This paper provides an early evaluation of Artificial Intelligence against COVID-19. The main areas where AI can contribute to the fight against COVID-19 are discussed. It is concluded that AI has not yet been impactful against COVID-19. Its use is hampered by a lack of data, and by too much data. Overcoming these constraints will require a careful balance between data privacy and public health, and rigorous human-AI interaction. It is unlikely that these will be addressed in time to be (...) of much help during the present pandemic. In the meantime, extensive gathering of diagnostic data on who is infectious will be essential to save lives, train AI, and limit economic damages. (shrink)

Abstract‘Corporate Social Responsibility (CSR) is conceptualized in many ways. We argue that one cannot be indifferent about the issue of its conceptualization. In terms of methodology, our position is that any conceptual discussion must embed CSR in political theory. With regard to substance, we link up with the discussion on whether CSR must be defined on the basis of a tripartite or a quadripartite division of business responsibilities. We share A.B. Carroll’s intuition that a quadripartite division is called for as (...) a basis to define CSR. However, defending the quadripartite division of business responsibilities requires that the distinctions between economic, legal, ethical and discretionary business responsibilities be made intelligible. Carroll’s account is defective in this respect. We argue that contemporary Neo-Kantian political ethics is able to make sense of these distinctions, because of its specific interpretation of liberalism. Interestingly, from a conventional liberal perspective this interpretation of liberalism is atypical, as it extends public morality beyond the domain of the law. (shrink)

The impact of philosophy of science on biology is slight. Evolutionary biology, however, is nowadays an exception. The status of the neo-Darwinian (synthetic) theory of evolution is seriously challenged from a methodological perspective. However, the methodology used in the relevant discussions is plainly defective. A correct application of methodology to evolutionary theory leads to the following conclusions. (a) The theory of natural selection (the core of neo-Darwinism) is unfalsifiable in a strict sense of the term. This, however, does not militate (...) against the theory, because no scientific theory whatever is testable in this way. Under a more liberal testability criterion, the theory is surely testable. None the less, certain (not all) research programs may tend to make the theory untestable in practice. (b) It has often been argued that the tautologous character of the principle of natural selection, allegedly the focus of evolutionary theory, makes the theory untestable through circular reasoning. Actually, the principle is only a tautology if fitness is wrongly defined in terms of actual survival. But even then circular reasoning need not ensue. (c) Evolutionary principles do not permit, without additional information, the derivation of statements about evolutionary events concerning particular species or populations. If this were a reason to criticize the theory (as has been argued in the literature), any other scientific theory would be inadequate by the same token. (shrink)

In his 1939 Cambridge Lectures on the Foundations of Mathematics, Wittgenstein proclaims that he is not out to persuade anyone to change their opinions. I seek to further our understanding of this point by investigating an exchange between Wittgenstein and Turing on contradictions. In defending the claim that contradictory calculi are mathematically defective, Turing suggests that applying such a calculus would lead to disasters such as bridges falling down. In the ensuing discussion, it can seem as if Wittgenstein challenges Turing's (...) claim that such disasters would occur. I argue that this is not what Wittgenstein is doing. Rather, he is scrutinizing the meaning and philosophical import of Turing's claim—showing how Turing is wavering between making an empirical prediction and a logical observation, and that it is only through this wavering that Turing can believe that he has provided a proper explanation of why contradictory calculi are mathematically defective. In this article thinking on corporate social responsibility is compared with the dominant political theory of the market: theneoclassical theory. The comparison shows that thinking on CSR fundamentally collides with that theory. For example, their respectivenormative views on man are incompatible, as are their respective views on the modus operandi of the market. Given that CSR is desirable it follows that a new political theory of the market is needed. This article suggests some initial steps toward developing that new political (...) theory of the market. BackgroundResearch misconduct and questionable research practices have been the subject of increasing attention in the past few years. But despite the rich body of research available, few empirical works also include the perspectives of non-researcher stakeholders.MethodsWe conducted semi-structured interviews and focus groups with policy makers, funders, institution leaders, editors or publishers, research integrity office members, research integrity community members, laboratory technicians, researchers, research students, and former-researchers who changed career to inquire on the topics of success, integrity, and responsibilities in science. We used the Flemish biomedical landscape as a baseline to be able to grasp the views of interacting and complementary actors in a system setting.ResultsGiven the breadth of our results, we divided our findings in a two-paper series with the current paper focusing on the problems that affect the integrity and research culture. We first found that different actors have different perspectives on the problems that affect the integrity and culture of research. Problems were either linked to personalities and attitudes, or to the climates in which researchers operate. Elements that were described as essential for success were often thought to accentuate the problems of research climates by disrupting research culture and research integrity. Even though all participants agreed that current research climates need to be addressed, participants generally did not feel responsible nor capable of initiating change. Instead, respondents revealed a circle of blame and mistrust between actor groups.ConclusionsOur findings resonate with recent debates, and extrapolate a few action points which might help advance the discussion. First, the research integrity debate must revisit and tackle the way in which researchers are assessed. Second, approaches to promote better science need to address the impact that research climates have on research integrity and research culture rather than to capitalize on individual researchers’ compliance. Finally, inter-actor dialogues and shared decision making must be given priority to ensure that the perspectives of the full research system are captured. Today's complex and decentralized organization gives rise to organizational needs for both loyalty and institutionalized whistle blowing. However, ethicists see a contradiction between both needs. This paper argues there is no such contradiction. It shows why earlier attempts to go beyond the dilemma are not satisfying. The solution proposed in this paper starts from an organizational perspective instead of an individual one. It does so by reframing the concept of loyalty into rational loyalty. This means that the object of loyalty (...) is not the physicality of an organization, but its corpus of explicit mission statement, goals, value statement and code of conduct. An implication is that organizations are – as their side of the duty of loyalty – obliged to institutionalize whistle blowing. (shrink)

