The mobile internet provides new and easier ways for people to organise themselves, raise issues, take action, and interact with their city. However, lack of information or motivation often prevents citizens from regularly contributing to the common good. In this paper, we present DoGood, a mobile app that aims at motivating citizens to join civic activities in their local community. Our study asks to what extent gamification can motivate users to participate in civic activities. The term civic activity is not (...) yet well defined, so we collect activities citizens consider to be civic to work towards a broadly accepted definition of the term. The DoGood app uses gamified elements that we studied to gauge their role in encouraging citizens to submit and promote their civic activities as well as to join the activities of others. DoGood was implemented and deployed to citizens in a five-week-long user study. The app succeeded in motivating most of its users to do more civic activities, and its gamified elements were well received. (shrink)

Para este trabajo, seleccionamos los programas Bailando por un sueño, Intratables y El show de la mañana, y retomamos algunas expresiones de los sujetos que participaron en grupos de discusión durante los meses de octubre, noviembre y diciembre de 2016 en Ciudad Autónoma de Buenos Aires, Rosario y Córdoba.Estos programas televisivos, en tiempos de una “democracia mediatizada”, son centrales en la modelización de lo político en un sentido muy distinto a lo que definía el concepto de “videopolítica” en los 90. Uno de los cambios a considerar remite al impacto del desarrollo de internet y a los dispositivos asociados para un tipo de “participación mediatizada” en vivo, que transforma sustantivamente el lugar y la posición que tenía el espectador de los viejos medios masivos de comunicación. Con relación al “objeto” de estos programas, es posible identificar y reconstruir una modelización recurrente en el qué se dice y cómo; construcción ideológica que encuentra en la macro forma compartida del panel, por ejemplo, una manera de presentar “diversidad de voces”, en tanto expresión resultante del proceso de trabajo que vincula estética y política en la construcción de una “verdad” sobre el contexto político actual.La estrategia expositiva y argumentativa es la siguiente: 1) Presentamos y caracterizamos estructuralmente a los programas seleccionados y los vinculamos con expresiones rescatadas de los grupos de discusión. 2) Seleccionamos ejes de comparación que posibilitan la precisión de recurrencias entre ellos. 3) Finalmente, con los resultados del recorrido descriptivo y analítico, exponemos rasgos y dinámicas de las novedosas formas de estetización de lo político —en el sentido benjaminiano— como proceso orientado a que las masas —en nuestro caso, los individuos— expresen sus demandas. The historical review of Brazilian foreign policy is in a constant debate, revealing the gap between the development aspirations of a Southern actor and its obstacles to inserting itself into the North. Immersed in this discussion, this article identifies Itamaraty's defining features, seeking to shed light on the ideas that nourish his political thinking today. First, it outlines the three ideational currents that dispute foreign policy decision-making and its effects up to 1990. Next, it analyses the gradual rise of Brazil's (...) international legitimacy based on a foreign policy of prestige. Finally, it examines the decline of Brazilian foreign policy since 2014. This article aims to contribute to the systematic characterization of Itamaraty's schools of thought, tracing some of the narratives that permeate Brazil's international identity. (shrink)

Die gesellschaftspolitischen Konflikte um die Verschärfung von Fluggastkontrollen belegen, dass es bei Entscheidungen darüber, wie und mit welchen Techniken derartige Kontrollprozesse zu organisieren sind, einen Bedarf an ethischer Expertise gibt. Getroffen werden müssen solche Entscheidungen vor einem komplexen Horizont von Wertvorstellungen, der sich nicht auf den Gegensatz ‚entweder Sicherheit oder Freiheit‘ reduzieren lässt. Entsprechend muss eine informierte Entscheidungsfindung berücksichtigen, welche impliziten Wertvorstellungen uns bei der Forderung nach mehr Sicherheit durch Fluggastkontrollen leiten und welche Wertungskonflikte verschiedene Kontrolltechniken jeweils konkret implizieren. Über (...) eine hermeneutische Lesart von John Deweys Moralpragmatismus werden in dieser Arbeit jene Wertvorstellungen rekonstruiert, die uns bei der Forderung nach Sicherheit leiten, wie auch jene, die dabei auf dem Spiel stehen. This article explores the use of open-source intelligence (OSINT) techniques as part of data-driven border checks in the EU. While the idea to group travelers into risk categories in order to differentiate the intensity of border checks has been criticized for its likely impact on privacy and other fundamental rights, the exclusive use of “open,” “public” data was proposed as an alternative that mitigates these issues. However, OSINT remains a rather vague term, as it is unclear what constitutes “open” or (...) “public” data, how the use of such techniques would contribute to the production of security, and whether its use actually mitigates most ethical issues. The goal of this article is to contribute toward a situated answer to these questions. It will provide groundwork by clarifying what OSINT practices could entail in the context of the European border checks regime and by developing an ethical perspective on these practices. I will show that the impact depends not so much on the public availability of the analyzed data, but on the specifics of the implementation of OSINT techniques. Thus, certain uses of OSINT continue to raise severe privacy and fundamental rights issues. (shrink)

