The article gives a definition of the technical and economic potential of the application of the deforming broaching process. Research of the consequences of introducing deforming broaching into technological processes at manufacturing enterprises is carried out on the basis of application of system resource and matrix approach. On the basis of the performed researches, a methodological basis for the economic evaluation of the results of applying deforming broaching on the pro-duction has been developed. The article has improved (...) the well-known scientific and methodological foundations for the determination of technical and economic results of the application of deforming broaching due to the complex identifica-tion of production-organizational decisions - in technical and forms of evaluation in economic spheres. The developed approach gives an opportunity to more accu-rately assess the economic effect of introducing deforming broaching on the min-ing, metallurgical and machine building industries. This article explores the question of how scientific uncertainty can be managed in medical decision making using the Advisory Committee on Immunization Practices as a case study. It concludes that where a high degree of technical consensus exists about the evidence and data, decision makers act according to a clear decision rule. If a high degree of technical consensus does not exist and uncertainty abounds, the decision will be based on a variety of criteria, including readily available (...) resources, decision-process constraints, and the available knowledge base, among other things. Decision makers employ a variety of heuristic devices and techniques, thereby employing a pragmatic approach to uncertainty in medical decision making. As an environmentally focused, applied field science, fisheries biology has recently been marked by its failed promise to enable sustainable exploitation. Fisheries biology’s origin through state support raises many questions. How did fisheries biologists get this support? Did political considerations and economic ideals fundamentally shape the science? Why has it been perceived as fundamentally conservation oriented? New evidence indicates the political basis for Thomas Henry Huxley’s contention that the deep-sea fisheries were inexhaustible; this essay shows (...) how his influence extended to recent neoliberal resource management solutions. It also explores how fisheries biology acquired the ideal of maximum sustained yield via Progressive Era efficiency conservation and German scientific forestry; how American Cold War foreign policy made this ideal paradigmatic of mid to late twentieth-century fisheries biology; and how emerging bioeconomics in the 1950s imposed a troublesome misunderstanding of fisheries biology’s earlier mission. Fishery dynamics are considered within the context of an integrated ecologiceconomic, or bioeconomic, approach. The possibility of complex dynamics is examined, both of the chaotic as well as the catastrophic variety. Issues involving learning and convergence by fishers are considered as are complications arising from the hierarchical nature of fisheries. Bioethical and bio‐political questions are increasingly tackled by committees, councils, and other advisory boards that work on different and often interrelated levels. Research ethics committees work on an institutional or clinical level; local advisory boards deal with biomedical topics on the level of particular political regions; national and international political advisory boards try to answer questions about morally problematic political decisions in medical research and practice. In accordance with the increasing number and importance of committees, the quality of their work (...) and their functional status are being subjected to more and more scrutiny. Besides overall criticism regarding the quality of their work, particular committees giving political advice are often suspected of being incompatible with democratic values, such as respect for affected parties, representation of diverse values and transparency in the decision‐making processes. Based on the example of the German National Ethics Council, whose inauguration caused a still ongoing debate on the aims and scopes of committees in general, this paper discusses: (1) the requirements of modern democratic societies in dealing with complex scientific‐technical problems; (2) the composition and organisation of committees working as political advisory boards; and (3) the appointment procedures and roles of laymen and experts, and here in particular of ethicists, who may legitimately be taken on by a committee. I will argue that bioethics committees do not necessarily endanger democratic values, but can considerably improve their realisation in democratic decision‐making procedures – if, and only if, they do not act as substitutes for parliamentarian processes, but help prepare parliamentarian processes to be organised as rationally as possible. In the context of Ukraine’s membership in the WTO, the functioning of a free trade area with the EU, the opportunity for agricultural producers to obtain a larger share of the value added is primarily linked to the intensification of trade in domestic livestock products and their processing products. However, their production is one of the high-risk areas and requires a set of measures aimed at ensuring proper quality. Without effective solution of the problem of quality of livestock products it (...) is impossible to ensure its competitiveness in the world market, to guarantee the rational nutrition of the population of the country, the availability of the necessary components for the vital activity of the human body. The aim of the research is to determine the socio-economic factors for ensuring the quality of livestock products in Ukraine. The scientific and specific research methods were used to solve the tasks set in the work: the historical method; abstraction method; method of comparative analysis; system-structural method. The main producer of livestock products in Ukraine are households. They do not have the capabilities to implement technologies of keeping, feeding, veterinary services, programs prerequisites for guaranteeing the safety of products, adherence to the HACCP principles. In Ukraine, real technical, economic and organizational-economic prerequisites for ensuring the safety and quality of livestock products are created only in the poultry meat sector. During 2015-2017, the trends in production of almost all types of livestock products except poultry and honey were identified. One of the reasons for this situation was, firstly, decreasing in capital investment in the livestock sector, and secondly, the low profitability of production of livestock products in the context of accelerated growth in prices for resources. It is proved that insignificant market (price) incentives should be supplemented with instruments of state assistance to improve the quality parameters of products on the basis of specialized enterprises. The necessity of state support for the production of livestock products based on small and medium-sized enterprises is substantiated. This will effectively combine the processes of increasing the production of livestock products with the environmental friendliness of production and steady improvement of quality. It is shown that the low quality of certain livestock products in Ukraine is caused by insufficient living standards of the population and low incomes of the majority of households, which cause them to consume low quality products. It is determined that the problem of guaranteeing the quality of livestock products in Ukraine has deep roots cause due to the influence of socio-economic factors. Therefore, a comprehensive approach is needed to solve it, which is not limited to improving the efficiency of the state control system and successfully harmonizing of the Ukrainian technical regulation system with the European one. The problem of low quality and the danger of livestock production requires a systematic approach for its solution, which is not limited, in particular, by measures to improve the system of state control and ensure approximation of the domestic technical regulation system to the European one. In Ukraine, major high-quality animal products are economically inaccessible to a large part of households. The projected increase in safety parameters and a certain improvement in the quality of livestock products as a result of the implementation of regulations adopted in 2014-2017, will necessarily lead to an increase in its value, and therefore may lead to a decrease in market demand and even greater inaccessibility of these products to people. All this can only aggravate the situation with guaranteeing the food security of the country, forming the prerequisites for increasing the intellectual capacity of the nation. (shrink)

