Although artificial intelligence has been given an unprecedented amount of attention in both the public and academic domains in the last few years, its convergence with other transformative technologies like cloud computing, robotics, and augmented/virtual reality is predicted to exacerbate its impacts on society. The adoption and integration of these technologies within industry and manufacturing spaces is a fundamental part of what is called Industry 4.0, or the Fourth Industrial Revolution. The impacts of this paradigm shift on the human operators (...) who continue to work alongside and symbiotically with these technologies in the industry bring with it novel ethical issues. Therefore, how to design these technologies for human values becomes the critical area of intervention. This paper takes up the case study of robotic AI-based assistance systems to explore the potential value implications that emerge due to current design practices and use. The design methodology known as Value Sensitive Design (VSD) is proposed as a sufficient starting point for designing these technologies for human values to address these issues. (shrink)

This book presents views of the concept of intention and its relationship to communication from three perspectives: philosphy, linguistics, and artificial intelligence. The book is a record of a workshop held in 1987.

It is now widely accepted as an ideal that democracy should be as deliberative as possible. Democracy should not involve a tussle between different interest groups or lobbies in which the numbers matter more than the arguments. And it should not be a system in which the only arguments that matter are those that voters conduct in an attempt to determine where their private or sectional advantage lies. Democracy, it is said, should promote public deliberation among citizens and authorities as (...) to what does best for the society as a whole and should elicit decision-making on that basis. But the ideal of deliberative democracy has two components—the deliberative and the democratic—and often they pull apart. In this paper I look in the first section at a series of problems that arise on the deliberative front, arguing that their resolution requires various degrees of depoliticization. And then I ask in the second whether the depoliticizing responses that those problems require are antithetical to the ideal of democracy. I argue that they are not in tension with the ideal, if that ideal is cast in the relatively revisionary, two-dimensional form that I favour. (shrink)

When we are faced with a choice among acts, but are uncertain about the true state of the world, we may be uncertain about the acts’ “choiceworthiness”. Decision theories guide our choice by making normative claims about how we should respond to this uncertainty. If we are unsure which decision theory is correct, however, we may remain unsure of what we ought to do. Given this decision-theoretic uncertainty, meta-theories attempt to resolve the conflicts between our decision theories...but we may be (...) unsure which meta-theory is correct as well. This reasoning can launch a regress of ever-higher-order uncertainty, which may leave one forever uncertain about what one ought to do. There is, fortunately, a class of circumstances under which this regress is not a problem. If one holds a cardinal understanding of subjective choiceworthiness, and accepts certain other criteria, one’s hierarchy of metanormative uncertainty ultimately converges to precise definitions of “subjective choiceworthiness” for any finite set of acts. If one allows the metanormative regress to extend to the transfinite ordinals, the convergence criteria can be weakened further. Finally, the structure of these results applies straightforwardly not just to decision-theoretic uncertainty, but also to other varieties of normative uncertainty, such as moral uncertainty. I explore several issues raised in John Martin Fischer’s Our Fate: Essays on God and Free Will. First I discuss whether an approach to the problem of freedom and foreknowledge that appeals directly to the claim that God’s beliefs depend on the future is importantly different from Ockhamism. I suggest that this dependence approach has advantages over Ockhamism. I also argue that this approach gives us good reason to reject the claim that the past is fixed. Finally, I discuss Fischer’s (...) proposal regarding God’s knowledge of future contingents. I suggest that it may be able to secure comprehensive foreknowledge. (shrink)

I argue that moral dialogue concerning an agent’s standing to blame facilitates moral understanding about the purported wrongdoing that her blame targets. Challenges to a blamer’s standing serve a communicative function: they initiate dialogue or reflection meant to align the moral understanding of the blamer and challenger. On standard accounts of standing to blame, challenges to standing facilitate shared moral understanding about the blamer herself: it matters per se whether the blamer has a stake in the purported wrongdoing at issue, (...) is blaming hypocritically, or is complicit in the wrongdoing at issue. In contrast, I argue that three widely recognized conditions on standing to blame—the business, non-hypocrisy, and non-complicity conditions—serve as epistemically tractable proxies through which we evaluate the accuracy and proportionality of blame. Standing matters because, and to the extent that, it indirectly informs our understanding of the purported wrongdoing that an act of blaming targets. (shrink)

