Despite the progress made in studying the observable exteriors of conscious processes, which are reflected in the neural correlates of consciousness (NCC), there are still no satisfactory answers to two closely related core questions. These are the question of the origin of the subjective, phenomenal aspects of consciousness, and the question of the causal mechanisms underlying the generation of specific phenomenal states. In this article, we address these questions using a novel variant of cosmopsychism, a holistic form of panpsychism relying (...) on the central idea that the universe is imbued with a ubiquitous field of consciousness (UFC). This field is understood as a foundational dual-aspect component of the cosmos, the extrinsic appearance of which is physical in nature and the intrinsic manifestation of which is phenomenological in nature. We argue that this approach brings a new perspective into play, according to which the organizational characteristics of the NCC are indicative of the brain’s interaction with and modulation of the UFC. Key insights from modern physics suggest that the modulation mechanism is identical with the fundamental mechanism underlying quantum systems, resulting in the conclusion that a coherently oscillating neural cell assembly acquires phenomenal properties by tapping into the universal pool of phenomenal nuances predetermined by the UFC, or more specifically, by entering into a temporary liaison with the UFC and extracting a subset of phenomenal tones from the phenomenal color palette inherent in the basic structure of the UFC. This article presents a new interpretation of the consciousness-related neuroscientific findings using the framework of stochastic electrodynamics (SED), a branch of physics that sheds light on the basic principles underlying quantum systems. It is propounded that SED supplemented by two well-founded hypotheses leads to a satisfying explanation of the neural correlates of consciousness. The theoretical framework thus defined is based on the notion that all conceivable shades of phenomenal awareness are woven into the frequency spectrum of a universal background field, (...) called zero-point field (ZPF), implying that the fundamental mechanism underlying conscious systems rests upon the access to information available in the ZPF. The body of evidence can be interpreted such that in the extroverted, stimulus-oriented operating mode the brain produces streams of consciousness by periodically writing persistent information states into the ZPF (theta cycle). In the introspective operating mode, which goes along with activations of the default mode network, the brain is receptive to the flow of ZPF information states that constitutes the record of conscious experiences, suggesting that the sense of self and the retrieval of memories is accomplished by periodically reading (filtering) persistent information states from the ZPF (alpha cycle). Moreover, the data support the conclusion that meditative practices and psychedelics detune the filter, thus preventing the instantiation of self-referential conscious states, which leads to the dissolution of the ego. Instead, the brain taps into a wider spectrum of ZPF modes and, hence, gains access to an extended phenomenal color palette, resulting in expanded consciousness. (shrink)

In this paper we argue that knowledge in health care is a multidimensional dynamic construct, in contrast to the prevailing idea of knowledge being an objective state. Polanyi demonstrated that knowledge is personal, that knowledge is discovered, and that knowledge has explicit and tacit dimensions. Complex adaptive systems science views knowledge simultaneously as a thing and a flow, constructed as well as in constant flux. The Cynefin framework is one model to help our understanding of knowledge as a personal construct (...) achieved through sense making. Specific knowledge aspects temporarily reside in either one of four domains – the known, knowable, complex or chaotic, but new knowledge can only be created by challenging the known by moving it in and looping it through the other domains. Medical knowledge is simultaneously explicit and implicit with certain aspects already well known and easily transferable, and others that are not yet fully known and must still be learned. At the same time certain knowledge aspects are predominantly concerned with content, whereas others deal with context. Though in clinical care we may operate predominately in one knowledge domain, we also will operate some of the time in the others. Medical knowledge is inherently uncertain, and we require a context-driven flexible approach to knowledge discovery and application, in clinical practice as well as in health service planning. The goal of this work is to compile the basic components for the construction of an electromagnetic field theory of consciousness that meets the standards of a fundamental theory. An essential cornerstone of the conceptual framework is the vacuum state of quantum electrodynamics which, contrary to the classical notion of the vacuum, can be viewed as a vibrant ocean of energy, termed zero-point field (ZPF). Being