DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. Prior research suggests that most people perceive themselves to be more altruistic than the average population, an observation known as the better-than-average (BTA) effect. Understanding the BTA effect carries significant public health implications, as self-perceived altruism is closely related to altruistic behaviors, which plays a significant role in individual and societal well-being. However, little is known about whether subpopulations with specific sociodemographic profiles are more likely to hold BTA altruistic self-perceptions, making it difficult to design targeted programs based on multiple (...) sociodemographic characteristics to promote altruistic behaviors. This study addresses this gap by identifying the sociodemographic profiles of populations who are more likely to exhibit BTA effects on trait altruism. Data were derived from a representative sample of Hong Kong citizens (n= 1,185) in the 2017 Hong Kong Altruism Survey. A latent class analysis was performed using four domains of sociodemographic characteristics: sex, age, religion, and socioeconomic status. Multivariate multinomial logistic regressions were conducted to examine associations between class membership, BTA effect, and altruistic behaviors. The results yielded four classes of sociodemographic profiles. Middle-aged, Christian/Catholic, highly educated, and high-income individuals (Class 4, 17.8%) were most likely to exhibit BTA effects and behave altruistically; Class 3 (14.0%) were older, male, no/other religious belief, low education, and least likely to exhibit BTA effects and behave altruistically. Findings improve the understanding of the sociodemographic profiles of people showing BTA effects and facilitate targeted policy development to effectively promote altruism. (shrink)

We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. ArgumentBetween 1838 and 1863 the Grimm brothers led a collaborative research project to create a new kind of dictionary documenting the history of the German language. They imagined the work would present a scientific account of linguistic cohesiveness and strengthen German unity. However, their dictionary volumes (most of which were arranged and written by Jacob Grimm) would be variously criticized for their idiosyncratic character and ultimately seen as a poor, and even prejudicial, piece of scholarship. This paper argues that such (...) criticisms may reflect a misunderstanding of the dictionary. I claim it can be best understood as an artifact of romanticist science and its epistemological privileging of subjective perception coupled with a deeply-held faith in inter-subjective congruence. Thus situated, it is a rare and detailed case of Romantic ideas and ideals applied to the scientific study of social artifacts. Moreover, the dictionary's organization, reception, and legacy provide insights into the changing landscape of scientific practice in Germany, showcasing the difficulties of implementing a romanticist vision of science amidst widening gaps between the public and professionals, generalists and specialists. Epistemic luck has been the focus of much discussion recently. Perhaps the most general knowledge-precluding type is veritic luck, where a belief is true but might easily have been false. Veritic luck has two sources, and so eliminating it requires two distinct conditions for a theory of knowledge. I argue that, when one sets out those conditions properly, a solution to the generality problem for reliabilism emerges.

