In our everyday lives, we often have to blend our different roles and various selves. Sometimes, they coexist in harmony. But there are times when they come into conflict, and we have to make a significant effort to get them back in balance. This paper focuses on my scientific/artistic practice in anthropological documentary film-making. Drawing on two films I have directed, I reflect on situations where I needed to compromise my different roles and perspectives on the film set and beyond. (...) My actions and decisions have drawn on anthropological principles in documentary film-making. Through my autoethnographic reflection, I have come to the inevitable conclusion that in anthropological film-making, anthropology cannot be dominant nor submissive to storytelling. Kitle fonlaması, bir projesi ya da iş fikri olan girişimcinin bir internet platformu üzerinden yaptığı açık çağrıyla kitlelerden fon toplayarak projesini finanse ettiği yeni nesil bir finansman yöntemidir. Bu yöntem daha ziyade güçlü maddi kaynakları olmayan, geleneksel finansman kaynakları tarafından istenen teminatı göstermekte zorlanan, çok fazla iş tecrübesi ve tanınırlığı bulunmayan girişimciler için iş yapma imkânı sunan alternatif bir finansal kaynak oluşturma mekanizmasıdır. Bu yöntemin bağışa, ödüle, paya ve borca dayalı fonlama şeklinde dört temel çeşidi bulunmaktadır. Bu çalışma, işte bu (...) dört temel çeşit üzerinden kitle fonlaması yöntemini ele alıp fıkhî mahiyetini ortaya koymayı amaçlamaktadır. Konu, somut olay ve belge inceleme yöntemi kullanılarak araştırılmış, her bir alt konunun fıkhî neticesine ise analiz ve sentez yöntemleri kullanılarak ulaşılmaya çalışılmıştır. Yapılan araştırma neticesinde metin içerisinde fıkhî temellendirilmesi yapılmış olan şu temel sonuçlara ulaşılmıştır: Bağışa dayalı kitle fonlamasında fon sağlayıcıların girişimcilere bağış yoluyla destekte bulunmaları fıkhî açıdan tipik bir hibe işlemidir. Ödüle dayalı kitle fonlamasında tebrik veya teşekkür kartı göndermek gibi maddi olmayan ödüllerin söz konusu olduğu fonlama uygulaması da yine bir hibe işlemidir. Şapka, tişört, anahtarlık gibi düşük de olsa maddi değeri bulunan ödül uygulaması ivaz şartlı hibedir. İleride üretilecek ürünün fon sağlayıcıya önceden sipariş hakkının verildiği ön alım/ön satım uygulaması ise nev‘i şahsına münhasır bir karma sözleşme niteliğindedir. Paya dayalı kitle fonlamasında girişimci ve girişim şirketinin yatırımcılardan gelen fonlarla kurduğu anonim şirket türü ortaklık, inan tipi bir müşârekedir. Borca dayalı kitle fonlamasında girişimcinin yatırımcılardan alıp faizsiz olarak geri ödediği borçlanma uygulaması tipik bir karz işlemi, borcun önceden belirlenen faiziyle birlikte ödendiği uygulama ise ribâlı bir borç işlemidir. Alınan borcun kurulacak olan şirketin payı ile ödenmesi işlemi fıkhî açıdan bir istibdâl yani borcun nakit yerine onun yerini tutan bir başka şeyle ödenmesi işlemidir. İstibdâlle birlikte taraflar arasındaki borç ilişkisi sona erer. Lakin şirketten alınan pay nedeniyle taraflar arasında paya dayalı bir ortaklık ilişkisi kurulmuş olur. Faaliyet alanlarının meşru olması şartıyla, borcun faiziyle geri ödenmesi şeklindeki borca dayalı uygulama hariç diğerlerinde fıkhî açıdan herhangi bir sıkıntı görünmemektedir. (shrink)

