The corruption of public officials and institutions is one of the most obvious problems that affects developed and developing countries alike. Because this view is largely shared, most current studies of this phenomenon—‘political corruption’—have been dedicated either to measuring or counteracting the negative political, social, and economic effects that this form of corruption may have in society. Albeit significant and urgent, these studies have distracted the attention of commentators from a somewhat more basic analysis of the nature (...) and wrongness of this phenomenon. This lacuna has resulted in the formulation of a multiplicity of actions that address a very heterogeneous set of issues, including such diverse phenomena as bribery, embezzlement, institutional malfunctioning, the inadequacy of political leaders, and clientelism. This situation is unsatisfactory because it muddles important distinctions between different pathologies that may affect the public order. But it matters also for the design of anti-corruption strategies that risk to either misfire or be too vague by lacking a clear target and an account of the exact kind of wrong these strategies are meant to prevent and/or correct. In our research on this topic, we have addressed this issue by offering a normative analysis of political corruption as surreptitious public action. Our account explains the distinguishing traits of political corruption and makes sense of its inherent wrongness as a contradiction of the logic of publicity that undergirds political interactions in a rights-based system. In this chapter, we draw on this research and expand it with a view to enhancing the identification of relevant instances of political corruption and the design of policies to counteract them. The book Anti-Corruption in Management Research and Business School Classrooms aims at presenting the topic of anti-corruption activities throughout management research as well as in the process of educating future business leaders and practitioners in business schools in different parts of the globe. Simultaneously the book deepens the topic of anti-corruption in selected cultures and societies. The volume consists of four parts and includes three themes. The first part is the "Introduction" and subsequent parts (...) are as follows: "Teaching business ethics and anti-corruption--across curriculum and beyond", "Fostering integrity in higher education", and "Anti-corruption as a topic of research." This book is authored by a range of international scientists and experts in management research and management education, with a diversity of cultural and professional backgrounds. Corruption continues to represent a tenacious challenge to internationally active companies. According to prevailing international anti-corruption standards, a company can be held criminally liable if it does not put all necessary and reasonable organizational measures in place to prevent corruption. The regular training of employees is considered one of the most effective ways to prevent corruption. Employee training is considered helpful in efforts to minimize the risk of employees becoming involved in corrupt behavior. With this (...) idea in mind and building on the fraud triangle model and neutralization theory, this paper examines whether business professionals who have undergone anti-corruption training are more likely to reject prevailing justifications of corrupt practices than are those who have not undergone such training. The empirical analysis in this paper is based on regression models using data obtained from a unique dataset that includes 200 business professionals. The findings provide evidence that training is positively linked to the likelihood of rejecting justifications of corruption. However, the research also suggests that methods of training must become more specific in order to tackle challenging questions regarding the gray areas of ethics and compliance. (shrink)

This paper analyzes the likelihood that recent conventions against corruption signed by the OECD and the OAS will be effective in Latin America. It begins by looking at the cultural context of corruption in Latin America and examines efforts by Latin American signatories to implement both agreements. It then evaluates the extent to which these efforts will prove successful. In the past two decades academic and research literature on “corruption” has flourished. During the same period organizations and initiatives fighting against corruption have also significantly expanded, turning “anti-corruption” into a new research subject. However, despite a few exceptions there is a division of labor between scholars who study corruption itself and those who study the global anti-corruption industry. Juxtaposing corruption’s local discourses and anti-corruption international practices, this article is an (...) attempt to bring together these two intertwined research dimensions and explore how an ethnographic approach might contribute to framing them together. Firstly, it describes how corruption in Romania is often conceptualized and explained in terms of national heritage, something