In the aftermath of the accounting scandals of the early 2000s, the accounting profession experienced increased legislation and rules regulating ethical behavior of professional accountants and accounting firms. This paper considers ethics education for professional accountants (particularly Certified Public Accountants (CPAs)) and concludes that there is a need for a broader, principles-based approach to continuing professional ethics (CPE) in the United States. This conclusion is supported by the recent trend toward principles-based global ethics standards and a review of the current (...) professional standards and CPE requirements for ethics education for CPAs. We present tools, such as listing core values, creation of a personal mission statement, and the utilization of a comprehensive ethical decision-making framework, that can be incorporated into ethics CPE courses for CPAs, ethics education in academic programs, and ethical decisions in practice. We also present results from a survey about ethical dilemmas distributed to a sample of CPAs taking CPE ethics courses. Consistent with our expectations, we find that for ethical dilemmas in which professional standards more clearly apply and the facts were less ambiguous, the CPAs in the sample responded with higher average levels of ethicality and more agreement than for ethical dilemmas when professional standards were not as applicable and facts were more ambiguous. Finally, the paper demonstrates how a comprehensive ethical decision-making framework may be applied to ethical dilemmas, particularly those that cannot be satisfactorily resolved using a rulesbased approach and makes recommendations for future research. But if we are to avoid the harsh lessons of land management, coastal decision makers must recognize that humans are one of the more coastally dependent species in the biosphere. Nature contact has associations with emotional ill-being and well-being. However, the mechanisms underlying these associations are not fully understood. We hypothesised that increased adaptive and decreased maladaptive emotion regulation strategies would be a pathway linking nature contact to ill-being and well-being. Using data from a survey of 600 U.S.-based adults administered online in 2022, we conducted structural equation modelling to test our hypotheses. We found that (1) frequency of nature contact was significantly associated with lesser emotional ill-being and greater emotional (...) well-being, (2) effective emotion regulation was significantly associated with lesser emotional ill-being and greater emotional well-being, and (3) the associations of higher frequency of nature contact with these benefits were partly explained via emotion regulation. Moreover, we found a nonlinear relationship for the associations of duration of nature contact with some outcomes, with a rise in benefits up to certain amounts of time, and a levelling off after these points. These findings support and extend previous work that demonstrates that the associations of nature contact with emotional ill-being and well-being may be partly explained by changes in emotion regulation. Progressive supranuclear palsy is a movement disorder with prominent tau neuropathology. Brain diseases with abnormal tau deposits are called tauopathies, the most common of which is Alzheimer's disease. Environmental causes of tauopathies include repetitive head trauma associated with some sports. To identify common genetic variation contributing to risk for tauopathies, we carried out a genome-wide association study of 1,114 individuals with PSP and 3,247 controls followed by a second stage in which we genotyped 1,051 cases and 3,560 controls for the (...) stage 1 SNPs that yielded P ≤ 10-3. We found significant previously unidentified signals associated with PSP risk at STX6, EIF2AK3 and MOBP. We confirmed two independent variants in MAPT affecting risk for PSP, one of which influences MAPT brain expression. The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

The federal government is funding a sea change in health care by investing in interventions targeting social determinants of health, which are significant contributors to illness and health inequity. This funding power has encouraged states, professional and accreditation organizations, health care entities, and providers to focus heavily on social determinants. We examine how this shift in focus affects clinical practice in the fields of oncology and emergency medicine, and highlight potential areas of reform.

