The use of cost-benefit analysis (CBA) in environmental decision-making and the contingent valuation (CV) technique as input into traditional CBA to elicit environmental values in monetary terms has stimulated an extensive debate. Critics have questioned the appropriateness of both the method and the technique. Some alternative suggestions for the elicitation of environmental values are based on a social process of deliberation. However, just like traditional economic theory, these alternative approaches may be questioned on their implicit value judgements regarding the legitimacy (...) of the social-political organisation of the process of value elicitation. Instead of making assumptions a priori, research efforts should be focused on the processes by which actual public attitudes and preferences towards the environment can best be elicited and fed into environmental or other public policy decision-making. In the study presented in this paper, support was found for both the individual WTP based approach and a participatory social deliberation approach to inform the environmental decision-making process, suggesting that a combination of both approaches is most appropriate. Sustainability and sustainable development have become key phrases of the politics of the environment. They are at the centre of much environmental discourse and indeed of the series of which this collection is a part. This volume brings together a number of recent papers that address the ethical and political assumptions that underlie different uses of those concepts.

It appears that the attitudes of health professionals differ towards suicide and voluntary active euthanasia. An acceptance of, if not an agreement with, voluntary active eutha nasia exists, while there is a general consensus that suicide should be prevented. This paper searches for a working definition of suicide, to discover ethical reasons for the negative value that suicide assumes, and also to provide a term of reference when comparing suicide with euthanasia. On arriving at a working definition of suicide, it (...) is compared with voluntary active euthanasia. An analysis of utilitarian and deontological considerations is provided and proves to be inconclusive with respect to the ethical principles informing the attitudes of professionals. Therefore, a search for other influences is attempted; this indicates that psychological influences inform attitudes to a greater degree than ethical principles. (shrink)

Within the limited, but growing, literature on small business ethics almost no attention has been paid to the issue of social responsibility within ethnic minority businesses. Using a social capital perspective, this paper reports on an exploratory and qualitative investigation into the attitudinal and behavioural manifestations of CSR within small and medium-sized Asian owned or managed firms in the U.K., with particular reference to the distinctive factors motivating organisational responses. Despite US policy documents which recommend that in areas of environmental risk, interaction between scientific experts and the public move beyond the so-called “Decide, Announce, and Defend model,” many current public involvement policies still do not guarantee meaningful public participation. In response to this problem, various attempts have been made to define what counts as sufficient or meaningful participation and free informed consent from those affected. Though defining “meaningfulness” is a complex task, this paper explores one under-examined dimension that concerns (...) the relationship between consent and the idea that citizens should be sufficiently informed: epistemic capacity. This paper will look at some of the work on meaningful participation and consent, give a definition of epistemic capacity, and argue that only a community with sufficient epistemic capacity can have the understanding and competence to give informed enough consent and thus participate meaningfully. Modern scientific medicine is increasingly challenged by complementary and alternative therapies. Reviewing policy options for contemporary healthcare development, the World Health Organization's first global strategy on traditional and alternative medicine, released in May 2002, advocates integration. However, experience in East Asia, the only part of the world where state of the art modern scientific facilities are commonly found alongside thriving traditional practices, reveals that medical integration can take several forms. To clarify the available policy options, this article categorizes those forms, (...) identifying three types of integration (unification, equalization and subjugation), plus one type of non-integration (marginalization). It marks out a zone of balanced healthcare development that cuts across two of the integrationist types, and comprises non-discriminatory state treatment of separate but linked sectors of traditional and modern medicine. The article closes by exploring arguments for and against locating state policy in this zone, and holds that policy should be situated here for medical practices that can meet broadly acceptable professional standards, demonstrate an existing social demand, and generate an adequate supply of medical practitioners, possibly through some state subsidy. Upornost ovog problema djelomično je posljedica različitih oblika otpora nastojanjima da se riješi demografski problem. Takav otpor je složen i pojavljuje se u mnogim oblicima te se na njega može odgovoriti na različite načine. U ovom radu tvrdim da bi naši pokušaji objašnjenja i razumijevanja fenomena otpora trebali koristiti pluralističko objašnjenje koje, prema Quassimu Cassamu, nazivam višedimenzionalizam. Opisujem četiri opća oblika otpora i razmatram različita objašnjenja, (...) usredotočujući se na one koji su usmjereni na mane i društvene strukture. Tvrdim da su objašnjenja utemeljena na porocima i strukturalna objašnjenja međusobno usklađena i da se međusobno impliciraju. In 1871 the travel writer and anthropologist W. Winwood Reade (1838–1875) was inspired by his correspondence with Darwin to turn his narrow ethnological research on West African tribes into the broadest history imaginable, one that would show Darwin's great principle of natural selection at work throughout the evolutionary history of humanity, stretching back to the origins of the universe itself. But when Martyrdom of Man was published in 1872, Reade confessed that Darwin would not likely find him a very good (...) Darwinian, as he was unable to show that natural selection was anything more than a secondary law that arranges all details. When it came to historicising humans within the sweeping history of all creation, Reade argued that the primary law was that of development, a less contentious theory of human evolution that was better suited to Reade's progressive and teleological history of life. By focussing on the extensive correspondence between Reade and Darwin, this paper reconstructs the attempt to make an explicitly Darwinian evolutionary epic in order to shed light on the moral and aesthetic demands that worked to give shape to Victorian efforts to historicise humans within a vastly expanding timeframe. -/- . Negative commands in Vedic have traditionally been divided into two classes: those built with the Aorist stem and those built with the Present stem. The former is said to be “preventive,” used to ward off some dreaded future eventuality, while the latter is said to be “inhibitive,” used to halt some currently ongoing action. I challenge this division on two grounds: one functional and one formal. Re-examining all prohibitions of the two oldest Sanskrit texts, the R̥gveda and the Atharvaveda, I (...) find that there is no correlation between “inhibitive” interpretation and use of the Present stem in Vedic. Having established that the traditional division is incorrect, I then propose a new, formal explanation for the attested distribution of stem types. (shrink)