Şiddet varoluşumuzun temelini oluşturan en önemli niteliklerdendir. Fransız düşünce tarihinde önemli bir yer tutan Walter Benjamin’in tarih kavramı üzerinden ele aldığı şiddet insanın doğal yaşamdan yerleşik yaşama, hukukun egemenliği altına girmesini temellendirmektedir. Ancak yasa, aynı zamanda egemenin tasavvurundadır. Bu nedenle zamanla yozlaşmaya açıktır. Benjamin bu yozlaşmanın bir karşı çıkışla, Mesiyanik bir şiddetle sona ereceğini ifade etmektedir. Hukuksal şiddet insanları tek tip kılarken, Mesiyanik şiddet daha kişisel bir formdadır. Benjamin’e göre burada yasa koyucu ve yasa koruyucu şiddetin uygulandığı insan kırılma anlarında (...) kendini bulmaktadır. Bu ifadeden yola çıkarak metinde Benjamin’in tarihin yıkıntıları arasında koşturduğunu söylediği çocuğa istinaden çocuksu bir şiddet formunu oluşturmak ve bunu temellendirmek metnin esas amacıdır. Bu çocuksu biçim, içkin şiddet olarak kavramsallaştırılmakta ve kişinin sorgulama ve itirazla kendi benliğini oluşturmasını temellendirmektedir. Böyle bir insan zaman ve mekanda kesinti yaratarak, toplumda kendini ortaya koyduğu yeni bir alan açmaktadır. Çocuksu içkin şiddet anın durduğu, zamanın askıya alındığı ve yasanın içinde bir gedik açılan ana denk gelmektedir. Bu fotoğrafla benzer bir etkiye sahiptir. Fotoğraf sanatı toplum ve yasanın içinde ve dışında, görülen ve görülmeyenin arasında bir yerdedir. Çocuksu içkin şiddeti uygulayan insan da diğerlerine göre barbar ve yabancı hale gelerek ne içeride ne dışarıda bulunmaktadır. Kısaca bütün akışı askıya almaktadır. Çalışma, Muhammed b. Mustafa el-Alâî’ye (ö. 1234/1818) nispet edilen Şerḥ-i İrâde-i cüzʾiyye risâlesinin ona aidiyeti üzerine yoğunlaşacaktır. Muhammed b. Mustafa el-Alâî’nin kendisine ait olduğunu söylediği ve ona nispet edilen Şerḥ-i İrâde-i cüzʾiyye risâlesi aslında Dâvûd-i Karsî’nin (ö. 1169/1756) Risâle fi’l-iḫtiyârâti’l-cüzʾiyye ve’l-irâdâti’l-ḳalbiyye adlı risâlesinin kısmen değiştirilmiş bir versiyonudur. Alâî, Karsî’nin risâlesinden ihtiyaç duymadığı bazı bağlam ve konuları çıkararak ve gerekli gördüğü bazı başlıkları da Ebû Saîd el-Hâdimî’nin (ö. 1176/1762) el-Berîḳatu’l-maḥmûdiyye eserinden eklemeler yaparak oluşturduğu Şerḥ-i İrâde-i cüzʾiyye risâlesi, içerik açısından dikkate alındığında (...) intihalin en bariz görüldüğü bir eser niteliğindedir. Osmanlı ilim düşüncesi dikkate alındığında irade ve insan fiilleri konusunda büyük bir literatürün ortaya konulduğu ve bu metinlerin konu hakkında belli bir fikrin yerleşmesinde etkisi olduğu bilinmektedir. Belli bir dönemde telif edilen risâlelerin muhteva olarak sonraki risâle ve eserlerin muhtevasını etkilemiş olması ve bu nedenle kısmî tedâhüllerin olması sıkça karşılaşılan bir durumdur. Fakat başkasına ait bir telif üzerinde tikel bir değişiklik yaparak eseri kendisine nispet etmek ilmî olarak kabul edilemez bir durumdur. Araştırmanın konusu olan Alâî’nin risâlesi de ikinci türden bir risâle hüviyetindedir. Risâlenin tamamına yakın bir bölümü Karsî’nin konu hakkındaki risâlesi kısmen değiştirilerek oluşturulmuş ve Dâvûd-i Karsî’ye herhangi bir atıfta bulunulmamıştır. Bu çalışmada amaçlanan ise Alâî’nin kendisine nispet ettiği bu risâlenin aslında Karsî’ye ait olduğunu karşılaştırmalı tablolar üzerinden ortaya koymaktır. Bu bağlamda hem Karsî hem de Alâî’ye ait her iki metin tablolar üzerinden baştan sona kadar karşılaştırılmış; ortak ve farklı noktalar tespit edilerek gösterilmeye çalışılmıştır. Karşılaştırmalar neticesinde risâlenin Karsî’ye aidiyeti kesin şekilde tespit edildiğinden bahsi geçen intihal olgusunun bizzat Alâî tarafından mı, yoksa başka birisi tarafından mı yapıldığı sorusuna dikkat çekilmiştir. Ayrıca Alâî’nin Ebû Saîd el-Hâdimî’den kaynak göstermeden alıntı yaptığı yerler de tespit edilerek metin üzerinde farklı bir renkle gösterilmiştir. Son olarak bütünsel bir bakış imkânı sunması için Alâî’ye ait risâlenin tahkiki de yapılmıştır. Metnin tahkikinde Karsî’nin metninde mevcut olup Alâî’nin metninde olmayan ve anlamı tamamlayan kelimeler ile cümleler köşeli parantez içinde gösterilmiştir. Ayrıca Karsî’nin metninde metin-şerh ayrımı olduğundan Alâî’nin risâlesindeki bu ayrım da tespit edilmiş böylece metin bold ve parantez içinde gösterilirken şerh ise normal yazı stiliyle gösterilmiştir. Çünkü bu metin-şerh ayrımının gösterilmesi, metnin anlaşılması ve bütünlüğü açısından elzem bir durum arz etmektedir. (shrink)

