We discuss focus sensitivity in English, the phenomenon whereby interpretation of some expressions is affected by placement of intonational focus. We concentrate in particular on the interpretation of always and only, both of which are interpreted as universal quantifiers, and both of which are focus sensitive. Using both naturally occurring and constructed data we explore the interaction of these operators with negative polarity items, with presupposition, with prosodically reduced elements, and with syntactic extraction. On the basis of this data we (...) show that while only lexically encodes a dependency on the placement of focus, always does not. Rather, the focus sensitivity of always results from its dependency on context, and from the fact that focus also reflects what is given in the context. Emerging technologies such as cloud computing, augmented and virtual reality, artificial intelligence and robotics, among others, are transforming the field of manufacturing and industry as a whole in unprecedent ways. This fourth industrial revolution is consequentially changing how operators that have been crucial to industry success go about their practices in industrial environments. This short paper briefly introduces the notion of the Operator 4.0 as well as how this novel way of conceptualizing the human operator necessarily implicates human values in (...) the technologies that constitute it. Similarly, the design methodology known as value sensitive design (VSD) is drawn upon to discuss how these Operator 4.0 technologies can be design for human values and, conversely, how a potential value-sensitive Operator 4.0 can be used to strengthen the VSD methodology in developing novel technologies. We introduce a new logical operator CSTC and show that incorporating this operator into first-order logic enables as to capture the complexity class PSPACE. We also show that by varying how the operator is applied we can capture the complexity classes P, NP, the classes of the Polynomial Hierarchy PH, and PSPACE. As such, the operator CSTC can be regarded as a general purpose operator. We also give applications of these characterizations by showing that P and NP coincide with those (...) problems accepted by two new classes of program schemes , by producing some new complete problems for various complexity classes where the reductions are from first principles and do not use known complete problems , and by giving a simple proof that first-order logic incorporated with the least fixed point operator captures P. In order to maximize human performance, defence forces continue to explore, develop, and apply human performance enhancement (HPE) methods, ranging from pharmaceuticals to (bio)technological enhancement. This raises ethical, legal, and societal concerns and requires organizing a careful reflection and deliberation process, with relevant stakeholders. We discuss a range of ethical, legal, and societal aspects (ELSA), which people involved in the development and deployment of HPE can use for such reflection and deliberation. A realistic military scenario with proposed HPE application can (...) serve as a starting point for such an iterative and participatory process. Stakeholders can discuss this application, modify its features, and design appropriate processes around it – for instance, procedures for informed consent. We propose that organizing aspects into these three categories – ethical, legal, and societal – can help involve appropriate interlocutors at different moments: legal aspects with people in strategy or management roles, from the start of a project; ethical aspects with people in operations and medical roles, during development; and societal aspects with people in communication and personnel roles, during deployment. Notably, we developed and discussed this framework and the three aspects in close collaboration with personnel from the military. (shrink)

Logical frameworks that are sensitive to features of sentences’ subject-matter—like Berto’s topic-sensitive intentional modals (TSIMs)—demand a maximally faithful model of the topics of sentences. This is an especially difficult task in the case in which topics are assigned to intensional formulae. In two previous papers, a framework was developed whose model of intensional subject-matter could accommodate a wider range of intuitions about particular intensional conditionals. Although resolving a number of counterintuitive features, the work made an implicit assumption that the subject-matter (...) of an intensional conditional is a function of the subject-matters of its subformulae. This assumption—which I will call a principle of topic sufficiency—runs counter to some natural intuitions concerning topic. In this paper, we will investigate topic sufficiency and offer a semantic account that is state-sensitive, providing an implementation through the introduction of topic-sensitive logics related to William Parry’s prototypical $\mathsf {PAI}$. Jason Stanley has argued recently that Epistemic Contextualism (EC) and Subject‐Sensitive Invariantism (SSI) are explanatorily on a par with regard to certain data arising from modal and temporal embeddings of ‘knowledge’‐ascriptions. This paper argues against Stanley that EC has a clear advantage over SSI in the discussed field and introduces a new type of linguistic datum strongly suggesting the falsity of SSI.

