This article examines fifty case files of cybercriminals that the Economic and Financial Crimes Commission (EFCC) convicted for online romance fraud. It profiles offenders and explores the value of the Space Transition Theory in understanding digital crimes. Through documentary analysis, the study identifies key patterns in victim demographics, fraudsters’ operational strategies, and offenders’ socioeconomic backgrounds. Findings reveal a high concentration of U.S. victims (56%) and a preference among offenders for Apple’s iPhone (58%). Most offenders presented themselves as Caucasian American males (...) (46%) or military personnel (12%), with some adopting Caucasian European male identities (10%). Victim demographics show a pronounced gender disparity: 70% of offenders primarily targeted female victims, 14% targeted male victims, 10% reached both genders, and 6% did not specify the victims’ gender. The analysis also indicates that most offenders were university students (74%), with Facebook (46%) identified as the primary platform for these fraudulent activities. The study emphasizes the need for prevention strategies that genuinely consider the socioeconomic and political conditions that may make online fraud an appealing career option. (shrink)

This study used an emic approach to examine the dynamics of online romance fraud, focusing on the migration of offenders from Nigeria to Ghana. We collected data through qualitative methods, such as semi-structured interviews and focus group discussions. Ghanaian police officers and Nigerian law enforcement officers were consulted for their perspectives. Thematic analysis revealed key findings, including the migration patterns of Nigerian offenders to Ghana and the institutionalisation of scamming enterprises. These findings shed light on the transnational and structural factors (...) driving online romance fraud in West Africa, highlighting both its global reach and the local mechanisms sustaining these criminal networks. A challenge human existence is confronted in contemporary society is the justification of a coherent social order. Most of these justifications have been grounded, over time, on natural approach to the neglect of the African ontological practice. This natural reference fails to account for the ontological practice premised on African belief system which reconciles the natural and spiritual aspects of human existence. The study adopts the analytic approach in philosophy which evolves a clarification of the ontological concept within the African (...) context.The African ontological practice hinges on Dukor’s perspective which provides for a coherent interconnection among social structure, law and belief system towards the certitude and trust making for harmonious human well-being.Social order is enhanced by this African ontological practice and should, therefore, be incorporated into the public sphere. Within the notion of punishment in the Yoruba culture, the physical and non-physical aspects of human existence are reconciled to arrive at a justifiable punitive action. The metaphysical presuppositions in Yoruba punitive system reflect a coherent interconnection among social structure, law and belief system for the harmonious human well-being of the individual and the community. Furthermore, the judicious imposition of punitive measures on the offender establishes the significance of attributing responsibility for every human action without antagonism and animosity. Nevertheless, the (...) offender, within the tradition, is restitutively reconciled with himself, the victim and the community at large. In current discussions on African epistemology, the issue of justification of beliefs has mainly been considered from an externalist perspective, such that justification is described as achievable merely through the means of empirical verification and social context of discourse. However, this results in a knowledge-gap since both internalist and externalist perspectives are needed to arrive at a holistic notion of epistemic justification. Consequently, the objective of this article is to fill this gap by employing the methods of conceptual and critical (...) analysis to attempt an internalist interpretation of epistemic justification in the quest for a more balanced view of African epistemology. There is a clear tendency in contemporary political/legal thought to limit agency to individual agents, thereby denying the existence and relevance of collective moral agency in general, and corporate agency in particular. This tendency is ultimately rooted in two particular forms of individualism – methodological and fictive (abstract) – which have their source in the Enlightenment. Furthermore, the dominant notion of moral agency owes a lot to Kant whose moral/legal philosophy is grounded exclusively on abstract reason and personal autonomy, to (...) the detriment of a due recognition of the socio-historical grounds of moral social conduct.I shall argue that an adequate theory of responsibility is needed, which does not only take into account individual responsibility, but also collective and corporate responsibility, capable of taking into consideration society and its problems. Furthermore, corporations are consciously and carefully structured organisations with different levels of management and have clearly defined aims and objectives, a central feature upon which I shall be focussing in this paper. This paper examines the polemical nature of anti-racist education and discourse in America today. On one side of this issue are those who think of the efforts toward inclusion, diversity, and the pursuit of social justice in academia as serving positive ends. On the other side are those who oppose and vilify such efforts as evidence of the destructive ethos of liberal education. This has led to a situation where universities and schools across the country have seen professors and teachers, (...) including philosophers, experience backlash for speaking seriously and courageously about confronting the problem of racism in society. One recent example of this anomaly is the kind of faux outrage or moral panic that drives the hysteria against Critical Race Theory, an inquiry that examines the intersection of race and law in the United States, as well as unearthing the reality of structural racism in America, often disguised in the mainstream liberal approaches to racial justice. This faux moral panic has been used by legislatures across the country, as the raison d’être, to pass bans and enforce policies or rules that restricts how professors (including philosophers), and teachers can talk about race, systemic racism, structural oppression, or the problem of racial injustice in the classroom. In this paper, I explore how this polemical situation creates significant challenges and unique possibilities for the discourse of philosophy, especially for those who are interested in becoming antiracist philosophers, in the context of such legal rules and restrictions. In [2] we constructed an infinite set of natural numbers containing no subset of higher (Turing) degree. Since it is well known that there are nonrecursive sets (e.g. sets of minimal degree) containing no nonrecursive subset of lower degree, it is natural to suppose that these arguments may be combined, but this is false. We prove that every infinite set must contain a nonrecursive subset of either higher or lower degree.

