This article will take up Deleuze and Guattari’s allusive yet insightful writings on ‘the secret’ by considering the secret across three intermingling registers or modulations: as content (secret), as form (secrecy), and as expression (secretion). Setting the secret in relation to evolving modes of technological mediation and sociality as respectively pocket, pooling, and plasma, the article works through a trio of examples in order to understand the contemporary movements of secrets: the memories of secrets evoked in an intimately interactive music (...) video by the band Arcade Fire (as an example of ‘pocket’); the movements of secrecy turned fabulative in the scopic-doublings of airport full-body scanners (as ‘pooling’); and, finally, the collective secretions that come to saturate and stretch around the globe as expressed by liquidity-seeking financial innovations (providing an angle onto ‘plasma’). These three instantiations of contemporary secrecy are framed by a discussion of Julian Assange of WikiLeaks and Mark Zuckerberg of Facebook – truly a couple for our age: each intent, in their own way, upon bringing an end to secrets. Throughout, we try to maintain close attention to the emerging rhythms and dissonances that engage secrecy in a dance between the half-voluntary and the half-enforced. (shrink)

Accumulating evidence indicates that simulated natural settings can engage mechanisms that promote health. Simulations offer alternatives to actual natural settings for populations unable to travel outdoors safely; however, few studies have contrasted the effects of simulations of natural settings to their actual outdoor counterparts. We compared the impacts of simulated and actual natural settings on positive and negative affect (mood) levels using a pooled sample of participants enrolled in extant experimental studies. Relevant articles were identified from a review of research (...) published/in press by March 2020 and updated during the peer review of the current study. Of 16 articles identified, 6 met the inclusion criteria and administered a single cross-cutting, standardized instrument [the Positive and Negative Affect Schedule (PANAS)] before and after exposure. Random effects meta-analysis of pooled effects showed that positive affect increased in the actual settings but not in their simulated counterparts (Hedge's g = 0.87; 95% CI, 0.54, 1.20). We observed little difference in effects on negative affect change scores ( g = −0.28; 95% CI, −0.62, 0.06), with studies generally showing reductions in negative affect in both settings. Further research with additional populations, settings, antecedent conditions, and durations would provide a more robust understanding of differences in effects between these two ways to enhance mood by viewing nature. Social scientists are often interested in understanding how the dynamics of social systems are driven by the behavior of individuals that make up those systems. However, this process is hindered by the difficulty of experimentally studying how individual behavioral tendencies lead to collective social dynamics in large groups of people interacting over time. In this study, we investigate the role of social influence, a process well studied at the individual level, on the puzzling nature of success for cultural products such (...) as books, movies, and music. Using a “multiple‐worlds” experimental design, we are able to isolate the causal effect of an individual‐level mechanism on collective social outcomes. We employ this design in a Web‐based experiment in which 2,930 participants listened to, rated, and downloaded 48 songs by up‐and‐coming bands. Surprisingly, despite relatively large differences in the demographics, behavior, and preferences of participants, the experimental results at both the individual and collective levels were similar to those found in Salganik, Dodds, and Watts (2006). Further, by comparing results from two distinct pools of participants, we are able to gain new insights into the role of individual behavior on collective outcomes. We conclude with a discussion of the strengths and weaknesses of Web‐based experiments to address questions of collective social dynamics. (shrink)

This paper examines one nascent entrepreneurial endeavour intended by Canada's Stem Cell Network to catalyze the commercialization of stem cell research: the creation of a company called "Aggregate Therapeutics". We argue that this initiative, in its current configuration, is likely to result in a breach of public trust owing to three inter-related concerns: conflicts of interest; corporate influence on the university research agenda; and the failure to provide some form of direct return for the public's substantial tax dollar investment. These (...) concerns are common to many efforts to commercialize academic science but are rendered particularly acute in this case given the therapeutic promise of stem cell research and the considerable number of resources related to stem cell research in Canada, which Aggregate Therapeutics is expected to pool. We do, however, believe that the company can be altered to guard against a violation of the public's trust, and so we present concrete modifications to its structure, which we contend should be given immediate consideration. Based on an analysis of the reports of twenty-eight national-level public commission inquiries into events involving ethno-national violence—drawn from five national contexts and arrayed over the course of the twentieth century—this article demonstrates the strikingly transnational character of these investigatory bodies’ attempts to authoritatively explain episodes of collective violence and to thereby restore governing legitimacy in the wake of violent crises. One of four distinct “logics,” or core explanatory frameworks, each associated with a particular mode of “racial power,” characterized a (...) diverse cross-national pool of violence commission reports during defined periods of the twentieth century. In revealing globally encompassing logics to what has often been framed as a national or case-specific phenomenon, the author shows how global ideational currents compose a key dimension of national political dynamics. Western Kansas is one of the most important agricultural regions in the world. Most agricultural production in this semi-arid region depends on the consumption of nonrenewable groundwater from the High Plains Aquifer, which will be 