Regarding awareness as a consistent concept has contributed to the controversy about implicit learning. The present study emphasized the importance of distinguishing aspects of awareness in order to determine whether learning is implicit. By decomposing awareness into awareness of contingencies, of the procedure being a learning task, and of the reinforcing stimuli, it was demonstrated that implicit operant learning modulated pain sensitivity. All of these aspects of awareness were demonstrated to not be necessary for learning. Additionally, discrimination of contingencies was (...) not necessary on different levels of processing as demonstrated by a verbal and a behavioral method. It was demonstrated that explicit cognitive processes about one’s own behavior, impaired learning, even though these cognitions were not immediately related to the learning process. The results of this study are of special interest in the context of pain, since implicit operant learning can explain the gradual development of hypersensitivity in chronic pain. (shrink)

The economic globalization process has integrated different competitive markets and pushes firms in different countries to improve their managerial and operational efficiencies. Given the recent empirical evidence for the benefits to firms and stakeholders of good corporate governance (CG) practice, it is expected that good CG practice would be a common strategy for firms in different countries to meet the increasingly intense competition; however, this is not the case. This study examines the differences in CG practices in firms across different (...) countries using the concept of ethical sensitivity. Through the regression analysis of 271 firms in 12 countries and regions, it is found that Hofstede’s cultural dimensions can explain the differences in CG practices. Furthermore, the results demonstrate the influence of culture on ethical sensitivity, which eventually determines the CG practices in different regions. (shrink)

This study identified and described ethical problems encountered by physiotherapists in their practice and physiotherapists’ moral sensitivity in ethical situations. A questionnaire-based survey was constructed to identify ethical problems, and the Moral Sensitivity Questionnaire Revised version was used to measure moral sensitivity. Physiotherapists (n = 116) working in public health services responded to the questionnaire. Based on the results, most of the physiotherapists encounter ethical problems weekly. They concern mainly financial considerations, equality and justice, professionalism, unethical conduct of physiotherapists or (...) other professions and patients’ self-determination. The dimension of moral strength was emphasised in physiotherapists’ self-evaluations of their moral sensitivity. As a conclusion, ethical problems do occur not only at individual level but also at organisational and society level. Physiotherapists seem to have moral strength for speaking on behalf of the patient. Scarce resources make them feel insufficient but much could still be done to provide quality care in co-operation with other health-care professionals. (shrink)

Background: Ethical sensitivity has been identified as a foundational component of ethical action. Diminished or absent ethical sensitivity can result in ethically incongruent care, which is inconsistent with the professional obligations of nursing. As such, assessing ethical sensitivity is imperative in order to design interventions to facilitate ethical practice and to ensure nurses recognize the nature and extent of professional ethical obligations. Aim: To review and critique the state of the science of nurse ethical sensitivity and to synthesize findings across (...) studies. Research design: Whittemore and Knafl’s revised framework for integrative reviews guided the analysis. Research context and data sources: A comprehensive, computer-assisted search of literature published in Cumulative Index of Nursing and Allied Health Literature and PubMed was performed. A systematic approach was used to extract, reduce, and synthesize the data. Findings: Four major conceptualizations of ethical sensitivity emerged from the literature. A sample of 25 reports met inclusion criteria, including 17 empirical reports and 8 theoretical reports. Discussion: Despite the existence of a concept analysis and a validated tool, ethical sensitivity remains a highly theoretical concept with multiple, and at times competing, conceptualizations. Ethical sensitivity has been assessed extensively in the context of ethical dilemmas; however, little attention has been paid to the way the concept operates in day-to-day practice. Conclusion: Future research should focus on better ways to operationalize and assess the concept, with particular attention to nurse awareness of the ethical content of everyday practice. (shrink)

We present a method for relevance sensitive non-monotonic inference from belief sequences which incorporates insights pertaining to prioritized inference and relevance sensitive, inconsistency tolerant belief revision. Our model uses a finite, logically open sequence of propositional formulas as a representation for beliefs and defines a notion of inference from maxiconsistent subsets of formulas guided by two orderings: a temporal sequencing and an ordering based on relevance relations between the putative conclusion and formulas in the sequence. The relevance relations are ternary (...) (using context as a parameter) as opposed to standard binary axiomatizations. The inference operation thus defined easily handles iterated revision by maintaining a revision history, blocks the derivation of inconsistent answers from a possibly inconsistent sequence and maintains the distinction between explicit and implicit beliefs. In doing so, it provides a finitely presented formalism and a plausible model of reasoning for automated agents. (shrink)

This is a study in the meaning of natural language probability operators, sentential operators such as probably and likely. We ask what sort of formal structure is required to model the logic and semantics of these operators. Along the way we investigate their deep connections to indicative conditionals and epistemic modals, probe their scalar structure, observe their sensitivity to contex- tually salient contrasts, and explore some of their scopal idiosyncrasies.

