In order for states to fulfil their moral duties, costs must be passed to individual citizens. This paper asks how these costs should be distributed. I advocate the common-sense answer: the distribution of costs should, insofar as possible, track the reasons behind the state’s duty. This answer faces a number of problems, which I attempt to solve.

Smart city discourses often invoke the Panopticon, a disciplinary architecture designed by Jeremy Bentham and popularly theorized by Michel Foucault, as a model for understanding the social impact of AI technologies. This framing focuses attention almost exclusively on the negative ramifications of Urban AI, correlating ubiquitous surveillance, centralization, and data consolidation with AI development, and positioning technologies themselves as the driving factor shaping privacy, sociality, equity, access, and autonomy in the city. This paper describes an alternative diagram for Urban AI—the (...) Polyopticon: a distributed, polyvalent, multi-modal network of synthetic intelligences. It posits that fourth industrial revolution technologies change the political, social, and psychodynamic relationships of sentience and witness in the city, shifting the effects of watching and watched beyond the exclusive domain of top-down surveillance and discipline. The Polyopticon poses a more expansive and ambivalent spectrum of possibilities for Urban AI scenarios, one that undermines the totalizing, singular, and cerebral notion of intelligence that so often characterizes Urban AI and smart city critiques. This paper aims to answer the following question: what is the normative connection between paternalism and the paternalist’s belief about the recipient’s agency? I consider the following two views. _The Robust View_ says that paternalism is _pro tanto_ wrong insofar as the paternalist’s belief about the recipient’s agency is always disrespectful. _The Less Robust View_ says that whenever the paternalist’s belief about the recipient’s agency is disrespectful, paternalism is _pro tanto_ wrong. I interpret the major motive-based theories of paternalism as (...) endorsing the Robust view. While this view is susceptible to a devastating criticism, I argue that the Less Robust view is true. To make my case, I elucidate three ways in which the paternalist may come to hold a disrespectful belief about the recipient’s agency. I then argue that any paternalistic action which is predicated on or motivated by a disrespectful belief about the recipient’s agency is _pro tanto_ wrong. Consequently, I suggest that motive-based theorists endorse the Less Robust view instead. (shrink)

De Marco et al 1 argue that the standard account of medical ‘invasiveness’ (as ‘incision’ or ‘insertion’) fails to capture three aspects of its existing use, namely that invasiveness can come in degrees, often depends on features of alternative medical interventions and can be non-physical. They propose a new schematic account that suggests that medical interventions can possess ‘basic invasiveness’ (which can come in degrees and of which they suggest at least two types: physical and mental), and ‘threshold invasiveness’ which (...) can depend on the alternatives a specific intervention is being compared with. While we agree that the standard account of invasiveness fails to capture existing use and are supportive of their aim, here we express scepticism about the practical utility of De Marco et al ’s revised account. Our scepticism concerns the application of De Marco et al’s revised account in the narrow context of clinician–patient communication and deliberation about medical interventions within clinical practice, which we see as a crucial context for its use. While De Marco et al do not specify the contexts in which their revised account could be used, we assume from their discussion of treatment interventions (e.g. non-invasive prenatal testing, ventilation) and their comparison to ‘more or less invasive’ options, that at least one of the purposes in mind for …. An important question in early bilingual first language acquisition concerns the development of lexical-semantic associations within and across two languages. The present study investigates the earliest emergence of lexical-semantic priming at 18 and 24 months in Spanish-English bilinguals (N= 32) and its relation to vocabulary knowledge within and across languages. Results indicate a remarkably similar pattern of development between monolingual and bilingual children, such that lexical-semantic development begins at 18 months and strengthens by 24 months. Further, measures of cross-language lexical (...) knowledge are stronger predictors of children’s lexical-semantic processing skill than measures that capture single-language knowledge only. This suggests that children make use of both languages when processing semantic information. Together these findings inform the understanding of the relation between lexical-semantic breadth and organization in the context of dual language learners in early development. (shrink)