National scientists have elaborated the reform's gist, approaches, stages and consequences in the Ukrainian agricultural sector during the XX - XXI centuries. These studies have been conducted by N. Zhulkanych, S. Zhyvora, M. Zyza, M. Lendiel, E. Mazur, O. Malyarchuk, V. Nechytailo and many others. The paper aims to perform the comprehensive study of general trends and peculiar features of the agricultural development of the Ukrainian SSR in 1963-1990 and to define actual advances and drawbacks on the basis of analysis (...) of historical records and scientific literature. The object of research is agriculture as part of socialist economy in the USSR. The subject of research is the implementation features of agricultural policy of the Soviet power in the Ukrainian SSR, using the Western region of the Republic as an example. The economic strategy of the Soviet power involved a long-term industrialization of the agricultural sector. A distinguishing feature of the industrialization process was the use of systems of machinery in all branches of agriculture. The technological chain had to embrace the process from the sporadic application of machinery to the overall mechanization and automation of crop and livestock farming. The industrial background of production predetermined the implementation of the system of machinery with extensive power consumption, i.e. with the new technical bases. The resolutions of the March Plenum of the CPSU Central Committee defined the economic priorities and capacity development of the Republic. Capital investments were the economic basis for the increase of production potential of collective and state farms, solution of social problems in rural regions. The land productivity was increased mainly by means of land reclamation and production chemization, use of organic and mineral fertilizers, pesticides, fungicides, etc. The supply of mineral fertilizers increased, but most of them were of low quality, non-concentrated and unbalanced in nutritional ingredients. In its turn it caused irreparable damage to the environment and polluted agricultural products with chemicals. The chemization undermined the population health and disrupted the ecological balance. Despite ultimate achievements in the rise of the industrial level of agriculture of the Ukrainian SSR, it didn't meet the needs of collective and state farms. A great number of labour-intensive processes in animal and crop farming were performed manually. In state farms, contrary to collective farms, the stock of tractors was newer, but much smaller. For many years the USSR was in the top ten countries of the world in terms of consumption of energy and proteins, contained in food products per capita. However, the food patterns were inconsistent with the scientifically grounded norm. Structural imbalance of the food ration was the manifestation of the food crisis in the USSR. To meet primary needs of Soviet citizens in food products the May Plenum of the CPSU Central Committee adopted the "Food Program of the USSR for the Period until 1990 and Measures of Its Implementation". The main issue of the Food program was to increase grain harvest. Grain production was the basis for food and fodder supply of the country. Alongside with a substantial increase in food products output in public economy the attention was given to the development of subsidiary individual holdings and fruit-and-vegetable cooperatives. The cooperatives and subsidiary holdings produced a great number of dairy and meat products, vegetables and fruits both for their own needs and for sale in collective farm markets. The state food program predetermined the solution of agricultural problems by means of formerly used methods. The major problem of agriculture had to be solved by means of increase in the gross grain harvest. Thus, the implementation of agricultural policy of Soviet power in the Ukrainian SSR lead to great changes in agricultural production. At that time there appeared such new branches of economy specialized in services to agricultural production as waterworks and land reclamation, feed mill industry, farm building, machine engineering for animal farming and fodder production, procurement of agricultural products and agricultural processing. The study of this policy implementation proves that the average annual rates of agricultural production increased but they were inconsistent with high investments. On the one hand, the Food program testified the "food crisis in the USSR", demonstrating the lag of the world socialist community from capitalist states. On the other hand, it had to increase the level of food self-sufficiency, decrease the procurement of agricultural products from abroad and promote the solution of the world food problem in general. Minteer (bio)I think we should be deeply concerned about the future of environmental philosophy. It is the most marginalized of the applied ethics fields (which are often marginalized as a whole within traditional philosophy departments) and with few exceptions, it still has not made significant inroads into neighboring territories—including schools of public policy, natural resources/environment, planning, life sciences, and so on. In my (...) opinion, this is partly due to the general ideological pitch of the field and its narrow methodological orientation, at least historically. The neglect of alternative methods of inquiry, especially qualitative and quantitative work in the social sciences, is particularly troubling.Environmental ethics also has an image problem. In my experience, most natural resource professionals, policy scholars, engineers, and life scientists view our field with considerable skepticism, shaking their heads at what they see as arcane debates that do not touch upon the issues and challenges that motivate their own work. Many of our colleagues in the natural and environmental social sciences, for example, have little patience for the kind of metaethical discussions about intrinsic value, moral pluralism, etc., that have captured much of our attention in the past. They do not see what these kinds of arguments contribute to the scientific, policy, and management curricula, or what they add to their graduate students' training, or to their own research proposals. Typically, if a role for an environmental ethicist is recognized in such settings, it is often just to plug a personnel hole in an National Science Foundation proposal or to serve as a third or fourth reader on a graduate studies committee. Environmental ethics is at best an elective pursuit, it is not seen as essential.I'll be the first to admit that I have blood on my hands here (as do all of us, at least to the extent we have spent time and energy on debates over metaphilosophical issues in the field). And, of course, just because our environmental science and policy colleagues often do not see the true value of the field