This paper theorizes that the effect of human rights violations on US economic aid is conditioned by the salience of US national security concerns. National security concerns will be more salient in situations where recipients contribute to maintaining US security and in temporal eras when the USA is perceived as being under increased external threat. As the relational and temporal salience of national security increases, any negative effect of human rights violations on US economic aid should decrease. I test this (...) hypothesis by examining US economic aid allocations to states from 1977 to 2005. The results show that the salience of national security concerns present in the US-recipient relationship does condition the relationship between human rights violations and US economic aid. There are also significant differences between different temporal eras of US foreign aid allocation. Future work should address how conflicts between interests and values in US foreign policy are negotiated. (shrink)

President Trump verbally attacked human rights in his campaign rhetoric in 2016, leading many to believe that he would undermine the role of human rights in US foreign policy as President. I examine whether or not President Trump’s anti-human rights rhetoric manifested in US foreign policy by analyzing potential changes in how human rights were considered in foreign aid allocations under the Trump Administration. While President Trump had a number of executive tools at his disposal to exert control over foreign (...) aid allocation, he would still have had to overcome considerable bureaucratic and legislative inertia in order to implement his anti-human rights agenda in US foreign aid. I demonstrate that he was unsuccessful in overcoming this inertia, at least in the first 2 years of his Administration (the years for which data is currently available). If anything, human rights received more consideration under President Trump than under President Obama. (shrink)

He portrays metaphysics as charting the possibilities of existence, by idetifying the categories of being and the relations of ontological dependency between entities of different categories. He proceeds to set out a unified and original metaphysical system: he defends a substance ontology, according to which the existence of the world (...) s one world in time depends upon the existence of persisting things which retain their identity over time and through processes of qualitative change. And he contends that even necessary beings, such as the abstract objects of mathematics, depend ultimately for their existence upon there being a concrete world of enduring substances. There is a widespread assumption that the classical work in philosophical semantics of Saul Kripke (1980) and Hilary Putnam (1975) has taught us that the essences of natural kinds of substances, such as water and gold, are discoverable only a posteriori by scientific investigation. It is such investigation, thus, that has supposedly revealed to us that it is an essential property of water that it is composed of H2O molecules. This is the way in which Scott Soames, in a recent (...) paper, makes the point in the case of water and H2O: [Here is] how a Kripkean explanation of the necessary a posteriority of [‘Water = H2O’] would go – or at any rate my version of it. The account holds that ‘water’ is a non-descriptive, directly-referential term designating a substance – where substances are taken to be physically constitutive kinds (instances of which share the same basic physical constitution). It is further assumed that a kind of this sort may have different instances in different world-states, and that if a and b are kinds with the same instances in all possible world-states, then a is b. These are clearly metaphysical assumptions, to which we add the natural corollary that for any substance, s, if, in some possible world-state, instances of s have a certain molecular structure, then instances of s have that structure in every world-state. In other words, we assume that it is an essential property of a substance that instances of it have the molecular structure they do. From this it follows that [‘Water = H2O’] is necessary if true, and that ‘H2O’– which I take to be equivalent to ‘the substance instances of which have a molecular structure with two hydrogen atoms and one oxygen atom’– is a rigid designator. Being true, [‘Water = H2O’] is, therefore, necessary. Since knowing the proposition it expresses requires knowing of a certain substance that its instances have a particular chemical structure, [‘Water = H2O’] is knowable only a posteriori. Lowe demonstrates the inadequacy of physicalism, even in its mildest, non-reductionist guises, as a basis for a scientifically and philosophically acceptable account of human beings as subjects of experience, thought and action. A highly contentious issue in recent philosophy of logic has been the question of whether there can be contingently true identity statements. In this paper I want to investigate a possible loop-hole in the standard argument of the necessitarians (i.e., those who maintain that any true identity statement is necessarily true).

