The ethics of artificial intelligence is a widely discussed topic. There are numerous initiatives that aim to develop the principles and guidance to ensure that the development, deployment and use of AI are ethically acceptable. What is generally unclear is how organisations that make use of AI understand and address these ethical issues in practice. While there is an abundance of conceptual work on AI ethics, empirical insights are rare and often anecdotal. This paper fills the gap in our current (...) understanding of how organisations deal with AI ethics by presenting empirical findings collected using a set of ten case studies and providing an account of the cross-case analysis. The paper reviews the discussion of ethical issues of AI as well as mitigation strategies that have been proposed in the literature. Using this background, the cross-case analysis categorises the organisational responses that were observed in practice. The discussion shows that organisations are highly aware of the AI ethics debate and keen to engage with ethical issues proactively. However, they make use of only a relatively small subsection of the mitigation strategies proposed in the literature. These insights are of importance to organisations deploying or using AI, to the academic AI ethics debate, but maybe most valuable to policymakers involved in the current debate about suitable policy developments to address the ethical issues raised by AI. There is consistent and strong empirical evidence for social inequalities in health, as a vast and fast growing literature shows. In recent years, these findings have helped to move health equity high on international research and policy agendas. This paper examines how the empirical identification of social inequalities in health relates to a normative judgment about health inequities and puts forward an approach which embeds the pursuit of health equity within the general pursuit of social justice. It defends an indirect (...) approach to health equity, which views social inequalities in health as unjust in so far as they are the result of an unjust basic structure of society in Rawls’ sense. Political egalitarianism is at the core of most normative conceptions of democratic legitimacy. It finds its minimal expression in the “one person one vote” formula. In the literature on deliberative democracy, political equality is typically interpreted in a more demanding sense, but different interpretations of what political equality requires can be identified. In this paper I shall argue that the attempt to specify political equality in deliberative democracy is affected by a dilemma. I shall illustrate the political egalitarian’s dilemma by (...) a hypothetical choice between two informational bases for political equality: Rawlsian primary goods and Amartya Sen’s capability approach. The political egalitarian’s dilemma reveals a clash between the requirement of ensuring equal possibilities to participate in the democratic process and the requirement of subjecting substantive judgments to deliberative evaluation. As such, the dilemma is a variant of the procedure vs. substance dilemma that is well-known in democratic theory. While it has sometimes been argued that deliberative democracy solves the tension between procedure and substance, the political egalitarian’s dilemma shows that this tension continues within deliberative democracy. The debate over rival conceptions of political legitimacy tends to focus on first-order considerations—for example, on the relative importance of procedural and substantive values. In this essay, I argue that there is an important, but often overlooked, distinction among rival conceptions of political legitimacy that originates at the meta-normative level. This distinction, which cuts across the distinctions drawn at the first-order level, concerns the source of the normativity of political legitimacy, or, as I refer to it here, the grounds of (...) political legitimacy. If we focus on the grounds of political legitimacy, there are three main conceptions of political legitimacy: will-based, belief-based, and fact-based conceptions. I present an objection to each of those main conceptions and defend a hybrid account of the grounds of political legitimacy. (shrink)

The problem of the social foundations of normativity can be illuminated by discussing the narrower question whether rule-following is necessarily a social matter. The problems with individualistic theories of rule-following seem to make such a conclusion unavoidable. Social theories of rule-following, however, seem to only push back one level the dilemma of having to choose either an infinite regress of interpretations or a collapse into non-normative descriptions. The most plausible of these models, Haugeland's conformism, can avoid these objections if it (...) is supplemented with an ontologically reasonable concept of the collective attitude of a group. Groups of individuals who are bound to shared norms by recognizing each other as equipped with a standard authority of criticism have the necessary properties for ascribing to those groups such collective attitudes. Given such a weak notion of a collective attitude, there is hope for a plausible collectivist theory of rule-following. (shrink)

