The structure formed by fossil energy trade among countries can be divided into multiple subcommodity networks. However, the difference of coupling mode and transmission mechanism between layers of the multirelationship network will affect the measurement of node importance. In this paper, a framework of multisource information fusion by considering data uncertainty and the classical network centrality measures is build. Then, the evidential centrality indicator is proposed, by integrating Dempster–Shafer evidence theory and network theory, to empirically identify influential nodes of (...) fossil energy trade along the Belt and Road Initiative. The initial result of the heterogeneity characteristics of the constructed network drives us to explore the core node issue further. The main detected evidential nodes include Russia, Kazakhstan, Czechia, Slovakia, Egypt, Romania, China, Saudi Arabia, and Singapore, which also have higher impact on network efficiency. In addition, cluster analysis discovered that resource endowment is an essential factor influencing country’s position, followed by geographical distance, economic level, and economic growth potential. Therefore, the above aspects should be considered when ensuring national trade security. At last, the rationality and comprehensiveness of EVC are verified by comparing with some benchmark centralities. (shrink)

Recently, Weisbecker and Goswami presented the first comprehensive comparative analysis of brain size, metabolic rate, and development periods in marsupial mammals. In this paper, a strictly energetic perspective is applied to identify general mammalian correlates of brain size evolution. In both marsupials and placentals, the duration or intensity of maternal investment is a key correlate of relative brain size, but here I show that allomaternal energy subsidies may also play a role. In marsupials, an energetic constraint on brain size (...) in adults is only revealed if we consider both metabolic and reproductive rates simultaneously, because a strong trade‐off between encephalization and offspring production masks the positive correlation between basal metabolic rate and brain size in a bivariate comparison. In conclusion, starting from an energetic perspective is warranted to elucidate relations between ecology, social systems, life history, and brain size in all mammals. (shrink)

Although emissions trading is embraced as a means to curb carbon emissions and to incentivize the use of renewable energy, it is also heavily contested on ethical grounds. We will assess the main fundamental objections and possible counterarguments. Although we sympathize with some of these arguments, we argue that they are unpersuasive when an emissions trading system is well designed: emissions should be accounted ‘upstream,’ on the production rather than the consumer level. Quantum measurement is a physical process. A system and an apparatus interact for a certain time period, and during this interaction, information about an observable is transferred from the system to the apparatus. In this study, we quantify the energy fluctuation of the quantum apparatus required for this physical process to occur autonomously. We first examine the so-called standard model of measurement, which is free from any non-trivial energy–time uncertainty relation, to find that it needs an external system (...) that switches on the interaction between the system and the apparatus. In such a sense this model is not closed. Therefore to treat a measurement process in a fully quantum manner we need to consider a “larger” quantum apparatus which works also as a timing device switching on the interaction. In this setting we prove that a trade-off relation, \, holds between the energy fluctuation \ of the quantum apparatus and the measurement time \. We use this trade-off relation to discuss the spacetime uncertainty relation concerning the operational meaning of the microscopic structure of spacetime. In addition, we derive another trade-off inequality between the measurement time and the strength of interaction between the system and the apparatus. (shrink)

This article employs empirical history and the philosophy of science to study cultural convergences and divergences in international collaborations in high energy physics. We examine two cases: (1) E-36, an experiment on small angle proton-proton scattering conducted during the Cold War at the National Accelerator Laboratory (NAL) in the USA by Soviet and US scientists and (2) an ongoing collaborative experiment, NICA, at the Joint Institute for Nuclear Research (JINR, Dubna), which is a project devoted to heavy-ion physics. The (...) JINR, particularly its Laboratory of High Energy Physics (formerly the “Laboratory of High Energies”) is the main mediating actor between these two cases (i.e., E-36 and NICA), as the majority of Soviet participants in E-36 were representatives of the Institute. Using empirical data collected through archival searches, field observations conducted at JINR in 2018–2019, and in-depth interviews, we tell a story of cultural differences in high energy physics by applying the concepts of ‘trading zones’ (P. Galison) and the translation of interests in actor-networks (B. Latour, M. Callon and others). We analyze three types of cultural diversity (specialization, nationality, and generational) in light of the implications of temporal context and the dichotomy between East and West, showing the roles cultural diversity plays in scientific collaboration (which is an integral part of as well as obstacle to scientific research that can nevertheless provide learning opportunities). Our study aims to demonstrate how disunity and diversity may function in scientific research and how high energy physics collaborations can remain productive despite sometimes deep divergences, including those between East and West. With the contradiction between supply and demand being intensified, the unreasonable crude oil trade structure has become increasingly prominent. Therefore, optimizing the supply and demand structure of the global crude oil trade is an urgent problem, which has become one of the crucial factors affecting the energy strategy and economic development of each country. This paper builds an optimization model that aims at minimizing crude oil trade costs based on the complex network theory. Meanwhile, an optimal solution generation approach (...) is proposed and developed in this paper. Compared with the preoptimized trade network, the proposed model can effectively reduce the trade cost. By topological analysis of the trade network and its optimal configuration, we obtain that both the preoptimized and optimized crude oil trade networks follow power-law distribution. By using the minimum spanning tree, we find that the major crude oil net exporting countries have the most significant influence and are at the core in the optimized trade structure. This work focuses on the sustainable development of the global crude oil trade and provides a fresh perspective for the optimal crude oil trade system. Moreover, the methodology and model may be applied in the investigation of optimization for other energy system structures. (shrink)

Extensive research has been carried out on the “Belt and Road” initiative, most of it focusing on geographical economy and international trade. However, there is a lack of research on the carbon emissions efficiency of the countries along the “Belt and Road,” especially regarding the impact of freight trade. To address this research gap, this paper first employs a metafrontier nonradial directional distance function to measure the carbon emission efficiency of 32 countries along the “Belt and Road” from 1990 to (...) 2014. It then examines the role of freight trade. Our main research findings are as follows. Firstly, the carbon emission efficiency of the countries along the “Belt and Road” is generally low. Among them, Russia and Central Asia are mainly due to the large between-group gap in carbon emission efficiency, while Southeast Asia, Western Asia and North Africa, East Asia, South Asia, and Central and Eastern Europe are mainly due to the large within-group gap. Secondly, freight trade promotes carbon emission efficiency, but it will aggravate the gap between the contemporaneous technology and the group technology. Freight trade mainly promotes the contemporaneous carbon emission efficiency and group-frontier carbon emission efficiency of low fossil energy dependent countries, and the metafrontier carbon emission efficiency of high fossil energy dependent countries. Thirdly, foreign direct investment has a significant negative effect on a host country’s ITCEI and GTCEI, and it will decrease the gap between the group technology and the metafrontier technology. However, freight trade can effectively prevent the entry of FDI, thereby indirectly improving carbon emission efficiency and reducing carbon emission gap. (shrink)