Militant modern atheism, whose most eloquent champion is Richard Dawkins, provides an effective and necessary critique of fundamentalist forms of religion and their role in political life, both within states and across national boundaries. Because it is also presented as a more general attack on religion (tout court), it has provoked a severe reaction from scholars who regard its conception of religion as shallow and narrow. My aim is to examine this debate, identifying insights and oversights on both sides.Two distinct (...) conceptions of religion are in play. For Dawkins and his allies (most notably Dan Dennett) religions are grounded in doctrines, propositions about supernatural entities, events and processes which the devout believe. Their beliefs prompt them to actions, which they support or rationalize by reference to the doctrines. Dawkins and Dennett view the acceptance of the doctrines as resting on cognitive misfiring — these are delusions to be outgrown or spells to be broken.By contrast, the religious scholars who criticize the militant atheists often view religion as centered in social practices that inform and enrich human lives. To the extent that there are doctrines that atheists might subject to epistemic evaluation, these are to be viewed as pieces of scaffolding, that are, in principle, dispensable.I argue that militant modern atheism is incomplete (and likely counter-productive) so long as it fails to attend systematically to the roles religion fulfills in human lives. Yet it is important to achieve public clarity about the literal falsehood of the doctrines on which fundamentalists rely. The challenge is to develop a well-articulated and convincing version of secular humanism. Meeting that challenge is, I claim, one of the central problems of philosophy today. (shrink)

In this article, we first review the development of clinical ethics in pediatrics in the United States. We report that, over the last 40 years, most children’s hospitals have ethics committees but that those committees are rarely consulted. We speculate that the reasons for the paucity of ethics consults might be because ethical dilemmas are aired in other venues. The role of the ethics consultant, then, might be to shape the institutional climate and create safe spaces for the discussion of (...) difficult and sometimes contentious issues. Finally, we report how pediatric clinical ethics has evolved differently in a number of other countries around the world. (shrink)