Düşünce tarihi, geçmişten gelen birikimin katkısıyla ilerlemektedir. Bu bakımdan, ardıl olan düşünürlerin, geçmişteki filozoflarla olan hesaplaşmalarını incelerken titiz davranmak gerekmektedir. Düşünürlerin öncelleriyle olan bağı dikkatli biçimde irdelendiğinde, aralarında bütünüyle bir uyuşmazlık olmadığı görülecektir. Bu konuya örnek olarak Rousseau ve Nietzsche’nin düşüncelerini gösterebiliriz. Nietzsche’ye baktığımızda, onun bazı eserlerinde Rousseau’nun düşüncelerini sert bir dille eleştirmiş olduğunu görürüz. Bununla birlikte, Nietzsche’nin felsefesi bütünlüklü olarak incelendiğinde, her iki filozofun düşüncelerinin örtüştüğü pek çok nokta bulunmaktadır. Örneğin, Rousseau’nun varsaydığı biçimiyle doğa durumundaki insan, güçlü ve kendi (...) kendine yeterlidir; her türlü kötülük toplumsallıktan, ya da daha yerinde bir ifadeyle, toplumsallığın getirdiği eşitsizlikten doğar. Nietzsche’nin düşüncelerine baktığımızda, yine doğanın olumlandığını görürüz; ancak doğa – ve dolayısıyla doğal haliyle insan- dehşetengiz bir çehreye de sahiptir. Bu konu, her iki filozofun görüşlerinde birbirleriyle olan uyumlarına bir örnek oluşturur. Çalışmamızdaki temel çabamız, söz konusu iki düşünürün insan doğası merkezinde gelişen görüşlerinde özellikle birbirleriyle örtüşen noktalara dikkat çekmektir. Burada, Nietzsche ve Rousseau arasında birtakım bağdaşma noktalarının gösterilmesi, insanın doğası gereği iyicil bir varlık olduğuna ilişkin olumlu çıkarımların naif bulunarak hafife alınmasına yönelik bir karşı çıkış da barındırmaktadır. Çünkü toplumsal yaşamda süregelen adaletsizliklerin sona erdirilmesi için mücadele edilmesinde, insanın kendi türdeşlerini doğası gereği iyi varlıklar olarak kavraması önemli bir etkendir. (shrink)

Our ultimate purpose is to give an axiomatic treatment of recursion theory sufficient to develop the priority method. The direct or abstract approach is to keep in mind as clearly as possible the methods actually used in recursion theory, and then to formulate them explicitly. The indirect or experimental approach is to look first for other mathematical theories which seem similar to recursion theory, to formulate the analogies precisely, and then to search for an axiomatic treatment which covers not only (...) recursion theory but also the analogous theories as particular cases.The first approach is more general because it does not depend on the existence of analogues. A concrete mathematical theory, it seems, need have no such analogues and still be important, as e.g. classical number theory. In such a case, an axiomatic treatment may still be useful for exhibiting the mathematical structure of the theory considered and the assumptions on which it rests. However, it will lack one of the most heavily advertised advantages of the axiomatic method, namely, the “economy of thought” which results from an uniform theory for several different and interesting cases: we cannot hope for this if, by hypothesis, we know of only one particular case. In contrast, the second approach, if successful at all, is bound to achieve such “economy” because we start out with several interesting particular cases. Another possible virtue of the second approach is that of field work over insight: the abstract pattern that we are looking for and hoping to formalize in axioms, may not be evident in any one mathematical theory, but may spring to the eye if one happens