This article contributes to the debate about how regulatory science for agricultural technologies can be ‘opened up’ for a more diverse set of concerns and knowledges. The article focuses on the regulation of ‘socio-economic considerations’ for genetically modified organisms. While numerous countries have declared their intent to include these considerations in biotechnology decision-making, it is currently unclear both what counts as a socio-economic consideration and how such considerations should be assessed. This article provides greater clarity about how socio-economic considerations can (...) be included in regulations by drawing upon the experience of two countries whose efforts in this field are particularly advanced: Kenya and South Africa. Based on extensive fieldwork, this article identifies the contours of an emerging regulatory regime by presenting two practice-based models for including socio-economic considerations in biotechnology decision-making. Whereas Kenya has taken a bottom-up process prior to assessing the first technologies and strongly emphasises scientific expertise, South Africa has instead established regulatory standards in an ad hoc fashion on a case-to-case basis, with a less prominent role for scientific evidence. The discussion of the distinct characteristics and tensions of both models provides insight into two potential pathways for including socio-economic considerations in the regulation of agricultural technologies. How are masculinity and nationalism intertwined? This question has received scant theoretical attention, and existing theories tend to focus on their shared ideals and are embedded in a heteronormative, homophobic, and patriarchal framework. Such views imply a static relationship between the two phenomena and are incompatible with the recent phenomenon of homonationalism and the incorporation of some homosexual bodies within the nation. Addressing this theoretical gap, this article develops a more holistic framework of the relationship between nationalism and masculinity. Drawing (...) on relational sociology, it conceptualises nationalism as competing masculinities. It argues that the link between masculinities and nationalism is not found in their overlapping substantive ideals, but rather that the two phenomena are co-constructed through their overlapping Othering processes. The proposed theoretical framework does not only provide a more dynamic understanding of the link between masculinity and nationalism, but it also helps to overcome the apparent duality between homonationalism and heteronationalism. It is shown that both phenomena are in fact two sides of the same coin, with the main difference between them being the location of homophobia as a technology of Othering within different types of Self/Other relations. Overall, the article provides an analytical tool that allows for the contextualisation and understanding of seemingly contradictory features of nationalism and its relationship to masculinity. In this study, I examine the institutional model of data science as a nascent profession undergoing an occupational founding phase. Drawing on interviews with sixty data scientists, senior managers, and professors from Israel as well as observations at the local professional community’s events, I argue that data scientists endorse an open institutional model, upholding largely internet-based institutions focusing on knowledge sharing, networking, and collaboration. This model grants data scientists expertise, autonomy, and authority vis-à-vis clients, employers, and states; provides them with (...) continued credentialing independent of employing organizations; encourages the wide entry of new members; and helps them deal with the accelerated temporality of their field. This open model enables an omnivorous spreading of data science expertise and is used to challenge professionalization as an occupational-institutional model in other professions. This article explores the relation between innovation and resources that are governed as commons by looking at the governance of potato genetic resources, especially in the context of the emergence ofhybrid diploid potato breedingthat will enable potato propagation through true seeds. As a new breeding tool, hybrid diploid potato breeding may not only revolutionize traditional potato breeding practices, it may also strongly affect current governance modes of potato genetic resources as a commons. Contrary to conventional accounts of the commons that (...) treat technological innovation mainly as an exogenous factor, we argue that technological innovation can better be understood as an endogenous factor. In particular, we develop aco-production frameworkof innovation and the commons that draws attention to the different ways in which innovation, commons and its governance interact. Using this framework, we demonstrate that the constitution of potato genetic resources as a commons cannot be understood without considering the various ways in which technological innovation affects resources and mediate how these are governed. While reversely, technological innovations themselves are also enabled and constrained by users who govern potato genetic resources as a shared resource. We argue that changes in the governance of genetic resources can be understood as a change from one socio-technical constellation to another, whereby innovations, resources, and institutions are continuously co-produced. To Blondel, this path presupposes overcoming the position of positivism. Blondel reckons only with the ethical drive of the will’s desire. The way he chooses allows him to penetrate as far as to the natural desire of god, fulfilled by revelation. The act of faith, however, does not belong to philosophy. Synthetic biology, as an engineering approach to biological systems, has the potential to disruptively innovate the development of vaccines, therapeutics, and diagnostics. Data accessibility and differences in data-usage capabilities are important factors in shaping this innovation landscape. In this paper, the data that underpin synthetic biology responses to the COVID-19 pandemic are analyzed as positional information goods—goods whose value depends on exclusivity. The positionality of biological data impacts the ability to guide innovations toward societally preferred goals. From both an ethical (...) and economic point of view, positionality can lead to suboptimal as well as beneficial situations. When aiming for responsible innovation (i.e. embedding societal deliberation in the innovation process), it is important to consider hurdles and facilitators in data access and use. Central governance and knowledge commons provide routes to mitigate the negative effects of data positionality. (shrink)