does not mean that it has no value. Still, I worry that the field seems to be falling into the chasm between traditional philosophy departments and environmental science, policy, and management programs. It is frequently deemed too applied and practical by many [End Page 132] philosophy departments, and too esoteric for schools of public policy, life sciences, and so on. This is not a good situation.How can we fix the image problem? Perhaps one approach would be to develop more solid links with our bioethics cousins (both philosophically and institutionally). There is a revealing story here about the different fortunes of bio- and environmental ethics, and I think we might learn from the success of the former. There will be barriers to such an alliance, however, some of which are intellectual (e.g., the rejection of conventional ethical categories and theories by many environmental ethicists is not shared by most bioethicists) while others are institutional (e.g., What practical shape would a "clinical" model of environmental ethics take? What is the market for this service? and so on).Another route would be to provide more organized and systematic attention to emerging, large-scale environmental science and policy issues—climate change, sustainability, poverty alleviation, and biodiversity loss, to name a few—that are (unfortunately, given their seriousness) viewed as "growth areas" in environmental science and policy studies. At my own institution (Arizona State University) we are moving away from an older departmental and disciplinary model to a more integrative institutional form and a transdisciplinary research culture. So, for example, we have a new school of global studies, a new school of sustainability, and so on. These are composed of a range of disciplines cutting across the natural, technical, and social sciences. There is certainly room in these initiatives and programs for a practical and progressive environmental ethics, but it must be conversant in subjects such as intergenerational equity, conservation science, economic valuation, environmental justice, and the normative dimensions of environmental science policy. This article analyzes the bioethical implications of using a control/placebo group when conducting clinical trials (CTs) investigating the treatment of periodontitis. For this, the deductive method was used, proposing the interrelation of values, and a scoping systematic review was carried out. A total of 53% of the CTs reviewed were performed in low- and middle-income (LMI) countries, and 92% used a control/placebo group as a comparison group. Although there is a gold standard for the adjunctive treatment of periodontitis, the research (...) ethics committees of most of the analyzed studies approved the use of control/placebo groups for the performance of CTs that did not explore new therapeutic alternatives. In some cases, the CT protocols were not approved by ethics committees, nor was informed consent used. In the LMI countries, a shorter period of recruitment was observed for patients who attended universities and public hospitals. Likewise, most of the CTs reviewed had public funding, a significant amount of which came from the pharmaceutical industry. Only one CT reported the low economic and educational level of its participants. Furthermore, none of the authors of the reviewed CTs declared conflicts of interest. Although the axiology of techno-science always takes into account at least the epistemic, technical and economic value systems, the hegemony of the economic values imposed by the pharmaceutical industry is evident in the performance of CTs investigating the treatment of periodontitis in LMI countries. Regulatory impact assessment (RIA) is seen as a tool for increasing evidence-based policy making and as such it is being integrated into decision-making procedures on a wide range of issues. Based on systematic consultation, clear criteria for policy choice, and economic analysis of how costs and benefits impact on a wide range of affected parties, this tool operates by using scientific knowledge and technical analysis rather than political considerations. Scientific knowledge can be used to achieve instrumental learning (Radaelli, (...) 2009, OECD), policy change (Sabatier, 1999), to impact on decision making (Caplan, 1979; C.H.Weiss, 1999) but also to seek legitimacy from the policy environment (Edelman, 1985; Schrefler, 2010). This article suggests an analytical framework for analysing RIA documents with insight from knowledge utilization theories. We argue that in order to better understand the RIA itself, we need to look at institutional factors as well. The combination of institutional context variables and variables for RIA document content analysis which make up worldviews in this framework provide the basis for the document analysis and exploration of RIA in its context. Opponents of mainstream economics have not yet called attention to the lack of in-depth examination of the general scientific conception of modern economics. However, economic science cannot consistently fulfil the epistemological and ontological requirements of the scientific standards underlying this conception. What can be scientifically recognized as true cannot be answered, neither through the actual ontological structure of the object of observation nor through a methodological demarcation. Spectacular developments in technology pose new questions for an old discipline like moral philosophy, as we have seen with all the questions regarding medical ethics. The physician-patient relationship is certainly not a new question, since it was already addressed in the Hippocratic oath, but we see that the new possibilities opened up by advances in medical technology place other questions before us. I would like to ask some ethical questions based on my professional activity as an engineer specialized in factory (...) design.The thesis which I will defend is the following: the scale of technological decisions has changed, both in space — they affect more people — and in time — they often have irreversible consequences. Nevertheless, those who make the decisions are human beings, and their actions can be criticized by moral philosophy1 just like any other human actions. Yet such a criticism cannot be carried out without the mediation of analytical tools adapted to the scope of such decisions, namely the various social sciences which describe the technical, political, economic and cultural dimensions of such decisions. This mediation should enable philosophers to discern the ethical consequences of these decisions, and the professionals to exercise their responsibility more effectively.To illustrate this thesis, I am going to speak not as a philosopher, but as an engineer, which means that I will discuss something concrete: the controversy surrounding the Superphoenix nuclear reactor, which has lasted thirty years and reached the highest levels of the French state. The controversy has lasted for thirty years because the nuclear installation at Creys Malville was conceived in the Sixties, constructed in the Seventies, started up in the Eighties, tested for a scientific project in the Nineties, and will doubtlessly be dismantled in the next decade.The controversy is a deeply political one, for the Superphoenix was conceived by the CEA in order to have French technology following the abandonment of the graphite-gas line of reactors. Construction was finalized in line with the Messmer plan which had financed the construction of five or six reactors a year from 1974 to 1981. Placing Superphoenix on line gave rise to various legal challenges which were settled by the Council of State. Recommissioning was decided by Pierre Beregovoy on the recommendation of the minister of research. Dismantling is a bone of contention between Lionel Jospin and Jacques Chirac.There are few technical devices that