According to an often repeated definition, economics is the science of individual choices and their consequences. The emphasis on choice is often used – implicitly or explicitly – to mark a contrast between markets and the state: While the price mechanism in well-functioning markets preserves freedom of choice and still efficiently coordinates individual actions, the state has to rely to some degree on coercion to coordinate individual actions. Since coercion should not be used arbitrarily, coordination by the state needs to (...) be legitimized by the consent of its citizens. The emphasis in economic theory on freedom of choice in the market sphere suggests that legitimization in the market sphere is “automatic” and that markets can thus avoid the typical legitimization problem of the state. In this paper, I shall question the alleged dichotomy between legitimization in the market and in the state. I shall argue that it is the result of a conflation of choice and consent in economics and show how an independent concept of consent makes the need for legitimization of market transactions visible. Political decisions have the potential to greatly impact our lives. Think of decisions in relation to abortion or climate change, for example. This makes political legitimacy an important normative concern. But what makes political decisions legitimate? Are they legitimate in virtue of having support from the citizens? Democratic conceptions of political legitimacy answer in the affirmative. Such conceptions righly highlight that legitimate political decision-making must be sensitive to disagreements among the citizens. But what if democratic decisions fail to track what (...) there is most reason to do? What if a democratically elected government fails to take measures necessary to protect its population from threats related to climate change? Peter argues that the legitimacy of political decisions doesn't just depend on respect for the citizens' will; and defends a novel hybrid conception of political legitimacy, called the Epistemic Accountability conception. According to this conception, political legitimacy also depends on how political decision-making responds to evidence for what there is most reason to do. Grounds for Political Legitmacy starts with an overview of the main ways in which philosophers have thought about political legitimacy, and identifies the epistemic accountability conception as an overlooked alternative. It then develops the epistemic accountability conception of political legitimacy and discusses its implications for legitimate political decision-making. Considering the norms that should govern political debate, it examines the role of experts in politics, and probes the responsibilities of democratically elected political leaders and as well as of citizens. It is sometimes argued that ideal theories in political philosophy are a form of ideology. This article examines arguments building on the work of Charles Mills and Raymond Geuss for the claim that ideal theories are cognitively distorting belief systems that have the effect of stabilizing unjust social arrangements. I argue that Mills and Geuss neither succeed in establishing that the content of ideal theories is necessarily cognitively defective in the way characteristic for ideologies, nor can they make plausible which (...) mechanisms ensure the alleged negative effects of the widespread acceptance of ideal theorizing. This does not mean that all hope is lost for the ideology objection, however. By turning to a second Marxian model of ideology, I argue that the ideological character of ideal theories is not so much a matter of their content, but rather of their form. Ideal theories falsely present the normative concepts that they use as semantically practice-independent and thereby block potential challenges from subordinate groups to dominant ideologies. It is therefore not the normative content of ideal theories which proves to be objectionable, but the particular role their concepts play in wider political discourse. (shrink)

This article offers reinterpretation of the current economic and political crisis through the lens of Gramsci’s concept of “interregnum,” departing from the model of “punctured equilibrium” to analyze the specific political dynamics of nonhegemonic periods between the breakdown of one ideological order and the emergence of a new one. Although political science has a range theories about periods of hegemony and paradigmatic stability, the periods between stable hegemonies remain distinctly undertheorized. A theoretical concept describing periods of interregnum is offered and (...) applied to the changes in economic ideology and political alignments that followed the breakdown of the liberal order in the interwar period and the postwar Keynesian consensus of the 1970s. The concept is then applied to the current juncture, in which the hegemony of neoliberalism has been shaken by the 2008 financial crisis but no clear successor has emerged. (shrink)