Scholars and policymakers continue to struggle over the meaning of the word “vulnerable” in the context of research ethics. One major reason for the stymied discussions regarding vulnerable populations is that there is no clear distinction between accounts of research vulnerabilities that exist for certain populations and discussions of research vulnerabilities that require special regulations in the context of research ethics policies. I suggest an analytic process by which to ascertain whether particular vulnerable populations should be contenders for additional regulatory (...) protections. I apply this process to two vulnerable populations: the cognitively vulnerable and the economically vulnerable. I conclude that a subset of the cognitively vulnerable require extra protections while the economically vulnerable should be protected by implementing existing regulations more appropriately and rigorously. Unless or until the informed consent process is more adequately implemented and the distributive justice requirement of the Belmont Report is emphasized and operationalized, the economically disadvantaged will remain particularly vulnerable to the harm of exploitation in research. Some scholars working on the ethics of paternalism are interested in whether there is a systematic normative connection between hard paternalism and people’s moral rights. One affirmative view is that hard paternalism is pro tanto wrong inasmuch as it always involves a rights infringement. Daniel Groll defends this view on the grounds that hard paternalism always infringes a competent adult’s right to be the only one to act only for his own good. I call this right the right to self-beneficence. (...) In this note, I argue that Groll misidentifies a right that competent adults have. Rather than the right to self-beneficence, I argue that if hard paternalism infringes any particular right, it is a right that a competent adult has against others “taking over” matters that fall within his sphere of legitimate agency or, by extension, the legitimate exercise of his agency. Recent conceptual developments in the psychology of gender can be productively applied to understanding two facets of emotion: the biological manifestation of emotion and the psychological embodiment of emotion. Gender researchers distinguish between sex, the biologically based categories of female and male and gender, the psychological features that are often associated with biological states and that involve social categories rather than biological categories. In other words, the term sex is used to refer to the physical fact of primary and secondary (...) sex characteristics; the term gender is used to refer to a psychological and cultural construct, a loose translation of sex into social terms. It is proposed that two analogous facets of emotion can be identified, namely, one which is comprised of emotion's hardwired, pan-cultural, developmentally persistent qualities, the analogue to sex. The second, constructed aspect of emotion is the analogue to gender. Six dimensions on which sex and gender can be contrasted are described, and the application of each to the study of emotion is discussed. (shrink)

Wittgenstein's theory of aspect perception has been taken up by scholars interested in the ways that people take in and interpret visual stimuli. Within this field of inquiry, Wittgenstein proposes the notion of “aspect blindness,” the failure of a person to see a particular aspect or expression. An important turn in the use of Wittgenstein's aspect perception has not always been in the ways that deviating perspectives fail to “see” in the same way that the normative category “sees,” but in (...) the ways that those on the constructed margins turn a critical eye on the failure of normative “seeing.” Using this framework, this article turns to critique the racism and “aspect blindness” embedded in whiteness. It examines Enlightenment scientific racism and the racialized hierarchies used as the justification for excluding some people from the category of humanity. The work finishes by linking with insights developed within the Black Lives Matter movement. (shrink)

We characterize the ()-generic models in terms of forcing and introduce a more general class of models, called essential forcing generics, which have many of the same properties.

