This paper discusses the correlation balance of transport as a dynamic system and the economic growth of specific regions and countries expressed in gross domestic product. The contemporary transformation processes of the input resources to the desired outcomes need new intelligent approaches based on new information system techniques. These research determinations are specifically focused on achieving the objective of providing with the analyses concerned with giving a more estimated answer to some of the complex questions related to the economic dynamics, (...) new information technologies, sustainable development, and transport. The assumption is that transport can be considered as one of the most influential and vibrant systems of the economy. Taking into consideration that transport system is a dynamic system which is continually changing in time and space, to maintain functioning and competing level, it should be enabled and followed by the high communication and operation technology. From this assumption, a research an interesting question has arisen: do transport contribution to the GDP increases, of the same is decreasing over time? To answer this answer, a research encompassed the mix research methodology combined with qualitative and quantitative research features. The qualitative research conclusions represent the identified and defined factors which determine the relationship between transport and the economy. The quantitative research is oriented in generating information and knowledge based on statistical data which provide with the evidence about the more realistic relationship between transport and the economy. The main goal of this research paper is to provide decision makers, planners, and academic spectrum with a demanding clarification of the applied relationship between the transport system and the economic development of a country or a region in terms of economic growth expressed in GDP, and to make them aware with regard to the implementation of new technology, new information systems, and smart or intelligence approaches within the field. _Purpose__._ This article aims at outlining the socio-communicative prerequisites for the influence of personality on the acquisition of rigorous scientific knowledge. _Theoretical__ basis__._ The communicative foundations of an individual’s activity in general and the functioning of his consciousness in particular were laid by the philosophy of Edmund Husserl, primarily due to his introduction of the concepts of "intersubjectivity" and "lifeworld". From these positions, attempts were made to understand the discussion of Karl Popper and Thomas Kuhn regarding the role of the (...) individual in science, in particular, the concept of a "normal scientist" as a participant in the lifeworld of scientists who support special intersubjective norms of reproduction of this lifeworld through scientific communication. The concept of "communicative mind", correlated with the philosophy of Jürgen Habermas, best expresses the rational and argumentative principles of achieving consensus in science. _Originality__._ Social anthropology reveals the constitutive significance of teamwork in science as a way of achieving rigorous scientific knowledge. Social phenomenology concretizes this by emphasizing the need for constant improvement of the rules of this communication. The verification of scientific knowledge by facts is strictly determined by the observance of community-recognized scientific tools for achieving such verification, in particular, the conventional agreement within a certain community of scientists regarding the language of science, which is used to describe verification, falsification, and other procedures for organizing scientific knowledge into a system. _Conclusions._ Verification of the obtained scientific knowledge critically depends on the formulation, dissemination and observance of certain institutional rules of scientific communication. This applies, in particular, to the conventionally recognized rules for the verification of scientific knowledge by empirical facts: it is not an isolated scientist who should identify, verify, organize and evaluate empirical facts, but a community of scientists who conduct scientific research in an organized manner. Team scientific work is a special case of collective action, which is characterized by a high level of reflection and application of critical thinking on a communicative basis. In particular, the legitimation of acquired scientific knowledge occurs in the process of scientific research due to the observance of procedural rules and careful work with empirical facts. This essay examines the contemporary approaches to systems theory, the strengths and limitations of these approaches, and how communication researchers can apply them creatively. It points out that using system approaches requires communication scholars to study the mutual interaction of both information inputs and matter/energy inputs. Overloads of these inputs coupled with storage problems could engender positive feedback loops and move the system away from the linear region of stability toward the edge of chaos. It could then (...) self-organize as a more complex system in a new phase space of its trajectory. This complexity approach could be used to trace the trajectory of the global mass communication system or to conduct empirical research on all or any of the information-processing subsystems within the eight hierarchical levels of nested systems ranging from cell to supranational systems. Although systems thinking is writ large in the onto-cosmology of Eastern philosophies, its epistemological and methodological refinements did not occur until quantum physics challenged the ‘atomism’ of the dominant Newtonian-Cartesian model. Its critics to the contrary, the “gift of life” metaphor is not to be blamed for the indebtedness and guilt that organ recipients often experience. It is certainly misused, however, both by post‐transplant caregivers, who exploit it to manipulate recipients' behavior, and by the organ procurement system, which has failed to understand that the decision to give the gift of life must be approached communally.

