What is attention? Attention is often seen as a subject matter for the hard sciences of cognitive and brain processes, and is understood in terms of sub-personal mechanisms and processes. Correspondingly, there still is a stark contrast between the central role attention plays for the empirical investigation of the mind in psychology and the neurosciences, and its relative neglect in philosophy. Yet, over the past years, several philosophers have challenged the standard conception. A number of interesting philosophical questions concerning the (...) nature of attention arise. This article provides an introduction to contemporary debates concerning these questions. In particular, it discusses the question of how the pre-theoretic conception of attention might be reconciled with a scientific conception, arguments that provide support for an anti-reductivist theory of attention, and sketches several recent anti-reductivist theories and their inter-relations. In a reconstruction of the theories of Freud and Klein, Sebastian Gardner asks: what causes irrationality, what must the mind be like for it to be irrational, to what extent does irrationality involve self-awareness, and what is the point of irrationality? Arguing that psychoanalytic theory provides the most penetrating answers to these questions, he rejects the widespread view of the unconscious as a 'second mind', in favour of a view of it as a source of inherently irrational desires seeking (...) expression through wish-fulfilment and phantasy. He meets scepticism about psychoanalytic explanation by exhibiting its continuity with everyday psychology. (shrink)

In this paper I will give a systematic account of Husserl's notion of the natural attitude in the development from its first presentation in Ideas I (1913) until Husserl's last years. The problem of the natural attitude has to be dealt with on two levels. On the thematic level, it is constituted by the correlation of attitude and horizon, both stemming from Husserl's theory of intentionality. On the methodic level, the natural attitude is constituted by three factors: naturalness, naivety and (...) normality. I shall conclude by sketching out a possible motivation for leaving the natural attitude and thus for entering the sphere of phenomenology. (shrink)

The historical review of Brazilian foreign policy is in a constant debate, revealing the gap between the development aspirations of a Southern actor and its obstacles to inserting itself into the North. Immersed in this discussion, this article identifies Itamaraty's defining features, seeking to shed light on the ideas that nourish his political thinking today. First, it outlines the three ideational currents that dispute foreign policy decision-making and its effects up to 1990. Next, it analyses the gradual rise of Brazil's (...) international legitimacy based on a foreign policy of prestige. Finally, it examines the decline of Brazilian foreign policy since 2014. This article aims to contribute to the systematic characterization of Itamaraty's schools of thought, tracing some of the narratives that permeate Brazil's international identity. (shrink)

Videoüberwachung ist heute allgegenwärtig. Sie dient dazu, Delikte im Nachhinein aufzuklären, zur Echtzeit-Überwachung oder zur Abschreckung. Darüber hinaus gibt es aber auch wirtschaftliche Interessen für eine Videoüberwachung und automatische Erfassung von Personen – z.B. zur Erstellung von Kundenprofilen und somit zur Analyse von Kaufverhalten. Dem gegenüber stehen Rechtsanspruche sowie ethische und gesellschaftliche Grundnormen, etwa dass Menschen nicht unter Generalverdacht gestellt oder ohne Zustimmung aufgezeichnet werden dürfen. In dieser Arbeit wird ein technischer Lösungsansatz behandelt, der eine flexible Handhabung der Videoüberwachung erlaubt. (...) Es werden in diesem Zusammenhang neben der technischen Umsetzung auch ökonomische, ethische und juristische Fragen betrachtet. Der Lösungsansatz besteht darin, Personen auf Videoaufnahmen durch ein kryptographisches Verfahren unkenntlich zu machen, noch bevor die Aufnahmen die Kamera-Elektronik verlassen. Nur mittels eines geheimen kryptographischen Schlüssels können einzelne Zeit- und Bildbereiche einer Aufnahme wieder deanonymisiert werden, wodurch rechtlichen wie ethischen Bedenken Rechnung getragen werden kann. In kommerziellen Szenarien erlaubt es diese digitale Tarnkappe, dass Kunden z.B. im Rahmen eines Prämien-Programms freiwillig auf Anonymisierung verzichten. Während in der Literatur der Informatik bereits seit längerem Technologien für solche System beschrieben werden, werden in dieser Arbeit Wege gezeigt, wie dessen Einbettung in die Gesellschaft wirklich realisiert werden könnte. This article explores the use of open-source intelligence (OSINT) techniques as part of data-driven border checks in the EU. While the idea to group travelers into risk categories in order to differentiate the intensity of border checks has been criticized for its likely impact on privacy and other fundamental rights, the exclusive use of “open,” “public” data was proposed as an alternative that mitigates these issues. However, OSINT remains a rather vague term, as it is unclear what constitutes “open” or (...) “public” data, how the use of such techniques would contribute to the production of security, and whether its use actually mitigates most ethical issues. The goal of this article is to contribute toward a situated answer to these questions. It will provide groundwork by clarifying what OSINT practices could entail in the context of the European border checks regime and by developing an ethical perspective on these practices. I will show that the impact depends not so much on the public availability of the analyzed data, but on the specifics of the implementation of OSINT techniques. Thus, certain uses of OSINT continue to raise severe privacy and fundamental rights issues. (shrink)