This paper outlines a critical, textual approach for the analysis of the relationship between different actors in information technology (IT) production, and further concretizes the approach in the analysis of the role of users in the open source software (OSS) development literature. Central concepts of the approach are outlined. The role of users is conceptualized as reader involvement aiming to contribute to the configuration of the reader (to how users and the parameters for their work practices are defined in OSS (...) texts). Afterwards, OSS literature addressing reader involvement is critically reviewed. In OSS context, the OSS writers as readers configure the reader and other readers are assumed to be capable of and interested in commenting the texts. A lack of OSS research on non-technical reader involvement is identified. Furthermore, not only are the OSS readers configured, but so are OSS writers. In OSS context while writers may be empowered, this clearly does not apply to the non-technical OSS readers. Implication for research and practice are discussed. (shrink)

In the first chapter of my book Tradition and Originality in Plautus: Studies of the Amatory Motifs in Plautine Comedy, I have expressed the view that mythological hyperboles in which the Comic character asserts his superiority in one respect or another to a mythological hero, far from being a product of Plautus' own imagination, as suggested by E. Fraenkel, are a specifically Greek element, adapted by Plautus from his originals. Here I should like to draw attention to one particular aspect (...) of the pattern of thought in question, not dealt with in my book, which reinforces my argument and further underlines the traditional framework of which this pattern forms part. Traditionally, Thomas S. Kuhn’s The Structure of Scientific Revolutions (1962) is largely identified with his analysis of the structure of scientific revolutions. Here, we contribute to a minority tradition in the Kuhn literature by interpreting the history of evolutionary biology through the prism of the entire historical developmental model of sciences that he elaborates in The Structure. This research not only reveals a certain match between this model and the history of evolutionary biology but, more importantly, also sheds new light (...) on several episodes in that history, and particularly on the publication of Charles Darwin’s On the Origin of Species (1859), the construction of the modern evolutionary synthesis, the chronic discontent with it, and the latest expression of that discontent, called the extended evolutionary synthesis. Welch :263–279, 2017) has recently proposed two possible explanations for why the field of evolutionary biology is plagued by a steady stream of claims that it needs urgent reform. It is either seriously deficient and incapable of incorporating ideas that are new, relevant and plausible or it is not seriously deficient at all but is prone to attracting discontent and to the championing of ideas that are not very relevant, plausible and/or not really new. He argues for the second explanation. (...) This paper presents a twofold critique of his analysis: firstly, the main calls for reform do not concern the field of evolutionary biology in general but rather, or more specifically, the modern evolutionary synthesis. Secondly, and most importantly, these calls are not only inspired by the factors, enumerated by Welch, but are also, and even primarily, motivated by four problematic characteristics of the modern synthesis. This point is illustrated through a short analysis of the latest reform challenge to the modern synthesis, the so-called extended evolutionary synthesis. We conclude with the suggestion that the modern synthesis should be amended, rather than replaced. (shrink)

The aim of this paper is to present a new logic-based understanding of the connection between classical kinematics and relativistic kinematics. We show that the axioms of special relativity can be interpreted in the language of classical kinematics. This means that there is a logical translation function from the language of special relativity to the language of classical kinematics which translates the axioms of special relativity into consequences of classical kinematics. We will also show that if we distinguish a class (...) of observers in special relativity and exclude the non-slower-than light observers from classical kinematics by an extra axiom, then the two theories become definitionally equivalent. Furthermore, we show that classical kinematics is definitionally equivalent to classical kinematics with only slower-than-light inertial observers, and hence by transitivity of definitional equivalence that special relativity theory extended with “Ether” is definitionally equivalent to classical kinematics. So within an axiomatic framework of mathematical logic, wee xplicitly show that the transition from classical kinematics to relativistic kinematics is the knowledge acquisition that there is no “Ether”, accompanied by a redefinition of the concepts of time and space. Civil society organizations (CSOs) have significantly impacted on the politics of health research and the field of bioethics. In the global HIV epidemic, CSOs have served a pivotal stakeholder role. The dire need for development of new prevention technologies has raised critical challenges for the ethical engagement of community stakeholders in HIV research. This study explored the perspectives of CSO representatives involved in HIV prevention trials (HPTs) on the impact of premature trial closures on stakeholder engagement. Fourteen respondents from South (...) African and international CSOs representing activist and advocacy groups, community mobilisation initiatives, and human and legal rights groups were purposively sampled based on involvement in HPTs. Interviews were conducted from February-May 2010. Descriptive analysis was undertaken across interviews and key themes were developed inductively. CSO representatives largely described positive outcomes of recent microbicide and HIV vaccine trial terminations, particularly in South Africa, which they attributed to improvements in stakeholder engagement. Ongoing challenges to community engagement included the need for principled justifications for selective stakeholder engagement at strategic time-points, as well as the need for legitimate alternatives to CABs as mechanisms for engagement. Key issues for CSOs in relation to research were also raised. (shrink)

