Many countries in Eastern Europe, during the 1960–1970s, as well as Albania responded to the growing demand for new houses utilizing the emerging trends for industrialization of the construction process and mass construction of prefabricated residential buildings based on large-panel prefabricated RC elements. During the 1970s large-panel buildings spread throughout the country and became the main type of construction in the Albanian cities such as Shkodër, Tirana, Durrës, Elbasan, Berat, etc. Most of these buildings have five or (...) six stories and comprise different modules, the number of which depends on the urban and architectonic projects. The construction technology of these types of buildings included only the construction of prefabricated reinforced concrete material and did not take into account the energy performance of these structures. Since the moment of construction, only in the last year, several interventions have been made in different cities where a layer of polystyrene has been placed on the external walls of these buildings in order to enhance their thermal insulation. The aim of this paper is to improve the thermal performance of these buildings by introducing a comparison of their initial situation as they are today and how their performance would be if innovative technologies and materials were applied. The study is going to analyse the thermal performance of the existing buildings, by means of the thermal camera in the city of Kamez, located in Tirana, which has been chosen as a key study. Furthermore, the data obtained from the MEEC application are gathered, in order to compare the previous, the existing situation and the proposed intervention. The results may be used by municipalities of different cities, not only in the Albanian context, either where interventions have been made to improve their performance, or for municipalities where thermal regulation policies have not been yet implemented for these types of buildings. The existing situation of the buildings according to the calculations, showed a poor thermal performance, regardless of the fact that they are already equipped with thermal insulation building envelope. The aim of this paper is to analyse the people behaviour in different age buildings and different buildings typology. In the city of Kruja (Albania) exists mostly three types of buildings: the historical ones (medieval), the socialist ones (which belongs to the former communist regime) and the modern buildings. Each of them has different social and physics characteristics, different energy exchange and different building materials. The influence of all these characteristics in the exchange of energy and (...) how they reflect in changing the lifestyle of Kruja’s people is going to be analysed. A questionnaire will be undertaken to understand the way of life of Kruja’s people and to draw conclusions. A comparative analysis between all these typology of buildings will be undertaken in order to understand better the behaviour of Kruja’s people lifestyle living in these buildings. Although the conditions are not good, people tend to get a high level of place attachment and loyalty to the building they are living. The biggest energy consumers are the historical buildings and socialist ones; although the bills of the electricity are smaller than the third category they consume alternative energies and have major problems with thermal bridges. The most unfriendly categories are the socialist buildings. They prefer not to socialize much in comparison with the other two categories. (shrink)