Jonathan Vogel has recently argued that counterfactual reliabilism cannot account for higher‐level knowledge that one's belief is true, or not false. His particular argument for this claim is straightforward and valid. Interestingly, there is a parallel argument, based on an alternative but plausible reinterpretation of the main premise in Vogel's argument, which squares CR with higher‐level knowledge both that one's belief is true and that one's belief is not false. I argue that, while Vogel's argument reveals the incompatibility of CR (...) and knowledge of certain higher‐level propositions, it does not establish the general claim that CR is incompatible with knowledge that any of one's beliefs is true, or not false. Medieval literature is argumentative, since it argues for an idealized vision of reality acceptable to a proposed audience. Its narrative mode is description, performed according to the principles of the art of topical invention, derived from Cicero's De Inventione. The topoi or loci are features (circumstantiae) of a person or thing that are common to it as a class, such as tempus or locus for things. When filled out, according to the point of view desired by the author, public, context, (...) etc., they become the attributes (argumenta) of a particular human being or action.According to the author, all descriptions should be interpreted by reference to such a technique of topical invention, a method which will allow new explanations of the texts. The examples of the locus amoenus in various Latin and French works show how traditional and conventional models were adapted and specialized, by various devices, to fit new formal or conceptual intentions and new contexts. The examples and models proposed to the student learning composition by Masters such as Matthew of Vendôme, were given not to be copied, but to be imitated through topical invention, that is adaptation to a particular intention, through specializing devices. This book explores the problem of time and immanence for phenomenology in the work of Edmund Husserl, Martin Heidegger, Maurice Merleau-Ponty, and Jacques Derrida. Detailed readings of immanence in light of the more familiar problems of time-consciousness and temporality provide the framework for evaluating both Husserl's efforts to break free of modern philosophy's notions of immanence, and the influence Heidegger's criticism of Husserl exercised over Merleau-Ponty's and Derrida's alternatives to Husserl's phenomenology. Ultimately exploring various notions of intentionality, these in-depth analyses (...) of immanence and temporality suggest a new perspective on themes central to phenomenology's development as a movement and raise for debate the question of where phenomenology begins and ends. User intent classification is a vital component of a question-answering system or a task-based dialogue system. In order to understand the goals of users’ questions or discourses, the system categorizes user text into a set of pre-defined user intent categories. User questions or discourses are usually short in length and lack sufficient context; thus, it is difficult to extract deep semantic information from these types of text and the accuracy of user intent classification may be affected. To better identify user (...) intents, this paper proposes a BERT-Cap hybrid neural network model with focal loss for user intent classification to capture user intents in dialogue. The model uses multiple transformer encoder blocks to encode user utterances and initializes encoder parameters with a pre-trained BERT. Then, it extracts essential features using a capsule network with dynamic routing after utterances encoding. Experiment results on four publicly available datasets show that our model BERT-Cap achieves a F1 score of 0.967 and an accuracy of 0.967, outperforming a number of baseline methods, indicating its effectiveness in user intent classification. In the academic world, peer review is one of the major processes in evaluating a scholars contribution. In this study, we are interested in quantifying the merits of different policies in a peer review process, such as single-blind review, double-blind review, and obtaining authors feedback. Currently, insufficient work has been undertaken to evaluate the benefits of different peer review policies. One of the major reasons for this situation is the inability to conduct any empirical study because data are presently unavailable. (...) In this case, a computer simulation is one of the best ways to conduct a study. We perform a series of simulations to study the effects of different policies on a peer review process. In this study, we focus on the peer review process of a typical computer science conference. Our results point to the crucial role of program chairs in determining the quality and diversity of the articles to be accepted for publication. We demonstrate the importance of discussion among reviewers, suggest circumstances in which the double-blind review policy should be adopted, and question the credibility of the authors feedback mechanism. Finally, we stress that randomness plays an important role in the peer review process, and this role cannot be eliminated. Although our model may not capture every component of a peer review process, it covers some of the most essential elements. Thus, even the simulation results clearly cannot be taken as literal descriptions of an actual peer review process. However, we can at least still use them to identify alternative directions for future study. (shrink)

This paper argues that although Epicureans will never marry for love, they may find it therapeutic to marry for sex: Epicureans may marry in order to limit anxiety about securing a sexual partner if they are prone to such anxiety and if they believe their prospective partner will satisfy them sexually. The paper shows that Epicureans believe that the process of obtaining sex can be a major source of anxiety, that it is acceptable for the sage to marry under certain (...) circumstances, and that the desire for sex alone is free of the groundless assumptions that fuel love. Epicureans would therefore approve of marrying to alleviate sexual anxiety. (shrink)

Mark Schroeder’s Slaves of the Passions defends a version of the Humean Theory of Reasons he calls “Hypotheticalism,” according to which all reasons an agent has for action are explained by desires that are in turn explained by reference to her psychology. This paper disputes Schroeder’s claim that his theory has the potential to allay long-standing worries about moral objectivity and normativity within a Humean framework because it fails to attain the requisite level of agent-neutrality for moral reasons. The particular (...) problems, and their concomitant solutions, push us in the direction of a more modest ambition for the objectivity of this neo-Humean morality. Moreover, even if all the pieces of Schroeder’s theory are tweaked just enough to make a roughly universal morality practicable, the kind of universality gained might still omit some putatively desirable features of any moral system. This empirical work attends to the tensions and contradictions medical students articulate when they discuss their objection to industry’s influence in medicine. Findings are based on 50 semi-structured interviews with medical students who are critical of the pharmaceutical industry’s influence in medical education in the United States and Canada. These students advocate evidence-based medicine as one solution to the problems with industry influence in medicine; namely industry bias in medical research. This investigation is an effort to understand why EBM is (...) posed as a solution to industry bias in light of the literature demonstrating the ways that what is considered ‘evidence-based’ is influenced by industry. Participants articulate a struggle to find the ‘best’ evidence in a context where industry interests are integral in the production of medical knowledge. (shrink)