This article describes the phenomenon of knowledge building in online environments. Knowledge building is a process within a community, which leads to the development of knowledge. In order to analyze this process, we will look into the ways in which individuals interact with the collective as a whole. For this purpose, the psychic and social systems, which are involved here are regarded as meaning-based systems in the sense of Luhmann’s systems theory—open to the environment, but operatively closed. (...) The respective modes of operation of psychic and social systems will be examined, and “structural coupling” between these systems described. Another characteristic of knowledge-building communities is self-organization, which is described here in the sense of autopoiesis. A pivotal task, which knowledge-building communities have to tackle, is to handle complexity and reach common understanding. These aspects will also be described using conceptualizations of Luhmann’s systems theory, illustrated by many examples. (shrink)

This paper presents a case study that explores the application of systemic family therapy in working with children who are victims of violence within their family. The case study focuses on the Johnson family, comprising a father, mother, and their two children, who sought therapy after a traumatic incident of domestic violence. The therapeutic approach utilized a systemic family therapy framework, aiming to address the complex dynamics resulting from the violence and its impact on family members. The goals include (...) providing a safe environment for children to process their experiences, enhancing communication, promoting non-violent parenting, and strengthening the family’s support network. The interventions involved individual sessions with the children, family sessions, psychoeducation, and collaborative goal setting. Throughout the therapy process, significant improvements were observed, including enhanced communication, improved emotional well-being for the children, non-violent parenting strategies, and the development of a support network. The findings of this case study highlight the effectiveness of systemic family therapy in promoting healing, fostering healthy relationships, and creating a nurturing environment for children affected by family violence. TRADITION AS A COMMUNICATION SYSTEM. A PRAGMATIC APPROACH A context of my paper is the debate on reason, tradition and traditional communities, in which this moral and epistemological issues were discussed as a part of general socio-philosophical theory of modernity. In particular I intend to locate my considerations in the context of formal-pragmatic theory of modern communicative rationality developed by Jürgen Habermas and Robert Brandom. I will provide a competitive model of the rationality of tradition by applying a (...) conceptual toolkit of pragmatically oriented analysis to explain practices connected with vocabulary of tradition. I argue that tradition as a communication system has a fully rational structure. My main claim is that communicative structure of tradition has a rational structure of language game. This structure includes defined principles of communication for members of closed tradition-grounded community and rule of inclusion for potential new members. Firstly I consider closely internal principles of communication within the framework of tradition contrasting them shortly with normative-deontic rules of the postenlightenment idea of pragmatic communication discussed by Jürgen Habermas and Robert Brandom. After that I examine the rule of inclusion — the rule, which mediates between closed system of tradition-based community and his environment. (shrink)

Agent Communication Languages (ACLs) have recently acquired a primary role in open multiagent systems, which need a standard communication framework shared by all interacting heterogeneous agents. According to the most important ACL standard proposals so far, agents are supposed to carry out the communication process by performing actions of a specific type, namely, communicative acts, whose semantics is defined in terms of the agents’ mental states. Although following the mainstream guidelines inspired by the Speech Act Theory, (...) our work illustrates an alternative model of agent communication, by shifting the focus from agents’ mental states to their social state. Taking an existing communicative act library, we provide a semantics for a significant set of acts based on the concept of commitment, and prove that our approach tackles some issues that have not been dealt with in an effective way yet and that may have hindered the rise of an universally accepted ACL standard. Due to the fact that advertising is produced, distributed, and received together with other elements of mass media, it stands to reason to include advertising in the media system – as did Niklas Luhmann. Given that most advertising is for commercial purposes, however, one might as well model advertising as a subsystem of the economica system – as did Siegfried J. Schmidt. Most advertising is indeed commercial, yet advertising is not necessarily limited to commercial purposes. Advertising neither follows the guiding (...) values of the media system nor those of the economic system exclusively. Therefore, advertising can reasonably be regarded as an autonomous social system – as did Guido Zurstiege. To emphasize the fact that, as a service provider, advertising has to account for different system logics, it can also be considered a zone in which the guiding principles of different systems are brought down to a common denominator – Gabiel Siegert and Dieter Brecheis have explicated this approach. Against the background of these four different systems theoretical approaches to advertising research this paper focuses on the power struggles and conflicts inherent in the advertising process. Although we applaud the interactivist approach to language and communication taken in the target article, we notice that Shanker & King (S&K) give little attention to the theoretical frameworks developed by dynamical system theorists. We point out how the dynamical idea of causality, viewed as multidirectional across multiple scales of organization, could further strengthen the position taken in the target article.