Context: In the digital era, it is important to investigate the potential impact of digital technologies in education and how such tools can be successfully integrated into the mathematics classroom. Similarly to many others in the constructionism community, we have been inspired by the idea set out originally by Papert of providing students with appropriate “vehicles” for developing “Mathematical Ways of Thinking.” Problem: A crucial issue regarding the design of digital tools as vehicles is that of “transfer” or “bridging” i.e., (...) what mathematical knowledge is transferred from students’ interactions with such tools to other activities such as when they are doing “paper-and-pencil” mathematics, undertaking traditional exam papers or in other formal and informal settings. Method: Through the lens of a framework for algebraic ways of thinking, this article analyses data gathered as part of the MiGen project from studies aiming at investigating ways to build bridges to formal algebra. Results: The analysis supports the need for and benefit of bridging activities that make the connections to algebra explicit and for frequent reflection and consolidation tasks. Implications: Task and digital environment designers should consider designing bridging activities that consolidate, support and sustain students’ mathematical ways of thinking beyond their digital experience. Achieving a comfortable thermal situation within buildings with an efficient use of energy remains still an open challenge for most buildings. In this regard, IoT (Internet of Things) and KDD (Knowledge Discovery in Databases) processes may be combined to address these problems, even though data analysts may feel overwhelmed by heterogeneity and volume of the data to be considered. Data analysts could benefit from an application assistant that supports them throughout the KDD process and aids them to discover (...) which are the relevant variables for the matter at hand, or informing about relationships among relevant data. In this article, the EEPSA (Energy Efficiency Prediction Semantic Assistant) ontology which supports such an assistant is presented. The ontology is developed on the basis that a proper axiomatization shapes the set of admitted models better, and therefore, establishes the ground for a better interoperability. On the contrary, underspecification facilitates the admission of non-isomorphic models to represent the same state which hampers interoperability. This ontology is developed on top of three ODPs (Ontology Design Patterns) which include proper axioms in order to improve precedent proposals to represent features of interest and their respective qualities, as well as observations and actuations, the sensors and actuators that generate them, and the procedures used. Structural interventions to historic stone masonry buildings require that both structural and heritage values be considered simultaneously. The absence of one of these value systems in implementation can be regarded as an unethical professional action. The research objective of this article is to prepare a guideline for ensuring ethical structural interventions to small-scale stone historic masonry buildings in the conservation areas of Northern Cyprus. The methodology covers an analysis of internationally accepted conservation documents and national laws related to (...) the conservation of historic buildings, an analysis of building codes, especially Turkish building codes, which have been used in Northern Cyprus, and an analysis of the structural interventions introduced to a significant historic building in a semi-intact state in the walled city of Famagusta. This guideline covers issues related to whether buildings are intact or ruined, the presence of earthquake risk, the types of structural decisions in an architectural conservation project, and the values to consider during the decision making phase. Drawing on everyday telephone and video interactions, this book surveys how English speakers use grammar to formulate responses in ordinary conversation. The authors show that speakers build their responses in a variety of ways: the responses can be longer or shorter, repetitive or not, and can be uttered with different intonational 'melodies'. Focusing on four sequence types: responses to questions, responses to informings, responses to assessments, and responses to requests, they argue that an interactional approach holds the key to explaining (...) why some types of utterances in English conversation seem to have something 'missing' and others seem overly wordy. Peter Spirtes. Building Causal Graphs from Statistical Data in the Presence of Latent Variables.

In this volume young researchers endeavour to build a new world. They neither confine themselves to criticism, resentment and disenchantment nor submit to traditional conceptions of truth, past moral imperatives and supra-sensitive ideals alone. Here, young researchers invent another way of thinking, believing, making art, or being political players. They can be seen as inaugurating an epoch when the cultivation of nature as an environment encompassing natural belonging allows for a world-wide coexistence respectful of differences between sexes, generations, cultures and (...) traditions. The seminar that Luce Irigaray has been holding for over a decade now for researchers doing their PhDs on her own thought is the place where they gathered and began constructing a culture based on the growing and sharing of life, but also on desire and love in mutual respect. Their contributions are accompanied by three texts of Luce Irigaray and an Afterword by Michael Marder, underlining some necessary conditions for such a cultivation of nature. (shrink)

Recent progress in artificial intelligence has renewed interest in building systems that learn and think like people. Many advances have come from using deep neural networks trained end-to-end in tasks such as object recognition, video games, and board games, achieving performance that equals or even beats that of humans in some respects. Despite their biological inspiration and performance achievements, these systems differ from human intelligence in crucial ways. We review progress in cognitive science suggesting that truly human-like learning and thinking (...) machines will have to reach beyond current engineering trends in both what they learn and how they learn it. Specifically, we argue that these machines should build causal models of the world that support explanation and understanding, rather than merely solving pattern recognition problems; ground learning in intuitive theories of physics and psychology to support and enrich the knowledge that is learned; and harness compositionality and learning-to-learn to rapidly acquire and generalize knowledge to new tasks and situations. We suggest concrete challenges and promising routes toward these goals that can combine the strengths of recent neural network advances with more structured cognitive models. (shrink)