According to the free energy principle, life is an “inevitable and emergent property of any random dynamical system at non-equilibrium steady state that possesses a Markov blanket” :20130475, 2013). Formulating a principle for the life sciences in terms of concepts from statistical physics, such as random dynamical system, non-equilibrium steady state and ergodicity, places substantial constraints on the theoretical and empirical study of biological systems. Thus far, however, the physics foundations of the free energy principle have received hardly (...) any attention. Here, we start to fill this gap and analyse some of the challenges raised by applications of statistical physics for modelling biological targets. Based on our analysis, we conclude that model-building grounded in the free energy principle exacerbates a trade-off between generality and realism, because of a fundamental mismatch between its physics assumptions and the properties of actual biological targets. This study was conducted with the aim of outlining a comprehensive picture of the coverage of various sustainability schemes or criteria sets related to the entire value-added chain of biomass and bioenergy and comparing them accordingly. Eight sustainability schemes and one draft directive were chosen for the qualitative comparison: two existing sets of criteria for agricultural biomass (RSPO, RTRS); two existing forest certification schemes (FSC, Finnish FFCS); two newly developed initiatives for biomass for energy raw material (WWF Meta standard, (...) CSB); and three recent proposals for bio energy and biofuels (SSB, Finnish SLF, EU draft directive).The analysis demonstrated that five schemes (RSPO, RTRS, FSC, CSB and SSB) are created for global application and commonly cover all sustainability issues plus the legal framework around it. The WWF Meta standard does also cover all issues, although the economic items are underemphasised. The two Finnish sets (FFCS and SLF) are mainly locally or regionally applied and focus more on environmental issues, as other issues are covered by existing legislation. The EU draft directive focuses mainly on the governance of energy from renewable sources at the European level, emphasising environmental issues. This paper resulted in the proposal of a tri-dimensional approach (sustainability issues; technical biomass conversion routes; physical trade flows) when comparing various biomass and bioenergy schemes and for further development and empirical testing of overall European biomass and bioenergy sustainability. This article applies social entropy theory to international trade law, suggesting that observed shifts in world trading system towards disorder are the consequence of insufficient ‘energy’ inputs in the form of an effective, centralized legal framework and focused authoritative organization. In support of this claim, the article draws attention to recognized, substantive deficiencies in the World Trade Organization (WTO). These include trade round negotiation impasse, the rise of bilateralism, indeterminacy in the treaty texts and inadequate enforcement procedures. These (...) problems represent increasing disorganization, or entropy, in the world trading system, a phenomenon characterized most notably by growing income inequality between states and failure to achieve progress in further trade liberalization. While this article does not propose either specific predictions or comprehensive solutions to the dilemma of social entropy in the world trading system, it does suggest that a more robust, authoritative and trade-focused WTO is essential to counter the entropic tendencies within the supra-national trading system. This should help to ensure future growth and achieve the fuller distribution of economic prosperity through global trade. (shrink)

Today, cities account for the majority of global energy consumption and CO2 emissions. The interaction between cities is critical for regional low-carbon development. At this time, China has turned to the full opening of the carbon trading market as an important policy tool for achieving its ambitious emission reduction goals. This paper attempts to explore the spatial relationships among cities from the perspective of carbon trading. A “multiscenarios across different spatial scales” analysis framework applied to the allocation (...) and trading of CO2 emission quotas among cities in China is proposed. Based on this framework, the carbon trading networks of 182 cities in China are specifically simulated under four different scenarios, with a comparative analysis of the networks’ complexity made from different perspectives. The results of the study are as follows: firstly, significant spatial network correlations exist between the cities’ carbon trading under each scenario. Secondly, on a national scale, there are more inner connections in carbon trading networks, with stronger correlations and robustness, while the degree of connection of intercity carbon trading is higher overall on a regional scale. Thirdly, on a national scale, no obvious core nodes exist in the network, while core nodes do exist in the overall network and in each region under the regional scale. Fourthly, cities in the central region have the highest core position overall. Finally, based on the research results, practical guidance in using the framework for achieving carbon reduction, promoting economic growth, and balancing regional development, as well as the important inspiration for policy formulation, is further discussed. Many short-term matings might be successful for some men; others might try to find and keep a single mate, investing their effort in rearing her offspring. Recent evidence suggests that men with features signaling genetic benefits to offspring should be preferred by women as short-term mates, but there are (...) trade-offs between a mate's genetic fitness and his willingness to help in child-rearing. As an advanced network calculation mode, cloud computing is becoming more and more popular. However, with the proliferation of large data centers hosting cloud applications, the growth of energy consumption has been explosive. Surveys show that a remarkable part of the large energy consumed in data center results from over-provisioning of the network resource to meet requests during peak demand times. In this paper, we propose a solution to this problem by constructing a dynamic energy-efficient resource management (...) scheme. As a way of saving energy as well as maintaining cloud user’s quality of experience, the scheme presents a multitier cloud architecture by configuring physical machines into two pools: a hot pool and a warm pool. Each PM is configured with a resource search engine that finds an available virtual machine for the request, and a synchronous sleep mechanism is introduced to the warm pool. To analyze the end-to-end performance of the cloud system’s service with the proposed scheme, we establish a hybrid queueing system composed of three stochastic submodels by using a matrix-geometric solution. Accordingly, the average latency of requests and the energy-saving rate of the system are derived. Through numerical results, we show the influence of the synchronous sleep mechanism on the system performance. Moreover, from the perspective of economics, we build a system cost function to study the trade-off between different performance measures. An improved Salp Swarm Algorithm is presented to minimize the system cost and optimize the sleep parameter. (shrink)

_The implementation of the German energy transition is unclearly framed. The future of the transition depends on more than just technological development or economic feasibility. Rather, a positive attitude and an understanding by the general public are critical to its success. Therefore, communicating the complex, polarized and long-term process in an objective way is essential. We show that despite the alleged clarity of goals, German stakeholders have very diverse reasons for their support of the energy transition. One key (...) reason mentioned is climate protection. Another important goal is the desired independence from energy imports. This diversity is at the heart of the communication challenges. We see a wide variety of goals triggering trade-offs and challenges in understanding the process. Therefore, we suggest an infographic as an approach to communicating the energy transition to the general public with a focus on goals and related future challenges of the transition. We conclude that communication tools should promote an inclusive discussion and debate regarding the goals and challenges of a process, such as the energy transition, to help answer the question: How do we want to live in the future?_ _Keywords_: climate change, energy transition, communication, framing, media. Degrowth is identified as a prospective turning point in human development as significant as the domestication of fire or the process of agrarianisation. The Transition movement is identified as the most important attempt to develop a prefigurative, local politics of degrowth. Explicating the links between capitalist modernisation, metabolic throughput and psychological individuation, Transition embraces ‘limits’ but downplays the implications of scarcity for open, liberal societies, and for inter-personal and inter-group violence. William Ophuls’ trilogy on the politics of scarcity confronts precisely (...) these issues, but it depends on an unconvincing sociology of individuation as a central process in modernity. A framework is advanced through which to explore the tensions, trade-offs and possibilities for a socially liberal, culturally cosmopolitan and science-based civilisation under conditions of degrowth and metabolic contraction. Recent business headlines, particularly those related to the collapsed energy-trading giant, Enron and its auditor, Arthur Andersen raise concerns about accountants' ethical reasoning. We propose, and provide evidence from 90 new auditors from Big-Five accounting firms, that a selection-socialization effect exists in the accounting profession that results in hiring accountants with disproportionately higher levels of the Sensing/thinking (ST) cognitive style. This finding is important and relevant because we also find that the ST cognitive style is associated with relatively (...) low levels of ethical reasoning, regardless of gender. This finding implies a need for emphasis on the ethical training of accountants. The results also suggest that accounting firms should consider recruiting accountants with cognitive styles associated with relatively higher levels of ethical reasoning. (shrink)

The main obstacles to market development of alternative energy sources are defined. The implications and impact of existing barriers to this market is considered. The reasons hindering the liberalization of trade in environmental goods and technologies are analyzed.

