The exercise of power has radically changed in the modern era and is creating new challenges for democracy and democratic policy-making. Michel Foucault has introduced a whole new vocabulary to the understanding of governance which is critical to conceptualizing both the changing nature of power and its implications for democracy. Foucault articulates three fundamental ways in which the state has sought to maintain control of, act upon and maximize its capabilities through those under its charge: sovereign, discipline and security power. While the history of sovereign power has been well established and a plethora of literature has emerged articulating the various disciplinary mechanisms which have evolved over the recent past, the field of security power has been relatively understudied and is fruitful ground for exploration. This article seeks to explore the concept of security power as articulated by Foucault in his work Security, Territory, Population and articulate two major failures endemic to the operation of security power where theory fails practice. This work not only highlights the evolving nature of power but also the fundamental threat that security power poses for democratic policy-making and principles of governance. (shrink)

Evolving as Foucault’s third modulation of power, security power marks a radical departure from previous eras of sovereign and disciplinary power. Dramatically decentering the individual, altering the means by which government acts and shifting from a static to a dynamic conception of temporal activity, an understanding of Foucauldian security power provides a number of critical insights into modern governance. This paper seeks to explain and analyze Foucault’s conceptualization of security power as the new language of governance and apply it in (...) relation to the pervasive phenomena of government attempts to control fertility. Using the cases of inter-war France and post-colonial India, the theorization of security power will be grounded in the realities of natalist policy demonstrating the universality of the exercise of security power and its applicability to numerous contexts and settings. The concretization of theory in case study not only illuminates the workings of a new model of power but highlights the difficulty of resisting this novel type of government control. Understanding power to understand modes of resistance is central to the Foucauldian method, and drawing from Foucault’s newly translated lectures, this paper will bring to light a fascinating mode of analysis which helps illuminate the evolving nature of power and control in the modern era. Adaptive Planning is an approach to planning in the commonsense domain. An adaptive planner takes advantage of the habitual nature of many of the planning situations for which it plans by bosing its activities on a memory of pre‐stored plans. A critical issue, and the subject of this paper, is the question of flexibility: How does an adaptive planner refit an old plan in order to meet the demands of some new planning situation? An adaptive planner refits prestored plans by (...) constructing an interpretation of the situation in which it is engaged. Key elements in the theory of adaptive planning are its treatment of specific plans and a notion of situation matching. Objective: The objective of this study was to evaluate the psychometric properties of the Chinese version of the decision regret scale. Methods: The data of 704 patients who completed the DRSc were used for the analyses. We evaluated the construct, convergent/discriminant, and known-group validity; internal consistency and test–retest reliability; and the item invariance of the DRSc. A receiver operating characteristic curve was employed to confirm the optimal cutoff point of the scale. Results: A confirmatory factor analysis indicated that a one-factor (...) model fits the data. The internal consistency and test–retest reliability [intraclass correlation coefficient = 0.71] of the DRSc were acceptable. The DRSc demonstrated unidimensionality and invariance for use across the sexes. It was confirmed that an optimal cutoff point of 25 could discriminate between patients with high and low decisional regret during clinical practice. Conclusion: The DRSc is a parsimonious instrument that can be used to measure the uncertainty inherent in medical decisions. It can be employed to provide knowledge, offer support, and elicit patient preferences in an attempt to promote shared decision-making. (shrink)

First, it attempts to tell us the personal stories of two individuals who were working at the highest level in a very abstract Weld, namely G.yH. Hardy (1877–1947) and Srinivasa Ramanujan (1887–1920) during their collaboration on pure mathematics between spring 1914 and spring 1919. Obviously the same problems would arise in trying to tell the personal story of Bertrand Russell’s supervision of Ludwig Wittgenstein in mathematical logic, which occurred at Cambridge University in the years just before the start of the Great War. It is a great challenge to try to tie personal dynamics and abstract thought into a single coherent narrative. There are implications for the philosophy of mathematics and the history and sociology of science. So, of course, we have to ask: how does author David Leavitt rise to this challenge? The second lecture was expanded into the remaining published lectures, all considering speciWc mathematical topics. plishment possible for an academic institution: its fellows and masters had managed to attract and then recognize the genius of Ramanujan and Wittgenstein and to admit them to advanced studies without any real academic credentials. Wheatley had been the chair of the Committee on Social Thought at the University of Chicago; so, he knew something about such matters, as he did about many things involving humans, human settlements, and their arrangement in the world. Incidentally, Wheatley himself appeared as a character, Battle, in Ravenstein, Saul Bellow’s roman à clef about Allan Bloom. So, to the extent that Cambridge University just before and during the Great War plays a role here, we want to learn as much as we can about the atmosphere of the place. The Indian Clerk is a historical novelz—zin this case naming actual names, elaborating what we know about real people and occasionally adding Wctional charactersz—zall centered on the extraordinary mathematical genius Ramanujan and his equally extraordinary importation from India to Cambridge. The story is told largely in the third person, by an omniscient narrator, but repeatedly we also have the inner voice of G.yH. Hardy: there are a number of chapters with the indication “New Lecture Hall, Harvard University”, dated 1936, in which Hardy speaks in the Wrst person. In these passages David Leavitt uses parts of the published lectures, along with G.yH. Hardy’s private thoughtsz—zas imagined by Leavittz—zabout this “one romantic incident in my life” and about other matters that still haunt him.2 The novel is thus in some sense more about G.yH. Hardy and his inner life than it is about Srinivasa Ramanujan. The triumph of the novel is its ability to reconstruct and convey in a lively manner the circumstances of the time, the look and smell of the place, the crosscurrents, dynamics, and dislocations of people during these years. Leavitt has woven together a great deal, from many diTerent realms: pre-war meetings of the Apostles, the high table, the pre-war mathematics tripos, the method of collaboration between Hardy and J.yE. This essay argues that the engagement with Greece and Rome after The Will to Knowledge allowed Foucault to bring clarity to his conception of limited freedom in complex societies. The Classical fulfilled this function paradoxically by being jarringly different from and integral to the discourses of modern sexuality. Foucault’s engagement with the Classical in The Use of Pleasure and The Care of the Selfcontinued his established method of uncovering the development of a discourse, or set of discourses, over time. He (...) thereby demonstrated the historical specificity of understandings of sexuality and the self. It follows that if the ancient self was a historical construct, then the modern self must also be such. But Foucault’s Classical engagement leads him to an innovative position in which the disciplinary dynamics of ancient self-knowledge offer a practical philosophy. Foucault’s Greek philosophy could have effects through two related mechanisms: the care of the self through askesis and the speaking of truth to power through parresia. Through the rigors of askesis, the self can be rendered an object of analysis and hence a critical position external to the self can be achieved. Externality allows the philosopher to exercise parresia since the constraints of society have been surpassed and consequently offers a prospect of agency and a measure of freedom. The second part of the essay questions the extent of that freedom by reading Foucault against Tacitus, particularly the Agricola and the mutinies episode in the Annales. These episodes show the limitations of parresia and how parresia is bound into the workings of imperial power. In the Tacitean model, externality is a viable political stance, but is problematic ethically. The essay concludes by contrasting Foucauldian and Tacitean models of historical change. (shrink)