can boast of such treatment by the French and even international media, few technical devices whose name is so deeply inscribed in every political platform, and few whose fate depends on the outcome of so impassioned a debate. What can a philosophical discipline say about a matter so complex and politically charged?I think that ethics can make a contribution on two levels: it can allow for discussion about an overall judgement on the sense of such a venture; it can also shed some critical light on the decision procedures which led to the construction of the installation. ArgumentIn the decades following World War II, the Cowles Commission for Research in Economics came to represent new technical standards that informed most advances in economic theory. The public emergence of this community was manifest at a conference held in June 1949 titledActivity Analysis of Production and Allocation. New ideas in optimization theory, linked to linear programming, developed from the conference's papers. The authors’ history of this event situates the Cowles Commission among the institutions of postwar science in-between (...) National Laboratories and the supreme discipline of Cold War academia, mathematics. Although the conference created the conditions under which economics, as a discipline, would transform itself, the participants themselves had little concern for the intellectual battles that had defined prewar university economics departments. The authors argue that the conference signaled the birth of a new intellectual culture in economic science based on shared scientific norms and techniques un-interrogated by conflicting notions of the meaning of either science or economics. This paper raises the question whether the Economic Nobel Prize is ideologically biased. Based on a review of a significant number of the Prize Committee’s award justifications, the article concludes at a persistent bias against private property and the free market and in favour of collectivism and state interventionism. From a methodological point of view, the Prize has contributed to the widespread use by professional economists of formal mathematics within the positivistic approach. With respect to research findings, the (...) Prize has favoured the doctrine that market processes are faulty, while government policies are an appropriate fix. Additionally, the paper casts doubts on the scientific integrity of the Prize, given the Committee’s acknowledged lack of concern for fundamental revisionism and outright dismissal of possible criticisms. Nietzsche distinguished between two forces in art: Apollonian, which represents order and reason, and Dionysian, which represents chaos and energy. Economists, Ward argues, have operated for too long under the assumption that their work reflects the scientific, Apollonian principals that inform physics when they simply do not apply to economics: 'constants' in economics stand in for variables, and the core scientific principles of prediction and replication are all but ignored by economists. Ward encourages economists to reintegrate the standard rigor of (...) the scientific method into their work while embracing the fact of the shape-shifting changeability of human beings. Economists can still aspire to scientific standards, as is demonstrated by the success of biology, in which there is considerable Dionysian variability. Economists must avoid the temptation to wish away dynamic complexity and diversity and must recognize, among other things, that the desire to take risks is fundamentally human. On the basis of these findings, I suggest that the structure and organisation of the field of Hungarian economics under state socialism should be described as a case of “partitioned bureaucracy”.9 The compromise between research economists and the political elite in the New Course era between 1953 and 195510 survived the post-1956 reaction in so far as political economy, with its predominantly legitimatory and ideological functions, remained partitioned from the other sectors in the field through the remainder of the state-socialist (...) period. This secured considerable protection both for Marxist-Leninist political economy—which faced the destabilising effects of exposure to the findings of serious empirical research—and for the other sectors, which were professionally oriented and earnestly interested in the pursuit of unbiased empirical research, free from stifling agitprop interference. Our data concerning the reputational control of the field reflects only one, although very important, aspect of this partitioning. Another and much plainer aspect is that, from the early 1960s, the Agitation and Propaganda Department of the Central Committee no longer exercised control over the field, except in the political economy sector.The proposition about the “mechanism paradigm” should not be taken seriously as a statement of a Kuhnian type of intellectual organisation of Hungarian economics, with “reform economics” at its “hard theoretical core”. But it should certainly be taken seriously as a reflection of the sociopolitical structure which emerged and developed from the mid-1950s onwards. Neither the politicians nor the economists saw as necessary or even contemplated the integration of Hungarian economic research with Western mainstream economic thought. In exchange for the professional expertise and socio-economic intelligence necessary for the exercise of power, Hungary's state-socialist political class offered their economists relative autonomy and freedom from interference. The price the economists had to pay was partly to refrain from openly and systematically challenging the beliefs perpetuated by the political economy of socialism, and partly to accept in their research the paramountcy of policy orientation. But this burden they assumed willingly since it made them the only group within Hungary's academic intelligentsia—indeed, the only group in Hungarian society outside the political class—with the privilege of being coopted to the institutions with power over some restricted domains of policymaking. After 1989, especially under the conservative Antall government, this proved less than advantageous.11 Although the benevolence of many critics is open to question, it could greatly benefit the field if the economists' expulsion from contemporary politics went hand in hand with provision of the material, intellectual and institutional conditions for a new approach where a fundamentally scientific orientation is paramount. Intellectual engineering movements in early 20th century America – including scientific management, the progressive engineering platform, and technocracy – have received a great deal of attention from historians. Contemporaneous with these American movements, a British engineer was also developing a system of social and economic reform: the engineer was Major Clifford Hugh Douglas and the reforms would form the foundations of the Social Credit philosophy. While Social Credit has been studied extensively as a political and economic system, little (...) consideration has been given to the influence of Douglas’ engineering career on his ideology or to the relationship between Douglas and the American engineering reformists. This paper remedies this lacuna by analyzing Douglas’ proposed reforms in an engineering context. It is argued that the set of reforms proposed by Douglas in the final years of the First World War was an engineer’s view of the economic re-organization necessary for the betterment of the lower classes, the alleviation of scarcity, and the loosening of the noose which the existing financial system held around the neck of productive industry. Developed contemporaneously with, but ideologically independent from, the American intellectual engineering movements, Douglas’ reforms represent a technical response to the ills of World War I British society. It is concluded that Douglas’ engineering training and experience was central to his reform platform. (shrink)