This paper addresses the problems of justifying and explaining beliefs about facts in the context of civil trials. The first section contains some remarks about the nature of adjudicative fact-finding and highlights the communicative features of deciding about facts in judicial context. In Sect. 2, some difficulties and the incompleteness presented by Bayesian and coherentist frameworks, which are taken as methods suitable to solve the above-mentioned problems, are pointed out. In the third section, the purely epistemic approach to the (...) justification and the explanation of beliefs about facts is abandoned and focus is given to the dialectical nature of civil procedure, where the parties and, particularly, the judge have to make their reasoning clear enough to allow a fruitful and efficient debate about facts. For this purpose, a communication/argumentation system is put forward, consisting of fourteen intertwined rules of discourse. The system embodies the fundamental epistemic principle according to which belief is updated given new evidence, is tailored for abductive inferences and is structured on fundamental concepts of civil procedural law. This paper considers current personalized recommendation approaches based on computational social systems and then discusses their advantages and application environments. The most widely used recommendation algorithm, personalized advice based on collaborative filtering, is selected as the primary research focus. Some improvements in its application performance are analyzed. First, for the calculation of user similarity, the introduction of computational social system attributes can help to determine users’ neighbors more accurately. Second, computational social system strategies can be adopted to penalize popular (...) items. Third, the network community, identity, and trust can be combined as there is a close relationship. Therefore, this paper proposes a new method that uses a computational social system, including a trust model based on community relationships, to improve the user similarity calculation accuracy to enhance personalized recommendation. Finally, the improved algorithm in this paper is tested on the online reading website dataset. The experimental results show that the enhanced collaborative filtering algorithm performs better than the traditional algorithm. (shrink)

Context: Although the relationship between communication and culture has received significant attention among communication scholars over the past thirty or more years, there is still no satisfactory explanation as to how these two are related and how culture evolves in communication. It forces the author to turn to Niklas Luhmann’s social systems theory, which is one of the main hypotheses of how social systems emerge. Problem: Unfortunately, Luhmann’s concept of meaning is too weak to explain (...) the autopoiesis of communication. In looking for a solution, the author suggests that it is necessary to distinguish between personal sense structures and socio-cultural meanings and to introduce the concept of shared meaning to the systems-theoretical approach. The paper conceptualises “meaning” as a phenomenon that evolves in communication and defines “culture” as a pattern of structurally related meanings. Findings: (1) According to Luhmann, social systems do not consist of static objects, but of dynamic operations, and for a social system to emerge, its elements – communications – must be connected to one another. The author argues that culture equips the momentary elements of the social system – communications – with the capacity for connection, and makes the social system operationally closed, self-referential, and autopoietic. (2) The problem of adaptation does not lose its importance if we understand cognition as a “self-founding activity” of operationally closed systems but transforms into a question of whether the “reality” construed by the media favours or restricts the coping of the system in the ever changing environment. (3) From the perspective of adaptation of the social system to its internal and external environments, an important condition of the continuous process of creation of shared knowledge to which individuals orientate themselves in their activities is the existence of variations. The development of AAC technologies is of critical importance to the many people who are unable to speak intelligibly due to a communication disorder, and to their many everyday interlocutors. Advances in digital technologies have revolutionized AAC, leading to devices that can “speak for” such individuals as aptly as it is illustrated in the case of the world famous physicist, Stephen Hawking. However, given their dependence on prefabricated language, current AAC devices are very limited in their ability to mediate (...) everyday interactions. We argue here that the limits of AAC are firstly theoretical — grounded in prosthetic models that imagine AAC devices as replacements for damaged body parts and in transmission models of language production as communication. In contrast, our multidisciplinary team aims to design pseudo-intelligent mediators of communication by blending strengths of human mediators with features of current AAC technologies. To inform the design process, we report here our initial situated studies focusing on the distributed nature of everyday communicative activities conducted with potential AAC/PIM users. Our analysis focuses on the discursive alignments of these participants and their interlocutors, attending especially to the various ways their personal aides function as human mediators. Specifically, we focus on mapping the communicative activity around each of these differently-abled individuals as they navigated a university campus. We profile the everyday interactional patterns within functional systems and across settings, and present close discourse analysis of one interaction to highlight the diverse roles personal aides adopted in mediating communication. Finally, we argue that attending to differently “abled” bodies as they move through everyday communicative environments pushes CHAT to more fully theorize physicality, individual mobilities, and the roles of bodies in the laminated assemblage of functional systems. The Qur'an depicts fluctuating relations between Muslims and non-Muslims. While at times such relations can be conciliatory and harmonious, at others they are inimical, uneasy, or distant. Still, the Qur'an acknowledges the necessary ontological reality of the human difference. This is evidenced in many verses. Thus, I will argue that an “attentive” and “worldly” reading of the Qur'an is crucial to curb misunderstanding of the way ‘difference’ is perceived in Islam by Muslims and non-Muslims alike. A close reading is primarily (...) a multiple form of communication. It is needed to resist the networked systems of power and control dominated by images and mass media in the Arab world and Western. It is exceptionally important to free the interpretation of Qur'an from the grip of Muslim and non-Muslim extremists and Islamophobes who read some of its verses as evidence of essentialized enmity harbored by Muslims towards all non-Muslims. The development of new technologies that enable autonomous weapon systems poses a challenge to policymakers and technologists trying to balance military requirements with international obligations and ethical norms. Some have called for new international agreements to restrict or ban lethal autonomous weapon systems. Given the tactical and strategic value of the technologies and the proliferation of threats, the military continues to explore the development of new autonomous technologies to execute national security missions. The rapid global diffusion and dual-use (...) nature of autonomous systems necessitate a proactive approach and a shared understanding of the technical realities, threats, military relevance, and strategic implications of these technologies from these communities. Ultimately, developing AI-enabled defense systems that adhere to global norms and relevant treaty obligations, leverage emerging technologies, and provide operational advantages is possible. The development of a workable and realistic regulatory framework governing the use of lethal autonomous weapons and the artificial intelligence that underpins autonomy will be best supported through a coordinated effort of the regulatory community, technologists, and military to create requirements that reflect the global proliferation and rapidly evolving threat of autonomous weapon systems. This essay seeks to demonstrate that: (1) the lack of coherent dialogue between the technical and policy communities can create security, ethical, and legal dilemmas; and (2) bridging the military, technical, and policy communities can lead to technology with constraints that balance the needs of military, technical, and policy communities. It uses case studies to show why mechanisms are needed to enable early and continuous engagement across the technical, policymaking, and operational communities. The essay then uses twelve interviews with AI and autonomy experts, which provide insight into what the technical and policymaking communities consider fundamental to the progression of responsible autonomous development. It also recommends practical steps for connecting the relevant stakeholders. The goal is to provide the Department of Defense with concrete steps for building organizational structures or processes that create incentives for engagement across communities. (shrink)