In March 2003, President Bush declared the start of Operation Iraqi Freedom, the anticipated commencement of intensive American-led military operations in Iraq. With this declaration, the media began intense coverage of military operations from the field. For the first time, viewers were able to see images of actual events. This was due to three developments: the advancement of technology allowing immediate transmission of text and images, the actual presence of journalists identified as "embedded journalists" at military sites, and (...) the fierce competition among networks for viewers. One result of this constant coverage was significant pressure on decision makers within the television and cable news networks to decide within a matter of seconds which images to air. In particular, producers and broadcasters of competing networks experienced this pressure. Though the radio and broadcasting industry has a published code of standards, it is "general and advisory rather than specific and restrictive." Therefore, it did not address the unique time sensitive decision-making required within this new environment. Issues such as the security of soldiers, confidentiality of troop maneuvers, and the safety of the embedded journalists were critically important. Equally serious were the concerns about the impact of the immediate airing of information and violent images to the public. This research used Patrick Primeaux's ' mind-heart-sou¾ model of decision-making as its theoretical framework. The study investigated the gender and industry experience of selected professionals in a cable news network, MSNBC, to explore how ethical codes of behavior are integrated when people make decisions. Decision-making in both their professional and personal lives was examined. It is from this perspective that their professional decisions to air/not to air material from Operation Iraqi Freedom were studied. The findings on decisions about airing/not airing material from Operation Iraqi Freedom yielded both expected and unexpected results. There was no clear gender difference regarding ethical decision-making, but there was a difference when analyzed by industry experience. When the study focused on questions regarding the respondents' personal lives, the original hypothesis that there was a gender difference was validated. (shrink)

It can be creepy to notice that something human-looking is not real. But can sensitivity to this phenomenon, known as the uncanny valley, be predicted from superficially unrelated traits? Based on results from at least 489 participants, this study examines the relation between nine theoretically motivated trait indices and uncanny valley sensitivity, operationalized as increased eerie ratings and decreased warmth ratings for androids presented in videos. Animal Reminder Sensitivity, Neuroticism, its Anxiety facet, and Religious Fundamentalism significantly predicted uncanny valley sensitivity. (...) In addition, Concern over Mistakes and Personal Distress significantly predicted android eerie ratings but not warmth. The structural equation model indicated that Religious Fundamentalism operates indirectly, through robot-related attitudes, to heighten uncanny valley sensitivity, while Animal Reminder Sensitivity increases eerie ratings directly. These results suggest that the uncanny valley phenomenon may operate through both sociocultural constructions and biological adaptations for threat avoidance, such as the fear and disgust systems. Trait indices that predict uncanny valley sensitivity warrant investigation by experimental methods to explicate the processes underlying the uncanny valley phenomenon. (shrink)

In this article I will discuss the dancer’s physical potential and the sensitive knowledge (‘la connaissance sensible’) that emerges from dance practice. For this, I take Lévi-Strauss’ (2010) theory of the ‘savage mind’ as a reference. This theory is important to understand how the discipline of dance does not need to be justified through modern science (Lévi-Strauss 2010). It is understood that dance operates from sensitive knowledge, while modern science is expressed through the intelligible. I will point out how the (...) dancer operates the sensitive, or dancing, thought, stressing that this type of knowledge is created through interest in how to use it and not through interest in how it serves, or what it means. I will then explain how, through sensitive knowledge, dancers propose new challenges during their aesthetic training in order to develop new body technologies, thereby increasing their expressive potential. For this, dancers need to develop body acuity. In other words, I will discuss the processes that dancers use to transform the perception of the self and of the world through danced gestures. In this process, the dancer is always looking for new challenges; he/she constantly deals with new risks in order to discover new knowledge. I will also discuss the problem that dance faces in traditional academia, which disregards sensitive knowledge and values scientific knowledge. (shrink)

Although artificial intelligence has been given an unprecedented amount of attention in both the public and academic domains in the last few years, its convergence with other transformative technologies like cloud computing, robotics, and augmented/virtual reality is predicted to exacerbate its impacts on society. The adoption and integration of these technologies within industry and manufacturing spaces is a fundamental part of what is called Industry 4.0, or the Fourth Industrial Revolution. The impacts of this paradigm shift on the human operators (...) who continue to work alongside and symbiotically with these technologies in the industry bring with it novel ethical issues. Therefore, how to design these technologies for human values becomes the critical area of intervention. This paper takes up the case study of robotic AI-based assistance systems to explore the potential value implications that emerge due to current design practices and use. Descartes set for himself the ambitious program of accounting for the functions of the Aristotelian vegetative and sensitive souls without invoking souls or the faculties or powers of souls in his explanations. He rejects the notion that the soul is hylomorphically present in the organs of the body so as to carry out vital and sensory functions. Rather, the body’s organs operate in a purely mechanical fashion. That is what is involved in “mechanizing” these phenomena. The role of the soul (...) is restricted to properly mental functions: to the conscious aspects of sensations and other mental operations; to intellectual acts; and to acts of volition. In effect, soul becomes mind. In order to understand the extent of Descartes’ ambition, this chapter first considers more fully the functions attributed to the soul or to the vital faculties in the Aristotelian and Galenic traditions, and especially the functions of the sensitive soul or power. It draws attention to the cognitive aspects of these functions, beyond the mere operation of the external senses. Then it turns to Descartes’ mechanistic explanations for these cognitive functions. Finally, it situates Descartes’ new mechanistic psychology within the larger context of his novel anthropology, or theory of the human being. (shrink)