The fidelity provided by rich, nuanced ethics consult narratives does not proscribe efforts to advance the profession by using data to assess performance and demonstrate value. While these two approaches have been described as in conflict with one another, the former sets the bar to which the latter should aim; to achieve this, consult data should, minimally, do two things: (1) tell the story of the case, as best as possible, in language easily accessible to both ethicists and non-ethicists alike; (...) and (2) do so in a way that elements of interest can be aggregated, disambiguated, and analyzed. Here we present a three-component system designed with that in mind.First, the Armstrong Clinical Ethics Coding System (ACECS) produces a set of six codes that tell a simplified story of the case. These six codes form a meta narrative, which, like meta data, can be aggregated, disambiguated, and analyzed. Second, we use a data model to uncover the stories those data tell. The results allow us to understand relationships, recognize patterns, and reveal insights that are otherwise not discoverable when using narratives alone. Third, due to tremendous heterogeneity among cases, we represent findings visually using techniques borrowed from data storytelling, a powerful means to demonstrate the value of a consult service to administrators and others. The ability to derive meta narratives from an aggregate of case narratives allows us to describe, in detail, the work of our consult service in a manner directly comparable to other services that use the system while we preserve unprecedented case-level nuance. If adopted broadly, this functionality suggests a means to undergird the legitimacy of the ethics consult practice itself in an evidence-based manner similar to that which undergirds other domains of healthcare. In the Southeast Asian city-state of Singapore, street artist SKLO has come into conflict with the authorities for her sticker bombing and stenciling. Her arrest foregrounds issues about the socio-cultural resonances and broader value of street art in local public discourse. This article explores SKLO’s praxis vis-à-vis the phenomenon of official graffiti, and its structuring of the tightly regulated public realm. Dubbed the “Sticker Lady,” SKLO has been also referred to as “Singapore’s Banksy” by local and international media. Besides prompting (...) questions regarding the value of street art as expressions of local culture, these references shed light on how the figure of Banksy has become a figure of neoliberal urban aesthetics, especially pertaining to urban entrepreneurialism – a globally circulated signifier of a particular image of street art that sees the attachment of monetary value, celebrity and cool to such artistic works of subversion. These references to Banksy also raise a deeper question: can the Singaporean authorities accept the subversive and political aspects of art as the city-state embarks on a neoliberal agenda to present itself as a considerable player in the global art market? There has been increasing use of argument-based approaches in the development of safety-critical systems. Within this approach, a safety case plays a key role in the system development life cycle. The key components in a safety case are safety arguments, which are designated to demonstrate that the system is acceptably safe. Inappropriate reasoning in safety arguments could undermine a system's safety claims which in turn contribute to safety-related failures of the system. The review of safety arguments is therefore a crucial (...) step in the development of safety-critical systems. The consistent sentencing of white collar criminals does not exist in today's judicial system. Guidelines for sentencing individuals and corporations have already been developed by the U.S. Sentencing Commission but have not yet been implemented in the courts. Pros and cons of the guidelines are given, as is the extent and form of sentencing deemed appropriate for the individual or corporation. Arendt tinha ciência de que a dissidência entre moral e política é tão antiga e complexa que se torna inviável encetar qualquer debate conclusivo, denunciar os abusos em nome dela ou esperar alterações e soluções. Sendo assim, é possível afirmar que tratar sobre a questão da “mentira na política” em sua obra não se refere, necessariamente, a fazer uma denúncia moral, mas antes, realizar um exame sobre as decorrências dela no domínio político. Tendo isso em mente, o objetivo desse ensaio (...) é propor reflexões sobre a mentira na política a partir dos preceitos arendtianos, aditando, no entanto, como a mentira organizada se desenvolve em contextos contemporâneos. A cena política atual se compõe, na maioria dos países da civilização ocidental, por democracias deliberativas, e um governo que se pretende democrático deve ter, por regra, a transparência, e a mentira como exceção. Assim, o objetivo da verdade, – aqui compreendida enquanto verdade fatual, e não objetiva – é informar da melhor maneira a sociedade, a conduzindo à ordem, enquanto a mentira a dirige para a desorientação, o descrédito e o cinismo. Junte-se a isso o fato de que as mentiras contemporâneas podem contar com o auxílio das modernas mídias e redes sociais, e tem-se que a troca de informações, organização e formação de grupos de opinião, além do desenvolvimento de novas maneiras de divulgação e contestação da realidade dada, assumem proporções e velocidade desmedidos. Dessa forma, acredita-se que a obra de Arendt permita traçar um retrato contemporâneo no qual muitas de suas análises sobrevivem, revelando-se em caráter atual, e talvez de forma ainda mais perniciosa e assustadora. Nesse contexto, considera-se que olhar a questão da mentira na política em Arendt ajudará a reivindicar uma perspectiva crítica também em relação a acontecimentos políticos presentes, trazendo o assunto para o debate contemporâneo e destacando algumas de suas diversas manifestações atuais. To address this, we argue that informal logic argument schemes have important roles to play in safety argument construction and reviewing process. Ten commonly used reasoning schemes in computer system safety domain are proposed. The role of informal logic dialogue games in computer system safety arguments reviewing is also discussed and the intended work in this area is proposed. Nursing research in palliative care raises specific and challenging ethical issues. Questions have arisen about whether such research is morally justified, given the low likelihood of direct benefit to dying patients as research participants. The Canadian Code of ethics for registered nurses outlines eight primary values intended to guide nursing practice. We use these values to explore the moral dimensions of research with the palliative care population. Our conclusion is that palliative care research is needed to foster excellent care for (...) these patients and their families, but that nurses must remain constantly vigilant to ensure that participants are protected from resultant harms. Through this exploration we highlight particular considerations that nurse researchers must contemplate when accessing a vulnerable population. (shrink)