The late Gregor Sebba was fond of describing his monumental _Bibliographia Cartesiana: A Critical Guide to the Descartes Literature, 1800–1960 _as a by-product of his research begun in 1949 for an article he had in mind titled _The Dream of Descartes._ The bibliography has been indispensable to Descartes scholars since its appearance in 1964. When Sebba died in 1985, his manuscript for _The Dream of Descartes _was still unfinished. Here, with materials provided by Aníbal A. Bueño, Richard H. Popkin, (...) and Helen Sebba, Richard A. Reasoning can promote psychological development, so even if the role of philosophical counselor is defined strictly in terms of assisting the reasoning of the client, we can expect client-centered philosophical inquiry to yield psychological benefits. The practices of philosophical counseling and psychotherapy permeate one another to some degree while also diverging in characteristic focus. Philosophical counselors are particularly well suited to helping clients think through their situation in the world.

Academic freedom and tenure, both cherished institutions of higher education, are currently under attack by many both outside and within the academy. Richard DeGeorge argues that they can be defended on ethical grounds only if they are joined with appropriate accountability, publicly articulated and defended standards, and conscientious enforcement of these standards by academic institutions and the members of the academic community.

The political passages in Polanyi’s Personal Knowledge are an integral part of his arguments against ‘objectivism’ and/or a post-critical, personalist, fiduciary and fallibilist philosophy. This paper elaboratesthe social and political implications of Polanyi’s emphasis upon acceptance of one’s situation and the exercise in it of a sense of responsibility to transcendent ideals, as against attempts to start with a clean slate, to overcome all imperfections and to find some simple rule for political policy. Num. 21:14 contains one of the most enigmatic phrases in the Pentateuch בּסוּ ָפה The usual interpretations of ֶאת turn the phrase into gibberish because they require the presence of a verb, which is nowhere to be found. Some scholars have supplied an understood verb; others have resorted to emendation. A better solution is available: ֶאת in our passage is a verb masquerading as a preposition. It is easily construed, without the slightest change, as an archaic apocopated/biliteral imperative of א-ת-י, (...) meaning “come!” This construal of ֶאת transforms our understanding of Num. 21:14–20 in many ways. For example, it reveals that ַעל־ ֵכּן יֵָא ַמר ְבּ ֵסֶפר ִמ ְלֲחמ ֹת הʹ ֶאת־ָו ֵהב, “On account of that, it is said in the Book of the Wars of the Lord, ‘Come to Waheb’,” bears a striking resemblance to ַעל־ ֵכּן י ֹא ְמרוּ ַהמּ ֹ ְשׁ ִלים בּ ֹאוּ ֶח ְשׁבּוֹן, “On account of that, the bards say, ‘Come to Heshbon’,” thirteen verses later. More generally, the new construal, taken together with some pertinent geographic, ethnographic, and hydrologic facts, makes possible a new, more coherent reading of the entire passage. (shrink)

Ariès's Centuries of Childhood initially was largely ignored by scholars and scholarly journals who could not locate the book within traditional disciplines. But the influence of the book grew steadily, and it has played a formative role in the history of the family and the histoire des mentalités. Ariès had three theses: that childhood was invented in the seventeenth century; that the invention of childhood arose from the dual impulses of parents to coddle their children and, along with schoolmasters, to (...) pay greater attention to forming the children's characters through education; and that the concept of childhood led to an intense and pri~,atized mode of parent-child relations. The first thesis is the most dubious, but in the light of new research none of them seems likely to endure. A new interpretative framework will be required. Nonetheless, Ariès's work will endure in the history of historiography because he established the history of childhood as a field. (shrink)

Aristotle founds his modal syllogistic, like his plain syllogistic, on a small set of ?perfect? or obviously valid sylligisms. The rest he reduces to those, usually by means of modal conversion principles. These principles are open to more than one reading, however, and they are in fact invalid on one traditional reading (de re), valid on the other (de dicto). It is argued here that this way of framing the contrast is not Aristotelian, and that an interpretation involving modal copulae (...) allows us to see how these principles, and the modal system as a whole, are to be understood in light of close and precise connections to Aristotle's essentialist metaphysics.
