The Cuban government has undertaken the task of transforming insect pest and weed management from conventional to organic and more sustainable approaches on a nationwide basis. This paper addresses past programs and current major areas of research and implementation as well as provides examples of programs in insect and weed management. Topics covered include the newly constructed network of Centers for the Reproduction of Entomophages and Entomopathogens (CREEs), which provide the infrastructure for the implementation of biological control on state, cooperative, (...) and private farm operations. CREE programs include the mass rearing and release of Trichogramma spp. to manage insect pests of cassava, tobacco, sugarcane, and improved pasture. The entomopathogens, Bacillus thuringiensis, Beauveria bassiana, Metarhizium anisopliae, and Verticillium lecanii, are being mass produced in the CREEs and applied to control a number of key insect pests. A traditional method employed by peasant farmers of using the predatory ant Pheidole megacephala (Fabricius) in the biological control of sweetpotato and banana insect pests has been further developed and implemented. Efforts are underway to rear nematode species that attack insect pests and identify plant extracts with insecticidal qualities as potential management tools. Weed management has moved away from dependence on herbicides and toward alternative techniques that include weed suppression based on rotation schemes, limited use of selective herbicides, and new tillage equipment and practices. In the last two chapters of The Origins of Totalitarianism, Arendt focuses on the “ideology” of totalitarian regimes: a pathological denial of reality, a privileging of the ideological system over empirical evidence, and a simultaneous feeling of total impotence and total omnipotence—an analysis that maps remarkably well onto the climate zeitgeist. Thus, while Arendt (...) used the concept of “totalitarianism” to foreclose alternatives to liberal capitalist democracy, the climate impasse suggests that the totalitarian label more properly belongs to the prevailing system itself. The relationship between emotional arousal and long-term memory is addressed in two experiments in which subjects viewed either a relatively emotionally neutral short story or a closely matched but more emotionally arousing story and were tested for retention of the story 2 weeks later. Experiment 1 provides essential replication of the results of Heuer and Reisberg and illustrates the common interpretive problem posed by the use of different stimuli in the neutral versus emotional stories. In Experiment 2, identical slides were (...) used in both the neutral and arousal stores. Two different stories were created by varying the narration that accompanied each slide. In both experiments, subjects who viewed the arousal story both experienced a greater emotional reaction to the story than did the subjects who viewed the neutral story, and subsequently exhibited enhanced memory for the story. Subjects in Experiment 2 who viewed the arousal story also recalled more slides than did the subjects who viewed the neutral story. This effect was greatest for story phase 2, the phase in which the emotional slide narration occurred. Because this enhanced retention of the story slides cannot be explained by any differences in the slides themselves, the results provide new evidence to support the contention that emotional arousal influences long-term memory in normal human subjects. The last in a series of examinations, this paper articulates Husserl's mature position on the nature of a phenomenologically informed human science. Falling between the naïve positivity of a naturalistic approach to psychology and the transcendental view of consciousness at the base of phenomenological philosophy, we argue that a human scientific psychology—while not itself transcendental in nature needs to re-arise upon the transcendental ground as an empirical—but no longer transcendentally naïve—discipline through Husserl's notion of the "return to positivity." This notion (...) of the return allows us to avoid "transcendental psychologism," differentiating psychological from transcendental subjectivity but from a transcendental, rather than naïve perspective. In this way, the return to positivity reclaims psychology as a worldly, but no longer naïve, discipline. To facilitate an understanding of the different perspectives in question, and the process of leaving the naturalistic perspective in order to return to it once armed with a transcendental understanding and its associated tools, we continue to develop the illustrative example of anorexia provided in the first part of this series. In conclusion, we discuss the implications of this framework for transcendental reforms both of clinical practice and of psychological research. (shrink)

In this article, the authors present several topics related to the nascent development of a merit-based hiring system in North Macedonia. This paper employs a normative approach. We advocate for a merit-based hiring system, similar to the American model. First, we explore the pressure exerted by the European Commission to adopt a merit-based system at all levels of government as a condition for entry into the European Union. Second, we delve into the patronage system in North Macedonia. Third, we provide (...) a short history of patronage in the United States and the difficulty that nation had in curbing its entrenched patronage system. Fourth, we discuss the advantages of a merit-based hiring system, namely the creation of good governance, the improvement of employee morale, the development of more public confidence in government, the reduction of the influence of ethnic politics and the furtherance of the rule of law. Finally, we present an example drawn from the American federal government about the basic procedures of a merit-based hiring process. (shrink)

The emergence of instrument-making trades in early-modern England tested the power of established guilds. From the seventeenth century, instrument makers were able to exploit growing markets for scientific apparatus and attempted to exploit connections with the Royal Society. Given the growth in both local and international demand, and in new methods of manufacture, instrument makers were frequently able to evade the diminishing power of guilds to police the efforts of the makers.

