A new theory is taking hold in neuroscience. It is the theory that the brain is essentially a hypothesis-testing mechanism, one that attempts to minimise the error of its predictions about the sensory input it receives from the world. It is an attractive theory because powerful theoretical arguments support it, and yet it is at heart stunningly simple. Jakob Hohwy explains and explores this theory from the perspective of cognitive science and philosophy. The key argument throughout The Predictive Mind (...) is that the mechanism explains the rich, deep, and multifaceted character of our conscious perception. It also gives a unified account of how perception is sculpted by attention, and how it depends on action. The mind is revealed as having a fragile and indirect relation to the world. Though we are deeply in tune with the world we are also strangely distanced from it. (shrink)

The proposed European Artificial Intelligence Act (AIA) is the first attempt to elaborate a general legal framework for AI carried out by any major global economy. As such, the AIA is likely to become a point of reference in the larger discourse on how AI systems can (and should) be regulated. In this article, we describe and discuss the two primary enforcement mechanisms proposed in the AIA: the _conformity assessments_ that providers of high-risk AI systems are expected to conduct, and (...) the _post-market monitoring plans_ that providers must establish to document the performance of high-risk AI systems throughout their lifetimes. We argue that the AIA can be interpreted as a proposal to establish a Europe-wide ecosystem for conducting AI auditing, albeit in other words. Our analysis offers two main contributions. First, by describing the enforcement mechanisms included in the AIA in terminology borrowed from existing literature on AI auditing, we help providers of AI systems understand how they can prove adherence to the requirements set out in the AIA in practice. Second, by examining the AIA from an auditing perspective, we seek to provide transferable lessons from previous research about how to refine further the regulatory approach outlined in the AIA. We conclude by highlighting seven aspects of the AIA where amendments (or simply clarifications) would be helpful. These include, above all, the need to translate vague concepts into verifiable criteria and to strengthen the institutional safeguards concerning conformity assessments based on internal checks. Cognitive neuroscience aspires to explain how the brain produces conscious states. Many people think this aspiration is threatened by the subjective nature of introspective reports, as well as by certain philosophical arguments. We propose that good neuroscientific explanations of conscious states can consolidate an interpretation of introspective reports, in spite of their subjective nature. This is because the relative quality of explanations can be evaluated on independent, methodological grounds. To illustrate, we review studies that suggest that aspects of the feeling (...) of being in control of one's bodily movement can be explained in terms of the complex and surprising way the brain predicts movement. This is a modest type of functional, contrastive explanation. Though we do not refute the threatening philosophical arguments, we show that they do not apply to this type of explanation. (shrink)

Recently, Julian Savulescu and Guy Kahane have defended the Principle of Procreative Beneficence (PB), according to which prospective parents ought to select children with the view that their future child has ‘the best chance of the best life’. I argue that the arguments Savulescu and Kahane adduce in favour of PB equally well support what I call the Principle of General Procreative Beneficence (GPB). GPB states that couples ought to select children in view of maximizing the overall expected value in (...) the world, not just the welfare of their future child. I further argue that Savulescu and Kahane's claim that PB has significantly more weight than competing moral principles, such as GPB, lacks justification. A possible argument for PB having significant weight builds on a principle of parental partiality towards one's own children. But this principle does not support PB; it supports a Principle of Sibling-Oriented Procreative Beneficence (SPB), according to which parents selecting a child should maximize the benefit of all their children. Indeed, PB itself will in some cases be self-effacing in favour of SPB. (shrink)