The sum, difference, product and quotient of two functions with different domains are usually defined only on their common domain. This paper extends these definitions so that the sum and other operations are essentially defined anywhere that at least one of the components is defined. This idea is applied to propositions and events, expressed as indicator functions, to define conditional propositions and conditional events as three-valued indicator functions that are undefined when their condition is false. Extended operations of (...) "and", "or", "not" and "conditioning" are then defined on these conditional events with variable conditions. The probabilities of the disjunction and of the conjunction of two conditionals are expressed in terms of the conditional probabilities of the component conditionals. In a special case, these are shown to be weighted averages of the component conditional probabilities where the weights are the relative probabilities of the various conditions. Next, conditional random variables are defined to be random variables X whose domain has been restricted by a condition on a second random variable Y. The extended sum, difference, product and conditioning operations on functions are then applied to these conditional random variables. The expectation of a random variable and the conditional expectation of a conditional random variable are recounted. Theorem 1 generalizes the standard result that the conditional expectation of the sum of two conditional random variables with disjoint and exhaustive conditions is a weighted sum of the conditional expectations of the component conditional random variables. Because of the extended operations, the theorem is true for arbitrary conditions. Theorem 2 gives a formula for the expectation of the product of two conditional random variables. After the definition of independence of two random variables is extended to accommodate the extended operations, it is applied to the formula of Theorem 2 to simplify the expectation of a product of conditional random variables. Two examples end the paper. The first concerns a work force of n workers of different output levels and work shifts. The second example involves two radars with overlapping surveillance regions and different detection error rates. One radar's error rate is assumed to be sensitive to fog and the other radar's error rate is assumed to be sensitive to air traffic density. In view of conflicting claims about children's sensitivity to the needs of other children in learning situations, the present study was designed to explore the sensitivity of child and adult tutors in one‐to‐one tutoring interactions. Sixteen adults and 31 11‐ and 9‐year‐olds tutored 47 9‐year‐old tutees on an animal classification task. Tutors were tested on their ability to apply the rules and knowledge they had obtained after training, and tutees were tested after being tutored. On all the verbal and nonverbal (...) tutoring indices adult tutors showed greater sensitivity than child tutors: they were more likely to display behaviours which promoted efficient learning in their tutees. Results suggested that tutors operated on the basis of an implicit theory of teaching which involves three types of sensitivity: sensitivity to the learner's need to have sufficient information for understanding the task, coupled with adequate checks on the learner's understanding; sensitivity to the learner's need to participate actively in the learning process; and sensitivity to differences in learning abilities among individual learners, and being able to accommodate to them. Animals react and adjust to the behavior of their conspecifics. Much less is known about whether animals also react and adjust to the psychological states of others. Recent evidence suggests that chimpanzees follow the gaze of others around barriers, past distracters, and check back if they find nothing. Chimpanzees can gauge the motives of a human experimenter and distinguish his intentional from accidental actions. These results suggest that chimpanzees interpret the perceptions and actions of others from a psychological perspective -they (...) seem to know what others can and cannot see and what goals others pursue. It is hypothesized that the co-operation of the ability to operate on psychological states and the motivation to share emotions and experiences with others are key ingredients in the making of human minds. The international debate on the ethics and legality of autonomous weapon systems (AWS) as well as the call for a ban are primarily focused on the nebulous concept of fully autonomous AWS. More specifically, on AWS that are capable of target selection and engagement without human supervision or control. This thesis argues that such a conception of autonomy is divorced both from military planning and decision-making operations as well as the design requirements that govern AWS engineering and subsequently the (...) tracking and tracing of moral responsibility. To do this, this thesis marries two different levels of meaningful human control (MHC), termed levels of abstraction, to couple military operations with design ethics. In doing so, this thesis argues that the contentious notion of ‘full’ autonomy is not problematic under this two-tiered understanding of MHC. It proceeds to propose the value sensitive design (VSD) approach as a means for designing for MHC. (shrink)