The first section examines how jus in bello necessity was understood in the work of the sixteenth and seventeenth century philosophers. In the second section we show how a revised understanding of necessity fits into the kind of considerations that are involved in the principle of humanitarian treatment. Based on that analysis, the chapter concludes that the principle of necessity creates a very small class of cases that may be treated in an exceptional way. In the third section we discuss (...) the problem that occurs when considerations of jus in bello necessity seem to involve the irrelevant factor of luck. The fourth section relates necessity to the philosophical concept of practical necessity. The final section spells out how the principles of necessity and proportionality relate to each other: proportionality puts a restraint on the principle of necessity, so the two must be understood in tandem. The goal is to determine how much of our philosophical understanding of necessity maps onto the current legal landscape, and whether this book’s philosophical position suggests that legal doctrines should be revised or maintained without alteration. To the extent that necessity remains a salient category in today’s scholarly debates about military action, the question is how it should be applied to factual scenarios that (...) could not have been imagined by the natural law theorists or even Francis Lieber. This chapter starts by analyzing the definition of jus in bello necessity offered by the International Committee of the Red Cross and explains how contemporary explanations of necessity owe much to Lieber and his historical antecedents. The authors address problems with “compulsory” arbitration clauses in contracts. Specifically, they note that consumers are misguided about their rights in such cases. In addition, arbitration clauses do not allow the press to cover any proceedings that may result. The arbitration clauses in contracts are written in legalese that consumers do not understand. The authors found that even university students had difficulty understanding the information in such clauses. An example of an actual case is included.

What Robots Can and Can't Be (hereinafter Robots) is, as Selmer Bringsjord says "intended to be a collection of formal-arguments-that-border-on-proofs for the proposition that in all worlds, at all times, machines can't be minds" (Bringsjord, forthcoming). In his (1994) "Précis of What Robots Can and Can't Be" Bringsjord styles certain of these arguments as proceeding "repeatedly . . . through instantiations of" the "simple schema".

In his 1911 paper, “On the Relations of Universals and Particulars,” Bertrand Russell supposes the question whether universals are spatial or non spatial turns on the question of the existence of particulars. If particulars could be shown to exist, then since, according to Russell, they obviously are spatial, the non-spatiality of universals would be established. On the other hand, the denial of the existence of particulars would entail the spatiality of universals.In this paper, I argue that Russell’s claim is plausible (...) only if particulars are construed either as quality instances or as ordinary objects. If, however, particulars are either substrata or collections of qualities, nothing follows in regard to the spatiality or the non-spatiality of universals. Since the alternative interpretations of particularity are, I contend, at least as attractive as Russell’s, his failure to consider them makes his position less interesting than it might otherwise have been. There has been a resurgence of Darwinian naturalism in political theory, as manifested in the recent work of political scientists such as Roger D. Masters, Robert J. McShea, and James Q. Wilson. They belong to an intellectual tradition that includes not only Charles Darwin but also Aristotle and David Hume. Although most political scientists believe Darwinian social theory has been refuted, their objections rest on three false dichotomies: facts versus values, nature versus freedom, and nature versus nurture. We also take the diversity of these responses to reflect one of our key challenges in using Deleuze’s thought to reform (as op posed merely to inform) psychiatric practice: How to make a radical philosophy accessible enough to a broad enough audience for it to bring about substantive, real change in an existing culture in the hic et nunc, the here and now. That is why we chose the quotation above from Mille Plateaux. Even Deleuze (with Guattari) encourages us to keep “small rations” of subjectivity at hand if we are interested in responding to the “dominant reality.” And that has been our main agenda; to engage with the dominant reality of deficit-based psychiatric theory and practice to overturn it, or, in Clegg’s terms, “explode” it from within.In this regard, we certainly agree with Evangelista and Clegg that much more remains to be done, both in developing our position and in exploring its implications for practice. We view our “Deficit to Desire” paper as simply a first step in this direction (e.g., Shahar and Davidson, in press). We thought it necessary first, as we wrote in the original paper, to articulate the theoretical underpinnings of an action model for clinical understanding and practice “at a philosophical level of discourse on the one hand, but also in such a way that they provide a concrete, substantially different point of departure for empirical studies of psychopathology, on the other.” But why is this important, and what implications does it have for our response to these three thoughtful commentaries?A first implication is that our primary aim is not to provide a comprehensive exposition of Deleuze’s thought. In our opinion, even attempting to give a comprehensive exposition of Deleuze’s thought would actually go directly against its main thrust, which we view as to ignite and propagate ever new and creative lines of flight which carry desiring-production into “a small plot of new land at all times” (Deleuze and Guattari 1987, 161). “Experiment,” entreats Deleuze, “don’t interpret” (Deleuze and Guattari 1987, 139). Despite the fact that John Dewey had a great deal to say about education and technology, many of his insights have yet to be understood or appropriated. A close reading of Democracy and Education offers support for the view that Dewey was prescient in proposing a pedagogy that was friendly to current initiatives in innovative classroom technology including inverted or “flipped” classroom projects in the United States and elsewhere and the Future Classroom Lab project of the European Schoolnet. In both (...) of these initiatives application of tools and techniques grow out of educational occupations guided by teachers rather than being imposed on learning situations a priori. Both initiatives honor the pillars of Dewey’s educational philosophy as presented in his 1916 Democracy and Education and elsewhere in his work: problem-or theme-based learning, peer-based learning, learning that is open to the world outside the classroom, and teachers who are engaged as coaches and facilitators rather than authority figures.