Whole brain emulation aims to re-implement functions of a mind in another computational substrate with the precision needed to predict the natural development of active states in as much as the influence of random processes allows. Furthermore, brain emulation does not present a possible model of a function, but rather presents the actual implementation of that function, based on the details of the circuitry of a specific brain. We introduce a notation for the representations of mind state, mind transition functions (...) and transition update functions, for which elements and their relations must be quantified in accordance with measurements in the biological substrate. To discover the limits of significance in terms of the temporal and spatial resolution of measurements, we point out the importance of brain region and task specific constraints, as well as the importance of in-vivo measurements. SummaryThe aim of this article is to shed light on some elements of the context in which the Dutch translation of the British Merchant of 1728 was published. At first sight the translation appears to be a straightforward mercantile handbook. No additions are made to the English language original of 1721, other than a set of tables. Yet, precisely in this mercantile function lies a different political significance. The argument of this article, built up through contextual reconstruction and analysis of (...) a number of pamphlets, trade handbooks and periodicals, is that the Historie van den algemenen en bijzonderen koophandel van Groot Brittannien provided an instrument to its Dutch readers, presumably consisting to a large extent of merchants and politicians, for coming to grips with the reality of international commerce that had emerged following the War of the Spanish Succession. Understanding, and subsequently being able to react to, the recent history of British trade and Hanoverian commercial politics had by the 1720s become a key factor in the development of Dutch trade and of the new outlooks on international politics that were required to preserve the Republic. The article suggests that the publisher of the Dutch translation of the British Merchant, a Huguenot from Delft, along with other Dutch Huguenot publishers tended to translate and publish specific texts that paved the way for a commercial politics that combined allegiance to Britain and Austria with a vision of European trade that was of French origin and contrasted with British principles of foreign trade. Social workers must often decide about priority at a case level, in a context of scarce resources. These decisions are disputable and controversial, which raises the question on what grounds are they made in practice. This article addresses that question through an empirical study of real-life case discussions in youth care in Flanders, the Dutch-speaking part of Belgium. Toulmin’s argumentation model is used to analyse the data. The study finds that most case discussions are processed in a rather technical manner. (...) But where there is active deliberation, key incidents show that the decision-makers undertake active and personal interpretation of the situation at hand, and that they also take a personal stance on the criteria for assigning priority. In other words, their practice can be understood as a hermeneutical activity. The article’s main conclusion is that the prioritisation process illustrates the moral-political core that is present in any social work decision-making practice. As this moral-political core seems to be hidden most of the time behind a technical-rational approach, questions remain whether the professionals involved are aware that it characterises their own judgements and whether insights into its nature are stimulated. We investigate empirically whether framing in general, and the use of Simplifying Models as a framing tool in particular, has an effect on the way topics are cognitively construed. Existing studies on framing in linguistics have either been theoretical or descriptive. Going beyond such methodologically simple approaches, we use a more rigid test design involving the use of a control group, the construction of test conditions in which different Simplifying Models constitute the major source of variation, the inclusion of independent (...) variables like age and prior knowledge of the subjects, and the use of linear and logistic regression analysis. Our results show that our more rigid methodological approach yields a more reliable image of the effect of Simplifying Models on the way in which people deal with information on a complex topic like sustainable food production. Fleshing out these effects further may in time lead to a better informed construction of communication on complex social topics. (shrink)