There is a long tradition of drawing metaphysical conclusions from investigations into language. This paper concerns one contemporary variation on this theme: the alleged ontological significance of cognitivist truth-theoretic accounts of semantic competence. According to such accounts, human speakers’ linguistic behavior is in part empirically explained by their cognizing a truth-theory. Such a theory consists of a finite number of axioms assigning semantic values to lexical items, a finite number of axioms assigning semantic values to complex expressions on the basis (...) of their structure and the semantic values of their constituents, and a finite number of production schemata. The theory enables the derivation of truth-conditions for each sentence of the language: something of roughly the form ‘S is true iff P’.1 The claim that speakers stand in a cognitive relation to such theories is advanced, not as a conceptual analysis of semantic competence or understanding, but rather as an empirical hypothesis about human speakers in particular, one part of a broader empirical account of our linguistic competence and cognition generally. It therefore must mesh with the rest of our theorizing in these areas and whatever relevant data from neighboring inquiries there may be. Clinician-scientists play a valuable role in bridging the gap between patient care and clinical research. However, there are no clear guidelines that describe how to handle the day-to-day ethical and methodological questions that arise when navigating the competing responsibilities of practitioner and researcher—a situation that can easily leave the clinician-scientist confused and frustrated. This article outlines common ethical and methodological concerns for the clinician-scientist when developing, implementing, and analyzing research in practice, and offers practical suggestions to address these issues. In their important book, Causation in the Law, H. L. A. Hart and Tony Honore argue that causation in the law is based on causation outside the law, that the causal principles the courts rely on to determine legal responsibility are based on distinctions exercised in ordinary causal judgments. A distinction that particularly concerns them is one that divides factors that are necessary or sine qua non for an effect into those that count as causes for purposes of legal responsibility (...) and those that do not. Hart and Honore claim that this distinction is often one of fact rather than of legal policy, and that the factual basis is to be found in the ordinary distinction we draw between causes and 'mere conditions'. If this claim is correct, we may hope to illuminate the legal distinction by articulating the principles behind the ordinary one. This is a challenging task since, as in the case of most cognitive skills, we are far better at making particular judgments than we are at stating the general principles that underlie them. Hart and Honore devote the first part of their book to this difficult task. We have, then, two large projects. One is to articulate our ordinary notion of causation, especially the distinction between cause and mere condition. This is the project of constructing an 'ordinary model'. The other is to argue for what we may call the 'shared concept claim', the claim that the concept of legal cause is based on the ordinary notion of causation, that 'causal judgments, though the law may have to systematize them, are not specifically legal. They appeal to a notion which is part of everyday life' (1985, p. lv; all references to follow are from this edition). This essay will focus on Hart and Honore's ordinary model, rather than on their shared concept claim. However, I was also curious as to what this author might construe as a “feminist” approach to religious diversity. These days it is fairly common for a book written by a woman to contain the word “feminism” in the title, even though there may be little specifically feminist content in the book. Additionally, I have been [End Page 205] somewhat skeptical that there is a specifically feminist approach to issues of religious diversity. My issue with many other feminist theologians is not especially their lack of a specifically feminist approach to issues of religious diversity but their lack of knowledge about and interest in any religion other than Christianity and its near relatives.What I found is a good addition to the rather considerable library of theologies of religious pluralism written by Christian theologians. And there is a specifically feminist angle to the arguments made in this book, or at least an angle on issues of religious diversity that I have not seen utilized by others, the vast majority of whom are men, who have written such books.The five chapters of this book follow a predictable outline. The first chapter is devoted to framing the contours of the Christian theology, which will be the basis for Fletcher’s entire approach to religious pluralism. An informative chapter on the history of the encounters of some Christians with members of other religions follows this. The third chapter, predictably, reviews