A permanência da tradição gestual da encadernação, expressa na presença das imagens utilizadas em textos ao longo de séculos, mostram indícios de uma tradição que perdura, mesmo com a adaptação do ensino de um ofício para a formação de trabalhadores para a indústria. Nossa hipótese é que a tradição gestual da encadernação permanece representada em imagens impressas nos manuais utilizados para ensino ainda no século XX, mas seu significado enquanto arte se modifica, ao se configurar como ofício. O objetivo deste (...) estudo é analisar as relações entre o gestual registrado nas imagens e textos da encadernação, percorrendo os caminhos da tradição do ofício nas técnicas utilizadas para a reprodução das imagens, adaptações de texto e na relação texto e imagem, apresentados nas descrições que expressam a tradição do gesto e da oralidade. Para isso analisamos o Manual do Aprendiz Encadernador, de autoria do irmão salesiano Jorge Menegazzi, publicado em 1944, o contexto de sua publicação e a presença salesiana no Brasil. Procuramos analisar também, aspectos do processo que levou a encadernação, uma arte que encerra um saber-fazer, a se tornar um ofício que viria a se ligar à indústria do livro no Brasil. Para isso, considerou-se o lugar da encadernação na classificação de conhecimentos desde o século XVIII, estudando diferentes textos referentes ao seu ensino publicados na França e na Itália, procurando traçar algumas linhas que conduziram a permanência da tradição gestual observadas no Brasil. The present research examines whether the perceived uniqueness of one’s thoughts and salience of uniqueness motivations can influence attitude strength and resistance. Participants who rated their thoughts as relatively unique formed attitudes that showed greater correspondence with behavioral intentions to act on the attitude (Study 1). In Study 2, participants who recalled a previous purchase motivated by the desire to be unique (versus to fit in) after generating message counterarguments were less persuaded (more resistant) and reported greater willingness to act (...) on their (negative) attitude. University finance curricula have been criticized in the financial press in the wake of the GFC for ignoring the ethical dimensions of financial decision-making in practice. Many practitioners experience moral dilemmas about whether the broader “public interest” objectives of legal or accounting regulation, for example, should at times be sacrificed in favour of fulfilling an inconsistent upper management objective. Moreover, many propositions in finance are both positive and normative. For example, financial maxima and optima can be discussed only for a (...) given distribution of wealth between relevant parties: shareholder wealth can be maximized, but only subject to a “given” constraint determined by the ethical norms of the society in which the firm operates. Assuming students’ sensitivity to ethical issues can be enhanced, ethics should be embedded within finance curricula, together with a final year, capstone course on “Ethical Investing” in the degree. Thailand is promoting a sufficiency economy (SE) emphasizing community solidarity, mixed farming and sustainable agriculture. We analyze to what extent the SE philosophy is part of the daily lives of communities in Isan, NE Thailand. We interviewed rural household representatives and community leaders on education, employment, community dynamics, aspirations, concerns and social-sufficiency. The majority observed that community values and interaction were essential and were satisfied with living standards and community. However, most want their children to proceed to university meaning many (...) may not return to agriculture limiting the ability of SE values to be transferred to the next generation. (shrink)

This article is a critique of Étienne Balibar's philosophical orientation towards Europe, construed as both an ideal and an institutional reality, in light of recent European crises. I argue that Balibar's commitment to Europe follows from his longstanding political-philosophical preference for a compromise position between political utopianism and political realism, but that this compromise is ultimately incoherent, combining the ungroundedness of utopianism with the undue self-limitation of realism.