Die gesellschaftspolitischen Konflikte um die Verschärfung von Fluggastkontrollen belegen, dass es bei Entscheidungen darüber, wie und mit welchen Techniken derartige Kontrollprozesse zu organisieren sind, einen Bedarf an ethischer Expertise gibt. Getroffen werden müssen solche Entscheidungen vor einem komplexen Horizont von Wertvorstellungen, der sich nicht auf den Gegensatz ‚entweder Sicherheit oder Freiheit‘ reduzieren lässt. Entsprechend muss eine informierte Entscheidungsfindung berücksichtigen, welche impliziten Wertvorstellungen uns bei der Forderung nach mehr Sicherheit durch Fluggastkontrollen leiten und welche Wertungskonflikte verschiedene Kontrolltechniken jeweils konkret implizieren. Über (...) eine hermeneutische Lesart von John Deweys Moralpragmatismus werden in dieser Arbeit jene Wertvorstellungen rekonstruiert, die uns bei der Forderung nach Sicherheit leiten, wie auch jene, die dabei auf dem Spiel stehen. Auf dieser Basis präsentiert die Arbeit eine Methode zur operationalisierten Technikbewertung, über die verschiedene Kontrollprozesse verglichen sowie Handlungsempfehlungen generiert werden können. Essences play a central role in Spinoza’s philosophy, not only in his metaphysics, but also in his philosophy of mind, his theory of affects, and his political philosophy. Despite their importance, however, it is surprisingly difficult to determine what exactly essences are for Spinoza. On a widespread reading, the essence of X is nothing but the concept of X. This paper argues against this identification of essences and concepts. Spinozistic concepts are maximally inclusive: the concept of X contains everything that (...) is needed to make X conceivable. The essence of X, in contrast, is more limited in scope and does not include everything that is needed to make X conceivable. Thus, Spinoza avoids the ‘overloading’ of essences and the problems that would ensue. The account developed in this paper has a surprising implication, namely that the essences of non-divine, singular things do not suffice to render these things fully conceivable on Spinoza’s view. Thus, Spinoza breaks with a tradition according to which the essence of a thing states ‘what the thing is.’ As a result, his conception of essence is much further removed from traditional Aristotelian accounts, and from other seventeenth-century accounts, than usually acknowledged. Die antike Philosophie bietet eine differenzierte Diskussion zu akteurs- und handlungstheoretischen Fragen. Die deutschen und englischen Beiträge des Bandes geben einen Einblick in die Reichhaltigkeit dieser Diskussion vom 5. Jahrhundert vor unserer Zeit bis zur Spätantike mit einem Schwerpunkt auf Aristoteles. Diskutiert werden zum einen Fragen zu den rationalen und arationalen seelischen Faktoren, die antiken Philosophen zufolge dem Handeln zugrunde liegen. Diskutiert werden zum anderen Fragen zum Verhältnis von Handelnden, Handlungen und Handlungszielen. Zwei antike Überlegungen werden hier besonders in den (...) Blick genommen: Handlungen sind Ausdruck dessen, was sich den Handelnden in ihrer seelischen Verfasstheit als zu erstrebendes Gut darstellt. Zugleich gibt es objektive Maßstäbe für das Gut-Sein des Ziels und die Angemessenheit der Mittel, die es für ethisch richtiges Handeln auch angesichts von Unwägbarkeiten der Handlungsumstände richtig zu erfassen gilt. Diskutiert werden schließlich Fragen zur handlungsrelevanten Rationalität und zum Handeln in der Gemeinschaft. Die Band leistet einen Beitrag zur anhaltenden Forschungsdiskussion zu handlungs- und akteurstheoretischen Fragen in der antiken Philosophie. (shrink)