As competition over peer status becomes intense during adolescence, some adolescents develop insecure feelings regarding their social standing among their peers. These adolescents sometimes use aggression to defend or promote their status. The aim of this study was to examine the relationships among social status insecurity, callous-unemotional traits, and popularity-motivated aggression and prosocial behaviors among adolescents, while controlling for gender. Another purpose was to examine the potential moderating role of CU traits in these relationships. Participants were 1,047 in the 7th (...) or 8th grades from a large Midwestern city. They completed questionnaires on social status insecurity, CU traits, and popularity-motivated relational aggression, physical aggression, cyberaggression, and prosocial behaviors. A structural regression model was conducted, with gender as a covariate. The model had adequate fit. Social status insecurity was associated positively with callousness, unemotional, and popularity-motivated aggression and related negatively to popularity-motivated prosocial behaviors. High social status insecurity was related to greater popularity-motivated aggression when adolescents had high callousness traits. The findings have implications for understanding the individual characteristics associated with social status insecurity. (shrink)

The difficult issues related to the interpretation of quantum mechanics and, in particular, the “measurement problem” are revisited using as motivation the process of generation of structure from quantum fluctuations in inflationary cosmology. The unessential mathematical complexity of the particular problem is bypassed, facilitating the discussion of the conceptual issues, by considering, within the paradigm set up by the cosmological problem, another problem where symmetry serves as a focal point: a simplified version of Mott’s problem.

Starting with an empirical study of several Jehovah’s Witnesses1 congregations we aim to highlight the social mechanisms of religious conversion and the phases an individual passes through before becoming a Witness. By applying Lewis Rambo’s systemic stage model of conversion we are able to identify a series of elements that characterize the conversion to this religion in Romania, such as: social filtering, delegitimation of the previous religion, and incipient identification with the Witnesses’ group. The article asserts that the Witnesses’ decision (...) to convert implies the deliberate assumption of the others’ disapproval and even social stigmatization. Nevertheless they opt for this religious status because the immediate benefits brought by the religious community and the future benefits of the earthly Heaven offer them sufficient motives for becoming Witnesses. The fact that information and communication technologies (ICTs) increasingly shape our online and offline lifeworlds has lead to the emergence of a new societal threat in the form of vulnerabilities in critical ICT systems that may be exploited by malicious actors. Cybersecurity researchers work on finding such vulnerabilities and on identifying new attack vectors, i.e. they systematically step into the role of attackers. Normatively, however, the goal of this research is to strengthen ICTs against cyberattacks and, thus, to reduce the (...) societal threat. However, this implies a dual-use potential: as in any discipline, results in cybersecurity research need to be published at some point and the disclosure of vulnerabilities to software companies and ICT administrators is an integral part of ensuring that ICT vulnerabilities are closed; such a disclosure, however, can be misused by attackers, as well. Thus, instruments for ethical orientation in regard of these dual-use issues seem to be necessary to identify potential issues and to guide researchers in dealing with them. While corresponding resources, such as codes of conduct, already exists for cybersecurity research, we will show that they currently do not adequately address the need for ethical orientation in the academic context. This, we argue, creates the need for a new research ethics culture in cybersecurity research. (shrink)

Learning Analytics und Künstliche Intelligenz in der Hochschulbildung versprechen individualisierte und personalisierte Verbesserung des Lernens und Lehrens. Bildungstechnologien bieten aus ethischer Perspektive jedoch nicht nur Verbesserungspotentiale und -chancen, sondern sie bringen auch Risiken und potenzielle Gefahren mit sich, für das Individuum, aber auch für die Gesellschaft als Ganzes. Eine ethische Reflexion und Diskussion der Chancen und Risiken ist für eine ethisch vertretbare Gestaltung, Implementierung und Nutzung von solchen Technologien von fundamentaler Bedeutung, wie z. B. im Rahmen des Projekts KI:edu-nrw an (...) der Ruhr-Universität Bochum. Eine solche Reflexion und Diskussion bedarf allerdings gewisser ethischer Basiskompetenzen. Das Teilprojekt Ethik entwickelte ein Konzept tugendethischer Kompetenzbildung, um u. a. disziplinäre Barrieren abzubauen sowie um Praktizierenden Basiswerkzeuge der ethischen Reflexion und Entscheidungsfindung in ihren jeweiligen Anwendungskontexten bereitzustellen. In diesem Beitrag stellen wir sowohl die theoretischen Fundamente unseres Ansatzes als auch den Prozess und die Ergebnisse unserer Arbeit dar. (shrink)