He sets the scene by the historical development of scientific research as a profession, the growth of scientific technologies out of the useful arts, the sources of invention and technical innovation, and the advent of Big Science. He then discusses the economics of research and development, the connections between science and war, the nature of science policy and the (...) moral dilemmas of social responsibility in science. Each topic is introduced by reference to easily understandable particular examples, with a large number of illustrations chosen to bring out the concreteness and reality of science as a human activity. Professor Ziman gives a chapter-by-chapter list of suggested topics for oral and written discussion, intended to provoke critical, sceptical attitudes to simplified solutions to real issues, and comments briefly on relevant books and other sources. The aim of the present paper is to show that the fundamental transformation of Russian society that had been realized by the Soviet government since the early twenties included not only the reforms of scientific institutions or the creation of a new educational system but also a radical reevaluation of the social role of the expert knowledge. It proposes a transversal analysis of the institutional history of the Soviet science and its complex relations with the state apparatus in order to (...) show that the research policy of the twenties should be considered not only as an attempt to stimulate a “catch up growth,” but rather as an anticipation of some essential problems discussed in the contemporary social epistemology. The early Soviet government had a very particular vision of “social engineering” that was both utopian and extremely pragmatic. The Soviet Union was considered as the first truly “scientific state,” based on the idea that the historical development could be accelerated due to a party lead popular mobilization. The result of this conviction was the policy of “state-sponsored evolutionism” that created a high demand for the experts in all fields of knowledge. First, it focuses on the dualism of scientific institutions in the twenties when the “old” Academy of Sciences composed of the scientists formed under the Old Regime was disputing the role of the leading research institution with the newly created Communist Academy. This period could be described as the era of “New Scientific Policy” or some kind of “primitive accumulation” of the expert knowledge. Later it explores another dualism that existed since the creation of the Soviet Union: it consisted of the opposition between two rival projects of state building. The first one was promoted by State Planning Committee and made an emphasis on the administrative division based on economical basis, the second one was a project of People’s Commissariat of Nationalities, that proposed a creation of multiple soviet “national states” based on the principle of self-determination. Both projects required a large amount of data in various fields of knowledge and promoted a creation of new research institutions and favored the pioneering study in both central economy planning and social engineering. The aim of this article is to place the soviet experience in the comparative perspective, claiming that the communist modernization should be analyzed in the context of elaboration, in Foucault’s terms, of new “governmental technologies” which are supposed to be the products of new research institutions directly or indirectly influenced by a modern state. The Norwegian National Committee for Research Ethics inScience and Technology (NENT), collaborating with The NorwegianFisherman''s Association and The Research Council of Norway,started in 1999 a project aiming at an ethical assessment of Norwegian fisheries for the year 2020. The project was to preparethe ground for ethical debate in and of the fishery sector inview of pending important decisions on long term strategies. Thispaper has its focus on the method used for achieving these aims,rather than the substantive results concerning (...) the fisheries. Amethod was developed for this purpose, called the ethicalscenario process. This included the construction of scenarios forthe future of Norwegian fisheries, using an ethical matrix for evaluating strategies, and organizing a ``value workshop'''' whereparticipants from different stakeholder groups came together todo ethical evaluations. The positive achievements and theshortcomings of this method are discussed in this paper. The useof an ethical matrix was meant to combine a participatory approachwith insights from theoretical ethics. The project revealedinherent tensions between these two objectives. Possible ways ofdealing with this tension are indicated, but in general a goodgrasp of the socio-political context might be the best guardianagainst the possible pitfalls involved in such an approach. The author, a High Court Judge, has chaired the Danish Committee on Scientific Dishonesty (DCSD) since its establishment in 1992. The Committee has worked in the health sector, but from 1999 the scope has been broadened to cover all fields of science. The article describes how the work is organised and the experiences gained.

At the contemporary stage in the development of humanity, an increasing number of problems, affecting both individuals and society as a whole and having in the past had a local character, are acquiring in the 1970s and 80s—an epoch of ever-accelerating scientific and technical progress and further socio-economic development—a global character, touching to one degree or another the interests of all countries and peoples. Such problems cause anxiety for wide circles of the public and are attracting the increasing (...) attention of scientists, government figures, and political activists. The prospects for humanity and society on the threshold of the third millenium depend upon how fruitful the scientific analysis of global problems and the efficiency of practical measures will be. Human research ethics has developed in both theory and practice mostly from experiences in medical research. Human participants, however, are used in a much broader range of research than ethics committees oversee, including both basic and applied research at technical universities. Although mandated in the United States, the United Kingdom, Canada, and Australia, non-medical research involving humans need not receive ethics review in much of Europe, Asia, Latin America, and Africa. Our survey of the top 50 technical universities (...) in the world shows that, where not specifically mandated by law, most technical universities do not employ ethics committees to review human studies. As the domains of basic and applied sciences expand, ethics committees are increasingly needed to guide and oversee all such research regardless of legal requirements. We offer as examples, from our experience as an ethics committee in a major European technical university, ways in which such a committee provides needed services and can help ensure more ethical studies involving humans outside the standard medical context. We provide some arguments for creating such committees, and in our supplemental article, we provide specific examples of cases and concerns that may confront technical, engineering, and design research, as well as outline the general framework we have used in creating our committee. In medical practice and research it is necessary to consider the rights of the researcher or physician and of the subject or patient, to conform to scientific standards and to examine the appropriateness with respect to laws and moral values. Research ethics committees have an important role to play in ensuring the ethical standards and scientific merit of research on human subjects. Research of no scientific value