Despite the proliferation of specialised agencies designed to reduce the prevalence of refugees worldwide, the number of individuals fleeing persecution is increasing year on year as endemic violence in countries such as Iraq, Somalia and the Syrian Arab Republic continues. As a result, media broadcasts and political dialogues are saturated with discussions about these “persons of concern”. Fundamental questions nonetheless remain unanswered about what meaning these actors attribute to the label ‘refugee’ and what intent, other than paucity of knowledge, might (...) be driving the term’s use or manipulation. Though this is evidently important in the public arena, where incorrect conflations fuel mistrust and misunderstandings, the ramifications of these divergent understandings at the level of multi-lateral politics have yet to be critically explored. This article applies Barthes’ theory of the multiple orders of the sign to address this. Using the case study of the negotiations preceding the invocation of the Cessation Clause for Rwandan refugees, it illustrates how the word refugee is susceptible to numerous, simultaneous understandings, and discusses the implications of these manifold interpretations for how durable solutions are envisaged and negotiated in the refugee regime. In the case of Rwandan refugees in Uganda, this has meant that over a decade of stalemated discussions between the Governments of Uganda and Rwanda and the United Nations High Commissioner for Refugees over their future have been broken by a series of bilateral concessions that, whilst diminishing the political significance attached to this protracted caseload, have failed to address the continuing precarity of their situation. By conceptualising the word refugee as a sign according to the Saussurean model of semiotics, this paper therefore argues that despite the term’s established legal-normative definition, its inherent malleability makes it susceptible to processes of political instrumentalisation. This elevates the refugee as a rhetorical figure above the refugee as a physical-legal body entitled to certain forms of assistance. (shrink)

Life distinguishes itself from non-life in taking advantage of the cohesion of temporal origin which non-life cannot afford. The temporal cohesion letting the local participants adhere to each other in a contemporaneous manner refers to an instance of the precedent product being pulled into the subsequent production. Setting the precedent is equivalent to preparing the conditions for the subsequent to follow. A concrete implementation of the cohesion of temporal origin, compared with the spatial cohesion common in physics, is found in (...) the natural construction of a reaction cycle with use of the temporal affinity exerted from the immediate local environment. That construction is a temporally local phenomenon in the experiential domain, rather than in the theoretical. The cohesion originating in the local environment is due to the local act of measurement by the environment. A major component of the local environment to each reactant in the reaction cycle is the cycle itself. The cohesion specific to the reaction cycle rests upon the fact that every reaction product from the upstream production in the cycle comes to be fed upon by the immediate downstream production. Every production constituting the reaction cycle is temporally adjacent to and contemporaneous with the similar others residing in the whole cycle, in sharp contrast to the case of the open-ended linear chain of reaction. One externalist scheme of appreciating the internalist enterprise of constructing a durable reaction cycle in a contemporaneous manner may become possible as referring to the Bayesian probability. The durable reaction cycle may be made actual with probability unity under the condition that the products from the preceding production come with the protocol for the similar production to come subsequently. It is less Heidegger’s own interpretations of Greek authors that serve as stimulus (...) than the main work of his early career, Sein und Zeit(Halle 1927), that seems to invite applications to ancient texts. Reading such studies as Shanske’s Thucydides and the Philosophical Origins of History(Cambridge 2007), I keep wondering to what extent the attractiveness of Heidegger to some Classicists ultimately derives from the impact that ancient texts may have had on the formation of his philosophy. Attending a humanistisches Gymnasium, Heidegger received a thorough training in Greek and must have read a fair amount of ancient texts in the original. Besides tying in with the existentialism of his day, the gloomy nature of Heidegger’s philosophy is highly reminiscent of what is traditionally referred to as Greek pessimism. It is easy, for instance, to sense in the concept of “ Sein zum Tode” an echo of the sentiment of the Herodotean Solon that “we must look to the conclusion of every matter and see how it will end” (Hdt. 1.32.9). The common tenor notwithstanding, applying