This paper explores semi‐formal interactions between SRI‐investors that take the governance route rather than deploy a best‐in‐class logic or exclusionary screening. On the basis of a stakeholder typology of the investor and of the chosen topic of interaction, namely compliance with the core ILO labour conventions, the paper formulates 10 expectations about management reactions to the concerns raised by investors. These expectations cover responsiveness, acknowledgment of positions and general attitude. The expectations are then related to the factual discourse by management (...) responding to such concerns raised by investors. Based on data obtained from the Portfolio21‐correspondence, which is a joint initiative of European investors, it is found that management is very willing to discuss cases but at the same time denies the truth‐value of the allegations. This article deals with the question of how self-organization in living organisms is realized. Self-organization may be observed in open systems that are out of equilibrium. Many disequilibria-conversion phenomena exist where free energy conversion occurs by spontaneously formed engines. However, how is self-organization realized in living entities? Living cells turn out to be self-organizing disequilibria-converting systems of a special kind. Disequilibrium conversion is realized in a typical way, through employing information specifying protein complexes acting as nano engines. The genetic code (...) enables processing of information—derived from coding DNA—to produce these molecular machines. Hence, information is at the core of living systems. Two promising approaches to explaining living cells containing sequences carrying information are mentioned. Also discussed is the question of whether a second concept of self-organization—namely, the Kantian concept—applies. (shrink)

Grime (1979) in a recently developed theory distinguished three basic plant strategies: stress tolerance,ruderality and competition. He relates them to environments characterized in terms of stress and disturbance. Classifications of strategies and environments both are ultimately defined in terms of production. This tends to make the theory tautological. If the theory is to make sense, environments had better be defined in independent terms.

Legal information retrieval is in need of the provision of legal knowledge for the improvement of search strategies. For this purpose, the LOIS project is concerned with the construction of a multilingual WordNet for cross-lingual information retrieval in the legal domain. In this article, we set out how a hybrid approach, featuring lexically and legally grounded conceptual representations, can fit the cross-lingual information retrieval needs of both legal professionals and laymen.

In the context of a weak formal theory called Basic Intuitionistic Mathematics $$\textsf{BIM}$$ BIM, we study Brouwer’s Fan Theorem and a strong negation of the Fan Theorem, Kleene’s Alternative (to the Fan Theorem). We prove that the Fan Theorem is equivalent to contrapositions of a number of intuitionistically accepted axioms of countable choice and that Kleene’s Alternative is equivalent to strong negations of these statements. We discuss finite and infinite games and introduce a constructively useful notion of determinacy. We prove (...) that the Fan Theorem is equivalent to the Intuitionistic Determinacy Theorem. This theorem says that every subset of Cantor space $$2^\omega $$ 2 ω is, in our constructively meaningful sense, determinate. Kleene’s Alternative is equivalent to a strong negation of a special case of this theorem. We also consider a uniform intermediate value theorem and a compactness theorem for classical propositional logic. The Fan Theorem is equivalent to each of these theorems and Kleene’s Alternative is equivalent to strong negations of them. We end with a note on ‘stronger’ Fan Theorems. This contribution is located in the field of Historical Theology. It gives an overview (post-World War II) of the philosophical-theological discourse on technology and humanity, articulated by academics who were members and ordained ministers of the Nederduitsch Hervormde Kerk van Afrika (NHKA). It serves to illustrate the close relationship between theology and philosophy within the theological tradition of the NHKA. The author concludes that there is a growing realisation that it is not primarily about technology anymore, but about humanity. In (...) theology, there is a fundamental concern for the well-being of humanity. Theologians would forsake their responsibility if they would stay quiet on something, which is not only transforming our world view and morality, but humanity itself.Contribution: The current discourse on technology tends to be dominated by economists, engineers, information technology specialists, jurists and medical specialists. As a result, technology takes the centre stage, emphasising the benefits of technological progress. Because of the radical impact of technology on humanity, disciplines such as history, philosophy, sociology, psychology and theology are becoming increasingly important discussion partners. (shrink)