is also against ethical principles. To obtain valid and reliable results from biomedical research, (...) it is a scientific and ethical obligation to make use of the science of statistics. Therefore, for research to be evaluated using biostatistics intensively from ethical and scientific points of view, a biostatistics expert is necessary on research ethics committees. The analyses thus far undertaken of cost theory and utility theory have viewed these doctrines as they originally were, namely, as the contentions of two conflicting groups of value theorists. And had the two rival groups been allowed to continue to match strength on the plane on which Macvane, for example, contended, the result would probably have been the destruction of them both. Underneath surface conflicts, however, the rival theories had much in common. As the twentieth century got under way, (...) this state of affairs was discerned, with the result that in the end there was hand-shaking and backslapping all around and the inauguration of a live-and-let-live policy. Although at first regarding each other as mortal enemies, these two groups of price-determination theorists later came to see in one another something resembling blood kinship. But are the underlying assumptions which classicism and neoclassicism have in common any more realistic and scientific than the specific assumptions already examined? The article highlights the issues of nature protection in Halychyna region that have been arising since ancient times till1939. Inthe 20-30s of the XXth century the solution of this problem was considered in the search of separate valuable objects of nature, their expropriation from the sphere of economic usage and complete protection. In the hard interwar period, the Polish government, scientists and some land owners were doing their best to protect nature. This intense activity had a significant public basis, (...) as the main legislative basis of Poland of that time facilitated development and distribution of nature-protective activity in Halychyna region. Poland had a significant public legislative foundation for environmental protection and isolation of valuable natural areas/objects. First of all, since 1852 Halychyna had the valid Austrian law on forest conservation, according to which all forests, regardless of ownership form, had to be supervised by the State Forest Administration. In 1900 the Austrian Ministry of Agriculture issued the Circular concerning conservation of natural tracts and old trees. Later on, in 1927 the President of the Polish-Lithuanian Commonwealth issued the Decision on the protection of forests that were not owned by the state; in1934 anew public law about monuments of nature was adopted in Halychyna, which greatly simplified and facilitated the procedure of conserving valuable natural objects in the country. In addition, Poland had a number of other valid laws on nature usage with the elements of environmental protection. In the 1920-1930s, nature conservation and isolation of national parks in Halychyna were performed by both the government authorities of Poland and numerous Polish academic-social entities, such as the State Council for Nature Conservation of Poland, Polish Committee for Nature Protection in Lviv city, the Polish League for Nature Protection, Department of Reserves of the Research Institute of State Forests, Nature Conservation Commission of the State Geological Institute. Apart from that, Poland also had various public nature protection societies of local history and natural sciences, such as the Copernicus Society of Naturalists, Society of Tree-Lovers, Society of Planting Local Hylads, Zoological and Botanical Society, Society for Animal Protection, 'Stowarzyszenia c.k. straznikow lasowych i dozorcow skladow', 'Straz Lesna w Kosowie', "Akademickiego kola Przyrodnikow wszechnicy Lwowskiej' and others. A number of protected state reserves have been created. In addition to the public ones, there were a lot of community nature reserves, which were bought by the Polish scientific-cultural societies and organizations, as well as private reserves, created on private lands by some land owners. Thus, in Halychyna region the issue of nature conservation was developing very actively in those years, yet under the auspices of the Austrian environmental organizations. Correspondingly, the new protected objects became Austrian or Polish state property. No Ukrainian natural reserves existed, and no national societies for nature protection. Therefore, the problem of nature protection in the 1920-1930s in the society turned from the purely ecological problem into the ecological-national one. Ukrainian patriots, uniting around their spiritual leader - the Ukrainian Greek Catholic Church, started a broad nature protection activity in Halychyna, focusing at conserving and multiplying the natural resources. First of all, they founded the Permanent Commission for Nature Conservation at the Taras Shevchenko Scientific Society, which was carrying out an active nature conservation activity in the given region. In order to show how technological innovation and scientific innovation are linked in the course of research in human science, I present an account of a series of innovations made in our laboratory (Distal Glove – Tactos system – Intertact server – Dialtact module). We will see how research on the technical constitution of cognitive and perceptual activities can be associated with a process of innovation. The technical devices present at each stage carry an interpretative framework that prepares (...) the following stages. Devices which were initially developed for the purposes of performing experiments contributed both to scientific inventions and to developments with a practical and social finality. (shrink)

ABSTRACT In our current moment, there is considerable interest in networks, in how people and things are connected. This essay outlines one approach that brings together insights from actor-network theory, social network analysis, and digital history to interpret past scientific activity. Multispecies network analysis (MNA) is a means of understanding the historical interactions among scientists, institutions, and preferred experimental animals. A reexamination of studies of sexual behavior funded by the Committee for Research in Problems of Sex between the 1920s (...) and the 1940s demonstrates the applicability of MNA to clarifying the relations that sustained this area of psychology. The measures of weighted degree and betweenness can highlight which nodes (whether organisms or institutions) were particularly “central” to this network. Rats featured as the animals most widely studied during this period, but the analysis also reveals distinct institutional and disciplinary cultures where different species were favored as either surrogates for humans or representatives of more general biological groups. Abstract This work is about the viability domain corresponding to a model of fisheries management. The dynamic is subject of two constraints. The biological constraint ensures the stock perennity where as the economic one ensures a minimum income for the fleets. Using the mathematical concept of viability kernel, we find out a viability domain which simultaneously enables the fleets to exploit the resource, to ensure a minimum income and stock perennity. This chapter compares biology with the practices of economics to determine the extent to which mainstream economic theory can be regarded as ‘scientific’. This survey of practice in the two disciplines shows that biological theory is derived from description and experimentation. In contrast, the ideal in mainstream economics is to derive theory from axioms. When economic theory is compared with the available evidence, a disjunction is found between the empirical findings and conventional theory. The disjunction is explained by (...) a