The reform process of the CAP is increasingly open to actors that apply different frames. Recent research reveals the consistent use of five frames during CAP reform processes: the policy mechanism frame, the farmers’ economic frame, the societal concerns frame, the budgetary frame, and the foreign trade frame. Our qualitative content analysis of 1,155 newspaper articles from Austria’s largest agricultural newspaper published between 01/10/2010 and 31/01/2015 confirms that these five frames are also used in national CAP reporting and consist of (...) subframes. The European Commission (EC), the European Parliament, and the Council of the European Union, which are involved in the CAP legislative process, mainly use the policy mechanism frame. The farmers’ economic frame and the policy mechanism frame are applied throughout the reform process. The societal concerns frame is gradually used over time, while the foreign trade frame is limited to specific events. The budgetary frame increasingly refers to public money for public goods, which indicates that the EC and other actors put efforts into legitimising the CAP. The results emphasise that both, agricultural and environmental actors use agricultural media to generate support for or condemnation of agricultural policy and thereby affect political agenda-setting. This paper examines the interplay between hope and despair in David Walker's "Appeal to the Coloured Citizens of the World" (1829). I argue that, in his pamphlet, Walker mobilizes despair about the depth and seeming insurmountability of white supremacy to catalyze collective political agency and thereby emancipatory hope among Black Americans. This emancipatory potential of despair is grounded a distinction between the content of despair (a belief in the insurmountability of white supremacy) and its form as a political judgment made (...) in concert with others. Walker uses the form of despair as political judgment to effect a transformation in the political affect of Black Americans from a shared sense that there is nothing to be done to to a collective sense of a 'we' that can act to change the world. The concept of white ignorance refers to phenomena of not-knowing that are produced by and reinforce systems of white supremacist domination and exploitation. I distinguish two varieties of white ignorance, belief-based white ignorance and practice-based white ignorance. Belief-based white ignorance consists in an information deficit about systems of racist oppression. Practice-based white ignorance consists in unresponsiveness to the political agency of persons and groups subject to racist oppression. Drawing on the antebellum political thought of Black abolitionists Frederick Douglass and Harriet (...) Jacobs, I contend that an anti-racist politics that conceives of its epistemic task in terms of combating practice-based white ignorance offers a more promising frame for liberatory struggle. A focus on practice-based white ignorance calls for a distinctive form of humility that involves recognition of the limits of one’s own political agency in relation to others, which is integral to democratic relations between free, equal, yet mutually dependent persons. It has often been emphasised that psychiatry is still an ‘expertise’ and has not yet reached the status of a science. Science calls for systematic, conceptual thinking which can be communicated to others. Only in so far as psychopathology does this can it claim to be regarded as a science. What in psychiatry is just expertise and art can never be accurately formulated and can at best be mutually sensed by another colleague. It is therefore hardly a matter for textbooks (...) and we should not expect to find it there. This quotation indicates that Jaspers was immersed in a major debate in nineteenth century philosophy of science: the Methodenstreit. His dismissive comments about the ‘art’ of psychiatry set the .. Background The European Union aims to optimize patient protection and efficiency of health-care research by harmonizing procedures across Member States. Nonetheless, further improvements are required to increase multicenter research efficiency. We investigated IRB procedures in a large prospective European multicenter study on traumatic brain injury, aiming to inform and stimulate initiatives to improve efficiency. Methods We reviewed relevant documents regarding IRB submission and IRB approval from European neurotrauma centers participating in the Collaborative European NeuroTrauma Effectiveness Research in Traumatic Brain Injury. (...) Documents included detailed information on IRB procedures and the duration from IRB submission until approval. They were translated and analyzed to determine the level of harmonization of IRB procedures within Europe. Results From 18 countries, 66 centers provided the requested documents. The primary IRB review was conducted centrally or locally and primary IRB approval was obtained after one, two or three review rounds with a median duration of respectively 50 and 98 days until primary IRB approval. Additional IRB approval was required in 55% of countries and could increase duration to 535 days. Total duration from submission until required IRB approval was obtained was 114 days and appeared to be shorter after submission to local IRBs compared to central IRBs. Conclusion We found variation in IRB procedures between and within European countries. There were differences in submission and approval requirements, number of review rounds and total duration. Research collaborations could benefit from the implementation of more uniform legislation and regulation while acknowledging local cultural habits and moral values between countries. (shrink)

In 2001, the algebraico-tree-theoretic simplicity hierarchical structure of J. H. Conway’s ordered field${\mathbf {No}}$of surreal numbers was brought to the fore by the first author and employed to provide necessary and sufficient conditions for an ordered field (ordered$K$-vector space) to be isomorphic to an initial subfield ($K$-subspace) of${\mathbf {No}}$, i.e. a subfield ($K$-subspace) of${\mathbf {No}}$that is an initial subtree of${\mathbf {No}}$. In this sequel, analogous results are established forordered exponential fields, making use of a slight generalization of Schmeling’s conception of (...) atransseries field. It is further shown that a wide range of ordered exponential fields are isomorphic to initial exponential subfields of$({\mathbf {No}}, \exp )$. These include all models of$T({\mathbb R}_W, e^x)$, where${\mathbb R}_W$is the reals expanded by aconvergent Weierstrass system W. Of these, those we calltrigonometric-exponential fieldsare given particular attention. It is shown that the exponential functions on the initial trigonometric-exponential subfields of${\mathbf {No}}$, which includes${\mathbf {No}}$itself, extend tocanonicalexponential functions on theirsurcomplexcounterparts. In the debate between simple inference heuristics and complex decision mechanisms, we take a position squarely in the middle. A decision making process that extends to both naturalistic and novel settings should extend beyond the confines of this debate; both simple heuristics and complex mechanisms are cognitive skills adapted to and appropriate for some circumstances but not for others. Rather than ask `Which skill is better?'' it is often more important to ask `When is a skill justified?'' The selection and (...) application of an appropriate cognitive skill for a particular problem has both costs and benefits, and therefore requires the resolution of a tradeoff. In revisiting satisficing, we observe that the essence of satisficing is tradeoff. Unlike heuristics, which derive their justification from empirical phenomena, and unlike optimal solutions, which derive their justification by an evaluation of alternatives, satisficing decision-making derives its justification by an evaluation of consequences. We formulate and present a satisficing decision paradigm that has its motivation in Herbert Simon''s work on bounded rationality. We characterize satisficing using a cost–benefit tradeoff, and generate a decision rule applicable to both designing intelligent machines as well as describing human behavior. (shrink)

