This essay seeks to understand the complex response to the current Black Lives Matter protests against police violence, which pose deeper questions about the forms of politics that black citizens—who are experiencing a defining moment of racial terror in the United States in the twenty-first century—can and should pursue. When other citizens and state institutions betray a lack of care and concern for black suffering, which in turn makes it impossible for those wrongs to be redressed, is it fair to (...) ask blacks to enact “appropriate” democratic politics? These questions are explored via a reading of Danielle Allen and Ralph Ellison’s meditations on the problem of democratic loss and Hannah Arendt’s critique of school desegregation battles in the 1960s. I suggest that there is a conceptual trap in romantic historical narratives of black activism (especially the civil rights movement) that recast peaceful acquiescence to loss as a form of democratic exemplarity. By executive order, the US adopted an immigration policy that looks remarkably similar to a Muslim ban, and threatened to deport long-settled residents, such as the so-called Dreamers. Our defunct refugee system has not dealt adequately with increased refugee flows, forcing desperate people to undertake increasingly risky measures in efforts to reach safe havens. Meanwhile increased migration flows over recent years appear to have contributed to a rise in right-wing populism, apparently driving phenomena such as Brexit and Trumpism. In this (...) original and insightful book Gillian Brock offers answers and tools that assist us in evaluating current migration policy and in helping to determine which policies may be permissible and which are normatively indefensible. She offers a comprehensive framework for responding to the many challenges which have recently emerged, and for delivering justice for people on the move along with those affected by migration. Phenomenal intentionality theories have recently enjoyed significant attention. According to these theories, the intentionality of a mental representation (what it is about) crucially depends on its phenomenal features. We present a new puzzle for these theories, involving a phenomenon called ‘intentional identity’, or ‘co-intentionality’. Co-intentionality is a ubiquitous intentional phenomenon that involves tracking things even when there is no concrete thing being tracked. We suggest that phenomenal intentionality theories need to either develop new uniquely phenomenal resources for handling the puzzle, (...) or restrict their explanatory ambitions. (shrink)

Clinicians and cognitive scientists typically conceive of delusions as doxastic—they view delusions as beliefs. But some philosophers have countered with anti-doxastic objections: delusions cannot be beliefs because they fail the necessary conditions of belief. A common response involves meeting these objections on their own terms by accepting necessary conditions on belief but trying to blunt their force. I take a different approach by invoking a cognitive-phenomenal view of belief and jettisoning the rational/behavioural conditions. On this view, the anti-doxastic claims can (...) be rejected outright, and doxasticism can be defended. I call this the cognitive phenomenological defence of doxasticism. (shrink)

Cadherin‐mediated cell‐cell adhesion is perturbed in protein tyrosine kinase (PTK)‐transformed cells. While cadherins themselves appear to be poor PTK substrates, their cytoplasmic binding partners, the Arm catenins, are excellent PTK substrates and therefore good candidates for mediating PTK‐induced changes in cadherin behavior. These proteins, p120ctn, β‐catenin and plakoglobin, bind to the cytoplasmic region of classical cadherins and function to modulate adhesion and/or bridge cadherins to the actin cytoskeleton. In addition, as demonstrated recently for β‐catenin, these proteins also have crucial signaling (...) roles that may or may not be related to their effects on cell‐cell adhesion. Tyrosine phosphorylation of cadherin complexes is well documented and widely believed to modulate cell adhesiveness. The data to date, however, is largely correlative and the mechanism of action remains unresolved. In this review, we discuss the current literature and suggest models whereby tyrosine phosphorylation of Arm catenins contribute to regulation or perturbation of cadherin function. (shrink)

Gillian Brock develops a model of global justice that takes seriously the moral equality of all human beings notwithstanding their legitimate diverse identifications and affiliations. She addresses concerns about implementing global justice, showing how we can move from theory to feasible public policy that makes progress toward global justice.

It has recently been suggested that delusions be conceived of as symptoms on the harmful dysfunction account of disorder: delusions sometimes arise from dysfunction, but can also arise through normal cognition. Much attention has thus been payed to the question of how we can determine whether a delusion arises from dysfunction as opposed to normal cognition. In this paper, we consider another question, one that remains under-explored: which delusions warrant treatment? On the harmful dysfunction account, this question dissociates from the (...) question about dysfunction—there are a broad range of “treatable conditions” beyond mere harmful dysfunctions. As such, many conditions that arise from normal cognition are also eligible for medical intervention. We argue that some delusions that arise from normal cognition may well fall under the banner of treatable conditions. We examine the practical and ethical questions surrounding such treatment, including the issue of coercive and deceptive treatment options. (shrink)