This response to “Morality or Moralism?” by Emilie Hache and Bruno Latour takes issue with their distinction between two kinds of morality. Hache and Latour see a difference between morality as sensitivity and morality as principled claims regarding moral considerability. They then argue for form-content contradiction/harmony between these purportedly opposing senses. In responding, Zamir argues that these operations can be construed as distinct kinds of sensitivity. Arguments that advocate bringing nonhuman animals into moral consideration can be abstract and general. (...) But this does not mean that such arguments or those who make them are insensitive. Some kinds of sensitivity are attuned to general facts rather than to particulars. Hache and Latour thus err by reducing moral sensitivity to a response to particulars, which leads them to perceive form-content tensions where these do not exist. Zamir's response also argues against a tendency in posthumanist animal ethics—a tendency shared by Hache and Latour's article—to refuse descending to discuss the actual practical questions regarding animals that Anglo-American animal ethics explores. Zamir examines (and rejects) some possible posthumanist arguments that might support remaining philosophically uninvolved in these discussions. (shrink)

The current humanitarian use of drones is focused on two applications: disaster mapping and medical supply delivery. In response to the growing interest in drone deployment in the aid sector, we sought to develop a resource to support value sensitivity in humanitarian drone activities. Following a bottom-up approach encompassing a comprehensive literature review, two empirical studies, a review of guidance documents, and consultations with experts, this work illuminates the nature and scope of ethical challenges encountered by humanitarian organizations embarking upon (...) innovation programmes. The Framework for the Ethics Assessment of Humanitarian Drones (FEAHD) identifies five values and five key questions related to ethical considerations along the decision chain of humanitarian drone activities. It fills a gap between high-level, principle-based guidance related to humanitarian innovation, and detailed operation-oriented checklists for projects involving the use of drones. In this way, the FEAHD contributes to support value sensitivity in the humanitarian use of drones. (shrink)

Although logical settings are typically concerned with tracking alethic considerations, frameworks exist in which topic-theoretic considerations—e.g., tracking subject-matter or topic—are given equal importance. Intuitions about extending topic through a propositional language are generally straightforward for extensional cases. For a number of reasons, arriving at a compelling account of the subject-matter of intensional operators—such as intensional conditionals—is a more difficult task. In particular, the framework of topic-sensitive intentional modals (TSIMs) championed by Francesco Berto and his collaborators leave the topics of intensional (...) formulae undefined, which artificially constricts the expressivity of the theory. This paper proposes an approach to fill in this lacuna, emphasizing an analogous problem in Parry-style containment logics. In this setting, the approach receives a proof-of-concept through the introduction of a natural and general family of subsystems of Parry’s $${\textsf{PAI}}$$ PAI —with sound and complete axiomatizations—that allow a fine degree of control over the topics of intensional conditionals. Aravind Joshi famously hypothesized that natural language syntax was characterized (in part) by mildly context-sensitive generative power. Subsequent work in mathematical linguistics over the past three decades has revealed surprising convergences among a wide variety of grammatical formalisms, all of which can be said to be mildly context-sensitive. But this convergence is not absolute. Not all mildly context-sensitive formalisms can generate exactly the same stringsets (i.e. they are not all weakly equivalent), and even when two formalisms can both generate a (...) certain stringset, there might be differences in the structural descriptions they use to do so. It has generally been difficult to find cases where such differences in structural descriptions can be pinpointed in a way that allows linguistic considerations to be brought to bear on choices between formalisms, but in this paper we present one such case. The empirical pattern of interest involves wh-movement dependencies in languages that do not enforce the wh-island constraint. This pattern draws attention to two related dimensions of variation among formalisms: whether structures grow monotonically from one end to another, and whether structure-building operations are conditioned by only a finite amount of derivational state. From this perspective, we show that one class of formalisms generates the crucial empirical pattern using structures that align with mainstream syntactic analysis, and another class can only generate that same string pattern in a linguistically unnatural way. This is particularly interesting given that (i) the structurally-inadequate formalisms are strictly more powerful than the structurally-adequate ones from the perspective of weak generative capacity, and (ii) the formalism based on derivational operations that appear on the surface to align most closely with the mechanisms adopted in contemporary work in syntactic theory (merge and move) are the formalisms that fail to align with the analyses proposed in that work when the phenomenon is considered in full generality. There is an increasing interest in how to organize operations carried out by multiteam systems. Large MTS typically operate with a dedicated integration team, responsible for coordinating the operation. We report a study of a military multiteam system that prosecute time-sensitive targets. We asked whether and how the integration team’s efficiency depends on its communication setting. Specifically, we studied how a co-located vs. a distributed communications setting influenced the shared situation awareness and whether the shared situation awareness again influenced (...) the outcome of the decision processes. We found that performance fell when the integration team shifted from a co-located to a distributed setting. The fall in performance seemed to be mediated by a corresponding fall in situation awareness. Moreover, while the performance improved for each run in the co-located setting, we did not see such learning in the distributed setting. Qualitative observations revealed that misunderstandings lasted longer in a distributed configuration than in a co-located setting. We found that situation awareness at level 3 was the only level of situation awareness significant for predicting all dimensions of performance. Implications for theory, research, and practice are discussed. (shrink)