In Building Better Beings, Vargas develops and defends a naturalistic account of responsibility, whereby responsible agents must possess a feasibly situated capacity to detect and respond to moral considerations. As a preliminary step, he also offers a substantive account of how we might justify our practices of holding responsible—viz., by appeal to their efficacy in fostering a ‘valuable form of agency’ across the community at large, a form of agency that precisely encompasses sensitivity to moral considerations. But how do these (...) accounts relate to one another? Though I find much that is appealing in Vargas’s general approach, I challenge his insistence that these accounts should be treated as ‘conceptually independent’, arguing that this generates an objectionable “justification gap”: on his analysis, someone could remain an appropriate target of our responsibility practices and yet fail to be a morally responsible agent. In closing, I offer a potential solution to this problem, though it means re-visioning how the account of moral responsibility is conceptually tied to the justification of our responsibility practices. This paper offers some ideas and methods of consensus building towards integration of values in flood control, environment, and landscape. These three factors sometimes oppose to each other in the process of construction of public infrastructure such as roadbuilding and river improvement. It is crucial to avoid or resolute conflicts between the government and the local people through project management with the consensus building process. In public works in Japan, flood control has been given priority over the environmental preservation and (...) the landscape conservation due to the perception that it is through flood control that the life and property of individuals are adequately protected. As a consequence, the landscape and the environment have been paid only lip‐service. In the case of the Ohashi River Project in Izumo region presented in this paper, however, the river repair process might entail a severe blow to the tourism industry and have a dramatic impact on the fishery resources of the region, which would be considered a major loss in terms of the urban development of the city. One of our concerns is thus to avoid any losses, through proper consideration of the relationship between the three crucial factors. In this paper, the author reports some ideas and methods that appear in “Basic Policy for the Development of the Area around Ohashi River” composed by the Matsue Review Committee on the Development of the Area around the Ohashi River, in which the author is involved as a committee member. The article aims to provide insight into the water absorption, capillarity action, and material composition of various bricks and panels used as external coatings for buildings. The materials analyzed include silicate brick, red clay brick, normal clay hollow brick, concrete block, and EPS fibre cement composite wall panel. These types of bricks and panels are widely used in buildings in Albania, making their water absorption characteristics and hygroscopic moisture levels important factors to consider for future applications. The study (...) is based on an experiment involving five material samples. Initially, the samples are dried and then partially submerged in water for 12, 24, and 36 hours. Afterward, they are removed from the water and dried indoors for 12, 24, and 36 hours. The moisture content is measured at three intervals for each sample category. The experiment also analyzes the capillarity action of water within the materials to evaluate their overall performance. Based on the results, red clay brick and normal clay hollow brick were identified as the most vulnerable materials due to their composition, high capillarity action, and significant water absorption. These findings are crucial for determining the suitability of these materials in construction practices. (shrink)

This article develops a model that allows companies that are interested in brand building towards social values to identify which kinds of public services are better for them to associate with in order to develop a socially responsible strategy.

In my view, that is where the foundation of the Church's political action is to be found'. Responding to the challenge to deepen networks of solidarity in a disconnected world, Christians find (...) the foundation, model and inspiration of their commitment in Christ. Yet the specific invocation of Christ in this ethical task provokes a number of challenges: How does this appeal to a particular person and object of faith reconcile itself with universalist languages of solidarity and human dignity? How should it respond to those who argue that Christians have 'a conflict of interest' when they seek to contribute to debates concerning the common good? Abstract:Unable to produce scales of one-to-one in places or spaces, people interact as they develop common representations, actions, and objects. In places, they can point to connect representations and objects. Places may be small spaces, but spaces can contain places and even more variations. Unable to name each variation, actors and analysts create abstractions. They might use a part to represent the whole, with miles of track for railroads, kilowatt-hours for electric power, and barrels of oil for energy. Some treat (...) their representations as hegemonic, even true. However, dealing with social and material variations, actors and analysts represent, build, maintain, and repair combinations of cultures, economies, governments, and materials. Thus, railroads and power systems, like other technologies and infrastructures, do not design, build, or repair themselves. To resolve problems, people with relevant skillsets interact in places to create common representations, actions, and objects tying themselves and others together in spaces. (shrink)