and critiques the by now familiar Christian theologies of religious diversity—exclusivist, inclusivist, pluralist, and particularist. These chapters of review and critique are followed by two constructive chapters, one of which offers Fletcher’s specifically feminist suggestions and the other of which discusses how a Christian could honor both specific loyalty to Christianity and the ethical requirements imposed when one recognizes the theological legitimacy of religious diversity.The approach to Christian theology outlined in the first chapter frames Fletcher’s inquiry throughout the entire book. Given that the author is a Christian, it is not surprising that her theology of religious pluralism turns on her understanding of the terms “God” and “Jesus of Nazareth.” According to her, Christian theology revolves around two poles. The first of these is that God is an “incomprehensible mystery” (p. 9), which, for her, opens the possibility that people who are not Christians might have valuable insights into that which Christians call “God.” The other pole of Christian theology is the distinctively “Christian affirmations about what is known of God through Jesus” (p. 16). Balancing the incomprehensibility of God and the specific affirmations about God is the difficult task of someone seeking to construct a Christian theology of religious pluralism. According to Fletcher, a third component is also needed in a theology of religious pluralism. Theologians must also take account of the “complex nexus of personal, social, political, and religious contexts” (p. 21) in which their work occurs.The second chapter of this book contains an interesting account of some historical encounters between Christians and members of other religions. Much of the information contained in this chapter would be unknown to many readers of this book. One of the encounters supplied the title for the author. In 1609, a Hindu debater challenged Roberto de Nobili (1577–1656), a Jesuit missionary to Southern India who lived the lifestyle of a Hindu saṅnyāsi (mendicant). The author's conclusions and evaluations of the movement, for the most part, are found in the last chapter, the book's eighth.In her preface, King explains a crucial decision she made regarding the extent of her analysis of Engaged Buddhism. She realized that an important question about Engaged Buddhism concerns its relationship with Western thought and decided that she could better focus on that question and "avoid muddying the waters" (p. xii) by not including Western Engaged Buddhist thinking in her survey. She further justifies this decision by claiming that Western Buddhists are still largely students of Asian Buddhists who need to overcome familiar cultural habits "to clearly perceive the otherness of Buddhism and what it has to offer" (p. xii). This decision makes sense in its own context, and I agree that many Western Buddhists seem to not understand that the spiritual and philosophical foundations of Buddhism are quite different from those of Western religions. Unfortunately, the decision to not include Western Engaged Buddhists also furthers a view that Buddhism is "foreign," and, therefore, not directly relevant to Westerners or to the issues that most occupy Westerners in our day. Many Western Buddhists are at pains to undercut precisely that view of Buddhism. However, I do concede that including Western Engaged Buddhists in her analysis would have complicated her task enormously.King's concerns about the relationship between Engaged Buddhist thinking and Western thinking have more to do with refuting the claim made by "traditional" Buddhists, both Asian and Western, that the Engaged Buddhist movement is merely the product of Western influences and, therefore, not truly Buddhist. She refutes this claim by demonstrating that the most influential Asian Engaged Buddhist leaders are intelligent, well-educated people who are unlikely to meekly adopt foreign ideas. Cogently, she argues that Western influences on Engaged Buddhism do not make Engaged Buddhism "the product of Western influences" and that the claim that Engaged Buddhism is the result of Western cultural imperialism denies what it is trying to protect: "the subjectivity and agency of the Engaged Buddhist leaders themselves" (p. 3). She demonstrates that Asian Engaged Buddhist leaders are selective about which Western concepts they include in their discussions of social ethics and that their thinking about social ethics has deep consonance with utterly basic Buddhist concerns, such as interdependence, the Four Noble Truths, anatman (lack of independent abiding self), the enlightenability of human beings, the importance of compassion, the importance of varied self-transformative practices, and nonviolence.Before delving into Engaged Buddhism's major concerns in depth, King provides a lengthy chapter in which she outlines Engaged Buddhist ethical theory. She does not claim that Engaged Buddhists have worked out a systematic ethical philosophy, but rather that certain ideas and claims underlie their recommendations and actions, although not all of them are used by