the fundamental substrate mediating the electromagnetic force, the ubiquitous ZPF constitutes the ultimate bedrock of (...) all electromagnetic phenomena. In particular, resonant interaction with the ZPF is critical for understanding rapidly forming, long-range coherent activity patterns that are characteristic of brain dynamics. Assuming that the entire phenomenal color palette is rooted in the vibrational spectrum of the ZPF and that each normal mode of the ZPF is associated with an elementary shade of consciousness, it stands to reason that conscious states are caused by the coupling of the brain to a particular set of normal modes selectively filtered from the full frequency spectrum of the ZPF. From this perspective, the brain is postulated to function as a resonant oscillator that couples to a specific range of ZPF modes, using these modes as a keyboard for the composition of an enormous variety of phenomenal states. Theoretical considerations suggest that the brain-ZPF interface is controlled by altering the concentrations of neurotransmitters, placing the detailed study of the neurotransmitter-ZPF interaction at the center of future research activities. The main goal of this article consists in addressing two fundamental issues of consciousness research and cognitive science, namely, the question of why declarative memory functions are inextricably linked with phenomenal awareness and the question of the physical basis of memory traces. The presented approach proposes that high-level cognitive processes involving consciousness employ a universal mechanism by means of which they access and modulate an omnipresent background field that is identified with the zero-point field (ZPF) specified by stochastic electrodynamics, a (...) branch of physics that deals with the universal principles underlying quantum systems. In addition to its known physical properties and memory capacities, the ZPF is hypothesized to be an immanently sentient medium. It is propounded that linking up to a particular field mode of the ZPF activates a particular phenomenal nuance, implying that the phase-locked coupling of a set of field modes, i.e., the formation of a so-called ZPF information state, constitutes an appropriate mechanism for the amalgamation of elementary shades of consciousness into a complex state of consciousness. Since quantum systems rest exactly on this mechanism, conscious memory processes in the brain are expected to differ from unconscious processes by the presence of the typical features of many-body quantum systems, particularly long-range coherence and attractor formation, which is supported by a huge body of empirical evidence. On this basis, the conceptual framework set out in this article paves the way for a new understanding of the brain as a write-read head interacting with the ZPF, leading to self-consistent interpretations of the neural correlates of memory formation and memory retrieval and explaining why these memory processes are closely intertwined with phenomenal awareness. In particular, the neural correlates suggest that the brain produces consciously perceived memory traces by writing sequences of information states into the ZPF and retrieves consciously experienced memory traces by reading sequences of information states from the ZPF. Using these theoretical foundations, altered states of consciousness and memory disorders can be traced back to impairments of the ZPF write-read mechanism. For example, the WHO defines ‘health’ as ‘a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity’. However, as people get on with day-to-day living, no one can achieve the goal of ‘complete physical, mental and social well-being’. It is odd to define ‘health’ as (...) a negative state that puts it beyond the reach of everyone. An essential prerequisite for the development of a theory of consciousness is the clarification of the fundamental mechanisms underlying conscious processes. In this article I present an approach that sheds new light on these mechanisms. This approach builds on stochastic electrodynamics (SED), a promising theoretical framework that provides a deeper understanding of quantum systems and reveals the origin of quantum phenomena. I outline the most important concepts and findings of SED and interpret the neurophysiological body of evidence in the context (...) of these findings, indicating that the functioning of the brain rests upon exactly the same principles that are characteristic for quantum systems. On this basis, I construct a new hypothesis on the mechanisms behind conscious processes and discuss the new perspectives this hypothesis opens up for consciousness research. In particular, it offers the possibility of elucidating the relationship between brain and consciousness, of specifying the connection between consciousness and information, and of answering the question of what distinguishes conscious processes from unconscious processes. In this article, I present a novel approach to the scientific understanding of consciousness. It is based on the hypothesis that the full range of phenomenal qualities is built into the frequency spectrum of a ubiquitous