to look simultaneously at several theories which happen to realize the pattern. Tüsterî (ö. 283/896), Sülemî (ö. 412/1021) ve Kuşeyrî (ö. 465/1072) ilk dönem tasavvufî tefsir açısından önemli müfessirlerdir. Tüsterî ve Sülemî tefsirleri Kur’ân’ı baştan sona tefsir eden sistemli eserler değildir. Ancak yapılan yorumların çoğunlukla rivayet tefsiri niteliği taşımalarının yanında ilk dönem tasavvuf ehlinin görüşlerini esas almaları bu tefsirleri önemli kılmaktadır. Kuşeyrî tefsirinin ise Tüsterî ve Sülemî tefsirlerine göre daha sistemli olmasının yanında bazı âyetler dışında Kur’ân’ı baştan sona tefsir eden ilk tasavvufî tefsir olduğu söylenebilir. Bu çalışmada her üç müfessirin Allah korkusu (...) ile ilgili âyetlere yapmış oldukları yorumlar karşılaştırmalı şekilde incelenerek Allah korkusuna bakış açıları ortaya konmaya çalışılmıştır. Konu başlıkları müfessirlerin Allah korkusu ile ilgili âyetlere yaptıkları yorumlar esas alınarak belirlenmiştir. Bu çalışma aynı dönemde yaşamış bu müfessirlerin konuya bakış açılarını ortaya koyması açısından önem taşımaktadır. Çalışmanın amacı ise bu müfessirlerin Allah korkusu ile ilgili ayetleri yorumlama şekilleri ve bu yorumlarda, kabul edilen sufî tefsir normlarına uyum hususunu ortaya koymaya çalışmaktır. Çalışma neticesinde müfessirlerin her birisi açısından Allah korkusunun son derece önemli olduğu, bazı âyetlerin yorumlarında birleştikleri, bazı âyetlere farklı izahlar getirdikleri, yorumlarında zahiri mananın öncelendiği, ele alınan âyetler bağlamında isrâiliyâta yer verilmediği, ilgili her âyet için her müfessirin yorum yapmadığı gibi birtakım sonuçlara ulaşılmıştır. Habeşistan Prensi Rasselas Bir Hikâye, Dr. Samuel Johnson’ın (1709-1784) eserlerinin en popüler olanlarından biridir. Eserin ilk okuyucuları onu felsefî ve pratik açıdan önemli bir eser olarak görmüş ve bir roman olarak sınıflandırmanın zor olduğunu düşünmüştür. Johnson, eserini yaklaşık 250 yıl önce yazmasına rağmen bugün de okuyucuya hayatın, ölümün, evliliğin, öğrenmenin, eyleme karşı eylemsizliğin anlamını ve diğer birçok konuyu keşfettirmeye çalışmaktadır. Johnson, ahlak teorilerinden hareketle mutluluğu ele almamaktadır. Ahlakî failin kendisinden, insandan ve insanın yaşadığı hayat ve bunun koşullarından hareketle konuyu anlatmaktadır. (...) Mutluluk anlamında temele alınacak olan fail ve onun içinde bulunduğu şartları değerlendirmektedir. Mutluluk, elde edilenden veya elde etmekten çok arama ve başarmada bulunabilir. Habeşistan Prensi, Voltaire’in (1694-1778) iyimserlik sistemini çürütmek için yazdığı Candide adlı esere, planı ve yapısı bakımından benzerlik göstermektedir. Fakat vardıkları sonuç birbirlerinden oldukça farklıdır. İnsanların mutluluğu bulmayı düşündükleri hemen her unsur ele alınıp bunların istenileni veremeyeceğinin belirtildiği Habeşistan Prensi, yöneticilerden hizmetçilere, yaşlılardan gençlere, bilgelerden cahillere varıncaya kadar her kesimden insanı örneklemektedir. Bütün olaylar mutluluk umuduyla başlamış fakat hayal kırıklığıyla sona ermiştir. Sonuçta romanda kurgusal bir yolculuk aracılığıyla ahlakî bir gerçeklik ortaya konulmaya çalışılmıştır. Johnson, Türkiye'de çok fazla tanınmadığı için makalenin giriş kısmında hayatı ve eserlerinin Habeşistan Prensi ile ilgili olan yönlerine kısaca değindik. Çalışmada yöntem olarak nitel araştırmanın imkanlarından yararlanılmış, literatür ve doküman analizi metotları kullanılarak Habeşistan Prensi’nde mutluluk, kötümserlik, iyimserlik konuları incelenmiştir. An alleged moral right to informational privacy assumes that we should have control over information about ourselves. What is the philosophical justification for this control? I think that one prevalent answer to this question—an answer that has to do with the justification of negative rights generally—will not do.