Heidegger’s philosophy of Being to the interpretation of ancient literature is a daunting task.In Homeric Durability: Telling Time in the Iliad, Garcia draws on Heidegger to show that “the subject of the Iliad... is time itself and the durability of its objects to withstand time’s withering flow” (5). Garcia claims that the tenet of Heidegger’s philosophy of time plays out in the Iliadat various levels. For Heidegger, Daseinis defined by death, which is always impending and thereby constitutes its totality. Daseinis essentially Sein zum Tode(“being-toward-death”). This, Garcia argues, is reflected in the temporal economy of the Iliadwhich hinges on the notion of “not yet” already encapsulating a “no longer.” Various physical objects, humans, and, to some extent, also gods are presented as enduring, but fated to fade. Garcia’s central argument is that they thereby reflect the temporal dynamics of epic poetry itself. To him, kleos aphthitondoes not imply the idea of eternity, but a duration that entails its own ending. Before discussing the soundness of this argument in conjunction with its deployment of Heidegger, let me give a brief synopsis of the individual chapters.In chapter 1, Garcia elaborates on “the rhetoric of time and memory”; while “time has disintegrating effects..., memory in a pure or ideal form, on the other hand, preserves its object against time” (45). This dialectic comes to the fore in Iliad2 where the rotting of the ships and the flagging morale of the [End Page 481]Greeks indicate the “loss of cohesion through waiting” (55). At the same time, Garcia claims, Odysseus’ intervention illustrates the power of memory. Odysseus reminds the Achaeans of Calchas’ prophecy which he remembers as if “it was either yesterday or the day before” and “thereby seeks to undo the disintegration of the Achaeans’ emotional resolve” (63). The tension between the decaying force of time and the attempt at recuperation through memory yields the framework for the investigation of various entities and their temporal dynamics in the main part of the book.The second chapter is devoted to the fate of the bodies of Sarpedon, Patroclus, and Hector. In the eyes of Garcia, “the preservation of these exquisite corpses serves as an analogue within the poem for the very project of the epic commemoration of Achilles—as if the epic were a ‘freezing’ of temporal flow against the ravages of time” (66). However, neither the application of ambrosia and nectar nor funeral rites achieve permanent preservation: bodies can be removed from time only temporarily. They are subject to “the logic of the ‘still perfectly’ and ‘not yet’” (94) and thereby mirror the fame of Achilles which, despite its longevity, carries its termination in itself.In chapter... The notion of ‘durability’ plays a central role in the discourse, policies, and practices surrounding forced displacement. Yet, for all the talk of ‘durable solutions’ to refugee situations, durability is in many ways the quality most conspicuously absent in refugees' everyday lives and living spaces. As the world has grown progressively more inured to the practice of using provisional spaces of transit as permanent sites of residence, displaced persons are increasingly finding themselves trapped in spaces marked by a (...) kind of permanent temporariness. In this article, I sketch three different ways in which living for long periods of time in temporary spaces can harm inhabitants: first, I argue that non-durability in the home can undermine cognitive function; second, that it can attenuate various forms of agency; and third, that it fails to furnish a ground on which refugees can build meaningful lives and futures for themselves. I conclude by arguing that the deprivation of durable living conditions is not only harmful, but wrongful. (shrink)

Les démarches d’anticipation, tout comme le développement durable, sont tournées vers le futur. La montée en puissance des préoccupations du développement durable a engendré une multiplication de démarches d’anticipation conduites par les collectivités territoriales. Elle se traduit pour l’action publique par un double élargissement des échelles spatiale et temporelle des enjeux auxquels elle doit répondre, passant d’enjeux locaux et de court terme à des enjeux planétaires et de long terme. Si les démarches d’anticipation sont réceptrices de ces évolutions elles en (...) sont également vectrices, contribuant par les adaptations de leur pratique à une meilleure prise en compte des enjeux du développement durable. Bien que le chantier des améliorations à apporter à ces démarches soit encore ouvert, avec de nombreuses questions encore en suspens, il semblerait que la mobilisation des acteurs soit un préalable indispensable aux dynamiques de transition, à la condition de les maintenir dans le temps de manière souple et adaptable. As a contribution to development ethics, this article attempts to clarify what 'empowerment' should mean, in so far as it is a valuable goal. I begin with the core