Listed buildings, even if they are not top landmarks, are increasingly attracting visitors. People express interest in hidden gems in their neighborhood or along their travel itinerary, and in the history of the building they live in. All required data has been meticulously collected by the offices for historical monuments but is not flexibly accessible. In Bremen, the database of buildings (with location, map of the estate, construction history, architect, photos) is searchable and browsable online3, but that only (...) helps users who know how to use a rigidly structured database search form. Our beginning BauDenkMalNetz effort (“listed building web”) aims at a wider purpose: modeling the semantic structure of these data, starting in Bremen but open for other data, and exposing them via a semantic web interface with enhanced querying and presentation capabilities. Requirements beyond interactive browsing comprise auto-generation of customized printed guides (e. g. “Bauhaus villas in my neighborhood”), on-demand presentation on mobile devices (e. g. “medieval churches along my travel itinerary”), and serving linked data for usage by other services. In a world with at least three times as many nations as states, what are the limits of legitimate nation-building? How can national self-determination be coordinated within a federal system? This book provides one of the most extensive discussions to date on the ethics of nation-building and the nature and justification of federal systems.

The Manhattan skyline is one of the great wonders of the modern world. But how and why did it form? Much has been written about the city's architecture and its general history, but little work has explored the economic forces that created the skyline. In Building the Skyline, Jason Barr chronicles the economic history of the Manhattan skyline. In the process, he debunks some widely held misconceptions about the city's history. Starting with Manhattan's natural and geological history, Barr moves on (...) to how these formations influenced early land use and the development of neighborhoods, including the dense tenement neighborhoods of Five Points and the Lower East Side, and how these early decisions eventually impacted the location of skyscrapers built during the Skyscraper Revolution at the end of the 19th century. Barr then explores the economic history of skyscrapers and the skyline, investigating the reasons for their heights, frequencies, locations, and shapes. He discusses why skyscrapers emerged downtown and why they appeared three miles to the north in midtown-but not in between the two areas. Contrary to popular belief, this was not due to the depths of Manhattan's bedrock, nor the presence of Grand Central Station. Rather, midtown's emergence was a response to the economic and demographic forces that were taking place north of 14th Street after the Civil War. Building the Skyline also presents the first rigorous investigation of the causes of the building boom during the Roaring Twenties. Contrary to conventional wisdom, the boom was largely a rational response to the economic growth of the nation and city. The last chapter investigates the value of Manhattan Island and the relationship between skyscrapers and land prices. What is the relationship between taxation and public safety? Contrary to studies suggesting that personal victimization and heightened perceptions of insecurity increase pro-social attitudes and support for state intervention in the form of greater taxation, this article argues that such concerns decrease willingness to pay taxes to address public safety. It estimates what citizens are willing to pay to reduce crime, using an original representative survey conducted in Mexico and relying on the contingent valuation method to assess the value of (...) nonmarket goods. Attitudes toward taxation are found to respond to subjective, sociotropic assessments of public safety rather than to actual risk or occurrences of individual victimization. These findings counter the conventional wisdom that demand for personal security enables greater extraction, a central proposition in classic accounts of state building. Showing that willingness to accept heavier taxation may be weakest among those who perceive the gravest need for security, the study adds precision to theories of fiscal exchange. (shrink)