This book is a study of the origins and development of Greek science, focusing especially on the interactions of scientific and traditional patterns of thought from the sixth to the fourth centuries BC. The starting point is an examination of how certain Greek authors deployed the category of 'magic' and attacked magical beliefs and practices, and these attacks are related to their complex background in Greek medicine and speculative thought. In his second chapter Dr Lloyd outlines the development, and assesses (...) the significance, of the theory and practice of argument in early Greek science, and he follows this with a study of the development of empirical research. Finally the author confronts the question of why the Greeks invented science: what precisely was their contribution to science, and what social, economic, ideological and political factors had a bearing on the growth of science in Greece. In this thesis I argue for the following theory: constitutive Russellian phenomenal bonding panpsychism. To do so I do three main things: 1) I argue for Russellian panpsychism. 2) I argue for phenomenal bonding panpsychism. 3) I defend the resultant phenomenal bonding panpsychist model. The importance of arguing for such a theory is that if it can be made to be viable, then it is proposed to be the most promising theory of the place of consciousness within nature. This is (...) because constitutive Russellian panpsychism has all the theoretical virtues of physicalism and dualism but does not face the problems they do. The combination problem, however, is the most significant problem for the Russellian panpsychist, and, hence, in order to show the viability of the theory I address this problem. Moreover, I present a novel ”mereological argument’ for panpsychism which makes it necessary that the Russellian panpsychist addresses the combination problem. The focus of this thesis is therefore addressing this problem. I argue that the combination problem can indeed be solved. To do so I argue for the phenomenal bonding solution proposed by Goff. I argue that this solution works and that we can form a positive concept of the phenomenal bonding relation. This forces the panpsychist to make sense of how experiencing subjects can be proper parts of other experiencing subjects. I then argue that this can indeed be made sense of and show that we can indeed be composite subjects made of other subjects. To show that we can be subjects made up of other subjects I defend this proposal from various objections from throughout the literature. All these objections can be responded to by the constitutive Russellian phenomenal bonding panpsychist. Ultimately this leaves us with a novel and interesting account of what conscious subjects are, and what the material world is: they are both composite entities made wholly of conscious matter. This article discusses the concept of God with a focus on the translation of God in the Chinese and Yoruba religious contexts. Translating the word God is of the essence when comparing concepts of god. The translation of the Christian God as Olodumare misrepresents the latter. As suggested by Africanists, there should be appropriate translations for God, Olodumare, and other African gods. As a preliminary comparative attempt, this article presents a case on the introduction of God to the Chinese people. (...) Like all research, embryo research can take a variety of forms, some posing substantially more risks to persons than others. Savulescu et al argue persuasively that regulatory regimes