ethical idea of empowerment that is to be found in recent work on measuring empowerment, led by Deepa Narayan, namely: empowerment occurs when people are better able to shape their own lives. Since this is a metaphor, I attempt to articulate a corresponding literal meaning. What I find is that people are (...) empowered to the extent that: (a) they exercise enhanced decision-making and influence over strategic life-choices and barriers to agency and well-being freedom; (b) their capacity for such decision-making and influence has also been enhanced; and (c) they are capable of making these gains prevail, given (i) the capabilities they have and assets they control, individually or collectively, and (ii) the opportunity structure in which they act. This study of Ireland's gender contract at the end of the 1950s is a country-specific analysis of gender regime change at the level of the state. It is based primarily on Irish parliamentary debates for the years 1957 and 1958, the point at which Ireland embarked on a process of economic modernization. In describing the detail of this gender system, it provides a benchmark against which the reforms of the late 1960s and 1970s can be measured. It also points to (...) two salient features of a state's gender regime that may be applicable in other situations: first, the comparative `stickiness' of the gender contract once it has been established and second the episodic or crisis-based nature of gender regime negotiation. Ancient Greek philosophers generally accept the claim that εὐδαιμονία is within our power to achieve, regardless of circumstance. Conversely, external goods - physical health, education, social standing - are frequently present or absent due to circumstances beyond our control. Can eudaimonism explain how more than a privileged elite can attain εὐδαιμονία when so few enjoy the requisite external goods? <BR> A satisfactory account of the relation between external goods and well-being must accommodate both the insight that there is an essential (...) connection between prosperity and the flourishing life and that there is a real sense in which εὐδαιμονία is a self-sufficient concept. The -applied intellectualist- interpretation of eudaimonism defended here accommodates important insights of several ancient Greek traditions: Aristotle's account of human nature, specifically the role of external goods as necessary preconditions for leading a human life; Socratic and Stoic analysis that external goods are necessary constituents of moral action; and Plato's commitment to a criterion for judging the compatibility of external prosperity with a life of εὐδαιμονία. <BR> This text provides a comprehensive linguistic and ethical analysis of key terms and arguments across several centuries of ancient Greek ethical thought on this fascinating topic, making it an excellent foundation for an upper-division undergraduate seminar in ancient Greek ethics, virtue ethics, or applied ethics.". «Sustainable development» (SD) is in France since 2004 is a transdisciplinary and binding «education to» and is also the theme structuring the fifth degree program since 2008, and is included in other programs. These requirements are unevenly convergent and are encounter to structure of already built diciplines at the same time as the lack of stabilised reference-knowledge. How is the educational dimension (attitudes, values) articulated to disciplinary content? What about the place given to political issues of SD? Education in SD (...) as constitutive of a discipline isn’t at the expense of educational dimensions explicit or is it modify disciplinary model of history and geography? An empirical search provides tentative answers. The forms of work chosen by the teachers ranged from classical disciplinary practice and testing of trans / multidisciplinary between incitement to questioning and reflection and transmission of factual and impartial knowledge entrecomplexité and simplification. Behavior change is always assumed result of knowledge - sometimes educational activities. The textbooks reflect the same hesitation and are situated between neutralization / disciplinarisation of SD issues and explicitation of discussion and conflicts / implicante posture. The educational dimension and especially the question of political strongly divided the teachers. (shrink)