related to old and recent cultural history, including traditional folklore. Secondly, it explores how anti-corruption works in practice, focusing on international legal cooperation projects monitoring the progress and shortcomings both prior to and post Romania’s accession to the European Union. Finally, revealing the articulations of these two apparently unrelated research fields, the article argues that corruption’s local explanations and the circular logic of auditing observed within the anti-corruption industry share a common developmental ideology mirroring the crypto-colonialist structure of power relations and dependency among European nation-states emerging out of the Cold War. Organi zaduzeni za sprovodjenje zakona u Srbiji se mogu okarakterisati kao camera opskura: neprozirnost preovladava. Ovo ne uliva mnogo poverenja javnosti: istrazivanja koja su sprovele ili narucile UN otkrila su da se samo doktorima i politicarima manje veruje nego sudijama i tuziteljima. Korupcija predstavlja prekrsaj koji se veoma retko prijavljuje, buduci da zrtve imaju osecaj da vlast ne mari za korupciju - zasto je onda prijavljivati? Obimna statisticka analiza slucajeva korupcije koje su obradili tuzilastvo i sudovi pokazala je da se (...) metafora camera obskura mora preraditi: pored toga sto su neprozirne, institucije zaduzene za sprovodjenje zakona se ponasaju kao proizvoljna kutija. Antikorupcijska politika se ne moze razaznati niti u tuzilastvu, niti pak u sudstvu. Ishodi sudskog sistema u pogledu gonjenja i kaznjavanja su izgleda statisticki slucajni. Kvalitativna analiza najozbiljnijih slucajeva korupcije pokazala je u kolikoj meri se oni takodje pojavljuju u svim slojevima drustva. Po pitanju ovih slucajeva drzava nije reagova na zalbe koje su joj upucivale sopstvene institucije. Vlast je bila troma i po pitanju drugih problema. Uprkos strategiji za borbu protiv korupcije, uputno je pitati da li vlast zaista brine. (shrink)

U radu se analiziraju strategije koje politicari, drzavni sluzbenici i strucnjaci u oblasti borbe protiv korupcije primenjuju kako bi kroz javne debate odbranili svoje interese. Rezultati ukazuju da se vecina ucesnika opredeljuje za jedno od sledeca dva nacina: javno objavljivanje informacija o aferi kako bi se stekla legitimnost za anti-korupcijsko delovanje, ili koordinisano izbegavanje rasprava o aferi kako bi se umanjila (...) moguca politicka steta. High levels of police corruption have been a persistent historical tendency in police services throughout the world. While the general area of concern in this book is with police corruption and anti-corruption, the focus is on certain key philosophical and ethical issues that arise for police organisations confronting corruption. This study explores the ways in which trust deficit undermines anti-corruption initiatives in a context with systemic corruption. Anti-corruption measures as panacea to systemic corruption are not new, but their effectiveness is debatable. Whilst understanding the causal relationship between corruption and trust remains germane to fighting corruption, a growing number of recent studies advocate better context sensitivity in developing anti-corruption initiatives. Consistent with this, we unpack the perceptions of a significant (...) section of the population in which corruption is rampant to identify factors that could enhance trust in the effectiveness of anti-corruption measures. Using commentaries from Nigerian Netizens on two critical corruption incidents that are significant to corporations, we uncover poignant narratives of perception of incompetence, dishonesty and confusion that undermine the anti-corruption measures in the context. We argue that donors, international organisations and businesses must encourage and support beneficiaries’ governments to secure and sustain trust in the anti-corruption initiatives as a condition for better results. This paper aims to investigate the extent of anti-corruption reporting by ASEAN companies and examine whether coercive factors influence the level of disclosure. The authors adopt indicators from the Global Reporting Initiative version 4.0 to measure the extent of anti-corruption disclosures in 117 companies’ reports. Informed by a coercive isomorphism tenet drawn from the institutional theory, the authors propose that several institutional factors influence the extent of their voluntary disclosures. The findings reveal that a large degree (...) of variability difference between the average levels of anti-corruption disclosure in Thailand and the Philippines. The dependence on government tenders and foreign ownership are associated with the level of disclosure. Surprisingly, the United Nation Global Compact membership is not a significant determinant of anti-corruption reporting. This signifies that the membership in the international initiative does not correspond to individual company’s commitment to disclose anti-corruption information. In spite of significant efforts undertaken by global organizations to combat corruption, the level of anti-corruption disclosure is significantly different among the four countries under study. The disclosure of sensitive information such as the confirmed incidences of corruption cases requires careful consideration by the top management as it is subjected to legal implications and reputational risks. Thus, impression management can complement the coercive pressure in explaining the level of anti-corruption reporting. This study is among the first studies which explores the association between coercive factors and the level of anti-corruption disclosure in ASEAN region. (shrink)