70 % depleted by 2070. The problem of depletion has drawn significant attention from local citizens and policymakers at the federal, state, and local levels for at least 40 years, resulting in a variety of policies and institutions to manage groundwater from the aquifer as a (...) common pool resource. Yet depletion has persisted. We explain this conundrum as an outcome of a mismatch between the scale of resource management, which has become more intensively local, and the scale of resource exchange, which has rendered the High Plains Aquifer a global common pool resource. We then explain the deeper, structural origins of the management–exchange scale mismatch. Drawing on concepts from structural human ecology theory and empirical evidence from Southwest Kansas, we show that agriculture is predicated on local metabolic rift in the hydrological cycle that is exacerbated through ecological unequal exchange with higher-income, core areas beyond the region. We conclude by highlighting two key policies that, if implemented together, may lessen the deleterious effects of these structural dynamics and thus promote a more sustainable relationship between society and environment in this region and other water-scarce regions that are net-exporters of groundwater. Hidden among the myriad nucleotide variants that constitute each species' gene pool are a few variants that contribute to phenotypic variation. Many of these differences that make a difference are non‐coding cis‐regulatory variants, which, unlike coding variants, can only be identified through laborious experimental analysis. Recently, Cowles et al.1 described a screening method that does an end‐run around this problem by searching for genes whose cis regulation varies without having to find the polymorphic nucleotides that influence transcription. Understanding the clinical significance of variants associated with hereditary cancer risk requires access to a pooled data resource or network of resources—a “cancer gene variant commons”—incorporating representative, well-characterized genetic data, metadata, and, for some purposes, pathways to case-level data. Several initiatives have invested significant resources into collecting and sharing cancer gene variant data, but further progress hinges on identifying and addressing unresolved policy issues. This commentary provides insights from a modified policy Delphi process involving experts from a range of stakeholder (...) groups involved in the data-sharing ecosystem. In particular, we describe policy issues and options generated by Delphi participants in five domains critical to the development of an effective cancer gene variant commons: incentives, financial sustainability, privacy and security, equity, and data quality. Our intention is to stimulate wider discussion and lay a foundation for further work evaluating policy options more in-depth and mapping them to those who have the power to bring about change. Addressing issues in these five domains will contribute to a cancer gene variant commons that supports better care for at-risk and affected patients, empowers patient communities, and advances research on hereditary cancers. We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. A recurring problem in psychiatry is the meaningfulness, or otherwise, of its domain. Critics of psychiatry accuse the discipline of misconstruing mental phenomena and behavior, including the verbal sort, as meaningless symptoms, in keeping with other medical specialisms. A myoclonic jerk is taken by the neurologist to mean nothing beyond signaling pathology of the nervous system. But this approach, critics argue, strips psychiatric phenomena of their meaning. Poole*The Moscow Psychological Society, founded in 1885 at Moscow University, was the philosophical center of the revolt against positivism in the Russian Silver Age. By the end of its activity in 1922 it had played the major role in the growth of professional philosophy in Russia. 1 The Society owes its name to its founder, M. M. (...) Troitsky (1835–99), an empiricist psychologist. Although it sponsored significant psychological research, its greater importance in the history of Russian philosophy began to emerge already in 1888, when Nikolai Ia. Grot (1852–99) took over as director. Grot’s principal colleagues in the affairs of the Society included the major Russian idealist philosophers Vladimir S. Solov’ev (1853–1900), Sergei N. Trubetskoi (1862–1905), and Lev M. Lopatin (1855–1920). In 1889 the Psychological Society began publication of Russia’s first regular, specialized journal in philosophy, Questions of Philosophy and Psychology (Voprosy Filosofii i Psikhologii). Grot characterized the journal’s prevailing direction as idealist or, “in respect to method, metaphysical.” 2While the cultural revival of the Silver Age mounted a broad-based revolt against positivism, neo-idealist philosophy in the Psychological Society was distinctive in the theoretical depth of its critique. The main characteristics of this positivist Weltanschauung were reductionism, which dismissed as a meaningless proposition (neither analytic nor empirical) the possibility of being beyond the positively-given data of sense experience, i.e., phenomena in space and time; scientism, the claim, consistent with the positivist reduction of being to natural phenomena, that the methodology of the natural sciences covered eve-rything; and utopianism, the hope that the application of natural scientific methods to man and society would make human existence as regular and well-ordered as nature. 