The success of particle detection in high energy physics colliders critically depends on the criteria for selecting a small number of interactions from an overwhelming number that occur in the detector. It also depends on the selection of the exact data to be analyzed and the techniques of analysis. The introduction of automation into the detection process has traded the direct involvement of the physicist at each stage of selection and analysis for the efficient handling of vast amounts of (...) data. This tradeoff, in combination with the organizational changes in laboratories of increasing size and complexity, has resulted in automated and semi-automated systems of detection. Various aspects of the semi-automated regime were greatly diminished in more generic automated systems, but turned out to be essential to a number of surprising discoveries of anomalous processes that led to theoretical breakthroughs, notably the establishment of the Standard Model of particle physics. The automated systems are much more efficient in confirming specific hypothesis in narrow energy domains than in performing broad exploratory searches. Thus, in the main, detection processes relying excessively on automation are more likely to miss potential anomalies and impede potential theoretical advances. I suggest that putting substantially more effort into the study of electron–positron colliders and increasing its funding could minimize the likelihood of missing potential anomalies, because detection in such an environment can be handled by the semi-automated regime—unlike detection in hadron colliders. Despite virtually unavoidable excessive reliance on automated detection in hadron colliders, their development has been deemed a priority because they can operate at currently highest energy levels. I suggest, however, that a focus on collisions at the highest achievable energy levels diverts funds from searches for potential anomalies overlooked due to tradeoffs at the previous energy thresholds. I also note that even in the same collision environment, different research strategies will opt for different tradeoffs and thus achieve different experimental outcomes. Certification for biofuels has been developed to ensure that biofuel production methods adhere to social and environmental sustainability standards. As such, requiring biofuel production to be certified has become part of EU policy through the 2009 renewable energy directive, that aims to promote energy security, reduce emissions and promote rural development. According to the EU RED, in 2020 10 % of our transport energy should come from renewable sources, most of which are expected to be biofuels. In (...) this paper I examine what biofuel certificates are, what they can achieve and what their limitations are. Methodologically, I will evaluate them using the standards of instrumental, practical and communicative rationality. With regard to instrumental rationality, I conclude that the EU RED makes an important but unjustified assumption in demanding certified biofuels for its target: that if biofuel production is sustainable, then biofuel use is too. I also argue that, where the EU assumes that biofuel certification is a sufficient means to achieve the EU RED’s goals, it is at best an insufficient means and at worst not a means at all towards achieving these goals. With regard to practical rationality, I argue that more attention needs to be paid to trade-offs between different goals in the EU RED, particularly with regard to providing investor security and not capping transport energy consumption. With regard to communicative rationality, I argue that the policy-making process of the EU RED has been seriously flawed, and that certification development processes also can improve significantly. The aim of this study is to justify the belief that there are biological normative mechanisms that fulfill non-trivial causal roles in the explanations (as formulated by researchers) of actions and behaviors present in specific systems. One example of such mechanisms is the predictive mechanisms described and explained by predictive processing (hereinafter PP), which (1) guide actions and (2) shape causal transitions between states that have specific content and fulfillment conditions (e.g. mental states). Therefore, I am guided by a specific (...) theoretical goal associated with the need to indicate those conditions that should be met by the non-trivial theory of normative mechanisms and the specific models proposed by PP supporters. In this work, I use classical philosophical methods, such as conceptual analysis and critical reflection. I also analyze selected studies in the field of cognitive science, cognitive psychology, neurology, information theory and biology in terms of the methodology, argumentation and language used, in accordance with their theoretical importance for the issues discussed in this study. In this sense, the research presented here is interdisciplinary. My research framework is informed by the mechanistic model of explanation, which defines the necessary and sufficient conditions for explaining a given phenomenon. The research methods I chose are therefore related to the problems that I intend to solve. In the introductory chapter, “The concept of predictive processing”, I discuss the nature of PP as well as its main assumptions and theses. I also highlight the key concepts and distinctions for this research framework. Many authors argue that PP is a contemporary version of Kantianism and is exposed to objections similar to those made against the approach of Immanuel Kant. I discuss this thesis and show that it is only in a very general sense that the PP framework is neo-Kantian. Here we are not dealing with transcendental deduction nor with the application of transcendental arguments. I argue that PP is based on reverse engineering and abduction inferences. In the second part of this chapter, I respond to the objection formulated by Dan Zahavi, who directly accuses this research framework of anti-realistic consequences. I demonstrate that the position of internalism, present in the so-called conservative PP, does not imply anti-realism, and that, due to the explanatory role played in it by structural representations directed at real patterns, it is justified to claim that PP is realistic. In this way, I show that PP is a non-trivial research framework, having its subject, specific methods and its own epistemic status. Finally, I discuss positions classified as the socalled radical PP. In the chapter “Predictive processing as a Bayesian explanatory model” I justify the thesis according to which PP offers Bayesian modeling. Many researchers claim that the brain is an implemented statistical probabilistic network that is an approximation of the Bayesian 7 rule. In practice, this means that all cognitive processes are to apply Bayes' rule and can be described in terms of probability distributions. Such a solution arouses objections among many researchers and is the subject of wide criticism. The purpose of this chapter is to justify the thesis that Bayesian PP is a non-trivial research framework. For this purpose, I argue that it explains certain phenomena not only at the computational level described by David Marr, but also at the level of algorithms and implementation. Later in this chapter I demonstrate that PP is normative modeling. Proponents of the use of Bayesian models in psychology or decision theory argue that they are normative because they allow the formulation of formal rules of action that show what needs to be done to make a given action optimal. Critics of this approach emphasize that such thinking about the normativity of Bayesian modeling is unjustified and that science should shift from prescriptive to descriptive positions. In a polemic with Shira Elqayam and Jonathan Evans (2011), I show that the division they propose into prescriptivism and Bayesian descriptivism is apparent, because, as I argue, there are two forms of prescriptivism, i.e. the weak and the strong. I argue that the weak version is epistemic and can lead to anti-realism, while the strong version is ontic and allows one to justify realism in relation to Bayesian models. I argue that a weak version of prescriptivism is valid for PP. It allows us to adopt anti-realism in relation to PP. In practice, this means that you can explain phenomena using Bayes' rule. This does not, however, imply that they are Bayesian in nature. However, the full justification of realism in relation to the Bayesian PP presupposes the adoption of strong prescriptivism. This position assumes that phenomena are explained by Bayesian rule because they are Bayesian as such. If they are Bayesian in nature, then they should be explained using Bayesian modeling. This thesis will be substantiated in the chapters “Normative functions and mechanisms in the context of predictive processing” and “Normative mechanisms and actions in predictive processing”. In the chapter “The Free Energy Principle in predictive processing”, I discuss the Free Energy Principle (hereinafter FEP) formulated by Karl Friston and some of its implications. According to this principle, all biological systems (defined in terms of Markov blankets) minimize the free energy of their internal states in order to maintain homeostasis. Some researchers believe that PP is a special case of applying this principle to cognition, and that predictive mechanisms are homeostatic mechanisms that minimize free energy. The discussion of FEP is important due to the fact that some authors consider it to be important for explanatory purposes and normative. If this is the case, then FEP turns out to be crucial in explaining normative predictive mechanisms and, in general, any normative biological mechanisms. To define the explanatory possibilities of this principle, I refer to the discussion of its supporters on the issue they define as the problem of continuity and discontinuity between life and mind. A critical analysis of this discussion and the additional arguments I have formulated have allowed me to revise the explanatory ambitions of FEP. I also reject the belief that this principle is necessary to explain the nature of predictive mechanisms. I argue that the principle formulated and defended by Friston is an important research heuristic for PP analysis. 8 In the chapter “Normative functions and mechanisms in predictive processing”, I start my analyzes by formulating an answer to the question about the normative nature of homeostatic mechanisms. I demonstrate that predictive mechanisms are not homeostatic. I defend the view that a full explanation of normative mechanisms presupposes an explanation of normative functions. I discuss the most important proposals for understanding the normativity of a function, both from a systemic and teleosemantic perspective. I conclude that the non-trivial concept of a function must meet two requirements which I define as explanatory and normative. I show that none of the theories I have invoked satisfactorily meets both of these requirements. Instead, I propose a model of normativity based on Bickhard's account, but supplemented by a mechanistic perspective. I argue that a function is normative when: (1) it allows one to explain the dysfunction of a given mechanism; (2) it contributes to the maintenance of the organism's stability by shaping and limiting possible relations, processes and behaviors of a given system; and when (3) (according to the representational and predictive functions) it enables explaining the attribution of logical values of certain representations / predictions. In such an approach, a mechanism is normative when it performs certain normative functions and when it is constitutive for a specific action or behavior, despite the fact that for some reason it cannot realize it either currently or in the long-term. Such an understanding of the normativity of mechanisms presupposes the acceptance of the epistemic hypothesis. I argue that this hypothesis is not cognitively satisfactory, and therefore the ontic hypothesis should be justified, which is directly related to adopting the position of ontic prescriptivism. For this reason, referring to the mechanistic theory of scientific explanations, I formulate an ontical interpretation of the concept of a normative mechanism. According to this approach, a mechanism or a function is normative when they perform such and such causal roles in explaining certain actions and behaviors. With regard to the normative properties of predictive mechanisms and functions, this means that they are the causes of specific actions an organism carries out in the environment. In this way, I justify the necessity of accepting the ontic hypothesis and rejecting the epistemic hypothesis. The fifth chapter, “Normative mechanisms and actions in predictive processing”, is devoted to the dark room problem and the related exploration-exploitation trade-off. A dark room is the state that an agent could be in if it minimized the sum of all potential prediction errors. I demonstrate that, in accordance with the basic assumption of PP about the need for continuous and long-term minimization of prediction errors, such a state should be desirable for the agent. Is it really so? Many authors believe it is not. I argue that the test of the value of PP is the possibility of a non-trivial solution of this problem, which can be reduced to the choice between active and uncertainty-increasing exploration and safe and easily predictable exploitation. I show that the solution proposed by PP supporters present in the literature does not enable a fully satisfactory explanation of this dilemma. Then I defend the position according to which the full explanation of the normative mechanisms, and, subsequently, the solution to the dilemma of exploration and exploitation, involves reference to the existence of constraints present in the environment. The constraints 9 include elements of the environment that make a given mechanism not only causal but also normative. They are therefore key to explaining the predictive mechanisms. They do not only play the role of the context in which the mechanism is implemented, but, above all, are its constitutive component. I argue that the full explanation of the role of constraints in normative predictive mechanisms presupposes the integration of individual models of specific cognitive phenomena, because only the mechanistic integration of PP with other models allows for a non-trivial explanation of the nature of normative predictive mechanisms that would have a strong explanatory value. The explanatory monism present in many approaches to PP makes it impossible to solve the problem of the dark room. Later in this chapter, I argue that the Bayesian PP is normative not because it enables the formulation of such and such rules of action, but because the predictive mechanisms themselves are normative. They are normative because they condition the choice of such and such actions by agents. In this way, I justify the hypothesis that normative mechanisms make it possible to explain the phenomenon of agent motivation, which is crucial for solving the dark room problem. In the last part of the chapter, I formulate the hypothesis of distributed normativity, which assumes that the normative nature of certain mechanisms, functions or objects is determined by the relations into which these mechanisms, functions or objects enter. This means that what is normative (in the primary sense) is the relational structure that constitutes the normativity of specific items included in it. I suggest that this hypothesis opens up many areas of research and makes it possible to rethink many problems. In the “Conclusion”, I summarize the results of my research and indicate further research perspectives. (shrink)