This paper seeks to determine the extent of anti-corruption information disclosure in the sustainability reports originating from Gulf countries. Focus primarily on the fight against corruption, this study utilizes a deeply-rooted content analysis technique of corporate sustainability reporting, covering 66 Gulf Cooperation Council (GCC) firms during 2014. Strengthened by the application of institutional theory, insight into the results points to a state of limited maturity regarding the disclosure of anti-corruption procedures in the region. Integrity and research ethics are cherished institutions in academic world. Although most societies have rules and codes that govern ethical conducts in research, few studies have provided quantitative evidence on the impacts of these regulations and codes on the behaviors of researchers. In the context of a nationwide anti-corruption campaign in China, this paper evaluates the changes of principal investigators’ reimbursement behavior in a leading university when new reimbursement policies were introduced. Utilizing a novel grant dataset and a (...) regression discontinuity design, we find that the new policies lowered PIs’ monthly average amount of reimbursement from research grants by 35%, which can be interpreted as a reduction in grant misuse. Following speculations we argue that institutionalizing orchestrated efforts on grant management, payroll systems, and research integrity education is in the right direction toward building China into a true scientific power. Niche parties have been increasingly successful during the last 30 years and have accordingly received a lot of scholarly attention. So far most of the focus has been on Green and radical right parties, and to a more limited extent, regional parties. In this paper I analyze the electoral fates and policy outcomes of another type of niche party, namely those focusing on anti-corruption, whose successes culminated during the 2000s. The study is limited to all new parties campaigning (...) on the issue of anti-corruption in Central and Eastern Europe since the fall of the Berlin wall and the questions to be answered are: To what extent are these parties successful in obtaining relevant positions in the government so that they are able to effectively fight corruption? What impact do they have on anti-corruption measures, thereby influencing the level of corruption? How successful are these parties in the elections that follow? In short, to what extent do anticorruption parties matter? Apart from electoral and governmental data, the analysis is based on the Freedom House Nation in Transit annual reports, in which one section deals with the efforts to curb corruption. The results are rather mixed, but indicate that the more influential positions the anti-corruption parties (ACPs) have in government, the better are their anti-corruption performances. That implies that they are serious and competent enough to tackle those issues, despite their newness and lack of experience. Not surprisingly, the incumbent ACPs fare worse than those in opposition in subsequent elections, but quite a few still remain popular. Finally, all but one party abandoned their anti-corruption rhetoric in their second election, which implies that anti-corruption is a different type of issue, compared to the ones used by previous niche parties. Taking advantage of the China’s recent anti-corruption campaign, we attempt to examine the effect of public governance on a firm’s incentive to commit fraud. Using enforcement actions data from the Chinese Securities Regulatory Commission (CSRC) from 2004 to 2014, we find that, due to enhanced public governance, firms are less likely to commit fraud in the post-campaign period than in the pre-campaign period. We further show that the effect of public governance is more evident in privately held listed (...) firms, in firms with weak legal environment, and in firms in areas with poor local economies. In addition, we find that older CEOs respond less actively to the public governance caused by anti-corruption regulations. This paper offers clear policy implications for business ethics by indicating that public governance provides external monitoring of corporate decisions. (shrink)