Centering on his relationship with Gertrud Bing from 1958 until her death in 1964 — as well as, to a lesser extent, on his relationship with Ernst Gombrich — the author recalls his informal induction during those years into a tradition of thought and an intellectual climate that Aby Warburg had embodied in the Institute and Library that he founded in Hamburg. The Institute is described as existing, during the late 1950s and early 1960s in London, less as a formal (...) institution than as the interaction of some two dozen émigrés with what the author describes as “the intention of the books” and the Library's “frame of mind.” The essay — which is a somewhat revised excerpt from the author's memoir Episodes: A Memorybook (2010) — goes on to detail various habits of classification in the Warburg Library's arrangement and to show how these have entailed assumptions about how the human world works. Contrary to criticisms by Thomas McInerney, Durable Goods proposes a realistic and empirically testable “covenantal” ethic for moving management and labor beyond tactics of mutual coercion and evasion. Nonetheless, two questions asked by McInerney remain germane. First, should the moral claims of management and labor always receive equal moral consideration, as a matter of justice? To this substantive question Durable Goods admittedly provides a less than satisfactory answer. Second, can the normative theory proposed by Durable Goods, based in part as (...) it is on the Bible, meet the standards of cogency, coherence, and parsimony appropriate to business ethics as a field of rigorous inquiry? The integration of issues related to sustainability in management curricula is a subject of growing interest, especially as organizations – businesses and universities alike – are urged to take their share of responsibilities in the face of crises and need to deeply transform our lifestyles towards a more sustainable world. This article’s purpose is to explore the challenges and opportunities of integrating sustainability issues in business schools’ curricula. Although there exists a strong uncertainty surrounding the evaluation of the decline of biodiversity, and a larger uncertainty still regarding projections of the decline to come, there is no controversy on the fact that the current rate of extinction is in a crisis. The fact that this decline is above all of anthropic origin is the object of a consensus within the scientific community. This text thus takes as a starting point the existence of a true crisis of biodiversity. This (...) crisis of biodiversity must conclude in the adoption of a principle of protection of the biodiversity, a normative principle which would constrain the relation of man with nature with regard to its diversity. I will show in this text that the principle of sustainable development is not sufficient to adequately define a principle of protection of the biodiversity. (shrink)

Le concept de développement durable s’enracine dans l’histoire des mouvements de préservation de la nature et de conservation des ressources naturelles et de leurs relations avec les sciences de la nature, en particulier l’écologie. En tant que paradigme sociétal, à la fois écologique, politique et économique, il se présente comme un projet politique idéal applicable à l’ensemble des sociétés, qui prétend dépasser l’opposition entre ces deux visions profondément divergentes des relations homme‑nature. L’analyse des textes internationaux pertinents permet de dégager les (...) principes fondamentaux, interdépendants, qui structurent ce paradigme : démocratie effective, soutenabilité sociale et respect de la capacité de renouvellement des systèmes écologiques. En dépit de concessions formelles aux préservationnistes, avec l’affirmation de la valeur intrinsèque de la biodiversité, le développement durable est explicitement anthropocentré et se situe dans la filiation directe du conservationnisme. Parce que ses principes fondamentaux ne sont pas mis en oeuvre de façon intégrée, son évocation rituelle ne réussit pas à cacher ses contradictions profondes, éthiques et politiques, lesquelles l’obligeront à rester dans le champ de l’utopie. -/- Sustainable development is rooted in the history of movements for the preservation of nature and for the conservation of natural resources, and of their relationships with natural sciences, ecology having a central role. As a societal paradigm, at the same time ecological, political, and economical, sustainable development embodies ideal policy for all societies, and is supposed to overcome the opposition between these two diverging views of man-nature relationships. The analysis of international texts devoted to sustainable development emphasizes fundamental, interdependent, principles : true democracy, social sustainability, and respect for the resilience of ecological systems. Despite formal concessions to preservationists, by recognizing the intrinsic value of biodiversity, the sustainable development concept is clearly anthropocentric, and is in direct line of descent from conservationism. As its fundamental principles are not implemented in an integrated way, its ritual evocation fails to hide strong ethical and political contradictions, and it will get stuck with utopia. (shrink)