Human practices in which animals are involved often include the application of technology: some farmed animals are for example milked robotically or monitored by smart technologies, laboratory animals are adapted to specific purposes through the application of biotechnologies, and pets have their own social media accounts. Animal ethicists have raised concerns about some of these practices, but tend to assume that technologies are just neutral intermediaries in human-animal relations. This paper questions that assumption and addresses how technologies might shape human-animal (...) relations in non-neutral ways. Building on the technological mediation approach, it proposes that technologies can influence human-animal relations by amplifying and reducing certain aspects of animals in human perception or by inviting and inhibiting certain actions towards animals. The paper next considers, in two concretizing steps, how this theoretical starting point can enrich ethical discussions on technology and human-animal relations. First, it shows how the technological mediation approach can help to conceptualize a main concern that has been raised regarding the impact of technologies on human-animal relations, namely the concern that animals might be ‘instrumentalized’ or ‘objectified’ in certain technological practices. Second, it considers how this approach can guide investigations of how particular technologies might affect human-animal relations, taking genetic selection technologies as used in livestock breeding as a case. The paper closes by briefly reviewing the prospects and challenges for the application of the technological mediation approach to human-animal relations, thus sketching directions for future research. Although Humphreys & Forde's HIT provides a comprehensive account of category-specific deficits, standard models of categorization and identification may also be able to explain many aspects of such deficits. The assumptions of an exemplar-based account of category- specific deficits are presented, and it is argued that exemplar models may be able to explain key findings on impaired object identification and categorization.

This volume is an important re-evaluation of space and spatiality in the late Renaissance and early modern period. History of science has generally reduced sixteenth and seventeenth century space to a few canonical forms. This volume gives a much needed antidote. The contributing chapters examine the period’s staggering richness of spatiality: the geometrical, geographical, perceptual and elemental conceptualizations of space that abounded. The goal is to begin to reconstruct the amalgam of “spaces” which co-existed and cross-fertilized in the period’s many (...) disciplines and visions of nature. BACKGROUND: The availability of costly safety measures against transfusion-transmissible infections forces Western countries to confront difficult ethical questions. How to decide about implementing such measures? When are such decisions justified? As a preliminary to addressing these questions, we assessed which concerns shape actual donor blood safety policymaking in five Western countries. STUDY DESIGN AND METHODS: Our qualitative study involved determining which issues had been discussed in advisory committee meetings and capturing these issues in general categories. Appropriate documents were identified in (...) collaboration with local decision-making experts in Canada, Germany, the Netherlands, the United States, and the United Kingdom. The introduction of hepatitis B virus nucleic acid testing and selected measures against variant Creutzfeldt-Jakob disease, West Nile virus, and Q-fever were chosen as cases representing decision-making on safety measures with high costs and low or uncertain added safety. RESULTS: A broad inventory of concerns was established, including: 1) nine categories of advantages and disadvantages of candidate safety policies; 2) six kinds of difficulties in assessing risks and forecasting the effects of safety policies; 3) 13 decision-making principles; and 4) six kinds of practical barriers hampering the translation of candidate policies into decisions. CONCLUSION: Blood safety policymaking involves a wide variety of competing concerns, and approaches to reconcile these considerations are themselves contested. Developing a systematic decision-making approach requires ethical reflection on, among others, reasonable costs of safety and the value of transparency in public policy. (shrink)

Tolerance for blood transfusion risks is very low, as evidenced by the implementation of expensive blood tests and the rejection of gay men as blood donors. Is this low risk tolerance supported by the precautionary principle, as defenders of such policies claim? We discuss three constraints on applying the precautionary principle and show that respecting these implies tolerating certain risks. Consistency means that the precautionary principle cannot prescribe precautions that it must simultaneously forbid taking, considering the harms they might cause. (...) Avoiding counterproductivity requires rejecting precautions that cause more harm than they prevent. Proportionality forbids taking precautions that are more harmful than adequate alternatives. When applying these constraints, we argue, attention should not be restricted to harms that are human caused or that affect human health or the environment. Tolerating transfusion risks can be justified if available precautions have serious side effects, such as high social or economic costs. (shrink)

For simplicity, most of the literature introduces the concept of definitional equivalence only for disjoint languages. In a recent paper, Barrett and Halvorson introduce a straightforward generalization to non-disjoint languages and they show that their generalization is not equivalent to intertranslatability in general. In this paper, we show that their generalization is not transitive and hence it is not an equivalence relation. Then we introduce another formalization of definitional equivalence due to Andréka and Németi which is equivalent to the Barrett–Halvorson (...) generalization in the case of disjoint languages. We show that the Andréka–Németi generalization is the smallest equivalence relation containing the Barrett–Halvorson generalization and it is equivalent to intertranslatability, which is another definition for definitional equivalence, even for non-disjoint languages. Finally, we investigate which definitions for definitional equivalences remain equivalent when we generalize them for theories in non-disjoint languages. (shrink)