Any position that promises genuine progress on the mind-body problem deserves attention. Recently, Daniel Stoljar has identified a physicalist version of Russells notion of neutral monism; he elegantly argues that with this type of physicalism it is possible to disambiguate on the notion of physicalism in such a way that the problem is resolved. The further issue then arises of whether we have reason to believe that this type of physicalism is in fact true. Ultimately, one needs to argue for (...) this position by inference to the best explanation, and I show that this new type of physicalism does not hold promise of more explanatory prowess than its relevant rivals, and that, whether it is better than its rivals or not, it is doubtful whether it would furnish us with genuine explanations of the phenomenal at all. In this paper, we sketch a programme for AI-driven social theory. We begin by defining what we mean by artificial intelligence (AI) in this context. We then lay out our specification for how AI-based models can draw on the growing availability of digital data to help test the validity of different social theories based on their predictive power. In doing so, we use the work of Randall Collins and his state breakdown model to exemplify that, already today, AI-based models can (...) help synthesise knowledge from a variety of sources, reason about the world, and apply what is known across a wide range of problems in a systematic way. However, we also find that AI-driven social theory remains subject to a range of practical, technical, and epistemological limitations. Most critically, existing AI-systems lack three essential capabilities needed to advance social theory in ways that are cumulative, holistic, open-ended, and purposeful. These are (1) semanticisation, i.e., the ability to develop and operationalize verbal concepts to represent machine-manipulable knowledge; (2) transferability, i.e., the ability to transfer what has been learned in one context to another; and (3) generativity, i.e., the ability to independently create and improve on concepts and models. We argue that if the gaps identified here are addressed by further research, there is no reason why, in the future, the most advanced programme in social theory should not be led by AI-driven cumulative advances. On the whole, the US Algorithmic Accountability Act of 2022 (US AAA) is a pragmatic approach to balancing the benefits and risks of automated decision systems. Yet there is still room for improvement. This commentary highlights how the US AAA can both inform and learn from the European Artificial Intelligence Act (EU AIA).

Predictive processing (PP) is now a prominent theoretical framework in the philosophy of mind and cognitive science. This review focuses on PP research with a relatively philosophical focus, taking stock of the framework and discussing new directions. The review contains an introduction that describes the full PP toolbox; an exploration of areas where PP has advanced understanding of perceptual and cognitive phenomena; a discussion of PP's impact on foundational issues in cognitive science; and a consideration of the philosophy of science (...) of PP. The overall picture is that PP is a fruitful framework, with exciting new directions awaiting exploration. (shrink)

The search for the neural correlates of consciousness is in need of a systematic, principled foundation that can endow putative neural correlates with greater predictive and explanatory value. Here, we propose the predictive processing framework for brain function as a promising candidate for providing this systematic foundation. The proposal is motivated by that framework’s ability to address three general challenges to identifying the neural correlates of consciousness, and to satisfy two constraints common to many theories of consciousness. Implementing the search (...) for neural correlates of consciousness through the lens of predictive processing delivers strong potential for predictive and explanatory value through detailed, systematic mappings between neural substrates and phenomenological structure. We conclude that the predictive processing framework, precisely because it at the outset is not itself a theory of consciousness, has significant potential for advancing the neuroscience of consciousness. This paper argues that some of the major theories in current business ethics fail to provide an adequate account of moral responsibility for the creation of systemic financial risk. Using the trading of credit default swaps (CDS) during the 2008 financial crisis as a case study, I will formulate three challenges that these theories must address: the problem of risk imposition, the problem of unstructured collective harm and the problem of limited knowledge. These challenges will be used to work out (...) key shortcomings of stakeholder approaches and Integrative Social Contracts Theory. I will argue that pluralist connection models used in political theory can help to overcome these shortcomings. Adopting an approach based on these models shows that financial institutions incur obligations in five main areas: managing their own risk profile; remedying some of the harms caused by financial crises; supporting the development of better epistemic methods; curbing the transmission and amplification of initial losses; and instigating structural reforms. Purpose Although surrogate decision-making is prevalent in intensive care units and concerns with decision quality are well documented, little is known about how clinicians help family members understand the surrogate role. We investigated whether and how clinicians provide normative guidance to families regarding how to function as a surrogate. Subjects and methods We audiorecorded and transcribed 73 ICU family conferences in which clinicians anticipated discussing goals of care for incapacitated patients at high risk of death. We developed and applied a (...) coding framework to identify normative statements by clinicians regarding what considerations should guide surrogates’ decisions, including whether clinicians explained one or more of Buchanan and Brock’s three standard principles of SDM to family members. Results Clinicians made at least one statement about how to perform the surrogate role in 24 conferences ). We observed three general types of normative guidance provided to surrogates, with some conferences containing more than one type of guidance: counselling about one or more standard principles of SDM ; counselling surrogates to make decisions centred on the patient as a person, without specifying how to accomplish that ; and counselling surrogates to make decisions based on the family’s values. Conclusions Clinicians did not provide normative guidance about the surrogate role in two-thirds of family conferences for incapacitated patients at high risk for death. When they did, clinicians’ guidance was often incomplete and sometimes conflicted with standard principles of SDM. Future work is needed to understand whether providing explicit guidance on how to perform the surrogate role improves decision-making or mitigates surrogates’ psychological distress. (shrink)