Epigenetic research has brought several important technological achievements, including identifying epigenetic clocks and signatures, and developing epigenetic editing. The potential military applications of such technologies we discuss are stratifying soldiers’ health, exposure to trauma using epigenetic testing, information about biological clocks, confirming child soldiers’ minor status using epigenetic clocks, and inducing epigenetic modifications in soldiers. These uses could become a reality. This article presents a comprehensive literature review, and analysis by interdisciplinary experts of the scientific, legal, ethical, and societal issues (...) surrounding epigenetics and the military. Notwithstanding the potential benefit from these applications, our findings indicate that the current lack of scientific validation for epigenetic technologies suggests a careful scientific review and the establishment of a robust governance framework before consideration for use in the military. In this article, we highlight general concerns about the application of epigenetic technologies in the military context, especially discrimination and data privacy issues if soldiers are used as research subjects. We also highlight the potential of epigenetic clocks to support child soldiers’ rights and ethical questions about using epigenetic engineering for soldiers’ enhancement and conclude with considerations for an ethical framework for epigenetic applications in the military, defense, and security contexts. The consensus among philosophers is that indirect control is the only plausible type of control that individuals can exercise over implicit bias. By contrast, direct control over implicit bias is dismissed as implausible. It is dismissed on two grounds. First, direct control is susceptible to the rebound effect. Second, the nature of implicit bias belies direct control. This paper grates against the prevailing philosophical consensus by defending direct control against its dismissal. Accordingly, I argue that the rebound effect is not (...) a knock-down-drag-out phenomenon against direct control. I further argue that philosophers have an unnuanced view of the rebound effect and represent it in ways that betray inaccuracies. I argue that this opens up some space to develop a moderate view of direct control over implicit bias. The view I develop is rooted in dual-system theory and the findings of experimental social psychology and neuroscience. Taken together, the evidence suggests two things: (1) the nature of implicit bias does not always belie direct control, and (2) that a moderate type of direct control over implicit bias is plausible. I end with a caution against treating indirect control as the standard-bearer for control over implicit bias. Indirect control is secured by undertaking control-based intervention techniques. But evidence suggests that the effects of these techniques fade over time. I do not suggest, however, that indirect control be jettisoned. Instead, I propose that it be used as a strategy along with moderate direct control such that no ameliorative avenue is foreclosed. (shrink)

Gustav Bergmann was, arguably, the greatest ontologist of the twentieth century in pursuing the fundamental questions of first philosophy as deeply as any philosopher of any time. In 2006 and 2007, international conferences devoted solely to Bergmann's work were held at the University of Iowa in the USA, Université de Provence in France, and Università degli Studi Roma Tre in Italy. The papers in this volume were presented at the first of these conferences, in Iowa City, where Bergmann taught for (...) nearly four decades after escaping from Europe, following the dissolution of the Vienna Circle of which he had been the youngest member. Long known solely as fascism’s precursor, Joseph de Maistre re-emerges in this volume as a versatile thinker with a colossally diverse posterity whose continuing relevance in Europe is ensured by his theorization of the encounter between tradition and modernity.

We anticipate a further decline of patients who eventually will become brain dead. The intensive care unit (ICU) is considered a last resort for patients with severe and multiple organ dysfunction. Patients with primary central nervous system failure constitute the largest group of patients in which life-sustaining treatment is withdrawn. Almost all these patients are unconscious at the moment physicians decide to withhold and withdraw life-sustaining measures. Sometimes, however competent ICU patients state that they do not want to live anymore (...) because of the severity of their illness or the poor prognosis and ask for withdrawal of life-sustaining measures like mechanical ventilation. Do we consider the unconscious patient as potential organ donor before withdrawal of mechanical ventilation? This is paradoxically rare in the case of the conscious ICU patient. Is it practically possible and ethically feasible to obtain consent for organ donation from this group of patients? (shrink)