We study a fragment of Intuitionistic Linear Logic combined with non-normal modal operators. Focusing on the minimal modal logic, we provide a Gentzen-style sequent calculus as well as a semantics in terms of Kripke resource models. We show that the proof theory is sound and complete with respect to the class of minimal Kripke resource models. We also show that the sequent calculus allows cut elimination. A philosophy with children community of inquiry encourage children to develop a philosophical sensitivity that entails awareness of abstract questions related to human existence. When it operates, it can allow insight into significant philosophical aspects of various situations and their analysis. This article seeks to contribute to the discussion of philosophical sensitivity by adducing an additional dimension—namely, the development of a socio-philosophical sensitivity by means of a philosophical community of inquiry focused on texts linked to these themes and an analysis (...) of them with the help of narratival tools that explain the children’s philosophical moves. This thesis proposes and presents two new models for belief representation and belief revision. The first model is the B-structures model which relies on a notion of partial language splitting and tolerates some amount of inconsistency while retaining classical logic. The model preserves an agent's ability to answer queries in a coherent way using Belnap's four-valued logic. Axioms analogous to the AGM axioms hold for this new model. The distinction between implicit and explicit beliefs is represented and psychologically plausible, computationally (...) tractable procedures for query answering and belief base revision are obtained. ;The second model presents a method for relevance sensitive non-monotonic inference from belief sequences which incorporates insights pertaining to prioritized inference and relevance sensitive, inconsistency tolerant belief revision. Our model uses a finite, logically open sequence of propositional formulas as a representation for beliefs and defines a notion of inference from maxiconsistent subsets of formulas guided by two orderings: a temporal sequencing and an ordering based on relevance relations between the conclusion and formulas in the sequence. The relevance relations are ternary as opposed to standard binary axiomatizations. The inference operation thus defined easily handles iterated revision by maintaining a revision history, blocks the derivation of inconsistent answers from a possibly inconsistent sequence and maintains the distinction between explicit and implicit beliefs. In doing so, it provides a finitely representable formalism and a plausible model of reasoning for automated agents. (shrink)

Systems change requires complex interventions. Cross-sector partnerships face the daunting task of addressing complex societal problems by aligning different backgrounds, values, ideas and resources. A major challenge for CSPs is how to link the type of partnership to the intervention needed to drive change. Intervention strategies are thereby increasingly based on Theories of Change. Applying ToCs is often a donor requirement, but it also reflects the ambition of a partnership to enhance its transformative potential. The current use of ToCs in (...) partnering efforts varies greatly. There is a tendency for a linear and relatively simple use of ToCs that does limited justice to the complexity of the problems partnerships aim to address. Since partnership dynamics are already complex and challenging themselves, confusion and disagreement over the appropriate application of ToCs is likely to hamper rather than enhance the transformative potential of partnerships. We develop a complexity alignment framework and a diagnostic tool that enables partnerships to better appreciate the complexity of the context in which they operate, allowing them to adjust their learning strategy. This paper applies recent insights into how to deal with complexity from both the evaluation and theory of change fields to studies investigating the transformative capacity of partnerships. This can serve as a check to define the challenges of partnering projects and can help delineate the societal sources and layers of complexity that cross-sector partnerships deal with such as failure, insufficient responsibility taking and collective action problems at four phases of partnering. Freedom of information laws promote transparency by permitting individuals and organizations to obtain government documents. However, exemptions from disclosure are necessary to protect privacy and to permit government officials to deliberate freely. Deliberative language is often the most challenging and burdensome exemption to detect, leading to high processing costs and delays in responding to open-records requests. This paper describes a novel deliberative-language detection model trained on a new annotated training set. The deliberative-language detection model is a component of a decision-support (...) system for open-records requests under the US Freedom of Information Act, the FOIA Assistant, that ingests documents responsive to an open-records requests, suggests passages likely to be subject to deliberative language, privacy, or other exemptions, and assists analysts in rapidly redacting suggested passages. The tool’s interface is based on extensive human-factors and usability studies with analysts and is currently in operational testing by multiple US federal agencies. (shrink)

In a recent article, Fridland characterises a central capacity of skill users, an aspect she calls ‘control’. Control, according to Fridland, is evidenced in the way in which skill users are able to marshal a variety of mental and bodily resources in order to keep skill deployment operating fluidly and appropriately. According to Fridland, two prevalent contemporary accounts of skill—Stanley & Krakauer’s and Hubert Dreyfus’s —fail to account for the features of control, and do so necessarily. While I agree with (...) Fridland that features of control represent desiderata for a satisfactory characterisation of the capacity of skills to respond to perturbations, I argue that her account is limited in two ways; first it is applicable only to a particular class of skills I call motor skills, leaving other classes of skills unaccounted for; second, she employs a problematic distinction that rules out the automatic and pre-reflective use of discursive, propositional cues in skill deployment. I put forward a critical elaboration of Fridland’s account based on two more general characteristic features of skills I call opportunistic robustness and normative sensitivity. I suggest that these features avoid the difficulties isolated, while preserving the substance of Fridland’s account of control. (shrink)