This book proposes a holistic transdisciplinary approach to sustainability as a subject of social sciences. At the same time, this approach shows new ways, as perspectives of philosophy, political science, law, economics, sociology, cultural studies and others are here no longer regarded separately. Instead, integrated perspectives on the key issues are carved out: Perspectives on conditions of transformation to sustainability, on key instruments and the normative questions. This allows for a concise answer to urgent and controversial questions such as the (...) following: Is the EU an environmental pioneer? Is it possible to achieve sustainability by purely technical means? If not: will that mean to end of the growth society? How to deal with the follow-up problems? How will societal change be successful? Are political power and capitalism the main barriers to sustainability? What is the role of emotions and conceptions of normality in the transformation process? To which degree are rebound and shifting effects the reason why sustainability politics fail? How much climate protection can be claimed ethically and legally e.g. on grounds of human rights? And what is freedom? Despite all rhetoric, the weak transition in energy, climate, agriculture and conservation serves as key example in this book. It is shown how the Paris Agreement is weak with regard to details and at the same time overrules the growth society by means of a radical 1,5-1,8 degrees temperature limit. It is shown how emissions trading must – and can – be reformed radically. It is shown why CSR, education, cooperation and happiness research are overrated. And we will see what an integrated politics on climate, biodiversity, nitrogen and soil might look like. (shrink)