This book discusses the concept of immanent critique, i. e. whether there is a form of critique which neither just applies empirically accepted standards nor independently justified norms but rather reconstructs norms which are immanent to social practices. -/- It surveys both political theories of criticism (Walzer, Taylor, MacIntyre) and contemporary critical theories (Habermas, Honneth) for how they describe such forms of critique and develops a new model of immanent critique. For this purpose, it takes up both contemporary social ontology (...) theories and the discussion about rule-following. The book argues that we can speak of immanent rules as far as persons can practically recognize each other as members of rule-governed practices if they attribute each other defeasible normative authority. -/- Finally, it describes the consequences of the adoption of such a model for our description of a practice of critique and analyzes both first-order immanent critique and the second-order critique of reification. When we criticize social institutions and practices, what kinds of reasons can we offer for such criticism? Political philosophers often assume that we must rely on universal moral principles that are not necessarily connected to the particular social practices of our communities. Traditionally,continental critical theory has rejected this claim through its endorsement of the method of immanent critique. Immanent critique is a critique of social practices that draws on norms already present within these practices to demand social change, rather than (...) merely conservatively reproducing them. This book defends the claim that such a critique is not only possible, but also has politically powerful potential. Taking up recent developments in analytic collective intentionality theory and in the philosophy of language, the book argues that all social practices rest on structures of mutual recognition between persons that allow social theorists to reconstruct hidden norms present within these practices. Starting from a comprehensive critique of contemporary critical theory, the book also spells out the consequences of this line of thought for the practice of social critique, for the social sciences and for political philosophy. Si Numénius, en platonicien de son temps, a utilisé le Timée et la République pour élaborer et étayer sa pensée métaphysique et cosmologique, il est devenu coutume de penser qu’il a également eu recours au Parménide dans sa description du premier principe. Il peut même paraître tentant d’identifier chez lui ce principe à l’Un. L’examen attentif de son œuvre ne fournit cependant que peu d’indices en ce sens et convainc même qu’elle ne permet pas une telle interprétation. Malgré ces conclusions, (...) l’hypothèse persiste pour des raisons qui tiennent principalement à l’histoire de la philosophie et aux recherches qu’elle suscite. Elle est en effet souvent reprise pour trois raisons, présentées comme corollaires : le statut propre à Numénius de platonicien pythagorisant, prédécesseur de Plotin ; les affinités réelles entre sa pensée et celle du Commentaire anonyme au Parménide ; les parallèles également entrevus entre ses formules et celles de la source supposée commune au Zostrien et au Contre Arius de Marius Victorinus, conçue quant à elle comme fort proche du Commentaire anonyme. Autrement dit, sont invoquées trois raisons nées moins de l’étude de l’œuvre de Numénius elle-même que de la recherche des sources d’autres textes en mal d’auteur et d’origines bien définies, recherche se fondant en partie sur les prétendus liens entre Numérius et ses « pairs » en pythagorisme. L’étude proposée comporte trois parties indépendantes, examinant chacune de ces trois raisons avec les hypothèses qui lui sont associées. Après une esquisse des principaux tenants de la pensée de Numénius, cette première partie aborde les rapports parfois perçus et ceux encore perceptibles entre son œuvre et le Parménide. Elle montre que Numénius n’a visiblement pas utilisé le dialogue de Platon pour élaborer sa propre doctrine des deux premiers principes et a même pu adopter une relative distance à l’égard de l’Un de la première hypothèse, suivant en cela une injonction qu’il a pu penser percevoir chez Platon lui-même. Dès ce premier examen, il apparaît que l’œuvre parvenue de Numénius ne suggère pas de bouleverser la conception la plus courante de l’histoire du platonisme en faisant de Numénius le précurseur de Plotin dans l’interprétation métaphysique du Parménide. L’interrogation sur son rapport à ce dialogue fournit même a contrario les critères d’une interprétation réellement néoplatonicienne de la seconde partie de celui-ci. Un prolongement de cette étude montre toutefois que Numénius a pu inspirer Plotin dans son interprétation de certaines formules du Parménide historique lui-même. (shrink)

