When the modern administrative state emerged in America during the Progressive Era, at the beginning of the twentieth century, it was typically grounded on the premise that administrative officials are experts who should be insulated from politics. This theory, combined with emerging ideas of scientific management, contributed to the intellectual justification for the administrative state. However, progressives never fully reconciled the tension between this theory and the democratic nature of American politics. Because of this ambiguity and tension in the progressives’ (...) theory of expertise, the politics/administration dichotomy was abandoned shortly after the administrative state was constructed. The place of expertise in the administrative state is still ambiguous, even in the twenty-first century. (shrink)

Throughout the twentieth century, social anthropology has given the impression of being a science that is eternally in the throes of birth, all the while wondering whether it has the right to exist. As it has taken root, developed, and subdivided, it has become increasingly doubt-ridden. Today this self-doubt seems to have reached critical proportions: it is difficult to see how this discipline can continue to emphasize its schizophrenia without completely falling apart. Researchers who wish to sustain a belief in (...) the potential scientific vocation of anthropology feel obliged to seek assistance from the outside; for this help they look to the thermodynamics of heat, the selfish gene, or the newly-formed coalition of “cognitive sciences” (which combines the traditionally attractive capabilities of formal logic, psychophysiology, neurology, and so forth). Such researchers prefer second-hand knowledge to ephemeral knowledge. As for anthropologists who seek to preserve the professional autonomy of their practice at any cost, most of them believe that the only way to do that is to abdicate: to hell with the mirage of objectivity, down with laws, and long live the “text”! En el presente trabajo nos centramos en un período específico de su reflexión teórica en torno a esta problemática: entre los años posteriores a la publicación de Hegemonía y estrategia socialista y la aparición de La razón populista. Consideramos que esta etapa de su pensamiento puede ser interpretada como el intento por elaborar una teoría deconstructiva del sujeto político, la (...) cual se sostiene sobre dos nociones que cobran vital importancia en este período: la decisión y la dislocación. ABSTRACT The constitution of the political subject has been one of the main issues in Ermesto Laclau's thinking. In this paper, we will focus on a specific period of his theoretical reflection regarding this issue: the one developed between the publication of Hegemony and socialist strategy and the appearance of On populist Reason. En Carl Schmitt en la Segunda República Española Gabriel Guillén Kalle analiza aspectos particulares de Carl Schmitt en ese periodo de nuestra nación en entreguerras. El autor reconoce que la recepción republicana fue primordialmente jurídica, mas esta perspectiva conlleva observar ese concepto de lo polítíco que atraviesa su obra entera. Guillén propone una estrategia para la relectura de Schmitt en ese periodo y para ello analiza a los principales autores que se ocuparon de él, sin desdeñar a algunos menos conocidos (...) como puede ser Zozaya. Un tema importante para nuestra nación es el control de constitucionalidad que Schmitt, siguiendo a Constant con la teoría del poder moderador, encuentra en el Presidente del Reich, y que en la segunda República española se dejó en un organismo, el Tribunal de Garantías Constitucionales que pretendía colocarse por encima de las pasiones, aunque por su composición -poco jurídica- condujo al fracaso. También es de interés cómo Medina sitúa el pensamiento schmittiano de los órdenes concretos en el idealismo objetivo necesitando de dualismos para su existencia. (shrink)

Ya sea comprendida como sistema de gobierno, como concepto político o, incluso, como forma de vida, durante los últimos años la democracia ha sido objeto de un persistente debate tanto en el ámbito académico como fuera de él. Ya se trate de destacar sus virtudes y ensalzar sus bondades o de examinar sus límites y denunciar sus desviaciones en el contexto del capitalismo desregulado, la democracia ha sido el centro de los más variados análisis críticos. Sin embargo, como destacan Alfonso (...) Galindo y Enrique Ujaldón, ello no ha impedido que la democracia haya sido naturalizada. Es decir, concebida como algo "definitivo, imperdible e incuestionable" y, en consecuencia, no necesitado de revisión permanente. Es por ello que en el ensayo Diez mitos de la democracia. This paper explores proof-theoretic aspects of hybrid type-logical grammars, a logic combining Lambek grammars with lambda grammars. We prove some basic properties of the calculus, such as normalisation and the subformula property and also present both a sequent and a proof net calculus for hybrid type-logical grammars. In addition to clarifying the logical foundations of hybrid type-logical grammars, the current study opens the way to variants and extensions of the original system, including but not limited to a non-associative version and (...) a multimodal version incorporating structural rules and unary modes. This chapter discusses the Ganser syndrome and gives a brief account on its clinical features. A significant number of clinicians in Europe continued accepting Ganser's basic postulates that the patients showed significant memory disorder and 'answers towards the question' within the framework of traumatic or reactive hysteria. In elderly patients, Ganser type symptoms may be indicative of the onset of dementia. Ganser syndrome raises the question of the interaction between concepts, ideology and clinical observation. The clinician must be aware that (...) a misdiagnosed case of Ganser-type hysteria may result in lawsuits, unnecessary surgical interventions, inappropriate use of minor and major tranquillizers, and social consequences that may be destabilizing for the patient and family. Positive results in the organic investigation should lead to a firm diagnosis and disconfirmation of Ganser syndrome. Persistent negative results and dramatic improvement should tend to confirm the diagnosis. (shrink)

Polanyi analyzes the historical deployment of a “formal” economic science starting from the “market-scarcity-instrumental rationality triptych.” This triptych, and the knowledge associated with it, is shown to be more than merely a “substantial” economic science’s interest in the triptych “need-nature-institution.” While we must agree with Polanyi that economism is ill-suited to the first triptych, we hesitate to accept his suggested alternative, a heterogeneous mixture of naturalism and institutionalism, essentialism and historicism.

Institutions in France are not yet well prepared to respond to allegations of scientific misconduct. Following a serious allegation in late 1997. INSERM,* the primary organization for medical and health-related research in France, began to reflect on this subject, aided by scientists and jurists. The conclusions have resulted in establishing a procedure to be followed in cases of alleged misconduct, and also in reinforcing the application of good laboratory practices within each laboratory. Guidelines for authorship practices and scientific assessment must (...) also be considered. Even though each institution must remain responsible for responding to allegations of scientific misconduct within its doors, INSERM would like to see national, European, and international co-ordination about the methods of such response.