This second part continues the search for ways of overcoming the three limitations of the current intellectual and professional division of labor and its knowledge infrastructure, which were shown to be at the root of the present economic, social and environmental crises. A complementary knowledge strategy is proposed to counterbalance the trade of breadth for depth, based on the creation of intellectual maps. One such map is described for engineering, showing how through the process of industrialization people change technology and (...) how through its influence on human life and society, technology changes people. Because industrialization cannot destroy the matter and energy it requires, it also transforms its relations with the biosphere. Once the connections between technology and everything else are mapped, specialists can inquire into the consequences of their design and decision making that fall beyond their domains of expertise, to introduce a preventive orientation into their work to achieve a better ratio of desired to undesired effects. This is shown for materials and production, energy, work, and cities. Since the 9/11 terrorist attacks and subsequent Terror War, Jean Baudrillard has written a series of reflections on the contemporary moment that have evoked the excitement and controversy of his earlier work. For many years, Baudrillard had complained that the contemporary era has been one of “weak events,” that the energies of history seemed to be depleted, and that politics has become increasingly banal and boring. He claimed in an essay "Anorexic Ruins," published in 1989, that the Berlin wall was (...) a sign of a frozen history, of an anorexic history, in which nothing more can happen, marked by a "lack of events" and the end of history, taking the Berlin wall as a sign of a stasis between communism and capitalism. Likewise, at one time, Baudrillard read the New York Twin Towers of the World Trade Center as symbols of the stasis of global capitalism and a frozen history in which the two superpowers develop a system of binary regulation. ‘Isn’t it clear that a man must have the right to warn the majority, to argue with the majority, to fight with the majority if he believes he holds the truth? Before many can know something, one must know it!’ The words are Dr Stockman’s of An Enemy of the People1 and in a competitive market building upon a Smithian self-interest there might seem to be no room for people like him. Whatever the personal attitudes of the owners, managers and (...) employees, they would feel forced to behave in business like all of their competitors. Such is the logic of the basic driving forces in Western societies. It is a logic that necessitates lean and mean production, the substitution of labour with capital, relocation of production to places with low labour costs — also known as social dumping — or to places with less stringent environmental demands and/or less costly safety regulations. The traditional way to prevent this happening has been to use state intervention and regulation to curb the worst cases. But today many of the traditional harnesses on an unbridled market economy have been removed, such as controls on capital movements, trade across borders or regulation of sectors like transport, telecommunication, energy, utilities and so on. With this in mind we may ask whether there exists an alternative to state intervention that would contain or change the direction of the logic from within the logic itself. In other words, is it possible for a single or a few entrepreneurs to change the logic in such a way that external regulation is avoided or reduced, while finding answers to the problems and concerns caused by that logic? Of course there is a risk that these answers may consist of just a kind of exploitative riding of the waves of concerns and offering strange, Potemkin-like answers to for instance the clamour for environmental responsibility. Responsible entrepreneurship is something else, though. It consists in understanding genuine concerns and using one’s special knowledge in a certain field, to experiment and develop constantly improving answers to these concerns, giving a concrete form to emerging values, and raising the expectations of all those having these concerns. The earliest formulation of the Higgs naturalness argument has been criticized on the grounds that it relies on a particular cutoff-based regularization scheme. One response to this criticism has been to circumvent the worry by reformulating the naturalness argument in terms of a renormalized, regulator-independent parametrization. An alternative response is to deny that regulator dependence poses a problem for the naturalness argument, because nature itself furnishes a particular, physically correct regulator for any effective field theory in the form of that (...) EFT’s physical cutoff, together with an associated set of bare parameters that constitute the unique physically preferred “fundamental parameters” of the EFT. Here, I argue that both lines of defense against the initial worry about regulator dependence are flawed. I argue that reformulation of the naturalness argument in terms of renormalized parameters simply trades dependence on a particular regularization scheme for dependence on a particular renormalization scheme, and that one or another form of scheme dependence afflicts all formulations of the Higgs naturalness argument. Concerning the second response, I argue that the grounds for suspending the principle of regularization or renormalization scheme independence in favor of a physically preferred parametrization are thin; the assumption of a physically preferred parametrization, whether in the form of bare “fundamental parameters” or renormalized “physical parameters,” constitutes a theoretical idle wheel in generating the confirmed predictions of established EFTs, which are invariably scheme-independent. I highlight certain features of the alternative understanding of EFTs, and the EFT-based approach to understanding the foundations of QFT, that emerges when one abandons the assumption of a physically preferred parametrization. I explain how this understanding departs from several dogmas concerning the mathematical formulation and physical interpretation of EFTs in high-energy physics. (shrink)

This article explores the financialisation of the world’s most important commodity, oil. It argues that much of the literature on the financialisation of commodities tends to adopt a dualistic approach to financial markets and physical producers, where financial and non-financial activities are assumed to be externally-related and counterposed to one another. The article locates the roots of this analytical separation in a mistaken acceptance of the fetish character of interest-bearing capital (IBC) – a view that the exchange of loanable sums (...) of capital represents a relationship between money-capitalists rather than a relationship to the moment of production. Against such dichotomous readings, the article argues that the financialisation of oil needs to be understood as part of the reworking of ownership and control across the oil commodity circuit, expressed through the combined centralisation and concentration of capital over the money, productive and commercial moments. This argument is demonstrated through an original empirical investigation of the US oil industry, including 20 years of weekly trading data on the New York Mercantile Exchange (NYMEX) and a detailed study of more than 160 oil and energy-related firms in the US. By mapping the structural weight and connections between different capitalist actors involved in accumulation across the oil sector, we gain a better understanding of the ultimate dynamics (and beneficiaries) of the carbon economy. This article introduces Designing for Care (D4C), a distinctive approach to project management and technological design informed by Care Ethics. We propose to conceptualize “care” as both the foundational value of D4C and as its guiding mid-level principle. As a value, care provides moral grounding. As a principle, it equips D4C with moral guidance to enact a caring process. The latter is made of a set of concrete, and often recursive, caring practices. One of the key assumption of D4C is (...) a relational ontology of individual and group identities, which fosters the actualization of caring practices as essentially relational and (often) reciprocal. Moreover, D4C adopts the “ecological turn” in CE and stresses the ecological situatedness and impact of concrete projects, envisioning an extension of caring from intra-species to inter-species relations. We argue that care and caring can influence directly some of the phases and practices within the management of (energy) projects and the design of sociotechnical (energy) artefacts and systems. When issues related to “value change” emerge as problematic (e.g., values trade-offs, conflicts), the mid-level guiding principle of care helps evaluate and prioritize different values at stake within specific projects. Although there may be several actors and stakeholders involved in project management and technological design, here we will focus on the professionals in charge of imagining, designing, and carrying out these processes (i.e., project managers, designers, engineers). We suggest that adopting D4C would improve their ability to capture and assess stakeholders’ values, critically reflect on and evaluate their own values, and judge which values prioritize. Although D4C may be adaptable to different fields and design contexts, we recommend its use especially within small and medium-scale (energy) projects. To show the benefits of adopting it, we envisage the application of D4C within the project management and the technological design of a community battery. The adoption of D4C can have multiple positive effects: transforming the mentality and practice of managing a project and designing technologies; enhancing caring relationships between managers, designers, and users as well as among users; achieving better communication, more inclusive participation, and more just decision-making. This is an initial attempt to articulate the structure and the procedural character of D4C. The application of D4C in a concrete project is needed to assess its actual impact, benefits, and limitations. (shrink)

