa 1300 BC and 3500 BC and from France circa 12,000 BC that I argue are best treated with the proposed notion of speaker meaning. In the course of this discussion I consider questions that arise for current accounts of signals and metaphor in archaeology. Finally, I conclude by considering how my proposal relates to our understanding of decoration and style, humor, the advent of spoken language, and the nature of art. (shrink)

In An Introduction to Non-Classical Logic: From If to Is Graham Priest presents branching rules in Free Logic, Variable Domain Modal Logic, and Intuitionist Logic. I propose a simpler, non-branching rule to replace Priest's rule for universal instantiation in Free Logic, a second, slightly modified version of this rule to replace Priest's rule for universal instantiation in Variable Domain Modal Logic, and third and fourth rules, further modifying the second rule, to replace Priest's branching universal and particular instantiation rules in (...) Intuitionist Logic. In each of these logics the proposed rule leads to tableaux with fewer branches. In Intuitionist logic, the proposed rules allow for the resolution of a particular problem Priest is grappling with throughout the chapter. In this paper, I demonstrate that the proposed rules can greatly simplify tableaux and argue that they should be used in place of the rules given by Priest. (shrink)

In 1990, the comptroller of the Catholic Diocese of Buffalo was charged with the embezzlement of eight million dollars of money belonging to the Diocese, He was subsequently convicted and served several years in state prison. Using this case as a starting point, this paper looks at several examples of white-collar crime and religious institutions. Should justice or mercy be the operative virtue in dealing with such criminals?

In comparison to activist films with an “in your face” aesthetic, Food, Inc. seems positively tame. Rather than shock viewers with direct images of distasteful, disgusting, immoral, and outrageous practices in the food industry, it provokes and performs physical and moral disgust by its paradoxical (and perhaps quintessentially documentary) combination of proximity and immediacy with distance and delay. This close textual analysis reveals the film’s use of images to defer, deflect, and dodge, in such a way as to emphasize the (...) temporal ‘lag time’ that Sara Ahmed argues is intrinsic to disgust and that connects as well to what Malin Wahlberg calls ‘documentary time.’. Le Musée d’Anatomie humaine de l’Université de Turin , créé en 1739, fut transféré en 1898 dans le bâtiment où il se trouve actuellement, dans des locaux caractérisés par une architecture monumentale. Il a été récemment restauré dans le but de retrouver l’atmosphère de l’époque, et en même temps, le projet à fait l’objet d’une réflexion attentive sur les possibilités de le transformer de musée savant en musée communiquant. Le Musée d’Anatomie humaine fait partie d’un pôle muséal turinois en développement (...) qui comprend actuellement, en outre, le Musée des Fruits et le Musée d’Anthropologie criminelle « Cesare Lombroso ». Ces trois musées, qui accueillent presque 200 visiteurs par jour, offrent un bel aperçu du positivisme scientifique, qui fut particulièrement important à Turin.The University of Turin’s Museum of Human Anatomy, founded in 1739, was transferred in 1898 to the building it still occupies, which is notable for its monumental style of architecture. It was recently restored to the atmosphere of its day, but during the project, careful consideration was given to possibilities for transforming this scholarly establishment into a communicational museum. It is one of those included in Turin’s new museums project, alongside the Museum of Fruit and the Cesare Lombroso Museum of Criminal Anthropology. All three museums, which have about 200 visitors a day, offer valuable insights into scientific positivism, which was particularly influential in Turin. (shrink)

We examine the issue of entrepreneurial gender bias by focusing on the underlying mechanisms that impact the likelihood of receiving external venture-capital financing. We claim that gender bias negatively affects socially attributed dimensions (such as the stigma ascribed to entrepreneurs who have previously suffered a failure), while it has no effect on objective dimensions (such as the experience gained by entrepreneurs). Our results, based on 2088 US firms, show that female entrepreneurs are less likely to attract external funds if they (...) have previously encountered failure. This negative effect becomes less impactful when novel or serial successful entrepreneurs are considered. Consequently, novel or serial successful entrepreneurs are expected to suffer less from gender bias if compared to peers who experienced a failure during their entrepreneurial career. (shrink)
