Since the very beginning, Confucianism has been troubled by a serious gap between its political ideals and the reality of societal circumstances. Contemporary Confucians must develop a viable method of governance that can retain the spirit of the Confucian ideal while tackling problems arising from nonideal modern situations. The best way to meet this challenge, Joseph Chan argues, is to adopt liberal democratic institutions that are shaped by the Confucian conception of the good rather than the liberal conception (...) of the right.Confucian Perfectionism examines and reconstructs both Confucian political thought and liberal democratic institutions, blending them to form a new Confucian political philosophy. Three claims are defended. (1) There is a conception of moral autonomy in Confucian ethics that to a degree can support toleration and freedom. However, (2) Confucian moral autonomy is different from personal autonomy, and the latter gives a stronger justification for civil and personal liberties than does the former. (3) The contemporary appeal of Confucianism would be strengthened by including personal autonomy, and this need not be seen as forsaking Confucian ethics but rather as an internal revision in response (...) to new social circumstances. Although it is widely believed that post-Mao China has fallen into a moral crisis, there are few scholarly analyses of its nature, causes, and consequences. Jiwei Ci's Moral China in the Age of Reform–1 fills this gap by giving an unusually penetrating and insightful account of this crisis. There is much in Ci's account that one can find thought-provoking and enlightening. Any good analysis of a crisis not only gives a good diagnosis but also sheds light on a possible solution. (...) We may sum up the five roles which human beings might play in the existence of the polis in the following way: (1) Human nature plays the role of the inner principle of change which explains the type of human relation a polis takes (the polis as a type); (2) General patterns of human behaviours, together with patterns of societal conditions, play the role of material conditions which explain the variety of forms of polis; (3) Statesmen or politicians play the (...) role of political craftsmen which explains the particular form of the natural type a polis actually takes; (4) Human effort plays the role of one of the external conditions which explains the occurrence of a polis; (5) Individual human persons or groups play the role of an artificer which is responsible for and wholly explains the type of the human relation a polis takes. What I have argued in this paper is, firstly, that (1) is compatible with (2), (3) and (4), but not with (5), and secondly, that Aristotle affirms (1), (2), (3) and (4), but denies (5). Jiwei Ci’s Democracy in China: The Coming Crisis presents an extraordinarily rich set of ideas regarding the important subject of the prospect of democracy in China. The book argues that it is in the interest of the Chinese Communist Party to immediately begin to prepare China for democracy, as that is the only way to save the party and China from imminent crises of legitimacy, governance, and stability. Drawing upon Tocqueville’s discussion of equality of conditions in America, Ci argues that (...) as China has already more or less become a society of equality of conditions, it already has a democratic society, which will inevitably exert enormous pressures for political democratization, thereby creating serious legitimacy and stability crises for the regime. In my view, Ci overstates the relevance of Tocqueville’s America for China, and his claim that there is a democratic society in China is disputable. In grounding his case for democracy in China, Ci also appeals to a larger species of argument—the argument from social circumstances to political regime, of which Tocqueville’s argument is an example. This is the argument that once a kind of society has become entrenched and is no longer amenable to a political regime’s effort to remake it, it is the political regime that must make itself fit the state of society. This paper suggests that liberal democratic governments adopt a reconciliatory approach to conscientious disobedience. Central to this approach is the view – independent of whether conscientious disobedience is always morally justified – that conscientious disobedience is normatively distinct from other criminal acts with similar effects, and such distinction is worthy of acknowledgment by public apparatus and actors. The prerogative applies to both civil and uncivil instances of disobedience, as defined and explored in the paper. Governments and courts ought to take (...) the normative distinction seriously and treat the conscientious disobedients in a more lenient way than they treat ordinary criminals. A comprehensive legislative scheme for governments to deal with prosecution, sentencing, and imprisonment of the conscientious disobedients will be proposed, with the normative and practical benefits of such an approach discussed in detail. In contemporary Anglo-American political philosophy, perfectionism is widely understood as the idea that the state may, or should, promote valuable conceptions of the good life and discourage conceptions that are worthless or bad. As such, debates over perfectionism occupy a central place in contemporary political philosophy because political philosophers are deeply concerned about whether or not a liberal state is permitted to promote any particular ethical or religious doctrine or impose it on its citizens. -/- In general, contemporary perfectionists do (...) not argue for the state’s pursuit of any religious doctrine. They only maintain that the state is permitted to make a wide range of public policies with the aim of promoting the good life. These policies, commonly found in liberal democratic societies, may include subsidizing museums and art galleries, preserving cultural heritage, setting up public libraries and providing free access to reading materials, encouraging athletic excellence, conserving nature and biodiversity, and educating citizens about the harm of recreational drugs. Nevertheless, perfectionism remains controversial among philosophers and political scientists. -/- It might be beneficial to take a sympathetic view of perfectionism and consider how perfectionists might defend their position against some of the common objections. These objections mainly include: (a) that the state does not possess legitimate authority to make decisions about the good life and seek to promote it; (b) that perfectionist policies are generally illiberal and paternalistic; and (c) that conceptions of the good life are objects of reasonable disagreement and hence cannot legitimately be promoted by the state. Western Political Thought in Dialogue with Asia is a unique collection of essays that examines the exchange of political ideas between Western Europe and Asia from the Middle Ages to the early twentieth century. The contributors to the volume call for globalizing the scope of research and teaching in the history of political thought.