3 The defining trait was reductionism or, in other words, naturalism or atheism: the reduction of being to nature. In ethics, epistemology, ontology, and social philosophy neo-idealism emerged as a response to these characteristics. Its development by philosophers in the Psychological Society, apart from comprising a basic chapter in the history of Russian thought, informs the European-wide revolt against positivism characteristic of fin-de-siècle culture.According to scientistic positivism, philosophy had no distinctive methodology and thus no legitimate right to exist as its own type of scientific (nauchnyi or wissenschaftlich) discipline. Empirical sciences were the only sciences; philosophy could at best serve as a field that systematized empirical research. Against these claims Russian neo-idealists sought to advance the autonomy of philosophy by showing that the positivist measure of reality was far from exhaustive and that what it did not exhaust comprised the domain of philosophy. This domain was human consciousness itself, to the extent it could be shown to be irreducible to empirical experience (the positivist sphere). Foucault's concept of governmentality is instrumental in describing the arbitrary exercise of power on incarcerated people and their precarious living conditions. Life in jail is especially uncertain for clandestine migrants. In the article, recollections from the rehearsals of the show / racconti del corpo (Tales of the body) alternate with images and quotes from (...) the play, poems by women convicts, and reflections on detention as the ultimate condition of precarity for migrant women. Ross Poole displays the social content of the various conceptions of morality at work in contemporary society, and casts a strikingly fresh light on such fundamental problems as the place of reason in ethics, moral objectivity and the distinction between duty and virtue. The book provides a critical account of the moral theories of a number of major philosophers, including Kant, Marx, Nietzsche, Habermas, Rawls, Gewirth and MacIntyre. It also presents a systematic critique of three of the most significant (...) responses to modernity: liberalism, nationalism and nihilism. It takes seriously the suggestion that men and women are subject to different conceptions of morality, and places the issue of gender at the centre of moral philosophy. This paper considers the character of moral peoplehood, our life as a people, and the rules and principles through which that life is expressed. In so far as those rules and principles take legal form, as determining the ground rules of association and denoting political rights and duties, this moral community is also a jural community. The paper engages with Bernard Williams’s thought with a view to resolving the tension between two conceptions of the constitution that differ in their account (...) of the relationship between norms and time. Williams offers the prospect of a non-Kantian liberalism that grows out of the habits and minds of persons but which does not collapse into relativism. I argue that Williams’s account of moral personhood devotes insufficient attention to the dynamics of moral deliberation, essential to the growth of personhood. I argue that Williams’s account of moral peoplehood is similarly deficient in that it overlooks the role constitutional deliberation plays in constructing the jural community. Plural politics requires accepted ground rules and the sense that we are a unity of plural associates, and this is what constitutional deliberation aims to provide. (shrink)

An important role of memory, both individual and collective, is to remind us of what we owe to the past. To understand this role, we need to conceive memory not merely in cognitive terms, but also as what Nietzsche called "memory of the will." It is this "conative" aspect of memory which explains the link between memory and identity. There still remain problems of how to explain how a collective memory "of the will" is transmitted over long periods of time, (...) and how to explain certain familiar pathologies. American Indian/Alaska Native (AI/AN) populations in the United States continue to experience overall health inequity, despite significant improvement in health status for nearly all other racial‐ethnic groups over the past 30 years. Nurses comprise the bulk of healthcare providers in the U.S. and are in an optimal position to improve AI/AN health by transforming both nursing education and practice. This potential is dependent, however, on nurses’ ability to recognize the distinct historical and political conditions through which AI/AN health inequities have (...) been produced and sustained. Nurse providers, educators, and leaders must in turn recognize how the sustained conditions of marginalization and expropriation that underpin current AI/AN health inequities continue to shape contemporary AI/AN health outcomes. This manuscript builds upon the extant literature of AI/AN historical health policy and utilizes decolonial theorizations of nursing and a cultural safety framework to propose a series of immediately actionable steps for nursing intervention into AI/AN health inequity. Ultimately, we suggest that it is crucial for nurses to collaborate with AI/AN individuals and communities across educational and clinical settings to further refine these approaches in alignment with the disciplinary obligation of promoting social justice within healthcare. The newly digitised Manchester Observer was England’s leading radical newspaper at the time of the Peterloo meeting of August 1819, in which it played a central role. For a time it enjoyed the highest circulation of any provincial newspaper, holding a position comparable to that of the Chartist Northern Star twenty years later and pioneering dual publication in Manchester and London. Its columns provide insights into Manchester’s notoriously secretive local government and policing and into the labour and radical movements of (...) its turbulent times. Rich materials in the Home Office papers in the National Archives reveal much about the relationship between radicals in London and in the provinces, and show how local magistrates conspired with government to hound the radical press in the north as prosecutions in London ran into trouble. This article also sheds new light on the founding of the Manchester Guardian, which endured as the Observer’s successor more by avoiding its disasters than by following its example. Despite the imprisonment of four of its main editors and proprietors the Manchester Observer battled on for five years before sinking in calmer water for lack of news. (shrink)

The anti-capitalist debate has traditionally drawn up battle lines between oppressed individuals on the one hand, and an oppressive system on the other. While this has high rhetorical value, it is based on imprecise use of language. The language confuses an amoral system with im/moral agents but at the same time uses anthropomorphic language to lend capitalism moral agency. This inevitably leads to a confused debate. Given that all opponents of capitalism want the reformation of what they see as a (...) flawed system, precision in the use of the language employed would move the debate into arenas of action, and thus the debate is more likely to generate change.