every Engaged Buddhist or in every situation. They are also especially timely and important, given how much goddesses and the divine feminine have been [End Page 175] overlooked and ignored by those involved in Buddhist-Christian interchange and comparative studies as well as by serious scholars of both traditions.These books will function mainly as goldmines of information about goddesses in Buddhist and Western religions rather than as theoretical and theological analyses about what is at stake in the presence or absence of goddesses and imagery of the divine feminine in either tradition. As is well known, imagery of the divine feminine is longstanding and of considerable importance in Buddhist traditions, even though it was not part of the earliest layers of Buddhist traditions, whereas the divine feminine is largely absent in more recent Western traditions, even though it was common in the ancient Near East. Thus, these two traditions are mirror images of each other’s historical development concerning the divine feminine. It would be fascinating to explore this difference between the traditions. Because neither book is comparative in any way, such questions are not entertained in these books, but at least both books provide a great deal of information that others may use in future explorations of such similarities and differences between the traditions.Most of Miranda Shaw’s analytical comments are found in her brief, thirteen-page introduction. The rest of the book is mainly descriptive. Most of this discussion concerns her choice of the term “goddess” to refer to the many nonhuman, divine females found in Buddhist art and literature. She notes that, while mention of Goddesses is widespread and long-term in works on Buddhist art and history, Buddhist studies in general has not paid much attention to goddesses, and the same basic information has been repeated over and over, with few advances in interpreting and understanding these figures. I would agree with this assessment. She also notes, correctly, that Buddhist goddesses have received scant attention in the recent spate of Western scholarly investigations of goddesses and the divine feminine. Nevertheless, as Shaw points out, various kinds of divine females occupy every niche of the divine hierarchy in Indian and Buddhist cosmology. Indeed, it would be impossible to look at any book about Indian Buddhist art without noticing many voluptuous, highly attractive female figures as well as some more fearsome figures.Shaw justifies her use of the term “goddess” by noting that this is the literal translation of the term routinely used for female divine figures in Indian Buddhist sources. This justification is pointed at several other scholars who have written about Buddhist “goddesses” from a Buddhist point of view but who have avoided the term “goddess” for various reasons, but mainly because of the complexity and explosiveness of that term in Western contexts. The term has also been avoided by Western Buddhist scholars because of possible misunderstandings or confusion that could be caused by the use of such a theistic term in the context of non-theistic Buddhism. Nevertheless, Shaw is correct that the common translation of the terms used in Buddhist texts would be “goddess.” In her discussion of the term “goddess,” Shaw also justifies this English terminology by arguing that the “deities,” especially of Vajrayana Buddhism, are not merely symbols created by human beings or projections of human experiences but have another, transhuman reality. The metaphysics of “deities” or “goddesses” in Buddhism is, however, an extremely complex and subtle matter that cannot be adequately discussed in the few pages Shaw devotes to this issue. Bayesians take “definite” or “single-case” probabilities to be basic. Definite probabilities attach to closed formulas or propositions. We write them here using small caps: PROB(P) and PROB(P/Q). Most objective probability theories begin instead with “indefinite” or “general” probabilities (sometimes called “statistical probabilities”). Indefinite probabilities attach to open formulas or propositions. We write indefinite probabilities using lower case “prob” and free variables: prob(Bx/Ax). The indefinite probability of an A being a B is not about any particular A, but rather about the (...) property of being an A. In this respect, its logical form is the same as that of relative frequencies. For instance, we might talk about the probability of a human baby being female. That probability is about human babies in general — not about individuals. If we examine a baby and determine conclusively that she is female, then the definite probability of her being female is 1, but that does not alter the indefinite probability of human babies in general being female. Most objective approaches to probability tie probabilities to relative frequencies in some way, and the resulting probabilities have the same logical form as the relative frequencies. That is, they are indefinite probabilities. The simplest theories identify indefinite probabilities with relative frequencies.3 It is often objected