Background Fifteen years have passed since the outbreak of severe acute respiratory syndrome in Hong Kong. At that time, there were reports of heroic acts among professionals who cared for these patients, whose bravery and professionalism were highly praised. However, there are concerns about changes in new generation of nursing professionals. Objective We aimed to examine the attitude of nursing students, should they be faced with severe acute respiratory syndrome patients during their future work. Research design A questionnaire survey was (...) carried out to examine the attitude among final-year nursing students to three ethical areas, namely, duty of care, resource allocation, and collateral damage. Ethical considerations This study was carried out in accordance with the requirements and recommendations of the Central Research and Ethics Committee, School of Health Sciences at Caritas Institute of Higher Education. Findings Complete responses from 102 subjects were analyzed. The overwhelming majority (96.1%) did not agree to participate in the intubation of severe acute respiratory syndrome patients if protective measures, that is, N95 mask and gown, were not available. If there were insufficient N95 masks for all the medical, nursing, and allied health workers in the hospital (resource allocation), 37.3% felt that the distribution of N95 masks should be by casting lot, while the rest disagreed. When asked about collateral damage, more than three-quarters (77.5%) said that severe acute respiratory syndrome patients should be admitted to intensive care unit. There was sex difference in nursing students’ attitude toward severe acute respiratory syndrome care during pregnancy and influence of age in understanding intensive care unit care for these patients. Interestingly, 94.1% felt that there should be a separate intensive care unit for severe acute respiratory syndrome patients. Conclusion As infection control practice and isolation facilities improved over the years, relevant knowledge and nursing ethical issues related to infectious diseases should become part of nursing education and training programs, especially in preparation for outbreaks of infectious diseases or distress. This paper investigates the effect of the countervailing forces within organizations of formal systems that direct employees toward ethical acts and informal systems that direct employees toward fraudulent behavior. We study the effect of these forces on deception, a key component of fraud. The results provide support for an interactive effect of these formal and informal systems. The effectiveness of formal systems is greater when there is a strong informal “push” to do wrong; conversely, in the absence of a strong (...) push to do wrong, the strength of formal systems has little impact on fraudulent behavior. These results help to explain why the implementation of formal systems within organizations has been met with mixed results and identifies when formal systems designed to promote ethical behavior will be most efficacious. All parties involved in researching, developing, manufacturing, and distributing COVID-19 vaccines need guidance on their ethical obligations. We focus on pharmaceutical companies' obligations because their capacities to research, develop, manufacture, and distribute vaccines make them uniquely placed for stemming the pandemic. We argue that an ethical approach to COVID-19 vaccine production and distribution should satisfy four uncontroversial principles: optimising vaccine production, including development, testing, and manufacturing; fair distribution; sustainability; and accountability. All parties' obligations should be coordinated and mutually consistent. For (...) instance, companies should not be obligated to provide host countries with additional booster shots at the expense of fulfilling bilateral contracts with countries in which there are surges. Finally, any satisfactory approach should include mechanisms for assurance that all parties are honouring their obligations. This assurance enables countries, pharmaceutical companies, global organisations, and others to verify compliance with the chosen approach and protect ethically compliant stakeholders from being unfairly exploited by unethical behaviour of others. Focusing on episodes of student-generated and -sustained talk during document-based disciplinary history discussions, this study explored what teacher candidates prioritize and value about social studies discussions, and how these priorities align with their actions and goals as facilitators. Using a complex systems-based model, we investigated candidates’ goals as they planned for, facilitated, and reflected upon student sensemaking relative to three common orientations for social studies discussions: disciplinary history, participatory civics, and critical literacy. Findings revealed that candidates employed elements from all (...) three orientations, yet without clear alignment to any particular approach. This misalignment reflected tensions between candidates’ stated goals, beliefs about student engagement, and instructional decisions. We draw implications for teacher education to support candidates in developing coherent practices for discussion facilitation that align with their instructional visions and sociocultural contexts. Pp. 1,969.A book praising "blandness"—which is the translator's English word for the French fadeur, which is the author's translation of the Chinese dan!