While Hume is famous for his development and defence of various arguments for radical scepticism, Hume was bothered by the tension between his ‘abstruse’ philosophical reflections and ordinary life: If he often felt intensely sceptical in his study, he nonetheless felt genuinely unable to take these sceptical views seriously when he returned to the concerns and activities of everyday life. Hume's published work shows a deep and ongoing preoccupation with this tension, and I believe it also shows that Hume's view (...) about the ‘durability’ of scepticism (that is, the extent to which sceptical insights can have an abiding impact on our cognitive lives) underwent an evolutionary development throughout the course of his publishing career. In this paper I propose to trace these textual developments in detail. In particular, I will argue that Hume's concern for intellectual stability is what drives the evolution, as he struggled to understand the ‘durable value’ in scepticism. (shrink)

C’est particulièrement le cas pour les opérations de communication qui se mettent en place autour du développement durable. Les exemples envisagés nous permettent de compléter un panorama de (...) la BD d’organisation riche et polymorphe.In the last twenty years, comic strips have made considerable inroads into corporate communication from French organisations. Corporate comic strips have become a multi-purpose medium that organisations have become adept at using to increasing effect, especially when they need to put across complex messages, for example to explain strategic changes or to accompany changes in behaviour. This is particularly true in the case of the communications operations appearing today on sustainable development. The examples studied here highlight the rich and multi-form world of corporate comic strips. (shrink)

On January 30 and 31, 2024, the second edition of the Sustainable Health Summit, organized by the Quebec Public Health Association, took place simultaneously in Quebec City and Montreal. The aim of this text is to describe the event and take an ethical look, highlighting the Summit’s strengths and points to consider for a possible third edition.

Le droit de l’entreprise s’est « environnementalisé ». La protection de l’environnement est désormais partie intégrante de la réglementation économique. Pour comprendre quels ont été les effets du principe de développement durable sur l’entreprise et quelles sont les méthodes de gestion du risque environnemental utilisées par les opérateurs économiques, il est nécessaire de distinguer entre l’approche « produits » et l’approche « holistique ». L’approche « produits », c’est-à-dire l’approche centrée sur la conception et la consommation des marchandises ou des (...) services, a été développée en premier. L’approche « holistique », plus globale, a pour mission d’englober toute l’activité économique, de la production des biens et des services à leur distribution, en passant par le financement de l’activité et le transport des biens. Sans prétendre à l’exhaustivité, sont présentés de nombreux dispositifs relevant de modalités, de natures et de ressorts très divers : la sécurité des produits, la labellisation et la certification, la responsabilité sociale et environnementale, le devoir d’information, le devoir de vigilance, le financement vert (avec les green bonds ). In the field of education for sustainable development (ESD), the theoretical background is often absent (Considère and Tutiaux-Guillon, 2013 ; Tutiaux-Guillon, 2013), suggesting that a shared culture would be established and practices would be self-evident. Indeed, the exploration of ESD pedagogies highlights epistemological bases that are absent, incomplete or very personal and ideologically marked. We base our argument on the results of our thesis, defended in 2018 and based on a methodological device that has enabled us to collect the statements (...) of more than a thousand French primary and secondary school teachers about their practices in ESD. The instrumented analysis of the concepts of the anthropological theory of didactics (ATD) developed by Chevallard (2011a) with the notion of « praxeology » highlights a clear gap existing between the pedagogical modalities implemented and the theoretical support at the origin of these pedagogies. In this context, the highlighting of a certain number of references from the scientific literature suggests that certain supports can be identified (and that certain obstacles can be overcome) in order to work towards a shared pedagogical culture and effective professional development for teachers. This article attempts to answer why some countries experience the recurrence of civil war and others do not. One of the most significant differences between civil war onset and its recurrence is that the latter has once experienced termination of civil war, while the former has not. To find the cause of recurrence, this article examines how different war termination types influence the duration of post-civil war peace. Duration analysis of the civil wars between 1944 and 1999 shows that military (...) victory, supported by peacekeeping operations or power-sharing arrangements, leads to the most durable peace in a post-civil war country. Contrary to the accepted wisdom, negotiated peace settlement, even when supported by peacekeeping operations or power-sharing arrangements, is not positively related to post-conflict peace. (shrink)