Should environmental philosophers – or practical conservationists – focus their attentions on particular living creatures, or on the community of which they, and we, are part? The individualist ethos of the United States is reflected in legislation to protect endangered species in which particular species are portrayed as individuals with rights that must be protected. By contrast, the planning of environmental protection in Norway, exemplified by the Samla Plan for the management of water resources, emphasizes the importance of community integrity, (...) where 'community' includes the whole of nature. These differing approaches are considered in the light of moral monism and pluralism, with special reference to Christopher Stone's recent work. Despite their differences, and the reservation that each method inevitably takes a human perspective, it can be hoped that each may contribute to enabling people and political systems to consider nature more seriously. IntroductionAcademic integrity policy that is inaccessible, ambiguous or confusing is likely to result in inconsistent policy enactment. Additionally, policy analysis and development are often undertaken as top down processes requiring passive acceptance by users of policy that has been developed outside the context in which it is enacted. Both these factors can result in poor policy uptake, particularly where policy users are overworked, intellectually critical and capable, not prone to passive acceptance and hold valuable grass roots intelligence about policy enactment.Case (...) descriptionThe case study presented in this paper describes the actions of a community of practice at a regional Australian university to deconstruct and translate ambiguous academic integrity policy into a suite of accessible academic integrity resources that were intelligible to staff and students, and which assisted academic staff to consistently enact policy. The paper narrates the formation of the CoP, the tangible and intangible value it created, the social learning practices enacted by its members, its grassroots policy work and the material resources produced from that work.Discussion and evaluationAn evaluation of the CoP was conducted using a value creation framework to explore its immediate value, potential value, applied value, realised value, and reframing value. These values were considered at each stages of the CoP’s lifespan. The evaluation was a useful process that demonstrated the wide-ranging value created by the CoP. Six insights were drawn from the evaluation which promote understanding of the value created for a university by a CoP, particularly in contributing to academic integrity culture over a sustained period of time.ConclusionsThis paper contributes to a research gap on specific examples of discretion within rule-based systems. It illustrates how academics and members of the CoP used their discretion to interpret and enact academic integrity policy within a higher education setting. Drawing from the evaluation of the CoP we argue for greater understanding of the grass-roots contribution of academic and professional staff to academic integrity policy translation and enactment. The article presents the results of the initial stage of a systemic-dialectical problematization of dialogue. The study aims to establish a transdisciplinary theoretical and cognitive model of dialogue. The research addresses the problem of rethinking the conceptual framework of dialogue and the attribution of its special forms due to the inclusion of artificial intelligence in the communicative architectonics of post-culture. The primary focus is on the applicability of philosophical ideas about dialogue and its epistemology in exploring the essence and existence (...) of dialogue within the context of technologically updated intersubjectivity. By juxtaposing the concepts of M. Buber, M.M. Bakhtin, V.S. Bibler, J. Lotman, N. Luhmann, J. Habermas, and other scholars, the article outlines the contours of areas that have not yet been problematized in philosophical interpretations of dialogue and communication. A hypothesis is proposed that dialogue may be conceptualized as a post-non-classical universal of a distinct nature. The research substantiates the efficacy of employing a systemic approach and dialectical methodology for the problematization of dialogue in epistemological and methodological aspects. The study identifies categories and concepts germane to dialogue analysis. It elucidates the transformations of dialogue into dialogue systems, the subject into a dialogue agent, and meaning-constitution into meaning-construction. Furthermore, the research posits a qualitative shift in dialogue within the context of artificially intelligent communication in media reality. It reveals that the comprehension of these processes in philosophical and scientific knowledge about dialogue creates a new epistemological situation that can be problematized. This, in turn, necessitates a robust theoretical and methodological problematization grounded in a systemic-dialectical approach, facilitating reflection on both the content of dialogue-related knowledge and its research methodology, as well as on dialogue itself, which ceases to be a phenomenon of purely human communication. Today, the risk management of budget challenges throughout the budget process is greater than ever. The process of change has been driven by new information and communication technologies, resulting in e-government. The purpose of this scientific paper is to see whether budgetary challenges have an effect on the performance of e-government in complex financial systems based on factors F1, F2, F3, F4, and F5: lack of information, lack of cooperation, lack of resources and reduction of focus, lack of (...) budget experts and financial stability, and shortcomings and inconsistencies during the budget process. Therefore, this study aims to advance the understanding of how to manage risks from budgetary challenges by focusing on a novel approach to improve e-government performance in complex financial systems. Empirical research was based on three key issues: an approach to e-government, analyzing which variables need more attention to risk, and learning how to meet budgetary challenges to improve performance during governance. For this study, the data were conducted by Kosovo’s public institutions, more specifically at the central level and at the local level. A total of 38 questionnaires were analyzed and divided into three sessions, which were analyzed through three analyses, such as factor analysis, data reliability analysis, and multiple regression analysis, using SPSS version 23.0 for Windows. The research was conducted over the years 2017, 2018, 2019, and 2020, while the analysis involved several processes, where some of the factors were removed in order to make the model acceptable. In this case, 21 variables were tested and divided into 5 factors. The results showed that special attention should be paid to these factors to reduce budgetary challenges and increase the performance of e-government in complex financial systems, such as lack of resources, increasing the focus on risk management even after the transfer of funds from the ministry to the municipality, the selection of programs based on priorities and not on the basis of wishes and policies, having political stability, rule of law, and more control, and having regulations and guidelines from the practices of developed countries as well as taking into account the opinions of budget experts. The implications of this paper have to do with only a considerable number of variables, which were taken in the study as well as only in the municipalities of Kosovo. In this case, for other analyses by other researchers, other variables can be analyzed in other countries by making comparisons. (shrink)