The polymath Michel de Certeau is traditionally seen as one of a group of French poststructuralist thinkers who reject constructs in the social sciences in favor of the diversity of the everyday or the past. However, in this paper I will show that, as a historian, Certeau did not discard these constructs, but rather valued them as a means of doing justice to the “strangeness” of the past. The position that Certeau adopts can be seen most clearly from his theoretical (...) debate with Paul Veyne, which is the starting point of this article. I then show how Certeau’s first major historical work, The Possession at Loudun, exemplifies his theoretical position. An analysis of this work demonstrates how the historian’s active reconstruction of interactions between exorcists, medical doctors, state officers, and possessed nuns helps us to perceive the complexity of the past in a way that can be seen as a microhistory avant la lettre. I will suggest that during his writing of the history of Loudun, Certeau implicitly raises more theoretical and epistemological problems, and in so doing he “practices” a theory of history. The most elusive aspect of the story at Loudun turns out to be the drama around the priest Grandier. This article demonstrates how Certeau pays tribute to Grandier by using “scientific” methods, thus showing the “limits of representation” through disciplinary means. Finally, the article explores the implications of Certeau’s theory and practice of the writing of history for understanding historiography at large. The historian not only appears as a tramp who looks for remains that are forever lost to us, but is also a “scientist” who uses both models and concepts in order to put them to the test. (shrink)