We consider the informal concept of "computability" or "effective calculability" and two of the formalisms commonly used to define it, "(Turing) computability" and "(general) recursiveness". We consider their origin, exact technical definition, concepts, history, general English meanings, how they became fixed in their present roles, how they were first and are now used, their impact on nonspecialists, how their use will affect the future content of the subject of computability theory, and its connection to other related areas. After a careful (...) historical and conceptual analysis of computability and recursion we make several recommendations in section §7 about preserving the intensional differences between the concepts of "computability" and "recursion." Specifically we recommend that: the term "recursive" should no longer carry the additional meaning of "computable" or "decidable;" functions defined using Turing machines, register machines, or their variants should be called "computable" rather than "recursive;" we should distinguish the intensional difference between Church's Thesis and Turing's Thesis, and use the latter particularly in dealing with mechanistic questions; the name of the subject should be "Computability Theory" or simply Computability rather than "Recursive Function Theory.". A especificidade deste artigo é mostrar como a identidade da filosofia e da história constitui a estrutura da Lógica da Filosofia. Todavia, como é possível realizar na Lógica essa unidade entre filosofia e história? Tal estrutura pode ser fundamentada na idéia de retomada como fenômeno histórico no processo do seu desenvolvimento. A filosofia é então a história com­preendida e esta só pode ser percebida por meio de um discurso sistemático na pretensão de ver a história tal como é. Ao definir (...) a Lógica da filosofia como o logos do discurso em sua his­toricidade, a Lógica passa a ser então a compreensão do homem, isto é, o logos que se reflete no tempo e o tempo que se reflete no logos, ambos humanos e sabendo-se humanos. Porém essa identidade só existe para o filósofo e não para o homem em sua existência concreta. Daí se conclui que a filosofia é essencialmente histórica, não no sentido de uma história explicativa, nem no sentido de um historicismo e muito menos no sentido de introduzir um determinismo. O objetivo do artigo é analisar as contradições entre o processo de reprodução da vida material nas sociedades capitalistas e a perda de liberdade dos indivíduos inseridos e ajustados aos seus critérios e, da mesma forma, o ajustamento dos estudantes às demandas socialmente úteis ao sistema em decorrência da (...) pretensa extinção dos cursos de Ciências Humanas dos currículos, que tende a afastar a Educação de sua prerrogativa fundamental que é educar para a emancipação. A Teoria Crítica do filósofo frankfurtiano Herbert Marcuse refere que o restabelecimento da razão humana é tarefa para uma Pedagogia Radical como forma de resistência em tempos de mercantilização da Educação. Em setembro de 2023, ocorreu o “I Encontro Nacional de Produção, Análise e Disseminação de Informações sobre as Favelas e Comunidades Urbanas do Brasil”, promovido pelo Instituto Brasileiro de Geografia e Estatística (IBGE). O objetivo central do evento foi discutir a nomenclatura “aglomerados subnormais”, utilizada para designar territórios periféricos como favelas, grotas, alagados etc. nas pesquisas e publicações oficiais do órgão. Neste texto, busquei relatar minha experiência no evento, a partir da descrição de alguns aspectos considerados centrais por mim, além (...) de explicitar o quanto esse encontro me impactou pessoalmente como mulher, negra e periférica que sou. Ao final de minha exposição, concluo que nomear é exercer poder. Ao abrir as portas para a sociedade, o IBGE se aproxima da construção de uma sociedade mais democrática e plural, afastando-se de discursos estigmatizantes e pejorativos sobre esses territórios e suas populações. There are established ethical principles to protect human participants in biomedical research from undue exploitation by researchers. However, in the “Tuskegee Study” in the US, these principles were grossly violated. The task of this paper is to critically examine the ethical implications of that study on future practices in biomedical research, and to suggest ways of ensuring that such practices comply with appropriate ethical values.