This paper studies the lessons of principled anti-corruption experts who dared to fulfill their duty of justice in highly corrupt societies, through the true story of Ngozi Okonjo-Iweala, the former Finance Minister of Nigeria. My thesis is that when principled anti-corruption experts are epistemic trespassers, they show moral incompetence. Okonjo-Iweala shows moral incompetence in two ways: she misread the opposition to her strategies and misled other honest reformers. Both actions bungled her efforts to eradicate corruption (...) inasmuch as they hindered the possibility of finding successful anti-corruption policies. Okonjo-Iweala’s moral incompetence is, I argue, the result of her epistemic trespassing that led her to act like an expert in an environment where she was not. I conclude that, in highly corrupt societies, principled anti-corruption experts should embrace moral humility, stop thinking that they are experts, and act more like students, asking questions and not rushing to think that they understand the answers. This article discusses the potential sources and consequences of unfairness in artificial intelligence (AI) predictive tools used for anti-corruption efforts. Using the examples of three AI-based anti-corruption tools from Brazil—risk estimation of corrupt behaviour in public procurement, among public officials, and of female straw candidates in electoral contests—it illustrates how unfairness can emerge at the infrastructural, individual, and institutional levels. The article draws on interviews with law enforcement officials directly involved in the development of anti- (...) class='Hi'>corruption tools, as well as academic and grey literature, including official reports and dissertations on the tools used as examples. Potential sources of unfairness include problematic data, statistical learning issues, the personal values and beliefs of developers and users, and the governance and practices within the organisations in which these tools are created and deployed. The findings suggest that the tools analysed were trained using inputs from past anti-corruption procedures and practices and based on common sense assumptions about corruption, which are not necessarily free from unfair disproportionality and discrimination. In designing the ACTs, the developers did not reflect on the risks of unfairness, nor did they prioritise the use of specific technological solutions to identify and mitigate this type of problem. Although the tools analysed do not make automated decisions and only support human action, their algorithms are not open to external scrutiny. (shrink)

A semiotic study seeks to find sign significance in its relation with others. This paper is a search for the semiotic manifestation of certain signs in the contemporary campaign against corruption in mainland China. It uses Greimas’s semiotic square as a theoretical base upon which an examination of official discourse pertaining to anti-corruption is conducted. Power, agency, and sexual relation are the three parameters of analysis. The study comes to the tentative conclusion that the marked combinatory presence (...) of women in anti-corruption discourse implicates women as the primary benefactors in the male-dominated corruption practice, thus directing the public attention to a gender issue of minor importance. We examine whether anti-corruption intensity strengthens tax enforcement effectiveness in China. Using hand-collected anti-corruption data and aggregate tax enforcement data, which include the probability of tax audits and tax deficiencies, for a sample of 11,687 firm-year observations from 2012 to 2017, we find that anti-corruption intensity increases the deterrence role and the enforcement role of tax audits. We also identify the fear effect as a possible channel through which anti-corruption intensity affects tax (...) enforcement effectiveness. Overall, the results indicate that anti-corruption intensity can improve a revenue agency’s effectiveness. (shrink)

In this article, we propose to comprehend the corruption mechanisms of tender bidding processes in terms of Human Resource Management (HRM) practices within informal networks. Taking the context of Kazakhstan, we analyze the behavior of individual actors as members of informal networks. Our analysis shows that both corruption and anti-corruption mechanisms can be explained in terms of HRM practices such as (camouflaged) recruitment (e.g., of powerful government officials via network ties), compensation (e.g., kickbacks for corruption; (...) social recognition or shame for anti-corruption) and performance management (e.g., demonstrative punishment for corruption; extreme formalization, peer pressure or social sanctions for anti-corruption). Anti-corruption initiatives are critical tools in the fight against unethical behavior, selling transparency and integrity in both the public and commercial sectors. This study explores the efficacy of anti-corruption techniques on public trust in organizations. Using a dataset comprising 300 employees from a legal aid center, the research assesses the impact of diverse anti-corruption measures on Public Trust Score (PTS). Data turned into collected through surveys measuring the Transparency Index (TI), Accountability Index (AI), Effectiveness (...) of Oversight Bodies (EOB), Public Awareness Level (PAL), and Quality of Anti-Corruption Training (QACT). SPSS was employed for analysis, consisting of Structural Equation Modelling (SEM), Pearson correlation was used to assess the significance and direction of the correlation