background field and proceeds on the assumption that conscious systems employ a universal mechanism by means of which they are able to extract phenomenal nuances selectively from this field. I set forth that in the form of the zero-point field (ZPF) physics can offer a (...) promising candidate that is qualified for playing the dual role as both the carrier of energy and consciousness. The appropriate mechanism, which rests upon the principle of dynamical coupling of ZPF modes, is a unique feature of quantum systems, suggesting that the dividing line between conscious and non-conscious systems is defined by the differentiation between quantum systems and classical systems. The presence of this mechanism in the brain is supported by the neurophysiological body of evidence, leading to a consistent explanation of the dynamical properties of the neural correlates of consciousness. Building on these findings, I lay the foundations for the conceptually coherent integration of consciousness into the physical worldview, derive an indicator for the quantity of consciousness of a given system, and outline the further steps toward a theory of consciousness. Excusable ignorance not only undermines moral culpability but also agent-responsibility. Therefore, excusable ignorance absolves of liability for costs. Specifically, it defeats liability that is meant to be derived from causal responsibility wherever strict liability cannot be justified. To establish these claims this paper assesses the potential of arguments for liability of excusably ignorant agents and thereby demarcates the proper domain of strict liability and traces the intuition that seemingly supports strict liability accounts to more general principles. The paper concludes that (...) liability cannot be justified in cases of excusable ignorance. Finally, it stresses that although excusable ignorance defeats the link from causal responsibility to liability for costs this does not imply that victims are left to fend for themselves. (shrink)

To approach the creation of artificial conscious systems systematically and to obtain certainty about the presence of phenomenal qualities (qualia) in these systems, we must first decipher the fundamental mechanism behind conscious processes. In achieving this goal, the conventional physicalist position exhibits obvious shortcomings in that it provides neither a plausible mechanism for the generation of qualia nor tangible demarcation criteria for conscious systems. Therefore, to remedy the deficiencies of the standard physicalist approach, a new theory for the understanding of (...) consciousness has been formulated. The aim of the paper is to present the cornerstones of this theory, to outline the conditions for conscious systems derived from the theory, and to address the implications of these conditions for the creation of robots that transcend the threshold of phenomenal awareness. In short, the theory is based on the proposition that the universe is permeated by a ubiquitous field of consciousness that can be equated with the zero-point field (ZPF) of quantum electrodynamics (QED). The ZPF, which is characterized by a spectrum of field modes, plays a crucial role in the edifice of modern physics. QED-based model calculations on cortical dynamics and empirical findings on the neural correlates of consciousness suggest that a physical system can only generate conscious states if it is capable of establishing resonant coupling to the ZPF, resulting in the amplification of selected field modes and the activation of the phenomenal qualities that are assumed to be associated with these modes. Thus, scientifically sound considerations support the conclusion that the crucial condition for generating conscious states lies in a system's capacity to tap into the phenomenal color palette inherent in the ZPF. Societal and ethical implications of nanotechnology have become a hot topic of public debates in many countries because both revolutionary changes and strong public concerns are expected from its development. Because nanotechnology is, at this point, mostly articulated in visionary and futuristic terms, it is difficult to apply standard methods of technology assessment and even more difficult to consider it in engineering ethics courses. In this article, the authors suggest using selected science fiction stories in the engineering ethics classroom to (...) provide students with ethical skills and cultural knowledge required for engaging in public debates and for responsible decision making. Against the background of general debates on teaching engineering ethics, they do so by discussing the advantages and possible drawbacks of this approach and by presenting two examples of nano-science fiction classics. Morphology and its relevance for systematics is a promising field for the application of biosemiotic principles in scientific practice. Genital coupling in spiders involves very complex interactions between the male and female genital structures. As exemplified by two spider species,Nephila clavipesandNephila pilipes ssp. fenestrata, from a biosemiotic point of view the microstructures of the male bulb’s embolus and the corresponding female epigynal and vulval parts form the morphological zone of an intraspecific communication and sign-interpreting process that is one of the (...) prerequisites for sperm transfer. Hence these morphological elements are of high taxonomic value, as they play an essential role in mating and fertilization and consequently in establishing and preserving a reproductive community. Morphology clearly benefits from a biosemiotic approach, as biosemiotics helps to sort out species-specific morphological characters and to avoid problematic typological interpretations. (shrink)