Un lieu d’accueil spécifique pour des femmes d’un quartier de Marseille a développé un dispositif social expérimental qui repose sur une approche globale et transversale des problématiques. La situation économique, sociale, culturelle de ces femmes les retranche dans la précarité et demande une réponse adaptée, qui tienne notamment compte de la dimension psychologique des difficultés qu’elles rencontrent. Elles sont pour la plupart issues de l’immigration, voire primo-arrivantes. Le Centre ressources femmes s’est entouré de partenaires de terrain spécialisés et s’est appuyé (...) sur des dispositifs qu’il a fait évoluer en fonction de la spécificité du public. La philosophie de ce dispositif global d’accompagnement repose avant tout sur le respect de la temporalité de chaque individu et de sa singularité en offrant un espace favorisant la construction identitaire dans un pays qui est culturellement étranger. This introduction consists in a historical overview of the debate about practical irrationality, as illustrated by weakness of will. After a brief reminder of the discussions after Davidson, we consider three important moments of the debate: the ancient debate from Socrates to Xenophon, the medieval debate from Augustine to Buridan, and the modern debate after Descartes. We suggest that it is useful to distinguish weakness of will (a failure to act as one wills) from so-called strict akrasia (a failure to (...) will according to one's better judgment) and raise the question of the metaphysical underpinnings of the internalism/externalism debate. Dans les quelques paragraphes qu’il consacre à la comparaison entre la théologie révélée et la théologie philosophique, Siger de Brabant procède à de nombreux écarts par rapport au texte de Thomas d’Aquin qui lui sert de modèle. Cet article a pour but de montrer comment dans le même mouvement par lequel Siger reconnaît la supériorité de la théologie révélée sur plusieurs points, il en limite pourtant aussitôt, et assez strictement, le champ aussi bien du point de vue de la méthode (...) que du champ d’application. Ainsi, au-delà de l’accord de surface entre Siger et Thomas, il faut voir dans ce texte autant une défense de l’autonomie de la philosophie qu’une affirmation de sa supériorité pour tout ce qui peut être investigué par la raison humaine, un rejet donc, profond, du projet thomasien d’une théologie toute-puissante à laquelle sont subordonnées toutes les autres sciences.In the few paragraphs he dedicates to comparing revealed theology and philosophical theology, Siger of Brabant distances himself from the text of Thomas Aquinas which he uses as a model. This article aims to show how, in the same movement by which Siger acknowledges on many points the superiority of revealed theology, he nevertheless immediately limits its field, and this rather strictly, both from a methodological as well as a practical perspective. Thus, beyond the apparent agreement between Siger and Thomas, this text must be understood to be as much a defence of philosophy’s autonomy as an affirmation of its superiority with regard to everything which can be investigated by human reason; it is a deep rejection therefore of Thomas’ project of an all-powerful theology to which the other sciences are subordinated. Tandis que certains s’en désolent, considérant les différentes formes d’irrationalité comme autant d’expressions de notre inaptitude à atteindre la sagesse, d’autres semblent plutôt s’en réjouir, estimant que la possibilité de ne pas se conformer à ce que dicte ou suggère la raison est une preuve de notre (...) radicale liberté. Mais quel que soit le jugement moral, explicite ou implicite, porté sur ces phénomènes, la plupart des philosophes ne se contentent pas de les constater. Ils tentent de les cerner, d’en comprendre les mécanismes, parfois de les justifier. Comment et pour-quoi? The macro-level debate on the economic impact of multinational enterprises (MNEs) is still unsettled. This article explores micro-level evidence by examining what Fortune Global 250 firms themselves report about their economic impact. Such reporting embodies corporate attempts to account for their economic implications, in addition to the environmental and social aspects of their activities that have traditionally received more attention in the context of corporate responsibility. Firms' reports turn out to provide a rich illustration of the mechanisms through which MNEs (...) (can) affect economic development (including sheer size, technology transfer, and backward linkages) and of how such impacts are being operationalized and measured. The authors test which MNEs are most likely to disclose information on the various mechanisms and find that it is influenced by region, sector, and size but not by profitability. Implications of this exploratory study for research and practice are discussed. (shrink)

Dans son interprétation du Timée, Calcidius rapporte un exposé de Numénius sur la manière dont Pythagore, suivi par Platon, conçoit l’origine du monde. À cette occasion, Numénius identifie la matière à trois entités : la dyade indéterminée, la nécessité et l’âme mauvaise du monde évoquée dans les Lois (fr. 52 Des Places). L’article montre en quoi ces trois analogies permettent de comprendre le rôle qu’il attribue à la matière dans l’origine du mal, et ce même avant l’incarna­tion de l’âme, d’après (...) les témoignages sur sa pensée fournis par Jamblique (fr. 43 Des Places) et Énée de Gaza (fr. 49 Des Places). Il analyse le contexte philo­sophique et exégétique de ces analogies, montrant combien la pensée de Numénius est profondément ancrée dans les cadres fournis par l’école platonicienne, tant pour ses choix herméneutiques que pour ses débats avec les autres écoles (le stoïcisme essentiellement