The risks AI presents to society are broadly understood to be manageable through ‘general calculus’, i.e., general frameworks designed to enable those involved in the development of AI to apprehend and manage risk, such as AI impact assessments, ethical frameworks, emerging international standards, and regulations. This paper elaborates how risk is apprehended and managed by a regulator, developer and cyber-security expert. It reveals that risk and risk management is dependent on mundane situated practices not encapsulated in general calculus. Situated practice (...) surfaces ‘iterable epistopics’, revealing how those involved in the development of AI know and subsequently respond to risk and uncover major challenges in their work. The ongoing discovery and elaboration of epistopics of risk in AI (a) furnishes a potential program of interdisciplinary inquiry, (b) provides AI developers with a means of apprehending risk, and (c) informs the ongoing evolution of general calculus. Ideology often has been regarded by sociologists as an elusive and muddy concept. We believe that the understanding of this core concept can be improved by the use of constructs drawn from a pragmatic, interactionist perspective. We argue specifically that 1) ideologies are based on a set of relatively simple metaphors and images to which people respond on the basis of their shared experience and expectations; 2) ideologies are not purely cognitive, but depend principally on emotional responses; 3) ideologies are (...) presented at such times and in such ways as to enhance the public impression of presenters and/or adherents; ideological enactment is fundamentally dramaturgical and interactional; and 4) ideologies are linked to groups and to the relationships between groups, which in turn depend on a set of resources in order to enact ideologies effectively. Ideologies are symbolic, affective, behavioral, and relational. In focusing on these themes, we avoid some overabstract conceptions of ideology that are endemic in social scientific literature. Instead we emphasize how ideologies can be linked to lived experience and to social interaction-a microsociological grounding of ideology. To understand the dynamics of ideology we examine ideologies about the environment, drawing from an ethnographic investigation of amateur mushroom collectors. (shrink)

This paper responds to Philipona & O’Regan (2006), which attempts to account for certain color phenomena by appeal to singularities in the space of “accessible information” in the light striking the retina. Three points are discussed. First, it is unclear what the empirical significance/import is of the mathematical analysis of the data regarding the accessible information in the light. Second, the singularity index employed in the study is both mathematically and empirically faulty. Third, the connection drawn between their findings and (...) some data from the World Color Survey is lacking in quantitative analysis in places where it is needed. The difficulties raised prevent Philipona & O’Regan’s conclusions from being accepted. (shrink)

This study examines the ethical attitudes and practices of securities analysts and portfolio managers from four Pacific Rim countries – Hong Kong, Japan, Singapore and Thailand – and compares the findings to a similar study of North American investment professionals to identify significant differences. The findings show that many differences exist due to cultural differences and differences in the regulatory environment between the Pacific Rim countries studied and North America.

Almost everyone would agree that vote buying is morally wrong, and that prohibitions on vote buying are morally justified. Yet, recently, several philosophers have argued that vote buying is morally permissible, and that it should be legally permitted. This paper begins by examining and criticising arguments that have been offered in defence of vote buying. I then go on to consider existing attempts to explain the wrongness of vote buying, arguing that none is wholly successful. I then advance a novel (...) account of the wrongness of vote buying. Vote buying is objectionable, I argue, because it involves a failure of respect for one’s fellow citizens as autonomous agents. I also consider the implications of my account for a number of other controversial practices. (shrink)

East India Company surveyors began gaining access to the high Himalaya in the 1810s, at a time when the mountains were taking on increasing political significance as the northern borderlands of British India. Though never as idiosyncratic as surveyors insisted, these were spaces in which instruments, fieldbook inscriptions, and bodies were all highly prone to failure. The ways surveyors managed these failures (both rhetorically and in practice) demonstrate the social performances required to establish credible knowledge in a world in which (...) the senses were scrambled. The resulting tensions reveal an ongoing disconnect in understanding between those displaced not only from London, but also from Calcutta, something insufficiently emphasized in previous histories of colonial science. By focusing on the early nineteenth century, often overlooked in favor of the later period, this article shows the extent to which the scientific, imaginative, and political constitution of the Himalaya was haphazard and contested. Virtually every figure in the climate justice literature agrees that states are presently failing to discharge their duties to take action on climate change. Few, however, have attempted to think through what follows from that fact from a moral point of view. In Climate Justice Beyond the State, Lachlan Umbers and Jeremy Moss argue that states’ failures to take action on climate change have important implications for the duties of the most important actors states contain within them – sub-national (...) political communities, corporations, and individuals – actors that have been largely neglected in the climate justice literature, to date. Sub-national political communities and corporations, they argue, have duties to immediately, aggressively, and unilaterally reduce their emissions. Individuals, on the other hand, have duties to help promote collective action on climate change. Along the way, they contribute to a range of important contemporary debates, including those over the nature of collective duties, what agents are required to do under conditions of partial compliance, and the requirements of fairness. Targeted at academic philosophers working on climate justice, this book will also be of great interest to students and scholars of global justice, applied ethics, political philosophy, and environmental humanities. Elitist scepticism of democracy has a venerable history. This paper responds to the latest round of such scepticism—the ‘competence objection’, articulated in recent work by Jason Brennan. Brennan’s charge is that democracy is unjust because it allows uninformed, irrational, and morally unreasonable voters to exercise power over high-stakes political decisions, thus imposing undue risk upon the citizenry. I show that Brennan’s objection admits of two interpretations, and argue that neither can be sustained on close examination. Along the way, I consider (...) the merits of Brennan’s preferred ‘epistocratic’ alternative to democracy, and argue that it is likely to lead to lower-quality outcomes. (shrink)