that such “finite frequency theories” are inadequate because our probability judgments often diverge from relative frequencies. For example, we can talk about a coin being fair (and so the indefinite probability of a flip landing heads is 0.5) even when it is flipped only once and then destroyed (in which case the relative frequency is either 1 or 0). Modern utilitarianism has its roots in the eighteenth century, its philosophical blossom in the works of Bentham and the Mills, and its practical fruit in the works of nineteenth‐century radical legal and political utilitarian reformers. Utilitarians held that pleasure, and hence too happiness, are sensations. Human beings are in effect mere pleasure or happiness receptacles or desire‐satisfying mechanisms. The idea of a science of happiness appealed to some economists and social theorists who rightly felt increasingly ill at ease about measuring (...) national welfare and progress in terms of growth in gross national product. The goal of profit maximization dominated economic science. One stimulus for the development of a putative science of happiness was dissatisfaction with economists’ attempts to evaluate the success of an economic system and the progress of a society by measuring gross national product. Gareth Evans's two articles on the syntax and semantics of pronouns unfortunately seem to have been written far more with the desire of showing Peter Geach to have been wrong all along the line than in an endeavour to formulate, clearly and coherently, a comprehensive theory of his own. Some scattered passages of constructive theorizing there are, and in the latter part of this note I shall have something to say about them; but the controversial motive prevails.It would be wearisome (...) for me, and unrewarding for readers, if I were to work through Evans's arguments against me in detail: his misrepresentations of me are frequent and gross, and exposure of them in detail, together with restatement of the arguments misrepresented, would take up many more pages than the articles themselves. I here document just two of the more flagrant examples; with this warning before their eyes, readers may be disposed not to believe Evans's account of my works without checking for themselves. The Upanishads reveal that in the beginning, nothing existed: “This was but non-existence in the beginning. That became existence. That became ready to be manifest”. (Chandogya Upanishad 3.15.1) The creation began from this state of non-existence or nonduality, a state comparable to (0). One can add any number of zeros to (0), but there will be nothing except a big (0) because (0) is a neutral number. If we take (0) as Nirguna Brahman (God without any form and attributes), then (...) from where and how did the universe come into existence? -/- The neutral power (0) cannot produce anything without having an element of duality in it. Although Nirguna Brahman is neutral, it has a positive, negative, and neutral pole, constituting its Prakriti or nature. Prakriti has three latent Gunas (modes or qualities): Satva, Rajas, and Tamas. They are related to Gyana Shakti (the power of knowledge) Sankalpa Shakti (the power of ideation), and Kriya Shakti (the power of action). Science says that Atom is the basic element from which the universe evolved. The Atom has three nuclei- electron, pluton, and neutron. The Satva, Rajas, and Tamas in Indian spirituality are nothing but the mystical names for the nuclei of an atom. -/- According to Bhagavata Purana, Prakriti is also constituted of the elements of Time, Karma (action/destiny) and Swabhava (innate nature). Time disturbs the equilibrium of Gunas. From the aspect of Karma is produced an entity called Mahat, in the form of intelligence. Mahat is dominated by Satva and Rajas. From Mahat manifests the next evolute dominated by Tamas with three predominant qualities – Dravya (substance), Kriya (action), as well as intelligence. It forms to become the Ego principle (Ahamkara). -/- Ahamkara has three modes – Satvic, Rajasic and Tamasic. Satvic is Jnana oriented, Rajasic action-oriented and Tamasic Dravya (substance) oriented. From the Tamasic Ahankara, five gross elements are produced (ether, air, fire, water, and earth - Akash, Vayu, Agni, Jal and Prithvi). From the Satvic Ahamkara, guardian deities (the sun and moon, deities of sense organs, and organs of action) and from Rajasic Ahamkara, ten senses (Indriyas), five senses of perception, five organs of action, the faculties of intellect and Prana (life breath) are produced. -/- Bhagavata says that since these energies, elements, and faculties remained disassociated, they were combined to form a Cosmic Egg. The egg floats in the primal waters for a thousand years. Then God enters this Cosmic Egg and manifests himself as the Cosmic Purusha. He is the first nucleus, the God particle equivalent to the number (1) which is the embodiment of everything in the universe. The concept of creation and dissolution in Hinduism can be compared to the waves in an ocean that appear and disappear incessantly. The Manvantaras are such successive episodes of creation