The social sciences lack concepts and theories for an understanding of what new information technology is doing to our society. The article sketches the outlines of a broad historical and comparative approach to this issue: ‘an anthropology of information technology’. At the base is the idea ofexternalisation of knowledge as a historical process. Three main epochs are characterised by externalisation of knowledge through a) spoken language and a social organisation of specialists, b) writing and c) computer (...) programming. Social entrepreneurship is increasingly seen as a critical component of the global conversation on volunteerism and civic engagement. The purpose of this article is to lay the groundwork for a larger conversation on the role of information technology in social entrepreneurship by summarizing the discussions among participants of a recent conference on the subject. Social networking and information sharing were identified as the most critical roles of IT in support of social entrepreneurship. As policy makers place great hope in health information technology as a means to lower costs and achieve improvements in health care quality, safety, and efficiency, organizations at the forefront of building health information exchange networks attempt to weave the concept and function of informed consent into an evolving information-driven health care system. In Information and Computer Ethics (ICE), and, in fact, in normative and evaluative research of Information Technology (IT) in general, researchers have paid few attentions to the prudential values of IT. Hence, analyses of the prudential values of IT are mostly found in popular discourse. Yet, the analyses of the prudential values of IT are important for answering normative questions about people’s well-being. In this chapter, the author urges researchers in ICE to take the analyses of the (...) prudential values of IT seriously. A serious study of the analyses, he argues, will enrich the research of ICE. But, what are the analyses? The author will distinguish the analyses of the prudential values of IT, i.e. the prudential analysis, from other types of normative and evaluative analysis of IT. Then, the author will explain why prudential analyses are not taken seriously by the researchers in ICE, and argue why they deserve more attentions. After that, he will outline a framework to analyse and evaluate prudential analyses, and he will apply the framework to an actual prudential analysis. Finally, he will briefly conclude this chapter by highlighting the limits of the proposed framework and identifying the directions for future research. (shrink)

This essay advances two sets of critical observations about Manuel Castells's suggestion and detailed elaboration of the idea that modern society from the 1980s onwards constitutes a network society and that the unity in the diversity of global restructuring has to be seen in the massive deployment of information and communication technologies in all spheres of modern social life. The criticism attends to the possibility that the emphasis on the social role of information technologies in advanced society amounts (...) to a modern version of `technological determinism'. While information technologies present organizations with opportunities to become more competitive, unsettled social norms and lagging legislation guiding the use of these technologies present organizations and individuals with ethical dilemmas. This paper presents two studies investigating the relationship between intellectual property and privacy attitudes, Machiavellianism and Ethical Ideology, and working in R&D and computer literacy in the form of programming experience. In Study 1, Machiavellians believed it was more acceptable to ignore the intellectual property and privacy rights of others. (...) Programmers and R&D workers considered violating intellectual property rights more acceptable. Programmers did not consider violating privacy rights more acceptable, but R&D workers did. Finally, there was an interaction between Machiavellianism, programming and R&D. Machiavellians who also had programming experience or worked in R&D found violations of intellectual property much more acceptable. The effect of Machiavellianism on attitudes toward violations of privacy was enhanced by working in R&D, but not by programming experience. In Study 2, idealists believed it was less acceptable to ignore the intellectual property and privacy rights of others. Relativists found it more acceptable to violate intellectual property rights, though they did not consider it more acceptable to violate privacy rights. Those with programming experience were more accepting of intellectual property rights violations, but not of privacy violations. Finally, programming experience moderated the relationship between idealism, relativism and attitudes toward these unethical information practices. Implications for diminishing unethical behavior among Machiavellians, Relativists, programmers and those in R&D are discussed. (shrink)