In moments of daring, some physical scientists consider problems of social inquiry, hoping naively that the methods of physical inquiry will provide them with special insight. In my own work on problems of industrial production where I am searching for “practical” means for optimizing production in some socially satisfactory sense, I find that the physical scientist cannot escape the responsibility for social inquiry. So far as I can understand the nature of this work, it requires for its fruitful pursuit a (...) methodology which leans heavily on the concepts of statistical control of Shewhart, of cybernetics of Wiener and of experimentalism of Singer, Churchman and Ackoff. The difficult issues related to the interpretation of quantum mechanics and, in particular, the “measurement problem” are revisited using as motivation the process of generation of structure from quantum fluctuations in inflationary cosmology. The unessential mathematical complexity of the particular problem is bypassed, facilitating the discussion of the conceptual issues, by considering, within the paradigm set up by the cosmological problem, another problem where symmetry serves as a focal point: a simplified version of Mott’s problem.

The paper presents an interpretation of Brandom¿s analysis of de re specifying attitude-ascriptions. According to this interpretation, his analysis amounts to a deflationist conception of intentionality. In the first section I sketch the specific role deflationist theories of truth play within the philosophical debate on truth. Then I describe some analogies between the contemporary constellation of competing truth theories and the current confrontation of controversial theories of intentionality. The second section gives a short summary of Brandom¿s analysis of attitude-ascription, focusing (...) on his account of the grammar of de re ascriptions of belief. The third section discusses in detail those aspects of his account from which a deflationist conception of intentionality may be derived, or which at least permit such a conception. In the proposed interpretation of Brandom¿s analysis, the vocabulary expressing the representational directedness of thought and talk does not describe a genuine property of mental states, but has an alternative descriptive function and in addition contains a performative and a meta­descriptive element. En el presente artículo se hace una descripción de las variables fenomenológicas del movimiento, la ipseidad y la sensibilidad que propone la filosofía de Michel Henry. A partir de esta lectura se profundiza en el papel epistémico que ejerce la corporeidad, como horizonte de sentido para una ‘fenomenología de la vida material’.

Para este trabajo, seleccionamos los programas Bailando por un sueño, Intratables y El show de la mañana, y retomamos algunas expresiones de los sujetos que participaron en grupos de discusión durante los meses de octubre, noviembre y diciembre de 2016 en Ciudad Autónoma de Buenos Aires, Rosario y Córdoba.Estos programas televisivos, en tiempos de una “democracia mediatizada”, son centrales en la modelización de lo político en un sentido muy distinto a lo que definía el concepto de “videopolítica” en los 90. (...) Uno de los cambios a considerar remite al impacto del desarrollo de internet y a los dispositivos asociados para un tipo de “participación mediatizada” en vivo, que transforma sustantivamente el lugar y la posición que tenía el espectador de los viejos medios masivos de comunicación. Con relación al “objeto” de estos programas, es posible identificar y reconstruir una modelización recurrente en el qué se dice y cómo; construcción ideológica que encuentra en la macro forma compartida del panel, por ejemplo, una manera de presentar “diversidad de voces”, en tanto expresión resultante del proceso de trabajo que vincula estética y política en la construcción de una “verdad” sobre el contexto político actual.La estrategia expositiva y argumentativa es la siguiente: 1) Presentamos y caracterizamos estructuralmente a los programas seleccionados y los vinculamos con expresiones rescatadas de los grupos de discusión. 2) Seleccionamos ejes de comparación que posibilitan la precisión de recurrencias entre ellos. 3) Finalmente, con los resultados del recorrido descriptivo y analítico, exponemos rasgos y dinámicas de las novedosas formas de estetización de lo político —en el sentido benjaminiano— como proceso orientado a que las masas —en nuestro caso, los individuos— expresen sus demandas. The Principle of Sufficient Reason —the principle that everything has a reason—plays a central role in Leibniz’s philosophical system. It is rather difficult, however, to determine what Leibniz’s attitude towards the modal status of the PSR is. The prevailing view is that Leibniz takes the PSR to be true necessarily. This paper develops a novel interpretation and argues that Leibniz’s PSR is a contingent principle. It also discusses whether a merely contingent PSR can do the metaphysical heavy lifting that Leibniz (...) aims for. The paper shows that, despite appearance to the contrary, this is possible. In a nutshell, the argument is that the only possible PSR violation Leibniz allows for is God’s creation of a suboptimal world; there is no Leibnizian possible world, though, which intrinsically violates the PSR. Despite its contingency, then, Leibniz’s PSR is modally robust enough to serve as a foundational principle of his metaphysics. (shrink)