This chapter provides some tentative conclusions about the likely linguistic status of context‐sensitive semantic properties. It argues that pragmatism is fully aligned with a standard approach to syntax, and should be the default view of the notion of a linguistic 'context', viz., context is not a well‐behaved linguistic notion. But rather a potentially open‐ended way of marking the role extra‐linguistic factors can play in fixing what is said on an occasion of the use of a linguistic type. Context sensitivity is (...) not restricted to the construal of overt linguistic material. It also appears that the construal of tokens of many constructions depends upon contextual factors that are not explicitly encoded in linguistic material; that is, if pronouns are explicit variables, then there appear to be implicit or covert variables as well. Truth‐value of a sentence in context is assigned relative to the value a coordinate of the index takes under the scope of the operator. (shrink)

The research Nevin & Grace report is impressive in its integrative power, but it also shows the current limits of operant theory: There is tremendous concentration on understanding how existing behavioral relations are modulated in rate or time allocation, but little on dealing with the origin of the behavioral relations themselves. Specifying what should count as a behavioral unit will require source principles sensitive to the composition of the units being related.

The pervasiveness of AI-empowered technologies across multiple sectors has led to drastic changes concerning traditional social practices and how we relate to one another. Moreover, market-driven Big Tech corporations are now entering public domains, and concerns have been raised that they may even influence public agenda and research. Therefore, this chapter focuses on assessing and evaluating what kind of business model is desirable to incentivise the AI for Social Good (AI4SG) factors. In particular, the chapter explores the implications of this (...) discourse for SDG #17 (global partnership) and how this goal may encourage Big Tech corporations to strengthen multi-stakeholder partnerships that promote effective public-private and civil society partnerships and the meaningful co-presence of non-market and market values. In doing so, the chapter proposes an analysis of the sociological notion of "social license to operate" (SLO) elaborated in the mining and extractive industry literature and introduces it into the discourse on sustainable digital business models and responsible management of risks in the digital age. This serves to explore how such a social license can be adopted as a practice by digital business models to foster trust, collaboration and coordination among different actors - AI researchers and initiatives, institutions and civil society at large - for the support of SDGs interrelated targets and goals. What makes a human voice agreeable is a matter of scientific discussion. Whereas prosody was shown to play a role regarding “male-female” attraction, the impact of frequency modulations in “non-sexual”, notably commercial, contexts has attracted little attention. Another point unaddressed in the literature is auditory sensitivity to short-term frequency modulations as current studies focus more on sentence. Thirty French female operators were recorded over the phone. All “bonjour” greeting words were classified in terms of frequency modulation linearity and orientation at (...) the syllable and word levels. Then, the different voices were played back to students and seniors who had to rate each voice according to their degree of agreeableness. Listeners preferred non-monotonous voices. Differences between age-classes were greater than between sex-classes. Results suggest that short-term frequency changes are important for auditory evaluation of voice agreeableness. This study opens new research perspectives concerning the importance of prosody during consumer-seller interactions. (shrink)

CEO compensation by nonprofit organizations is controversial. Higher-qualified CEOs should be compensated more than lesser-qualified individuals because of better performance regarding organizational goals and missions. Alternatively, an ethical issue may exist if CEOs are overcompensated resulting in a negative impact on the operations of their organizations. Donors have the incentive to monitor nonprofit organizations, but their role is limited to their ability to acquire nonprofit organization information. However, charity rating agencies make information more accessible and understandable, thus reducing information (...) asymmetry between donors and nonprofit organizations. This study examines whether charity rating availability is associated with negative pay-to-performance sensitivity. Using a sample derived from the IRS Form 990 s and Charity Navigator ratings, this study provides evidence that rating availability is negatively related to pay-to-performance sensitivity in nonprofit organizations. Additional tests provide evidence that the overall rating score and its financial rating component are negatively associated with pay-to-performance sensitivity. (shrink)