This paper summarizes the results of an analysis of empirical data on ethical attitudes of professionals and managers in relation to organizational core values in the Information Technology industry. This study investigates the association between key organizational values as independent variables and the ethical attitudes of IT managers as dependent variables. The study also delves into differences among IT non-managerial professionals, mid-level managers, and upper-level managers in their ethical attitudes and perceptions. Research results indicated that IT professionals from (...) mechanistic organizations were much more likely to report - compared to those from organic organizations - that managers in their corporate environment engage in behaviors considered unethical and that successful managers were more unethical relative to unsuccessful managers. There were significant differences between the upper-level managers and the mid-level managers and between the mid-level managers and the IT non-managerial professionals on certain key ethical issues. The emerging concern about software piracy and illegal or unauthorized use of information technology and software has been evident in the media and open literature for the last few years. In the course of conducting their academic assignments, the authors began to compare observations from classroom experiences related to ethics in the use of software and information technology and systems. Qualitatively and anecdotally, it appeared that many if not most, students had misconceptions about what represented ethical (...) and unethical behaviors in these realms. Clearly, one can argue that if college students are uncertain about what constitutes appropriate and inappropriate behavior then this uncertainty will be carried forward into their workplaces upon graduation. Furthermore, if their workplaces don't provide ethics training as a component of a new employee orientation program, one can project a potential for unintentional violations and infringements of copyrights and law in the field. This study was conducted among graduate and undergraduate students to gain insight into their attitudes, perceptions and understanding of some of the relevant ethics issues. A questionnaire of 11 statements was employed that described ubiquitous but most likely unethical (or surely dubious) behaviors in the prevailing business and academic environments. Each respondent was asked to evaluate each statement twice (once for “self” and once for “colleague”) on a five-option highly ethical (5) to neutral (3) to highly unethical (1) scale. The statements were worded such that lower instrument score was associated with higher ethical responses. The questionnaire's two-part structure was designed to solicit honest answers. The encouraging learning from this study was that the overall sample and its various sub-samples did not consider any of the eleven behaviors to be “ethical” or “highly ethical.” It was also encouraging to note that the overall sample and all sub-samples considered “highly unethical” those behaviors associated with personal privacy or property or outright theft. This indicated that moral judgment and probity prevail. The discouraging learning was that behaviors associated with the use of enterprise property were viewed as “neutral” i.e., neither “ethical” nor “unethical.” These findings suggested confusion and lack of clarity and definition around workplace deportment as it regards ethics in software and information technology use. The current study suggests that additional research needs to be conducted to define and clarify the issues, which in turn can form the basis for programs to rectify or at least ameliorate the situation. Information plays a major role in any moral action. ICT have revolutionized the life of information, from its production and management to its consumption, thus deeply affecting our moral lives. Amid the many issues they have raised, a very serious one, discussed in this paper, is labelled the tragedy of the Good Will. This is represented by the increasing pressure that ICT and their deluge of information are putting on any agent who would like to act morally, (...) when informed about actual or potential evils, but who also lacks the resources to do much about them. Information technology has played a remarkably important role in developing the contemporary educational system. It not only provides easy access to enormous stores of information but also increases students' scientific efficiency. However, the availability of this technology has also led to increased plagiarism. This study attempted to explore how access to Internet technology contributes to plagiarism problems from the perspective of university students in Iran. A qualitative method to semistructured interviews with 20 students suggested important (...) themes: uncertainty avoidance, tendency to use shortcuts to progress, symbolic certification, social learning and modeling of faculty members as mentors, and plagiarism in the name of justice. This paper explores what may be happening with information and also with happening itself: those versions of the event, of historicizing, deemed suitable to interrogating information. It pairs Claude Shannon’s foundational work on information theory with Martin Heidegger’s meditation on technology (and his evolving understanding of history), investigating each in light of the other. For Heidegger, the question concerning technology does not primarily concern an invention or tool, but a mode of revealing or truth. Similarly, (...) Shannon’s invention is not a device, but a new theory, a new way of viewing all media. Heidegger’s take on technology and Shannon’s theorization of information both ultimately rely, however, on events (of communicating and of appropriation, Ereignis, respectively). A philosophical introduction to and interrogation of the work of Gilbert Simondon and its relation to contemporary media technology, communication and information.