The shift from state-led import-substitution industrialization to more market-oriented economic models often has the result of shrinking and demobilizing the labor movement. Yet, evidence from Argentina suggests that a subsequent resurgence of even a downsized labor movement may occur and furthermore that a type of “segmented neocorporatism” may be established in the new economic context. We argue that the establishment of this new form of interest intermediation is driven by economic and political factors that are both immediate and longer term. (...) In addition to the short-term condition of the labor market and the political strategy of the government in power, of longer-term importance are structural and institutional conditions that derive from the earlier process of market reform, specifically the nature of sectoral shifts in the economy and the degree of labor law deregulation affecting the “associational power” of unions. The Aristotelian account of change—according to which no individual can survive a change of species because an individual's essence is, at least in part, determined by its species membership—remains popular in the seventeenth century. One important, but often overlooked dissenting voice comes from Anne Conway. Unlike many of her contemporaries, Conway firmly rejects the Aristotelian account of change. She instead endorses the doctrine of Radical Mutability, the view that a creature can belong to different species at different times. A horse, (...) for example, can gradually become a human being and yet remain the same individual. Why, though, is Conway so opposed to the prima facie appealing Aristotelian account of change? This paper claims that she levels two arguments against this account which have been largely neglected so far. First, she argues that there could be no causal interaction between creatures belonging to different species with distinct essences, because cause and effect would be too dissimilar in that case. Second, Conway argues that the Aristotelian model is inconsistent with divine goodness because it allows for the annihilation of creatures and because it imposes arbitrary restrictions on the capacity of creatures to improve. Mike and I had worked together with the young of the parish, and one summer the two of us took a couple of boys camping in France, a trial of patience which made us known to each other at some depth. He was in fact a passionately (...) convinced Catholic, and very pastoral with it. We had many and long theological discussions. On his recent visit to Downside, I was showing him and some friends round our church, when, à propos ofquite what I don't remember, he made a remark about the Catholic cult of suffering, and said, "and it's all because ofthe crucifixion, isn't it? Why don't we recognize that the crucifixion was an accident?" I didn't react, because I was dumbfounded at what seemed to be the denial ofthe mystery ofthe cross by a friend who I had no reason to believe had stopped being a Catholic. And I'm sure he hasn't. He would certainly have told me ifhe had. It has taken me over a year to figure out what is going on here, and this would not have been possible without intensive study of the work of René Girard. The only alternative to saying that the crucifixion was an accident is to say that it was "ordained by God." It is only as ordained by God that this horrible event could be presented to people as a divine affirmation that suffering is to be sought and espoused. Also, it is only as ordained by God that the crucifixion can be thought of as "appeasing God" in some way. Both the moral and the dogmatic implication ofthe crucifixion—that suffering is a good thing, and that God required a victim—are grounded in the notion that God required the crucifixion ofhis Son. And it is because this idea is quite unacceptable, unworthy of God and ofthe human mind made in God's image, that my friend concludes that the crucifixion was not required by God, not written into the eternal scheme ofthings, but an accident. 156Sebastian Moore Once the problem is clarified in these terms, more and more instances come to mind, of rejection, by Christians and others, of the whole divine ordination ofthe cross. Gore Vidal refers to Christianity as "that lugubrious religion." Mary Hunt, a prominent American Catholic feminist, introduced a workshop with the statement, "we are not about naked guys nailed to crosses, blood all over the place!" Where divine ordering is accepted the special painfulness and darkness ofthe idea is noted. Anselm refers to the doctrine as the Narnia Chronicles, to commend the notion, by referring to a dark law written into the nature ofthings beyond our comprehension. The children's suggestion that Asian should simply not comply with the Snow Queen's requirement is rejected by Asian with a mysterious impatience—the children justhaven't grown up, like the romantics who, according to Matthew Arnold, "did not know enough." Again, during a day on "the roots of violence" that I led here yesterday there was much questioning about the role ofGod die Father in the crucifixion. The problem is crystallized in the famous cry from the cross, "Why have you forsaken me?" To my confessedly lame suggestion that Jesus was "only quoting a psalm," someone remarked, "to quote that psalm at thatjuncture and not mean it, is somewhatmisleading!" Again it's the same problem. How can God be understood as ordaining the crucifixion, compatibly with the notion of God as all-loving which Christianity of course affirms? Hans Urs Von Balthasar, who is 90% pro-Girard, in the other 10% wants to hold on to something he calls "the wrath of God." Thus the seeming necessity of having God require and ordain the crucifixion is the main crisis of Christian belief. The six-year-old Willie, in Thomas Klise's amazing novel, The Last Western, puts the problem with childlike directness. Descartes famously espouses modal voluntarism, the doctrine that God freely creates the eternal truths. God has chosen to make it true that two plus two equals four, for instance, but he could have chosen otherwise. Why, though, does Descartes endorse modal voluntarism? Many commentators have noted that he regularly appeals to divine omnipotence to justify his doctrine. This strategy is usually thought to be unsuccessful, however, because it seems to presuppose—question-beggingly—that the eternal truths are in the scope of God’s power. (...) This paper argues that Descartes’s appeal to divine omnipotence has more going for it than meets the eye. Like many other medieval and early modern philosophers, Descartes assumes that God has the power to control everything that remains unfixed by his own essence. At the same time, though, he denies that the eternal truths are fixed by, or grounded in, the divine essence. The combination of these two commitments leads to modal voluntarism. The paper also argues that the Principle of Sufficient Reason (PSR) may play an important role in the reasoning that leads Descartes to endorse modal voluntarism. This is surprising, given that the PSR appears to be deeply at odds with modal voluntarism. (shrink)