between each independent variable and the dependent variable, and Multiple Linear regressions (MLR) was used to assess the influence of numerous independent variables. Simultaneously at the dependent variable. The findings imply that more advantageous transparency, accountability, and powerful oversight significantly enhance public acceptance, while public recognition and training quality have a notable but lesser impact. Corruption is the single greatest challenge that erodes and defeats efforts made by many nations, especially in the developing world, towards sustainable development and towards the promotion and strengthening of democratic institutions and values. This article lays out international norms of ethics and integrity, reflected also in Tanzanian norms. It argues that strategic decision is imperative and a ‘Good Governance Architecture' is meant to provide a working solution to curb unethical behaviour, corruption, and the culture of impunity. This (...) working solution – which involves economic and institutional reforms, prevention strategies, enforcement, political will, transparency, accountability, popular participation, the rule of law, and the democratic space – goes further towards the root cause of the problem than legal norms do. Adalah hal yang lumrah bila dalam tiga dasa warsa terakhir ini muncul minat yang semakin tinggi terhadap kajian dan seluk-beluk korupsi mengingat berbagai kerusakan yang ditimbulkannya. Bahkan, topik korupsi menjadi agenda internasional para ahli politik dan pembuat kebijakan. Kendati demikian, literatur kajian mengenai korupsi dalam tradisi filsafat masih dapat dikatakan minim. Oleh karena itu, kajian filsafat terapan mengenai korupsi yang dilakukan oleh Seumas Miller, Peter Roberts, dan Edward Spence layak diapresiasi. Dalam buku ini, para penulis (selanjutnya akan disingkat menjadi Miller, (...) dkk.) menegaskan bahwa korupsi merupakan suatu spesies imoralitas (hlm. xvi). Melalui titik pijak tersebut, Miler dkk. memperlihatkan perbedaan kerangka konseptual yang halus antara korupsi dan tindakan imoralitas lainnya. Dengan kata lain, tindakan korupsi sudah pasti merupakan perbuatan imoral, tetapi tidak semua perbuatan imoral adalah tindakan korupsi. Dengan menempatkan persoalan korupsi pada ranah moralitas, Miler dkk. seakan menegaskan bahwa korupsi adalah suatu gejala khas manusiawi dan dilakukan secara sadar. Hal ini diungkapkan secara eksplisit oleh Miller dkk. Mereka mengstakan bahwa tindakan korupsi adalah laku kebiasaan yang salah secara moral, dan karenanya tidak didorong oleh keyakinan sejati yang benar secara moral (hlm. 13)................... Berdasarkan uraian-uraian yang cermat dan halus mengenai korupsi, Miller dkk. juga memaparkan lokus tanggung jawab moral untuk memerangi korupsi. Secara detail, paparan tersebut diuraikan dalam bab ke-6 hingga ke-10 yang memuat berbagai alternatif untuk menghadapi korupsi, seperti pengembangan sistem-sistem antikorupsi, peran “peniup peluit” (whistleblower), pranata yuridis, serta mekanisme hukuman yang sesuai dengan teori keadilan yang bersifat memulihkan (restorative theory of justice). Bagi Miller dkk., berbagai pertimbangan tindakan antikorupsi yang ditawarkannya harus dilandaskan pada tanggung jawab moral. Pendasaran ini konsisten dengan kerangka konseptual yang diajukan pada bagian awal buku ini: bahwa korupsi merupakan persoalan moral. Mereka juga menegaskan bahwa tanggung jawab moral tersebut bersifat kolektif (hlm. 211). Tidak hanya itu, sistem antikorupsi yang digagas juga perlu bersifat menyeluruh: berupa pengembangan unsur-unsur reaktif maupun preventif sekaligus (hlm. 156). Miller dkk. juga berharap bahwa pranata yuridis dan mekanisme hukuman seharusnya dapat menentukan inti dari sistem keadilan dengan mengambil inspirasi pemikiran politik yang dikembangkan dari tradisi filosofis Aristoteles, John Locke, David Hume, Imanuel Kant, dan John Stuart Mill. Selain itu, baik pranata yuridis mapun mekanisme hukuman diharapkan dapat berperan untuk memulihkan (mengintegrasikan) kembali hal-hal yang korup (rusak) pada masyarakat dan sekaligus menghalau korupsi dari masyarakat. Melalui rangkaian paparan buku tersebut, kajian Miller dkk. mengenai korupsi dan antikorupsi merupakan masukan yang berharga dari tradisi filsafat, khususnya filsafat moral. Hal ini sangat berguna untuk mengembangkan kajian korupsi serta antikorupsi secara mendalam dan serius dalam konteks kekinian. A bold new approach to combatting the inherent corruption of representative democracy This provocative book reveals how the majority of modern liberal democracies have become increasingly oligarchic, suffering from a form of structural political decay first conceptualized by ancient philosophers. Systemic Corruption argues that the problem cannot be blamed on the actions of corrupt politicians but is built into the very fabric of our representative systems. Camila Vergara provides a compelling and original genealogy of political corruption from (...) ancient to modern thought, and shows how representative democracy was designed to protect the interests of the already rich and powerful to the detriment of the majority. Unable