Solidarity-the reciprocal relations of trust and obligation between citizens that are essential for a thriving polity-is a basic goal of all political communities. Yet it is extremely difficult to achieve, especially in multiracial societies. In an era of increasing global migration and democratization, that issue is more pressing than perhaps ever before. In the past few decades, racial diversity and the problems of justice that often accompany it have risen dramatically throughout the world. It features prominently nearly everywhere: from the (...) United States, where it has been a perennial social and political problem, to Europe, which has experienced an unprecedented influx of Muslim and African immigrants, to Latin America, where the rise of vocal black and indigenous movements has brought the question to the fore. Political theorists have long wrestled with the topic of political solidarity, but they have not had much to say about the impact of race on such solidarity, except to claim that what is necessary is to move beyond race. The prevailing approach has been: How can a multicultural and multiracial polity, with all of the different allegiances inherent in it, be transformed into a unified, liberal one? Juliet Hooker flips this question around. In multiracial and multicultural societies, she argues, the practice of political solidarity has been indelibly shaped by the social fact of race. The starting point should thus be the existence of racialized solidarity itself: How can we create political solidarity when racial and cultural diversity are more or less permanent? Unlike the tendency to claim that the best way to deal with the problem of racism is to abandon the concept of race altogether, Hooker stresses the importance of coming to terms with racial injustice, and explores the role that it plays in both the United States and Latin America. Coming to terms with the lasting power of racial identity, she contends, is the starting point for any political project attempting to achieve solidarity. (shrink)

To resume, then, the need for a written Law specifically prohibiting Genocide. The fantasmatic character of human pleasure must not only be accounted for in any ethic today, it must take primacy. Fantasy formations grow ever central in our lives; fantasy is the support of our “reality.” (2) The (...) writing of such a Law would permit the enunciation of positively negative content, thereby reframing the Other as lacking; and it would also provide a way for the increasingly stateless “citizens” of the postmodern, “global” community, to be asked to decide on the necessarily paired alternatives (Good and Evil, to kill or to love) which have once again become the starkest of possibilities for them. Following a comparative study of canonical liberal philosophers Hayek and Rawls, Juliet Williams reveals a new direction for conceptualizing limited government in the twenty-first century, highlighting the central role that democratic politics--rather than philosophical principles--should play in determining the uses and limits of state power in a liberal regime. Williams draws on recent scholarship in the field of democratic theory and cultural studies in arguing for a shift in the ways liberals approach the study of politics.

Abstract:In Red Skin, White Masks: Rejecting the Colonial Politics of Recognition, Glen Coulthard argues that since 1969, colonial power relations in Canada have shifted from an unconcealed structure of domination to a mode of colonial governance that operates through state recognition and accommodation. He instead looks to identify a type of recognition based on self-affirmation and self-recognition rather than state acceptance. Following Coulthard, I examine movements created to affirm oppressed groups in the context of anti-Semitism and anti-Blackness in the mid-twentieth (...) century and explore possible limitations of such movements, including the erasure or elision of complex intersections of identity. I then draw upon self-compassion, a mental health and wellness approach, as a potential framework for the affirmative politics Coulthard theorizes. Subsequently, I consider whether such a framework offers a mechanism to provide the self-affirmation and recognition that Coulthard identifies as vital to resisting oppression. I ultimately explore how understanding music as cultural production in music education might engender this affirmative politics to facilitate rich affirmation and validation of students and educators to musically imagine different possible futures. A look at Wittgenstein's comments on the incompleteness theorem with an inter-pretation that is consistent with what Gödel proved.