Rooftop gardens, rooftop greenhouses and indoor farms have been established or planned by activists and private companies in Berlin. These projects promise to produce a range of goods that could have positive impacts on the urban setting but also carry a number of risks and uncertainties. In this early innovation phase, the relevant stakeholders’ perceptions and social acceptance of ZFarming represent important preconditions for success or failure of the further diffusion of this practice. We used the framework of acceptance to (...) investigate the stakeholders’ attitudes and to identify the key factors that might hinder or promote the introduction of ZFarming. The results are based on an analysis of 38 qualitative interviews conducted with key stakeholders in Berlin. As the results show, major perceived benefits of ZFarming include improved consumer awareness, education, and the creation of experimental spaces. Stakeholders further perceive opportunities for resource savings, new business models, repurposing of abandoned buildings and improved aesthetics. Major perceived risks are associated with growing techniques that are considered “unnatural”, health risks, conflicts with images of traditional agriculture, the rejection of animal production in urban areas, the risk of projects being too expensive and too complex or being implemented too early, i.e. before the mechanisms are fully understood. The analysis further reveals which contextual factors—political, legal, market-related, spatial or societal—might negatively or positively influence ZFarming acceptance. (shrink)

This paper incorporates fairness concerns and consumer reference price effects into a two-echelon building-material closed-loop supply chain consisting of a manufacturer and a retailer. By establishing four differential game models, we investigate the sustainable operations and cooperation of this supply chain. The four game models are a Nash noncooperative game, Stackelberg game with cost sharing, Stackelberg game with fairness concerns and cost sharing, and centralized decision model. By using dynamic models and optimal control theory, we obtain the two members’ optimal (...) equilibrium strategies in the supply chain. Analytical results show that the consumer reference price effect has a positive impact on the manufacturer’s effort level, retailer’s publicity level, and product brand goodwill, which can improve the supply chain performance. The retailer’s partial commitment to cost sharing can enhance the production enthusiasm of the manufacturer, improve the brand reputation of the product, and enhance the two members’ individual profitability. The distributional fairness concerns of the manufacturer not only prevent the manufacturer and retailer from achieving Pareto improvement but also lead to the decline of the manufacturer’s effort level and profitability. The research conclusions of this paper can provide some insights into the cooperation and sustainable development of the supply chain. (shrink)

Increasingly, the private sector is playing a greater role in supporting peace building efforts in conflict and post-conflict areas by providing critical expertise, know-how, and capital. However, reports of the corrupt practices of both governments and businesses have plagued international peace building efforts, deepening the distrust of stricken communities. Businesses are perceived as being selfish and indifferent to the impact their operations may have on the social and political development of local communities. Additionally, the corruption of local governments has been (...) cited as interfering with the creation of stability in conflict areas. Within this framework, multinational Public-Private Partnerships can exert two forms of influence: they can either exacerbate these problems, or they can become part of the solution. Without a relationship of trust among local businesses, government, and the private sector, peace building efforts will at best be mixed, and could possibly perpetuate violence in fragile states. Public and private interests are better served when Public-Private Partnerships are based upon collaboration and assist in establishing principles of good governance in conflict areas. This in turn can help build trust and regain the credibility of both sectors among local communities, which are essential in making Public— Private Partnerships more effective. (shrink)

Community resilience has a long history in the local communities, which is embedded in their culture and history around (...) shared values and local knowledge based on a dedicated and robust collaboration among diverse groups of the community and the various actors from different backgrounds. The innovative partnership between various actors such as stakeholders, research entities, local communities, and third sector parties is required to overcome the complexities of resiliency building. In this present case, we are delighted to have secured the collaboration of Professor Neil Spiller and Doctor Rachel Armstrong of the Bartlett. I wish to thank them both, and their selected authors, for the originality and scope of the articles here assembled.