This article presents Hanna Arendt’s theory about political judgement, i.e., the expresion of the discursive reason in the political sphere. A certain lack of faith in the public exercise of discursive reason, motivated by her negative experience of totalitarism, leads Arendt to adopt a skeptical and Kantian conception of judgement, which only leaves place for a human action and freedom shorn of rationality in the political arena.

Este texto quer examinar como Kant a partir da sua concepção de _cogito_ procura refutar o idealismo problemático de Descartes. Em primeiro lugar, quer verificar se Kant, ao entender a consciência de si como dependente da consciência de objeto, não estaria assumindo pressupostos metafísicos e epistemológicos diferentes dos assumidos por Descartes em sua concepção de _cogito_. Em segundo lugar, tenta formular o problema do alcance das noções de representação e reflexividade em cada um dos referidos filósofos. RESUMO O objetivo deste artigo é problematizar algumas linhas de força da argumentação de Dominique Maingueneau sobre a constituição de um dispositivo teórico e metodológico para o estudo da literatura na perspectiva discursiva. Para isso, partimos do cotejamento de suas teses com pressupostos fundadores da análise do discurso de tradição francesa e com proposições coetâneas dos estudos literários. Se, por um lado, a proposta de Maingueneau figura como uma sistematização importante de concepções norteadoras de uma análise do discurso literário, por (...) outro, posiciona-se lateralmente quanto à necessidade de consideração epistemológica pela especificidade do discurso literário, gerando o risco da descaracterização histórica e social da literatura. ABSTRACT This paper aims to problematize some of Dominique Maingueneau’s lines of argument about the constitution of a theoretical and methodological device to study literature from a discursive perspective. To this end, we drew from the comparison of his theses using founding assumptions of French discourse analysis and contemporary propositions of literary studies. On the one hand, Maingueneau’s proposal represents an important systematization of guiding conceptions regarding the literary discourse. On the other hand, it is neutral concerning the need for an epistemological consideration given the specificity of literary discourse. Therefore, it risks a historical and social mischaracterization of literature. (shrink)