It is now well recognized that the United States is a consumer-driven society. Private consumption comprises a rising fraction of GDP, advertising is proliferating, and consumerism, as an ideology and set of values, is widespread. Not surprisingly, those developments are not confined to adults; they also characterize what some have called “the commercialization of childhood.” Children are more involved than ever in media, celebrity, shopping, brand names, and other consumer practices. At the core of this change is children's growing role (...) as independent consumers. In recent years, children's access to income has risen markedly, and they have gone from being purchasers of cheap plastic goods and a few select food items to being a major market for a diverse set of goods and services, including foodstuffs. Unofficial estimates suggest that children aged four to twelve spent a reported $6.1 billion in purchases from their own money in 1989, $23.4 billion in 1997, and $30 billion in 2002, for a total increase of four hundred percent. In considering the potential of world music in music education, we might imagine ways to think about musics in cultural context or on their own terms. Engaging musics on their own terms involves embracing epistemological diversity; different epistemological frameworks accompany different musics and treating musics ethnocentrically is both an injustice and effectively an epistemological colonization. In considering how to engage musics and their accompanying sociohistorical and sociopolitical contexts on their own terms, I put forward Mikhail Bakhtin’s work on dialogism as (...) a theoretical framework to examine the encounter, drawing also upon Sara Ahmed’s conceptualization of the “strange encounter” and Megan Boler’s “pedagogy of discomfort” to consider pedagogical possibilities for fostering ethical encounters in music education and critical and mindful engagement in any musical encounter. The problems of a reconciliation between psychoanalytic and feminist-social explanations of anorexia seem to me greater than this account allows. Social pressures and intra-family dynamics and innate mental characteristics doubtless all play a part (...) and can perfectly well co-exist side-by-side--that is, anorexia (or whatever else) will be a product of all three. The question is: Do these three dimensions need to interact in such a way that each is transformed by the interaction? By using Kleinian notions of phantasy (unconscious), Sarah Richmond is able to propose a reconciliation with social theory that is reminiscent for me of John Bowlby's work in, say, vol. 3 of his trilogy, Attachment and Loss (1969-73). There is nothing wrong with this--indeed, it must be right, but I think it misses the difficulty. The difficulty can, perhaps, best be addressed if we look not at phantasy but at the symptom. If a phantasy is truly unconscious, its form will not bear a recognizable relationship to what it is about--it will need to be deduced from the "free associations" as with a dream. If it is recognizable, it is almost certainly preconscious and can be made conscious without any intervening association or interpretation--it will look like what it in fact represents.With phantasy a slippage between unconscious and preconscious is common. The unconscious phantasy latent in anorexia may be envy of the mother's fertility and, at the same time, a preconscious refusal of the secondary status accorded in Western society to motherhood (Choderow 1978)--it can be both, as Sarah Richmond says, but the unconscious envy will be distorted. An unconscious envious phantasy about the mother might attack the full "womanly" maternal body--it is more likely to do so in a disguised form. The preconscious hostile response to social pressure to become a mother will attack this body probably in an undisguised form.The "true" anorexic sees a grossly fat person where there is a grotesquely thin one. The "real" is transformed and "unrecognizable." Why is there a delusion at the center of anorexia and what are the features and meanings of this delusion? In phantasy, the line between unconscious and preconscious is often not drawn. This cannot be the case with the symptom. A symptom is always a distortion. The same is the case with a delusion--by definition a delusion has transformed "reality."A second characteristic of a symptom is its driven, compulsive quality: The anorexic cannot stop even though she may want to. Clearly, social theory doesn't touch this--but nor does invoking unconscious phantasy per se because here the "unconscious" is often, technically, preconscious; that is to say, available to consciousness without translation.I have not myself made any proper study of anorexia. The following suggestions are just [End Page 13] that--suggestions. I have studied hysteria (Mitchell 2000), and anorexia was once considered an expression of hysteria rather than a discrete illness. The relationship of unconscious symptom or preconscious phantasy in the two conditions are, I suggest, the same. In Hystories, Elaine Showalter (who also considers anorexia to be hysterical) cites a nineteenth-century case of a man with pendulum spasms and suggests that, the man being poor and inarticulate, his spasms may have indicated his hatred of his job. He was a watchmaker (1997). If so, this would be what I am calling preconscious--unconsciously, we cannot know what it means without associations. We can make a guess that shows the process, however. The sort of meaning it might have had is that the watchmaker could possibly have had forbidden grandiose desires that had been repressed but inadequately so; hence, these desires would have returned in the conflictual form of the compulsive, bizarre symptom. The symptomatic expression of his forbidden desire, I playfully suggested, might have been modeled on Voltaire's well... (shrink)

Second, it is argued that none of the properties plausibly conferring personhood on an entity is possessed by human embryos, and then shown how destruction of an embryo for research with the prospect of important medical benefits can be compatible with respecting it. Third, it is shown that the main objection to human cloning is only to reproductive cloning and that the objection to creating human beings with the intention of destroying them does not apply to SCNT. In his political writings, F. A. Hayek faces a classic liberal dilemma: he opposes coercion but recognizes that sometimes the state can help to minimize it. Hayek attempts to resolve the dilemma of the limits of state power by offering a definition of the rule of law that does not depend on a controversial conception of rights. However, his effort to formalize the rule of law fails. Not only does Hayek implicitly rely on an undefended theory of rights, but his (...) rule‐of‐law scheme is limited to the elaboration of general principles of good government, neglecting the need for reforms aimed directly at the political processes that result in the controversial forms of coercion he deplores. Alzheimer's disease is characterized by amyloid-beta peptide -loaded plaques in the brain. Abeta is a cleavage fragment of amyloid-beta protein precursor and over production of APP may lead to amyloidogenesis. The regulatory region of the APP gene contains consensus sites recognized by the transcription factor, specificity protein 1 , which has been shown to be required for the regulation of APP and Abeta. To understand the role of SP1 in APP biogenesis, herein we have characterized the relative distribution and localization (...) of SP1, APP, and Abeta in various brain regions of rodent and primate models using immunohistochemistry. We observed that overall distribution and cellular localization of SP1, APP, and Abeta are similar and neuronal in origin. Their distribution is abundant in various layers of neocortex, but restricted to the Purkinje cell layer of the cerebellum, and the pyramidal cell layer of hippocampus. These findings suggest that overproduction of Abeta in vivo may be associated with transcriptional pathways involving SP1 and the APP gene. (shrink)