The philosophical debate over psychopaths’ moral and criminal responsibility is increasingly evidence based. However, as we noted, such arguments are misleading if philosophers only consider evidence that supports their own positions. In his response, Glannon counters our argument by introducing new evidence—neuroimaging data—and so demonstrates the exact problem we outlined; Strijbos, in contrast, offers a workable solution.Glannon’s response is a succinct summation of the strengths and weaknesses that philosophers bring to the debate. Cormac McCarthy’s novel The Road confronts readers with a question: what is there to live towards after apocalypse? McCarthy locates his protagonists in the aftermath of the world’s fiery destruction, dramatizing a relationship between a father and a son, who are, as McCarthy puts it, “carrying the fire.” This essay asserts that the body carrying the fire is a sacred, incandescent body that connects to and with the world and the other, unifying the human and the divine. This essay will (...) consider the body as a sacred connection in The Road. Paul Ricoeur’s hermeneutics and Julia Kristeva’s psychoanalytic approach will help to explore what is sacred. In addition, their works elucidate the body as a present site of human connection and sacredness while calling attention to what is glaringly absent yet hauntingly present in McCarthy’s text: the mother. In the aftermath of destruction, primitive, sacred connections become available through the sensual body, highlighting what is at stake in the novel: the connection of body and spirit. The essay will attempt to show that McCarthy’s rejection of a redemptive framework, or hope in an otherworldly reality, shrouds spirit in physicality symbolized by the fire carried by the body. This spirit offers another kind of hope, one based on the body’s potential to feel and connect to the other. The thought and works of Ricoeur and Kristeva will broaden a reading of McCarthy’s novel, especially as a statement about the unification of body and spirit, contributing a multidimensional view of a contemporary problem regarding what sustains life after a cataclysmic event. Philosophical accounts of altruism that purport to explain helping behavior are vulnerable to empirical falsification. John Campbell argues that the Good Samaritan study adds to a growing body of evidence that helping behavior is not best explained by appeal to altruism, thus jeopardizing those accounts. I propose that philosophical accounts of altruism can be empirically challenged only if it is shown that altruistic motivations are undermined by normative conflict in the agent, and that the relevant studies do not provide this (...) sort of evidence. Non-normative, purely causal, psychological factors would be empirically relevant only if the notion of altruism is broadened to include the requirement that one recognize certain situations as calling for altruism. But even in that case, the relevant studies are not designed in such a way that could threaten philosophical theories of altruism. (shrink)

Depue & Morrone-Strupinsky (D&M-S) do not address how a reward system accommodates the motivational dilemmas associated with (a) the decision to approach versus avoid conspecifics, and (b) self versus other tradeoffs inherent in behaving altruistically toward bonded relationship partners. We provide an alternative evolutionary view that addresses motivational conflict, and discuss implications for the neurobiological study of affiliative bonds.

From the 1870s to the 1920s Poor Law institutions in England developed from destinations of last resort to significant providers of health‐care. As part of this process a general professionalisation of Poor Law work took place. The change was facilitated by wider social, philosophical and political influences in nineteenth century England. The introduction of trained nurses into the Poor Law was part of a diaspora of both ideas and people from voluntary institutions and organisations. Unrecognised in 1834, nurses eventually became (...) the most numerous class of workhouse officers. This was not accomplished without dispute and acrimony. As a group and as individuals nurses were often at the centre of disputes. Utilising a social history framework and drawing on contemporary written sources, including Poor Law and nursing journals, this paper highlights the role played by Poor Law nurses in the diffusion of values and attitudes that helped to transform the workhouse regime from one of punishment to therapy. Vices are often attributed to corporations. We hear that casinos are ‘greedy,’ mining companies are ‘ruthless,’ or tobacco companies are ‘dishonest.’ This chapter addresses two questions. First, are such corporate vices reducible to the vices of individual role-bearers? Second, which traits of corporations are properly labelled ‘vices’? The chapter argues that corporate vice is sometimes irreducible to the vices of role-bearers: corporations can be vicious ‘over and above’ the traits of role-bearers. It further argues that different corporations should be held (...) to different standards: what it means for a casino to be ‘vicious’ is different from what it means for a mining company to be ‘vicious,’ for example. In this chapter, Stephanie Collins examines the idea that individuals can acquire ‘membership duties’ as a result of being members of a group that itself bears duties. In particular, powerful and wealthy states are duty-bearing groups, and their citizens have derivative membership duties (for example, to contribute to putting right wrongs that have been done in the past by the group in question, and to increase the extent to which the group fulfils its duties). In addition, she argues, individuals (...) have duties to signal their willingness to coordinate with others so as to do more good than the sum of what each could do on their own. Putting these two things together, Collins suggests, individuals’ duties in (for instance) matters of global poverty might be largely driven by such group-based considerations, leaving little room for the duties that would follow from more individualistic reasoning.