Environmental policies to promote environmentally sustainable economic activity have often concentrated on larger firms. However, increasing attention is being paid to the role of small- and medium-sized enterprises (SMEs) and entrepreneurial actors. In this paper, we examine how policy tools are being used to improve the environmental performance of SMEs and to redirect entrepreneurial energies in more environmentally benign directions. The empirical section adopts a case-based comparative method to examine four instances of policymaking, drawn from different countries and industry sectors. (...) The paper argues that while some interventions have proved effective in their own terms, better integrated approaches are required to address today's complex and deep-rooted sustainability challenges. The paper identifies several policy implications including the need to: clarify the purpose of any intervention, address potential interactions and trade-offs; select appropriate tools based on informed reviews of the options; remain sensitive to context-specific factors; and devise effective vehicles for the promotion and governance of entrepreneurial initiatives. The International Labor Organization is not an effective force for raising labor standards in the developing world and could become considerably more effective by taking account of two of the most important and interrelated recent theoretical developments in understanding labor standards. First, countries derive no comparative advantage in the global trading system from most very low labor standards. The ILO should therefore concentrate its energies on lifting these, rather than concentrating on labor standards that are a source of comparative (...) advantage, the elimination of which is resisted strongly and effectively. Second, the tools of game theory may be used to identify the collective action problems that prevent countries from lifting their own labor standards, and create a role for a transnational agency that may assist them. Renata Lemos-Morais: You have recently produced and directed a short documentary about Creative Currencies in Latin America. Could you tell us a bit about its process and its findings? Gilson Schwartz: The “Creative Currencies” project is a work-in-progress platform which unfolds as an action research agenda connected both to the production of audiovisual content and the development of social currency software. The initiative dates back to 2003 when I led an experimental project supported by the Presidency of Brazil. At that time, we issued paper currency in a small, touristic village in the Northeast Region which stimulated local cultural projects. But it was only in 2009 that the Central Bank of Brazil acknowledged “social currencies” as a legitimate economic agenda, calling for more debate at the I Financial Inclusion Forum. This year, the monetary authorities organized a second forum that also opened the room to discussions on mobile payment systems and new perspectives on poverty alleviation via State subsidies. The Ministry of Culture funded the “Creative Currencies” project in 2009-2010 and our next stage in this discovery process is to be supported by the National Social and Economic Development Bank (BNDES). In short, there is genuine interest among public officials in different areas and public funding for social currencies is on the rise in Brazil. However, after all these years we are still at a very early stage of research and practice. Some of the most successful initiatives (such as Banco Palmas) actually evolved out of local monetary creation to become correspondent banking operations for commercial banks and other financial groups. After eight years of price stability and social inclusion, Brazil stands out as a major opportunity for social experimentation, even the Grameen Bank is now entering the Brazilian market and many NGOs are geared towards different forms of entrepreneurialism in the base of the pyramid, riding solidarity economic models, microfinance and microcredit for local development. It is yet to be seen, however, whether these developments are just one more stage of “bankarization”, that is to say, an extension of regular banking services or actually a new form of social and symbolic self-determination at the local level. So far, the Central Bank of Brazil is open to new forms of credit and local finance as long as they are strictly territorial and very close to barter among the poor. In other words, whether the process of monetary creation could be made to fit an open source paradigm is yet to be seen. Community banking and social currencies might as well end up as just another channel for access to and use of banking services. The “Creative Currencies” project aims at promoting the discussion of more fundamental issues, such as the limits of central banking, the prospects for local financial development and the possibility of creating and managing financial icons as cultural assets. The purpose of this project is to produce short documentaries that will bear testimony to this evolving regulatory framework while inducing more discussion about the fundamental iconomic issues concealed in the process of money and wealth creation. RLM: What new potential is there in applying digital technologies to currency creation? GS: Globalization is a result of the virtualization of money, that is, the overcoming of illusions such as the “gold standard”. Money is an icon created by institutions, not on supposedly natural or material foundations but out of political and financial interests. The “dollar standard” is an outstanding evidence of this phenomenon and Kaplan´s paper, the first to use the expression “iconomics”, insists on the rhetoric and semiotic effects associated to a supposedly scientific model of money creation and management. This is a fundamental change that was perceived and discussed much before the digitalization of the world by unorthodox economists such as John Maynard Keynes since the early 20th century. The digitalization of global financial flows accelerated this immateriality and the creation of the Euro was yet another evidence of the political foundations of currencies. The banking establishment, however, is keen on the idea that scientific formulae hold the key to sound money creation. Keynesianism has been repeatedly associated to “inflationism” while the supposedly sound monetary policies of the Orthodoxy serve well the political and financial interests of a technocratic elite. Corporate media also serve this fictitious depiction of the monetary process despite the cyclical bust of monetary rules and financial regulations. The internet, however, has created numerous opportunities for the disintermediation in industries such as film, music and commodities. There is no reason to doubt that the financial industry can also be transformed by Peer-to-Peer (P2P) infrastructures. Money is media as well. Credit is but confidence. Once people realize that the distributed computing power of networks can also be the platform to weave new monetary and credit operations, there is room for grassroots emancipation out of the established owners of monetary institutions. So far, however, there has been a privatization of monetary management and there is not a clear path or model for the emergent (P2P) property democratization that is inherent to the internet. Digital assets, however, clearly have an inherent potential to escape central control and proprietary regulatory frameworks. RLM: How are social networks transforming the ways in which we exchange value? Do you believe that online influence and reputation might be translated into a new kind of currency? GS: The foundation for social currencies as envisaged by solidarity economics is the territory. Authorities are willing to concede local monetary creation as long as it is restricted to poor neighborhoods, as a proxy to barter. In this relevant but limited context, reputation, personal knowledge and informal ties form the matrix of local or “proximity” finance which are expected to keep credit and leverage to a sustainable level. Anything beyond that should and would lead to an integration of local finance into the established banking system. However, inasmuch as the internet promotes virtual territories and reputation is now subject to all sorts of digital manipulation and stardom becomes an everyday cultural process among teenagers and elders alike, the territorial “foundation” is substituted for more complex patterns of solidarity, cooperation and exchange that reach beyond the physical territory and even the “human.” Digital assets embody knowledge, technology, cultural and educational values that are exchanged at a global scale beyond the control of democratic States (Chinese-like intervention is the exception, not the rule). Hacktivism is unstoppable and so is monetary hacktivism. Especially in the Third World, mobile communications fast became conveyors of money transfers and other appropriation strategies. Banking and telecom sectors already battle for the control of these emerging markets and, as a matter of fact, have so far contributed to the containment of these processes. Governments serve these moguls and have usually adopted a wait-and-see attitude. If open source hardware and grassroots social movements combine to challenge these proprietary battles, then social networks may evolve into new forms of social capital and thus form the ground on which to design and implement social currencies. The global financial crisis, as well as the dollar demise, are an event of such a proportion that social networks may open the path for emancipator subjects to seize the opportunity. RLM: What are some of the social experiments that you think are revolutionizing the way in which value is exchanged? GS: There is a broad evolution of economic systems towards the valuation of intangible assets such as knowledge, reputation and sustainability. There are many examples of local as well as global events that call the traditional systems of exchange into question, from carbon credits to educational bonuses, digital barter frameworks and locally based solidarity and fair trade networks. These emerging examples, no matter how different in nature or scale, represent a challenge to the traditional value creation schemes and theories which are based on use and exchange value, supply and demand. This is not to say that utility and labour or scarcity are to be totally dismissed, but there is now an emerging perception that value is also a function of behavioral codes, symbolic patterns and the energy of institutional frameworks. The plasticity of digital platforms is relevant insofar as intellectual property becomes the central source of value creation. But when you discuss the property rights of public goods such as the environment or basic social rights (of minorities or localities), then a new paradigm seems to emerge. RLM: Are gaming and online storytelling digital practices that might have an impact on the way new currencies are created and developed? GS: “Play money” has been one of the early and most intriguing phenomena associated to the diffusion of virtual worlds. These virtual currencies have also been prone to “boom and bust” dynamics, speculation and pure theft (Second Life scams were common and led to “intervention” by the owners of the game). Storytelling is a major source of value, that is, the value of attention and the markets for audience. There are plenty of private monies created and managed by corporate entertainment groups, telecom operators (via mobile virtual network operators) and marketing frameworks. The casino economy, as already depicted by Keynes and other unorthodox economists, is always storytelling about future states of the world, confidence building and leverage of animal spirits. The novelty of current events is not the fictitious nature of any form of capital, but the potential for digital democratization of controls over the imaginary nature of value creation. But this is just a potential, a possibility, a figment that more often than not is appropriated by centralized and opaque private powers. The game industry is a testbed for new connections between storytelling and money creation. RLM: Monetary value was originally connected to the scarcity of precious metals, such as gold. Our entire monetary system seems therefore to function according to a logic of scarcity. Do you believe it is possible to reverse this logic into a logic of abundance? GS: The gold standard was a fiction itself, the “scarcity” is always produced by institutions that regulate confidence and access to credit. The key issue is not to fabricate abundance, but to question the institutions which produce scarcity out of any standard, gold or whatever. Central banks are at the service of private banks in the creation and management of scarcity. RLM: The promise that nanotechnology holds for our future is one of radical abundance (or so say transhumanists). The possibility of creating any kind of material substance through nanoengineering seems each day more feasible. What would this possibility entail in terms of systems of value exchange? GS: Nanotechnology, environmental concerns and grassroots appropriation of distributed knowledge are the frontiers of a new horizon of energy creation and management. Social groups in charge of managing scarcity for the sake of wealth and power concentration must be held accountable for the destruction of our future. Once this key political conundrum is accounted for, new systems of value exchange and even a non-mercantile society will come into existence. Revolutionary theorists such as Marx envisaged transformation via the extreme clash of contradictions between capital and labour. This approach has never led to a change in the systemic logic of scarcity for the sake of social control. We are once again facing the threshold of large scale societal change, but the outcome of the current crisis should come from our imagination, not from yet another paradox of abundance and scarcity. As long as we remain attached to the materiality of value, the illusion of freedom will but reinforce the massive manipulation of necessity. RLM: What do you think is the role of crowdfunding in this context? GS: Crowdsourcing as well as crowdfunding are examples of the peer to peer opportunities that come along with distributed computer power. However, the power structure behind wealth and scarcity creation may or may not be changed by crowd management. But it should not be taken at face value, so to speak. The stock market of course is an early form of crowdfunding without calling into question the proprietary framework of the companies offering their investment projects to the market. Any market is a form of crowdsourcing, that is to say, of distributed forms of supply and demand matchmaking. The wealth of networks, however, depends on the contractual ecosystem, the institutional framework, the channeling of social imagination, not on the purely quantitative distribution of bids and offers. I see economics as supply, demand and code. Once you have access to the code, once openness becomes part of the game, then there is a chance of crowd behavior becoming collective intelligence and sustainable imagination. RLM: Is the development of digital currencies headed towards a pluralistic ecology in which many micro currency systems co-exist, or is it penetrating the mainstream monetary system? If it is affecting the mainstream financial system, what would be its effect in the long-term? GS: The same issue is at stake both at local and global levels. The global system is, as a matter of fact, an unstable ecosystem of “micro currencies” whereas the dollar has so far exerted an overwhelming influence. Local currencies and private monies coexist with national currencies only to the extent that the Central Bank admits, for instance, that grassroots monetary emissions remain territorial and strictly connected to poverty. However, the question of how new developments in digital technologies and nanotechnologies might alter not only our current monetary systems but also our understanding of value in itself, is still an open question. We present a dynamic programming model which is used to investigate hypothermia as an adaptive response by small passerine birds in winter. The model predicts that there is a threshold function of reserves during the night, below which it is optimal to enter hypothermia, and above which it is optimal to rest. This threshold function decreases during the night, with a particularly sharp drop at the end of the night, representing the time and energy costs associated with returning to (...) normal body temperature. The results of the model emphasise the trade-off between energy and predation, not just between foraging options, but also between foraging during the day and entering hypothermia at night. The value of being able to use hypothermia represents not just energy savings, but also reduced predation risk due to changes in the optimal foraging strategy. Conditions which give a high value of hypothermia are short photoperiod, variable food supply, low temperatures, poor and scarce food supplies. (shrink)