The humanitarian sector continually faces organizational and operational challenges to respond to the needs of populations affected by war, disaster, displacement, and health emergencies. With the goal of improving the effectiveness and efficiency of response efforts, humanitarian innovation initiatives seek to develop, test, and scale a variety of novel and adapted practices, products, and systems. The innovation process raises important ethical considerations, such as appropriately engaging crisis-affected populations in defining problems and identifying potential solutions, mitigating risks, ensuring accountability, sharing benefits (...) fairly, and managing expectations. This paper aims to contribute to knowledge and practice regarding humanitarian innovation ethics and presents two components related to a value-sensitive approach to humanitarian innovation. First is a mapping of how ethical concepts are mobilized in values statements that have been produced by a diverse set of organizations involved in humanitarian innovation. Analyzing these documents, we identified six primary values (do-no-harm, autonomy, justice, accountability, sustainability, and inclusivity) around which we grouped 12 secondary values and 10 associated concepts. Second are two proposed activities that teams engaged in humanitarian innovation can employ to foreground values as they develop and refine their project’s design, and to anticipate and plan for challenges in enacting these values across the phases of their project. A deliberate and tangible approach to engaging with values within humanitarian innovation design can help to ground humanitarian innovation in ethical commitments by increasing shared understanding amongst team members, promoting attentiveness to values across the stages of innovation, and fostering capacities to anticipate and respond to ethically challenging situations. In this chapter we identify seven transversal principles which guide our pedagogical approach, and which are today widely shared by teachers. These principles also seem to us to be consistent with research in neuroscience, in particular that of Stanislas “Dehaene, Stanislas. Apprendre! les talents du cerveau, le défi des machines. Odile Jacob, Paris, (2018)” and his four pillars of learning – attention, active engagement, error and surprise signals and the consolidation of acquired knowledge – or those of Antonio “Damasio, Antonio (...) R. L’erreur de Descartes: la raison des émotions. Odile Jacob, Paris, (1995)” on the fundamental role of emotions in supporting learning. The principles advocated are: solicitation of curiosity and commitment; learning through sensitive experiences; connection of knowledge, emotions and values; reappropriation of assessment methods; multifaceted posture of the teacher; politicization of education; self-awareness and striving for common good.The principles highlighted in this section represent the major levers to be operated in order to provide students with truly transformative learning. Tools and examples of real-life implementation of these principles will be detailed in the second part of this book. (shrink)

Comprehenders generate expectations about upcoming lexical items in language processing using various types of contextual information. However, a number of studies have shown that argument roles do not impact neural and behavioral prediction measures. Despite these robust findings, some prior studies have suggested that lexical prediction might be sensitive to argument roles in production tasks such as the cloze task or in comprehension tasks when additional time is available for prediction. This study demonstrates that both the task and additional time (...) for prediction independently influence lexical prediction using argument roles, via evidence from closely matched electroencephalogram (EEG) and speeded cloze experiments. In order to investigate the timing effect, our EEG experiment used maximally simple Japanese stimuli such as Bee-nom/acc sting, and it manipulated the time for prediction by changing the temporal interval between the context noun and the target verb without adding any further linguistic content. In order to investigate the task effect, we conducted a speeded cloze study that was matched with our EEG study both in terms of stimuli and the time available for prediction. We found that both the EEG study with additional time for prediction and the speeded cloze study with matched timing showed clear sensitivity to argument roles, while the EEG conditions with less time for prediction replicated the standard pattern of argument role insensitivity. Based on these findings, we propose that lexical prediction is initially insensitive to argument roles but a monitoring mechanism serially inhibits role-inappropriate candidates. This monitoring process operates quickly in production tasks, where it is important to quickly select a single candidate to produce, whereas it may operate more slowly in comprehension tasks, where multiple candidates can be maintained until a continuation is perceived. Computational simulations demonstrate that this mechanism can successfully explain the task and timing effects observed in our experiments. (shrink)

What determines which of the procedures in competition get sufficient resources to trigger their full operation is the dynamics of their activation. This dynamics depend both on the prior degree of mobilisation of a modular procedure and on the activation that propagates from other active modules. It is quite conceivable also that the mobilisation of some procedures has inhibitory effects on some others. The relevance-theoretic claim is that, at every instant, this dynamics of activation provides rough physiological indicators of expected relevance. The flow of energy in the system is locally regulated by these indicators. As a result, those input-procedure combinations that have the greatest expected relevance are the more likely ones to receive sufficient energy to follow their course. (shrink)

Point-of-care testing (POCT) is a sensitive, specific and rapid form of testing for the presence of HIV antibodies. Post-exposure prophylaxis for HIV infection can reduce seroconversion rates by up to 80%. Needlestick injuries are the second commonest cause of occupational injury in the NHS and 20% of these occur during operations. In the NHS, in order to protect staff and patients from the risk of bloodborne viruses such as HIV, it is mandatory to report such injuries; however, numerous studies (...) have shown that many groups, particularly doctors, are reluctant to do so. This article outlines the arguments for and against the introduction of preoperatively seeking consent from patients to have their blood tested for HIV via POCT in order to improve the reporting rates of needlestick injuries incurred during surgery and to protect staff from infection.