Information technology, that assortment of technology that enables the conversion of data into information, has had an enormous impact on the field of public administration and its theoretical foundation. This article explores five of them. It begins with a discussion of one of the primary impacts of information technology on public administration theory: the development of systems theory and its descendants including the study of complex systems, chaos, and complexity theory. Does information technology free us from the limits of bounded rationality or are we simply overwhelmed by the volume of information available via new sources, such as the Internet and the World Wide Web? The third role examined is the use of information technology as a research tool to make previously intractable problems solvable. Computer capability has enormously advanced the theoretical underpinnings of public administration. Fourth, the significance of information technology as a change agent that calls for revision of other theoretical postulates is investigated. As information technology has diffused into public organizations, how has it called into question what we previously thought about the foundation of bureaucracy? The article proposes an approach to monitoring the efficiency of consumption of energy resources in technological systems, which is based on observing the precedents of stationary energy consumption. This approach allows us to adapt to the local conditions of the technological system and to detect in a timely manner any disturbances of the technological process that lead to unexpected energy losses. Can computer and information technology (IT), widely used in the development of livestock health and production, be of any benefit for Third World farmers and institutions? And if so, how can they be implemented on a large scale? The authors try to answer these and related questions based on experiences with computerized dairy herd health and production programs in Costa Rica. They conclude that IT is becoming a key instrument in the planning and operation of modern extension services (...) and on-farm research for meeting the farmers' increasing needs for information and for enhancing their ability to manage the available resources efficiently. IT enables private sector extension services provided by farmer groups and advisors to give farmers access to information that they previously lacked. These services facilitate bottom-up planning. Where IT does not allow the farmer or extension agent to solve the problem, IT can be used to articulate the problem for researchers or policy makers to address. For low-resource smallholders, access to IT can be provided through local farmer organizations. At the institutional level, IT is giving a strong impulse to the improvement of on-farm research, teaching programs, institutional and disciplinary cooperation, regional networking, and to a better linkage with the productive sector. In May 1973 a new collaboration between NASA, the Indian Health Service, and the Lockheed Missiles and Space Company promised to transform the way members of the Papago (now Tohono O’odham) Tribe of southern Arizona accessed modern medicine. Through a system of state-of-the-art microwave relays, slow-scan television links, and Mobile Health Units, the residents of the third-largest American Indian reservation began to access physicians remotely via telemedical encounters instead of traveling to distant hospitals. Examining the history of the STARPAHC (Space (...) Technology Applied to Rural Papago Advanced Health Care) project from the perspective of NASA and its contractors, from the perspective of the Indian Health Service, and from the perspective of O’odham engineers and health professionals offers a new focus, emphasizing the American Indian reservation as a site of medical research and technological development in the late twentieth century, with specific attention to the promise of information technology to address health disparities and the role of American Indians as actors in the late twentieth-century history of science, technology, and medicine. Ethical reflection on drone fighting suggests that this practice does not only create physical distance, but also moral distance: far removed from one’s opponent, it becomes easier to kill. This paper discusses this thesis, frames it as a moral-epistemological problem, and explores the role of information technology in bridging and creating distance. Inspired by a broad range of conceptual and empirical resources including ethics of robotics, psychology, phenomenology, and media reports, it is first argued that drone fighting, like (...) other long-range fighting, creates epistemic and moral distance in so far as ‘screenfighting’ implies the disappearance of the vulnerable face and body of the opponent and thus removes moral-psychological barriers to killing. However, the paper also shows that this influence is at least weakened by current surveillance technologies, which make possible a kind of ‘empathic bridging’ by which the fighter’s opponent on the ground is re-humanized, re-faced, and re-embodied. This ‘mutation’ or unintended ‘hacking’ of the practice is a problem for drone pilots and for those who order them to kill, but revealing its moral-epistemic possibilities opens up new avenues