In the 1960s, theoretical biologist Richard Levins criticised modellers in his own discipline of population biology for pursuing the “brute force” strategy of building hyper-realistic models. Instead of exclusively chasing complexity, Levins advocated for the use of multiple different kinds of complementary models, including much simpler ones. In this paper, I argue that the epistemic challenges Levins attributed to the brute force strategy still apply to state-of-the-art climate models today: they have big appetites for unattainable data, they are limited by (...) computational tractability, and they are incomprehensible to the human modeller. Along the lines Levins described, this uncertainty generates a trade-off between realistic, precise models with predictive power and simple, highly idealised models that facilitate understanding. In addition to building ensembles of highly complex dynamical models, climate modellers can address model uncertainty by comparing models of different types, such as dynamical and data-driven models, and by systematically comparing models at different levels of what climate modellers call the model hierarchy. Despite its age, Levins’ paper remains incredibly insightful and should be considered an important entry into the philosophy of computational modelling. (shrink)

The road represents a unique transitional space that removes a certain amount of humanity from drivers. Through changes in the built environments, or roadscapes, speed and spatial entitlement transforms the interactions between cars, cyclists, and pedestrians. No longer ‘people’, vehicular implementation of car worship culture de-personalizes humanity in these ‘othering’ spaces in lieu of automated technology that anonymizes movement. This creates an ‘othering’ process of road users that can invite aggression, impatience, and selfishness in ways that people would not ordinarily (...) act towards one another. Recognising the nature of this process is important as societies move towards rethinking the built environment of roads, highways, car parks, and even the nature of cars themselves. This paper critically looks to how the road is a space where drivers interact with cars, cyclists, and pedestrians in ways that conceptually tether Hart’s notion of justice to Augé’s modernity of non-places through the mediation of legal culture through automobile technology and multiautoculturalism through the regulatory development of roadspace for cultural negotiation. Understanding the relationship between roads and humanity will be important to understanding how these futures may unfold, especially with the development and social implementation of autonomous vehicles. Presenting a novel account of singular thought, a systematic application of recent work in the theory of speech acts, and a partial revival of Russell's analysis of singular terms, this book takes an original approach to the perennial problems of reference and singular terms by separating the underlying issues into different levels of analysis.

In this commentary I respond to the claims of Dimitris Vardoulakis that, following a mistake of Heidegger in his translation of Aristotle and the apparent loss of phronêsis, post-war continental philosophy has abandoned instrumental rationality and the calculation of utility, instead valorizing an ‘action without ends’ and instituting a ‘new Kantianism’ in its ethics, politics, and ontology. I do so by presenting the thought of Gilles Deleuze as one identified in this tradition who fails to be characterized by Vardoulakis’s claims, (...) and whose concepts already address these concerns. I first demonstrate how Deleuze’s ontology, as presented in Difference and Repetition, avoids relying on or constructing a meaningful, ontological outside, and so Vardoulakis’s characterization of a new Kantianism. And secondly, I respond to Vardoulakis’s critique of continental ethics by presenting the ethical notions in both The Logic of Sense and Capitalism and Schizophrenia as stemming from distinct ethical heritages (the former building on that of the Stoics, the latter primarily that of Spinoza), as well as both providing immanent direction to our actions, providing what can be read as the revisable, calculable reasoning Vardoulakis associates with phronêsis. In this way I show that his category of the ‘ineffectual’ cannot apply to all post-war continental philosophy as Vardoulakis so claims. (shrink)

Against a background of increasing regulation regarding access to medical information and the presentation of patients' confidentiality, the case of genetic information raises interesting questions about whether the application of general rules is appropriate in all situations. Whilst all genetic information is not equally sensitive, some of it is highly predictive. It also allows deductions to be made about other family members. It may not be regarded as particularly sensitive when compared to other types of medical information and those to (...) whom it applies may not be as anxious about preserving their confidentiality as compared with—for example, the prospect of seeing research into cause and cures for rare diseases put in hand. These distinctions also find resonance with the general public. Resolving conflicting tensions will require subtlety, not a blunt “one size fits all” model. (shrink)

Rather, I mean that we generally speak loosely, omitting words that could have made what we meant more explicit and letting our audience fill in the gaps. Language works far more efficiently when we do that.