—and a book that is at once fascinating and "repellent" (to use the (...) translator's description of his tortuous search for an equivalent of fadeur and dan), In Praise of Blandness: Proceeding from Chinese Thought and Aesthetics by François Jullien is a "globalizing" philosophical essay bent on stopping readers in their tracks at every twist and turn of the text. Is it worth the trouble? I shall venture a response in this review.More than once while reading this book, I was reminded of Plato's Sophist, where the difficulty in locating the sophist is described in such intricate detail. First he is here, but then he is over there; on the other hand, he could be hiding near by— but wait, maybe he has disappeared. So it is also with blandness. And perhaps it should be so, because once you have located the bland, it ceases to be bland and turns into something else. To take a fix on blandness Jullien throws it against a number of traits, qualities, experiences, and events: strength, music, sounds, signs, landscapes, painting, tastes, literature, ideology, margins and centers, and, finally, the fact that "transcendence is natural." At the same time, the author weaves these contrasts and comparisons through the history of Chinese culture, especially in the evolution of its painting and poetry. [End Page 484]Foremost among the qualities associated with blandness is inner detachment. What come immediately to mind are Daoism, Chan Buddhism, and aspects of Confucian teaching. Jullien has already given us a splendid treatise in his The Propensities of Things, and in some ways this volume rings many changes on that study of Chinese culture. But there is more to blandness than causal efficacy. It also suggests openness and a mood of friendliness toward the other, the different, and all things strange. Further, blandness is similar to harmony in the sense that it does not insist on its own presence. Rather, it constantly blends together opposites through its own power.It is power and its expression that is at the heart of the author's project. He attempts over and over again to show how the seemingly weak is actually the strong, that the far away is really close to hand, that emptiness is charged with spontaneous creative energy. Thus, what lingers is not yet finished expressing itself. And the translator tells us that a gustatory sense is the primary base of fadeur, dan, and blandness. The body is the region within which the bland can have its most powerful effect. Think of Chinese medicine, where "the web that has no weaver" (the title of Ted Kaptchuk's brilliant book) is the object of the physician's art. Or consider the power of water to yield and then conquer all. Or remember the Mahāyāna Buddhist's invocation of śūnyatā as the source of healing and renewal. Or recall the many times that Confucius advises silence rather than words. All these moments are akin to what Jullien calls "blandness."One way to grasp the insight into Chinese culture that Jullien is struggling with is to express it by way of Neoplatonism and Spinoza. What is often forgotten in expositions of these formidable philosophies is the way in which they use a novel doctrine of causality to bind together different realms of beings. For Plotinus and Spinoza the cause never really leaves the effect but remains there, hidden but effective. It is through this lingering presence that transcendence and immanence, body and soul, and God and the World remain conjoined. The image of the ladder so frequently found in these texts must be understood to run in both directions—up and down. For many contemporary Confucians today, an urgent task is to reflect on the challenges of modernity and look for what Mou Zongsan calls a "New Outer Kinghood."1 In the political realm, this task implies identifying ways in which Confucianism can meet the challenges of, and potentially reconcile itself with, liberal and democratic values. I approach this encounter with Joseph Chan’s important work on Confucian perfectionism from a fundamentally sympathetic standpoint. Most basically, I agree with two of his key premises. Confucianism is more than a rich historical tradition: it is a live strand of political theory, able to criticize and contribute to our lives today. But for modern Confucianism to be plausible and attractive, it must find a way to embrace the idea of limited government or constitutionalism in a deeper fashion (...) than it did historically. Confucian scholars should satisfy two conditions insofar as they think their theories enable Confucianism to make contributions to liberal politics and social policy. The liberal accommodation condition stipulates that the theory in question should accommodate as many reasonable conceptions of the good and religious doctrines as possible while the intelligibility condition stipulates that the theory must have a recognizable Confucian character. By and large, Joseph Chan’s Confucian perfectionism is able to satisfy the above two conditions. However, contrary to (...) Chan and many other Confucian scholars, I argue that any active promotion of Confucianism will violate the liberal accommodation condition. I propose the “wide view of moderate perfectionism,” which enables Confucianism to shed light on a wide range of political and social issues without promoting Confucianism actively. Thus, I present a new approach to the long-standing question of how Confucianism may improve political and social development in a liberal society. (shrink)