ici). This paper reports on a manual monitoring of online representations of LGBT persons in the Republic of Cyprus for the period April 2015–February 2016. The article contextualizes the prevalence of “hate speech” in online Greek Cypriot comments against LGBT individuals, and, more generally, against non-heterosexuals. Adopting a Foucauldian position vis-à-vis the social and discursive construction of sexuality, we outline, first, the socio-historical context with a focus on LGBT rights in the Republic of Cyprus and the nationalistic project construing sexualities. We (...) then examine the different levels of discursive discrimination practices, providing a snapshot of the types of “hate speech” referring to this topic typically found in such an environment. The focus is on identification of the frames used to construct LGBT identities, and their perception.We use in our title the word subject as defined by post-modernists and by Butler in particular : subject refers to “a socially produced ‘agent’ and ‘deliberator’ whose agency and thought is made possible by a language that precedes that ‘I’. In this sense the ‘I’ is produced through power ”. This paper focuses on the socially produced definition of the LGBT community in the context under study. We thus address the way in which sexuality is constructed within a compulsory and hegemonic heterosexuality and heteronormativity. We analyze our data i.e. comments focused on the LGBT community, with corpus linguistic tools as well as through a qualitative examination of the identified frames. Our analysis confirms an interface between nationalism and compulsory hegemonic heteronormativity in the Republic as well as the influence of the Orthodox Church and its beliefs. (shrink)

An introduction to contemporary metaethics.

This chapter pursues three aims: First, I propose three different roles that hope can play in political philosophy - one instrumental, one constitutive, and the other justificatory. I then examine three major approaches to political hope, exemplified by Bloch, Rorty, and contemporary liberal authors in order to distinguish three approaches to the justificatory question. I argue that they make opposite mistakes with regard to the importance of hope. Whereas Bloch solves the problem of justification by introducing a metaphysics to support (...) hope, thereby adopting an overambitious concept of hope, Rorty and contemporary liberals assign it too small a role. Based on this discussion, I then argue for my own proposal; the view that, while ethical pluralism rules out any expectation that we can achieve more ambitious forms of community than political liberalism seems to allow, the requirements of justice may still require us to hope for the emergence of such forms of community. Dans son dialogue Sur le Bien (19 F = fr. 11 dP), Numénius écrit que le dieu qui est « deuxième et troisième est un ». Par là, il désigne un dieu considéré selon deux aspects qui correspondent à la double orientation de son attention. Dans le second, il est tourné vers le monde et joue le rôle de démiurge. Selon la plupart des chercheurs, ce démiurge serait à identifier à l’âme du monde que les fragments parvenus du dialogue ne (...) mentionnent pas. L’article montre que cette interprétation ne rend peut-être pas compte du propos de Numénius. Il indique les raisons théoriques et polémiques expliquant qu’en réalité, même si le démiurge a la fonction de l’âme du monde, Numénius ne l’identifie pas avec celle-ci. Il veut définir les principes qu’il identifie à l’être, conçu comme incorporel. Le mouvement intrinsèque à l’âme et l’immanence qui la caractérise, d’après la tradition platonicienne que suit Numénius et la tradition stoïcienne à laquelle il s’oppose, interdisent de donner à cette âme le statut de pur intelligible – le lui accorder serait précisément céder à l’immanentisme et au corporalisme stoïciens. Enfin, il n’est pas davantage utile de reconnaître dans le second aspect du deuxième dieu, un moment nommé « troisième dieu » dans le dialogue, le troisième dieu que Numénius aurait identifié au monde d’après le témoignage de Proclus (29 T = fr. 21 dP). Ce troisième dieu-là peut réellement correspondre au monde dont Platon fait un dieu, à condition que ce monde soit considéré comme le produit du seul intellect, ordre (κόσμος) qui comporte certes une âme, et même un intellect en elle, mais qui n’est réduit ni à l’une ni à l’autre. This essay examines Charles S. Pierce’s critique of nominalism against the background of the debate about natural kinds at the time of the first reception of Darwin's _Origin of Species_. In the history of the so-called dispute over universals in Western philosophy, the phenomenon of species constancy has always been of central importance (since Plato). Darwin's historicization of species was seen by some of Peirce's contemporaries, including Chauncey Wright, as support for Mill's nominalism. Peirce believed the opposite, that Darwin's history (...) of the origin of species supports realism about universals. This is so because for Darwin species arise independently of the human mind. Just as a history of science does not have to cast doubt on the reality of scientific disciplines, a history of species does not have to make their reality appear questionable. However, a concept of modifiable species is needed to understand this history. Peirce develops such a concept by understanding species, ahead of his time, as variable clusters. (shrink)