Based on bibliometric methods, this paper describes the global institutionalization of nanotechnology research from the mid-1980s to 2006. Owing to an extremely strong dynamics, the institutionalization of nanotechnology is likely to surpass those of major disciplines in only a few years. A breakdown of the relative institutionalizations strengths by the main geographical regions, countries, research sectors, disciplines, and institutional types provides a very diverse picture over the time period because of different national science policies. The results allow a critical assessment (...) of the different science policies based on the relative institutionalizations strengths as well as the conclusion that the institutionalization process has run out of control of individual governments who once induced the development. The article traces the origin of Kant's distinction between the right to a good name in the Doctrine of Right and the right to respect for human dignity in the Doctrine of Virtrue. The story begins with Pufendorf's distinction between existimatio simplex and existimatio intensiva. "Existimatio" for Pufendorf means "worth." Accordingly, existimatio simplex is plain human worth, whereas existimatio intensiva is the worth of dignitaries, meaning of persons who are ascribed special worth. For Thomasius and Barbeyrac "existimatio" becomes "respect." Existimatio (...) simplex then becomes, for example for Achenwall, simple respect, which the law requires everyone to give his fellow human beings. Existimatio intensiva becomes recognition, among other things, of another's probity. The latter existimatio intensiva is a part of ethics. Kant then looks for the existimatio simplex that can be contrasted to this existimatio intensiva. He finds it in the respect for the dignity of all of mankind.Der Beitrag sucht den Ursprung von Kants Unterscheidung zwischen dem Recht der Unbescholtenheit, das in die Rechtslehre, und dem Recht auf Achtung vor der Würde des Nebenmenschen, das in die Tugendlehre gehört. Empirical evidence indicates that conscious states, distinguished by the presence of phenomenal qualities, are closely linked to synchronized neural activity patterns whose dynamical characteristics can be attributed to self-organized criticality and phase transitions. These findings imply that insight into the mechanism by which the brain controls phase transitions will provide a deeper understanding of the fundamental mechanism by which the brain manages to transcend the threshold of consciousness. This article aims to show that the initiation of phase transitions and the (...) formation of synchronized activity patterns is due to the coupling of the brain to the zero-point field (ZPF), which plays a central role in quantum electrodynamics (QED). The ZPF stands for the presence of ubiquitous vacuum fluctuations of the electromagnetic field, represented by a spectrum of normal modes. With reference to QED-based model calculations, the details of the coupling mechanism are revealed, suggesting that critical brain dynamics is governed by the resonant interaction of the ZPF with the most abundant neurotransmitter glutamate. The pyramidal neurons in the cortical microcolumns turn out to be ideally suited to control this interaction. A direct consequence of resonant glutamate-ZPF coupling is the amplification of specific ZPF modes, which leads us to conclude that the ZPF is the key to the understanding of consciousness and that the distinctive feature of neurophysiological processes associated with conscious experience consists in modulating the ZPF. Postulating that the ZPF is an inherently sentient field and assuming that the spectrum of phenomenal qualities is represented by the normal modes of the ZPF, the significance of resonant glutamate-ZPF interaction for the formation of conscious states becomes apparent in that the amplification of specific ZPF modes is inextricably linked with the excitation of specific phenomenal qualities. This theory of consciousness, according to which phenomenal states arise through resonant amplification of zero-point modes, is given the acronym TRAZE. An experimental setup is specified that can be used to test a corollary of the theory, namely, the prediction that normally occurring conscious perceptions are absent under experimental conditions in which resonant glutamate-ZPF coupling is disrupted. This paper investigates the development of nanotechnology from three different points of view: as a new technology, as social dynamics, and as an ideology. It argues