What role, if any, should Confucianism play in the politics of our time? In some of my previous works, I claimed that modern liberal states are not permitted to promote Confucian values on the basis of their intrinsic merits. Yet, drawing insights from Joseph Chan’s moderate state perfectionism and John Rawls’s wide view of public political culture, I proposed the “wide view of moderate perfectionism.” According to this view, in public political discussion, citizens should be allowed to deliberate (...) whether and how Confucianism, among other reasonable moral doctrines, can make positive contributions to their social and political thinking and public policymaking, provided that certain conditions are met. This view has been criticized by some scholars, in particular Zhuoyao Li. Li argues that the practice of the wide view of moderate perfectionism would inevitably harm civility. Joseph Chan’s Confucian Perfectionism: A Political Philosophy for Modern Times is a milestone in the contemporary study of Confucian political philosophy. In this remarkable work, Chan presents his version of Confucian perfectionism, aiming to balance liberalism and Confucianism as a solution to reconstructing a political philosophy in response to contemporary challenges. I am sympathetic to much of what Chan has to say in the book. I agree that, rather than merely being an ethical theory, Confucianism can (...) and should have a place in political philosophy. Joseph Chan and Sungmoon Kim take me to task for my understanding and uses of Tocqueville, and because of the resemblance they claim to see between one of my major arguments and modernization theory. I think their charges are mistaken or misplaced. Chan and Kim reject my claims that China is already, in a meaningful sense and to a substantial degree, a democratic society, and that, unless such a society is matched by political democratization, a major legitimation (...) crisis is almost inevitable in the foreseeable future. I try to show that they are wrong in their assessment of the state of Chinese society and in their dismissal of the crisis tendencies that only timely democratization can help avert. Chan and Kim completely misconstrue what my prudential argument for democracy in China means, and what it does not, and I explain why. Finally, I reaffirm, over Chan’s objections, the view that the fundamental choice regarding political legitimacy in China today lies between the Mandate of Heaven and democracy, given the demise of communism, and I restate this view in terms of the concept of sovereignty. This paper argues that there are substantive grounds to suggest that both Master Zhu and Whitehead are process philosophers. Based on Whitehead's observation that some philosophers emphasize the role or function or process as a key element of their philosophical vision and hence can be deemed 'process' philosophers, it is clear that Zhu certainly affirmed a central place for notions of process, change, transformation and creativity within his daoxue or Teaching of the Way. In many ways there is little argument about the general nature of this comment: the problem is, just how central to Zhu's daoxue is the notion of process? Is process more apparent than real? There has been a constant debate for the last eight hundred years as to whether or not Zhu Xi's commitment to process as a central theme or motif of daoxue is as strong as it appears at first glance. Zhu was famous for saying that the nature of the cosmos is, for instance, constant generation or shengsheng buxi life and life does not interest rates. Nonetheless, many competent scholars have argued that Zhu's crucial notion of li management or principle, rationale, pattern, or order might actually be a static concept: hardly the kind of key theme to build a process philosophy around if indeed it is the case that principle is a static or merely a formal principle of order or pattern . One of the best ways of putting the question was, how can a dead rider ride a live horse ? This is a serious question, and in fact later Korean scholars debated the issue with great subtlety in the great Four-Seven Debate. This paper will defend the notion that li can indeed be interpreted as a living principle or rationale. If this is the case, then Zhu's daoxue can be rightly deemed a process philosophy in the strongest sense of the term as defined by scholars such as Whitehead and Nicholas Rescher. Although Zhu Xi offered a number of different interpretations of li, it is entirely plausible that principle or the rationale for the things and events of the world can be construed as processive, even creative in terms of its role in the complex daoxue architectonic. For instance, the influential Beixi ziyi [or Neo-Confucian Terms Explained as translated by Wing-tsit Chan] of Chen Chun proves that one of Master Zhu's most philosophically astute disciples understood li to be proccessive. Therefore, based on one important stream of exegesis of Zhu's daoxue, we can agree with and support Joseph Needham's insight that daoxue is a form of process philosophy. (shrink)

I find Joseph Chan’s Confucian Perfectionism: A Political Philosophy for Modern Times to be bold and illuminating, and, as always with his work, lucid in an exemplary fashion. I find much more to agree with than to differ with, but in the spirit of a conception of he 和 or harmony that places importance on the need for difference as well as agreement, I will point out some complications or reservations that can be raised about Chan’s proposals (...) and put forward some more friendly amendments and suggested amplifications of some of his lines of thought.