In an attempt to demonstrate that local hidden variables are mathematically possible, Pitowsky constructed “spin- functions” and later “Kolmogorovian models”, which employs a nonstandard notion of probability. We describe Pitowsky’s analysis and argue that his notion of hidden variables is in fact just super-determinism. Pitowsky’s first construction uses the Continuum Hypothesis. Farah and Magidor took this as an indication that at some stage physics might give arguments for or against adopting specific new axioms of set theory. We would rather argue (...) that it supports the opposing view, i.e., the widespread intuition “if you need a non-measurable function, it is physically irrelevant”. (shrink)

In rubber hand illusions and full body illusions, touch sensations are projected to non-body objects such as rubber hands, dolls or virtual bodies. The robustness, limits and further perceptual consequences of such illusions are not yet fully explored or understood. A number of experiments are reported that test the limits of a variant of the rubber hand illusion. Methodology/Principal Findings -/- A variant of the rubber hand illusion is explored, in which the real and foreign hands are aligned in personal (...) space. The presence of the illusion is ascertained with participants' scores and temperature changes of the real arm. This generates a basic illusion of touch projected to a foreign arm. Participants are presented with further, unusual visuotactile stimuli subsequent to onset of the basic illusion. Such further visuotactile stimulation is found to generate very unusual experiences of supernatural touch and touch on a non-hand object. The finding of touch on a non-hand object conflicts with prior findings, and to resolve this conflict a further hypothesis is successfully tested: that without prior onset of the basic illusion this unusual experience does not occur. Conclusions/Significance -/- A rubber hand illusion is found that can arise when the real and the foreign arm are aligned in personal space. This illusion persists through periods of no tactile stimulation and is strong enough to allow very unusual experiences of touch felt on a cardboard box and experiences of touch produced at a distance, as if by supernatural causation. These findings suggest that one's visual body image is explained away during experience of the illusion and they may be of further importance to understanding the role of experience in delusion formation. The findings of touch on non-hand objects may help reconcile conflicting results in this area of research. In addition, new evidence is provided that relates to the recently discovered psychologically induced temperature changes that occur during the illusion. (shrink)

Melanin, and other pigments have recently been shown to preserve over geologic time scales, and are found in several different organisms. This opens up the possibility of inferring colours and colour patterns ranging from invertebrates to feathered dinosaurs and mammals. An emerging discipline is palaeo colour: colour plays an important role in display and camouflage as well as in integumental strengthening and protection, which makes possible the hitherto difficult task of doing inferences about past ecologies, behaviours, and organismal appearance. Several (...) studies and techniques have been presented in the last couple of years that have described ways to characterize pigment patterns. Here, I will review the available methods and the likely applications to understand past ecologies. A golden age of colourized dinosaurs and other animals is now dawning upon us, which may elucidate the nature of ancient predator prey interactions and display structures.Also watch the Video Abstract. Organisations that design and deploy artificial intelligence (AI) systems increasingly commit themselves to high-level, ethical principles. However, there still exists a gap between principles and practices in AI ethics. One major obstacle organisations face when attempting to operationalise AI Ethics is the lack of a well-defined material scope. Put differently, the question to which systems and processes AI ethics principles ought to apply remains unanswered. Of course, there exists no universally accepted definition of AI, and different systems pose different ethical (...) challenges. Nevertheless, pragmatic problem-solving demands that things should be sorted so that their grouping will promote successful actions for some specific end. In this article, we review and compare previous attempts to classify AI systems for the purpose of implementing AI governance in practice. We find that attempts to classify AI systems proposed in previous literature use one of three mental models: _the Switch_, i.e., a binary approach according to which systems either are or are not considered AI systems depending on their characteristics; _the Ladder_, i.e., a risk-based approach that classifies systems according to the ethical risks they pose; and _the Matrix_, i.e., a multi-dimensional classification of systems that take various aspects into account, such as context, input data, and decision-model. Each of these models for classifying AI systems comes with its own set of strengths and weaknesses. By conceptualising different ways of classifying AI systems into simple mental models, we hope to provide organisations that design, deploy, or regulate AI systems with the vocabulary needed to demarcate the material scope of their AI governance frameworks. Epistemic entitlement is a species of internalist warrant that can be had without any evidential support. Unfortunately, for this kind of warrant the so-called problem of demarcation arises, a form of epistemic relativism. I first present entitlement theory and examine what the problem of demarcation is exactly, rejecting that it is either based on bizarreness or disagreement in favour of the thesis that the problem of demarcation is based on epistemic arbitrariness. Second, I argue that arbitrariness generates a problem for (...) entitlement because it undermines epistemic warrant. Third, I draw out some of the consequences that arbitrariness has for an entitlement epistemology, notably that it threatens to generalise to all our beliefs. Finally, I examine how different solutions to the problem of demarcation fare with respect to the danger of arbitrariness. I argue that none of the considered options succeeds in dealing with the risks of arbitrariness. (shrink)