emerging from the Cosmic Person, the Manu who is embodied God-Consciousness, God himself. These episodes of creation are measured in Hinduism in terms of Manvantaras, the epochs of Manus. -/- Manu is the ‘First-Born’ (1) of God, the Cosmic Purusha from whom the world has originated. This Cosmic Person (Purusha) has been described as having fourteen biospheres (heavens) that are inhabited by various life forms in the order of evolution of consciousness. If we begin from the human biosphere (Bhuloka), there are ten astral biospheres that a man must transcend to attain liberation or Mukti from the cycle of births and deaths. -/- The number (1) produces the primary numbers up to (9) through the transmutation of the creational energies and qualities. The process can be related to the descent and cyclical evolution of (1) through ten spiritual stages, finally merging with the nondual (0). The number (10) marks the merger of (1) with (0). The Hindu worldview is that all life forms in an episode of creation must evolve to become one with the non-dual state (0) to attain liberation from the cycle of births and deaths in a cyclical process. -/- . The diverse essays in Joseph Cropsey’s Political Philosophy and the Issues of Politics are unified by their common theme, the complex relationship between thought and politics. The book’s organization reflects its theme, moving from politics to thought. The essays of the first three sections of the book reformulate the way we view ourselves and the political-moral issues confronting us, at the same time that they strengthen our moral resources in the face of our regime’s tendency to weaken them. For example, (...) Cropsey counters the gross hedonism implied in the desire to overcome alienation when he recommends that justice replace alienation as a dominant term in political discourse. Although our regime was originally organized to function without relying on virtue to produce public advantage, Cropsey includes moral virtue, along with legality and raison d’etat, in the elements upon which statesmanship draws. The third section of the book culminates in a critique of the acquisitive egoism of capitalism from the perspective of magnanimity rather than from that of brotherly love. The former perspective favors "the moral fortitude of the individual [and] the community". Cropsey asks, however, "[i]s it possible for a nation simply to adopt the moral principle of its choice?" or do its laws and customs, its defining documents, not imply a morality? Cropsey’s most extensive treatment of the relationship between what constitutes a nation and its capacity for growth through the activity of thought is found in his introductory essay on the American regime. There he shows how a people’s national identity is modified by clarifications and interpretations of a nation’s constitutive documents. The power of thought, however, is not without limit, for the original constitution acts upon its critiques so as to assimilate them to its own moral tendencies. (shrink)

The construction industry consistently ranks amongst the highest contributors to global gross domestic product, as well as, amongst the most corrupt. Corruption therefore inflicts significant risk on construction activities, and overall economic development. These facts are widely known, but the various sources and nature of corruption risks endemic to the Iranian construction industry, along with the degree to which such risks manifest, and the strength of their impact, remain undescribed. To address the gap, a mixed methods approach is used; with (...) a questionnaire, 103 responses were received, and these were followed up with semi-structured interviews. Results were processed using social network analysis. Four major corruption risks were identified: procedural violations in awarding contracts, misuse of contractual arrangements, neglect of project management principles, and, irrational decision making. While corruption risks in Iran align with those found in other countries, with funds being misappropriated for financial gain, Iran also shows a strong inclination to champion projects that serve the government’s political agenda. Root cause identification of corruption risks, namely, the noticeable impact of authoritarianism on project selection in Iran, over criterion of economic benefit or social good, is a significant outcome of this study. In this article, we discuss a hypothesis to explain the preferential synthesis of the superoxide sensitive form of aconitase in mitochondria and the phenotype observed in manganese superoxide dismutase mutant mice, which show a gross over accumulation of stored fat in liver. The model proposes that intermediary metabolism is redox regulated by mitochondrial superoxide generated during mitochondrial respiration. This regulates the level of reducing equivalents (NADH) entering the electron transport chain (ETC) through the reversible inactivation of mitochondrial aconitase. This control (...) mechanism has a dual function; firstly, it regulates levels of superoxide generated by the ETC and, secondly, it fine‐tunes metabolism by channeling citrate