Proposed solutions to sustainability often bring different economic sectors into conflict; when a sustainable solution for one sector is non-sustainable for another it creates what we call the dilemma of sustainability. A recent example took place in the Columbia Basin of the Pacific Northwest, involving competing notions of sustainability by fisheries and the energy industry. Taking up some ideas of Eger and Lyotard, we criticize the constructivist approach which treats large ecosystems as constructions and the process of resolving conflicts (...) of sustainability as one solely consisting of negotiations involving the trading off of interests. We propose instead to treat such conflict resolution via a Gadamerian-inspired hermeneutics that sees different economic sectors as having different interpretations of sustainability and that aims at common understanding. Although the knowledge of war and international conflict has definitely increased, we do not as yet have much insight into why and how wars come about, and especially how war as a certain and comparably rare form of conflict regulation is connected to conflict behavior at lower levels of intensity as military disputes and international conflict behavior in general. Theoretical progress in the study of war demands a significant effort at the level of basic research. It is imperative to spend (...) more energy at the rigorous deduction of testable propositions from general explanatory principles or mechanisms. For the success of such an endeavour it is essential to adopt both a dynamic and systems-theoretic perspective. This implies a vision of war as a certain and one of possible phases in the international political process, concurrently with other injuriousforms of interaction as serious disputes and low level conflict behavior, but also supportive behavior like trade and cooperation. This presents a challenge to clinicians to address entrenched, often subconscious, ways of being with and helping racialized people with historical memories and current experiences.Such changes are necessary in that (...) dominant collective memory is contributory to mental illness, as Walsh writes. It also contributes to what Walsh calls a traumatic loop, whichinvolves feeling unwell due to racist abuse or the effects racialization has on the psyche, then being unable to voice these concerns to the practitioners who desire to help you. Not having the opportunity to voice these concerns can make patients feel as though these memories are not important, thereby invalidating their own negative experiences of racialization.(Walsh, 2022, p. 232)For these reasons, it is crucial that psychiatrists fully understand the harm they can do by reproducing dominant collective memories and work to change this in themselves and in the institutional systems in which they see patients/service users.I focus on one question briefly and then turn to the heart of active engagement.The question concerns what the content of dominant collective memory is and how it might play out in a particular interaction in psychiatry. Walsh does a fine job setting out forms of memory and how Fanon (and she) suggest that clinicians can assist patients toward liberation from dominant collective memory. Yet I am left with uncertainty about what sorts of dominant memory serve to deny the violence in the colonized. A bit of filling out on this idea would help the motivated to move toward change.A pressing question is how to facilitate such changes. Both the limitations and the possibilities of the social imaginary can help us understand why change is so difficult and yet how it nevertheless is possible and, in fact, necessary. The social imaginary, as Code explains it, "refers to implicit but effective systems" of values, meanings, interpretations of reality, norms for living, what counts as knowing and who can be knowers, that are found in a social-political order in ways that shape our sense of self, our ways of relating to others, our responsibilities, and a sense of place (Code, 2008, pp. 31–32). The instituted social imaginary, then, tells us what sorts of persons we should be and [End Page 241] how we should see and treat others. It shapes memories and limits which memories—and whose memories—get acknowledged and which ones and whose memories are erased or ignored. It is difficult to see for what it is because it is implicit and assumed to be fixed and natural. However, this is the instituted social imaginary, where the content of the imaginary is taken as given and is naturalized. It trades in stereotypes of Black and Indigenous and other people of color as well as stereotypes of queers, people living with disabilities, the homeless, and others. It is harmful in that it perpetuates those stereotypes, controls patients/ service users, negates their own personal and community identities, and erases episodic memory. It is difficult to change because it is entrenched and often not questioned. Nevertheless, the instituted social imaginary is not totalizing. There is hope, and energy, and excitement to be found in active engagement with an instituting social imaginary. Here, we find people and communities working to critique the given, the naturalized, and even ourselves: "Imaginatively initiated counterpossibilities interrogate the social structure to destabilize its pretensions to naturalness and wholeness, to initiate a new making" (Code, 2008, pp. 34–35). In this article, we analyse the role that artificial intelligence (AI) could play, and is playing, to combat global climate change. We identify two crucial opportunities that AI offers in this domain: it can help improve and expand current understanding of climate change, and it can contribute to combatting the climate crisis effectively. However, the development of AI also raises two sets of problems when considering climate change: the possible exacerbation of social and ethical challenges already associated with AI, and (...) the contribution to climate change of the greenhouse gases emitted by training data and computation-intensive AI systems. We assess the carbon footprint of AI research, and the factors that influence AI’s greenhouse gas (GHG) emissions in this domain. We find that the carbon footprint of AI research may be significant and highlight the need for more evidence concerning the trade-off between the GHG emissions generated by AI research and the energy and resource efficiency gains that AI can offer. In light of our analysis, we argue that leveraging the opportunities offered by AI for global climate change whilst limiting its risks is a gambit which requires responsive, evidence-based, and effective governance to become a winning strategy. We conclude by identifying the European Union as being especially well-placed to play a leading role in this policy response and provide 13 recommendations that are designed to identify and harness the opportunities of AI for combatting climate change, while reducing its impact on the environment. This paper is a brief overview of the intra-regional connectivity that CPEC ensures and its impact on socioeconomic development of the entire region. This study evaluates the growth of energy sector, infrastructure development and advancements in connectivity in terms of transportation and communication as a result of this mega project. It also describes the inter-regional coordination within the country that will strengthen area-to-area bonding that is important for the uniform economic progress so far. Once the things start to move on smoothly and smartly, there is no ambiguity that this project will turn out as the socioeconomic revolution, mainly for Pakistan, then for China and obviously for the other countries of the region as well. Promoting a better understanding of the phenomenon of colonization and its connection with environmental knowledge and technology, this article proposes a reframing of research agendas to take into account the municipal character of colonization in the Hispanic realm and to ask new questions. Questions should address what human–ecosystem relations, and the ways of knowing and techniques for transforming the physical realm, can tell us about colonization itself; who the historical agents involved were, and what these actors knew, learned, and did (...) in their environments. Using the Basin of Mexico’s drainage and the agency of commoners, this article proposes that colonization depends on the massive deployment and generation of tacit knowledge about how to harness matter, energy, and time for the reproduction of human societies; the quotidian appropriation and reworking of autochthonous knowledge, techniques, and technology by the colonizing groups; the collaboration of the local populations in whom these are vested; and the agency of commoners with practical skills, environmental knowledge, and technological savvy derived from and honed in the realm of material production. In the Ibero-American realm, these agents were primarily commoners with skills in agropastoral production and the building trades; race, ethnicity, language, and gender were secondary conditions. The authors study U.S. stockbrokers, workers directly affected by the technological and economic forces of globalization. Drawing on interviews with 61 brokers and managers in four firms, they find that competition from electronic communication networks and international markets has increased the pace of work for stockbrokers, spurred online and after-hours trading, and may prompt the major stock exchanges to establish later trading sessions known as extended-hours trading. These events are lengthening already long working days for brokers and (...) contributing to a deficit of the time and energy they have to care for their families. These developments also reinforce gender inequality at home and in the workplace. The authors also find an alternative response to this globalization: The discount firm model, which creates the conditions for more gender balance in jobs and careers and thus the possibility for greater gender balance in the provision of care. The diverse ways that extreme climate events are expressed at the local level have represented a challenge for the development of transgenic “climate-ready” seeds. Based on the Argentinean “HB4” technology, this paper analyzes how ignorance and a sunflower gene are mobilized to overcome this difficulty in soy and wheat. HB4 seeds can be understood as myopic: the technology does not obstruct the capacity of soy and wheat plants to sense droughts, but it prevents their natural reaction, which would be to (...) put a halt on crop production and redirect their energy toward survival. Plants thus become “short-sighted” to droughts. Informed by ignorance studies and by the immunological concept of tolerance, this paper analyzes HB4 myopia as a type of nonhuman ignorance: an asset that allows plant breeders to achieve varied plant responses to droughts and to encode their capitalist values into plants’ DNA. Moreover, ignorance becomes a molecular commodity that can be selected, transferred between organisms, and traded in markets. HB4’s prioritization of production resonates with other technologies of climate adaptation and mitigation that do not promote structural changes to the capitalist system. (shrink)