to contain the unrelenting force of oligarchy, especially after experimenting with neoliberal policies, most democracies have been corrupted into oligarchic democracies. Vergara explains how to reverse this corrupting trajectory by establishing a new counterpower strong enough to control the ruling elites. Building on the anti-oligarchic institutional innovations proposed by plebeian philosophers, she rethinks the republic as a mixed order in which popular power is institutionalized to check the power of oligarchy. Vergara demonstrates how a plebeian republic would establish a network of local assemblies with the power to push for reform from the grassroots, independent of political parties and representative government. Drawing on neglected insights from Niccolò Machiavelli, Nicolas de Condorcet, Rosa Luxemburg, and Hannah Arendt, Systemic Corruption proposes to reverse the decay of democracy with the establishment of anti-oligarchic institutions through which common people can collectively resist the domination of the few. Anti-bribery and corruption in sport governing bodies is a little explored area in academic literature. This paper addresses the gap in the literature through expert perceptions on the current state of anti-bribery and corruption policies in international and national sport governing bodies as seen through an ethical climate theory lens. Thus, this paper addresses the question of how and why enhancing anti-bribery and corruption in sport internal controls can mitigate financial corruption and improve (...) ethical climates. Semi-structured interviews were undertaken with 17 forensic accountants and anticorruption experts to garner their opinion on strengths and weaknesses of current policies in sport governing bodies and ascertain the link between anticorruption, accounting controls, and ethical climates. The transcripts were analysed using thematic analysis and the results showed a consistency of opinion with regards to the policy improvements required for a robust anti-bribery and corruption programme within sport governing bodies, with multiple implications for ethical organisational climates. We propose that local corruption distorts the allocation of government-controlled resources and impairs the contract environment, thereby reducing firms’ use or suppliers’ provision of trade credit. We use a sample of Chinese-listed firms from 2007 to 2020 to examine the role of local corruption in firms’ access to trade credit and find that the level of local corruption is negatively related to firms’ trade credit use. This effect is more pronounced in firms with weak (vs. strong) internal (...) governance, slack (tight) external monitoring and high (low) supplier concentration. The results of path analysis show that local corruption extends short-term bank loans as well as government subsidies and impairs firms’ accounting quality, thereby inhibiting firms’ demand for or suppliers’ provision of trade credit. Moreover, the post-2012 anti-corruption campaign in China plays a significant role in correcting the misallocation of trade credit caused by corruption. The results of this study illuminate the negative external effects of local corruption on trade credit. (shrink)

Corporate anti-corruption initiatives can make a substantial contribution towards curtailing corruption and advancing efforts to achieve the United Nations’ Sustainable Development Goals. However, researchers have observed that underdeveloped assumptions with respect to the conceptualization of corruption and how firms respond to corruption risk impeding the efficacy of anti-corruption programs. We investigate the relationship between the perceived level of corruption in foreign host countries and the organizational structure of subsidiary operations established by multinational (...) corporations. Foreign host market corruption is disaggregated into two components—private and public corruption. We employ an uncertainty-based perspective grounded in transaction cost theory to focus upon the distinct mechanisms through which private and public corruption can each be expected to impact a foreign subsidiary’s organizational structure [wholly-owned subsidiary or a joint venture with a local partner]. We expect that each type of corruption fosters a different type of uncertainty which predominates in shaping the MNC’s choice of foreign subsidiary investment structure. Hypotheses are developed and tested with a sample of 187 entries into 19 foreign host markets. Each type of corruption was found to exert a distinct effect upon the organizational structure of foreign subsidiaries. More precisely, while heightened perceived levels of public corruption were found to motivate MNCs to invest through a JV with a local partner rather than a WOS, more pronounced private corruption precipitated the opposite outcome. Across the world, corruption is endemic, a cause of growing inequality, and an impediment to economic growth. Many countries have attempted to curb corruption at the national level, with little success. Researchers have argued that, instead of initiate controlling corruption at national level, resisting