either for the production of NADH for energy metabolism or diverting it for the synthesis of fats. A combination of cytogenetic and molecular analyses has shown that several different transposable elements are involved in the restructuring of Drosophila chromosomes. Two kinds of elements, P and hobo, are especially prone to induce chromosome rearrangements. The mechanistic details of this process are unclear, but, at least some of the time, it seems to involve ectopic recombination between elements inserted at different chromosomal sites; the available data suggest that these ectopic recombination events are much more likely to occure between elements (...) in the same chromosome than between elements in different chromosomes. Other Drosophila transposons also appear to mediate chromosome restructuring by ectopic recombination; these include the retrotransposons BEL, roo, Docand I and the foldback element FB. In addition, two retrotransposons, HeT‐A and TART, have been found to be associated specifically with the ends of Drosophila chromosomes. Very limited data indicate that transposon‐mediated chromosome restructuring is occurring in natural populations of Drosophila. This suggests that transposable elements may help to shape the structure of the Drosophila genome and implies that they may have a similar role in other organisms. (shrink)

The moral vision elaborated over a century of official Catholic documents on social and political issues has proven attractive to a wide variety of scholars, providing a point of reference for interdisciplinary conversation. By bringing that vision into conversation with their respective disciplines, such scholars have gone a long way toward addressing one of the most common complaints about Catholic social teaching: that its proposals are too general and abstract. Two recent books, both working at the intersection of theology and economics, are a case in point.The Moral Dynamics of Economic Life, edited by Daniel Finn, synthesizes a conversation held in Rome in 2010 under the aegis of the Institute of Advanced Catholic Studies and the Pontifical Council for Justice and Peace. Theologians, philosophers, public policy experts, lawyers, businesspeople, and Church leaders gathered to discuss the significance of Benedict XVI’s social encyclical, Caritas in veritate, for the US context. Rather than simply reprinting the papers they discussed, the participants’ contributions were split up and reorganized along thematic lines. There are eleven chapters—on topics like reciprocity, development, and polarization in US political discourse—each composed of a series of two- to four-page essays from different scholars. It is a creative and surprisingly effective structure. No single argument is developed at any length, of course. But the essays, punchy and provocative, accomplish far more than one would think possible in so short a space. Taken together, they define the contours of a much richer conversation than a series of independent papers could have done. [End Page 205]James Bailey’s Rethinking Poverty provides a more sustained argument. Working within the moral framework provided by Catholic social teaching, Bailey argues that US public policy regarding poverty needs to focus less on income relief and more on asset ownership and development. He lays out his basic case for the “asset paradigm” in chapter 1. In the current system, asset-building assistance is provided almost exclusively to the nonpoor rather than to the poor since it is mediated primarily through the federal income tax—which the poor do not pay. Income assistance to the poor, though crucial in the short term, does nothing to address the root causes of endemic poverty in the United States. In fact, the regressive structure of asset-building assistance has itself played an important role in perpetuating and exacerbating the wealth gap in this country. In the next two chapters, Bailey lays out two complementary moral frameworks that support a policy shift toward an asset paradigm: Catholic social teaching and the “capabilities approach” developed by Martha Nussbaum and Amartya Sen. In the fourth chapter, Bailey surveys the history of racialized asset discrimination in US policy, demonstrating that the denial of asset-based assistance has been instrumental in creating enduring wealth disparities between white and black communities. In the fifth chapter, Bailey concludes by suggesting that an older, neglected American policy tradition did privilege an assets-based approach to poverty relief, and that tradition continues to be a viable option.Both books succeed, in my judgment, in rendering the principles and priorities of Catholic social teaching more concrete. Bailey’s main goal, obviously, is to recommend a specific policy orientation, and Moral Dynamics is full of practical suggestions: we should encourage conversations between theology and business schools at Catholic universities (89, 135); we should give more attention to empirical measures of well-being and development beyond narrowly economic ones like the gross domestic product (92–98); we should work to redefine