O “programa fiduciário” de Polanyi desafia o ideal da racionalidade moderna de alcançar uma completa justificação de todas as crenças, submetendo-as a uma crítica prévia à sua aceitação. Este requisito é um dos malefícios que está na raiz de preconceitos filosóficos e científicos que Polanyi se propõe superar. Este artigo apresenta o confronto entre o “modelo linear” da justificação do conhecimento, a partir de um princípio absoluto, com a alternativa do “modelo circular” proposto por Polanyi. Não se trata de uma (...) circularidade viciosa, mas do reconhecimento de que os fundamentos do conhecimento radicam no compromisso pessoal e na atitude fiduciária, alicerces inegáveis de qualquer forma de conhecer. A alternativa proposta por Polanyi, de longa tradição filosófica, é, nos nossos dias, uma fonte de inspiração também para a hermenêutica contemporânea, com as suas noções de compreensão e interpretação. In recent years, the work of organizations in the area of digitization has intensified significantly. This trend is also evident in the field of recruitment where job application tracking systems (ATS) have been developed to allow job advertisements to be published online. However, recent studies have shown that recruiting in most organizations is not inclusive, being subject to human biases and prejudices. Most discrimination activities appear early but subtly in the hiring process, for instance, exclusive phrasing in job advertisement discourages (...) qualified applicants from minority groups from applying. The existing works are limited to analyzing, categorizing and highlighting the occurrence of bias in the recruitment process. In this paper, we go beyond this and develop machine learning models for identifying and classifying biased and discriminatory language in job descriptions. We develop and evaluate a machine learning system for identifying five major categories of biased and discriminatory language in job advertisements, i.e., masculine-coded, feminine-coded, exclusive, LGBTQ-coded, demographic and racial language. We utilized the combination of linguistic features with recent state-of-the-art word embeddings representations as input features for various machine learning classifiers. Our results show that the machine learning classifiers were able to identify all the five categories of biased and discriminatory language with a decent accuracy. The Random Forest classifier with FastText word embeddings achieved the best performance with tenfolds cross-validation. Our system directly addresses the bias in the attraction phase of hiring by identifying and classifying biased and discriminatory language and thus encouraging recruiters to write more inclusive job advertisements. In this article I will look into Corporate Legal Responsibility taking into account Levinas’s notion of infinite responsibility, as well as his understanding of ethical language. My account of Levinas’s philosophy will show that it challenges – breaking down – deeply entrenched distinctions in the dominant strands of moral philosophy, within which the theory of individual responsibility is embedded, such as between:(1) duty to others on the one hand and supererogation on the other; (2) perfect duty to others on the (...) one hand and imperfect duties to others on the other; (3) insiders and outsiders; kith and kin on the one hand and strangers on the other; Levinas’s moral vision is an inclusive one which embraces all of humanity (at least of those present today) irrespective of historical, linguistic, cultural differences and diversities. In other words, each has responsibilities for and duties towards all others. Of course, one might say that there is nothing new about a universalising ethics – after all Kantianism, liberalism as well as utilitarianism are well known instances. However, more crucially, all these traditional moral philosophies uphold the theory of individual responsibility, which is rooted in the philosophy of individualism. Such a philosophy can make sense only of the concept of individual moral/legal agency but not corporate agency. Therefore, in this article I will attempt to show that the Levinasian vision is able to help us change our view with respect to corporate responsibility. (shrink)

We begin with the history of the discovery of computability in the 1930’s, the roles of Gödel, Church, and Turing, and the formalisms of recursive functions and Turing automatic machines . To whom did Gödel credit the definition of a computable function? We present Turing’s notion [1939, §4] of an oracle machine and Post’s development of it in [1944, §11], [1948], and finally Kleene-Post [1954] into its present form. A number of topics arose from Turing functionals including continuous functionals on (...) Cantor space and online computations. Almost all the results in theoretical computability use relative reducibility and o-machines rather than a-machines and most computing processes in the real world are potentially online or interactive. Therefore, we argue that Turing o-machines, relative computability, and online computing are the most important concepts in the subject, more so than Turing a-machines and standard computable functions since they are special cases of the former and are presented first only for pedagogical clarity to beginning students. At the end in §10–§13 we consider three displacements in computability theory, and the historical reasons they occurred. Several brief conclusions are drawn in §14. (shrink)

O que Foucault entende por jornalismo e como ele se relaciona com a filosofia? Para responder à questão, escrutinamos declarações do autor francês acerca do assunto, especialmente sobre dois personagens: Nietzsche “o primeiro filósofo-jornalista” e Kant “o responsável por introduzir o hoje na filosofia”. Detalhando nuances, pretendemos mostrar em que o pensamento de Foucault se avizinha de um jornalismo radical, e em que deste ele se diferencia.