This study investigates the ethical use of Big Data and Artificial Intelligence (AI) technologies (BD + AI)—using an empirical approach. The paper categorises the current literature and presents a multi-case study of 'on-the-ground' ethical issues that uses qualitative tools to analyse findings from ten targeted case-studies from a range of domains. The analysis coalesces identified singular ethical issues, (from the literature), into clusters to offer a comparison with the proposed classification in the literature. The results show that despite the variety (...) of different social domains, fields, and applications of AI, there is overlap and correlation between the organisations’ ethical concerns. This more detailed understanding of ethics in AI + BD is required to ensure that the multitude of suggested ways of addressing them can be targeted and succeed in mitigating the pertinent ethical issues that are often discussed in the literature. This book uses insights from disability studies to understand in a deeper way the ethical implications that genetic technologies pose for Christian thought. Theologians have been debating genetic engineering for decades, but what has been missing from many theological debates is a deep concern for persons with genetic disabilities. In this ambitious and stimulating book, Devan Stahl argues that engagement with metaphysics and a theology of nature is crucial for Christians to evaluate both genetic science and the moral use (...) of genetic technologies, such as human genetic engineering, gene therapy, genetic screenings, preimplantation genetic diagnosis, and gene editing. Using theological notions of creation ex nihilo and natural law alongside insights from disability studies, the book seeks to recast the debate concerning genetic well-being. Following the work of Stanley Hauerwas, Stahl proposes the church as the locus for reimagining disability in a way that will significantly influence the debates concerning genetic therapies. Stahl's project in "genethics" proceeds with an acute awareness of her own liberal Protestant tradition's early embrace of the eugenics movement in the name of scientific and medical advancement, and it constructively engages the Catholic tradition's metaphysical approach to questions in bioethics to surpass limitations to Protestant thinking on natural law. Christianity has all too frequently been complicit in excluding, degrading, and marginalizing people with disabilities, but the new Christian metaphysics developed here by way of disability perspectives provides normative, theological guidance on the use of genetic technologies today. As Stahl shows in her study, only by heeding the voices of people with disabilities can Christians remain faithful to the call to find Christ in "the least of these" and from there draw close to God. For centuries, philosophers and theologians debated the meaning of monstrous births. This article describes the debates that took place in the early modern period concerning the origins of monstrous births and examines how they might be relevant to our understanding of disability today. I begin with the central questions that accompanied the birth of conjoined twins in the early 17th century as well as the theological origins of those questions. I then show the shifts that occurred in philosophical debate in (...) the 18th century, which reveal the changing understanding of God’s interaction with creation, as well as the burgeoning medical responses to monstrous births. By reexamining these earlier debates, I claim some of the earlier questions posed by philosophers and theologians have been neglected but remain relevant in bioethics debates concerning how best to consider and treat newborns with certain disabilities. The hope for a better future can, and frequently does, motivate political action. Political hope is therefore often considered a positive force. However, not all forms of political hope are beneficial. Some scholars and activists claim that some kinds of hope also function as an ideology. I argue that we can give a precise meaning to the notion of ‘ideological hope,’ and I argue that to say of a given instance of hope that it is ‘ideological’ means more than that (...) it is irrational or immoral. I distinguish two forms of ideological hope: forms where the ideological nature of hope derives from underlying ideological beliefs and judgments, and structural forms. The case of structurally ideological hope shows that even the rational hopes of political agents can undermine their purposes by binding them to distorted political self-understandings. (shrink)

Some situations appear to make moral demands on us – they call for a certain response. How can we account for such paradigmatic moral experiences? And what normative properties or relations are involved? This paper argues that we can account for such moral experiences in terms of moral affordances, where moral affordances are opportunities for fitting action.