for imagining morally better ways of technology-mediated fighting. Dutch municipalities are confronted with an increased number of prescribed environmental tasks and also with a growing demand, both from the central government and environmental pressure groups, to undertake environmental activities on their own initiative. This development over-taxed the information management of most municipalities. Studying knowledge utilization and related processes calls for a conceptual framework. We look at the actors that engage in these processes in a specific field of human activity, and the interfaces and linkages between them, as a Knowledge and Information System (KIS). Although this KIS perspective originates from agriculture it also can be applied to other knowledge domains. Evidence gathered shows that for a KIS to be effective the actors (e.g., researchers, extensionalists, and clients) must act synergically. This inspired (...) us to look for basic KIS principles that indicate opportunities for intervention. Food insecurity, and its extreme form, hunger, occur whenever the accessibility to an adequate supply of nutritional and safe foods becomes restricted or unpredictable. They are recurring problems in certain regions of the US, as well as in many parts of the world. According to nation-wide surveys conducted by the US Bureau of the Census, between 1996 and 1998 an estimated 9.7% of US households were classified as food insecure (6.2% being food insecure without evidence of hunger, and 3.5% being (...) food insecure with moderate to severe hunger). This means that approximately 10 million households each year did not always have access to enough food to meet basic needs. A potential tool in the fight against food insecurity and hunger is information technology (IT), since its use and range of application continue to grow at astonishing rates. The study presented here examined the question of how information technology, particularly the Internet, can be used to promote food security. The study used an action science research approach, and a case study strategy, with the food security system of Oktibbeha County, Mississippi selected as the case for study. The research design was a two-phase process. Phase one consisted of a needs assessment among food assistance organizations in Oktibbeha County, and included interviews of key food assistance personnel. Phase one also included a survey of IT subject matter experts to seek their opinions about the current state of Web-based information technology. Phase two involved an analysis of various IT implementation issues, as well as the development of a Web-based food security information system prototype tool. The needs assessment results indicated that (a) certain food security system and information needs existed among the food assistance organizations in Oktibbeha County, and (b) appropriate information technologies existed that could be applied to these needs. The food security needs related to better communication and coordination of information, such as program information, food site inventory information, client history information, food donation information, and nutrition education information. In regard to technology development, a variety of scenarios were examined. These included client-side approaches, server-side approaches, simple e-mail-based systems, Java-based systems, systems based on the Common Gateway Interface (CGI), and commercial database systems. In applying the needs assessment and survey results, the researcher developed a prototype Web site (including a series of online database tools) that could be used to promote food security in counties such as Oktibbeha County. The results of this research show that appropriate, Internet-based, IT holds promise for the reduction of certain social problems, such as food insecurity and hunger. (shrink)

Habermas' theory of communicative action, with properties of informal communication that help sustain good moral conversations. Plato’s two complaints in the Phaedrus about the new technology of writing, namely, that reliance upon it leads to forgetfulness and fosters intellectual misunderstanding, which are here taken equally to be relevant. Possible complaints about contemporary information technology, are examined and assessed, in themselves and in relation to Jewish rabbinic exegetical tradition and in relation to Immanuel Kant’s positive claims for text based religions in Religion within the Limits of Reason Alone.

Information technologies (IT) have become a politically important issue over the last ten years. Governmental reports promote the idea of a new information society, or network society, where ITs are a prerequisite for the economic and social development. The discourse and the rhetoric about technology and its relation to society are dominated by modern, rational and macrosocial understandings of technology. In this paper we challenge dominant rational discourses on technology and present alternative views to bring (...) new perspectives to the subject in order to complicate and enrich our understanding of technology and how it relates to society. Our aim is to develop a theoretical framework that can account for a dynamic and microsocial approach to studying the implementation of an Electronic Patient Record (EPR) at a Danish hospital.
