This paper studies the welfare consequences of strategic voting in two commonly used parliamentary agendas by comparing the average utilities obtained in simulated voting under two behavioural assumptions: expected utility maximising behaviour and sincere behaviour. The average utility obtained in simulations is higher with expected utility maximising behaviour than with sincere voting behaviour under a broad range of assumptions. Strategic voting increases welfare particularly if the distribution of preference intensities correlates with voter types.

Robustness may increase the degree to which the robust result is indirectly confirmed if it is shown to depend on confirmed rather than disconfirmed assumptions. Although increasing the weight with which existing evidence indirectly confirms it in such a case, robustness may also be irrelevant for confirmation, or may even disconfirm. Whether or not it confirms depends on the available data and on what other results have already been established.

The Trends in International Mathematics and Science Study found that even though children from all East Asian countries outperformed American children, American students reported higher self-evaluation of their math and science abilities than did students from East Asian countries such as China, Korea, and Japan (Mullis, Martin, Gonzalez, & Chrostowski, 2004). Such cross-cultural differences in self-appraisal fit the stereotype of the modest East Asian and contribute to the received view that East Asians have less positive self-concepts than Americans. The most common argument against the use of rational choice models outside economics is that they make unrealistic assumptions about individual behavior. We argue that whether the falsity of assumptions matters in a given model depends on which factors are explanatorily relevant. Since the explanatory factors may vary from application to application, effective criticism of economic model building should be based on model-specific arguments showing how the result really depends on the false assumptions. Like other mathematically intensive sciences, economics is becoming increasingly computerized. Despite the extent of the computation, however, there is very little true simulation. Simple computation is a form of theory articulation, whereas true simulation is analogous to an experimental procedure. Successful computation is faithful to an underlying mathematical model, whereas successful simulation directly mimics a process or a system. The computer is seen as a legitimate tool in economics only when traditional analytical solutions cannot be derived, i.e., only as a (...) purely computational aid. We argue that true simulation is seldom practiced because it does not fit the conception of understanding inherent in mainstream economics. According to this conception, understanding is constituted by analytical derivation from a set of fundamental economic axioms. We articulate this conception using the concept of economists' perfect model. Since the deductive links between the assumptions and the consequences are not transparent in ‘bottom‐up’ generative microsimulations, microsimulations cannot correspond to the perfect model and economists do not therefore consider them viable candidates for generating theories that enhance economic understanding. Derivational robustness may increase the degree to which various pieces of evidence indirectly confirm a robust result. There are two ways in which this increase may come about. First, if one can show that a result is robust, and that the various individual models used to derive it also have other confirmed results, these other results may indirectly confirm the robust result. Confirmation derives from the fact that data not known to bear on a result are shown to be relevant (...) when it is shown to be robust. Second, robustness may increase the degree to which the robust result is indirectly confirmed if it increases the weight with which existing evidence indirectly confirms it. The controversies over genetically modified crops in India involve what Gieryn refers to as ‘boundary work’ in the ongoing competition for credibility and trustworthiness among claimsmakers with opposing points of view. Discourse about GM crops involves extensive drawing of boundaries by actors including policymakers, technocrats, NGOs, scientists, industrialists, and farmers. The issues raised range from governmental processes to moral and ethical implications, from environmental consequences to integration into the global economy. Those involved in these discussions frequently invoke the idealized notions (...) of farmers and farming in order to situate themselves within the boundary of a particular social category which may lend credibility to their claims. While Gieryn has focused primarily on scientists’ attempts to construct a boundary between science and non-science in order to establish themselves as experts, strengthen the credibility of their claims and avoid political interference in their intellectual activities, this article focuses on a different way in which knowledgeable and influential actors lay claim to trustworthiness by drawing a different kind of social boundary around themselves. This article will especially focus on the ways in which the category of farmers is used in the GM crop controversies by actors who are in a position to influence public policies regarding GM crops, especially in their efforts to justify their policy prescriptions. The thesis here is that GM crop controversies in India reflect elite actors’ attempts to compete for a shared social identity with farmers, thus constructing a context for the particular public policy prescriptions they support. The thesis is supported by a lexical item frequency analysis of discussion related to genetically modified cotton in India which demonstrates that boundary work using social identity of farmers plays a significant role in shaping the discourse surrounding the adoption and governance of GM crops. This paper provides the first systematic epistemological account of simulated data in empirical science. We focus on the epistemic issues modelers face when they generate simulated data to solve problems with empirical datasets, research tools, or experiments. We argue that for simulated data to count as epistemically reliable, a simulation model does not have to mimic its target. Instead, some models take empirical data as a target, and simulated data may successfully mimic such a target even if the model does (...) not. We show how to distinguish between simulated and empirical data, and we also offer a definition of simulation that can accommodate Monte Carlo models. We shed light on the epistemology of simulated data by providing a taxonomy of four different mimicking relations that differ concerning the nature of the relation or relata. We illustrate mimicking relations with examples from different sciences. Our main claim is that the epistemic evaluation of simulated data should start with recognizing the diversity of mimicking relations rather than presuming that only one relation existed. (shrink)