The Islamic education curriculum in Indonesia tends to be partial and dichotomous. However, Muhammadiyah has reformed the holistic–integrative curriculum as a solution for the sustainability of education. This study aims to reveal a special curriculum reform in the holistic–integrative Muhammadiyah education system to solve the dichotomous problems and the inadequacy in the Islamic education curriculum in Indonesia. Furthermore, the study describes a specific curriculum model that includes all aspects of students’ personality and integrates science and technology with Islamic values. Data (...) were collected from previous studies and special curriculum documents of Al-Islam, Kemuhammadiyahan and Arabic Language (ISMUBA). Curriculum documents were obtained from elementary, junior and Muhammadiyah senior high school, published by Primary and Secondary Education Assembly of Muhammadiyah Central Board in 2017. Data analysis used a content model with a systematic and rational framework. The results showed that the special reform curriculum based on the holistic–integrative model develops students’ potentials, including spiritual, emotional, intellectual and transcendental intelligence, in an integrated manner. Contribution: The holistic–integrative curriculum is a future Islamic education model for the sustainability of private Islamic education system in Indonesia that can form a good, faithful, pious and a noble community. Convivo is a VoIP system designed to provide reliable voice communication for poor quality networks, especially those found in rural areas of the developing world. Convivo introduces an original approach to maintain voice communication interaction in the presence of poor network performance: an Interface‐ Adaptation mechanism that adjusts the user interface to reduce the impact of high latency and low bandwidth networks. Interface modes facilitate turn taking for high latency connections, and help to sustain voice communication (...) even with extremely low bandwidth or high error rates. An evaluation of the system, conducted in a rural community in the Dominican Republic, found that Interface‐Adaptation helped users to maintain voice communication interaction as network performance degrades. Transitions from full duplex to voice messaging were found particularly valuable. Initial results suggest that as users get more experience with the application they would like to manually control transitions based on feedback provided by the application and their own perceived voice quality. BackgroundBilateral cerebral palsy is the most common type of CP in children and is often accompanied by different degrees of communication impairment. Several studies have attempted to identify children at high risk for communication impairment. However, most prediction factors are qualitative and subjective and may be influenced by rater bias. Individualized objective diagnostic and/or prediction methods are still lacking, and an effective method is urgently needed to guide clinical diagnosis and treatment. The aim of this study is to (...) develop and validate an objective, individual-based model for the prediction of communication impairment in children with BCP by the time they enter school.MethodsA multicenter prospective cohort study will be conducted in four Chinese hospitals. A total of 178 children with BCP will undergo advanced brain magnetic resonance imaging at baseline. At school entry, communication performance will be assessed by a communication function classification system. Three-quarters of children with BCP will be allocated as a training cohort, whereas the remaining children will be allocated as a test cohort. Multivariate lesion- and connectome-based approaches, which have shown good predictive ability of language performance in stroke patients, will be applied to extract features from MR images for each child with BCP. Multiple machine learning models using extracted features to predict communication impairment for each child with BCP will be constructed using data from the training cohort and externally validated using data from the test cohort. Prediction accuracy across models in the test cohort will be statistically compared.DiscussionThe findings of the study may lead to the development of several translational tools that can individually predict communication impairment in children newly diagnosed with BCP to ensure that these children receive early, targeted therapeutic intervention before they begin school.Trial registrationThe study has been registered with the Chinese Clinical Trial Registry. Retrofit is a rising area of concern for Science and Technology Studies scholars of infrastructure. This paper sits at the junction between applied and theoretical approaches by using STS to support interventions in urban infrastructure systems and expand STS critique of retrofit. It discusses findings from a multidisciplinary project piloting retrofit possibilities to positively impact the way water, energy, and food resources were consumed in a London housing estate. Through qualitative research, we found that residents were making social and (...) material interventions in infrastructure systems to manage the way resources were consumed at home, driven by a commonly held motivation to avoid wastefulness. We then mapped the social and material factors that helped or hindered these individual ambitions and used them to inform our codesign process. We found it helpful to think of the residents as an infrastructural community; a group of residents that share a material connection that can help mobilize collective action on shared consumption. We suggest this concept is useful for interventions and critiques of infrastructure retrofit, particularly in cities in the Global North where retrofit programs aim to rescale national systems to neighborhood levels. The concept highlights the possibilities for participation that emerge from bottom-up retrofit. (shrink)