specially designed for sensitive embryo research should differentiate between person-affecting and non-person-affecting embryo research, with substantial scrutiny only warranted for the former.1 Yet if we find Savulescu et al ’s argument persuasive, what practical implications would it have? In this commentary, we focus in particular on how such an argument might apply in (...) Singapore, one of the jurisdictions with special regulations for embryo research. We will summarise the way in which approval for oocyte and embryonic research operates in Singapore, and suggest that Savulesc et al ’s distinction requires specification to be useful in such contexts. We propose adopting a risk-stratified framework similar to that employed with Institutional Review Boards. This requires a wider view of risks than the focus by Savulescu et al on future persons. We then illustrate how such a framework would apply in five scenarios discussed in Savulescu et al. Research with embryos and oocytes is regulated in Singapore under the Human Biomedical Research Act.2 Enacted in 2015, this law sets out requirements for consent, IRB review and research oversight. By definition, all research involving gametes and embryos fall within the remit of the Act. Medical decisions regarding end-of-life care have undergone significant changes in recent decades, driven by changes in both medicine and society. Catholic tradition in medical ethics offers clear guidance in many issues, and a moral framework accessible to those who do not share the same faith as well as to members of its faith community. In some areas, a Catholic perspective can be seen clearly and confidently, such as in teachings on the permissibility of suicide and euthanasia. In others, such as (...) withdrawal of nutrition and hydration, the Church does not yet speak with one voice and has not closed out the discussion. Yet, it is not in the teaching on individual issues that a Catholic moral tradition offers the most help and comfort, but in its account of what it means to lead a life in Christ, and to prepare for a Christian death. As in the problem of pain and suffering, it is the spiritual support more than the ethical guidance that helps both patients and physicians bear the unbearable and fathom the unfathomable. (shrink)

This article presents evidence supporting the claim that ethical reasoning is a skill that can be taught and assessed. We propose a working definition of ethical reasoning as 1) the ability to identify, analyze, and weigh moral aspects of a particular situation, and 2) to make decisions that are informed and warranted by the moral investigation. The evidence consists of a description of an ethical reasoning education program—Ethical Reasoning in Action —designed to increase ethical reasoning skills in a variety of (...) situations and areas of life. ERiA is housed at a public, major comprehensive U.S. university—James Madison University—and assessment of the program focuses on interventions delivered prior to and during orientation for incoming first-year students. Findings indicate that the interventions measurably enhance the ability of undergraduate students to reason ethically. ERiA’s competency-targeted program and positive student learning outcomes offers a promising model for higher education ethics programs seeking to connect classroom learning in ethics to decision-making in everyday life. This article focuses mainly on (1) the policy of Delft University of Technology since 1992 as regards the university-wide introduction of a compulsory course on ethics and engineering, and (2) the ideal structure of such a course, including the educational goals of the course.