The first “R” from animal research ethics prescribes the replacement of animal experiments with animal-free alternatives. However, the question of when an animal-free method qualifies as an alternative to animal experiments remains unresolved.Drawing lessons from another debate in which the word “alternative” is central, the ethical debate on alternatives to germline genome editing, this paper develops a general account of when something qualifies as an alternative to something. It proposes three ethically significant conditions that technique, method, or approach X must (...) meet to qualify as an alternative to Y: (1) X must address the same problem as Y, under an appropriate description of that problem; (2) X must have a reasonable chance of success, compared to Y, in solving the problem; and (3) X must not be ethically unacceptable as a solution. If X meets all these conditions, its relative advantages and disadvantages determine whether it is preferable, indifferent, or dispreferable as an alternative to Y.This account is then applied to the question of whether animal-free research methods qualify as alternatives to animal research. Hematopoiesis unfolds within the bone marrow niche where hematopoietic stem cells (HSCs) play a central role in continually replenishing blood cells. The hypoxic bone marrow environment imparts peculiar metabolic characteristics to hematopoietic processes. Here, we discuss the internal metabolism of HSCs and describe external influences exerted on HSC metabolism by the bone marrow niche environment. Importantly, we suggest that the metabolic environment and metabolic cues are intertwined with HSC cell fate, and are crucial for hematopoietic processes. Metabolic dysregulation within the (...) bone marrow niche during acute stress, inflammation, and chronic inflammatory conditions can lead to reduced HSC vitality. Additionally, we raise questions regarding metabolic stresses imposed on HSCs during implementation of stem cell protocols such as allo‐SCT and gene therapy, and the potential ramifications. Enhancing our comprehension of metabolic influences on HSCs will expand our understanding of pathophysiology in the bone marrow and improve the application of stem cell therapies. (shrink)

There is a tendency in the literature on local digital media use and neighborhood outcomes to conceptualize Social Network Sites as mere transmission channels, thereby ignoring SNSs’ dynamics and limiting the understanding of their role in neighborhood life. Informed by Communication Infrastructure Theory and social media literature, we propose and test a model to investigate the association between the use of SNSs, appropriated as online neighborhood networks, and neighborhood sense of community. We administered a survey to Flemish online neighborhood network (...) users and found that active localized SNS use brings about an online sense of community and community awareness, which both independently lead to a neighborhood sense of community. Based on these findings, we argue that SNSs, appropriated as online neighborhood networks, function simultaneously as neighborhood hotspots in a neighborhood’s communication action context as well as community awareness media in a neighborhood’s storytelling network. This article discusses the early history of academic statistics in the Netherlands in relation to the reform challenges of the Dutch state. Statistics, before it developed into a predominantly quantitative social science, was adopted around 1800 by Adriaan Kluit as a method for shaping and articulating his political vision. Kluit's politics, the article suggests, echoed the specific outlook on the ‘intrinsic power’ of the Dutch Republic as a trading state that was developed during William IV's stadholderate in the mid eighteenth (...) century. Through the ideas of later writers and statesmen who had trained as statisticians this same approach to envisaging the Dutch future in international trade and politics was carried over into nineteenth-century Dutch political economy and constitutional reform. In recent intervention campaigns sensitizing about harmful practices in eastern Africa, the beliefs and institutions of rural populations are marked out: culture is the culprit. This article concentrates on the most targeted region, Sukuma-speaking communities in Tanzania, to verify the stigmatizing impact of institutions: whether bridewealth treats women as commodities, whether children withnsebudisorder are stigmatized, and why children living with albinism are stigmatized. Complementing the situational analysis of power relations, cultural analysis approaches institutions as established practices in a group and (...) as generated from the palette of experiential frames constituting the cultural system prevailing in that group. The method’s sensitivity to intracultural diversity highlights the local capacity of applying cultural logics, ethically framing situations and creating new institutions, for instance by female healers protecting their clients against stigmatization. The method permits to conclude, for the cases studied, that institutions categorizing people prevent rather than cause the discreditable social status known as stigma. (shrink)

I argue that the imagination plays a central role in the thought of the Cambridge Platonist Henry More. First, physiological descriptions of melancholy and imagination were at the heart of his attack against enthusiasm and atheism. Second, in order to defend his metaphysical dualism, he had to respond to traditional accounts of the imagination as a mediating faculty between body and soul. Third, More also opposed the traditional view that the imagination was a material faculty, because in the context of (...) 17th century philosophy and medicine, such ideas could lead to materialism. More's metaphysics led him to propose a novel view in which the imagination was part of the immaterial soul and at the same level as reason. In his physiological descriptions, however, he retained a gradualist view on the imagination that suggested intermediate stages between material and immaterial substances. Although his metaphysical and physiological descriptions seem to conflict, I suggest that the conflict can be mitigated by his interpretation of the body as the instrument of the soul. (shrink)