Im vorliegenden Buch wird das Verhaltnis zwischen den Problematiken der Zeit und des Anderen durchdacht. Die Genese der Zeit wird inhaltlich hinsichtlich der Entwicklung der drei Schichten des Werdeprozesses des Subjekts untersucht. Die erste Schicht wird als die ursprungliche, vor-ichliche Zeitigung durch die Triebintentionalitat zwischen dem Kleinkind und den Eltern angesehen. In der zweiten Schicht wird der Ursprung der messbaren, objektiven Zeitlichkeit und Raumlichkeit durch das Auftreten der aktiven Synthesen des Wahrnehmens, des Sprechens, des Urteilens, des Rechnens usw. intersubjektiv grundgelegt. (...) Dadurch wird die Integration der neurowissenschaftlichen Untersuchung des Bewusstseins durch B. Libet oder jener Spiegelneuronen durch G. Rizzolatti in die genetische Phanomenologie Husserls begrundet. Die dritte Schicht bezieht sich auf den Ursprung der Zeit aus dem Du der Ich-Du-Beziehung beim Erwachsenen. An energy efficiency scenario (Joint Institute for a Sustainable Energy and Environmental Future) demonstrates that an energy future built on the use of cost-effective, high-efficiency technologies is clearly within the grasp of South Korea and would justify a nuclear power moratorium with significantly lower carbon dioxide emissions. This is a promising result, especially because applications of other sustainable energy options, such as renewables, decentralized technologies, material recycling/reuse, ecologically based land use planning, forest conservation, sustainable agriculture, and redirection of economic development (...) toward an environment-friendly industrial base, are not included in the analysis. Here lies one of the most fundamental policy choices of the newcentury: Will we build a sustainable energy and environmental future, or will we send forward the burdens and risks of a policy regime that is unwilling to value the future beyond the satisfaction of short-term interests and convenience? This article evaluates Japanese foreign aid policy in light of the World Commission on Environment and Development's concept of sustainable development by focusing on Japanese official development assistance (ODA) to energy sectors in the global South. The analysis reported here finds two fundamental weaknesses in Japanese ODA policy on the energy sector: first, its premise of the compatibility of economic growth with environmental sustainability and, second, its heavy reliance on modern science. This paper provides a conceptual framework that allows for distinguishing between different kinds of generalisation and applicability. It is argued that generalising models may bring epistemic benefits. They do so if they show that restrictive and unrealistic assumptions do not threaten the credibility of results derived from models. There are two different notions of applicability, generic and specific, which give rise to three different kinds of generalizations. Only generalising a result brings epistemic benefits concerning the truth of model components or (...) results. Abstracting the model and applying the model into new systems are not intrinsically epistemically beneficial in this way. The Dixit-Stiglitz model of monopolistic competition is used as an illustration. (shrink)