The purpose of this study is to compare and contrast the basic ethical values underpinning national health care policies in the United States and Canada. We use the framework of ethical theory to name and elaborate ethical values and to facilitate moral reflection about health care reform. Section one describes historical and contemporary social contract theories and clarifies the ethical values associated with them. Sections two and three show that health care debates and health care systems in both countries (...) reflect the values of this tradition; however, each nation interprets the tradition differently. In the U.S., standards of justice for health care are conceived as a voluntary agreement reached by self-interested parties. Canadians, by contrast, interpret the same justice tradition as placing greater emphasis on concern for others and for the community. The final section draws out the implications of these differences for future U.S. and Canadian health care reforms. (shrink)

In the context of business, interactions between individuals generate social systems that emerge anywhere within a corporation or in its relations with external agents. These systems influence the behaviors of individuals and, as a result, the collective actions we usually attribute to corporations. Social systems thus make a difference in processes of action that are often morally evaluated by internal and external agents to the firm. Despite this relevance, social systems have not yet been the object (...) of specific attention in the literature on moral agency in business. To fill this gap, I construct a theoretical framework based on Luhmann’s ideas on social systems and morality. In particular, I argue that morality is a phenomenon that occurs in communication, and an agent can engage in morality in three different ways (as a moral factor, an expressive moral agent, or a reflective moral agent) depending on the functions it plays in communicative interactions. Based on this framework, I argue that social systems in business can be considered moral agents of those types. (shrink)

The field of community psychology has focused on individuals' and groups' behavior in interaction with their social contexts, with an emphasis on prevention, early intervention, wellness promotion, and competency development. Over the past few decades, however, community-based applications of the newest research methodologies have not kept pace with the development of theory and methodology with regard to multilevel data collection and analysis. The Handbook of Methodological Approaches to Community-Based Research is intended to aid the community-oriented researcher in learning about and (...) applying cutting-edge quantitative, qualitative, and mixed methods approaches. The Handbook presents a number of innovative methodologies relevant to community-based research, illustrating their applicability to specific social problems and projects. These methodological approaches explore individuals and groups in interaction with their communities and provide examples of how to implement and evaluate interventions conducted at the community level. The chapters discuss how particular methodologies can be used to help gather and analyze data dealing with community-based issues. Furthermore, they illustrate the benefits that occur when community theorists, interventionists, and methodologists work together to better understand complicated person-environment systems and the change processes within communities. This essay will discuss how the Theory of Communicative Action incorporates the systemic complexification process and the Systems and Life World duality. Part of this process will be carried out with the discussion of communicative action, as a space for dialogue between people seeking understanding. The process of new forms of understanding and construction of knowledge is possible through the integrative structure of the lifeworld, such as semantic dimension, social space, and historical time. However, there is the other side, (...) the Systems, where the manifestations of crisis and disturbances, the pathologies of society, which in cultural reproduction appear as a loss of meaning of culture, loss of legitimacy of society and in personality, there is a crisis of belonging. Shanker & King (S&K) trumpet the adoption of a “new paradigm” in communication studies, exemplified by ape language research. Though cautiously sympathetic, I maintain that their argument relies on a false dichotomy between “information” and “dynamical systems” theory, and that the resulting confusion prevents them from recognizing the main chance their line of thinking suggests.