Mainstream moral beliefs about war seem to be inconsistent with mainstream moral beliefs about self-defense such as the imminence requirement, the requirement to retreat, and restrictions on responses to conditional threats. The chapter argues that these apparent inconsistencies are actually the result of the necessity principle applied to environments with different nonmoral social facts. War takes place in the anarchy of international relations, where a lack of effective cosmopolitan security institutions makes it necessary to confront nonimminent threats, stand one’s ground, (...) and respond to conditional threats in order to defeat and deter aggression. Self-defense, on the other hand, usually occurs in societies with effective police. In such an environment, it is unnecessary for private citizens to take similar actions to defeat and deter aggression. This is a good reason to believe that mainstream moral beliefs about war are closer to the true morality of war than recent critics claim. (shrink)

_ Source: _Volume 9, Issue 2, pp 196 - 219 In his 1978 On Human Nature, Edward Wilson defined the evolutionary epic as the scientific story of all life, a linear narrative beginning with the big bang and ending with the story of human history. Since that time several popular science writers have attempted to write that story of life producing such titles as The Universe Story and The Epic of Evolution. Historians have also gotten into the act under the (...) guise of “Big History,” which has resulted in a series of monographs and is taught at several universities and high schools throughout the world. While the evolutionary epic is often presented as a novel way of bringing the historical insights of modern science into a narrative form that transcends the humanities–natural science divide, the genre itself originates in the nineteenth century, just as new geological and cosmic timescales were being established and new sciences such as biology and anthropology were being formalized. Several German Naturphilosophen and Victorian naturalists imagined the history of life as one, as a “Cosmos,” and produced evolutionary epics that bare significant similarities with their more modern counterparts. By considering the various recurrences of the evolutionary epic, from its origins in early German Romanticism and Victorian naturalism to the degeneration narratives of the fin de siècle and on to the Wilsonian and Big History versions of the late twentieth century and beyond, this essay seeks to map out a shared intellectual genealogy while examining the genre’s conceptual commonalities. What is perhaps most compelling about the history of the genre is the striking persistence of non-Darwinian forms of evolution that are utilized to situate the emergence of humanity in these epic narratives of life. This essay examines the physicist John Tyndall’s journal writing in the mid-nineteenth century and focuses on how Tyndall used his journal during a series of transitions that occurred when he was a young man: when he went from being a surveyor to a public school instructor and then from a Ph.D. student and budding experimenter in Germany to Professor of Natural Philosophy at the Royal Institution in London. As well as providing insight into these various transitions, the journal more importantly (...) shows how Tyndall developed a particular ethical conception of self, based on his readings of Carlyle, Emerson, and Fichte, and how that sense of self shaped—and was shaped by—his early experimental practices. Thus, the article is a case study in the development of a particular scientific self that emerged in the mid-nineteenth century, whose novel claim to authority was based on a particular fusion of the ethical and the epistemological. In treating human nature as a ‘moral entity’, imposed by God for reasons into which man could have no direct insight, Samuel Pufendorf reconfigured the architecture of natural law thought in a fundamental way. For this meant that rather than deducing norms from a nature in which they had been embedded by God and could be discerned by self-reflective reason, man had to derive them by observing the requirements of the exigent condition in which he happened to find himself; and (...) it further meant that such observation would be gathered via erudite citation of humanist authorities, rather than from philosophical reflection or introspection. As a result of this reconstruction, Pufendorfian natural law was opened to the normative structure of historically existing juridical-constitutional orders, for which it supplied both a propaedeutic and an abstract rationale. At the same time, however, theological and philosophical forms of natural law, based on normative moral anthropologies, continued unabated, this giving rise to a partitioning of the field into an introspective philosophy of law, and an observational legal humanism.