Arrow's Independence of Irrelevant Alternatives (IIA) has been under criticism for decades for not taking account of preference intensities. Computer-simulation results by Aki Lehtinen concerning strategic voting under various voting rules show that this intensity argument does not need to rest on mere intuition. Voters may express intensities by voting strategically, and that this has beneficial aggregate-level consequences: utilitarian efficiency is higher if voters engage in strategic behaviour than if they always vote sincerely. Strategic voting is thus unambiguously beneficial under (...) a utilitarian evaluation of outcomes. What has been considered the main argument for IIA turns out to be one against it. This paper assesses the implications of these results for interpretations of Arrow's theorem and the Gibbard-Satterthwaite theorem in a discussion on the methodological and philosophical arguments concerning preference intensities and IIA. We claim that the process of theoretical model refinement in economics is best characterised as robustness analysis: the systematic examination of the robustness of modelling results with respect to particular modelling assumptions. We argue that this practise has epistemic value by extending William Wimsatt's account of robustness analysis as triangulation via independent means of determination. For economists robustness analysis is a crucial methodological strategy because their models are often based on idealisations and abstractions, and it is usually difficult to tell (...) which idealisations are truly harmful. ABSTRACTThe present study examined the effect of stimulus valence on two levels of selection in the cognitive system, selection of a task-set and selection of a response. In the first experiment, participants performed a spatial compatibility task in which stimulus-response mappings were determined by stimulus valence. There was a standard spatial stimulus-response compatibility effect for positive stimuli and a reversed SRC effect for negative stimuli, but the same data could be interpreted as showing faster responses when positive and negative stimuli (...) were assigned to compatible and incompatible mappings, respectively, than when the assignment was opposite. Experiment 2 disentangled these interpretations, showing that valence did not influence a spatial SRC effect when task-set retrieval was unnecessary. Thomas Hardy's The Mayor of Casterbridge attracts the attention of ethnologists who are interested by the symbolical analysis of kingship. Although this book does not deal with the theme of kingship as such, it overlaps it on a mythical level. It is a novel about the rise and fall of a man, Henchard, whose initial act is to sell his wife and daughter; in order to commit this act he deviates from the context of the human norm by way of (...) drunkenness. He then enjoys great success as a corn merchant and becomes mayor of the town. Twenty years after this the graph of his destiny starts to fall with the arrival of a young man named Farfrae, who eventually ousts Henchard from his business as well as from his political position, and who goes to the length of taking over not only Henchard's mistress, Lucetta, but also his daughter, Elizabeth-Jane. A review of Donald Katzner's book on economic modelling is provided. In addition to characterising the book, I give critical comments on the distinction between primary and secondary assumptions.

Following an established tradition, the current special issue collects five articles that originate from papers presented at the IX Conference of the International Network for Economic Method. The conference took place in Helsinki on 1–3 September 2011 and was hosted by TINT (Trends and Tensions in Intellectual Integration), University of Helsinki. The conference was successful both in terms of the number of participants and the quality of the presentations. Although the sample of papers that made it to this special issue (...) is relatively small, we think that it is representative of some of the major contemporary currents in the wider field of the philosophy and methodology of economics. This paper contributes to the philosophical accounts of generalisation in formal modelling by introducing a conceptual framework that allows for recognising generalisations that are epistemically beneficial in the sense of contributing to the truth of a model result or component. The framework is useful for modellers themselves because it is shown how to recognise different kinds of generalisation on the basis of changes in model descriptions. Since epistemically beneficial generalisations usually de-idealise the model, the paper proposes a reformulation of the (...) well-known distinction between abstraction and idealisation. A reformulated notion of abstraction is needed because the extant accounts yield wrong judgments when model-modifications introduce implicit assumptions. (shrink)

This article examines the effect of Japan’s official development assistance (ODA) over 10 years that proposed to facilitate environmental conservation in developing countries. Special emphasis is given to ODA disbursements in the energy sector to evaluate whether Japan’s foreign aid has shifted its policy toward more environmentally sound goals. The article finds that despite its articulated premise, Japan’s ODA for the energy sector has favored environmentally problematic projects, that is, those based on fossil fuels and larger scale (10 megawatt or (...) larger) hydropower. Similar to patterns in the early 1990s, environmentally friendly projects have received little attention. It is not surprising that the expected amount of greenhouse gas emissions from Japan’s ODA-supported energy projects appears substantial. (shrink)

Der spate Schelling fordert von der Kunst, sowie von der Philosophie, die Starke, sich mit dem Leben zu messen und ihre Kraft aus der Wirklichkeit zu nehmen. Und diese Starke allein fuhrt den Menschen (...) zur echten Freiheit. Hier konnte man einen Anfang der Asthetik des Schreckens finden, welche Schelling mit der spaten Romantik gemeinsam hat. Productive sets are sets which are “effectively non recursively enumerable”. In the same spirit, we introduce a notion of “effectively nonrecursive sets” and prove an effective version of Post's theorem. We also show that a set is recursively enumerable and effectively nonrecursive in our sense if and only if it is effectively nonrecursive in the sense of Odifreddi [1].

As a follow-up to the Common Knowledge symposium “Apology for Quietism” (15:1 to 16:3), this guest column asks what it means to say nothing. Strictly speaking, to “say nothing” is a contradiction in terms (unless, of course, one says “Nothing,” which is another thing entirely and generally not nothing). This essay explores what it means to say nothing in Tove Jansson's novella Fair Play (first published in Finland Swedish as Rent spel, 1989), an episodic account of the intertwined lives of (...) two elderly artists. Through its careful staging of saying nothing, the text calls attention to the many vital functions that silence serves: exposing tacit expectations, opening up creative and psychological space, enabling otherwise impossible relations. Bringing forth the diversity, complexity, and mystery behind hesitation and reticence, Jansson's novella emerges here as a quiet celebration of conversational practices associated with weakness, redefining the genre of the “love story” along the way.