A common exhortation by conservationists suggests that we can solve ecological problems by returning to the attitudes of traditional societies: reverence for resources, and willingness to assume short-term individual costs for long-term, group-beneficial sustainable management. This paper uses the 186-society Standard Cross-Cultural Sample to examine resource attitudes and practices. Two main findings emerge: (1) resource practices are ecologically driven and do not appear to correlate with attitude (including sacred prohibition) and (2) the low ecological impact of many traditional societies results (...) not from conscious conservation efforts, but from various combinations of low population density, inefficient extraction technology, and lack of profitable markets for extracted resources. This article analyses the role of ideas about class in the conceptualization of citizenship in twentieth-century Britain. It argues that the way in which citizenship was conceptualized involved a process of ideological engagement, by which a specific interpretation of the concept of class was asserted, and other possible interpretations closed off, as a result of particular preferences and priorities. The analysis is pursued through a comparative case study of the way in which two particular thinkers -- Henry Jones and T.H. (...) Marshall -- developed their ideas about citizenship within two different historical contexts in Britain: the late nineteenth century through to the 1910s, and the 1940s through to the 1970s. Jones and Marshall defined their conceptions of citizenship in opposition to notions of class as a basis for social organization, and both saw citizenship as a means by which individuals could trans- cend the boundaries of class. The specific way in which each interpreted the concept of class, however, led to different conclusions as to the process by which this would be achieved, which, in turn, determined the principles upon which they based their conceptions of citizenship. La recherche néotestamentaire a mis en oeuvre une certaine méthode qui était en vogue en philologie classique durant le 19ème siècle, mais qui fut finalement rejetée par la plupart des philologues classiques. Il s'agit d'une méthode sceptique plutôt que critique, car elle rend toute prétention à la connaissance problématique ou même impossible. Son origine dernière se trouve dans (...) la méthode du doute systématique proposée par Descartes. Telle qu'elle est pratiquée aujourd'hui, cependant, la méthode sceptique est semblable à la philosophie de la science suggérée par le cercle de Vienne en les années 1920, mais que les héritiers de cette école regardent aujourd'hui comme trop simpliste. Des exemples concrets, tirés de la pratique courante de la recherche, montrent comment une méthode sobrement critique peut trouver place dans les études du Nouveau Testament, à condition seulement que les dangers de la méthode sceptique soient clairement aperçus. In recent work, E. J. Lowe presents an essence-based account of our knowledge of metaphysical modality that he claims to be superior to its main competitors. I argue that knowledge of essences alone, without knowledge of a suitable bridge principle, is insufficient for knowing that something is metaphysically necessary or metaphysically possible. Yet given Lowe's other theoretical commitments, he cannot account for our knowledge of the needed bridge principle, and so his essence-based modal epistemology remains incomplete. In addition (...) to that, Lowe's account implies a psychologically unrealistic reconstruction of how we ordinarily acquire knowledge of metaphysical modalities. The discussion of Lowe's suggestive essence-based account is also intended as a case study that illustrates a more general problem in the epistemology of modality: the great difficulty of explaining our modal knowledge in terms of a single overtly nonmodal kind of knowledge. The failure of Lowe's account suggests that such a sweeping reductive explanation of our modal knowledge might simply not be available. This should be good news for those philosophers who champion less reductive or more pluralistic accounts of our modal knowledge. (shrink)

This paper assesses the effect of DNA barcoding—the use of informative genetic markers to identify and discriminate between species—on taxonomy. Throughout, we interpret this in terms of _varipraxis_, a concept we introduce to make sense of the treatment of biological variation by scientists and other practitioners. From its inception, DNA barcoding was criticised for being reductive, in attempting to replace multiple forms of taxonomic evidence with just one: DNA sequence variation in one or a few indicative genes. We show, though, (...) how DNA barcoding has not narrowed or reduced taxonomy in the way it was projected to. We examine the development and implementation of DNA barcoding across three kingdoms of life: animals, plants, and protists. Through this, we demonstrate that for DNA barcoding to work, the range of acceptable intra-specific variation needs to be demarcated from variation deemed to be characteristic of inter-specific differences. Consequently, biological processes responsible for particular patterns of variation need to be investigated and understood. This encourages an integrative disposition towards understanding and explaining the evolutionary processes affecting the rate and nature of change at the nucleotide level. We detail how the impact of DNA barcoding has manifested differently across the three kingdoms we examine, assessing this in terms of the ontological commitments that are held and instantiated in practice. Based on this evaluation, we consider the problem of studying multi-kingdom communities, and assess the consequences of our analysis for understanding classification and taxonomy. (shrink)