Olfactory heritage is an aspect of cultural heritage concerning the smells that are meaningful to a community due to their connections with significant places, practices, objects or traditions. Knowledge in this field is produced at the intersection of history, heritage science, chemistry, archaeology, anthropology, art history, sensory science, olfactory museology, sensory geography and other domains. Drawing on perspectives from system dynamics, an approach which focuses on how parts of a system and their relationships result in the collective behaviours of the (...) system, we will outline a series of practices relevant to this field and identify the elements, materials and competences involved, as well as the connections and interactions. While research in olfactory heritage is currently growing, much of the knowledge that could advance our understanding of this field is still being developed within disciplinary boundaries, leading to little integration of the knowledge and methods and limited interdisciplinary interpretation of findings. In the first part, we review the methodologies for identifying, researching and preserving olfactory heritage, highlighting methodological opportunities and challenges from diverse perspectives like smellscape research, odour nuisance management or heritage science. In the second part, we review the presentation and communication of olfactory heritage in museums and other heritage spaces, outlining the value of presenting scents to wide audiences for interpretation and engagement purposes. Finally, we discuss challenges associated with historical scent reconstruction, and discuss future directions for the field, such as the potential of mining large digital collections for olfactory data. In Simferopol, the names of the streets appeared rather late. In 1837 the Tavrian governor was given an order on the name of the city streets and lanes. Here is their complete list: Gubernatorskaya, Aleksandrovskaya, Novosobornaya, Moscow, Nevoryanskaya, Malobazarna, Mokra, Bazarna, Trading, Jewish, Greek, Petropavlovskaya, Hospital, Tatar, Gypsy, Banny, Meat, Prison, Armsky, Nagorny. Already in this very first list of streets, our attention is attracted to the horns, in the names of which in one form or another have a connection (...) with the history of religions. (shrink)

Le Traité des édifices de Procope a été composé en 554 ap. J.-C. L'A. montre que cette oeuvre peut être lue comme un jugement sur l'empereur Justinien dont Procope met en avant l'arrogance. Il établit un rapport entre l'empereur et Dieu : c'est dans la conquête de la nature que se combinent la providence divine et la perception impériale. L'oeuvre combine ainsi deux niveaux de langage : un qui est mystérieux tandis que l'autre est arrogant.

The chapter argues that a model‐building methodology like that widespread in contemporary natural and social science already plays a significant role in philosophy. One neglected form of progress in philosophy over the past fifty years has been the development of better and better formal models of significant phenomena. Examples are given from both philosophy of language and epistemology. Philosophy can do still better in the future by applying model‐building methods more systematically and self‐consciously, with consequent readjustments to its methodology. Although (...) it is neither likely nor desirable for model‐building to become the sole or even main philosophical method, its use enhances the power and reliability of philosophical thinking. The city of Kruja (Albania)contains three types of dwellings that date back to different periods of time: the historic ones, the socialist ones, the modern ones. This paper has to deal only with the historic building's typology. The questionnaire that is applied will be considered for the development of mathematical regression based on specific data for this category. Variation between the relevant variables of the questionnaire is fairly or inverse-linked with a certain percentage of influence. The aim of this study (...) is to have better insights into the important role of building occupancy, people's lifestyle, economic level, and the quality of life of the residents in the inner medieval citadel, the physics characteristics, and the energy efficiency of the historical dwellings. The variables such as the number of residents, quality of life, the surface of the dwellings, heating instruments and time spent in the dwelling, current living conditions, monthly bills, level of satisfaction, restoration, and building improvements, interact with each other with probabilities with different positive or negative percentages. In this work, Godlovitch explores aspects of the value of nature other than as a resource to satisfy our material interests. A recurring theme is that nature's non-instrumental value thus conceived must be understood as involving a distinctively inextricable complex of both aesthetic and moral considerations. This distinguishes such value from the sorts typified by the moral worth of human beings and the aesthetic worth of cultural artifacts. He asks such questions as: Is there any relation between an aesthetic appreciation (...) of nature and the reasonably well-established traditions of aesthetics of art and culture? Can an aesthetics of nature play any practical role in environmental protection? Godlovitch argues that we are encouraged, if not compelled, toward a conception of value in its own right whether we try to forge either a natural aesthetic or an environmental ethic. (shrink)