fundamental mismatch between the evidence and the basic theoretical categories and structure. The central issue is the relationship of evidence to theory: to put it simply, which should come first? The conclusion is that regularities that emerge from a comparative historical perspective, including use of econometric, statistical, and qualitative studies, could provide the type of evidence that could form a secure foundation for theorising in economics. Two opposite statements must be rejected with the same rigor. First (1) is that a few countries have identified themselves with modernity by their scientific, technical and economic achievement and that the rest of the world, which is lagging behind the ‘advanced countries’, must follow in their footsteps and imitate their example. The article first of all sets out the falsity of such a statement, because there is not one but many western paths of modernization, and indicates that (...) it is nothing but a colonialist ideology, which spread from European and American societies and cultures and destroyed all independent efforts of modernization in other countries, in particular China. The hegemony of the western capitalist model is more than challenged by other ways of modernization, for though the soviet model has failed, other countries are ‘emerging’ or have already emerged. Second (2) the opposite representation defends the idea of a complete multiculturalism including political regimes and human rights. It fights against the previous colonialist model and supports a total relativism. But this view makes impossible the communication between completely different countries and cultures and reciprocal fear leads to an extreme conflict between ‘civilizations’, such as S. Huntington has described. This view leads to the conclusion that war is inevitable if each civilization has a complete internal unity and a complete control on all its activities. But the world is not divided into various theocratic states: no single theocratic state commands the whole or the majority of Muslim population. The central problem remains real and difficult: how to combine unity and diversity, the difference between cultures and the capacity for them to communicate with each other? The most useful idea is to elaborate one general definition of modernity, as a culture which is based on universalistic principles. The western mode of modernization is not the only possible one; nor is it at all sure that the western process of separation of temporal and spiritual powers is the only possibility. We cannot assert that universalism must penetrate social life only through political institutions and citizenship. It is beyond any reasonable doubt that modernity, with its universalistic components, cannot be identified with only one type of social organization and cultural values. (shrink)

The focus here is Robert L. Heilbroner's critique, in the last chapter of the 7th edition of The Worldly Philosophers, of the idea that economics is, or should be, scientific. Heilbroner's conception of economics as essentially tied to capitalism is too narrow, and at odds with his own commentary on the rise of pauperism after the English common-land enclosures; and his critique of contemporary economics-as-social science is overdrawn. Nevertheless, there is indeed an important role for the “visionary” economics for which (...) Heilbroner hankers: assessing the benefits and drawbacks of different ways of ordering the production and distribution of goods and services. (shrink)

Herman Dooyeweerd ( 1985 ) argued that among the modalities making up the fabric of reality a specifically economic one is to be found. The aim of the present paper is to discuss the texture of such a modality and how it both differentiates and intertwines with others. For an updated brief, albeit cogent and analytically lucid presentation of the Law Framework ontology, see Clouser ( 2009 ). Dooyeweerd’s view entails that the proper object of economics is irreducible to (...) that of other disciplines, but a non-reductionist view of the object of economics presupposes that the nuclear meaning of that discipline has been clearly delimited: this is required in order to determine its nature and separate identity as a scientific discipline. By ‘the nuclear meaning of a discipline’ I understand a pre-theoretical delimitation of its field of research, such as that of the field of physics, characterized by the laws governing force and energy. Within one and the same field there may be many theories, theories competing to explain the same phenomena, or dealing with phenomena so different that it is nearly impossible to trace conceptual connections among them. This last situation calls for a unified-field theory. In the second section of this paper I will attempt to defend a rather commonly accepted definition of the field of economics that sees this discipline as a science of choice. In the third I will show how the analytical conception it involves can be naturally complemented with a classificatory one. According to a classificatory conception, the aggregated social-level phenomena, patterns and regularities economic theories usually deal with, are economic in that sense, even though they are not prima facie cases of individual behavior, or are unintended consequences of aggregated individual choices. In the fourth I will discuss the meaning of the most general, supra-arbitrary economic laws—the modal laws of economics. In the final section I will offer a non-reductionist view of economics that nevertheless takes into account its intertwining with other spheres. (shrink)

Theory of Mind (ToM), the cognitive capacity to attribute internal mental states to oneself and others, is a crucial component of social skills. Its formal study has become important, witness recent research on reasoning and information update by intelligent agents, and some proposals for its formal modelling have put forward settings based on Epistemic Logic (EL). Still, due to intrinsic idealisations, it is questionable whether EL can be used to model the high-order cognition of ‘real’ agents. This manuscript proposes a (...) framework that takes visibility, memory, perspective and communication as the main factors underpinning mental attributions. This is more in-line with findings in cognitive science and allows us to model well-known False-Belief Tasks that are typically used in testing people's ToM. We discuss some of the framework's technical features, arguing why it does justice to empirical observations. (shrink)

Although the “Introduction” to the DSM makes it clear that the presence of “clinical” distress or impairment is insufficient for a diagnosis of “mental disorder” , in practice the clinician is completely unshackled from the conceptual definition and is free to decide on a case-by-case basis if “enough” distress or impairment is present, regardless of circumstances, to judge that “mental disorder” can be diagnosed. It is argued that reference to a biological or psychological dysfunction cannot raise “mental disorder” from a (...) judgment quite like “This is pornography, not literature” to a technical–scientific term because “biological dysfunction” must be tied to an outcome that is itself less ambiguous than “mental disorder,” and “psychological dysfunction” erroneously assumes that how people are supposed to think, feel, and act, regardless of circumstances, can be as uncontentious as ideas about physical well being, and in addition erroneously assumes that human behavior can be causally explained. In the past few decades world architecture has seen radical changes as the result of industrialization, standardization and mass production. For Soviet architecture this half century of scientific and technical revolution along with the growth of economic potential has been the most fruitful in its history. If we return to the past and try to form a judgment on the urbanism of our day we will no doubt see that what is offered us by new cities, modern residential (...) zones and social amenities corresponds to our dreams of the cities of the future. From the point of view of the past, we have only to look at the zones of Yassenevo, Tropariovo, the Olympic village or the civic centers of Tashkent or Navoi. (shrink)