At a time when global warming due to greenhouse gas emissions pose a present and clear threat to the environment, the Nuclear Energy Industry is gearing up to provide a solution to this problem, trading upon a number of fallacies to argue that it neither makes, nor will in future make, any significant contribution to these or to other radiation-linked diseases. This paper exposes these fallacies and argues, to the contrary, that even should the industry be able to (...) avoid all accidents, routine radioactive emissions to the environment during power production and fuel reprocessing threaten to destroy all human life on the planet. This paper approaches the choice between the open and closed nuclear fuel cycles as a matter of intergenerational justice, by revealing the value conflicts in the production of nuclear energy. The closed fuel cycle improve sustainability in terms of the supply certainty of uranium and involves less long-term radiological risks and proliferation concerns. However, it compromises short-term public health and safety and security, due to the separation of plutonium. The trade-offs in nuclear energy are reducible to a chief (...) trade-off between the present and the future. To what extent should we take care of our produced nuclear waste and to what extent should we accept additional risks to the present generation, in order to diminish the exposure of future generation to those risks? The advocates of the open fuel cycle should explain why they are willing to transfer all the risks for a very long period of time (200,000 years) to future generations. In addition, supporters of the closed fuel cycle should underpin their acceptance of additional risks to the present generation and make the actual reduction of risk to the future plausible. This paper explores the role of ideology in attempts to influence public policy and in business representation in the EU–China solar panel anti-dumping dispute. It exposes the dynamics of international activity by emerging-economy multinationals, in this case from China, and their interactions in a developed-country context. Theoretically, the study also sheds light on the recent notion of ‘liability of origin’, in addition to the traditional concept of ‘liability of foreignness’ explored in international business research, in relation to firms’ market and (...) political strategies and their institutional embeddedness in home and host countries. Through a qualitative analysis of primary and secondary materials and interview data with key protagonists, we provide a detailed evolution of the case, the key actors involved and their positions, arguments and strategies. This illustrates the complexities involved in the interaction between markets and ideologies in the midst of debates regarding different forms of subsidy regimes for renewable energy, free trade versus protectionist tendencies by governments, and the economic and sustainability objectives of firms and societies. The case shows how relative newcomers to the EU market responded to overcome a direct threat to their business and became, with support from their home government, active participants in the public debate through interactions with local commercial partners and non-governmental organisations. Firms adopted relatively sophisticated strategies to reduce their liabilities vis-à-vis host-country institutions and local stakeholders, including collective action, to increase their legitimacy and reputation, and counter ideologically based attacks.