Niklas Luhmann’s approach to relationships was ambivalent. While references to the word abound in his work, his systems theory renders ‘relationship’ redundant as key concept. This has made it difficult for Luhmannian theorists to describe social forms that endure beyond serial interactions. Attempts have been made to overcome this ‘latency problem’ by conceptualising relationships as social systems. Contending that by focusing on communication these attempts reproduce rather than solve the problem, this article proposes an alternative solution. (...) Centred in Luhmann’s conception of meaning, it conceives of relationships as meaning forms ( Sinnformen) in whose construal the phenomenalising capacities of psychical systems play a vital role: mental operations such as imagined interactions routinely bridge phases of non-interaction, which are constitutive elements of relationships. This critical reconstruction aims to contribute to a fuller grasp of the interdependencies between serial interactions and enduring relationships in Luhmann’s own terms. (shrink)

Unlike usual real graphs which have a low number of edges, we study here a dense network constructed from legal citations. This study is achieved on the simple graph and on the multiple graph associated to this legal network, this allows exploring the behavior of the network structural properties and communities by considering the weighted graph and see which additional information are provided by the weights. We propose new measures to assess the role of the weights in the network structure (...) and to appreciate the weights repartition. Then we compare the communities obtained on the simple graph and on the weighted graph. We also extend to weighted networks the amphitheater-like representation of this legal network. Finally we evaluate the robustness of our measures and methods thus taking into account potential errors which may occur by getting data or building the network. Our methodology may open new perspectives in the analysis of weighted networks. (shrink)

Over the last decade, multi-agent systems have come to form one of the key tech- nologies for software development. The Formal Approaches to Multi-Agent Systems (FAMAS) workshop series brings together researchers from the fields of logic, theoreti- cal computer science and multi-agent systems in order to discuss formal techniques for specifying and verifying multi-agent systems. FAMAS addresses the issues of logics for multi-agent systems, formal methods for verification, for example model check- ing, and formal approaches (...) to cooperation, multi-agent planning, communication, coordination, negotiation, games, and reasoning under uncertainty in a distributed environment. In 2007, the third FAMAS workshop, FAMAS'007, was one of the agent workshops gathered together under the umbrella of Multi-Agent Logics, Languages, and Organ- isations - Federated Workshops, MALLOW'007, taking place from 3 to 7 September 2007 in Durham. This current special issue of the Logic Journal of the IGPL gathers together the revised and updated versions of the five best FAMAS'007 contributions. (shrink)

Se fundamenta una concepción sistémica de las contradicciones a tener en cuenta en la investigación educativa, en la que se incluyen las de esencia lógico formal y las de índole dialéctica . Se trabajó con métodos propios del nivel teórico del conocimiento para sistematizar información proveniente de la bibliografía consultada y de las experiencias en la formación de doctores en Pedagogía registradas por el autor. Se ofrecen pautas metodológicas básicas para valorar las contradicciones develadas al comunicar los resultados científicos. A (...) systemic conception of the contradictions to keep in mind in the educational investigations is presented. In this general understanding the contradiction type logical - formal and of dialectical nature are included. Methods of the theoretical level of the knowledge were utilized to systematize information coming from the consulted bibliography and of experiences in Ph. D. in Pedagogy tuition, registered by the author. Some basic methodological rules are offered to value the devalued contradictions when communicating the scientific results. (shrink)

This paper aims to provide a philosophical and theoretical account of biological communication grounded in the notion of organisation. The organisational approach characterises living systems as organised in such a way that they are capable to self-produce and self-maintain while in constant interaction with the environment. To apply this theoretical framework to the study of biological communication, we focus on a specific approach, based on the notion of influence, according to which communication takes place (...) when a signal emitted by a sender triggers a change in the behaviour of the receiver that is functional for the sender itself. We critically analyse the current formulations of this account, that interpret what is functional for the sender in terms of evolutionary adaptations. Specifically, the adoption of this etiological functional framework may lead to the exclusion of several phenomena usually studied as instances of communication, and possibly even of entire fields of investigation such as synthetic biology. As an alternative, we reframe the influence approach in organisational terms, characterising functions in terms of contributions to the current organisation of a biological system. We develop a theoretical account of biological communication in which communicative functions are distinguished from other types of biological functions described by the organisational account (e.g. metabolic, ecological, etc.). The resulting organisational-influence approach allows to carry out causal analyses of current instances of phenomena of communication, without the need to provide etiological explanations. In such a way it makes it possible to understand in terms of communication those phenomena which realise interactive patterns typical of signalling interactions – and are usually studied as such in scientific practice – despite not being the result of evolutionary adaptations. Moreover, this approach provides operational tools to design and study communicative interactions in experimental fields such as synthetic biology. (shrink)