[Sebastian Gardner] German idealism has been pictured as an unwarranted deviation from the central epistemological orientation of modern philosophy, and its close historical association with German romanticism is adduced in support of this verdict. This paper proposes an interpretation of German idealism which seeks to grant key importance to its connection with romanticism without thereby undermining its philosophical rationality. I suggest that the fundamental motivation of German idealism is axiological, and that its augment of Kant's idealism is intelligible in (...) terms of its combined aim of consolidating the transcendental turn and legitimating the kind of relation to value articulated in German romanticism. /// [Paul Franks] German idealists regard Spinozism as both the realism that outflanks Kant's idealism and the source of the conception of systematicity with which to fortify idealism. But they offer little argument for this view. To fill the gap, I reconstruct arguments that could underlie Jacobi's and Pistorius's tentative but influential suggestions that Kant is or should be a Spinozist. Kant is indeed a monist about phenomena, but, unlike Spinoza, a pluralist about noumena. Nevertheless, it is arguable that the Third Antinomy can be solved by a more thoroughgoing Spinozistic monism. The resulting Spinozism outflanks Kant by acknowledging Jacobi's charge that philosophy annihilates immediacy and individuality, whereas Kant's commitment to things in themselves can seem a half-hearted attempt to avoid the charge. 'Everyone knows what attention is’ according to William James. Much work on attention in psychology and neuroscience cites this famous phrase only to quickly dismiss it. But James is right about this: ‘attention’ was not introduced into psychology and neuroscience as a theoretical concept. I argue that we should therefore study attention with broadly the same methodology that David Marr has applied to the study of perception. By focusing more on Marr's Computational Level of analysis, we arrive at a unified (...) answer to the question of what attention is, what role it plays in the mind, and why organisms like us have that capacity. I propose a methodology for studying attention at Marr's Computational Level that optimizes in a three-dimensional space: it should capture core aspects of our first-person experience of attention, be explanatorily powerful in psychology and neuroscience, and fertile in an interdisciplinary context. I show how this methodology leads to what I call the priority structure account of attention. Attention is what organizes current information to make it more useful for the organism. We can identify it by four features. Attention, in this way, helps a cognitive system to integrate its informational state with its current motivational state. This paper defends and develops the structuring account of conscious attention: attention is the conscious mental process of structuring one’s stream of consciousness so that some parts of it are more central than others. In the first part of the paper, I motivate the structuring account. Drawing on a variety of resources I argue that the phenomenology of attention cannot be fully captured in terms of how the world appears to the subject, as well as against an atomistic conception of (...) attention. In the second part of the paper, I show how the structuring account can be made precise: attention causes and causally sustains phenomenal relations to hold between the parts of the stream of consciousness; most importantly the relation of one part being peripheral to another. I end by pointing out consequences for both the scientific study of attention as well as for several areas of central philosophical interest. (shrink)

The paper is an analysis of Rousseau’s concept of property. It shows that Rousseau wants to draft a new system of politics that will not forbid private property but will limit its scale. It aims to clarify that Rousseau owes much to John Locke’s theory and even adopts Locke’s definition that it is a basic purpose of the social contract to protect the citizen’s property. It is argued that in spite of these similarities Rousseau’s account differs fundamentally from Locke’s. Having (...) a right of ownership to something for Locke means to be entitled to exclude anybody else from it: to say “this is mine” in Locke is synonymous to “it is not yours”. For Rousseau having a right of ownership to something implies a self-limitation by the proprietor: to say “this is mine” in Rousseau signifies “everything else is not mine”. While property rights in Locke have the purpose of legitimizing “pleonexia” and economic inequality, Rousseau tries to use them as restrictions to citizens’ desires and greed. (shrink)

The focus of this paper is employee ownership, specifically the role of employee ownership in value creation. Based on a sample of 163 French companies, we have measured the impact of employee share ownership on value creation for both shareholders and stakeholders. Only companies with a sustained employee ownership policy over a 5-year period (from 2001 to 2005), as defined by the French Federation of Employee and Former Employee Shareholders (FAS), have been considered. The results indicate that employee share ownership (...) plans have no effect on shareholders’ or stakeholders’ value creation. (shrink)