Jennifer Lackey has recently presented a new and lucid analysis of the notion ofjustified group belief, i.e. a set of individually necessary and jointly sufficient conditions for a group to justifiedly believe some proposition. In this paper, however, I argue that theanalysansshe proposes is too narrow: one of the conditions she takes to be necessary for justified group belief is not necessary. To substantiate this claim, I present a potential counterexample to Lackey's analysis where a group knows and thus justifiedly (...) believes some proposition but there is no single group member who actually believes that proposition. I close by defending the example against the objection that the group in question does notknowbut is at mostin a positionto know the target proposition. (shrink)

How can we determine the adequacy of a probabilistic coherence measure? A widely accepted approach to this question besides formulating adequacy constraints is to employ paradigmatic test cases consisting of a scenario providing a joint probability distribution over some specified set of propositions coupled with a normative coherence assessment for this set. However, despite the popularity of the test case approach, a systematic evaluation of the proposed test cases is still missing. This paper’s aim is to change this. Using a (...) custom written computer program for the necessary probabilistic calculations a large number of coherence measures in an extensive collection of test cases is examined. The result is a detailed overview of the test case performance of any probabilistic coherence measures proposed so far. It turns out that none of the popular coherence measures such as Shogenji’s, Glass’ and Olsson’s, Fitelson’s or Douven and Meijs’ but two rather unnoticed measures perform best. This, however, does not mean that the other measures can be rejected straightforwardly. Instead, the results presented here are to be understood as a contribution among others to the project of finding adequate probabilistic coherence measures. (shrink)

This article reflects on some themes in Harrison White’s work in the context of China, where the social and cultural construction of markets is quite literal. We explore how we get markets where previously there were no markets and draw on White’s central themes of ‘uncertainty’, ‘value’ and ‘order’. We maintain a distinction, with White and with Frank Knight, of risk, on the one hand, and uncertainty, on the other, where ‘risk’ has to do with entities that are in principle (...) insurable or calculable and ‘uncertainty’ has to do with what is not calculable/insurable. An entrepreneur’s decision to enter a market, to invest in and enter a production market, entails what White calls a ‘commitment to facilities’. This, for White and Knight, is inherently incalculable, and hence uncertain. (shrink)

Relative overlap measures of coherence have recently been shown to have two devastating properties: according to the plain relative overlap measure, the degree of coherence of any set of propositions cannot be increased by adding further propositions, and according to the refined relative overlap measure, no set can be more coherent than its most coherent two-element subset. This result has been taken to rule out relative overlap as a foundation for a probabilistic explication of coherence. The present paper shows that (...) this view is premature: we propose a relative overlap measure that does not fall victim to the two properties. The guiding idea is to employ a well-established recipe for the construction of coherence measures and to adapt it to the idea of relative overlap. We show that this new measure keeps up with, or even outperforms, former overlap measures in a set of desiderata for coherence measures and a collection of popular test cases. This result re-establishes relative overlap as a candidate for a proper formalization of coherence. (shrink)

There is surprising evidence that introspection of our phenomenal states varies greatly between individuals and within the same individual over time. This puts pressure on the notion that introspection gives reliable access to our own phenomenology: introspective unreliability would explain the variability, while assuming that the underlying phenomenology is stable. I appeal to a body of neurocomputational, Bayesian theory and neuroimaging findings to provide an alternative explanation of the evidence: though some limited testing conditions can cause introspection to be unreliable, (...) mostly it is our phenomenology itself that is variable. With this account of phenomenal variability, the occurrence of the surprising evidence can be explained while generally retaining introspective reliability. (shrink)