Open peer commentary on the article “Communication Emerging? On Simulating Structural Coupling in Multiple Contingency” by Manfred Füllsack. Upshot: Our criticism aims at the premises of Füllsack’s simulation model, i.e., we claim that his interpretation of the Luhmannian concept of double contingency contradicts the systems theoretical approach in fundamental ways. Neither the view of communication as an emergent system, nor the theory of double contingency is addressed in an adequate manner. Thus Füllsack in fact does not (...) simulate a systems theoretical approach to double contingency but simulates a mere reduction of the social to the individual psyches. (shrink)

The concept of complexity has become very important in theoretical biology. It is a many faceted concept and too new and ill defined to have a universally accepted meaning. This review examines the development of this concept from the point of view of its usefulness as a criteria for the study of living systems to see what it has to offer as a new approach. In particular, one definition of complexity has been put forth which has the necessary (...) precision and rigor to be considered as a useful categorization of systems, especially as it pertains to those we call living. This definition, due to Robert Rosen, has been developed in a number of works and involves some deep new concepts about the way we view systems. In particular, it focuses on the way we view the world and actually practice science through the use of the modelling relation. This mathematical object models the process by which we assign meaning to the world we perceive. By using the modelling relation, it is possible to identify the subjective nature of our practices and deal with this issue explicitly. By so doing, it becomes clear that our notion of complexity and especially its most popular manifestations, is in large part a product of the historical processes which lead to the present state of scientific epistemology. In particular, it is a reaction to the reductionist/mechanistic view of nature which can be termed the Newtonian Paradigm. This approach to epistemology has dominated for so long that its use as a model has become implicit in most of what we do in and out of science. The alternative to this approach is examined and related to the special definition of complexity given by Rosen. Some historical examples are used to emphasize the dependence of our view of what is complex in a popular sense on the ever changing state of our knowledge. The role of some popular concepts such as chaotic dynamics are examined in this context. The fields of artificial life and related areas are also viewed from the perspective of this rigorous view of complexity and found lacking. The notion that in some way life exists at the edge of chaos is examined from the perspective of the second law of thermodynamics given by Schneider and Kay. Finally, the causal elements in complex systems are explored in relation to complexity. Rosen has shown that a clear difference in causal relations exists between complex and simple systems and that this difference leads to a uniquely useful definition of what we mean by living. Rosen makes it very clear that the class of systems which are complex is a much larger class than those which we call living. For that reason, the focus of this review will be on complexity as a stepping stone towards the deeper question of what makes a system alive. (shrink)

Why is it so plausible that business organisations in contemporary society use values in their communication? In order to answer this question, a sociological, system theoretical approach is applied which approaches values not pre-empirically as invisible drivers for action but as observable semantics that form organisational behaviour. In terms of empirical material, it will be shown that business organisations resort to a communication of values whenever uncertainty or complexity is very high. Inevitably, value semantics are applied in (...) organisations first when the speakers are uncertain about which stakeholders to whom they have to address or when different stakeholder groups have to be addressed simultaneously ; second, when the identity of the organisation has to be described; and third, when future strategic options that cannot be expressed by quantitative terms have to be communicated. Values accordingly play a role in organisational practice when certain aspects are indeterminate. Therefore, they are a means for organisations to communicate under fuzzy circumstances. On the basis of these findings, new approaches to value management can now be formulated. (shrink)

This book presents an engaged learning curriculum for higher education that helps emerging adults and professionals-in-training develop psychological resilience and community-building interpersonal skills. The curriculum mentors a person-centered process of psychospiritual maturation through growth in five dimensions of self: bio-behavioral, cognitive-sociocultural, social-emotional, existential-spiritual, and resilient worldview formation. This growth promotes student well-being and a positive campus culture, while preparing them to build cultures of health, social justice, and peace in the social systems where they will work and live.

Amartya Sen’s capability approach has become increasingly popular in development studies. This paper identifies controllability and operationalisability as two key stumbling blocks which prevent the capability approach from being used even more widely in development practice. It discusses the origins and application of the Choice Framework, a conceptual tool designed to help operationalise the approach. The framework can be used to deconstruct embedded ideologies and analyse the appropriateness of development goals, to map development as a systemic process, (...) and to plan interventions which can result in increased freedom of choice for people. Three examples of the application of the Choice Framework in the field of information and communication for development (ICT4D) are given. The three technologies which are examined, telecentres (Infocentros), Chilecompra and Fair Tracing, can be placed at different places of a determinism continuum, some reducing the spectrum of choices a user has. The paper argues that while frameworks such as the Choice Framework can be developed further to increase the operationalisability of the capability approach, it is up to development funders to accept the fact that people’s choices are never fully predictable and thus Sen’s ‘development as freedom’ will inevitably be a dynamic and open-ended process.