A.S. Geyser was professor of New Testament at the University of Pretoria from 1946 to 1961, when he accepted an appointment at the University of the Witwatersrand. He was one of the most active and outspoken critics of apartheid and played a leading role in the establishment of the Christian Institute and the appointment of Beyers Naude as the first director of the Institute. However, Geyser received very little attention either in church history or in the history of South Africa. (...) This contribution, presented as the Third A.S. Geyser Commemorative Lecture at the University of Pretoria, reflects on Geyser’s ecclesiology. It is quite remarkable that Geyser chose ecclesiology as point of entry into the discourse on apartheid. He engaged in fundamental theological criticism of segregation in church and state based on his understanding of the unity of the church in Christ and a humanity unified under the kingship of Christ. In a sample of 615 Belgians a model for fair trade buying behaviour was developed. The impact of fair trade knowledge, general attitudes towards fair trade, attitudes towards fair trade products, and the perception of the quality and quantity of fair trade information on the reported amount of money spent on fair trade products were assessed. Fair trade knowledge, overall concern and scepticism towards fair trade, and the perception of the perceived quantity and quality of fair trade information, influence buying (...) behaviour directly and indirectly through product attitudes. Interest in fair trade products, price acceptability and product liking have a significant impact on fair trade buying behaviour. Product interest is the most important variable influencing buying behaviour. Implications for the campaigns of governments and for the marketing strategy of fair trade organisations are offered. On occasion of Dr. Leavitt's criticism I would like to stress the following points: 1. In spite ofWolfson'sendeavourtoreduceSpinozatoAristotelian, scholastic and Jewish sources ofthe Middle Ages, many texts—in fact all texts in which Aristotle ismentioned—constitute (...) aconvincingproof that Spinoza not only rejected,just like Hume, all sorts ofAristotelian and scholastic speculation, buteven showedmuch contemptfor them.1 In the same way there cannot be any doubt that he rejected Maimonides' Jewish Aristotelianism.2 In the TTP he defines his position in sharp contrast to Maimonides. 2.Nominalism means that names may be used for the indication of many items whereas ideas are essentially ideas of particulars. According to Spinoza everything is reflected in its own specific idea,3 whereas names like 'ens', 'aliquid', 'man', etc. may be the sign, sometimes ambiguously but often also without confusion, of more things, which are vaguely conceived. The paper is a contribution to intuitionistic reverse mathematics. We introduce a formal system called Basic Intuitionistic Mathematics BIM, and then search for statements that are, over BIM, equivalent to Brouwer’s Fan Theorem or to its positive denial, Kleene’s Alternative to the Fan Theorem. The Fan Theorem is true under the intended intuitionistic interpretation and Kleene’s Alternative is true in the model of BIM consisting of the Turing-computable functions. The task of finding equivalents of Kleene’s Alternative is, intuitionistically, a nontrivial (...) extension of the task of finding equivalents of the Fan Theorem, although there is a certain symmetry in the arguments that we shall try to make transparent. We introduce closed-and-separable subsets of Baire space $${\mathcal{N}}$$ and of the set $${\mathcal{R}}$$ of the real numbers. Such sets may be compact and also positively noncompact. The Fan Theorem is the statement that Cantor space $${\mathcal{C}}$$, or, equivalently, the unit interval [0, 1], is compact and Kleene’s Alternative is the statement that $${\mathcal{C}}$$, or, equivalently, [0, 1], is positively noncompact. The class of the compact closed-and-separable sets and also the class of the closed-and-separable sets that are positively noncompact are characterized in many different ways and a host of equivalents of both the Fan Theorem and Kleene’s Alternative is found. Transparency is a crucial condition to implement a CSR policy based on the reputation mechanism. The central question of this contribution is how a transparency policy ought to be organised in order to enhance the CSR behaviour of companies. Governments endorsing CSR as a new means of governance have different strategies to foster CSR transparency. In this paper we discuss the advantages and disadvantages of two conventional policy strategies: the facilitation policy and the command and control strategy. Using three criteria (...) (efficiency, freedom and virtue) we conclude that both strategies are defective. Most attention is paid to the facilitation strategy since governments nowadays mainly use this. In evaluating this strategy we analyse the Dutch case. As an alternative we introduce a third government policy: the development of a self-regulating sub-system. By construing an analogy with the historical development of corporate financial disclosure, we point out that the vital step in the creation of a self-regulating subsys- tem is the creation of strong informational intermediate organisations. This paper provides an empirical case study of the relationship between corporate social responsibility (CSR) and the new competition regulation in the Netherlands. The leading question in this case study is whether the new institutional arrangement has allowed for the possibility that reasonable exceptions can be made to the principle that inter-firm cooperation is prohibited. That is to say: does the new institutional arrangement allow for the possibility of `well organized but not `perfect’ markets’? The investigation focuses on the Netherlands, (...) which constitutes an exemplary case as the Dutch are committed to both strengthen the competitiveness of the market and allow for exceptions on behalf of non-economic values such as CSR. The authors expect that the Dutch context will prevent a doctrinal and categorical rejecting of any good argument to make an exception to the rule that inter-firm cooperation must be prohibited. In the current debate about the pros and cons of routine (nonreligious) neonatal circumcision (RNC), the emphasis is on medical justifications for the practice. Questions of human rights also are widely discussed. However, even if the alleged medical benefits of RNC were to outweigh the harms and risks, this is not a sufficient justification for RNC. The practice of RNC is questionable from a variety of viewpoints including not only the ideal of evidence-based medicine and human rights considerations, but also (...) the notion of respect for bodily integrity. Should we conceive of corporations as entities to which moral responsibility can be attributed? This contribution presents what we will call a political account of corporate moral responsibility. We argue that in modern, liberal democratic societies, there is an underlying political need to attribute greater levels of moral responsibility to corporations. Corporate moral responsibility is essential to the maintenance of social coordination that both advances social welfare and protects citizens' moral entitlements. This political account posits a special capacity of self-governance (...) that corporations can intelligibly be said to possess. Corporations can be said to be "administrators of duty" in that they can voluntarily incorporate moral principles into their decision-making processes about how to conduct business. This account supplements and partly transforms earlier pragmatic accounts of corporate moral responsibility by disentangling responsibility from its conventional linkages with accountability, blame and punishment. It thereby represents a distinctive way to defend corporate moral responsibility and shows how Kantian thinking can be helpful in disentangling the problems surrounding the concept. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:More About Hume's Debt to Spinoza Wim Klever In a recent contribution to the question of Hume's relationship to SpinozaIadvocatedamoreorlessSpinozisticinterpretationofthefirst bookofA Treatise ofHumanNature.1 Ofthe Understanding, sowasmy claim, is not only very close to De natura et origine mentis (Ethica, second part) as far as its main affirmations are concerned; the convergence ofexternal and internal evidence makes it also probable that there is a remarkable influence from the one's work (...) on the other and, accordingly, that Hume's defamation of Spinoza's system might well have been disingenuous. This last point was previously also suggested by Richard Popkin in an article in which he compared Hume's philosophy ofreligion with Spinoza's.2 What motivated me to continue my research in this field? To say itinone word: the unintendeddiscoveryofmanystrikingresemblances betweenHume's secondbook, OfthePassions,andSpinoza'sthirdpart, De origine et natura affectuum. I happened to become a member of a group ofinterested people who concentrate on reading Hume, and, on the other hand, I had acquired some expertise as a Spinoza scholar for quite a number of years, so that I could not avoid seeing the commonaUties between the two philosophers. It seems to be fully impossible to explain the resemblances—which I, ofcourse, will show below—by referring to the Spinoza-article in Bayle's Dictionaire historique et critique (a source once mentioned by Hume in a letter to a London friend), since Bayle does not spend a word to the human passions. It is further a hard fact that there do not exist other written sourcesfrom which Humemighthave drawnhisSpinozisticinspiration in his French period apart from the Ethics; all available literature of the time turned around the questions theism versus atheism and free will versus determinism, without entering into the details ofhuman emotions.3 Only one conclusion was possible for me: Hume musthave been familiar with Spinoza's own text. Either the Chevaher Ramsay, whose intimate he was for some time,4 or anotherintermediaryfigure5 must have raised his interest. The best entrance into the material is constituted by Hume's closing remark in his A Dissertation on the Passions (1757), in which he elucidates what he in fact has been doing in hie analysis of the passions: Volume XDI Number 1 55 WIM KLEVER I pretend not to have here exhausted this subject. It is sufficient formy purpose, ifI have made it appear, that, in the production and conduct of the passions, there is a certain regular mechanism, which is susceptible of as accurate a disquisition, as the laws ofmotion, optics, hydrostatics, or any part ofnatural philosophy.6 In spite ofthe words "a certain," this fragment maynot be interpreted as a metaphorical assessment. The origin and the processes ofhuman passions are purely mechanical. If this is not what Hume intends to declare, he never could have added the phrase that passions are susceptible of exactly the same kind of accurate descriptions as other natural phenomena. This theory of the mechanism of the passions is certainly not Cartesian. Although Descartes, as a physical scientist, was a great promoter of the explanation of things by means of mechanical causality, he in fact did not extend this method to the life ofthe passions. In his dualistic philosophy he ascribes to the human mind (with its free will) the capability to interfere with the passions and even to dominate them.7 In this field it is Spinoza who paves the way for Hume by sharply criticizing Descartes' non-mechanistic explanation ofthe passions. His far-fetched solution ofthe mind-body interactivity by means of the pineal gland and the animal spirits pushing against it, is called "a hypothesis more occult than any occult quality." 8 Spinoza acknowledged that Descartes had good intentions in trying to explain the human affections by their direct causes, but he was inconsistent insofar as he at the same time attempted to demonstrate man's absolute dominion over them. We establish a completeness theorem for first-order basic predicate logic BQC, a proper subsystem of intuitionistic predicate logic IQC, using Kripke models with transitive underlying frames. We develop the notion of functional well-formed theory as the right notion of theory over BQC for which strong completeness theorems are possible. We also derive the undecidability of basic arithmetic, the basic logic equivalent of intuitionistic Heyting Arithmetic and classical Peano Arithmetic.