that nanotechnology is not a new technology but a new social dynamics guided by programmatic ideas and situated at the interface between science and the public. Rather than being determined by social constructivism, the main argument is based on the poor scientific and technological identity of nanotechnology. Finally the paper concludes that nanotechnology is to (...) be considered an extension and increase of materials science and engineering, not only scientifically but in particular socially and ideologically, by pointing out common characteristics and differences. Nanotechnology has from its very beginning been surrounded with an aura of novelty. For instance, on the 28 introductory pages of the report that prepared the US National Nanotechnology Initiative (NNI), Nanotechnology Research Directions (NSTC/IWGN 1999), we read 73 times the term “new”, 15 times “novel”, 7 times “innovation”, and 21 times “revolution”. The authors concede that one should distinguish between different nanotechnologies, because “Many existing technologies do already depend on nanoscale processes. Photography and catalysis are two examples of ‘old’ (...) nanotechnologies” (ibid, p. xxvi). One might conclude here that, if all the existing nanotechnologies are “old” nanotechnologies, “new” nanotechnologies do not yet exists but are only promises of the future. However, without further explanation and distinction between presence and future, they suggest that most nanotechnologies are or will be new. Furthermore, they claim that nanotechnology (in singular) is a generator of further new technologies, since “Nanotechnology will give birth to new fields that at present are only visions of leading researchers” (ibid., p. xviii). Whenever science managers speak of nanotechnology (in singular), sophisticated distinctions seem to give way to plain claims about the present and future novelty of nanotechnology. As the NNI director Mihail Roco wrote in a 2001 report, “A revolution is occurring in science and technology […] Nanotechnology will fundamentally transform science, technology, and society. In 10 to 20 years, a significant proportion of industrial production, healthcare practice, and environmental management will be changed by the new technology.” (Roco & Bainbridge, pp. 1, 19) When they put on their hats as science managers, scientists rarely reject but mostly support such novelty claim, as did for instance the chemists George Whitesides and Paul Alivisatos in the earlier report: “Nanostructures are the entry into a new realm in physical and biological science.” (NSTC/IWGN 1999, p.. Prolegomena to Pure Logic (1900) is the definitive statement of Husserl’s early logic. But what does it say that logic is? I argue that Husserl in the Prolegomena thinks logic is its own discipline, namely the “doctrine of science” (Wissenschaftslehre), but has two conflicting ideas of what that is. One idea—expressed by the book’s general argument, and which I call Husserl’s Austrian Semanticism about logic—is that the Wissenschaftslehre is the positive science explaining what science is (which turns out just to (...) be the study of meaning) plus the dependent art that, applying the science, teaches us how to scientifically know. The other idea—expressed by the book’s opening chapter, and which I call Husserl’s German Idealism about logic—is that the Wissenschaftslehre is the purely reflective self-knowing of science, independent of science’s positive expansion. These two ideas are incompatible. Thus, the Prolegomena is ambivalent on what logic is. But since the ambivalence only deepens the significance of Husserl’s early logic, the ambivalence should be embraced. (shrink)

Of all the scientific disciplines chemistry seems to be particularly concerned about its public image. Indeed, popular associations with chemistry range from poisons, hazards, chemical warfare, and environmental pollution to alchemical pseudo-science, sorcery, and mad scientists. Despite repeated campaigns for convincing the public that chemistry would bring health, comfort, and welfare, chemists frequently meet with hostility in popular culture. As student enrollment numbers has been shrinking, chemistry departments have been closed in several countries. Also in humanist culture chemistry has a (...) very low profile; philosophers in particular keep to their traditional neglect of anything related to chemistry. Of course, chemists have always been complaining about their low prestige, the lack of public acknowledgment of their achievements, and the misguiding popular associations with chemistry, such that we now have a long record of complaints of almost two centuries. More recently, in response to their public image, chemists have tried to launch slogans such as ‘green chemistry’ or even dropped the term ‘chemistry’ altogether and adopted more fashionable labels such as ‘materials science’, ‘molecular science’, or ‘nanotechnology’. Surprisingly or not, chemists have never translated their complaints into serious research programs to understand the public image of chemistry in its cultural and historical contexts. To be sure, chemical societies and, particularly, the