corruption should be actively instigated within organisations. Specifically, Luo :119–154, 2005) suggests that corruption becomes entrenched in organisations through the task and institutional environments, and can therefore only be fought through changes (...) in institutional architecture. Modification of Luo’s model, by putting in place anti-corruption systems at the start, shows how anti-corruption behaviours become established and can be resisted. In this paper, we explore the successful management of organisational corruption by the Grameen Bank, a leading microfinance institute that operates in Bangladesh. For many years, this bank has stood out against the generally accepted culture of corruption in Bangladesh. Using the case study method, this research explores the impact of the anti-corruption structures and processes implemented by Grameen Bank, as a unique illustration within Bangladesh of the value of this modified version of the Luo’s model. This book represents the first systematic qualitative analysis of a new type of collective anti-corruption initiatives. Using a nationwide survey of provincial institutional quality and a sample of private manufacturing small and medium scale enterprises, this paper contributes to the literature by considering for the first time the effects of corruption on the financial performance of Vietnamese private SMEs. Interestingly, contrary to previous findings, we find that corruption when measured by a dummy variable, does not affect firms’ financial performance after controlling for heterogeneity, simultaneity and dynamic endogeneity. However, the intensity of bribery and the (...) majority of the forms of corruption were found to have negative impacts on firms’ financial performance. Hence, a typical approach using only a dummy variable for bribery might not adequately evaluate the impact of bribe intensity or even ignores the negative impacts of some types of bribes on firms’ financial performance. While most discussions of corruption focus on administration, institutions, the law and public policy, little attention in the debate about societal reform is paid to the “internalities” of anti-corruption efforts, specifically to character-formation and issues of personal and corporate integrity. While the word “integrity” is frequently mentioned as the goal to be achieved through institutional reforms, even in criminal prosecutions, the specifically philosophical aspects of character-formation and the development of corporate and individual virtues in a rational and (...) systematic way tend to be neglected. This paper focuses on the “internalities” of anti-corruption work with special emphasis on the pre-requisites that need to be ensured on behalf of the social elites in order for proper individual and collective character- formation to take place throughout the society. The author argues that a systematic pursuit of socially recognised virtues, both those pertaining to society as a whole and those specific to particular professions and social groups, is the most comprehensive and strategically justified way of pursuing anti-corruption policy, while institutional and penal policies can only serve an auxiliary role. The pursuit of institutional and criminal justice policies against corruption in a society that is subject to increasing relativism with regard to values and morality is at best ineffective, and at worst socially destructive. Thus the paper suggests a re-examination of the social discourse on the level of what the author calls “value strategy” and the gradual building of a plan to create and solidify specifically designed features of “corporate character” for key sectors of the society. This approach can serve as the main long-term strategy to improve the public profile of integrity and reinforce morality in both the public and civil sectors. (shrink)

Empirical studies suggest that re-corruption is a common occurrence in developing countries, and we know little about what transpires between corruption and re-corruption. The objective of this empirical study is to discuss the practices of government officers in between phase of corruption and re-corruption. It does so by considering the case of a government officer working in an agricultural marketing yard of India. The findings from the case suggest that officers choose to mimic honest dispositions (...) after their transfers to new postings as it gives them more choices in the practice of corruption. The hibernation model of re-corruption is used to explain this behavior of the officers. The study is critical and inspired by Pierre Bourdieu’s theory of practice. The findings from it will directly contribute to the design of anti-corruption policies. (shrink)