Many prominent arguments for epistemic relativism take their departure from the observation that a certain kind of epistemic symmetry is present in particular empirical cases. In this paper, we seek to attain further clarity about the kind of symmetry at issue, and the sort of relativism to which such symmetry can reasonably be taken to give rise. The need for such an investigation is made apparent, we believe, by the fact that prominent anti-relativist arguments such as that advanced by Boghossian (...) in his influential book Fear of Knowledge (2006) yield distorted pictures of the matter. Following Boghossian, we present our argument through a detailed consideration of the dispute between Bellarmine and Galileo concerning heliocentrism. Contrary to what Boghossian claims, the relevant sort of symmetry does not concern a difference in fundamental epistemic principles between Bellarmine and Galileo, but rather a much more localized difference in procedures for adjudication between shared principles in the novel epistemic circumstances generated by Galileo's telescopic observations. Bellarmine and Galileo advance fundamentally different procedures of adjudication that are nevertheless equally rational. The upshot is not so much the denial that there are absolute epistemic facts as such, as Boghossian thinks, but rather the denial that there is an absolute fact of the matter as to which was the most rational way to proceed: Bellarmine's or Galileo's. A reflection is made on COVID-19 measures and a call for papers is made to explore the crisis through philosophical inquiry on 1) disaster management and 2) existentialist views of work. Guidance is given based on papers published previously in the journal, and on Camus’ La Peste / The Plague.