A literatura chamada de “apocalíptica” tem recebido uma renovada apreciação nos últimos anos. Entretanto, percebe-se certa confusão terminológica que, por fim, leva a uma classificação equivocada do gênero de certos escritos. O presente artigo tem por finalidade analisar as conceituações e as expressões literárias da apocalíptica, com o intuito de se chegar a uma definição mais clara do tema, distinguindo apocalipse enquanto gênero literário e apocalíptica enquanto mentalidade , com as formas básicas de expressão literária do gênero e seus paralelos (...) antigos. Assim sendo, o artigo é dividido em duas partes: primeiramente, verificam-se as definições e características atribuídas ao gênero apocalíptico pelos principais autores do tema, especialmente no que se refere aos escritos judaico-cristãos produzidos entre 250 a.C. e 100 d.C.; em seguida, verificam-se os paralelos antigos presentes na literatura de outros povos, como os sumérios, os persas e os gregos. Por fim, faz-se uma breve análise da ocorrência dessa literatura nos Manuscritos do Mar Morto. Isto posto, chega-se à conclusão de que é possível fazer a distinção acima proposta, a qual traz maior clareza na definição e classificação dos escritos ao gênero atribuídos. (shrink)

O presente artigo trabalha com dois autores que oferecem importantes contribuições para seus respectivos campos de estudo. Porém algo mais os aproxima: pretendemos apresentar os parentescos possíveis entre a Filosofia da Ciência desenvolvida por Thomas S. Kuhn e a Filosofia da Linguagem de Ludwig Wittgenstein. Cumpre, de início, apresentar rapidamente os conceitos fundamentais da Filosofia de Wittgenstein, notadamente ao que se refere a segunda parte de seus trabalhos, e dados biográficos que são relevantes para o entendimento de sua obra. De (...) maneira sumária, fazer o mesmo sobre os trabalhos de Kuhn para, finalmente, dadas as condições precedentes, fazer aparecer aproximações deste com os trabalhos de Wittgenstein. (shrink)

Plato seeks to establish in _Phaedrus_ a close link between poetry and the eidetic sphere to which philosophical knowledge belongs, or which the philosopher accesses through a practiced synoptic-dialectic understanding. This type of philosophical poetry is perfectly illustrated in the Socratic palinode itself, which Socrates –and ultimately Plato – establishes as a paradigm of the poet philosopher, a palinode by necessity must be uttered “with certain poetic terms”. Working from that palinode as a model, Plato seeks to approach the subject (...) of _éros_ with philosophical discourses fed with poetical terms, that is, through an explicit blend of philosophical and poetic elements, the clearest example of which is the _Phaedrus_ as a whole, or, in more general terms, the Platonic dialogical genre in as much as this puts forward an interaction between the philosophical and poetic registers. Taking into account this relationship of compatibility that Plato establishes in _Phaedrus _between the poetic-philosophical paradigm and the traditional paradigm – which in books I, III and X of the _Republic_ clearly appeared in tension–in this paper I’m interested in supporting such a relationship in the dream anecdote as told by Socrates at the start of the _Phaedo_. In this anecdote, the philosopher confesses to Simmias and Cebes that since his time in prison, although he had never done such a thing before before, he has been composing poems based on the versification and musicalization of Aesop’s fables and a hymn to Apollo. O presente artigo tem como objetivo analisar a interpretação de Popper acerca de um suposto antiteoricismo, que se manifesta na ideia de purificação da mente e na defesa da observação como ponto inicial da ciência, em Francis Bacon. Popper considera que tal posição antiteórica, a que deu o nome de “observacionismo”, supervaloriza o papel da observação no método científico. Procuramos discutir se Bacon realmente assume tal posição e em quais circunstâncias a leitura popperiana é possível. Nossa hipótese é de que (...) o filósofo inglês não pode ser considerado um antiteoricista e, portanto, um defensor do empirismo ingênuo. Dessa maneira, iremos expor a posição de Popper e depois contestá-la com auxílio de comentadores especializados na teoria baconiana. (shrink)