This paper explores the added value of studying intra- and inter-speaker variation in grammaticalisation based on idiolect corpora. It analyses the usage patterns of the English let alone construction in a self-compiled William Faulkner corpus against the backdrop of aggregated community data. Vast individual differences (early Faulkner vs. late Faulkner vs. peers) in frequencies of use are observed, and these frequency differences correlate with different degrees of grammaticalisation as measured in terms of host-class and syntactic context expansion. The corpus findings (...) inform general issues in current cognitive-functional research, such as the from-corpus-to-cognition issue and the cause/consequence issue of frequency. They lend support to the usage-based view of grammaticalisation as a lifelong, frequency-sensitive process of cognitive automation. To substantiate this view, this paper proposes a self-feeding cycle of constructional generalisation that is driven by the interplay of frequency, entrenchment, partial sanction and habituation. In times of a prevailing sense of crisis and disorder in modern politics, there is a growing sentiment that anger, despair or resignation are more appropriate attitudes to navigate the world than hope. Political philosophers have long shared this suspicion and shied away from theorising hope more systematically. The aim of this article is to resist this tendency by showing that hope constitutes an integral part of democratic politics in particular. In making this argument I draw on Kant’s conceptualisation of (...) hope as a psychological condition on action under circumstances where the chances of making a difference are dim. Given that the Kantian agent avoids the threat of despair in the pursuit of political goals by placing trust in her fellow citizens, hope has the potential to positively transform democratic practices. An exciting theory in neuroscience is that the brain is an organ for prediction error minimization. This theory is rapidly gaining influence and is set to dominate the science of mind and brain in the years to come. PEM has extreme explanatory ambition, and profound philosophical implications. Here, I assume the theory, briefly explain it, and then I argue that PEM implies that the brain is essentially self-evidencing. This means it is imperative to identify an evidentiary boundary between the brain (...) and its environment. This boundary defines the mind-world relation, opens the door to skepticism, and makes the mind transpire as more inferentially secluded and neurocentrically skull-bound than many would nowadays think. Therefore, PEM somewhat deflates contemporary hypotheses that cognition is extended, embodied and enactive; however, it can nevertheless accommodate the kinds of cases that fuel these hypotheses. The discovery of fossil melanosomes has resulted in a wealth of research over the last 7 years, notably the reconstruction of colour in dinosaurs and fossil mammals. In spite of these discoveries some authors persist in arguing that the observed microbodies could represent preserved bacteria. They contend that bacteria fossilise easily and everywhere, which means that one can never be certain that a microbody is a melanosome without an extraordinary burden of evidence. However, this critique mischaracterises the morphological and structural (...) evidence for interpreting microbodies as fossil melanosomes, and hence the basis for using them in reconstructing prehistoric colours. The claims for bacterial omnipresence in the fossil record are themselves not supported, thus tipping the scales strongly towards melanosomes in the bacteria‐versus‐melanosome controversy. (shrink)

Different cognitive functions recruit a number of different, often overlapping, areas of the brain. Theories in cognitive and computational neuroscience are beginning to take this kind of functional integration into account. The contributions to this special issue consider what functional integration tells us about various aspects of the mind such as perception, language, volition, agency, and reward. Here, I consider how and why functional integration may matter for the mind; I discuss a general theoretical framework, based on generative models, that (...) may unify many of the debates surrounding functional integration and the mind; and I briefly introduce each of the contributions. The phenomenology of agency and perception is probably underpinned by a common cognitive system based on generative models and predictive coding. I defend the hypothesis that this cognitive system explains core aspects of the sense of having a self in agency and perception. In particular, this cognitive model explains the phenomenological notion of a minimal self as well as a notion of the narrative self. The proposal is related to some influential studies of overall brain function, and to psychopathology. These (...) elusive notions of the self are shown to be the natural upshots of general cognitive mechanisms whose fundamental purpose is to enable agents to represent the world and act in it. This article argues that new sites of knowledge production, increasingly cultivated by the mass media, are threatening the role of academics and universities as traditional sources of expertise. Drawing upon the conceptual categories of Pierre Bourdieu, the article suggests an alternative way of understanding this ‚crisis of legitimacy’.