This article is a transcript of an interview with David Shaw, the author of the book, “An Ancient Greek Philosophy of Management Consulting: Thinking Differently about its Assumptions, Principles and Practice”, published with Springer in 2022. It discusses his reasons for looking to the ancient Greek philosophers for new ideas about management consulting, and how his papers for this journal have contributed to the development of the book.

In this tribute to the life and work of philosopher Bat-Ami Bar On, I start by describing what daring to be good looks like. I present engagement with good and evil as a dilemma, one that I believe Bar On’s work overcomes. In the experience of evil in the world, people can make good decisions with incomplete information and uncertainty, or people can experience atrocity in bold relief and remain apathetic. We should understand the causes and motivations for both. I (...) make suggestions about how we can bring these visions into the classroom with the critical, engaged pedagogies of Paolo Freire and David A. Kolb, concluding with a return to the idea of philosophy as political action. We are daring—courageous—when we endeavor to do good, especially when the outcome is uncertain and/or requires sacrifice. In the end, I summarize Bar On’s five-step method for confronting evil with meaningful political citizenship. (shrink)

Messianic peacemakers: Intertextual relationships between Zechariah 9-14 and the Gospel of Matthew. This article deals with images of war, violence and peace and with the role of messianic leaders in Deutero-Zechariah and the way in which texts from Zechariah 9–14 have been interpreted in the Gospel of Matthew. The first section describes the lines of meaning in Zechariah 9–14 on the basis of word fields related to violence and universal peace. The second section discusses Deutero-Zechariah’s own position in the development (...) of messianic expectations in Old Testament texts. In the third section, the question is asked how the meaning of texts from Zechariah 9–14 about messianic leaders has been influenced by earlier prophetic texts, and how these texts in their turn have been transformed and updated in the Gospel of Matthew, which contains explicit quotations from Deutero-Zechariah in 21:5; 26:15; 26:31 and 27:9–10. The fourth section summarises some interesting semantic shifts appearing in Matthew’s gospel compared to Deutero-Zechariah. Moreover, some critical comments are presented against the idea defended in some recent studies that there is a sharp tension between Jesus’s role in Matthew as the bringer of a peaceful ethical message, and his violent and vindictive role at the final judgement. At the end of this article, the burning question is raised whether Zechariah’s and Matthew’s messages, both of which are characterised by a certain degree of exclusivity, can play a constructive role in modern multi-religious discussions about common roads leading to global peace. Today's complex and decentralized organization gives rise to organizational needs for both loyalty and institutionalized whistle blowing. However, ethicists see a contradiction between both needs. This paper argues there is no such contradiction. It shows why earlier attempts to go beyond the dilemma are not satisfying. The solution proposed in this paper starts from an organizational perspective instead of an individual one. It does so by reframing the concept of loyalty into “rational loyalty”. This means that the object of loyalty (...) is not the physicality of an organization, but its corpus of explicit mission statement, goals, value statement and code of conduct. An implication is that organizations are – as their side of the duty of loyalty – obliged to institutionalize whistle blowing. (shrink)

An arms race for an artificial general intelligence would be detrimental for and even pose an existential threat to humanity if it results in an unfriendly AGI. In this paper, an all-pay contest model is developed to derive implications for public policy to avoid such an outcome. It is established that, in a winner-takes-all race, where players must invest in R&D, only the most competitive teams will participate. Thus, given the difficulty of AGI, the number of competing teams is unlikely (...) ever to be very large. It is also established that the intention of teams competing in an AGI race, as well as the possibility of an intermediate outcome, is important. The possibility of an intermediate prize will raise the probability of finding the dominant AGI application and, hence, will make public control more urgent. It is recommended that the danger of an unfriendly AGI can be reduced by taxing AI and using public procurement. This would reduce the pay-off of contestants, raise the amount of R&D needed to compete, and coordinate and incentivize co-operation. This will help to alleviate the control and political problems in AI. Future research is needed to elaborate the design of systems of public procurement of AI innovation and for appropriately adjusting the legal frameworks underpinning high-tech innovation, in particular dealing with patenting by AI.