Este ensayo presenta una visión de conjunto del modo en el cual el «giro» (Kehre) hacia el pensamiento ontohistórico, a medidados de los años ’30, impacta sobre la concepción aleteiológica que, siguiendo a E. Lask y E. Husserl, Heidegger elabora desde comienzos de los años ‘20 hasta Sein und Zeit. Sobre esa base, se ofrece también un intento de caracterización de la reformulación eventualista-kairológica de la aleteiología presentada en Beiträge zur Philosophie. La caracterización propuesta se lleva a cabo con arreglo (...) a la distinción entre un nivel metahistórico de consideración, que corresponde al intento de pensar el seren su verdad en términos de la noción de «acontecimiento» (Ereignis), y un nivel propiamente histórico de consideración, que corresponde a la «hermenéutica de los dos comienzos». El pensar que medita históricamente el ser en su verdad sólo puede ser fiel a la intrínseca movilidad del ser mismo, si se ejerce en y desde la quietud de la contención, como temple animímico fundamental. The theme of the paper is defined by the relevance and insufficient scientific elaboration of the concept of dental tourism in Russia on the basis of deep, comprehensive and conceptually oriented research. The article presents the analytical review of foreign literature in the field of dental tourism. The authors consider various approaches to the definition of the conceptof dental tourism. Scientific developments which are devoted to the dental tourism have not been conducted in our country yet. Mainly, the scientific developments (...) in the sphere of dental tourism are conducted for advertising purposes. The authors points to the possibility and necessity of this study within the framework of sociology of medicine which has the methodological and operational basis for achieving the planned result. The complex chaotic dynamics and multistability of financial system are some important problems in micro- and macroeconomic fields. In this paper, we study the influence of two-delay feedback on the nonlinear dynamics behavior of financial system, considering the linear stability of equilibrium point under the condition of single delay and two delays. The system undergoes Hopf bifurcation near the equilibrium point. The stability and bifurcation directions of Hopf bifurcation are studied by using the normal form method and central manifold theory. (...) The theoretical results are verified by numerical simulation. Furthermore, one feature of the proposed financial chaotic system is that its multistability depends extremely on the memristor initial condition and the system parameters. It is shown that the nonlinear dynamics of financial chaotic system can be significantly changed by changing the values of time delays. (shrink)

In this paper, the author attempts to explore some of the problems connected with the formulation and application of international biomedical ethical guidelines, with particular reference to Africa. Recent attempts at revising and updating some international medical ethical guidelines have been bedevilled by intractable controversies and wrangling regarding both the content and formulation. From the vantage position of relative familiarity with both African and Western contexts, and the privilege of having been involved in the revision and updating of one of (...) the international ethical guidelines, the author reflects broadly on these issues and attempts prescribing an approach from both the theoretical and practical angles liable to mitigate, if not completely eliminate, some of the problems and difficulties. This paper forms an introduction to this issue, the contents of which arose directly or indirectly from a conference in May 2001 on Corruption of scientific integrity? — The commercialisation of academic science. The introduction, in recent decades, of business culture and values into universities and research institutions is incompatible with the openness which scientific and all academic pursuit traditionally require. It has given rise to a web of problems over intellectual property and conflict of interest which has even led (...) to corporate sponsors’ suppressing unfavourable results of clinical trials, to the detriment of patients’ health. Although there are those who see the norms of science developing to recognise the importance of instrumental science aiming at specific goals and of knowledge judged by its value in a context of application, none justifies the covert manipulation of results by vested interest. Public awareness of these problems is growing and creating a climate of opinion where they may be addressed. We suggest a way forward by the introduction of nationally and internationally-accepted guidelines for industrial collaboration which contain proper protections of the core purposes of universities and of the independence of their research. Some codes suggested for this purpose are discussed. We note that some universities are moving to adopt such codes of conduct, but argue the need for strong support from the government through its funding bodies. (shrink)