chemical industry have commissioned many reports for promotional or marketing purposes. Yet, such reports usually scratch only on the surface and may well have recommended one or the other camouflage tactics. Even the recent boost of academic research in Public Understanding of Science (PUS) has virtually excluded chemistry and, instead, focused on topics such as ‘Frankenfood’ and genetic engineering. Die inflationäre Verkündigung von „wissenschaftlichen Revolutionen“, „Paradigmenwechseln“ und „postmoderner Wissenschaft“ mag manchem Philosophen zwar insgeheim noch schmeicheln wegen der Gebrauchs- und Marktfähigkeit - und Autorität - philosophischer Termini. So recht zu glauben sind solche Botschaften jedoch selten. Aber welcher Philosoph wollte sich da ein sachgerechtes und kritisches Urteil erlauben, ob die (...) Inanspruchnahme philosophischer Begriffe an diversen aktuellen Forschungsfronten überhaupt angemesen ist? Wer könnte es andererseits besser, als jemand, der wie Theodor Leiber sowohl in Physik als auch in Philosophie promoviert ist und dessen überarbeitete Philosophiedisseration hier zur Diskussion steht? Summary: Complementary to normative ethics of technology, the paper analyses the normative implications of human relations to nature on technology assessment by three different descriptive approaches. Historically, I determine the roots of normative relations to nature in alchemy. Historiographic-critically, I investigate how normative ideas of progress result from putting these relations to nature in a historical line. From the point of view of methodology of technology, I finally take the example of current drug research to show how different relations to (...) nature have become part of different research traditions and methods and thus guide research. A novel approach to the scientific understanding of phenomenal awareness is presented that accepts consciousness as ontologically fundamental and is based on the hypothesis that the whole range of phenomenal nuances is inherent in the frequency spectrum of a ubiquitous field of consciousness. Pursuing this idea, it is postulated that the brain employs a universal interaction mechanism through which it taps into this field, thereby acquiring phenomenal qualities. I argue that the edifice of modern physics can not only offer a (...) promising candidate for the field of consciousness, consisting in the zero-point field (ZPF), but also an appropriate interaction mechanism. What is more, the empirical body of evidence supports the conclusion that conscious processes make use of exactly this mechanism. More specifically, the neural correlates of consciousness suggest that in the stimulus-oriented operating mode the brain produces streams of consciousness by periodically writing information states into the ZPF, while in the stimulus-independent operating mode the brain is receptive to previously generated ZPF information states that constitute the repository of conscious experiences, implying that self-referential conscious states are retrieved by periodically reading information states from the ZPF. Beyond its explanatory power the presented approach opens up new horizons for the future research strategy. (shrink)

Wittgenstein's last work, On Certainty , is widely regarded as his third masterpiece of philosophy and one of his most enigmatic writings. On Certainty explores the ways in which claims of indisputable knowledge are expressed, and how language forms the basis of such claims. On Certainty has largely been read as representing a break with Wittgenstein's previous thinking, but this study places these ideas firmly in the development of his thought since the 1930s. Wittgenstein on Certainty and Doubt illuminates Wittgenstein's (...) examination of the logical features of epistemic terms—such as 'know', 'believe' and 'doubt'—and his interrogation of the foundations of human knowledge, the extent to which our knowledge is immune from doubt, and the conflicts between different articulations of knowledge. This article explores the concept of queer temporality in the works of queer theorists Lee Edelman, Jack Halberstam, and José Muñoz and establishes a connection between a Marxist critique of abstract capitalist time and queer theory’s critique of the notion of future-oriented social value. Thereby, it shows how economic and social reproduction are both processes that involve a linear and progress-oriented temporality. Edelman uses the concept of reproductive futurism to criticize society’s focus on the child as the ultimate future-oriented goal (...) and argues that queer communities must completely abandon a concept of the future because it is always already embedded in the idea of reproduction. Halberstam examines queer countercultures to find an alternative to Edelman’s anti-social stance, and Muñoz creates a concept of a queer utopia as a future of potentiality that offers hope in the present. The article points out the lack of a sense of history in these theorists’ works on queer temporality and suggests an understanding of the concept that actively incorporates the past as a relevant strengthening of queer communities.