the standard of “reasonableness” in the common... p. 13: But if Mayr himself was an unconscious 'physicalist', why did he argue so forcefully against the machine theory of life? In part his dissatisfaction with this approach can be explained as a residue of earlier experiences. When he started to argue for the autonomy of biology in the early 1960s, the unique, emergent characteristics of organisms were ignored by the philosophy of science which was dominated by physics (Greene 1994; Hull 1994). In this situation Mayr not only criticised (...) this particular neglect as reductionism, but questioned the usefulness of the physicalist approach for biology in general. In recent decades this situation has clearly changed and this was also due to Mayr's relentless fight for the recognition of the unique aspects of biology. Nevertheless he stuck to his broad rejection and ignored developments toward a more sophisticated view (cf. Emmeche, Koppe and Stjernfelt 1997). But there is probably more to it. His second motivation is an emotional aversion against connotations and implications of the word 'machine'. The view that organisms-including humans!-are 'survival machines', 'robot vehicles' programmed to preserve their genes conveys a deterministic and mechanistic view that is perceived by many persons as a gross 'narcissistic insult' (Freud 1917, pp. 6, 7). Background Previous analyses of democracy and population health have focused on broad measures, such as life expectancy at birth and child and infant mortality, and have shown some contradictory results. We used a panel of data spanning 170 countries to assess the association between democracy and cause-specific mortality and explore the pathways connecting democratic rule to health gains. -/- Methods We extracted cause-specific mortality and HIV-free life expectancy estimates from the Global Burden of Diseases, Injuries, and Risk Factors Study 2016 (...) and information on regime type from the Varieties of Democracy project. These data cover 170 countries and 46 years. From the Financing Global Health database, we extracted gross domestic product (GDP) per capita, also covering 46 years, and Development Assistance for Health estimates starting from 1990 and domestic health spending estimates starting from 1995. We used a diverse set of empirical methods—synthetic control, within-country variance decomposition, structural equation models, and fixed-effects regression—which together provide a robust analysis of the association between democratisation and population health. -/- Findings HIV-free life expectancy at age 15 years improved significantly during the study period (1970–2015) in countries after they transitioned to democracy, on average by 3% after 10 years. Democratic experience explains 22·27% of the variance in mortality within a country from cardiovascular diseases, 16·53% for tuberculosis, and 17·78% for transport injuries, and a smaller percentage for other diseases included in the study. For cardiovascular diseases, transport injuries, cancers, cirrhosis, and other non-communicable diseases, democratic experience explains more of the variation in mortality than GDP. Over the past 20 years, the average country's increase in democratic experience had direct and indirect effects on reducing mortality from cardiovascular disease (−9·64%, 95% CI −6·38 to −12·90), other non-communicable diseases (−9·14%, −4·26 to −14·02), and tuberculosis (−8·93%, −2·08 to −15·77). Increases in a country's democratic experience were not correlated with GDP per capita between 1995 and 2015 (ρ=–0·1036; p=0·1826), but were correlated with declines in mortality from cardiovascular disease (ρ=–0·3873; p<0·0001) and increases in government health spending (ρ=0·4002; p<0·0001). Removal of free and fair elections from the democratic experience variable resulted in loss of association with age-standardised mortality from non-communicable diseases and injuries. -/- Interpretation When enforced by free and fair elections, democracies are more likely than autocracies to lead to health gains for causes of mortality (eg, cardiovascular diseases and transport injuries) that have not been heavily targeted by foreign aid and require health-care delivery infrastructure. International health agencies and donors might increasingly need to consider the implications of regime type in their efforts to maximise health gains, particularly in the context of ageing populations and the growing burden of non-communicable diseases. The arbitrarily-settled line some twenty years ago between the rich and the poor or, as called at that time, the “underdeveloped”, was based at the level of 1000 U. S. dollars per capita. The expression was badly (...) accepted by those it described, because development confers a dignity which cannot be refused to anybody. That is why the following euphemism appeared: “developing countries”, as promising as it is little compromising. Later on, this exclusively economical criterion was moderated by several additives, linked to social structure, to the rate of elimination of illiteracy, and even to cultural factors. (shrink)