Corruption is defined as private individuals or enterprises who misuse public resources for private power and/or political gains. They do so through abusing public officials whose behavior deviates from the formal government rules of conduct. Ethical behavior is defined as individuals or enterprises adhering to a non-corrupt work or business practice. A review of the academic literature is conducted drawing on perspectives from the political, economic, and anthropological sciences. Insights from a Danish research program are reported on. This program (...) identifies five different actions for dealing with corruption: (1) no action; (2) withdrawals from markets; (3) decentralized decision-making process; (4) establishment of an anti-corruption code; and (5) mutual commitment through integrity pact. The following aspects of ethical behavior should be regulated through an anti-corruption code: the company vis-à-vis political parties; gifts and entertainment expenses; political campaign contributions; and policy against small-scale corruption. Directions for future research are considered including the role of international organizations and multinational companies in fighting corruption and fostering ethical behavior; the role of countries and their governments; and the management systems. In this response essay, Ceva and Ferretti reply to their critics and clarify some key aspects of their book. Specifically, the discussion starts by elaborating on the notion of an ethics of office accountability, explaining that the specification of institutional norms of officeholders behaviour is the result of practices of officeholders' interaction (including democratic practices) and reflection. The second theme is the responsibility for political corruption. The authors emphasise the importance of focussing not only on retrospective responsibility, for the (...) sake of punishing corrupt behaviour, but especially on accountability as a form of self-reflection by the officeholders on the weaknesses of their institutional work together. This exercise is preliminary to their assuming forward-looking responsibilities for anti-corruption. The third and final part discusses political corruption as a specifically interactive wrong. For the authors, the magnitude and moral salience of the wrong of corruption, as well as the different wrongs implicated both from an interactive perspective and in consideration of the harm caused to third parties, must be assessed in light of the context and the moral standing of the public institution in question. The development of efficient and strategic anti-corruption measures can be better achieved if a deeper understanding and identification of the causes of corruption are established. Over the past years, many studies have been devoted to the research of corruption in construction management. This has resulted in a significant increase in the body of knowledge on the subject matter, including the causative factors triggering these corrupt practices. However, an apropos systematic assessment of both past and current studies (...) on the subject matter which is needful for the future endeavor is lacking. Moreover, there is an absence of unified view of the causative factors of corruption identified in construction project management. This paper, therefore, presents a comprehensive review of the causes of corruption from selected articles in recognized construction management journals to address the mentioned gaps. A total number of 44 causes of corruption were identified from 37 publications and analyzed in terms of existing causal factors of corruption, annual trend of publications and the thematic categorization of the identified variables. The most identifiable causes were over close relationships, poor professional ethical standards, negative industrial and working conditions, negative role models and inadequate sanctions. A conceptual framework of causes of corruption was established, after categorizing the 44 variables into five unique categories. In descending order, the five constructs are Psychosocial-Specific Causes, Organizational-Specific Causes, Regulatory-Specific Causes, Project-Specific Causes and Statutory-Specific Causes. This study extends the current literature of corruption research in construction management and contributes to a deepened understanding of the causal instigators of corruption identified in CPM. The findings from this study provide valuable information and extended knowledge to industry practitioners and policymakers as well as anti-corruption agencies in the formulation and direction of anti-corruption measures. The emergence of the ever-growing anti-corruption movement from the early ’90s onwards has proven itself to be of considerable importance in how we understand and explain global inequalities as well as in redefining corruption as a lack of transparency. This paper examines the timing and content of this international anti-corruption movement. It argues that, following the collapse of the Soviet Union and the deepening of an increasingly transnational capitalism, anti-corruption discourse has arisen as (...) a new version of the ‘white man’s burden’, a justification for intervention into the domestic politics of less powerful states as well as an explanation for their relative poverty. Concurrently, the anti-corruption movement has functioned to push states into increasing their autonomy with respect to local interests and fractions of capital in order to become more subservient and hospitable to transnational capital as a whole.