Economics today cannot predict the likely outcome of specific events any better than it could in the time of Adam Smith. This is Alexander Rosenberg's controversial challenge to the scientific status of economics. Rosenberg explains that the defining characteristic of any science is predictive improvability--the capacity to create more precise forecasts by evaluating the success of earlier predictions--and he forcefully argues that because economics has not been able to increase its predictive power for over two centuries, it is not a (...) science. Emotion recognition, and in particular acial emotion recognition (FER), is among the most controversial applications of machine learning, not least because of its ethical implications for human subjects. In this article, we address the controversial conjecture that machines can read emotions from our facial expressions by asking whether this task can be performed reliably. This means, rather than considering the potential harms or scientific soundness of facial emotion recognition systems, focusing on the reliability of the ground truths used to develop (...) emotion recognition systems, assessing how well different human observers agree on the emotions they detect in subjects’ faces. Additionally, we discuss the extent to which sharing context can help observers agree on the emotions they perceive on subjects’ faces. Briefly, we demonstrate that when large and heterogeneous samples of observers are involved, the task of emotion detection from static images crumbles into inconsistency. We thus reveal that any endeavour to understand human behaviour from large sets of labelled patterns is over-ambitious, even if it were technically feasible. We conclude that we cannot speak of actual accuracy for facial emotion recognition systems for any practical purposes. (shrink)

Entrepreneurship is considered a key element for economic and social development, requiring cognitive, attitudinal, and procedural competencies for its realization. This study focuses on a documentary review aimed at answering the following questions: How is research on entrepreneurial capabilities approached in different countries? What is the volume of scientific production on this topic? In light of this, the present work is developed within the inclusion criteria: publications between 2012 and 2022, various types of documents, written in English, and included (...) in the SCOPUS database. To conduct the analysis, a combination of tools such as VOSviewer, Biblioshiny, and Excel was used. These tools allowed for the identification of clusters, co-occurrence frequencies, and network nodes. Based on this, the behavior of authors, countries, journals, and the evolution of the topic over time were examined. The results reveal that the United States is the leading country in publishing research on entrepreneurship. There is an increase in scientific production related to this topic, with the majority of publications concentrated in a limited number of journals (53). Limited collaboration among authors and institutions is also evident. The co-authorship network is divided into 47 clusters, with weak grouping among them. (shrink)

The current “AI Summer” is marked by scientific breakthroughs and economic successes in the fields of research, development, and application of systems with artificial intelligence. But, aside from the great hopes and promises associated with artificial intelligence, there are a number of challenges, shortcomings and even limitations of the technology. For one, these challenges arise from methodological and epistemological misconceptions about the capabilities of artificial intelligence. Secondly, they result from restrictions of the social context in which the development of (...) applications of machine learning is embedded. And third, they are a consequence of current technical limitations in the development and use of artificial intelligence. The paper intends to provide an overview of current challenges which the research and development of applications in the field of artificial intelligence and machine learning have to face, whereas all three mentioned areas are to be further explored in this paper. This is the first of four papers to be published in Research Ethics Review in 2009 that address methodological issues of relevance to research ethics committees. These will be practical papers, intended to assist ethics committee members to determine whether a research method is both ethically justified and likely to lead to high quality research. This paper prepares the way for the series through a consideration of the relationship between research ethics and methodology.

Is economics always self-corrective? Do erroneous theorems permanently disappear from the market of economic ideas? _Intellectual Path Dependence in Economics _argues that errors in economics are not always corrected. Although economists are often critical and open-minded, unfit explanations are nonetheless able to reproduce themselves. The problem is that theorems sometimes survive the intellectual challenges in the market of economic ideas even when they are falsified or invalidated by criticism and an abundance of counter-evidence. A key question which often (...) gets little or no attention is: why do economists not reject theories when they have been refuted by evidence and falsified by philosophical reasoning? This book explores the answer to this question by examining the phenomenon of intellectual path dependence in the history of economic thought. It argues that the key reason why economists do not reject refuted theories is the epistemic costs of starting to use new theories. Epistemic costs are primarily the costs of scarcity of the most valued element in academic production: time. Epistemic scarcity overwhelmingly dominates the evolution of scientific research in such a way that when researchers start off a new research project, they allocate time between replicable and un-replicable research. This book is essential reading for anyone interested in the methodology, philosophy and history of economics. (shrink)

Hayek is, with Mises, one the prominent Austrian economists who took part in the historical “socialist calculation debate” of the 1930s. After recalling precisely what Mises’s crucial argument against socialism was (socialism means the abolition of market prices which are necessary for real rational economic decisions to be taken in production), this paper goes on to show what Hayek’s main argument was (state planning of the economy is impossible because no super-brain can have all the necessary knowledge to be (...) economically efficient). I will further show that, while this last argument is theoretical, Hayek has also an argument about the preeminence of competitive economy from an evolutionary standpoint, which is an empirical question and thus forms a less conclusive argument. In the second part of this paper, I will summarize how Myrdal explains in his 1960 book, and from a completely different angle, how state intervention and planning historically occurred—and continues to work—in our Western Capitalist Welfare States. Myrdal’s account is explicitly presented by him as having empirical import, but also strong normative content. Hayek, on the contrary, argues that the efficiency of state planning is a problem for economists to solve on exclusively scientific grounds. My purpose is to show important divergences between these two economic viewpoints and to sketch a philosophical appraisal of both. (shrink)