In this article we present an engineering approach for the integration of social group dynamics in the behavior modeling of multiagent systems. To this end, a toolbox was created that brings together several theories from the social sciences, each focusing on different aspects of group dynamics. Due to its modular approach, the toolbox can either be used as a central control component of an application or it can be employed temporarily to rapidly test the feasibility of the incorporated theories for (...) a given application domain. White American voters have realigned among the two dominant parties by income and education levels. This article argues that the interaction of education and income provides a more insightful—and stark—display of this change than treating them individually. Each group of voters is associated with distinctive “first dimension” views of economic redistribution and “second dimension” preferences concerning salient sociopolitical issues of civic and cultural liberties, race, and immigration. Macro-level hypotheses are developed about the changing voting behavior of education-income voting groups along (...) with micro-level hypotheses about the propensity of vote switching. The hypotheses are tested with data from the American National Election Studies 1952–2016. A profound realignment is revealed between white voters and the two main US parties that is consistent with the theoretical expectations developed in the article. (shrink)

The paper discusses the foundation and genesis of the political society according to Locke, elaborating why the relationship between the civil society and the government is not defined in contractual terms, but by the notion of “trust”. Rehm argues against the view that Locke supports a liberal proceduralism, stressing that consent for him is indeed the necessary, but not the sufficient condition of legitimate political power: what needs to be added is action in accordance with the law of nature.

The purpose of this article is to explore Thomas Hobbes’ renunciation of a prominent concept of the social contract that distinguishes between two different contracts, namely, “pactum associationis” and “pactum subiectionis”.

What is attention? How does attention shape consciousness? In an approach that engages with foundational topics in the philosophy of mind, the theory of action, psychology, and the neurosciences this book provides a unified and comprehensive answer to both questions. Sebastian Watzl shows that attention is a central structural feature of the mind. The first half of the book provides an account of the nature of attention. Attention is prioritizing, it consists in regulating priority structures. Attention is not another (...) element of the mind, but constituted by structures that organize, integrate, and coordinate the parts of our mind. Attention thus integrates the perceptual and intellectual, the cognitive and motivational, and the epistemic and practical. The second half of the book concerns the relationship between attention and consciousness. Watzl argues that attentional structure shapes consciousness into what is central and what is peripheral. The center-periphery structure of consciousness cannot be reduced to the structure of how the world appears to the subject. What it is like for us thus goes beyond the way the world appears to us. On this basis, a new view of consciousness is offered. In each conscious experience we actively take a stance on the world we appear to encounter. Is Rousseau an advocate of natural law or not? The purpose of Rehm’s paper is to suggest a positive answer to this controversially discussed question. On the one hand, Rousseau presents a critical history of traditional natural law theory which in his view is based on flawed suppositions: not upon natural, but on artificial qualities of man, and even rationality and sociability are counted among the latter. On the other hand he presents the self-confident manifesto for a fresh start (...) in natural law theory, founded on what to Rousseau’s mind is the true idea of human nature. The paper intends to show that the only natural qualities which can be seen as anthropological constants are those that keep man flexible, namely perfectibility and freedom of will. It is argued that these are exactly the qualities which according to Rousseau serve as the standard of natural law for the system of politics and its laws: Only a state based upon the free consent of individuals can do justice to man’s perfectibility and freedom of will. Rehm stresses that because of perfectibility and freedom of will, this self-commitment has to be revisable, which is why the republic of the “Social Contract” should not have a constitution, or any law that the citizens cannot alter. It is demonstrated that in Rousseau’s view, this republic is the enabling condition of natural liberty. -/- . (shrink)

This dissertation investigates the nature, the phenomenal character and the philosophical significance of attention. According to its central thesis, attention is the ongoing mental activity of structuring the stream of consciousness or phenomenal field. The dissertation connects the scientific study of attention in psychology and the neurosciences with central discussions in the philosophy of mind. Once we get clear on the nature and the phenomenal character of attention, we can make progress toward understanding foundational issues concerning the nature and the (...) structure of conscious mentality itself. We understand better how consciousness is connected to self-awareness and to agency, and we get a better grip on the nature of perceptual experience, the unity of consciousness, and its subjective character. The dissertation also aims at showing that the current empirical investigation of attention should be complemented with work at the level of generality that a philosophical analysis can provide; it shows how such an analysis is relevant for the scientific study of attention by providing a new conceptual framework and suggesting several new areas of research. This dissertation consists of three parts. Part I is a defense of an artificial language methodology in philosophy and a historical and systematic defense of the logical empiricists' application of an artificial language methodology to scientific theories. These defenses provide a justification for the presumptions of a host of criteria of empirical significance, which I analyze, compare, and develop in part II.