Hume is an avowed critic of contractarianism. He opposes the idea that a legitimate government is based on an ‘original contract’ or on the consent of those who are governed. Most scholars assume, though, that his criticisms apply only to a limited range of contractarian theories, namely to theories according to which actual contractors reach an actual agreement. Theories on which the agreement in question is understood in hypothetical or counterfactual terms, however, are oftentimes seen as being compatible with Hume’s (...) views. Against such interpretations, this paper shows that Hume rejects all contractarian theories, including hypothetical ones. It argues, first, that Hume employs a so far unacknowledged empiricist debunking strategy against contractarianism; if successful, this strategy undermines all variants of contractarianism. Second, it shows that the Humean conception of the state of nature (a topic that has received virtually no scholarly attention) is incompatible with hypothetical contractarianism. Finally, it argues that Hume rejects contractarianism in part because he anticipates a line of criticism which nowadays is often leveled against so-called ideal theory. On Hume’s view, the agreements reached by highly idealized contractors are of little relevance to the non-ideal individuals in the actual world. (shrink)

Since Sidney Winter published his paper on “Knowledge and competence as Strategic assets”, the number of publications on the role of knowledge in economics has immensely grown. l-Iere we shall analyze that role from an evolutionary point of view, and try to show that the discussion about concepts like “evolution” is not closed, and that the Darwinian framework of evolutionary economics is in debate.
